A court will consider the appeal of a 38-yearold Golden Meadow man convicted of sexually abusing his girlfriend’s daughter two years ago. Accused priest list released from diocese where abuse was first made public By JANET McCONNAUGHEY Associated Press

NEW ORLEANS (AP) — The U.S. Catholic diocese where the first widely reported case of clergy sex abuse became public in the 1980s released a list Friday of 33 priests and four deacons credibly accused of sexually abusing a minor or vulnerable adult. The list released by Bishop Douglas Deshotels of Louisiana’s Diocese of Lafayette identifies three priests who were convicted or pleaded guilty but did not indicate where any of the

37 was accused, let alone give details of the accusations. It gives each man’s birth and ordainment year, assignments, and his status, such as whether he was removed from the clergy, resigned or both. Three were removed last year. Unlike bishops in some other dioceses, Deshotels did not release the names of people in religious orders who were accused while working in the diocese. He wrote in a pastoral letter released Wednesday that any such disclosures are up to the orders. See Abuse Page 5-A

BATON ROUGE, La. (AP) — Beyond Louisiana’s never-ending budget arguments, some lower profile disputes over billboards and sales tax collection methods are churning in the legislative session, dividing lawmakers and creating conflicts with outside groups that hold sway at the state capitol. Two lawmakers are proposing measures aimed at reining in the number of billboards along Louisiana roadways, and the effort has rankled Baton Rouge-based Lamar Advertising Company, one of the nation’s largest outdoor advertising firms with billboards in 45 states and with nearly 500 employees in Louisiana. The legislation sponsored by Rep. Jack McFarland, a Winnfield Republican, was scheduled for its first hearing Tuesday. He’s seeking to stall the issuance of new state permits for billboards. Lamar has launched a campaign to sink the proposal, along with a similar measure by Sen. Conrad Appel, a Metairie Republican. McFarland said he’s heard from many people who believe the billboards lead to distracted driving and often contain distasteful images or messages. Until three months ago, he rented space on his own land to companies displaying four billboards. But he had them removed three months ago. “The perception of the billboards is not a positive. Yes, they do enable businesses to advertise and I’m not against the advertisement of local businesses. Gov. John Bel Edwards announced in March that the LA Coastal Protection and Restoration Authority has committed $80 million from the state’s share of Gulf of Mexico Energy Security Act (GOMESA) funds to build a permanent floodgate on Bayou Chene in St. Mary Parish. The floodgate will protect St. Mary, Lafourche, Terrebonne, Assumption and Iberville Parishes from backwater flooding, like that seen during the spring 2016 severe flood event that occurred in this area. Following the 2016 flood, a temporary barge gate was installed on Bayou Chene, and that structure will now be replaced by the permanent floodgate. “The Bayou Chene Floodgate will be a great help in flood protection for Lafourche,” said NLLD Executive Director Dwayne Bourgeois. “Without it, there is a huge risk of backwater flooding from high water in the Atchafalaya River to hit many parts of our parish.”

Six easy spring cleaning projects

Warmer days are here and what better way to spend them than … cleaning? Although enjoying the great outdoors is probably high on many a to-do list come spring, by the end of winter, homes can probably do with a much-needed overhaul. Owners and renters can rely on temperate days to throw open the windows and engage in some easy spring-cleaning projects. The earlier one begins spring cleaning, the more quickly he or she will be able to head outside and bask in the warm spring sun. Spring cleaning tasks can be stretched out across several days to make the jobs more manageable. While certain spring cleaning tasks can be time-consuming, many projects can be started and completed in 30 minutes or less. 1. Look up Start by looking up at ceilings, molding and ceiling fans. Chances are strong that some cobwebs and dust have formed in these areas. Always begin cleaning by working from the top downward so you don’t have to clean any tables countertops or floors twice. Static-charged dusting cloths work well to catch and contain dust. Use a pillowcase on ceiling fan blades to clear the dust and keep it from cascading to the floor. 2. Blinds and curtains Heavy window treatments can be removed and replaced with more gauzy fabrics. This lets in more light and warmth from the sun. Many curtains can be freshened up right in the laundry, but blinds may require a bit more effort. If the blinds can be snapped out of the brackets, place them in a tub full of vinegar, dish soap and water. Allow them to soak and then rinse with the shower nozzle. Stationary blinds can be cleaned with using an old sock over your hand dipped in a vinegar-and-water solution. 3. Change linens Remove and launder bed linens. While the linens are in the wash, thoroughly dust all furniture and vacuum the

