Des Allemands man charged with vehicle burglaries in Central Laf. area
A Des Allemands man has been arrested and charged in connection with vehicle Whitney W burglaries Curole IV in the Central Lafourche area. Whitney Curole IV, 21, faces three counts of simple burglary among other charges. On Wednesday, May 1, deputies responded to three reported vehicle burglaries in the Central Lafourche area. Two burglaries were reported in the 300 block of Twin Oaks Drive in Raceland, and another was reported at a nearby business on LA 1. Pending bill would give $150M for La. 1 elevation By Julia Arenstam Daily Comet Staff Writer
The Louisiana Legislature is considering a bill that would dedicate $25 million in BP oil spill economic damage money to the La. 1 elevation project for six years. House Bill 578 is sponsored by Rep. Tanner Magee, R-Houma, and co-sponsored by a number of other representatives including Rep. Beryl Amedee, R-Houma, Rep. Truck Gisclair, D-Larose, Rep. Dee Richard, IThibodaux, Rep. Jerome Zeringue, R-Houma, and Sen. Norby Chabert, R-Houma. The bill would split the $53.33 million annual payments from the BP oil spill litigation between the La. 1 elevation project, the La. 415 con-
nector to La. 1 in west Baton Rouge and a construction trust fund from 2021 to 2026. “The BP oil spill happened off the coast of Terrebonne and Lafourche. Last year we lost 2,500 jobs, that’s 2018,” Magee said. “Clearly that’s economic damages, and it makes sense this money should begin with Terrebonne Parish and Lafourche parishes as we move forward.” The House Appropriations Committee voted in favor of the bill Tuesday, advancing it to the full House. If approved, the bill will split annual BP settlement payments of roughly $53.33 million between the two projects, at $25 million each, and reserve the remaining $3.33 million for the construction trust fund. The Louisiana Department of Wildlife and Fisheries Commission set the opening dates at a meeting in Baton Rouge Thursday. ‒ Zone 1, which spans waters west of the Mississippi-Louisiana line to the eastern shore of South Pass, will open on May 27 at 6 a.m. ‒ Zone 2, which spans waters west of the eastern shore of South Pass to the western shore of Freshwater Bayou Canal, will open on May 20 at 6 a.m. ‒ Zone 3, which spans waters west of the Freshwater Bayou Canal to the LouisianaTexas line, will open on May 27 at 6 a.m. A portion of the Zone 2 between the Atchafalaya River and Freshwater Bayou will remain closed to shrimping as biologists continue to monitor that area.

Public school financing divides Louisiana’s GOP lawmakers
BATON ROUGE, La. (AP) — Republicans in the House and Senate are at odds over Gov. John Bel Edwards’ proposal to give Louisiana’s public school districts a $39 million block grant increase. The Senate is advancing a 2019-20 school financing proposal backed by the Democratic governor that includes the funding boost. The Senate Education Committee voted 6-1 Thursday for the measure, with most Republicans on the panel backing the legislation. But Republicans on the House Education Committee blocked a similar proposal, opposing the $39 million increase. The disagreement threatens to create problems for passage of a separate teacher pay raise included in the financing formula. The pay hike has widespread support in both chambers. But the K-12 formula is crafted by the state education board. Lawmakers can reject or approve it. They cannot change it. ___
$120K worth of tires, rims stolen at Louisiana dealership
SLIDELL, La. (AP) — Police say more than $100,000 worth of tires and rims were stolen off of 31 vehicles, including Chevy Tahoes, Malibus and others, at a Louisiana car dealership. Slidell Police Chief Randy Fandal says in all, 124 tires and rims were stolen early Saturday from Matt Bowers Chevrolet by thieves who disabled a surveillance camera and manipulated a lighting system so they could work in darkened conditions. Fandal says investigators believe the incident is the work of a professional theft ring. Fandal says similar theft cases occurred in Texas and Oklahoma. Louisiana senator slams vaccines, repeating debunked claims
BATON ROUGE, La. (AP) — A Louisiana state senator used a bill to expand a voluntary statewide immunization database to push a longdebunked theory linking vaccines to autism. Sen. John Milkovich, a Keithville Democrat, assailed vaccines Monday on the Senate floor as unsafe, repeating claims that studies have discredited. Milkovich claimed “autism did not exist” when he was growing up, and that “tissue from aborted babies is now used in vaccines.” He also suggested aluminum and mercury in vaccines are dangerous. The Advocate reports no other senators defended vaccines following Milkovich’s speech. Sen. Regina Barrow, a Baton Rouge Democrat, sponsored the legislation that provoked Milkovich’s objections. She said immunizations have transformed medicine. Barrow’s bill passed 27-10, moving to the House for debate. Federal officials say a measles resurgence has been driven by misinformation about vaccines.

