Council removes Drainage District Board Member
The Lafourche Parish Council voted 5-2 on Tuesday to remove Drainage District No. 1 (DD1)W board member and President Albert Guidry from his board position. Parish Councilman Armand Autin moved on the resolution for Guidry’s removal for failure to comply with the parish’s request for public records from the Drainage Board. Councilmen Daniel Lorraine and Jerry Jones voting against Guidry’s dismissal and James Bourgeois abstained. Jerry Lafont was absent from the meeting. Parish Legislative Internal Auditor Reggie Bagala had requested meeting minutes and other information from DD1 beginning on December 14, 2017 and was never given all of the requested documents, said Bagala. Another letter was sent to DD1 by Bagala on January 4, requesting the information and citing Louisiana law, again with no response, he said. See Council Page 5-A

BATON ROUGE, La. (AP) — The Louisiana House isn’t giving up yet on reaching a tax agreement to help close a nearly $1 billion budget gap. A day after lawmakers rejected a major sales tax bill, negotiations in the special session moved from the House floor to desks and side rooms. The House didn’t vote on any proposals Thursday, delaying all consideration of tax measures until Friday. House Speaker Taylor Barras told lawmakers that he believes “there is some room” for talks to continue. Others appeared skeptical. Barras said Friday’s votes will be the “do or die” decisions on tax measures. “Time is of the essence for us now, and I would like to complete that calendar (Friday) for everybody’s benefit,” he said. It remains unclear if the fractious House can bridge the divide on what tax types — and what amount of money — should replace the expiring temporary taxes that are causing the $994 million budget hole on July 1. “I’m pleased that we have made some progress,” Barras said. House Republican leaders favor sales taxes, while Democrats, particularly the Black Caucus, prefer income taxes. Wednesday’s debate on a sales tax bill devolved into angry and frustrated speeches from lawmakers who disagree over the tax approach.

The Lafourche Parish Council on Thursday night rejected measures to approve advertising for bids on a mineral lease and attorneys to represent the parish. Parish President Jimmy Cantrelle said he was highly disappointed by the council’s decision to vote down advertising for the mineral lease. Although he was unable to say how much money the lease generates, Cantrelle said it would be another blow to the parish’s budget crunch. When asked how the event has grown over the years, Board member, Margie Black explained that the Young Marines, a nonprofit organization hosted the early years of the Main Street Market. During that time, BLFM assisted with the event as a cohost. As the annual affair continued year after year, BLFM took over the reins to carry on the tradition, which has grown quite impressively through the years. One of the longest standing annual events in Lockport, the popular market brings returning and new vendors each year as Kim Suggs, another BLFM Board member explained. “Many of our vendors come back every year to sell