LeBouef on Sept. 21 to 15 years in prison. In addition to the jail time, LeBoeuf must register as a sex offender. The first two years of the sentence is without parole, probation or suspension of sentence. LeBoeuf’s attorney, Teresa King, of Houma, objected to the sentence and asked the judge to reconsider, but the request was denied. LeBouef then brought the matter to the Louisiana 1st Circuit Court of Appeal, which will consider the case Thursday. Court filings show LeBouef contends his 15-year sentence at hard labor is excessive. Prosecutors argue the sentence is significantly less than the 25 years he could have received. “The appellant’s 15year sentence is significantly less than the maximum term of incarceration which could have been imposed,” Assistant District Attorney Joe Soignet said in his

brief. “Further, the trial court correctly noted that the defendant’s prior felony convictions, as well as the harm caused to the victim in this matter, justified the sentence imposed.” Detectives began investigating LeBoeuf after receiving a complaint in June 2017, the Lafourche Parish Sheriff’s Office said. LeBoeuf was arrested July 14, 2017, after an anonymous Crime Stoppers tip led deputies to a home on East 48th Street in Cut Off, where they found him hiding in a closet, authorities said. The 12-year-old victim told detectives LeBoeuf had put his genitals in her hand, authorities said. The appellate court will render a decision in about six weeks. distracted driving? Are we creating hazards? Are we taking away from the natural beauty?” McFarland said. But the legislation, which McFarland said would require support from two-thirds of lawmakers to pass, faces a tough road to passage. Lamar Advertising, a powerful and large Louisiana company, is heavily fighting both measures, calling them “anti-business.” “We consider it an assault on our Louisiana company and more importantly on the many Louisiana owned businesses that work with us every day,” Lamar spokeswoman Allie McAlpin said in a statement. The company says Louisiana doesn’t rank in the top 10 of states when it comes to billboard inventory, and it says Lamar has cut its number of billboards in Louisiana over the last five years. While that sparring is intensifying, Rep. Tanner Magee has launched an even larger fight, putting himself at odds with many local elected officials across Louisiana, over their oversight of the state’s sales tax collections. In Louisiana, parish officials handle sales tax collections. Magee, a Houma Republican, is trying to start the process of a constitutional change to centralize those collections instead, saying Louisiana is one of only two states with a fragmented system. Magee said the tax collection method doesn’t make sense any-

more as businesses have grown larger across multiple parishes and states and do more sales online. Remitting sales tax collections individually to multiple parishes is “ridiculous. It’s just overly complex,” he said. “What does that tell those businesses about Louisiana? We’re saying we’re backward. We’re saying we’re difficult. We’re saying it’s too complex to do business in Louisiana. We make things way more difficult.” Several business organizations are backing Magee’s proposal, describing Louisiana’s numerous sales tax collectors as cumbersome, confusing and expensive for compliance. But local government entities are lining up to oppose the measure, saying improvements have been made in e-filing and other efficiencies while still keeping the power in the hands of local authorities who don’t necessarily trust the state to properly collect and timely allocate the dollars owed to municipalities. “Local taxing authorities possess the best knowledge and experience to properly collect their own taxes and have a proven record of proactive advancements in the areas of enforce-

ment, audit coverage, dispute resolution, reporting technology and successful litigation,” the Louisiana Municipal Association said in a recent newsletter. Magee acknowledges the fight he’s picked might not be winnable this session. That’s particularly true in an election year where lawmakers often rely on the support of local elected officials to help them gain voter support.

Coast Guard: 23 adrift for days rescued in Gulf of Mexico

NEW ORLEANS (AP) — The U.S. Coast Guard said it worked with a cruise ship to rescue 23 people adrift for days in the Gulf of Mexico. A Coast Guard news statement issued Sunday saying 22 Cubans started traveling on a wooden boat from Cuba to Mexico before losing power and drifting three days. A Cuban-Mexican man took them aboard his sports fishing boat, but then its engines malfunctioned and the group drifted three more days. The Coast Guard said it was contacted early Sunday by a brother of one of the Cubans. In addition to launching its own effort to find the disabled fishing boat, the Coast Guard alerted the Carnival Fantasy. The cruise ship took the 23 people aboard within hours, about 130 nautical miles off Mexico’s Yucatan Peninsula. The statement said the 23 people would be transferred to U.S. Customs and Border Protection and Coast Guard Investigative Services in Mobile, Alabama. ___

3 men chosen for 32member New Orleans Saints dance squad

NEW ORLEANS (AP) — Three men have been chosen for the New Orleans Saints dance squad, up from one last year. NOLA.com/The

Times-Picayune reports that the first man chosen for Sainsations, Jesse Hernandez of Maurice, LA, is returning. A slide show posted to the Saintsations’ website on Friday only gives the first names of the 32 dancers who were chosen, including the two other men — Dante from Vicksburg, Mississippi, and Dylon from Erath, Louisiana. Hernandez is a dance teacher. He said last year that he hoped his involvement in the Saintsations would open the door for more men to seek a spot on the squad. The first on-field performance for the 2019 Saintsations will happen during the preseason opener sometime between Aug. 8 and Aug. 12 against the Minnesota Vikings. ___

