VIRGINIA BEACH, Va. – A 2006 South Lafourche High School graduate and Galliano, Louisiana, native is stationed with a command responsible for teaching future information warriors the skills required to defend America around the world. Petty Officer 1st Class Rickey Gisclair works as an information systems technician and serves with the Information Warfare Training Command (IWTC) Virginia Beach. A Navy information systems technician is responsible for maintaining the shipboard network servers and satellite communications systems. Gisclair credits success in the Navy with lessons learned growing

up in Galliano. “My hometown is built on work ethic. There are two industries, oilfield and seafood,” said Gisclair. “If you put in an honest day of work, you’ll feel and be proud of your accomplishments. This holds true in the military as well.” IWTC Virginia Beach provides a continuum of information warfare training to Navy and joint service personnel, preparing them to conduct information warfare across the full spectrum of military operations. The training command currently offers 65 courses of instruction in information technology, cryptology and intelligence with an instructor and support staff of 280 military, civilian

House shelves bid for governor, lieutenant governor ticket

BATON ROUGE, La. (AP) — Louisiana’s governor and lieutenant governor won’t be elected jointly, after the House rejected the idea. Rep. Walt Leger, a New Orleans Democrat, proposed the candidates for Louisiana’s top two offices to be chosen on a ticket, like the president and vice president are. Leger says 26 other states choose the leaders of the offices together. He says a joint ticket could guard against political conflict and help the governor use the state’s number two official as “a true lieutenant.” Opponents questioned if the change would expand the governor’s power and move Louisiana’s politics to more closely mimic the partisanship of Washington. Only 36 lawmakers supported the idea Wednesday, while 64 opposed it. The constitutional amendment required two-thirds support, or 70 votes, to reach the Senate. ___

Tuesday likely reopening for Louisiana spillway

NEW ORLEANS, La. The Army Corps of Engineers says it wants to open a historic Mississippi River flood control channel above New Orleans on Tuesday for an unprecedented second time in one year. This comes as floods across the Midwest have caused billions of dollars of damage to homes, farms and other businesses and is less than five weeks after the Bonnet Carré Spillway was closed on April 11. The National Weather Service says continued rains in the Midwest and Ohio Valley and floodwaters from the upper Mississippi River are heading down the Mississippi. In addition, storms are expected to dump 5 to 10 inches of rain in Louisiana and Arkansas. The Mississippi River drains 41 percent of the U.S. mainland, and Corps officials say the past 12 months have been among the wettest on record. Floods across the Midwest have

caused billions of dollars of damage to homes, farms and other businesses. The spillway is opened to relieve stress on New Orleans levees when the Mississippi flows at 1.25 million cubic feet per second. ___

Louisiana welcomes the record 51.3 million visitors in 2018

BATON ROUGE, La. – Lieutenant Governor Billy Nungesser announced record tourism numbers for 2018. The state welcomed 51.3 million visitors in 2018, representing an increase of nine percent over the 47.1 million visitors reported by DK Shifflet in April 2017. Visitors spent $18.8 billion, an increase of seven percent over 2017. The travel and tourism industry generated $1.9 billion in state and local tax revenue in 2018. Tax revenue generated through travel and tourism spending saves each household in Louisiana $1,082 a year in taxes that would be needed to maintain current services. Investing in tourism to promote and market Louisiana leads to thousands of direct and indirect jobs for the state. At the end of 2018, U.S. Bureau of Labor Statistics data shows 237,200 jobs were the result of visitor spending in Louisiana, an increase of 2,600 new tourism-related jobs over 2017. A total of 6,700 new tourism-related jobs have been added in Louisiana since 2016. ___

Trump plans to talk energy jobs in May 14 trip to Louisiana

NEW ORLEANS (AP) — President Donald Trump plans to visit Louisiana Tuesday to highlight job growth related to energy. The White House said Monday that Trump is scheduled to travel May 14 to Hackberry, an unincorporated Louisiana community on the Gulf Coast between New Orleans and Houston. The president plans to tour a shipping facility that uses trains to bring in liquefied natural gas for export overseas. The White House says Trump will discuss how energy infrastructure projects such as Sempra’s Cameron LNG Export Facility in Louisiana are creating American jobs. The visit will be Trump’s third trip to Louisiana since he took office in 2017.

