State cancels proposal to open airport on Elmer’s Island

GRAND ISLE, La. (AP) — Louisiana officials Thursday canceled a proposal to develop an airstrip in a wildlife W after mounting refuge public pressure. Administration easing offshore oil and gas drilling rules

NEW ORLEANS (AP) — The Trump administration is easing rules imposed on offshore oil and gas drilling six years after the nation’s worst offshore oil spill. The decision won immediate praise from an offshore drilling group, but environmentalists said it would increase the risk of future disasters. The changes, which will take effect Dec. 27, come as the administration seeks to expand offshore drilling into areas where it is currently banned and has scrapped an Obama-era policy to protect oceans and the Great Lakes, replacing it with one emphasizing economic growth. A 48-page notice from the Bureau of Safety and Environmental Enforcement published in the Federal Register says the

agency “has become aware that certain provisions in that rulemaking created potentially unduly burdensome requirements for oil and natural gas production operators ... without meaningfully increasing safety of the workers or protection of the environment.” An offshore drilling industry group said it’s a positive step. “The revisions develop a rule that reduces unnecessary burdens placed on industry, while still maintaining world-class safety and environmental protections. We have a rule that is not a safety rollback, but instead incorporates modern technological advances,” Randall Luthi, president of the National Ocean Industries Association, said in a news release. The Lafourche Parish Sheriff’s Office is promoting awareness of domestic violence throughout the month of October, which is recognized nationally as Domestic Violence Awareness Month. This year’s theme is “Lafourche Parish Shines a Light on Domestic Violence.” Despite it being one of the most chronically underreported crimes, Lafourche Parish Kristin Pierce WWL-TV answered 1,488 calls related to domestic violence in 2017. In that same year, 665 protective orders were issued in Lafourche Parish to victims of domestic violence who were seeking protection from the perpetrator. On Tuesday, September 25, Lafourche Parish President Jimmy Cantrelle issued a proclamation declaring the month of October as Domestic Violence Awareness Month in Lafourche Parish. See Vigil Page 3-A

Louisiana ranks second in nation for rate of women murdered by men

Washington, DC — Louisiana ranked second in the nation in the rate of women murdered by men, with a rate of 2.42 per 100,000, according to the new Violence Policy Center (VPC) study When Men Murder Women: An Analysis of 2016 Homicide Data. This is the eighth year in a row that Louisiana has ranked in the top 10 states for the rate of women murdered by men. For the past 21 years, the VPC has released this annual report in advance of Domestic Violence Awareness Month in October. This year, its release comes as the federal Violence Against Women Act (VAWA) is scheduled to expire on September 30. A bill to reauthorize VAWA has been introduced in the House. Ladies of LaSalette to conduct annual Craft Show

You have my word that if this proposal is ever considered in the future, it will be done through the Commission and would initially be limited to a feasibility study to allow for appropriate and public evaluation.” Carmardelle was at Thursday’s meeting and supported Montoucet’s decision to end the agreement. The Center for Biological Diversity, an environmental group, said the changes raise the risk of more deadly accidents like the one that killed 11 men on the Deepwater Horizon drilling rig in 2010 and spewed an estimated 134 million gallons of oil into waters off Louisiana. The group objected most strongly to dropping a requirement for third-party inspections of offshore drilling safety equipment — something oceans program director Miyoko Sakashita called one of the biggest recommendations resulting from the Deepwater Horizon spill. The new rules replace that with design testing and documentation by the operator, with independent review and certification if a device is moved to a different location. “In a time when there is this tremendous push to expand offshore oil and gas drilling, if anything we need to be tightening up regulations and making it safer rather than rolling back regulations for industry safety,” she said in a phone interview. “We’ve seen in the past that just allowing the industry to regulate itself is not an effective way to prevent oil spills and protect the safety of workers,” she continued. “So it’s important to have the third-party oversight.” The agency, often referred to by the initials BSEE, said it is keeping “multiple layers of review to ensure safety and environmental protection in the design, installation and testing” of safety systems. “BSEE expects those procedural changes will continue to ensure safety and environmental protection, especially because of the other, more substantive, regulatory requirements applicable to safety equipment design, function, maintenance, and testing that are being retained or enhanced,” it said in a response to comments made to its original proposal last year. The agency said those include requiring most types of safety and pollution prevention equipment to be independently “designtested” against detailed testing criteria, and requiring such equipment to be made and marked under a quality assurance program meeting standards approved by the agency.