BTNEP gearing up for 2018 Bayou Lafourche cleanup
The Barataria-Terrebonne National Estuary Program (BTNEP) is getting ready for its 7th Annual 2018 Bayou Lafourche Cleanup on March 10. The clean up event will be held from 8 a.m. to 12 noon and is projected to clean up 106 miles of the bayou from Donaldsonville to Leeville. The cleanup will be done mostly from boats, but volunteers will also be needed to clean in areas around bridges and along the bayou side. BTNEP is in need of volunteers to be part of the cleanup efforts, as well as site captains to head areas along the bayou. The purpose of the cleanup is to raise awareness about marine debris and clean the body of water that provides the drinking water for our area. The exchanges were so acrimonious that House members openly talked of ending the special session early, with no tax agreement. “We don’t need to quit,” said Sen. Francis Thompson, a Delhi Democrat. Senate President John Alario, a Republican known for his calm demeanor, said he believed House members could move past the tension: “Every day is new in this business.” The sales tax measure would temporarily renew one quarter of an expiring 1 percent sales tax and temporarily eliminate some sales tax breaks, to raise nearly $300 million annually. Louisiana’s current state sales tax rate is 5 percent. It drops to 4 percent on July 1. The bill by Rep. Stephen Dwight, a Lake Charles Republican, would move the rate to 4.25 percent. But 0.25 percent of the tax would again be temporary, with an expiration date in mid-2021. Only 38 of 105 House members voted for the measure. It needed 70 votes to pass. But Barras said the bill remains “core to this debate.” Democrats in the House also want a vote on a proposal to lessen the itemized deductions allowed for middle- and upper-income taxpayers. Gov. John Bel Edwards called the special session, asking lawmakers to pass replacement taxes, saying without them, the TOPS free college tuition program, health care services and public safety programs would face deep cuts. The special session must end by March 7. “The clock’s running on us. The clock’s not our friend,” Alario said. Part of the $994 million shortfall will be offset with $302 million estimated from increased state income-tax collections caused by the federal tax changes. Councilman Nonnie Autin and Cantrelle said it’s the state board that decides which company gets the contract, not the parish. However, Jones said he remembers approving the lease every year as a function of the administration, not the state board. Such leases only end if they expire or a company no longer wishes to do the work, parish Risk Manager Brent Abadie said. The lease is not being taken away from a local company, he said. It covers about 13 acres of land in the Acadia area of Thibodaux. The council voted 42 and the motion to advertise for lease bids failed. Councilmen Bo Melvin and Jones voted against the measure. Council members Luci Sposito, Gros and LaFont were absent. The lease was originally listed under an unanimous agenda item, meaning it did not require discussion before voting, at Tuesday’s regular council meeting. But after the meeting lasted almost four hours, Sposito adjourned the meeting before reaching the matter. “Our rookie chairman messed up,” Councilman Daniel Lorraine said Thursday. The council was equally split on a motion to approve a list of attorneys who could provide legal defense services for the parish. Councilmen Jones, Melvin and Corey Perrillioux voted against it, citing no cause. “Just wow … that’s all I have to say is wow,” Councilman James Bourgeois said after the meeting was adjourned. Approving legal representation is an annual matter, Abadie said. A list of attorneys and their hourly rates is approved by the council each year so that when a suit is filed against the parish the administration has a group of preapproved representation to choose from and respond. Fee hikes for Louisiana hunting and fishing licenses sought
BATON ROUGE, La. (AP) — Louisiana’s Department of Wildlife and Fisheries is seeking to boost the fees for basic fishing licenses, saying the dollars are needed to offset financial gaps. Jack Montoucet, a former lawmaker who leads the agency, said Monday that he’ll seek the fee hikes, estimated to raise about $10 million annually, in the regular legislative session that begins March 12. Montoucet calls passage an “uphill battle.” Among the changes, the cost of a basic fishing license for residents would rise from $9.50 to $13.50 a year. A basic hunting license would go up from $15 to $20. The Advocate reports the plan also would trim the number of licenses from 117 to 30 to streamline options. In some instances, fees would drop. Louisiana has 709,000 licensed fishermen and 326,000 licensed hunters. ___
FRANKLIN, La. (AP) — Authorities announced Wednesday a $5,500 reward for information leading to the conviction of whoever shot and killed two Louisiana black bears. Both bears were male adults weighing more than 300 pounds each. One of the bears was reported shot Feb. 14 in marshes off a canal in St. Mary Parish, and Department of Wildlife and Fisheries enforcement agents who went to the scene found the second bear about 11/2 miles away, according to a statement. Both bears were near the Humble Canal about 10 miles south of Franklin, and necropsies indicate that both probably were killed the weekend of Feb. 2-4, the agency said. The reward includes money from the Humane Society of the United States, the Acadiana Chapter of Safari Club International, the Safari Club International Foundation and the state’s Operation Game Thief program. Louisiana black bears are the largest of 16 subspecies of American black bears, with adult males ranging up to 600 pounds. Although the subspecies was removed from the list of threatened animals in 2016, it is still illegal to hunt them. Conviction on a citation of killing a Louisiana black bear can bring up to 120 days in jail and a $950 fine, plus up to $10,000 in civil restitution for each bear’s value. ___

