Lafourche School Board advances search for superintendent

T h e Lafourche S c h o o l B o a r d hopes to have recommendations by May 14 Matthews for selecting a new schools superintendent. The board instructed its search committee tonight to develop procedures for replacing Jo Ann Matthews, who plans to retire in March 2019. In January, School Board President Al Archer said the board’s finance committee would be looking at compensation for superintendents around the region. Matthew’s salary has grown 55 percent from $140,623.25 in 2005, her first year as superintendent. Her pay was frozen, at her request, at $219,937.10 per year in 2015.

When the Lafourche Parish Council delayed a vote on April 24th on President Jimmy Cantrelle’s “umpteenth” nominee for a department head position, you knew his proposal was in trouble. When only seven council members showed up for a special meeting this past Monday and when one of the members, Councilman James Bourgeois, was escorted out of the chambers via a restraining order, you knew nominee Ralph Lagarde Jr.’s chance of becoming the parish’s Finance Director were doomed. The vote was 4-2 in favor of Lagarde, but it takes a 5-vote majority of council members, present or absent, to ratify a nomination. Of the six present, Autin, Melvin, Perrillioux and Lorraine voted in favor of Lagarde. Lafont and Jones voted against the nomination. Sposito, Gros and Bourgeois were absent.

La. 308 bridge in Raceland could reopen in July By Julia Arenstam, Daily Comet Staff Writer
A main thoroughfare in Raceland has been closed since January, but officials say an end is in sight. The La. 308 bridge in Raceland was closed by the Louisiana Department of Transportation and Development due to structural problems. Drivers have been bypassing the closure through La. 1, with the help of Lafourche Parish Sheriff’s deputies guiding traffic during peak hours. “It’s a major inconvenience,” said Lafourche Parish Councilman Corey Perrillioux, who represents the Raceland area.
BATON ROUGE— The House Education Committee pushed four bills this week to the House floor, two involving TOPS scholarships and two focused on student safety. The committee on Wednesday passed a bill to create a TOPS Second Chance Award for students who are succeeding at four-year universities even though they did not score at least a 20 on the ACT in high school. The panel also approved, 7-4 on Tuesday, a bill that would guarantee full funding for the top two levels of TOPS scholarships—and for students with demonstrated financial need— even if the Legislature cuts

Louisiana Lions Camp accepting applications for summer camp Applications for a summer vacation full of fun for special needs youth in the South Lafourche/ Grand Isle areas are now being accepted by the Golden Meadow Lions Club. 1 dead, 2nd man missing after boat overturns near Louisiana State defends law on abortion doctors’ hospital privileges
NEW ORLEANS (AP) — Lawyers for the state of Louisiana have asked a federal appeals court to uphold a law requiring that doctors who perform abortions have admitting privileges at nearby hospitals. A federal judge blocked enforcement of the law. The U.S. Supreme Court struck down a similar Texas law. A state attorney told a three-judge panel of the 5th U.S. Circuit Court of Appeals in New Orleans on Thursday that the Louisiana and Texas cases are different. Elizabeth Murill says the judge in Louisiana’s case exaggerated the burdens the law poses for women and minimized the health benefits. The law’s opponents say it would reduce the small number of doctors providing abortions in Louisiana, making it difficult or impossible for many women to have abortions. The judges didn’t say when they will rule. ___
NEW ORLEANS (AP) — Authorities say an 86year-old Texas man is dead and an 85-year-old Louisiana man is missing after their boat overturned off Louisiana near the mouth of the Mississippi River. A news release says a 60-year-old man from Baton Rouge survived and was able to get the unresponsive 86-year-old to shore after their boat capsized about 7 a.m. Wednesday. The accident occurred about a halfmile (eight-tenths of a kilometer) from South Pass. Louisiana Department of Wildlife and Fisheries Enforcement Division spokesman Adam Einck says the missing boater is from Baton Rouge, and the dead man was from Magnolia, Texas. He says none of the three was wearing a life vest. Investigators don’t know why the 27-foot aluminum boat capsized. ______
Officials: Convicted man on the run after skipping trial SHREVEPORT, La. (AP) — A Louisiana man who skipped most of his
trial was convicted of aggravated flight from an officer and is now on the run again. The Caddo Parish District Attorney’s Office said Gabriel Jackson, 42, of Shreveport showed up for jury selection, and the judge ruled Tuesday that trial could continue since he’d been present when the jury was seated. Pr os e c u t o r’ s spokesman John Andrew Prime said that after the verdict was read Tuesday, District Judge Craig Marcotte issued a bench warrant for Jackson’s arrest on a charge of failure to appear in court for trial. Marcotte scheduled sentencing for June 18. The conviction was Jackson’s third for a violent crime, so he could be sentenced to life in prison as a habitual offender instead of the usual fiveyear maximum for aggravated flight, Prime said. The jury found that Jackson failed to stop after being clocked at 90 miles (145 kilometers) an hour on Interstate 20, then leading officers on a six-block chase that ended with a crash through a chain-link fence. Prime said the broken fence kept Jackson from getting out of his car, and it was all recorded by a police dashboard camera. _____