The study uses 2016 data, the most recent year for which information is available. The study covers homicides involving one female murder victim and one male offender, and uses data from the Federal Bureau of Investigation’s Supplementary Homicide Report. The study found nationwide that more than 1,800 women were murdered by men in 2016 and that 93 percent were murdered by someone they knew. The most common weapon used was a gun. VPC Legislative Director Kristen Rand states, “The study shows that women are most likely to be murdered by a man they know with a gun, and that all too often that man is an intimate partner. The study highlights the importance of renewing the Violence Against Women Act, which would expand resources devoted to keeping guns out of the hands of abusers.” The Violence Policy Center has published When Men Murder Women annually for 21 years, during which the national rate of women murdered by men in single victim/single offender incidents has dropped 24 percent — from 1.57 per 100,000 in 1996 to 1.20 per 100,000 in 2016. Place Supervised Visitation and Monitored Exchange Center. “The Lafourche Parish Sheriff’s Office continues to lead the fight against domestic violence,” said Sheriff Craig Webre. “This year, we aided in the creation of a new law to implement a process statewide for identifying, notifying, and tracking domestic abusers prosince 2014. National statistics from the study include the following. • Nationwide, 1,809 females were murdered by males in single victim/single offender incidents in 2016, at a rate of 1.20 per 100,000. Of the 1,809 female homicide victims, 1,188 were white, 517 were black, 55 were Asian or Pacific Islander, 26 were American Indian or Alaskan Native, and in 23 cases the race of the victim was not identified. • Nine out of 10 victims knew their offenders. Of the victims who knew their offenders, 63 percent were wives or other intimate acquaintances of their killers. Thirteen times as many females were murdered by a male they knew than were killed by male strangers. • Black women are disproportionately impacted by lethal domestic violence. In 2016, black females were murdered by men at a rate of 2.62 per 100,000, more than twice the rate of

Emily Griffin Link, 95, a native of Vacherie, and resident of Golden Meadow, La. passed away on Thursday October 4, 2018 with her loving family by her side. Next Gulf of Mexico oil lease sale to offer 78M acres

NEW ORLEANS (AP) — The U.S. Interior Department says the next Gulf of Mexico oil and gas lease sale will offer about 78 million acres - about the same amount as the sale in August. The sale will be held in March, and will be live streamed from New Orleans. It’s the fourth such sale under an Obama administration plan for 2017 through 2024. Interior Secretary Ryan Zinke wants to expand offshore drilling starting next year, but his plan may not affect Gulf lease sales. Zinke’s draft proposal initially included tracts off of Florida in two sales in late 2022, after a congressional moratorium on drilling there expires. After pushback from the state’s governor and congressional delegation, he said Florida would be exempted. The plan’s next version is to be released later this year. ___

Shell considering Louisiana expansion, seeking tax break

GEISMAR, La. (AP) — Shell is considering a $1.2 billion expansion in Louisiana that would create 23 permanent positions and support more than 1,000 temporary construction jobs. The Advocate reports the oil and gas company’s expansion of its Geismar facilities would add a world scale mono-ethylene glycol or MEG unit. MEG is a syrup-like liquid vital for making polyester fibers, engine coolants and other products. Shell Chemical LP Geismar spokesman Kevin Hardy says in a statement the company

has applied for a tax break through the state’s Industrial Tax Exemption Program for the potential expansion. The preliminary application says the project would create the job opportunities at the plant where Shell currently employs 653 people. Kate MacArthur with Ascension Parish Economic Development Corp says she expects Shell to make a final investment decision next year.