Mobile USBP, local law enforcement nab narcotics, human smuggler
SARALAND, Ala.— Tuesday afternoon proved to be a busy one for U.S. Border Patrol and Mobile County law enforcement on the Mobile, Ala. highways, having seized five pounds of heroin and apprehending 14 individuals in an apparent human smuggling attempt. It all started just after noon on Interstate 10 when a Mobile County Sheriff’s Special Operations Deputy identified a vehicle drifting across the traffic lane lines. After stopping the vehicle with assistance from USBP Agents, the deputy noticed the smell of alcohol, prompting further questioning and a search of the vehicle. The search uncovered six bricks wrapped in black electrical tape that had been hidden behind an aftermarket compartment near the front dash area of the vehicle. The deputy punctured one of the objects with a knife, and the contents tested positive for heroin. The driver and the heroin were immediately placed in the custody of the Mobile
County Sheriff’s Office. Later that afternoon, during a routine traffic stop on Interstate 65, a Saraland police officer noticed that the vehicle was overly packed with passengers with no U.S. identification. The officer called Mobile USBP for assistance. Agents arrived and found that all 13 of the passengers had entered the United States illegally. With this information, the passengers and the driver, who claimed to work for a transportation service, were taken into USBP custody. The case is now being investigated by the Homeland Security Investigations Task Force. The USBP Mobile station is part of the New Orleans Sector, and is responsible for conducting Border Patrol operations for the entire state of Alabama and the Florida panhandle, from the Florida-Alabama state line, eastward to the Apalachicola River. Conservation groups say the toll to wildlife included more than 1 million dead birds, and the government declared a fisheries disaster. BP says its costs in the blowout and spill continue to mount, and have topped $60 billion. The explosion prompted a major overhaul of the agency that oversees offshore drilling, as investigators concluded regulators were too cozy with industry. The explosion and resulting oil spill also focused attention on blowout preventers, devices intended to monitor and control oil and gas wells to prevent uncontrolled release of crude oil or natural gas from a well. In the aftermath, the Obama administration imposed more precise operating requirements for offshore crews in tracking pressure in underwater wells, more real-time monitoring by oil companies and more rigorous inspections of blowout preventers on the offshore facilities, among other measures. Vuong Vo, 31, who traveled to Port Fourchon from New Orleans for a kayaking tournament, said his father, a shrimper, was left with permanent skin and nasal problems after a few months working on the cleanup after Deepwater Horizon. “It takes one accident to affect so many people,” he said. The Trump administration and oil industry say the revised rule preserves 80 percent of the Obama-era regulation. Erik Milito, a vice president of the American Petroleum Institute, said the slate of safety measures adopted under the Obama administration was “simply too prescriptive, curtails innovation and can make it hard for the company to move forward.” “We haven’t identified anything in the rule that’s taking a step backward on safety,” Milito said, referring to the Trump administration revisions, which take effect 60 days after they are published in the Federal Register. BP declined comment on the new rules. Donald Boesch, a marine scientist on the presidential commission
that investigated the Deepwater Horizon disaster, said even with the new changes, “we’re still better off probably than we were before the blowout” in terms of offshore drilling safety. “But I’m not convinced we’re safer than we were two years ago,” Boesch said. As far as giving the industry more discretion in how it complies with the post-Deepwater Horizon safety rules, “That’s what we thought before the BP blowout,” Boesch said. “We let the industry decide and what happened was people took chances. That’s the reason why we need hard and fast standards.” Courtney Kemp Robertson’s husband, Roy Wyatt Kemp, died during the Deepwater Horizon blowout, but she said Thursday that she continues to advocate for the oil industry, where many of her family members and friends work. She said she hadn’t seen the specific changes the Trump administration announced, but “As long as our men are safe, as long as the companies are not making shortcuts and costing people their lives by doing so I’m all for it.” She said just having more regulations doesn’t mean companies or bosses won’t pressure workers to cut corners. “It’s not the fact that we need to have more (regulations). toward Phase 2, elevating the roadway between Golden Meadow and Leeville. Phase 2, Segment E is already under construction to widen the existing curve on the Leeville Bridge and prepare for the elevated extension to Golden Meadow. The remaining segments in Phase 2 are projected to cost $343 million. La. 1 is the only road to Port Fourchon, which services 90 percent of the oil and gas industry in the Gulf of Mexico. Economists have said closing the road results in a $22 million an hour nationwide economic impact. Sen. Rick Ward III, R-Port Allen, represents the west Baton Rouge area that would benefit from the La. 415 project, but said both projects affect the entire region. The La. 415 project would connect the highway to La. 1 over the Intracoastal Waterway to create an alternate route for daily traffic and during accidents or other closures. The road currently ends at the canal; the only detour is 55 miles away, Ward said. Other committee members expressed concerns about putting all of the money toward projects in just two areas, rather than spreading it statewide. “While not all of the damage to La. 1 was caused by this particular incident, I think it’s complete acceptable to use money that’s been sent to the state for economic damages for something that is so crucial for the entire state, not just the region,” said Amedee, who sits on the Appropriations Committee. The current law splits the BP settlement money into roughly $53.33 million annual payments between the Budget Stabilization Fund, 45 percent, the Trust Fund for the Elderly, 45 percent, and the Health Trust Fund, 10 percent. Pushing the implementation of the bill from 2020 to 2021 will allow legislators to find new ways topay for those programs, Ward said. “I don’t foresee they will have to lose any money, it will just come from different places,” he said. If approved, the first $53.33 million payment will still go to the original recipients. Burglaries From 1-A
found surveillance video of a suspect committing the burglary. That suspect was later identified as Whitney Curole IV, and deputies developed him as the suspect in the other two burglaries as well. When deputies made contact with Curole on Wednesday, he was found to have marijuana in his possession. Curole admitted to one of the vehicle burglaries and deputies recovered items stolen. Curole was arrested and booked into the Lafourche Parish Correctional Complex in Thibodaux. He is charged with three counts of Simple Burglary of a Motor Vehicle and Possession of Marijuana (2nd Offense). Bail is set at $15,500. Residents of the Sugarland Country Club subdivision and surrounding areas, or anyone who was parked at businesses in that area between Tuesday night and Wednesday morning, are encouraged to check vehicles for signs of burglary. Report any findings to the Lafourche Parish Sheriff’s Office at (985) 532-2808. Once again, Sheriff Craig Webre is urging residents to lock unattended vehicles. “This string of burglaries reinforces our message about locking your vehicles while unattended,” said Sheriff Webre. “Simply locking your vehicle remains the best way to keep yourself from becoming a victim of burglary. Thankfully, in this case, deputies were able to quickly apprehend this suspect and recover property.”

