Open enrollment for health insurance begins, runs through Dec. 15

Insurance Commissioner Jim Donelon is advising Louisiana families that the open enrollment period for coverage through the Health Insurance Marketplace began November 1 and will W run through December 15. Friday was his last day. “I’m looking forward to going to a fair, bringing a folding chair with me, putting it by the band and opening up a beer,” he said. “If somebody wants to talk to me, they’re more than welcome. If they don’t, I’m fine with that.” It’s not that he won’t miss leading the office he has worked in for more than 30 years. As he packed his belongings into boxes, he said he had mixed emotions. Cut Off artist creates poster for Louisiana’s newest festival

NEW ORLEANS, LA – Local artist Tracy Wisehart-Plaisance just may have outdone herself this time. The Cut Off, Louisiana resident has been commissioned to design festival posters before, but none that required the image to depict a nighttime scene. That has now all changed as Plaisance unveils her fifth festival poster and the inaugural artwork for the newest Louisiana festival, the Bayou Road Balloon Festival that takes place Nov. 10-12 in Chalmette, LA. The 24 x 36 poster shows what festival organizers believe will be a huge attraction – the evening Balloon Glow that occurs each night during the festival. The glow will occur at sundown when pilots in hot air balloons tethered around the festival fully ignite their burners to create a stunning balloon landscape, a landscape where darkness is overshadowed by the light coming from the hot air balloons. scene from another festival, Plaisance got to work to create her own version of it on canvas. “It was a bit of a challenge to create this because you really had to focus on lighting,” explains Plaisance, who notes that creating light on canvas can be somewhat tricky. Also, Plaisance created a scene that includes a lot of people, and that’s where another one of her talents came in handy. “In addition to doing traditional artwork, I’m also a live wedding painter, so I’ve learned how to create large crowds and place them in a scene. I love the whole poster, but I am most proud of the lighting and the people; I think those two elements really came out well.” Plaisance, who is a self-taught artist born and raised in Quincy, IL, but a Cut Off resident for decades, will only remark and sign 150 posters that will be available for purchase at the festival. Town of GM plans annual Christmas parade

Morvant From 1-A

Morvant said he considered not running for a third term in 2014, but he wanted to follow through on his promise to prosecute David Brown. Last year, a jury unanimously convicted Brown of the Nov. 4, 2012, murders of 29year-old Jacquelin Nieves and her daughters, 7-year-old Gabriela and 1-year-old Izabela, in Lockport. The jury also decided Brown should get the death penalty. The trial lasted two months, including six weeks of jury selection “It took a lot out of me,” Morvant said. “I realized after it was over that I had to make some decisions. It really had a big impact on me, emotionally and physically.” Still, Morvant said he enjoys the action of the courtroom and wants to continue prosecuting cases and helping the younger assistant district attorneys. The District Attorney’s Office has a large pre-trial diversion program to give first-time, nonviolent offenders options such as probation. “It makes me feel good if somebody comes

here and tells me, ‘You helped me out 10 years ago. I’m married today, and I’ve got two kids and a good job. If you hadn’t done that, I don’t know where I’d be,’” he said. “Those have been the good parts of the job: being able to help people, being able to solve problems, being able to make some sanity out of chaos sometimes.” Morvant said he’s especially proud of his Domino Effect program, which teaches high school students about the consequences of impaired and distracted driving. In addition to criminal cases, the District Attorney’s Office handles child support, tickets and juvenile cases. The office also represents public entities throughout the parish, including the School Board; water, recreation and fire districts; and the Parish Council. Over the years, Morvant has fought many battles with the council and administration. He said his office has issued more than 600 written opinions. “It’s just dealing with those different personalities,” he said. “You’ve got nine on the council and the parish president. I’ve not always seen eye-to-eye with all of them, but it’s not my job to get along with them. My job’s to advise them.” Not all of Morvant’s decisions have sat well with people, he admits, but most important to him is doing the right thing. He said he has no regrets. “I leave here feeling good,” he said. “I leave here with my head up. She notes, “The significance of documenting at-risk cemeteries in Louisiana cannot be overstated. Cemeteries provide a source of comfort and remembrance for the living and are an invaluable resource for capturing the state’s cultural history – names on headstones detail the region’s coastal immigration patterns and reflect a diverse population of ethnicities from throughout the world. “Yet, hurricanes, storm surge, subsidence, flooding, and rapid erosion of the land create a dim future for these sites. As the land erodes and is inundated, the state loses its cultural fabric. “When natural disasters strike, cemeteries often bear damage, especially those in coastal parishes and near rivers. Hurricanes Rita (2005); Ike (2008); and Isaac (2012) and the August flood of 2016 all disrupted and uprooted graves. “Global Positioning Site location (GPS) is a valuable advance-storm tool for post-storm recovery. A digital record of the site can be created by marking cemetery perimeters and geolocating individual graves. These coordinates can be used to determine where a coffin should be returned to after a storm. It’s also significant in terms of historical preservation of Louisiana’s coastal record – the coordinates will always be there, even when the land is eroded or inundated by the Gulf of Mexico.”

