Lafourche schedules 2020 budget hearings

With the printing and distributing of this Sunday, October 13 edition of the Lafourche Gazette, we will be saying goodbye to Sundays. After much thought and careful consideration, the Lafourche Gazette has decided to discontinue with the Sunday edition. Started in October of 1990, the Sunday publication was a welcomed and complimentary addition to our Wednesday paper. But for the last few years it hasn’t been feasible to continue to publish on Sundays. However, we will continue with our traditional mid-week publication, something we’ve See Sundays Page 7-A

Lockport agrees on budget, considers new tax proposal By Julia Arenstam Daily Comet Staff Writer
The town of Lockport has finally approved a budget for the fiscal year that began July 1. After several months of back-andforth between the mayor, Town Council and police chief, the council approved the $879,000budget at a special meeting Monday night. Notably, the new budget does not take any reserve money out of the town’s fund balance, a first for at least 10 years. “This budget does balance without
that because we found additional revenue,” Councilman Stephen Baudoin said. “But it didn’t contain costs.” Mayor Ed Reinhardt had pushed for the town to stop pulling from the reserves, and was ultimately successful Monday night after some additional revenue was found from insurance premiums and franchise fees. Of the total $879,000 in expenses, $523,000 is budgeted for the police department. That’s a $31,000 bump up from the last budget proposal. See Lockport Page 7-A
Lafourche residents will have two opportunities next month to voice their concerns or make comments and suggestions for the 2020 budget. The Lafourche Council voted to schedule budget hearings for 5 p.m. Nov. 12 and 13, before the final adoption of the budget on Nov. 26. The 2020 operations and maintenance budget is being proposed at roughly $101.3 million, plus a total of $35 million for capital projects. The parish’s budget year runs from Jan. 1 to Dec. 31. The budget will be overseen by a new parish president and council, who take office in January, pending the results of the election Saturday and any runoffs on Nov. 16. A copy of the proposed budget can be found online at lafourchegov.org under the Finance Department. The council delayed taking action to commit $4.6 million to a road project with the South Lafourche Airport until a dedicated funding source can be found. Members were scheduled to vote on an agreement with the Greater Lafourche Port Commission to build the bridge and connector road between La. 3235 and La. 308 where it connects to the airport. The airport is overseen by the Port Commission. In total, the project is expected to cost about $35 million. The port has already received a $16.4 million federal grant, but needs to move quickly to secure the other money needed before the grant expires, Port Director Chett Chiasson said. “This is a very busy area, any better access would be very good for the community,” he said. The port is also committing $4.6 million, which it is asking the parish to match, in order to lobby the state for $9.3 million in capital outlay money.

The Greater Lafourche Port Commission adopted a resolution Wednesday honoring a former commissioner who was killed in a traffic accident last month. The resolution recognized the work done by the late Perry Gisclair in his role as a commissioner while serving the community. His family was given a framed copy of the resolution set alongside photos of the late commissioner. Board President Chuckie Cheramie said Gisclair had done a great job on the board and thanked his brother for stepping into the role in the interim. “Mr. Terry will be missed,” he said. When we are the best version of ourselves, everyone around us benefits
When we look around us, we get a feeling that the world is in a mess. Suicide rates are increasing while church attendance is decreasing. Some people trust in their guns, money, and positions in life rather than working with our Loving God to make our world a better place. Addressing this situation Coach Dale Brown said, “If there was ever a moment in history when we needed a commitment to make the world a better place to live in, it is now. I’m totally convinced that we can solve any problem, whether it is poverty, financial crisis, partisan and dishonest politics, racism, crime, pollution, drugs, apathy, terrorism, or whatever plague humankind. It all depends on our commitment, determination, and perseverance. “Great social transformation such as the end of slavery, the women’s crusade, the civil rights movement, and the end of colonial rule all began with public awareness and engagement. Political leaders followed rather than led. A few courageous and committed people caused change.”

By living one day at a time you live all days of your life. Don’t give up when you still have something to give. Nothing is really over until the moment you stop trying. Many have watched the powerful television report of Brandt Jean’s act of forgiveness toward Amber Guyger who killed his brother Botham Jean. The scene of him hugging her and extending forgiveness toward her has been replayed over and again and invoked a sundry of reactions from across the nation and the Texas community. The former Dallas police officer Guyger testified that she shot her victim by mistake, in his own apartment while he was eating ice cream. She was sentenced to ten years in prison and many thought it would have been much longer. Allison Jean, the mother of the brothers wrote on her Facebook page to her son Brandt, “Your load is lighter. Regardless of the views of the spectators, walk with God always. Forgiveness is for the forgiver and it doesn’t matter what the forgiven does with it. “ From the Lan-

Emanuel African Methodist Episcopal Church, comes the story of forgiving relatives. One by one those who chose to speak at his trial did not turn to anger. Instead, while the killer Dylann Roof remained impassive, they offered him forgiveness and said they were praying for his soul, even as they described the pain of their losses. “I forgive you,” Nadine Collier, the daughter of 70-year-old Ethel Lance, said at the hearing, her voice breaking with emotion. “You took something very precious from me. I will never talk to her again. I will never hold her
again. But I forgive you. And have mercy on your soul.” I don’t know what I would do. I can’t tell you what to do because I don’t know what has happened to you. It’s between you, whoever and God and how you want to live your life. However, if you carry a lifelong load of hate, resentment and bitterness, it will wear you down. The words of Jesus remind us from the Bible ... “For if you forgive men their trespasses your father in heaven will forgive you.” Think about it. Is there someone you need to forgive?

