Nicholls’ president resigning at end of year

THIBODAUX, La. (AP) — A Louisiana university president is leaving at the end of the year. The University of Louisiana System Board of Supervisors says Bruce Murphy told the board he’s resigning from Nicholls State for other work in higher education. The board announced Murphy’s resignation on its website Thursday. System President Jim Henderson says that student success improved and the university’s accreditation made “extraordinary progress� improved under Murphy. Officials say a presidential search committee will work with Nicholls’ students, faculty, staff and alumni, as well as the local community to name the next president. Murphy became the school’s fifth president in January 2014. Before that, he was vice president for academic affairs at the Air Force’s Air University in Montgomery, Alabama, and had also taught at the U.S. Military Academy and Vanderbilt University.

Flood insurance participation drops locally By Dan Copp Daily Comet Staff Writer

Terrebonne and Lafourche are among parishes seeing the biggest declines in the number of homeowners who have flood insurance, new figures show. In Terrebonne, homeowners with flood insurance dropped by 17 percent in the past five years. It’s the seventh greatest percentage decline among Louisiana’s 64 parishes. Lafourche’s flood insurance policies dropped by just over 10 percent, the 13th greatest decline. The Associated Press analyzed the figures for all of the nation’s counties and parishes using National Flood Insurance Program data from 2012 through the most current available this year. It found the policies declined in 43 of

New labor department figures recently released show the Houma-Thibodaux area continues to lose jobs, having lost 200 last month and 1,200 since August 2016. If the preliminary data from the Louisiana Workforce Commission hold until revised figures are released Friday, it would mark a second straight month of job losses across Terrebonne and Lafourche parishes. It would also bring the estimated number of jobs lost since the bust began to just under 17,000. Oil prices have slid to less than half their mid-2014 high of around $115 a barrel, sparking layoffs and work slowdowns throughout the oil industry. The .S. industry U.S. has rebounded, but job growth has been limited mostly to inland shale fields, where drilling is less costly than the deep waters of the Gulf of Mexico. Houma-Thibodaux has seen both monthly gains and losses since mid2016, though overall, declines have outpaced growth. The area lost 1,800 jobs in January, gained 400 in February, lost 600 in March and gained 400 in April, 200 in May and 300 in June. The latest losses, combined with 300 in July, bring the total jobs lost so far this year to 1,600. See Jobs Page 2-A

Louisiana House speaker hopes to have tax plan by January By MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — With the ever-nearing expiration of more than $1 billion in temporary taxes, the leader of the Louisiana House said he expects lawmakers in his chamber to rally around tax ideas by January to close the shortfall. House Speaker Taylor Barras struck an optimistic tone about the chances of reaching consensus in a majority-GOP chamber that has been reticent to support any taxes, saying he expects enough agreement to have a special session on taxes early in the new year. He’s been visiting with House members around the state, to determine what tax proposals they would back. Individual groups of lawmakers also are meeting to discuss ideas, he said. “I think people are a little more willing to generally understand because the deadline’s a little closer. They’re a little bit more engaged, and I’m encouraged by that,� Barras said in an interview with The Associated Press. If the Republican House speaker can build support around a slate of

Louisiana lost 600 jobs last month in oil and gas exploration and 2,000 over the past year, the new figures show. The state’s jobless rate in August, 5.2 percent, is its lowest since August 2008. It’s down by 0.1 percentage points for the month and 0.9 percentage points compared to a year ago. “Louisiana’s job market has experienced notable improvement in the last year, with 24,200 nonfarm jobs gained since last August,” said Louisiana Workforce Commission Executive Director Ava Dejoie. “The addition of 3,400 jobs in the last month underscores a restoration of confidence among employers and job seekers.” Employment in the leisure and hospitality category, which includes tourism, restaurants and hotels, is at an all-time high in the state, up 2,400 for the month and 7,600 for the year. Other growth was seen in professional and business services, up 5,000 jobs for the year, and financial activities, up 1,400 since August 2016. The latest report, based on federal data, does not include metro area unemployment rates or details about the categories of jobs lost or gained locally. That will be included in Friday’s revised report. Unlike the preliminary figures, next week’s will not be adjusted for seasonal variations. Houma-Thibodaux posted a 5.7 percent unemployment rate in July, down from 6 percent in June and 7.2 percent a year ago. The unemployment rate has declined because people are leaving the workforce altogether and are no longer counted as jobless. That includes people who have returned to school, left the area or given up on a job search. Preliminary jobs figures for July for Louisiana’s metro areas,

