Council leader wants parish to follow charter
Local sheriffs brace for possible budget cuts By Dan Copp Daily Comet Staff Writer
Steep budget cuts proposed by Gov. John Bel Edwards would make it difficult for parish jails to continue housing state prisoners, local sheriffs said. Sheriffs receive $24.39 from the state for each inmate per day, but the proposed $40 million in budget cuts to local sheriffs would reduce that amount to $19.39 per inmate. “The sheriffs are housing half of their prisoners,” said Terrebonne Sheriff Jerry Larpenter. “It would cost the state $50 a day to keep a prisoner in a state prison, but they’re giving us $24 a day to keep them. We probably save them $160 million a year by keeping their prisoners. Now they want to give us $19 a day? We would be going backwards.” Terrebonne Parish at one time housed about 220 state inmates, but that number has fallen to roughly 120 in recent years, Larpenter said. See Sheriffs Page 3-A

Analysis: Budget release boosts tension at Louisiana Capitol

BATON ROUGE, La. (AP) — Release of Gov. John Bel Edwards’ worst-case-scenario budget appeared to do little to thaw frosty relations between Louisiana’s Democratic governor and some Republican lawmakers about taxes and government spending. A palpable sense of irritation from both sides ran throughout last week’s budget hearing, as Louisiana’s elected leaders seem unable — or unwilling — to negotiate an end to the constant cycles of financial uncertainty for the state. Tension and mistrust coursed through the question-and-answer exchanges, as accusations were lodged about the spreading of misinformation and the intractability of people claiming they want to stabilize Louisiana’s budget and move on to larger
policy debates. The governor and House Republican leaders so far haven’t reached a deal to hold a February special session on taxes to address a $1 billion budget gap that looms on July 1 when temporary sales taxes expire. Edwards unveiled a $25.3 billion operating budget that would account for the loss of all the money, without the replacement taxes he wants. The spending plan would end many of Louisiana’s safety-net health programs for the poor, elderly and disabled and strip 80 percent of the financing for the TOPS program that helps students pay for college. The governor’s presentation to lawmakers was a public scolding, targeted at House Republicans who blocked tax rec-
Luci Sposito, who was elected the Lafourche Parish Council chairwoman earlier this month, has taken steps to ensure the parish government follows its charter. At the council’s last meeting, Sposito requested several changes from the administration. Sposito said the parish’s charter mandates that the finance department must present annual reports to the council, but that has not been done for the past two years. Lucy Sposito “We need that to govern properly and to know the state of the parish. Finances and activities are an important part of that,” she said. Sposito asked the administration to address those two missing years as soon as possible. “I don’t know when he’s going to do it or if he’s going to do it,” she said, referring to Parish President Jimmy Cantrelle. Sposito also asked council members to nominate one person from their districts to serve on a charter review committee. The original charter commission did a great job, she said, but situations have come up in recent years that the charter doesn’t cover. By creating a committee, Sposito said she hopes it will create a prioritized list of proposals that could be expanded upon and put into the hands of the Lafourche District Attorney’s Office. “What I think may be a problem, the committee may not,” she said, declining to comment on what specific areas were lacking. “We can share our concerns with them, but not put every change on the next election, which won’t be until December.” The council will likely approve the committee appointees during the March 13 meeting, Sposito said. She also addressed an ongoing issue between the council, the administration and the parish’s civil servants.