Two health insurance issuers, Blue Cross Blue Shield of Louisiana and Vantage Health Plan, Inc. are offering a total of 40 individual marketplace plans for 2018. Plan availability may vary across zip codes. Rate filings for plans on the Health Insurance Marketplace show an approximate average increase statewide of 18.5 percent in the individual

market and 7.5 percent in the small group market. “While we are seeing increases in health insurance premiums, subsidies are still available to many who purchase their plans through the marketplace,” said Commissioner Donelon. “A licensed health insurance agent can help consumers evaluate their choices and also help determine whether a policyholder is eligible to receive a subsidy to help pay their premiums.” In 2017, 86 percent of Marketplace enrollees in Louisiana received a subsidy. The average monthly premium in Louisiana after the premium subsidies were applied was $177. Less than five percent of Louisianans have health insurance policies through the individual market. The Louisiana Department of Insurance (LDI) offers the following tips for open enrollment: If you do not elect coverage by December 15, you will be unable to get healthcare coverage for 2018 unless you qualify for a Special Enrollment Period due to a life change such as marriage, having a baby or losing other coverage. Coverage for plans sold during open enrollment will start January 1, 2018. Plans can change from year to year and some plans that were available last year may no longer be available. Review your options closely to decide what plan may work out best for you. Even if you are choosing to stay with the same health plan you had last year, you should be aware that there may be changes. Be sure to check the doctors and hospitals in a plan’s network. Check any plans you are considering for 2018 for your choice of doctors and hospitals. Coverage that does not include the hospital down the street, but does cover the hospital across town may not be the right fit for you. US rig count declines by 4 this week to 909; Texas gains 5

HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. declined by four this week to 909. That’s up from the 557 rigs that were active a year ago. Houston oilfield services company Baker Hughes said Friday that 737 rigs sought oil and 172 explored for natural gas this week. Among major oiland gas-producing

states, Texas gained five rigs and Oklahoma and Wyoming each increased by one. Louisiana lost three rigs, North Dakota and West Virginia each declined by two and Alaska, Colorado, Kansas, New Mexico and Pennsylvania each lost one. Arkansas, California, Ohio and Utah were unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May of 2016 at 404.

He is survived by his daughter, Christie Griffin Rudolph; granddaughter, Lyndsey Lynn Rudolph; siblings, Carol Danos (Michael), Mary Messer (Roland), Riley Griffin, and Monell Autin (Roy). He was preceded in death by his parents, Albert and Augusta Griffin; and sister, Elaine Griffin. He was a veteran of the U.S. Army and served during the Vietnam War. Dufrene Building Materials donates proceeds from annual fishing rodeo

Dufrene Building Materials held its Annual Fishing Rodeo last August at Bridgeside Marina in Grand Isle. The Rodeo, now in its third year, raises funds to be used to benefit the New Life Counseling Center and to help local cancer patients with medical expenses.

The Harvey Weinstein scandal has brought the whole issue of sexual harassment and abuse out into the open and has given victims the courage and power to the talk about how someone violated them. Recent allegations include director James Toback, Fox News’ Bill O’Reilly and its ousted CEO Roger Ailes, also celebrities like Bill Cosby, Chef John Besh and even President Trump. Bill O’Reilly was interviewed about the recent cover up payment of 32 million dollars he allegedly paid to one of his victims. He came out with this statement: “You know, am I mad at God? Yeah, I’m mad at him. I wish I had more protection.” In a skit on the Stephen Colbert’s Late Show, God accepts some blame for Bill O’Reilly’s sexual harassment woes. An image of God appeared on the Late Show ceiling and Stephen Colbert asks God is he to blame for O’Reilly’s woes. To Colbert’s surprise, God confesses his blame for the O’Reilly mess. “Yeah, I gave him that free will, and look what he did with it!” That’s right! God gave us free will and look what we did with it. God gave us sexual passions for the purpose of continuing the human race and for the giving oneself to a partner in a committed relationship. We have turned sexuality into a recreational activity, not as a gift from one committed person to another, but into a selfish game of “what’s

Local students recognized for DAR Good Citizen contest

Thirteen area high schools from Terrebonne, Lafourche, Assumption and St. Mary parishes chose to participate in the 2017-2018 Bayou Lafourche Chapter of the Daughters of the American Revolution Good Citizen contest. The winners were selected by their senior peers, along with the faculty of their school. These students were chosen as the Good Citizen of their school, because they are considered to possess qualities of leadership, dependability, service and patriotism. Many of these winners chose to participate in the D.A.R. Essay Scholarship part of the contest as well. Three local citizens (non-DAR members) will judge the essays and select a winner for the DAR Bayou Lafourche Chapter. The winner’s essay will be forwarded to the District IV Director for district judging. Should the essay place on that level it will then be sent for competition on the State level. Local winners are Erin Elizabeth Baudoin, Central Lafourche High School; and Daniel Matthew Dickinson, South Lafourche High School.

Even the sexual abusers who appear in our newspapers or on picture-postcard-notices have some type of power in their own environment – a family member, a co-worker, an older person taking advantage of a teenager. This is the Original Sin repeated all over again. In the Garden of Eden, the serpent asks Eve why does God not want them to eat the fruit of the tree of the knowledge of good and evil. She doesn’t know why but she knows that if she eats it, she will die. The serpent says, “You will not die; for God knows that when you eat of it your eyes will be

opened, and you will be like God, knowing good and evil.” (Gen. 3:4-5) Adam and Eve wanted the power; so they eat the fruit. The perpetrators, tempted by their illusion of power, say to themselves, “I am in control. I have the power and what I want. This is my world. I can do anything that pleases me.” The problem is that sexual abuse and harassment are dehumanizing because perpetrators treat women and other victims like sexual objects. The sexual predators think they have a right to use another person for their own gratification. They never consider the feelings of the victim. Actress Alyssa Milano started the #MeToo hashtag to encourage women to share their experiences of sexual ha-

rassment and assault. The framework from the very start was group therapy, with the session conducted not in a church meeting hall with a handful of people but online in front of a potential audience of countless millions. The number of people claiming to have been abused is mind blowing. I have counseled several women who were sexually violated in some way. It was a real emotional experience for them. Most women did not want to talk about the experience because they keep asking questions: “Did I do something to bring this about?” “Why did he pick on me?” We have to train our young men that just because they have passions, they don’t have to satisfy them. Delayed gratification is a good thing. Our sexuality is a