“In August of last year, we had 33 inches of rain fall in Denham Springs. That could have easily been over Terrebonne Parish. If we would have had 33 inches of rain here, we would have had substantial flooding, even in areas that aren’t required to have flood insurance.” The AP’s reporting found the declines coincided with a price increase Congress approved in 2012. In addition, FEMA released new elevation maps of some highrisk areas that showed a higher flood risk and caused insurance costs to rise. And banks became lax at enforcing a requirement that any home with a federally insured mortgage in a high-risk area be covered. In Terrebonne, the average flood insurance policy costs $642 this year compared to $572 in 2012, the data says. About 34 percent of the parish’s roughly 45,000 homes are covered by flood insurance. Of an estimated 14,238 homes in flood hazard zones, the most flood-prone areas, 39 percent are covered. Lafourche’s average premium in 2017 was $678, down from $717 in 2012. About 28.8 percent of Lafourche’s 40,000 homes are covered. And 37 percent of an estimated 16,740 homes in hazardous flood zones have coverage. Questioned on Facebook, some locals said they can’t afford flood insurance. “People don’t care about flood insurance because it’s so dang high,” said Billy Theriot of Houma. “On top of the high cost of insurance, they want you to pay the deductible before you can claim your money. It’s crazy.” Peggy Lirette of Bourg said that last year, her policy rose from $450 per year to $3,400 per

year. She said she’s afraid to see what will happen when it comes up for renewal again this year. “I’ve lived there for 52 years,” Lirette said. “I’ve been paying this policy for 32 years. It’s not right that those of us who have paid so dearly for 32 years are simply being so mistreated, and there’s not a thing we can really do. Our hands are tied.” A combined 70,738 homes valued at $13 billion are at risk of being flooded by hurricane storm surges in Terrebonne and Lafourche, CoreLogic, a global property research company, said in a recent report. Louisiana Insurance Commissioner Jim Donelon said he believes there’s another reason for falling flood insurance participation. “There’s a requirement that federal bank regulators have for properties in flood-prone areas to be insured for floods as a condition of getting a federally backed mortgage,” Donelon said. “That’s great, but if you don’t have to have it, and the lender who can get the coverage for free tells you not to bother, that’s a disincentive to buy it.” Another issue is that some residents believe they can depend on a federal bailout of uninsured homeowners after natural disasters, Donelon said. “But the truth behind that,” Donelon said, “is that the bailout doesn’t come close to providing enough coverage. The typical flood insurance payout is about $80,000, and the typical FEMA disaster assistance for uninsured losses is about $10,000. “What ends up happening for most of those uninsured losses is that people get loans at a below-market interest rate. That, in effect, sucks all the equity out of their homes. For a typical family, their biggest investment or asset is their home.”

Donelon said only about 24 percent of properties in the state are insured against floods. In the past two years, 56 parishes have been declared disaster areas at least once, 14 of them twice, as a result of flooding. Statewide, homeowners had 361,000 flood policies before Hurricane Katrina in 2005; that swelled to 495,000 afterward, he said. Today, the number has dropped to 459,000. Louisiana has benefited from the National Flood Insurance Program more than any other state. Since 1978, Louisiana policyholders have collected $19 billion for insured flood losses. one unless he can reach agreement with House GOP leaders. He wrote Barras in July, calling on House leaders to begin “constructive dialogue” on taxes and the budget gap. Without “bold changes,” Edwards warned $1 billion in cuts in the $28 billion budget “would be catastrophic.” Barras said it’s too early to determine what tax plans could gain passage in the House. But he’s hopeful enough lawmakers will be on board with tax proposals to have the special session before the March start of the regular session in which lawmakers have to balance next year’s budget. Waiting until after the regular session ends in June, Barras said, would “put ourselves at a huge disadvantage” because the new budget year begins weeks later. Barras said conversations with House members are covering a wide array of tax types, along with the state’s multibillion-dollar tax break programs. He called the discussions general so far. “I think you’ll see that skinny up into probably a little bit more — by process of elimination — the 10, 12, 15 items that we think possibly make up the menu that could close that fiscal cliff,” he said. Talks involve temporary and permanent tax plans, including renewing all or part of an expiring 1 percent state sales tax that has boosted Louisiana’s average state and local sales tax rate to the highest in the nation. Negotiations, Barras said, are aimed at “trying to replace a billion dol-

US rig count drops by 8 this week to 936

HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. fell by eight this week to 936. That’s up from the 506 rigs that were active a year ago. Houston oilfield services company Baker Hughes said Friday that 749 rigs sought oil and 186 explored for natural gas this week. One was listed as miscellaneous. Among major oil- and gas-producing states, West Virginia added one rig. Louisiana and Texas each lost three rigs. Colorado, New Mexico and North Dakota each shed one.