Happy Mother’s Day to my dear wife who is a great mom and to every Mother everywhere! My brothers and sisters were all gone from home by the time I was eight years old. I missed them but during the summer I had my mother mostly all to myself. My dad worked third shift in the coal mines and slept most of the day. My mother’s main job was keeping me quite so I wouldn’t wake my dad from sleep. Fortunately for him he had built a small place behind our house where he slept during the day. If I didn’t bounce the basketball and played quietly all went well. I was close to my mother growing up. My sisters always said, “I was mommy’s baby.” I came along ten years after my other brothers and sisters so probably it was a little easier raising one child than trying to raise my four sisters and brothers all at once. Life was relatively simple. Some mornings during the summer we had to put bug dust on the bean patch in the garden. Some mornings we hoed corn. We raised hogs and often there were middling’s to make. We had sulfur drinking water that was unfit for washing clothes. If we had not caught enough rainwater then it meant carrying water from our nearby creek. We had about a hundred yard walk to the creek so we had to make a lot of trips back and forth to the creek for enough water. God forbid if I got busy chasing a crawl dead and stirred up the creek water. It always took a while for the silt to settle down and the water to clear up. Of course there was always lots of grass to mow with a push mower. One of the sweet parts of the day was having lunch with just mom. Usually it was sandwich, a soda pop and a Reese’s Cup, or something similar. Once I talked my mom into letting me have a root beer. She said you won’t like it and if that’s what you choose you are stuck with it.” I didn’t

like it and she stuck to her promise. I once asked her what she wanted me to be when I became an adult. She thought for a minute and said, “Become a school teacher.” Looking back I know the reason she said that was because in that era school teachers were the only people in our county who had stable jobs and incomes. My dad’s coal mining job was tough and she wasn’t wishing that on me. In her way she was saying she wanted the very best for me. I always felt like mom was on my side although she never tolerated misbehavior. We had a peach tree in our back yard and on more than one occasion she broke off a limb and used what we referred to as a “switch,” on me. I suppose that meant the peach tree limb would assist me in switching my behavior. However, mom was great. I remember how hard she worked. I know how passionately she loved our family. She took care of my dad and my four siblings. She loved God and prayed and she loved people. I miss my mom. By God’s grace and mercy I’ll see her again and my dad in heaven. My children’s mother is also deceased. My son’s and I miss her every day and I know they miss her love and devotion. They have now lived most of their lives without their mother. Mother’s day is a tough day as they can only remember. If you have a good mother, take a moment this Mother’s Day and praise her. Good words, hugs, and any deed that might make her life a little easier are well deserved. Do something that pleases mom and for one day forget about yourself. Maybe your mom and grandma are deceased. On this Mother’s Day maybe there are other special moms that you can graciously wish and express to them in some way, “Happy Mother’s Day.” We can’t go wrong celebrating Mother’s Day.

