BATON ROUGE, La. (AP) — Louisiana’s health department is notifying 37,000 elderly and disW abled people, many of them in nursing homes, that the money paying for their care could dry up in July. Republicans slammed the move as fear-mongering by the state’s Democratic governor amid ongoing budget and tax negotiations. The notices, out Thursday, are Louisiana’s first official warning to residents of nursing homes and group homes that they could face eviction in less than two months because of proposed Medicaid spending cuts included in the Housebacked version of next year’s budget. To understand the issues of land loss affecting Louisiana’s coast and the restoration solutions needed to address it, one needs only compare two neighboring basins on the coast. In the Atchafalaya Basin, lush, green fingers of land push out toward the Gulf of Mexico, building more and more acreage every year. In the Terrebonne Basin to the east, land is rapidly disappearing at one of the highest rates on the planet. Why are there such stark differences between these two basins that are geographically so close together? What can these basins teach us about efforts to restore Louisiana’s coast? The key to successful, ongoing land building in the Atchafalaya Basin is the steady flow of sediment and fresh water the area receives from the Atchafalaya River and the Wax Lake Outlet. In contrast, there is little fresh water and almost no sediment input to most of the Terrebonne Basin, contributing to continued and severe land loss.

As it always has, rivers and their freshwater and sediment are key to building and sustaining land across coastal Louisiana. Finding ways to use rivers to restore the coast will be essential to maintaining the region. The Atchafalaya Basin Between 1932 and 2016, while every other basin in Louisiana was losing land, the Atchafalaya Basin gained more than six square miles (4,000 acres) of wetlands. The Atchafalaya River is the last major distributary of the Mississippi River, and it receives, on average, 30 percent of the combined flow of the Mississippi and Red Rivers or around 300,000 cubic feet of water per second. In 1942, the Army Corps of Engineers dredged a channel from the Atchafalaya River to the Gulf of Mexico to decrease water levels moving past Morgan City, splitting the flow of water and sediment between the Atchafalaya River and the Wax Lake Outlet. BATON ROUGE — Though texting while driving is illegal, law enforcement officers face difficulties in pulling over distracted drivers. A bill passed by a Senate committee Thursday would make it easier for police to issue citations by expanding the list of prohibited cellular activities, like taking “selfies” and checking social media sites, in an attempt to decrease traffic accidents. Law-enforcement authorities say that under current law, they cannot ticket drivers who insist that they were using their phones for something other than texting. So under the bill, simply holding a device in either or both hands would be against the law at the start of next year. The bill, written by Rep. Mike Huval, R-Breaux Bridge, would prohibit the use of wireless telecommuni-

The 28th Annual Tarpon Basketball Camp for boys and girls will be held in several sessions at South Lafourche High School. cation devices in moving vehicles unless the driver uses hands-free technology. “Currently our state is 49th in the U.S. for the most distracted drivers,” Huval said. “We’re the seventh highest for traffic fatalities in the United States.” “If people know something is not enforceable, they will continue to do it,” Huval added Current school zone laws forbid an individual from accessing social networking sites while driving, manually entering a name or number to initiate a call, texting or using a phone camera to take a picture or video. The bill, which passed unanimously in the Senate Transportation, Highways and Public Works Committee, would extend school zone laws to the entire state. The bill now heads to the Senate floor. The House previously passed the bill with a 53-34 vote. “Between 60 and 80 percent of accidents are caused by distracted driving,” Huval said. A first citation warrants a fee of up to $125, while the second violation is punishable by a fine of up to $250. Subsequent violations are punishable by fines up to $250 as well and suspension of the violator’s driver’s license for a 15day period. Several Louisiana residents testified in support of the bill after losing loved ones in accidents initiated by distracted drivers that were on their phones. Suzanne Salter lost her daughter to an accident on a straight highway involving a driver who was texting. The driver, Salter said, “didn’t even know she was driving in the left lane. She didn’t even know what she hit.” Salter said her daughter had a baby, and now he doesn’t even remember her except by a picture. Gabrielle Madere lost her 5-month-old daughter after being hit in a traffic accident involving a driver that had been texting. “Had she just been looking up and not texting on her phone I would have celebrated Reece’s first birthday on Monday,” Mader said. “It breaks my heart that all these people have to die because others are selfish and don’t think about others when they get on the road.” Under Huval’s bill, people could use their phones while driving only to navigate, report a collision or a situation where one believes an in-