On the afternoon of the killing an Amish grandfather expressed forgiveness toward the killer Charles Roberts. That same day Amish neighbors visited the Roberts family to comfort them. Later that week the Roberts family was invited to the funeral of one of the Amish girls who had been killed. Amish mourners would later outnumber the nonAmish at Charles Roberts’ funeral. The story is told that the killer was tormented for nine years by the premature death of his young daughter. He never forgave God for her death. Yet, after he cold-bloodedly shot ten Amish schoolgirls, their families and friends almost immediately forgave him and showed compassion toward his family. The council unanimously approved the budget. However, for the town to consider giving police officers a raise or buying new vehicles, the council is considering putting a new property tax on the ballot in April. At the next meeting on Oct. 21, the council plans to vote on a measure to put a 10-mill property tax on the April 2020 ballot. “Let the people decide if they want to help fund it,” Reinhardt said. The tax would collect an estimated $96,000 a year, dedicated to the police department. It would double the town’s property tax rate, which is excluded from homestead exemptions, meaning all landowners would pay the tax—even if the property is valued under the $7,500 threshold. It would not double the total tax bill, Councilman Wayne Bourgeois Jr. noted, and Lockport property owners also pay parish property taxes that
would not be affected by this measure. The town has about 1,140 different property taxpayers. The new tax, when averaged out between them, would add $90 a year to their tax bills. Bourgeois said a property tax would be more certain than a sales tax, of which Lafourche already has one of the highest rates in the state, or a fee added on to a water bill. “A parcel ad valorem is really the only way to get the most,” he said. The council plans to discuss the matter further at the next meeting before voting to put it on the ballot. The mayor said he wants to put the measure on the ballot soon before the town starts preparing the next year’s budget. Parish Finance Director Connie Duet said the initial plan was to pull about $1.168 million a year from the Road Sales Tax District 2 fund, if there was enough money. Some council members said they were concerned about pulling all the money from that fund, versus spreading it out so money would still be available for other road projects in the district. Road Sales Tax District 2 covers south Lafourche and parts of central Lafourche. Council Chairman Noonie Autin asked to defer the matter until the exact funding source could be found and reviewed, and the parish District Attorney’s Office had a chance to look at the agreement. The federal grant stipulates the project must be ready to bid by September 2020, with an end date of 2025. To get to that point, the parish needs the $9.3 million in state capital outlay money. Gisclair’s family declined to comment. The late commissioner was killed on Sept. 12 when a tractor he was riding on La. 2335 in Galliano was struck by another vehicle. The official swearing-in ceremony for Rodney Gisclair, Perry’s brother, was also conducted. He will stay in the seat until an election is held in the spring to choose the next commissioner. Local duo to pay homage to musical legend Vin Bruce
Two local Southeastern University music majors, cousins Carley Duet, of Cut Off, and Brandi Callais Brumfield, of Hammond, will be paying artistic homage to their family’s Cajun French musical heritage. The two students are the granddaughters of Herbert Callais, who is the late Vin Bruce’s nephew. Their uncle Vin Bruce was a prominent Cajun musician in the 50’s through the 60’s. As a successful touring and recording artist he recorded solo albums, and also worked in the studio with many prominent musicians such as Chet Atkins and Owen Bradley for Columbia Records in Nashville. Vin’s performance career took him to the Grand Ole Opry and the Louisiana Hayride among other notable venues, as he became known as the “King of Cajun Singers”. Brandi, who is pursuing a masters degree in guitar performance said, “Upon hearing these songs for the first time, I knew that arranging this music to fit the setting would feel like home to me. With some help from my guitar teacher, Mr. Kerber, we have arranged these tunes to compliment the original music from our Cajun ancestors

while also incorporating new ideas that we came up with—all to fit on one guitar while Carley sings. I am excited to share this music with our family and friends and show them our reimagined take on these tunes by our great-great uncle, Vin Bruce!” Carley, a vocal music education student at Southeastern, stated that, “Since I am in school for vocal music, I am required to learn how to sing songs in French, German, Italian, and English. As I was preparing for my recital, I figured that it would be fun and exciting to sing in the native language of my grandparents. Brandi, who is my cousin, was the perfect person to collaborate with on this project. While working on the songs, I enjoyed quality time with my Grandfather, Herbert Callais, who helped me with the translations and pronunciations of