Disney Cruise Lines to sail from New Orleans in 2020

NEW ORLEANS (AP) — For the first time, Disney Cruise Lines will set sail from New Orleans. The company announced Thursday that it will embark from the Big Easy to Caribbean and Bahamian destinations starting in 2020. The first voyage is set for Feb. 14, 2020 — a seven-night Western Caribbean cruise aboard the 2,700-passenger Disney Wonder. Ports of call include Cozumel, Mexico; George Town, Grand Cayman; and Falmouth, Jamaica. The trip also incorporates three days at sea. Bookings for the cruises from New Orleans became available starting Thurs., Oct. 4. Professor cooks up class inspired by Anthony Bourdain

THIBODAUX, La. (AP) — A professor in Louisiana is cooking up a class inspired by the late globetrotting food chronicler Anthony Bourdain. News outlets report the three-credit course titled “Anthony Bourdain and His Influencers” will be offered at Nicholls State University in Thibodaux, starting in spring 2019. Students will compare some of Bourdain’s most famous work with the writings and films that influenced him. The class was the brainchild of Todd Kennedy, who heads the university’s film department. Kennedy says he admired how Bourdain helped audiences understand the countries he visited by quoting literature and making references to films he had seen about those places. Kennedy thought it would be worth teaching to others. The 61-year-old Bourdain killed himself in June in France, where he was working on an episode of his CNN series, “Anthony Bourdain: Parts Unknown.”

What a Life!

I am reading Matthew Kelly’s book, Perfectly Yourself, and I would like to share some of his insights. He says we have a choice to either feed our ego or our character. Our ego is our sense of self-esteem or self-importance. Our ego tells us to impress others with how important we are or what we can achieve in life. We can see extreme examples in some politicians. On the other hand, good thoughts lead to good actions, good actions lead to good habits, good habits lead to a good character. A person grows in character by practicing the virtues. Let’s review some virtues we should be practicing to develop a good character. 1. Worship Only God. Jesus told us, “Love the Lord your God with all your heart and with all your soul and with all your mind and with all your strength.” (Mark 12:30) Anything or anyone we put ahead of the Almighty is our god. Jesus singled out love of wealth as a false god, and the Bible mentions greed, covetousness, arrogance, pride and excessive attention to material things. 2. Respect All Peoples. Jesus said, “Love your neighbor as yourself.” (Mark 12:31) The English word “love” has many different meanings, but the Greek word, agape, used in the New Testament, means having respect, affection, and concern for the welfare of all peoples. 3. Be Humble. Humility is truth. It’s a quality of being courteously respectful of others. It is the opposite of aggressiveness, arrogance, boastfulness, and vanity. Acting with humility does not in any way deny our own self worth. Rather, it affirms the inherent worth of all persons. 4. Be Honest. Honesty and integrity are very important values. Any deception to gain an advantage or harm another is against God’s will. False statements, half-truths, innuendo, or failing to tell the whole truth goes against honesty. We must never engage in any form of theft, cheating, deception, innuendo, slander or gossip. 5. Live a Moral Life. St. Paul tells us, “You are not your own; you were bought at a price. Therefore, honor God with your body.” (1 Cor 6:20) Jesus gave a list of actions that are immoral uses of the body: evil thoughts, murder, adultery, sexual immorality, theft, false testimony, slander, greed, malice, deceit, lewdness, envy, arrogance and stupid behavior. 6. Be Generous. Jesus told us to share generously with those in need. We all have something to offer to someone in need. We should be willing to share our time, talents and treasures. 7. Don’t be a Hypocrite. The only group of

people that Jesus ripped apart were hypocrites. The Pharisees had forgotten the true spirit and intent of the law and became self-indulgent, self-righteous, snobbish, and greedy. If we claim to be Christians but do not let Jesus’ teachings guide our lives, then we are hypocrites. 8. Don’t Be Selfrighteous. No one is perfect; we are all sinners. Living a moral life means taking responsibility for controlling our own behavior. If we say or even think we are better than those “sinners,” then we are guilty of the sin of self-righteousness. We should never look down on, criticize, judge, condemn, or try to control other people. Judgment should be left to God. 9. Don’t Hold a

Grudge. Jesus said his followers should never hate, hold a grudge, seek revenge, retaliate or try to get even. He said, “You have heard that it was said, ‘Love your neighbor and hate your enemy.’ But I tell you: Love your enemies and pray for those who persecute you that you may be children of your Father in heaven. But if you refuse to forgive others, your Father will not forgive your sins.” (Matt 6:14-15) God is merciful and forgives our sins and failings. We must do the same.