dividual is in jeopardy of serious injury or death. Residents who own older-model vehicles without Bluetooth capabilities would have to use hands-free technology like adapters or a headset to participate in phone calls. The law does not apply to on-duty law enforcement officers, firefighters or operators of authorized emergency vehicles. Kevin Cunningham, representing the American Insurance Association, argued that the bill could be made more effective if it made the use of phones while driving as a moving violation instead of a non-moving violation that cannot be rated by insurance companies. “If you want to incentivize as many people as you can to follow this law, one of the ways is maybe bumping up insurance rates as a result of texting or using a phone while driving,” Cunningham said. Huval said a high fine or increased insurance premiums would disproportionately affect parents of younger drivers that violate the antiphone law. “A seatbelt ticket is $25, but it has gotten people’s attention,” Huval countered. Lou Fey, the chairman of the Louisiana Property and Casualty Commission, supported the bill in its current posture. He explained that in Texas, when dis-

tracted driving laws were changed from a nonmoving to a moving violation, “law enforcement was less inclined to give people tickets when they knew it was going to have such a major financial impact.” Officers cannot search through someone’s phone due to an individual’s right to privacy, so the new law would allow police to issue a citation if a driver has a phone in their hands. Those speaking in opposition to the bill argued that distracted driving is caused by conversation, not by handsfree cellular policies. Dennis Burke, a Metairie resident, argued that holding a phone to one’s ear while on a phone call and playing on apps was like “comparing apples and oranges.” Burke said cell phone bans did not decrease accidents based off of a study conducted by the Highway Loss Data Institute, and a more effective method would be to increase punishments on drivers involved in accidents if they were found to be texting. Fifteen other states have enacted similar distracted driving laws. Georgia was the most recent. “In states that have passed this legislation, there has been a 16 percent reduction in accident frequency,” Rey said.

Bayou Blue councilman James Bourgeois voiced strong opposition to the formation of a committee. “The Home Rule Charter is a pretty serious thing. Other than Mr. Lorraine, Mr. Lafont and Mr. Jones, most of us have only been in office for two years. I think that’s a serious undertaking considering we want to change the laws with only two years experience,” said Bourgeois. Bourgeois said he did not receive proper notice from the Council Chair about the nominating or appointing of someone to represent his district. Other members said Sposito gave adequate notice to everyone. “I want to thank our council chairwoman for pushing this issue over the course of the last year, sending multiple emails and bringing up in meetings to please submit your nominees. She’s done it over and over. She has done more than her job in notifying everybody. I’m sorry, but on this one you’re wrong!” Councilman Armand Autin told Bourgeois. Councilman Daniel Lorraine had several objections to the formation of a committee. He followed Bourgeois’ argument that the majority of council members were inexperienced. He also argued the difference between a committee which recommends changes to the Council and a “commission” whose changes go straight to the voters. “A charter change is political. You’re gonna form this committee, they’re gonna do whatever they got to do. It’s gonna come back to the Council, the Council’s gonna add, subtract, do what they got to do. A commission, you can’t do that. Whatever that commission comes up with goes to the voters,” said Lorraine. Lorraine also took exception to the committee nominees. “I don’t even know half these people on this list. They don’t even have a resume. Y’all are

putting people on the most important board in this parish without a resume. I don’t know if these people are registered voters in the parish,” he said. Bo Councilman Melvin supported the committee. “Last year, our first year in office, Mr. Perrillioux and I co-sponsored to have term limits. It’s in the charter. We didn’t have to have a commission or a committee to change the charter, other than a vote here to send it to the voters,” said Melvin. “Also, our charter is out of compliance with state election laws. That’s one thing we want to change,” noted Melvin. “Were looking for more transparency to help government run more efficiently. Of course were going to send it to the voters. I trust the voters, I trust the committee. We’re not going about this haphazardly,” he added. Sposito said the Assistant District Attorney will sit in on the committee meetings. “I don’t do too much without talking to the DA. The District Attorney actually said it’s a great idea to review things every few years just as long as they are able to look at it to make sure one change doesn’t cause problems in another area,” Sposito said. The vote was 5-2. Lorraine and Bourgeois voted “no” to the resolution. Lafont and Jones were absent.

Basins From 1-A

Over time, sediment filled in the Wax Lake, and the Wax Lake Delta emerged. A delta has also been built by the Atchafalaya River, but unlike the all-natural Wax Lake Delta, this delta has been augmented by dredging of the Atchafalaya River and disposal of this sediment. The constant stream of sediment into the broad, shallow Atchafalaya Basin has resulted in this being the only basin in Louisiana experiencing net land gain. This new land pushing out into the Gulf has continued over the years, despite experiencing challenges affecting many areas of Louisiana’s coast, including subsidence, sea level rise, hurricanes and more. The land built and sustained by the Wax Lake Outlet is swamp and marsh habitat that is teeming with life, and the Wax Lake Delta is a picture of a living, thriving delta. The Terrebonne Basin In stark contrast, between 1932 and 2016, the Terrebonne Basin lost more than 500 square miles (30,000 acres) of wetlands. This basin is the remnants of an old delta complex