ommendations Edwards has pushed to stabilize state finances. Edwards told the lawmakers their “day of reckoning” was at hand. He reminded them they haven’t voted for permanent financing sources to pay for existing government programs — and also haven’t offered a detailed plan for cuts. He noted they ignored a task force’s recommendations for long-term solutions. “I was promised, more importantly the people of Louisiana were promised, that those (temporary taxes) would serve as a bridge until the 2017 fiscal session. But when the Legislature had the opportunity to dive deep into the budget and make necessary reforms, with the benefit of recommendations from a task force you created expressly for this purpose, you did not take it,” Edwards told the Joint Legislative Committee on the Budget. The governor said he’d consider revenue proposals besides the tax ideas he’s offered, but he made sure to point out he hadn’t received any. “I do not have a plan or any part of a plan from House leadership that addresses this cliff,” Edwards said. “I cannot negotiate with myself.” GOP lawmakers questioned if Edwards was really interested in negotiating — or was stubbornly pursuing one course of action only, passing replacement
taxes, rather than considering ways to shrink the footprint of state government. Rep. Rick Edmonds, a Baton Rouge Republican, said the governor didn’t seem flexible in budget negotiations last year, because he refused to lessen state spending. “It’s high time that we move forward together. I do agree with that,” he told Edwards. But he added about flexibility: “Maybe you see none of it in our side, but I think that we’ve had a difficult time seeing some of it in your side as well.” Sen. Sharon Hewitt, a Slidell Republican considering a run for governor against Edwards next year, objected to Edwards taking credit for avoiding college cuts this year. She said his budget proposal didn’t fully fund TOPS. The dollars were added in negotiations with lawmakers. “That victory lap that you’re taking, I think we share that as well,” said Hewitt, who voted against the final version of the budget. Hewitt also said Edwards hasn’t done enough to curb state expenses, and she questioned the governor’s claim that he’s cut more than $600 million since taking office in 2016. “I’m having a hard time reproducing those numbers,” Hewitt said. Edwards replied: “I’ll give you the list. But it is simple arithmetic.” Even as Edwards chastised Republicans for failing to have a plan, House GOP leader Lance Harris of Alexandria noted Edwards’ tax rec-
ommendations wouldn’t cover the full budget gap. “I’m down half from what I used to be,” Larpenter said. “That’s about a million dollars a year. All the government entities are hurting right now in Terrebonne. I got to do what I got to do to balance the budget, but there comes a point in time when enough is enough. All we do is take cuts. Nobody’s helping the sheriffs in this state. When is it going to stop?” Although the Lafourche Parish jail doesn’t house as many state inmates as Terrebonne, Sheriff Craig Webre said the governor’s draconian budget proposal would render such an operation impossible. “I know for a fact that $24.39 is woefully inadequate to house inmates and anything less than that would be absurd,” Webre said. “However, it’s too early in the process to panic. I do think we’re far from where we’ll end up and it’s too early to declare victory or defeat. It’s a negotiation process and a starting point. But it’s something we’ll pay close attention to.” Department of Public Safety and Corrections Secretary Jimmy LeBlanc is also hopeful state officials will reach an agreement to avoid such a massive budget cut. “This budget is a complete step backwards from the progress made last year,” LeBlanc said. “We need help in our local-level prison operations because this is something really scary.” If sheriffs were to start sending back their state inmates, the Department of Public

Safety and Corrections could lose its accreditation from the American Correctional Association, LeBlanc said. The accreditation helps avoid federal oversight and the higher costs that come with it, he said. “When the federal court intervenes, then it is basically an open checkbook,” said LeBlanc. Edwards said he didn’t support the $1 billion in cuts he proposed but was required to draft a balanced budget while he and Republican leaders negotiate over possible revenue-raising measures that could cover a projected $1 billion budget shortfall. Larpenter said if his budget continues its downward spiral, he could be forced to consider layoffs. “I’ve already cut back on a lot of things,” Larpenter said. “For instance, I’m not buying cars right now. It’s the council’s common practice not to speak with civil servants, instead referring questions to the parish president or his department heads as a means of protecting civil servants who work for the parish throughout multiple administrations. Lately, Sposito said there have been fewer department heads attending council meetings, which raises concerns and leaves questions unanswered. The announcement given Tuesday served as a warning, Sposito said. She asked for Cantrelle to provide the council with a list of civil servants they could speak to. “It’s just for formality and efficiency,” Sposito said. While only three of the department heads are required by charter — finance, public works and civil service — the others are much-needed positions, she said. The finance and public works positions have come under scrutiny by the council, which has alleged that project managers or civil servants are completing the directors’ duties. Those allegations have been refuted by the administration. “There’s been a lot of circumventing in my opinion; I’m just trying to pull things back,”

Sposito said. The council also voted Tuesday to request an opinion from the District Attorney’s Office about whether it is legal for the administration to access legislative employees’ electronic files or emails via parish employees or outside firms. The council and administration share a server and IT staff, Sposito said. While all records are public, a request is normally required to view those documents. “Some things happened lately that concerned me,” she said, declining to elaborate. “No crazy secrets are happening.” In general, Sposito said she doesn’t think it’s legal for the administration to access legislative documents without a request, adding that could violate the separation of powers.

Several more charged in connection to burglaries
Several more people have been charged last week in connection to residential burglaries by the Lafourche Parish Sheriff’s Office. A total of 15 people have been arrested on burglary charges thus far in January 2018, and several more face other charges in connection with burglaries. Kevin Scioneaux, (age 32), of Thibodaux, was initially arrested last December. He had allegedly stolen a firearm from outside a Kraemer residence in November. Then on December 27, as Water Patrol deputies were responding to a series of camp burglaries in the Choctaw area, they discovered Scioneaux traveling by boat with several items determined to have been stolen. At that time, he was charged with Theft of a Firearm and one count of Simple Burglary. Through further investigation, detectives linked him to four more camp burglaries. Scioneaux, who was still in jail since his December arrest, was booked on four additional counts of Simple Burglary last Wednesday. Markell Folse, (age 17), and Corey Porter Jr., (age 19), both of
Raceland, were charged in two Raceland burglaries. One occurred at a shed on Peps Lane on October 17, 2017, and the other occurred at a residence on St. Phillip Street last Monday, January 22. They were charged with two counts each of Simple Burglary and booked accordingly into the Lafourche Parish Detention Center. Porter was additionally charged with Illegal Possession of stolen things due to him having stolen property in his possession when deputies made contact with him. Deputies learned the property was stolen during a burglary of a residence on St. Patrick Street in Raceland in mid-December, and that crime is still under investigation. Deputies also found Justavran Howard, (age 19), and Kanisha Rener, (age 17), both of Raceland, in possession of stolen items from that burglary. They were also charged accordingly. Chris Wheaton, (age 51), of Raceland, was arrested for Simple Burglary on Thursday, January 25. He was arrested in reference to a residential burglary on Morristown Road in Race-
land in December 2017. Gabrielle Griffin, (age 34), of Raceland, was also arrested for Simple Burglary in December for this incident. Lafourche Parish Sheriff Craig Webre applauded the efforts of patrol deputies and detectives in these cases. “We understand how frustrating property crimes can be for the victims,” said Sheriff Webre. “In many ways, they can be frustrating to investigate as well. Thanks to some great, old-fashioned police work, we were able to make progress on a number of these burglaries in a short amount of time, resulting in the recent arrests.” In most cases, burglaries occur when a home, shed, or vehicle is not locked or secured. In the cases wherein forced entry is made, it is typically due to valuable items being seen from the outside, or burglars may otherwise have knowledge of valuable items inside. “Keeping your doors and windows closed and locked and keeping valuables out of sight are the best ways to avoid becoming a victim of burglary,” said Sheriff Webre.