Marie P. Rogers, age 78, of Lockport, LA passed away on Wednesday, February 21, 2018. Marie was the adored Bride of 57 1/2 years of Ronald E. Rogers. Marie valued family and dedicated her love and life to hers. She was a loyal and devoted wife, mother, motherin-law, grandmother, greatgrandmother, daughter, sister, aunt and friend. She is survived by three daughters and sons-in-law, Melanie (John) Cicero, Theresa (Carl) Rome and Mary (Art) Guidry; three grandchildren, Sara Daigle, Christopher Rome, Jeremy Rome; three great granddaughters, Kylie, Kendra and Savannah; three sisters, Patricia Long (Robin), Katherine “Kutch” Arcement (Russell), and Elizabeth Plaisance; two brothers, Eugene A. Plaisance Jr. (Paulette) and Thomas P. Plaisance (Lynelle), six nephews and four nieces. She is preceded in death by her parents, Eugene A. Plaisance Sr. and Enola Cheramie Plaisance; son-in-law, Kenneth Daigle and dear family friend, Monsignor James B Songy. Eunice Joseph “E.J.” Richardelle, a native of Larose and resident of Cut Off, passed away peacefully on March 1, 2018, at his home. E.J. was born on February 26, 1933, in Larose. He is survived by his wife of 62 years, Katherine Curole Richardelle; his daughter Cheryl R. Cheramie and her husband, Rickey J. Cheramie; his sons Jimmy Richardelle, Darryl Richardelle and his wife, Lisa Comeaux Richardelle; 2 granddaughters Danielle Richardelle Downey and her husband, Beau Downey, and Sydney Richardelle; 2 step-grandsons, Christian Kim, Derek Kim and his wife, Megan Kim; 2 step-great-grandsons Ky Kim and Ezra Kim; 2 sisters Enona Martin and Doris Pellegrin and her husband Johnny. He was preceded in death by his parents, Eunice Richardelle and Irene LeBlanc Richardelle; an infant brother, Jimmy Richardelle; his daughter-in-law, Cori Edwards Richardelle; and his brothers-in-law, Louis Tilman Martin and Bob Curole. E.J. was employed by Chevron Oil Co. as an offshore employee for 35 years and had been retired for 27 years. He enjoyed spending time with his family, traveling, going to casinos, and doing yard work. In his younger days E. J. enjoyed going to the Saturday night dances with his wife and friends. A memorial visitation was held from 5 to 9 p.m. on Friday, March 2, 2018, at Falgout Funeral Home in Galliano. A second visitation was held from 9 a.m. to 11 a.m. at Sacred Heart Catholic Church in Cut Off on Saturday, March 3, 2018. A mass of Christian burial followed. Burial took place immediately following the funeral mass at Sacred Heart Mausoleum. The family would like to thank Hospice of South Louisiana, Jessica Chaisson, Kacie Gautreaux, and Duana Williams for their wonderful, compassionate care.