that was formed when the main flow of the Mississippi River emptied into this area 500-2,500 years ago. When the French arrived in Louisiana, Bayou Lafourche was the major distributary of the Mississippi River, and along with other smaller channels, such as Bayou Terrebonne, carried fresh water and sediment to the Terrebonne Basin that helped nourish and maintain its wetlands. A dam was completed across Bayou Lafourche in 1904 to prevent flooding at Donaldsonville, but this dam also cut off the steady flow of fresh water and sediment to the wetlands. Eventually, in order to address stagnation and pollution in the bayou and to push back against saltwater intrusion from the Gulf, a pumping plant was put in place to pump and siphon water from the Mississippi River into Bayou Lafourche to address fresh water needs, stagnation and pollution in the bayou. Today, the Terrebonne Basin receives fresh water and some sediment from the Atchafalaya River on the western side of the basin, and, when Atchafalaya river stages are high, some of the fresh water from the Atchafalaya reaches the central part of the basin through the Gulf Intracoastal Waterway. However, the Terrebonne Basin is still largely sediment and freshwater poor, contributing to ongoing land loss. The lack of sediment input in the Terrebonne Basin, among other factors, has led to a disintegration of the productive and protective wetlands of Terrebonne, leaving coastal communities, industry and vital infrastructure increasingly vulnerable to storms. Restoring and Sustaining the Terrebonne Basin A suite of restoration solutions is needed to restore and sustain wetlands in the Terrebonne Basin. But key to building and sustaining land over the long-term is effectively using the fresh water and sediment of the Atchafalaya River. Projects such as the Atchafalaya River Sediment Diversion and the Increase Atchafalaya Flow to Terrebonne Diversion, along with the Houma Navigation Canal Lock Hydrologic Restoration, would increase the flow and retention of fresh water eastward to the central part of the basin to sustain existing marshes. Other projects, like the Mauvais Bois and Bayou DuLarge ridge restoration projects, marsh creation projects, and restoration of the Terrebonne Basin’s barrier islands, would also help restore and sustain the area. As Louisiana’s coast continues to lose a football field every 100 minutes, one need only contrast the thriving Atchafalaya Basin and the dying Terrebonne Basin to see how important directing freshwater and sediment, through sediment diversion and other projects, will be to maintaining land along our coast. “A Tale of Two Basins: Why One is Thriving While the Other is Dying”, was initially published on the Delta Dispatches blog at MississippiRiverDelta.org

people have time to make alternative plans for family members’ care. The regulatory process to make the cuts began this week. “Our hearts are breaking over the need to do this,” said Health Secretary Rebekah Gee. “However, we cannot provide services with no money to pay for them. We simply cannot.” Republican lawmakers panned the letters as a premature move, creating unnecessary anxiety for Louisiana’s most fragile residents, while budget and tax talks continue and the cuts are uncertain. “The decision by the governor and this administration to give eviction notices to the elderly population of Louisiana, without question, is a political move. It’s egregious in my personal opinion,” said House GOP leader Lance Harris, of Alexandria. “We don’t even know what the Senate is going to do yet.” Harris called the letters “an unnecessary, political scare tactic.” Commissioner of Administration Jay Dardenne, the governor’s chief budget adviser, said of the criticism: “This letter is scary, but it’s not a tactic.” The House-backed version of next year’s budget would close a gap caused by expiring taxes by cutting $431 million in general state tax dollars from the health department. Louisiana lawmakers ban tying up pet during hurricane, flood

BATON ROUGE, La. (AP) — Louisiana lawmakers have a message for pet owners: Don’t tie up your dog or cat during a hurricane or a flood. The state House of Representatives gave final passage Monday to a proposal outlawing the behavior. The bill by Sen. Troy Carter, a New Orleans Democrat, prohibits the tying or tethering of a pet in “in a manner that exposes the dog or cat to extreme weather conditions” in a designated emergency area during a flood or hurricane. Violators could face a fine up to $75 from a local governing authority. The House voted 6725 for the measure. The Senate had previously backed it in a 35-0 vote. The bill heads to the governor. Louisiana: 6th record year for tourism; 47M visitors

NEW ORLEANS (AP) — Officials say 2017 was Louisiana’s sixth record year in a row for tourism, with 47.1 million visitors spending $17.5 billion. According to a news release from the Department of Culture, Recreation and Tourism, the number of visitors last year rose nearly 500,000 from 2016, and their spending rose more than 4 percent. State and local tax revenues rose 4.5 percent, from $1.73 million to $1.81 million. Lt. Gov. Billy Nungesser says tourism brings in $37 for every tax dollar spent on promotion and marketing. The number of visitors has risen steadily since 2011, the first year that tourism had fully recovered from Hurricanes Katrina and Rita in 2005. Tourism has set records each year from 2012 on. ___

