Parish officials urge citizens to sign up for new Emergency Notification System
Lafourche Parish officials have announced a new emergency alert service immediately available to all residents. The new system is called W “Everbridge” and allows citizens to sign up online to receive location-based notifications by a phone call or text message in the case of an emergency. Everbridge replaces the “CodeRED” system which has been used since 2016. All individuals who live, work, or attend school in Lafourche Parish are encouraged to sign up for emergency notifications through the new Everbridge system. Any resident who registered their cell phones or email with the CodeRED system will have to register on the new system in order to continue receiving alerts. While details on emergencies such as mandatory evacuations, hazardous material spills, and boil water advisories are always announced through news releases and social media, officials have been using a telephone system for many years which made automated phone calls to residents in a specified area in the event of such an emergency. This old system relied on information from phone companies and primarily made calls to landlines. May 30, 1868 was the first official Decoration Day. The day was declared by General John A. Logan and observed at Arlington National Cemetery. Volunteers that day decorated the graves of more the 20,000 Union and Confederate soldiers. During World War II, Decoration Day was expanded and renamed Memorial Day to honor all Americans who died in military service. The day became a national holiday in 1971. Almost 500,000 military personnel died during the U.S. Civil War. About 1.1 million service members have died in all the wars combined. If you know someone killed in any of our wars then every number is very personal to you. We know 90,220 of our service members died in Vietnam. If one of those was your friend, sibling or child then that war has a face that is personal to you. Four thousand four hundred and twenty four died in Iraq. I’m not sure how many have died in Afghanistan but the last statistic I can find is 2,372 but I’m sure it’s several more now. War is bad. I don’t like the idea of war and yet every service member died fighting for you and me. They died for our country. Every time you have a casual moment to do anything you want to do then stop and thank God for our service members.
We have so much freedom in America. We have to pay some taxes if we work and own property. We have some laws we have to obey which pertain to treating each other in a civil manner. After this, you are free to go to the ice cream shop anytime you want. You can work hard and buy whatever you want or if you are content and want to do little to nothing you can even do that in our country. The bottom line is America is still the greatest country in the world. We aren’t perfect and we have problems but we still have freedom and we need to respect and give thanks to our past and present soldiers. Take a moment at the cemetery and walk
around. It won’t take you long to find a gravestone of someone who served our country. When you do give thanks for their lives and the life you are enjoying today. Memorial weekend is America’s weekend to travel our highways vacationing or resting at home. As you travel, or hopefully relax, thank God for our soldiers past and present.

Matherne, who was the aunt’s boyfriend, gave investigators two different accounts of the events that transpired on the night of the alleged incident. Rodney Morrison he and his friend drank alcohol, smoked cigarettes and played cards most of the night after the child’s aunt went to bed. The victim and two other children slept in another room. Matherne consented to submitting a DNA sample and waived his rights to speak to an attorney, Brooks said. Shortly after the first interview, Matherne amended his story and told investigators he found dried blood on his pelvic area on the morning of July 18, 2017. The change of narrative prompted detectives to interview him a second time. “You got blood on you,” Morrison tells Matherne in the video. “You know how you got the blood on you. Take the high road. Don’t put yourself in a position where you’re going to have to live with this for the rest of your life. Whose blood was on your pelvis?” Matherne then buries his head into his hands and tells the detectives he sexually assaulted the toddler
shortly after changing her diaper. “I was changing her diaper and wiping her,” Mathene says in the video. “And then … My old lady’s never going to forgive me. That’s when I shoved my finger in her. From there it escalated.” Several jury members wiped their eyes with tissues as they watched the defendant in the video tell detectives he had sex with the toddler but stopped after the child began screaming. “I then stuck my (expletive) in her,” Matherne says. “After that she screamed. ... She just looked at me. I don’t know what I was thinking or what was going through my head. I can’t take back what I’ve done.” Matherne’s courtappointed attorney Andrew Wise said the DNA sample was not sufficient to link his client to the crime. He also criticized the thoroughness of the Sheriff’s Office investigation because the victim had been left alone with other men at the time of the rape. Wise said his client felt compelled to give a statement to police because he was told he had failed a lie-detector test, which is inadmissible evidence. In recent years, Thur noted, mapping cruises overseen by Rabalais have run out of money and had to end before the entire area was covered. He said money is allocated for mapping cruises this year and next, and the government is looking into whether underwater robots could map a wider area and get more information about the total volume of the dead zone. The technology has advanced greatly in the four years since the last attempt, he said. The nutrients carried by the river and the size of the dead zone have changed little since the task force released its first action plan in 2001, Matt Rota, senior policy director for the nonprofit Healthy Gulf, said during a public comment period. “Regretfully, nutrient loadings in the Gulf

