Council blocks budget changes By Julia Arenstam Daily Comet Staff Writer

Parish inmates moved to new Correctional Complex

The new Lafourche Parish Correctional Complex is now operating after inmates were moved from the Lafourche Parish Detention Center on January 18. Over 240 inmates were moved in the span of two hours with no incidents to report. Lafourche Parish Correctional Complex staff and inmates are adapting to the new operation of a “direct supervision” facility. For inmates who require a higher level of security, there are standard twoperson cells in the Special Housing Unit of the complex. The Lafourche Parish Sheriff’s Office has also begun returning inmates to Lafourche Parish who have been housed in Catahoula Parish. This transition will continue this week until all Lafourche Parish inmates are returned to the parish and

housed at the new Correctional Complex. “A new era of corrections has begun in Lafourche Parish,” said Sheriff Craig Webre. “The Lafourche Parish Correctional Complex not only provides increased security for our employees and inmates, but it affords us an incredible opportunity to rehabilitate offenders before they are released back into society. I thank each individual who had a hand in planning this project and seeing it to this point. I especially thank the voters who recognized the need for this new facility. We have not taken this responsibility lightly.” The Lafourche Parish Detention Center will be closed and all access turned over to Lafourche Parish Government. Parish officials have said there are no definitive plans yet for the Detention Center.

Illegal alien arrested for Child Exploitation Attorney General Jeff Landry renews call for border security

BATON ROUGE, LA – Louisiana Attorney General Jeff Landry Wednesday announced the arrest of an illegal alien living in Houma on numerous counts of Internet crimes against children. “Yet again, our Jose Juan office has arrested Hernandez another illegal immigrant accused of exploiting children,” said General Landry. “This man who should not be in our country has been picked up for possessing and distributing pornography involving juveniles under the age of 13.” Jose Juan Hernandez, 42 illegally liv-

ing in Houma, was arrested on 1 count of Pornography Involving Juveniles Under the Age of Thirteen (Distribution) and 17 counts of Pornography Involving Juveniles Under the Age of Thirteen (Possession). The arrest was a result of a joint investigation with the Louisiana Bureau of Investigation Cyber Crime Unit, Homeland Security Investigations, Immigration and Customs Enforcement (ICE), and Lafourche Parish Sheriff’s Office. Hernandez was booked into the Lafourche Parish Detention Center and a detainer was placed on him by ICE. General Landry said this arrest and countless others recently in Louisiana highlight the need for improved border security.

The Lafourche Parish Council blocked proposed budget changes from the administration at Tuesday night’s meeting, choosing to stick to the original plans for the current year. The parish administration asked the council to pass six supplemental budget amendments to change the money sources for various projects. Most of the changes would have moved projects’ money from undedicated to dedicated funds. Five of the six proposed amendments were rejected. In November, the council passed a dozen budget amendments for 2019. Parish President Jimmy Cantrell vetoed 10 of them, citing monetary problems and other objections. Shortly before the council met to vote on overriding his vetoes, Cantrelle asked the members to consider waiting until 2019 when he could submit supplemental budget changes, which would still pay for their projects. Despite the plea, the council overrode eight of the 10 vetoes. “So we voted against this twice. Now they’re bringing this as a supplemental and giving you the same reason that you shot it down two times. We voted against this twice; this would be number three. Think about it,” Councilman Daniel Lorraine said. Despite the overwhelming opposition, the proposals could only be placed on the agenda with a council member’s sponsorship. Cantrelle did not comment about any of the amendments. See Council Page 4-A

claimed she was still waiting on the license plate from the dealer. Agents issued a warning to her for the violation. During the stop, agents detected the odor of marijuana coming from the front seat passenger, a 15-year-old male from Galliano. As agents conducted a patdown of the juvenile, he began to reach for his waistband. Agents stopped him, but he was able to turn away and began to flee on foot. As agents pursued, the juvenile again reached for his waistband. At that moment, an agent deployed a Taser, and the juvenile fell to the ground. As he did, a handgun dropped from his waistband. The juvenile continued to resist, but he was taken into custody. Agents noticed the serial numbers on the handgun had been obliterated. It was found to be loaded with a round in the chamber. During a search, the juvenile was found to have approximately 8 grams of suspected marijuana in his possession and over $400 in cash. No other contraband was found inside the vehicle. The male teen was transported to the Lafourche Parish Juvenile Justice Facility in Thibodaux and charged with Resisting an Officer with Force or Violence, Illegal Possession of a Firearm by a Juvenile, Possession of a Firearm with an Obliterated Mark, and Possession of Marijuana.

What a Life!