But in the third quarter all that changed and the Trojans topped their rivals for the second-straight year. Trailing 18-15 at halftime, Robinson and the Trojans exploded in the third quarter, scoring 14-straight points to flip the game and the scoreboard for good in a 36-24 victory over the Tarpons. ment, said the win was special because of what it meant to the team. Prior to this game, Central Lafourche had lost eight-straight regular season games dating back to last season. Their last victory also came against South Lafourche – midway through the 2016 season. “I don’t know how many people actually noticed that we had lost eight straight, but I did,” Robinson said. “And I know that win meant a lot to us for this season and making a statement moving on throughout the season. This win being the last team we’d beaten and against our rival made it that much better.” Early on, it looked like South Lafourche was going to run away with the game. The Tarpons got the ball and scored first – an easy one-minute drive capped on a long run from senior halfback Corbin Allen, who rushed for more than 200 yards in the game. After a muffed snap on the extra point, Jelby Cheramie calmly picked up the football and flipped it to Eric Thibodaux for a 2-point score, which put the Tarpons up 8-0. After a change in possession, South Lafourche added to their lead, going up 11-0 after a 27-yard field goal from freshman kicker Jesse Torres. But the Trojans

Central Lafourche Trojan fans had something to cheer about when their team defeated rival South Lafourche Friday night in Mathews. were the aggressors for pretty much the rest of the game. Central Lafourche drove down the field on a long drive capped by a one-yard score from Deon Jenkins. After a 2-point conversion pass to Robinson, the Tarpons’ lead was cut to 11-8. After the Trojans got on the board, the teams’ swapped short touchdown runs before halftime – the first from South Lafourche halfback Jeremy Rogers to make the score 18-8 and the second a one-yard scamper from Robinson which sent the game to halftime with the Tarpons up 18-15. Then Robinson took over. After the long run and blocked punt score, the Trojans led 29-18 late in the third quarter, which put South Lafourche in catch up mode for the rest of the game. The Tarpons didn’t quit, scoring on another long run from Allen early in the fourth quarter to cut the lead to 29-24. But the Tarpons’ defense couldn’t get the key stop they needed to flip the game back in their favor. After Allen’s run, the Trojans took the game right back on a three-

play touchdown drive capped by a long run from Jenkins. The sophomore halfback had 158 yards and two touchdowns in the win. South Lafourche had chances late, but never got closer, stalling two-straight drives inside of Trojans territory to seal Central Lafourche’s win. “I think it was a great effort by our football team,” Central Lafourche coach Keith Menard said. “We made plays offensively. We got off the field when we needed to defensively and I think we flipped the momentum of the game on special teams. It was a great win for our kids.” Robinson agreed and said he thinks the win can spark the Trojans season and get the team rolling. The Trojans open District 7-5A play next Friday at East St. John. The Tarpons, too, begin district – at home against Ellender. Both teams are now 1-2 on the season. “We fell short the first two weeks, but we just have to keep our heads on, work hard and keep playing every snap,” Robinson said. “We did that and we gave a complete effort and we achieved our goals.”

THIBODAUX, La. – The Nicholls State University football team raced out to a commanding 34-3 lead at the half, going on to defeat Prairie View A&M, 44-13, Saturday night at Manning Field at John L. Guidry Stadium. The win puts Nicholls at 2-0 at home on the season and 2-1 overall, with the only setback coming against FBS Texas A&M, 24-14, last week. The victory was also head coach Tim Rebowe’s 10th of his career in two-plus seasons. “I’m proud of the way the guys came out because obviously we had a tough loss last week. We didn’t have any hangover from it and I thought our guys really practiced hard and prepared well this week for it,” Coach Rebowe said. Making his first career start, sophomore Kyran Irvin came away with two rushing touchdowns and a personal-best 113 yards on 19 carries, marking his second career 100-yard game.