have increased — nitrogen by a little, phosphorus quite significantly, according to U.S. Geological Survey data. 2017 also gave us the largest dead zone ever measured, and last year’s (smaller area) was an anomaly,” Rota said. suspected human trafficking crimes to law enforcement. Both bills were sponsored by Sen. Beth Mizell, R-Franklinton, and now move to the House floor for final passage. One of the bills would change the existing Women’s Right to Know law, which means that women must give informed consent prior to having an abortion. Mizell’s proposed legislation would expand the existing law. Abortion providers would have to supply written information about their background, including qualifications, past conduct and the location of the physician’s residency. In Louisiana, patients can research their doctor’s qualifications, but information about the identities of physicians who perform abortions is not disclosed online. The purpose of the bill, Mizell said, is to provide extensive background information about the physician performing the abortion before patients undergo the procedure. “If there’s a question in your mind about whether we’re asking for too much information,” Mizell said. “I believe it’s important that we realize that since abortion is the taking of a life, it’s not like any other procedure that’s performed medically and it is held to a higher standard.” Several pro-choice advocates spoke in opposition to Mizell’s bill, contending that the legislation unfairly singles out abortion physicians and does not require doctors in other practices to provide such thorough background material. “The fact that this is being given solely to abortion providers demonstrates that the requirement does not have a true health and safety benefit, or it would be required of all doctors,” said Ellie Schilling, an attorney who represents reproductive healthcare providers in Louisiana. Abortion rights advocates also protested on the steps of the State Capitol during the committee meeting. Several committee members pushed back against Schilling’s testimony. The gravity of abortion procedures, some legislators argued, should require extra background information from providers. Rep. Pat Moore, DMonroe, who supports Mizell’s bill, asked “So if
they’re going to take lives versus save lives, shouldn’t we have higher standards?” Mizell’s other pro-life bill would require abortion facility professionals and staff to report suspected human trafficking cases to law enforcement officials. The bill would also mandate abortion facilities to post flyers with human trafficking hotlines in each bathroom stall. In the upper chamber, Senate lawmakers voted 31-4 to advance a constitutional amendment by Rep. Katrina Jackson, D-Baton Rouge, which would amend Louisiana’s constitution and strike out any legal right to having an abortion or securing public funds for the procedure. “Leadership calls us today to get behind Katrina Jackson’s bill to realize there’s really no good reason to kill a baby in the womb,” said Sen. Ryan Gatti, R-Bossier City. The amendment now heads back to the House for consideration of Senate changes before being placed on the statewide ballot for voters to decide in the Oct. 12 gubernatorial primary. Known as the “Love Life Amendment,” the proposal overwhelmingly passed the House last month in an 80-10 vote. But the amendment would only go into effect if federal courts overturned Roe v. Wade, the landmark U.S. Supreme Court case that legalized abortion federally in 1973. Lawmakers have already taken up bills this session that would further regulate abortion. Gov. John Bel Edwards, a pro-life Democrat running for re-election this fall, said in March he would be inclined to sign a proposal that would ban abortion of a fetus with a detectable heartbeat, usually around six weeks. Other states have introduced bills to impose six-week abortion bans, including Georgia, Tennessee, South Carolina, Missouri, Texas, West Virginia and Florida, in a move by GOP-controlled legislatures to impose vast anti-abortion laws.