Louisiana digital driver’s license app free through May
BATON ROUGE, La. (AP) — Louisiana residents seeking to carry their driver’s license on their smartphones can download the app and activate their licenses for free through May. LA Wallet was created in a 2016 state law by Baton Rouge Rep. Ted James. It offers a digital version of the Louisiana driver’s license, allowing motorists an option aside from carrying a physical license. LA Wallet is Louisiana’s and the United States’ first digital license app. The app normally requires a $5.99 charge to activate the license. But the fee is being removed for the next month, hoping to encourage more people to use the service designed by the state police and Office of Motor Vehicles. A digital driver’s license is exactly as it sounds, an official state identification that exists on a mobile device. Once a user creates an account and purchases their digital license (fee waived during May), all images and license data are accessed directly from the OMV. When a user acquires a digital license using a network connection, the app securely stores and updates digital license data in real time. The digital license
is then available at any time, even without a network connection. The LA Wallet digital license is more than a digital photo. All information, license design patterns, owner’s photo, and other security elements are gathered separately and layered together to generate a pixel-perfect, fully rendered, dynamic image of the driver’s license. Unlike a simple photograph of a driver’s license, this fully rendered digital driver’s license image within LA Wallet is a legally accepted form of identification at traffic stops. If a user’s driver’s license status changes for any reason, LA Wallet automatically refreshes all new information from the OMV. This ensures that the user’s driving status is up-to-date on their digital driver’s license in case of a traffic stop. The LA Wallet digital driver’s license is valid the lifetime of the user’s physical license. Most licenses expire after six years. If a user’s physical license is a few years old, the digital license will be valid for the time remaining on their physical license. Once a license expires, the user will need to renew their license with the OMV and purchase a new digital license.