The board must decide if it wants to hire the next superintendent or let the next board make the selection. The current board’s term ends on Dec. 31. Hiring the next superintendent before the board’s term ends could potentially lead to the district having two superintendents under contract until Matthews’ contract expires. One suggested possibility is to have Matthews serve as an adviser to the next superintendent during that time. Board members have started looking into qualities they want in the next superintendent. The board is also starting on the superintendent’s spring observation for the 2017-18 school year. The superintendent is usually evaluated twice per term, once in the fall and once in the spring. When performing evaluations, board members look at the superintendent’s record, including how she manages the budget, the finances and the employees. Each board member completes an observation report with scores ranging from 1 to 5, and then the review committee averages and totals the scores. Board members have until May 21 to turn in their evaluations of Matthews, who typically gets top ratings. The School Board has praised the job Matthews has done in her years as superintendent, citing financial stability and district performance growth under her watch. Bourgeois was ordered by a sheriff’s deputy to leave because Jerry Lafont filed a protective order against him over an incident between the two at the April meeting. Lafont said he was threatened by Bourgeois and recorded the encounter. The Bayou Blue councilman says Lafont intentionally provoked him. Prior to the vote and sensing a lack of majority, Cantrelle asked: “Are you telling me now that we’re not going to hire a Finance Director? This is y’all’s decision not hiring one? No matter if Jesus Christ comes up here, qualified, and y’all not gonna’ hire him when the Charter says we have to have one?” Cantrelle received no answer. Lagarde has worked for the parish since November of last year, most recently serving as Interim Director of Finance since March. He has over 25 years of banking experience, holding Bachelor’s and Master’s Degrees in Business Administration from Nicholls State University and also a Graduate Degree in Banking from LSU. While no member questioned Lagarde’s qualifications for the job, some felt hiring him would create three paid management positions. Lagarde, Renita Jackson and Carol Hymel are all managers in the finance department. Hymel was Finance Director earlier this year but resigned amid pressure from the Council. Cantrelle then hired him into a manager’s role in the finance department. Jackson was fired in January by Cantrelle but reinstated by the Civil Service Board who said Cantrelle fired her improperly. Jackson’s position is
in paid “limbo” pending legal proceedings. The problem for some council members was too many paid managers in one department. “We have Ms. Renita who won her case and she’ll have to get her job back, and we have the previous Finance Director who is now in that department. So we’ll have two people at the same position. That’s where the confusion sets in. You’re cutting people back to 35 hours and you have duplicated positions. We should only need one director and one manager,” said Lafont. Interim Parish Administrator Tommy Lasseigne said money is there to hire Lagarde. “The positions are there now,” said Lasseigne, meaning they are already being paid and covered by the approved budget. No new money would be needed, he said. Other members expressed their dismay over Cantrelle’s latest move to put another manager in Finance while cutting workers’ hours from 40 to 35 per week. “We’re trying to be fiscally responsible by not having duplicate positions and creating positions for people,” stated Bo Melvin. Jerry Jones echoed Melvin in saying the source of money to pay several members of the department is “not clear”. “You’re hiring other people, creating positions in there, and paying subSo stantial amounts. until somebody tells me where the money’s coming from, I can’t vote for it,” said Jones. Lasseigne countered that there is enough money in the budget to pay a Director. “Just with the resignation of a para-legal, and also we haven’t been paying a project manager’s position for four months now, and the reduction in worker hours. In other words, there’s adequate money to cover the posi-
tion. Money is not the issue,” he said. Lagarde was visibly upset and blamed the outcome of the meeting on an email from Chris Frilloux asking Corey Perrillioux to vote against Lagarde for Finance Director. Although Perrillioux did favor Lagarde, he read the email into the minutes of the meeting. The email contained allegations that Lagarde did a poor job of managing finances at the Sugarland Country Club when he was treasurer for that organization. Lagarde defended his actions for the Sugarland Country Club and said he “blindsided” by was Frilloux’s comments in the email. “I just want to say that Chris Frilloux underhandedly sent that email and I think it was totally unfair and uncalled for. I want all his friends to know what he did tonight,” said Lagarde.