Last week, Alabama Gov. Kay Ivey, a Republican, signed the most restrictive abortion ban in the country. The law bans abortion at every stage of pregnancy, without exemptions for rape and incest victims, and criminalizes doctors who perform the procedure. Another contentious issue this session, vaccination legislation, was discussed during the meeting. The committee advanced a bill from Sen. Regina Barrow, D-Baton Rouge, to create a statewide immunization record registry. The current law has an immunization registry for children, while Barrow’s proposal would add adults who get vaccinations into the system, with the option to opt out. The database, called the Louisiana Immunization Network (LINKS), would ensure that individuals do not accidentally get multiple immunizations, such as the elderly population, Barrow said. Those in opposition of the bill voiced privacy and consent concerns, including sharing patient information. “I just think that it’s governmental overreach and I can see the potential for marriage between big government and big pharma and that scares me,” said Kelsey Fruge, a member of the conservative advocacy group Louisiana Parents for Vaccine Rights. The Senate approved Barrow’s proposal in a 27-10 vote in late April. During that debate, Milkovich said vaccines were dangerous and can cause autism, reiterating sentiments of the larger anti-vaccination movement in the country. U.S. Sen. Bill Cassidy, a Baton Rouge doctor, pushed back against Milkovich’s claims. “That’s fake news that’s being said on the Senate floor,” Cassidy, a Republican, told The Advocate last month. Barrow’s bill now heads to the House floor for final passage.

The Lafourche Parish Sheriff’s Office will host radKIDS® Defense Courses for children in Raceland, and Cut Off, in June and July. These courses are designed for children 5 to 12 years of age and provide hands-on techniques giving children the tools they need to identify, avoid and if necessary, respond to danger. Senate overwhelmingly backs pay raises for Louisiana judges
BATON ROUGE, La. (AP) — Louisiana’s senators agreed Monday to a plan that could give the state’s judges annual pay hikes of 2.5% for the next five years. The raises for 372 judges under Kenner Republican Sen. Danny Martiny’s bill would start with the new budget year, July 1. Additional 2.5% raises would happen each new budget year through 2023 if the judiciary determines it has money in its budget developed by lawmakers to pay for them. The pay hikes would cost $1.8 million in the first year and grow to $9.5 million by the fifth year. Louisiana’s Supreme Court justices have agreed to cover the first year of the cost from an existing judicial surplus. The bill covers the state’s Supreme Court justices, along with judges at Louisiana’s appeals, district, parish and city courts. Because raises for Louisiana’s sheriffs are tied in law to pay hikes for district court judges, parish sheriffs would be eligible for annual increases as well, paid out of their own agency budgets. Senators voted 35-1 for the salary boosts, sending the measure to the House for debate. Democratic Sen. John Milkovich of Keithville opposed the proposal, questioning whether the state could afford 12.5% in increases over five years.
Slidell woman gets car after long walk to work shared widely
SLIDELL, La. (AP) — A cashier at a Walmart outside New Orleans whose tale of walking six miles to work before sunrise was shared widely has been given a new car. WWL-TV reports that Slidell police officer Bradley Peck saw Anita Singleton walking near Highway 11 at 5:30 a.m. this week. Peck offered Singleton a ride after learning she work at a Walmart superstore six miles away. During the drive, Singleton said that her job was a blessing, even if it meant a long walk in the dark. The officer was so moved by Singleton that Slidell Police posted the story to Facebook, and local news outlets quickly took notice. Intake process starts for sinking island off Louisiana coast
NEW ORLEANS (AP) — Residents of an island near Louisiana that’s sinking into the Gulf of Mexico are working with legal representatives and case managers hoping to help them relocate. Louisiana’s Office of Community Development Executive Director Pat Forbes tells The Houma Courier that representatives have been working with Isle de
Jean Charles residents for several weeks. The island has lost about 98% of its land over the past 60 years. It has 40 residents, many of whom belong to the Biloxi-ChitimachaChoctaw or the United Houma Indians tribes. Resettlement options include moving into a planned 150-home community or getting funding for a home elsewhere. Forbes says residents don’t have a deadline to decide, though federal funding for the project must be used by September 2022. He says construction may start on the community this year.

Louisiana House agrees to pay sheriffs more to house inmates
BATON ROUGE, La. (AP) — The Louisiana House has unanimously agreed to boost the amount the state pays parish sheriffs for housing state inmates in local jails, an increase that would eventually cost $30 million per year. The proposal from Rep. Katrina Jackson, a Monroe Democrat, would gradually increase the amount Louisiana pays sheriffs for each inmate from $24.39 to $29.39 per day. The rate would grow over a three-year period. The House voted 990 for the measure Wednesday, sending it to the Senate for debate. But senators would have to come up with $6.5 million in next year’s budget if they agree to the proposal. By the 2021-22 financial year, the increase is expected to cost the state more than $30 million to house thousands of state inmates in parish jails.