By: Rev. Wilmer L. Todd Bishop Fabre addresses the Clergy Sexual Abuse of Minors Scandal

Bishop Shelton Fabre recently published a pastoral letter entitled “Light in the Darkness” dealing with child sexual abuse. The following are some highlights of his pastoral. I write to you because of your faith in Jesus Christ and the important part you play as the Body of Christ, the Church. The Diocese of Houma-Thibodaux has released the names of any priest with a credible allegation of child sexual abuse since our inception in 1977. Be assured that no priest in current active ministry in the Diocese of Houma-Thibodaux is on the list. I want to apologize for the detestable sins that have taken place. Let me be clear: the abuse of a child by anyone is sinful, abhorrent and evil, particularly when perpetrated by one vested with the sacred trust of God’s children. Furthermore, any attempt to cover up these sins is even more disturbing. I apologize to all who have been harmed. It is with deep respect and profound reverence that I humbly extend this apology. It is understandable if victims and their families feel angry and abandoned because the leadership of the church failed to respond to their distress adequately and attend to their needs. The necessary lifelong process of healing after experiencing abuse is a road marked with struggles and I pray that the Church can assist you every step of the way. I am fully aware that the words “I’m sorry” ring hollow in light of what you have endured,

but I apologize on behalf of the Church for damages caused by any cleric who has sinned. I apologize if victims and their families ever felt shunned by the church or if any bishop at any time failed to listen to them. With deep personal grief in my own heart, I express that I am sorry. If you have been a victim of child sexual abuse by a member of the clergy, I, with great reverence, say to you: Our door is open and we invite you to come forward. Our Victims’ Assistance Coordinator is Sister Carmelita Centanni, M.S.C., Ph.D. Sr. Carmelita is a Licensed Professional Clinical Psychologist with more than 30 years of counseling experience, plus 16 years as a Victims’ Assistance Coordinator. You may call Sr. Carmelita directly at 985-850-3172 or by email her at ccentanni@htdiocese.org. Sr. Carmelita and I, as your bishop, are here to help you. We are committed, now more than ever, to walking with you toward healing. If you have reasonable cause to suspect that a child is being or has been abused by anyone, please first contact the civil authorities by calling the Louisiana Child Abuse Hotline at 855452-5437. If you suspect that the abuser is a member of church personnel, after calling civil authorities please also call Sr. Carmelita. You may also call the Diocese of Houma-Thibodaux Outreach Line at 985873-0026. Let me explain the process used to determine this release of names. The 2002 Charter for the Protection of Children and Young People outlines the norms and policies that we must follow regarding the sexual abuse of a minor. The Charter not only defines what sexual abuse is, but also outlines what matters we must bring before the Diocesan Lay Review

The other six members of the Diocesan Lay Review Board remain confidential. I encourage you to visit our website: htdiocese.org/lightinthedarkness. Here’s how the council voted on the administration’s proposals: - Rejected a supplemental appropriation for the Bath Facility Center at the Raceland Recreation Center. Only Councilman Michael Gros voted in favor. - Unanimously rejected a supplemental appropriation for the District 2 boat launches project. - Approved a supplemental appropriation for the Thibodaux Courthouse improvements and maintenance project. Councilman Jerry Lafont voted against. - Rejected a supplemental appropriation for the Sugar Mill Side Road Repair and Improvements Project. Council members Craig Jaccuzzo, Corey Perrillioux and Luci Sposito voted in favor. - Unanimously rejected a supplemental appropriation for the Waverly Subdivision pump Project. - Unanimously rejected a supplemental appropriation for alternate funding for the Golden Meadow Seawall Project. The rejections mean the projects will continue to be paid for through their original money sources that were approved by the council last year. But even with money set aside, the projects can also only move forward with administrative approval. Legislative Auditor Reggie Bagala later told the council that all of the approved budget amendments were included in the final 2019 budget. After the meeting, Lafont said the votes showed a unity and cooperation on the council. The council also rejected a request for the parish to pay legal fees for a former parish employee who successfully won her Civil Service Board appeal. After the council voted to reimburse

Cantrelle for about $8,500 in legal fees last year, some began questioning whether employees received the same treatment. Lafourche District Attorney Kristine Russell issued an opinion that said it could be done, but told the council to consider certain requirements before approving an employee reimbursement. The request was ultimately rejected over legal concerns. Jaccuzzo said the decision for reimbursement should lie with the Civil Service Board or a court, keeping the council out of that position. The matter was rejected by a divided 3-3 vote, with two abstentions. Jones, Perilloux and Sposito voted in support; Councilman Armand Autin, Gros and Jaccuzzo voted against. Lorraine and Lafont abstained. — Daily Comet Staff Writer Julia Arenstam can be reached at 448-7636 or julia.arenstam @houmatoday.com. Follow her on Twitter at @JuliaArenstam.

We submitted our concerns yesterday, therefore we ask to approve the assignment subject to issues being resolved. Upon motion by Pierce second by Melancon, the floor was open to discussion. Adams questioned the target date, which Autin replied on or before March 31, 2019 to remove the rig and we asked them for a timeframe for the bulkhead repairs.