Despite the improved financial forecasts, wish lists greatly exceed available dollars. Millions wanted by early childhood education advocates to help more children from birth to 3 years old didn’t make it into the bill either, even as House members talked of needing more access for parents to early learning programs. “I am firmly a believer that this is the way to move our state forward,” said Rep. Stephanie Hilferty, a New Orleans Republican. Henry said he would like to steer more money to early childhood programs, but he added: “You have to weigh it against everything else.” Combined with other budget bills, total spending across state, legislative and judicial agencies next year would top $34 billion. Legislative agencies would get a largely flat $96 million budget next year, and the Louisiana Supreme Court and the judiciary would get a standstill $173 million budget. pleaded guilty and was given probation, prosecutors said. According to the Lafourche Parish Sheriff’s Office, Delatte and Banks claimed fraudulent Section 8 housing vouchers. Banks, who relocated to Lafourche from New Orleans with her four children in 2014, received Section 8 housing assistance obtained through the Lafourche Parish Housing Authority. Based on Banks’ reported income, the Housing Authority gave her $700 a month to live as a tenant in a mobile home at 2076 La. 307 that was owned by Delatte’s company. DeLatte received the money as her landlord, prosecutors said. However, Assistant District Attorney Jason Chatagnier contended Delatte and Banks claimed $20,513 from the Housing Authority illegally because she wasn’t actually living in the trailer. Banks and Delatte were involved in a romantic relationship and lived together in Delatte’s home at 2999 Choctaw Road but still collected monthly $700 payments from the Housing Authority, Chatagnier said. Although Delatte could have served up to 10 years in prison, LeBlanc said his lack of criminal history didn’t warrant such a sentence. “I have no evidence of any criminal activity in the life of Michael Delatte,” LeBlanc said. “It’s a considerable amount of money. However, you have paid the entire amount of restitution.” Chatagnier said prosecutors had two objectives in the case, which were both accomplished. “The felony conviction and the order to pay restitution in full is a win for the people of our parish,” Chatagnier said. “It not only holds the defendant accountable for his actions, but makes the money available for those who truly need it.” Delatte’s New Orleans attorney Craig Murdock said the judge’s ruling was fair. “We’re definitely not appealing,” Murdock said. “The judge gave a very fair sentence. makers’ favored local projects. Much of the spending matches recommendations made by Gov. John Bel Edwards. WHERE’S THE MONEY FROM? Louisiana had a $308 million surplus from the budget year that ended June 30, dollars limited in use by the state constitution. The state also has another $110 million in unbudgeted money for the current year, based on revised tax collection estimates. Plans to spend the money are contained in three budget bills, two of which won unanimous House backing Thursday and await debate in the Senate. House lawmakers will start advancing the third measure, the state’s construction budget bill, next week. DEBT PAYMENTS AND SAVINGS Under the constitution, one-quarter of last year’s surplus, $77 million, flows to Louisiana’s “rainy day” savings account. Another 10 percent, about $31 million, must pay down debt in the retirement systems for state workers and public school teachers. Lawmakers propose to send $25 million of the unbudgeted cash to the Federal Emergency Management Agency, to cover a portion of Louisiana’s share of ongoing disaster recovery efforts. Another $9 million would pay legal judgments, money owed to people who successfully sued the state. HIGHER EDUCATION The spending plans include $22 million for higher education programs. TOPS would receive another $6.6 million to cover full tuition for eligible students, since the program costs more this school year than the $295 million lawmakers allocated for it. Other dollars would pay for LSU’s Pennington Biomedical Research Center to recruit faculty. The LSU and Southern University AgCenters would get more cash, and LSU’s New Orleans medical school would receive more than $2 million to pay a new lease arrangement with the

Louisiana Cancer Research Center. Money would be steered to a fund expected to help with online resources for students, such as electronic textbooks. The University of Louisiana at Monroe’s pharmacy school would get $3 million to help with expenses as it undergoes accreditation review. INFRASTRUCTURE PROJECTS Nearly $90 million would pay for road and bridge work, coastal projects would receive $55 million and lawmakers’ favored local projects would divvy up about $51 million. Another $20 million would chip away at a lengthy backlog of repairs needed at state-owned buildings. OTHER SPENDING More than $7 million would continue computer upgrades to the state’s financial reporting system, a years-long project aimed at moving