Louisiana man charged with 100 counts of first-degree rape

PINEVILLE, La. (AP) — A 71-year-old Louisiana man has been charged with 100 counts of firstdegree rape over allegations of criminal sexual conduct involving minors. The Rapides Parish Sheriff’s Office tells news outlets the allegations against Harvey Joseph Fountain date to the 1970s. The sheriff’s office says deputies received a tip on April 1 that Fountain was sexually involved with juveniles, and an investigation found evidence supporting the allegations. Fountain was arrested on 50 counts of first-degree rape on April 9. Days later, additional victims were identified — the sheriff’s office isn’t saying how many — and 50 more counts were added.

The Lafayette diocese employed Gilbert Gauthe, who pleaded guilty in 1985 to abusing 11 boys but testified that he had abused 35 youngsters while serving at four churches. Gauthe himself was named on the list as one of two priests who both resigned and were removed from the priesthood in 1983. “In 1984,” Deshotels wrote, “the Diocese of Lafayette was plunged into the heart of a terrible darkness when, for the first time, publicly, the Catholic Church was confronted with the harsh reality that men consecrated for God’s work had betrayed their sacred trust.” But the list made it clear that private confrontation came much earlier. The earliest dates are for Cornelius Van Merrianboer, a priest who was born in 1898, ordained in 1924, resigned in 1933 and died in 1960. Other credibly accused priests resigned in 1968, 1973 and 1978; two died in 1970 and 1977; and two retired in 1979 and 1982. One was removed in 2016, the year Deshotels began leading the diocese, and three in 2018. At least three names also were among 12 released Thursday by the Diocese of Lake Charles, which was part of the Lafayette diocese until 1980. That apparently

brings the number of credibly accused priests in Louisiana to 185. The Archdiocese of New Orleans described 57 cases in November. The Diocese of Baton Rouge has reported 41, the Diocese of Alexandria 27, and the Diocese of Houma-Thibodaux, 14. The Times of Shreveport reported in February that 17 names on the Alexandria list had ties to north Louisiana, but the Shreveport diocese had not received any allegations of abuse by a bishop, priest or deacon since being carved out of the Diocese of Alexandria in 1986. Deshotels’ letter noted that some people who have accused priests or deacons may not find those names on the list. “Be assured that your report was treated with the utmost seriousness and respect, but the standard for establishing credibility may not yet have been met,” he wrote. “If you, or anyone, has further knowledge which would establish credibility, we implore you to please come forward to civil authorities” and then the diocese. “We have come to believe that involving law enforcement at the outset of an allegation is the prudent thing to do,” Deshotels wrote. He also encouraged anyone who has been abused as a minor or vulnerable adult but has not reported it to come forward.

Charlotte Smith Brusen, 93, was born June 28, 1925 and died April 14, 2019. She was born in Dallas, TX, raised in Reader, AR and lived most of her adult life in Cut Off, LA. During World War II, she was a “Rosie the Riveter� for Boeing Aircraft. She also was a secretary for many years at Gibson’s and at Louisiana Offshore Oil Port (LOOP), both in Galliano. She was preceded in death by her parents, Olaf and Rose Johnson; her first husband of 55 years, Elbert Smith (Smitty); her second husband of 13 years, Carrol Brusen; and her sister, Margie Reed. She is survived by her children, Terry Smith (Sandra), Sandra Collins (Danny) and Becky Dufrene (Paul). She welcomed into her family Carrol’s three daughters, Gail Clark, Jeanie James-Moore and

Susan Grotegut (Neil). Charlotte is also survived by 8 grandchildren, Holland Smith (Lynka), Nikki Cantrelle (Travis), Paul Dufrene (Amber), Katie Breaux (Scott), Dustin Dufrene (Marcy), Lauren Roth (Jared), Josh Guidry (Jamie), and Jacob Dufrene (Danielle); 14 great – grandchildren; as well as Cassandra Evans, her friend and caregiver. She was a perfect combination of grit and grace; a woman of dignity and strength. She loved dominos, deer hunting, fishing, and bowling, which she did well into her nineties. She was adventurous, funny, competitive, a great cook, and an inspiration to many. She lived life to the fullest and will be greatly missed by all who knew her. Louisiana Lions Camp accepting applications for summer camp