BATON ROUGE, La. (AP) — Republicans in the House and Senate are at odds over Gov. John Bel Edwards’ proposal to give Louisiana’s public school districts a $39 million block grant increase. The Senate is advancing a 2019-20 school financing proposal backed by the Democratic governor that includes the funding boost. The Senate Education Committee voted 6-1 Thursday for the measure, with most Republicans on the panel backing the legislation. But Republicans on the House Education Committee blocked a similar proposal, opposing the $39 million increase, questioning whether the state can afford it. The disagreement threatens to create problems for passage of a separate $101 million pay raise for teachers and school support workers, which is also included in the financing formula. The pay hikes — $1,000 for teachers and $500 for support staff — have widespread support in both chambers and across both parties. But the K-12 formula is crafted by the state Board of Elementary and Secondary Education. Lawmakers can reject or approve it. They cannot change it. And it’s unclear if the board will offer a revised formula. If the board and lawmakers don’t agree on a new formula, the state continues to use the one already on the books. That means pay raises would have to be funded separately in the budget, and wouldn’t become part of the permanent, annual formula. That could put the money at risk in the future. ___

What a Life!

The following are highlights from Coach Dale Brown’s speech on The Importance of Spiritual Formation in Families. I don’t profess to be an expert, but as a coach and teacher for 44 years and as a parent and grandparent, I asked myself what values or virtues were the most important to me in guiding young people. I came up with the following. The two that stand out for me as the foundation of a truly Spiritual Life are Love and Faith. Without Love there can be no compassion, patience, generosity, honesty, integrity or loyalty. Without Faith there can be no courage, persistence, discipline or hope. Faith is what binds us together. It directly affects how we view ourselves and how we will relate to others. Faith and Love is what grounds us and sets us free to live a truly authentic and peaceful life. A human being without faith or reverence for anything is a human being morally adrift. As parents, teachers, and mentors our most important mission in this life has to be the spiritual formation of our children. It is our job to ground them with the necessary foundations, not with just our words, but more importantly by our actions. They desperately want to be led properly. Christian evangelist Charles R. Swindoll wrote a tongue-in-cheek book called, “How to Train Your Child To Be A Delinquent.” Here are some points he made. “When your kid is still an infant, give him everything he wants. This way he’ll think the

Then he won’t be too surprised when his home is broken up later. “Give your child all the spending money he wants. Don’t make him earn his own. He will think work is not necessary. When he gets into real trouble, make up excuses for yourself by saying, ‘I could never do anything with him; he’s just a bad seed.’ “Then what you will get is a life of grief! For example: Every 10 seconds a child is reported abused or neglected. Every 30 seconds a child sees their parents divorce. Every 35 seconds a child is born into poverty. Every minute a child is born to a teen mother. Every three minutes they arrest a

Golden Meadow Volunteers for Family and Community met at the LaSalette Center at Our Lady of Prompt Succor Church, to enjoy a meal during Lent. Proceeds of the meals are used to help the needy in the church Parish. Some members donated their time to help with the meals; others donated food items and desserts. Helping out were Mary Ann Pierce, Paula Morgan, Judy Adams, Christine LeBouef, Joyce Boffanie, Thelma Leonard, Sybil Ledet, Barbara Plaisance and Louise Adams.