every agency to the same accounting system. Louisiana’s child welfare agency would receive $5 million for upgrades to its eligibility system. The budget bills would steer other dollars to public safety programs. The corrections department would receive about $8 million, while the juvenile justice agency would get more than $1 million to help it handle increased caseloads from a law change shifting more offenders from the adult corrections system to the juvenile system. Three people have been arrested in connection to a string of camp burglaries in the Leeville area. Jean Gisclair, 30, and Damain Randazzo, 29, both of Golden Meadow, along with Christopher Beatty, 47, of Lockport, have been arrested. On May 3, detectives began investigating a string of burglaries occurring at camps in the Leeville area. Five camps were burglarized with mostly fishing equipment stolen. Through investigation, detectives located a storage unit in Golden Meadow where the stolen items were being stored. Some of the stolen property was identified and returned to the owners, and detectives developed Gisclair, Randazzo, and Beatty as suspects. Prior to the investigation, on May 2, deputies had arrested Gisclair and Randazzo during a traffic stop where they were assisted by Golden Meadow Police. The driver, Randazzo, was found to have several active warrants, and he had marijuana in his possession. The passenger, Gisclair, was found to have Vyvanse pills, marijuana, and drug paraphernalia. They were both arrested and booked into the

Lafourche P a r i s h Correct i o n a l Complex at that time. Randazzo was Gisclair booked on five Contempt of Court warrants and charged with Possession of Marijuana (2nd OfRandazzo fense). Gisclair was booked with Possession of Vyvanse, marijuana, and drug parapher Beaty nalia. Following the burglary investigation, detectives obtained arrest warrants for all three men. Gisclair and Randazzo, who were still in jail, were each booked with five counts of Simple Burglary. Randazzo’s bail is set at $127,000, and Gisclair’s bail is set at $127,100. Christopher Beatty, who was also wanted for five counts of burglary, turned himself in to authorities Wednesday evening. His bail is set at $125,000.

Lafourche Parish Sheriff Office announced deputies are seeking to identify a suspect wanted in connection to vehicle burglaries on Darwen Drive in Raceland. On the morning of May 6, 2019, deputies responded to Darwen Drive just off LA 1 in Raceland. They learned several vehicles which had been left unlocked were burglarized overnight. Remember that a journey contains many small steps filled with many bumps in the road along the way. However, if we keep our feet planted in common sense and surrender ourselves to faith and love, then we can find true success and lasting inner peace in our families. “What are some obstacles to spiritual freedom? Worldly attachments like materialism. By detaching ourselves from worldly things, we will be set free. We live in a gluttonous, lazy, self-indulgent, television addicted society. God bless America and wake up America. This doesn’t mean that we cannot have enjoyable things; but do not let our possessions possess us. “When we seek praise and admiration, we are worrying too much about what others think. Human praise and admiration can neither add nor subtract from our true worth. God sees us as we really are. We are what we are in the eyes of God, nothing more or nothing less. “All people desire peace, but few do what it takes to obtain true peace. Some think they will find it in financial security. Others seek it in continual activity. Others hope to find it in human friendship, praise or admiration. These things are not the source of true peace. A daily life of straight thinking and unselfish following God’s will is the one and only source of true peace. “Author Emmett Fox once said, ‘There is so much frustration in the world because we have relied on gods rather than God. We have genuflected before the god of science only to find that it has given us the atomic bomb, producing fears and anxieties that science can never mitigate. We have worshiped the god of pleasure only to discover that thrills play out and sensations are short lived. We have bowed before the god of money only to learn that there are such things as love and friendship that money cannot buy. These transitory gods are not able to save or bring happiness to the human heart. Only God is able. It is faith in him that we must rediscover. “Today we see too much emphasis placed on earthly success: jobs, notoriety, money, ego.” “We have seen an increase of strife in the home – a lack of respect for other family members, jealousy, selfishness, more worry and anxiety, lack of patience and listening skills. We need to be more transparent and become actors rather than reactors. We have to model by example.” “Children have never been very good at listening to their elders, but they have never failed to imitate them. Children learn what they live: If a child lives with criticism, s/he learns to condemn. If a child lives with hos-

tility, s/he learns to fight. If a child lives with fear, s/he learns to be apprehensive. If a child lives with pity, s/he learns to feel sorry for him/herself. The V. H. Boudreaux Senior Citizens Center in Lockport held it’s monthly birthday party on April 23rd. Pictured celebrating birthdays in April were Lois Crosby and Richard Orgeron. The Center is now going to the Silver Slipper Casino once a month. FMI call the Center at 532-5930. Senior Citizens are always welcome and encouraged to join.