In the beginning, the event took place on Main Street. It was only later Main Street Market moved to the Bayou Side Park,” Kim stated. The park offers more room, a great bayou side view, and frees up Main Street for parking. Food and drinks will be available for purchase. All proceeds from the event to benefit the museum, and not only pay for operational but also new exhibits, and the completion of the restoration project on the upper floors of the museum, which are coming along beautifully. Kim stated, “One of the restored rooms will soon hold a new temporary exhibit called ‘Music on the Bayou.’ For any local families interested in lending memorabilia we would love to see what they have. Items can be anything that reflects Bayou music culture. A few of the items we have currently is a violin, washboard, and a Cajun-style band poster.” The exhibit is set to open in spring of this year. Memorabilia on loan to BLFM for exhibits remain with the museum for one year then are returned to the owner. For those who may have pictures representing music on the bayou, BLFM can make copies and return the original to the owner immediately. And crafters … it is not too late to reserve your spot but act quickly as time is drawing near and space is limited! Louisiana State Law requires public governmental entities such as DD1 to at least respond to the request within 3 days, although the information requested does not have to be forwarded within the 3-day period. In a lengthy and public executive session on Tuesday, Autin pressed for a vote, refusing to allow Guidry and his attorney John Bourgeois more time to present evidence that Bagala’s request letter was misplaced by Glover Chiasson, another DD1 board member. “They turned their back. Even beyond December, there was no huge effort to comply,” said Autin. Guidry said that over the period of time in question, he had several conversations with Autin and Bagala in which the issue was never brought up by either of them. “Armand Autin and Reggie Bagala talked to me, but no questions were asked. They didn’t send a registered letter,” he said. Bourgeois called the matter “a mistake,” but he said there was no deliberate attempt by Guidry or the board to ignore Bagala’s request. The resolution also asks that the parish Administration advertise for the board vacancy. Drainage District No. 1 covers roughly from the Gheens Road on the east side of Bayou Lafourche and from Ochsner St. Anne General Hospital in Raceland on the west side to Golden Meadow. DD1 collects a 0.9 millage which brings in about a half million dollars annually, and spends that money on local projects within the district. Recently, Guidry and DD1 were instrumental in securing a $4.75 million grant from Louisiana Department of Transportation and Development’s Statewide Flood Control Program to begin the East Side Drainage Improvements Project, a 20-arpent canal clearing and drainage improvement venture. will put up approximately $350,000 for the project which will improve drainage between East 39th and East 94th streets in Cut Off. The project will also

A suspect wanted in a recent shoplifting case has been apprehended. The suspect has been identified as Terry Rodrigue (age 40) of Ponchatoula. He has been charged with misdemeanor theft. On Saturday, February 24, Rodrigue was seen on camera exiting the Walmart Supercenter in Raceland with a large screen television for which he had not paid. He then fled in a white, four-door Chevrolet truck.

A cartoon in the newspaper has an elderly gentleman speaking to a young student. He looks down on him and says, “When I was your age, I had to walk two miles uphill to school in the snow while holding a hot potato.” The kid interrupts and says, “I had to hide in a closet while a mass shooter killed my teacher and friends.” The gentleman says apologetically, “You have my thought and prayers.” Turning away the student says, “Don’t bother.” The Valentine’s Day Massacre in Florida and this cartoon made me think of my own school experience. I rode my bike about a mile to school in New Orleans but I never worried about being shot. I don’t remember any mass shootings. So I did a lit-
tle research to find out what happened and when did things change. The first known mass school shooting in the U.S. took place on April 9, 1891, when 70year-old James Foster fired a shotgun at a group of students in the playground of St. Mary’s Parochial School, Newburgh, New York, causing minor injuries to several students. Most of the few school shootings after this until the later part of the next century were one on one attacks by students on other students or a teacher, usually involved stabbing with knives or hand guns. next mass The school shooting takes place on December 30, 1974 in Olean, New York. Anthony Barbaro, a 17year-old Regents scholar armed with a rifle and shotgun, kills three adults and wounds 11 others at his high school, which was closed for the Christmas holiday. The first mass school shooting with a semi-automatic rifle happened on June 12, 1976 at California State University where the school’s custodian opened fire in the library on the California State University, Fullerton campus killing seven and wounding two. Each month teachers and staff at Holy Rosary Catholic School are encouraged to submit names of students who exemplify outstanding Christian values throughout their everyday lives. The students named as Living Apostles for January are 2nd grader, Paul Dufrene, son of Paul and Amber Dufrene; and 4th grader, Bailee Duet, daughter of Jason and Holly Savoie and Jade Duet. Each Living Apostle is given a crucifix to wear throughout the school year as a visual symbol of their dedication to Jesus Christ. These students’ values of respect, charity, responsibility, love and kindness are reflected within their lives.