Cheryl (Hicks) Washington, born on December 25, 1958 in New Orleans, Louisiana, to the late Mary Lou Hill and Troy “Tap” Hill, departed peacefully in her sleep on May 1, 2018 in Raceland, Louisiana at the age of 59. Cheryl has worked as a Construction Manager for over 22 years. Cheryl had a passion for volunteering at nonprofit organizations and was an advocate for organ donation. Cheryl was the beloved wife of Richard Washington. She was preceded in death by her brother, Raymond Hill. Cheryl is survived by her sons, Brian Hill and Greg Washington; stepsons, Richard Washington and Kendal Washington; and stepdaughter, Desiree Washington. She was also loved by 10 grandchildren. The family thanks everyone for their prayers and condolences. At the request of the deceased, a private Celebration of Life ceremony will be held at the family home, followed by the scattering of the ashes in Lockport, LA.

Parish Councilman Armand “Noonie” Autin, who also serves as the Lockport fire chief and manager of the nearby Valentine Chemicals, said the closure has affected the community. The cost to repair it could be as high as $1 million, he said, but no clear money source has been found. “The Valentine Bridge is situated in the middle of the roughly 10-mile stretch between the TBois and Bollinger/Belle View bridges along Bayou Lafourche”, Autin said. “Since the closure, traffic has increased on both bridges, leading to some repairs on the parish-owned T-Bois Bridge”, he said. “In the event of a crash on La. 308, roadways have to be shut down and traffic diverted across the bayou”, Autin said. “Due to the distance between the two open bridges, traffic jams can occur before the road can be closed”, he said. “The bridge was closed previously after a state inspection revealed some problems. Repairs were made then and the bridge was reopened. However, the state came back later and required a full closure”, Autin said. “I’m hopeful that something can be done, but I’m pessimistic about a funding source,” he said, adding that hopes

These students would have to self-fund their coursework for two years at a four-year university and earn a 3.2 cumulative grade point average over at least 60 credit hours. They would be eligible for a TOPS Opportunity Award for their final two years. Rep. Joe Bouie, DNew Orleans, said GPA is often a better indicator of college success than an ACT score. The House recently passed a budget that would fund next year’s TOPS program at only 80 percent of the current level. The possibility of cuts in TOPS spending prompted Rep. Gary Carter, D–New Orleans, to propose a contingency plan to ensure that highachieving students and those with demonstrated financial need did not lose any money Under Carter’s proposal, the state would fully fund the following TOPS awards in this order. First, Honors Awards, which require a 27 on the ACT, and Performance Awards, which require an ACT of 23, would be funded. Then, the State would fund Opportunity Awards, which require a 20 on the ACT, for students eligible for Pell Grants and who come from families earning $50,000 a year or less. Carter’s bill was the only bill that divided the committee. Four Democrats and three Republicans supported it, while four Republicans opposed it. The Patrick Taylor Foundation, which was founded by Patrick Taylor, the founder of TOPS, and his wife Phyllis in 1985, also opposed the bill. James Caillier, the foundation’s executive director, said the Legislature faced the same issue in 2005 about how to supplement TOPS funding for students with demonstrated financial need. Grant Program, which is a need-based grant for low-income students. Caillier wants to keep TOPS a merit-based scholarship based on academic performance, not financial need. The Legislature has not fully funded the TOPS program twice in recent years. If TOPS is not fully funded again next year, Caillier asked that students in all of the scholarship levels receive the same percentage of their awards, as in the past. Both the bulletproof backpack bill, proposed by Sen. Mike Walsworth, R-West Monroe, and the dugout safety bill, written by Sen. Jonathan Perry, R-Kaplan, passed easily Wednesday in the House committee. Bulletproof backpacks have been banned in schools since the Legislature designated schools as gun-free zones in the early 1990s. Walsworth’s bill would offer parents the option of buying them for their children. Perry’s bill would require that all high school baseball and softball dugouts for schools receiving state dollars be enclosed. At a minimum, this could include placing nets in front of dugout entrances and exits, he said. The bill intends to slow the velocity of balls that are overthrown or hit into dugouts. Perry said he received a call from a constituent last fall saying her daughter had been hit in the head by an overthrown ball while sitting in a dugout at a softball tournament. The ball was estimated to be traveling between 55 and 60 miles an hour. Perry said the girl is still homebound. She has been to 12 doctors and more than 50 appointments and is on 12 medications. She might still require neck surgery. Perry said she was the third student to be struck