Applications for a summer vacation full of fun for special needs youth in the South Lafourche and Grand Isle areas are now being accepted by the Golden Meadow Lions Club. There is no cost to the parents for the campers one week stay. The camp is in its 62nd year of operation and is located 6 miles north of Leesville in central Louisiana. WHEREAS, the Grand Isle beach is a major attraction for tourism on Grand Isle; and WHEREAS, regulations have already been adopted regulating the Golf Carts. NOW, THEREFORE BE IT ORDAINED BY the Town Council of the Town of Grand Isle, Jefferson Parish, Louisiana that: the following regulations are added to the already existing regulations: 13. Tires on Golf Carts and Side by Sides are limited to 30 inches in size. 14. There will be no Tractor grip style tires allowed. Police Chief Laine Landry was recognized and gave the following police report: For the period of March 27 thru April 8, 2019 there were 4 arrest, 34 traffic stops, 19 traffic citations issued, total calls of 63; traffic fines totaled $4,372.00, MISD totaled $844.00, year to date collections $120,411.60, Golf cart income totaled $31,125.00 (415 tags sold). Joseph Chauvin GIS Engineer was recognized and reported on the town ongoing projects 1. Town Hall (FEMA) – Column work is complete. They will be here on Thursday to check on other work. $3,880.to pull all old wiring out from under town hall, quote from Picciola. Requesting quotes for painting. 2. West End Breakwater Project (CORP) constructing ten segmented stone breakwaters out to bid on 4/9/19. Town Supervisor Chris Hernandez was recognized and reported that the dozer acquired for one week is pushing levee on the beach. They are working hard to prepare for the Blessing of the Fleet. He will meet with Norris Esponge to push beach sand all the way on the Hurricane Protection Levee. He is requesting Jefferson Parish to furnish operator to help on the beach. Council Member Brian Barthelemy commented that Building Official Rodney Rigaud is doing a great job and the Mayor commented that he is proud of the job that CJ Nguyen (Gas Dept) is doing. The following proposed ordinance was introduced with hearings scheduled for the regular town meetings of April 23, and May 14, 2019 at which time it will be eligible for adoption: ORDINANCE NO. ____ An ordinance setting the weekly salary of the Town of Grand Isle Mayor and Chief of Police. NOW, THEREFORE, BE IT ORDAINED by the Town Council of the

Town of Grand Isle, Jefferson Parish, Louisiana that SECTION I: The weekly salary of the Town of Grand Isle Mayor will be $1,366.16. SECTION II: The weekly salary of the Town of Grand Isle Chief of Police will be $1,346.46 SECTION 111: The position of the Mayor and Chief of Police of Grand Isle is a full-time position. Council Member Kelly Besson, Jr., request/reports: 1. Requested that the trees across from the Tropical Motel beach side be trimmed. 2. Said he received complaints about the golf carts on LA. Hwy 1. Suggested we clear off the town rights of way on back roads to give golf carts more room to ride. 3. Asked about the drainage pipe on Neptune Lane – Mr. Hernandez commented he was trying to get to it but the Blessing of the Fleet work was putting him back on regular work. Council Member Mona Santiny requests/reports: 1. Asked about the drainage problem on Nacarri Lane – Chris Hernandez reported that it had been taken care off. 2. Asked about the asphalt for the hole on Englebach Lane – it was reported that the water department is responsible for repairing the hole. Council Member Brian Barthelemy requests/reports: 1. Asked if the State Highway Dept. could be contacted to fix the shoulder of Highway One in a way that the water would not stay on the highway. 2. Asked for a speed bump on Verley Lane. 3. Requested the Mosquito truck make an extra run for the Blessing of the Fleet. Council Member Leoda Bladsacker requests/reports: 1. Reported that the planted oak trees at Amaris Isle were dead. Suggested that letters be sent to anyone given permission to cut trees with the stipulation that more trees be planted be reminded that they are to care for the newly planted trees. Mayor’s report: 1. The Grand Isle School requests the use of the Multiplex Center for a Shrimp Cookoff on August 31, 2019 – Council unanimously approved on a joint motion. 2. Mentioned that the Police Chief is going to handle the School’s request to have a golf cart parade on May 25, 2019. 3. The Independent Levee Board will have public meetings concerning drainage and levees being built. 4. Mentioned that Katty has visited Grand Isle for 15 years and brought at least 600 students over the years to visit Grand Isle and help with many work projects. 5. Mentioned that a film group visited Grand Isle today and wants to do a documentary about coastal erosion. LPSO offering Rape Aggression Defense Course

The Lafourche Parish Sheriff’s Office will host a Rape Aggression Defense (R.A.D.) course on May 13, 14, and 15, at the LPSO Law Enforcement Complex, located at 1300 Lynn Street in Thibodaux. This self-defense course is designed exclusively for women and will take place over the course of all three days. The class will begin at 6 p.m. and end around 9 p.m. each day. Participants must attend all three days. Course instruction will be provided by certified R.A.D. instructors from the Lafourche Parish Sheriff’s Office. The cost of the course is $10 to cover the cost of course materials. Class size is limited, and advance registration is required. You can register online: www.LPSO.net/ RADsignup. Payment cannot be made through the online sign-up form, but the fee must be pre-paid and is non-refundable.