Nicholls, Bollinger announce Foundation Endowment Boysie Bollinger and Nicholls State University are proud to announce a new $700,000 endowment to the Nicholls Foundation. Bollinger, the former president and CEO of Bollinger Shipyards and current chairman of the Nicholls Foundation Board, has now contributed $1 million to the university in 2019. In March, Bollinger donated $300,000 to renovate the Donald G. Bollinger Student Union, named for his father. “Boysie Bollinger is an icon in Louisiana as both a leader in industry and philanthropist,” said Jeremy Becker, executive director of the Nicholls Foundation. “We are already grateful for his leadership on the Foundation Board, and this gift will ensure his impact continues long into the future.” Known for his contributions to the shipbuilding industry and his generous philanthropy, Bollinger has long-supported Nicholls
State University. Among his many contributions to Nicholls was the first $1 million endowment in school history. At the 114th Annual Knights of Columbus State Convention Banquet held in Baton Rouge on May 3-5th, the highlight was the awarding of the Past State Deputies Award. The PSD Award is presented to a member who has exemplified loyal service to the Catholic Church, responsible citizenship to the country, and outstanding dedication to the principles of Columbianism. The 2019 PSD Award was presented to brother Charles “Mike” Callais of Golden Meadow, K.C. Council #9000. Galliano man and women arrested on numerous drug charges A Galliano man and woman were arrested for numerous drug charges. Agents arrested Mark Williams, 49, and Wanda Plaisance, 49, on May 21. In April, both detectives and narcotics agents had obtained search warrants for Williams’ residence in separate investigations. Williams was suspected to be a mid-level drug dealer, and detectives were investigating his involvement in printing counterfeit money. On April 26, agents and detectives searched Williams’ home and discovered a variety of suspected illegal narcotics as well as evidence of possible counterfeit activity. Williams was not present at the time of the search, but Plaisance was. At that time, she was arrested for Possession of Methamphetamine, a Schedule II Controlled Dangerous Substance, a Legend Drug, and Drug Paraphernalia, all of which were found in her immediate possession. She was released after posting $5,000 bail. Following the search, agents obtained warrants for both Plaisance and Williams for additional charges stemming from the search. Warrants were obtained for both for Possession with the Intent to Distribute Heroin, Marijuana, Suboxone, and Clonazepam, as well as Possession of LSD. Additionally, agents obtained warrants for Williams for Possession with Intent to
Distribute Methamphetamine, Possession of a Legend Drug, and Possession Williams of Drug Paraphernalia. Meanwhile, the evidence in the counterfeit case was sent to the Plaisance Louisiana State Police Crime Lab in Baton Rouge for processing, and that investigation is ongoing. On Tuesday, May 21, narcotics agents located Williams and Plaisance while they were traveling in the Galliano area. During a search of the vehicle, agents located suspected methamphetamine, LSD, MDMA, marijuana, drug paraphernalia, and a firearm. Williams and Plaisance were taken into custody and booked into the Lafourche Parish Correctional Complex in Thibodaux on the aforementioned warrants as well as new charges from the traffic stop. What a Life!
By: Rev. Wilmer L. Todd St. Justin records how the early Christians celebrated the Eucharistic St. Justin was born in Samaria at the beginning of the second century. After spending years studying pagan philosophies, his quest for religious truth led him to investigate Christianity, which he found answered the great questions of life and existence better than pagan philosophy. Justin became an early Christian apologist, (those who explain and defend the faith). He was martyred, along with some of his students, and is considered a saint by the Catholic Church, the Anglican Church, the Eastern Orthodox Church, and the Oriental Orthodox Churches. Around the year 155, St. Justin Martyr wrote the pagan emperor Antoninus Pius in Rome, explaining what Christians did at the Eucharist. This is what he wrote. The parentheses are mine. “No one may share the Eucharist with us unless they believe that what we teach is true. They must be washed in the regenerating waters of baptism for the remission of their sins, and they must live according to the principles given us by Christ. “We do not consume the Eucharistic bread and wine as if it were ordinary food and drink. We have been taught that Jesus Christ our Savior became a human of flesh and blood by the power of the Word of God. The food that our flesh and blood assimilate for its nourishment

When the reader has finished, the president of the assembly speaks to us; he urges everyone to imitate the examples of virtue we have heard in the readings (the homily). Then we all stand up together and pray (the Prayers of the Faithful). “On the conclusion of our prayer, bread and wine and water are brought forward (the Presentation of the Gifts).