Correctional Officer charged with sexual battery
Sheriff Craig Webre announced the dismissal and arrest of a Lafourche Parish Sheriff’s Office correctional officer on Thursday. Ernest Rost (age 37) of Raceland was terminated upon his arrest. On Monday, April 30, an investigation began after a complaint was filed with the Lafourche Parish Sheriff’s Office in reference to allegations Rost had sexual contact with a juvenile. Rost was placed on administrative leave at that time pending the outcome of the investigation. Then on Thursday, May 3, detectives obtained a warrant for his arrest. Detectives made contact with Rost
on Thursday afternoon, and he was taken into custody. He was booked into t h e Lafourche Parish Detention Center in Thibodaux on one count of Sexual Battery. His bond is set at $50,000. Rost’s employment with the sheriff’s office lasted just over 15 months and ended upon his arrest. He had been assigned as a correctional officer at the Lafourche Parish Detention Center. Detectives say the investigation is continuing.

The Good Shepherd wants an eternal relationship with us
The comic strip, The Wizard of Id, once portrayed the little king addressing the people from his balcony. “As I greet you today,” he began, “I want you to think of me as your shepherd watching over you as a shepherd guards his flock.” One citizen turned to another and said, “Better bundle up, Joe, we’re about to be fleeced.” The world has seen too many leaders who have “fleeced” their followers. They increase their personal wealth and power with little regard for the welfare of their citizens. However, the Bible records the life of one person who was a loving, humble leader, who was a good shepherd and proved it. He is Jesus Christ, who said, “I am the good shepherd who lays down his life for the sheep.” He also said, “I
know my own and my own know me.” The good shepherd calls his sheep “by name.” That is another way of saying that he wishes to have a personal relationship with us. As Christians, we can be certain that Christ knows us, cares for us, and is our unseen companion who knows us by name. When we begin a friendship with someone, we start that friendship because we believe that the other person is going to be faithful and trustworthy. We also know it takes both parties to have a friendship that grows and blossoms. Even if one person loved us in an intimate way beyond expression, somehow it would do us no good unless we responded to that love. Christ is calling us to respond to his love. Our response should be to get to know Christ better by seeking him in prayer, in the Scriptures, the Eucharist, in others, in the community of the Church, in the poor. Jesus can only be the Good Shepard to us if we allow him to be. Our human relationships often have limits. The other person can only know so much about us but with Christ there is no limit. The possibilities for our relationship

with Christ know no bounds. The only limitations are those that we ourselves set. Jesus wants to be our friend. (John 15:15) Doesn’t it makes sense that the resurrected one who knows us by name and considers us friends is our eternal companion? Our most trustworthy shepherd and friend also announced that he came offering “abundant life”– life with depth, meaning, and purpose, with unrestrained hope. A life that no one can take from us. As believers, we know that we came from God, that we are here to do God’s will by living lives of love and service. We also know that we are pilgrims traveling to our Father’s home for all eternity. We know that God has a plan for us, work for us to do, a destination toward which we should direct our lives. We are not like that poor California man who years ago set out alone on his boat hoping to go to Catalina Island, a 25-mile journey. Unfortunately, the wind broke his mast and his motor failed. He was all alone at the mercy of the winds and waves of the Pacific Ocean. He drifted for three and a half months and was close to Costa Rica when a pilot looking for drug smugglers spotted him and sent a U.S. Navy ship to rescue him. He had been a very lost and lonely man with no sure way to get to any destination. He simply had to be saved or he was ultimately doomed to die. He needed help and so does everyone else. Adrift on the sea of life, we all need a trustworthy Shepherd to rescue us, to help us find meaning and hope, joy and inner peace. That is what our Lord provides for us. When Christ said he was the Good Shepherd who was willing to give his life for us, he was telling us how much we mean to him. We can respond by being a friend of Jesus.