— Louisiana has a new, temporary secretary of state. Kyle Ardoin has officially taken over the job as the state’s chief elections official on an interim basis. Tom Schedler ended his tenure in the elected job Tuesday, resigning amid allegations he sexually harassed an employee who worked for him announced his resignation last week. The Republican had been in office since 2010. Ardoin, who had been Schedler’s first assistant, will work in the job until a special election is held this fall and a new secretary of state is chosen to fill the remainder of the term that ends in January 2020. Schedler decided to step down amid intensifying scrutiny about the harassment allegations filed by an employee in a February lawsuit and increasing calls for him to leave the position. ___

Lawmakers again spurn bid for Louisiana Constitution rewrite

BATON ROUGE, La. (AP) — Lawmakers have rejected a bid to rewrite part of Louisiana’s constitution, for a second year. Rep. Neil Abramson’s proposal would have started a process leading to a constitutional convention, with a scope largely limited to budget and tax issues. Abramson, a New Orleans Democrat, said too many rules that control government spending and tax policy are locked into the constitution, limiting lawmakers’ ability to respond to financial problems. Opponents, including Republican Rep. Jay Morris of Monroe, worried about the delegateselection process and the influence of specialinterest groups. The House voted 5247 Wednesday for Abramson’s bill. It needed 70 votes to pass. The issue won’t go away, however. Several outside groups are trying to rally support for a constitutional convention among candidates in next year’s election.

Diagnosed with cancer in January 2016, Donald fought tirelessly to see his sons married and the birth of his granddaughter. He is survived by his sons, Joshua Pitre (Nicole) and Jason Pitre (Dana); granddaughter, Adela Pitre; mother, Regina Pitre; and sisters, Joycelyn Cheramie, Debbie Hornback and Jackie Breaux. He was preceded in death by his father, Edward Pitre. Falgout Funeral Home (Galliano) was in charge of arrangements. Visitation was from 6 to 9 p.m. on Thursday, May 3, and from 8 to 11 a.m. on Friday, May 4. Religious services were held at 11 a.m. on Friday, May 4 with burial followed in Cheramie Cemetery. __________________

What a Life!

When Jesus instituted the Eucharist and washed his disciples’ feet, he gave us gestures of love “that allow the church to grow if we are faithful to our calling,” Pope Francis said in his April 26 homily during Mass at St. Martha’s Church. “Without love, (the church) does not grow, but rather becomes an empty institution of appearances, of gestures without fruitfulness,” he said. “Jesus tells how we should love: unconditionally until the end.” The pope reflected on the Gospel reading from St. John in which Jesus, after washing his disciples’ feet, tells them, “If I, your Lord and Teacher, have washed your feet, you also ought to wash one another’s feet. For I have set you an example that you also should do as I have done to you. Truly, I tell you, servants are not greater than their master, nor are messengers greater than the one who sent them. If you know these things, you are blessed if you do them.” (Jn 13:1317) Jesus’ “awareness that he is greater than all of us” is proof of his humility because, despite being Lord and Teacher, he humbled himself through concrete acts of love, the pope said. His command to his disciples to love one another, to serve one another, and to know that we are never greater than the master “are blunt words and gestures that are the foundation of the church,” Pope Francis said. “If we live these three things, we will never be mistaken.” Like the many good Christians who lived with this awareness of being servants of others, we must walk along the path of humility set forth by Jesus. Like Jesus, we are to serve others. This Sunday is Mother’s Day. We are aware that the role of a Mother is to serve the need of her children. Someone once said, “God could not be everywhere so the Almighty created mothers.” The following is a tribute to Mothers. The author, Erma Bombeck, described the complex task God had in creating mothers. The Almighty had to create a creature who would “run on black coffee and leftovers; have a lap that disappears when she stands up; a kiss that can cure anything from a broken leg to a disappointed love affair; six pairs of hands and three pairs of eyes.” It went something like this: An angel pleaded with God not to work so hard. “Lord,” said the angel gently, “Come to bed.” “I can’t,” said the Lord, “I’m so close to creating something so close to myself.” The angel circled the model of a mother slowly and said, “It is so soft.” “But also tough!” said the Lord excitedly. “You cannot imagine what this mother can do or endure.” Finally, bending over

and running her finger across the cheek, the angel pronounced, “There’s a leak. I told you that you were trying to put too much into this model.” “It is not a leak,” said the Lord, “It is a tear.” “What is it for?” asked the angel. The Lord answered, “It is for joy, sadness, loneliness, pain, disappointment and pride.” “You are a Genius,” the angel replied. “Pray that her children will respond to her love,” God said. “Do not forsake the teaching of your mother. Bind them continually on your heart. Tie them around your neck.” (Prov. 6:20,21) Another salute to Mothers: The Lord had created humans but after a while he realized something was missing.