The Grant for the Baseball field needs more work and asking the School Board to help with funding. He then requested the Council to amend the GIS Engineering Services agreement to add $20,000.00 to carry out the year. The Council instructed him to submit the request in writing. Chief Landry asked for fencing at the new construction on the west end of the Hurricane Protection Levee. Chris Hernandez reported that he has signs to place on the levee. Supervisor Chris Hernandez reported that all of the Council’s requests from last meeting were taken care of. Building Official Irvin Richoux was recognized and spoke on FEMA building regulations and explained how they are constantly changing. Members of the audience spoke on the issue and wanted to know why some people are allowed a certain type of construction while others are not permitted to do the same thing. Council Member Barthelemy asked for a meeting between FEMA representatives and Grand Isle Contractors for the purpose of clarifying what the rules are in order for everyone to follow the same building codes. After a brief discussion it was agreed that the Fire Chief and Town officials would try to work with Jefferson Parish to properly address this problem and perhaps have the parish construct a twelve inch water main along Highway One. sions. Slidell Police Detective Michael Seuzeneau said Monday that police answered a report about men trying to sell TVs at a gas station near Slidell’s parade route, during Sunday’s parade. He says they arrested 47-year-old Clover Sims and 44year-old Lloyd Bradley, both of Gulfport, on one count each of theft by fraud. Seuzeneau says the victim told investigators he paid $280 for four TVs. Detectives asked to check serial numbers in case the TVs were stolen. Seuzeneau says they found gutted TVs, and rocks taped inside the boxes to make up the weight of missing parts. Seuzeneau said that as far as he knew, the men did not have attorneys who could comment.
Tons of Mardi Gras beads down the drains in New Orleans
NEW ORLEANS (AP) — Let the good times roll — just not into New Orleans’ storm drains. That’s the plea from city officials. Local news outlets report cleaning crews have sucked out more than 46 tons of Mardi Gras beads from catch basins on along a fiveblock stretch of St. Charles Avenue downtown, a popular parade route. Department of Public Works Interim Director Dani Galloway said last Thursday that the fourmonth emergency program had cleaned 15,000 catch basins altogether as of Wednesday, removing roughly 7.2 million pounds of debris. It’s part of a $22 million contract to tackle city’s drainage system in response to heavy August flooding. Galloway asked residents to step up and clear neighborhood catch basins, and said the city is looking at installing temporary “gutter buddies.” ___

Texas adds 13 rigs as US rig count rises to 947
HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. rose by 11 this week to 947. That exceeds the 712 rigs that were active this time a year ago. Houston oilfield services company Baker Hughes reported Friday that 759 rigs drilled for oil this week and 188 for gas. Among major oil- and gas-producing states, Texas added 13 rigs, West Virginia increased by four, and New Mexico increased by three. Oklahoma lost four rigs, Louisiana lost three rigs, and Ohio and Utah each lost a single rig. Alaska, California, Colorado, North Dakota, Pennsylvania and Wyoming were unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May of 2016 at 404. ___

Louisiana has started accepting 2017 income tax returns
BATON ROUGE, La. (AP) — It’s officially tax time in Louisiana, with taxpayers able to start filing their 2017 personal income tax returns. Louisiana’s revenue department began accepting the tax filings Monday, the same day the IRS started taking federal income tax returns. Louisiana taxpayers are encouraged to file state taxes online through the state’s free web portal for individual tax filers. But they can also download paper tax forms from the revenue department website or file returns through other tax preparation software. If someone is due a refund, the revenue department says that will generally take about 60 days from the filing date if returns are submitted electronically or 14 weeks if returns are filed on paper. The deadline to file individual income tax returns with the state is May 15. ___
