Feds: Decision on key wetlands plan moving up almost 2 years

The Lafourche Parish Council unanimously granted a 276-day extension last Tuesday night to the Parr Larose pump station renovation project. The council was prepared to enter into a closed session to discuss the extension when Councilman Jerry Lafont questioned whether it would violate the open meetings law. “I think this needs to be discussed in public,” Lafont said. The parish has met with the Lafourche District Attorney’s Office several times and there is a possibility of legal action, Interim Parish Administrator Tommy Lasseigne said. However, there is no formal demand for litigation, which is needed to enter into a closed session, Assistant District Attorney Lisa Orgeron said. “There are lawyers all over the place,” Parish President Jimmy Cantrelle said, still supporting the need for a closed session. After the council decided to discuss the matter in public, Cantrelle declined to discuss the project. See Station Page 3-A

Benjamin Bruce - Bayou boy following in the footsteps of his grandfather Holly McKeon, Contributing Writer

Local music legend Vin Bruce, the “King of Cajun Singers”, has seen some proud moments in his life. Mr. Vin, one of the first Cajuns to play at the Grand Ole Opry also holds boasting rights for several other milestones such a recording contract with Columbia Records, his friendship with the iconic Hank Williams, and induction into several Music Halls of fame, most notably The Nashville Music Hall of Fame. There is even a Vin Bruce day in Lafourche Parish, which falls on his birthday, April 25th each year. With all of these accomplishments, you would think nothing else could compare to these great occurrences, but alas, there is another pivotal moment in Mr. Vin’s life … one that brings the grandest smile to his face and a sparkle in his eye. His nine-year-old grandson, Benjamin Bruce had a recent stage performance of his own in Eunice, Louisiana not too long ago. See Bruce Page 3-A

NEW ORLEANS (AP) — The Army Corps of Engineers announced Monday that it’s moving up the permit decision date nearly two years for a key component of Louisiana’s plan to rebuild its shrinking wetlands. The Corps had told state officials it could need until October 2022 to assess the environmental impact of a project to create new coastal land by enabling the Mississippi River to push mud and sand into open water. It said Monday that the new deadline is November 2020. “For a landscape where wetland loss is measured at an hourly rate, shaving nearly two years off the permitting timeline for the Mid-Barataria Sediment Diversion is a significant accomplishment,” the conservation coalition Restore the Mississippi Delta said in an emailed statement. “This updated timeline for the project begins to reflect the true urgency of the environmental and economic crisis facing coastal Louisiana.” The project would create structures that could be opened fully when the river is high, sending up to 75,000 cubic feet of sediment, water and nutrients into south Louisiana’s upper Barataria Basin every second — or enough to fill the Superdome every 28 minutes. The rest of the year, it would flow at about 5,000 cubic feet per second. Commercial fishermen have said they may sue if the project is approved, arguing river water could spoil saltwater or brackish-water fisheries. And the National Marine Fisheries Service has raised questions about whether the project could make Barataria Bay too fresh for the bottlenose dolphins living there. Supporters said it will be a start toward reversing decades of coastal erosion. See Feds Page 3-A

Seatbelt checkpoint slated for Thursday

Lafourche Parish Sheriff’s Office will conduct a seat belt checkpoint in Lafourche Parish during the daytime hours of Thursday, April 5. During this checkpoint, deputies will be checking motorists for seat belt and safety seat violations, as well as for proper inspection tags and other potential violations. Checkpoints are designed to help raise awareness for these types of violations and make the highways of the parish safer for all motorists.

Analysis: Louisiana’s strict licensing standards targeted By MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — Louisiana is seen as having some of the most restrictive professional licensing requirements in the country, and talk of shrinking that list was high heading into the Legislature’s regular session. Why is Louisiana the only state in the nation that requires retail florists to pass a licensing exam? Should braiding hair professionally need a license? Does the state really need exams and licensing provisions for interior designers? But supporters of stripping some licensing laws from the books are finding they’ll have to chisel away slowly at the rules. “You have a lot of people who are in the industries who say, ‘Well, I had to do all this. All the people coming after me should have to do this.’ I do understand that, but to me if something’s bad policy, we shouldn’t continue it just because we did it before,” said Rep. Julie Emerson, the Carencro Republican spearheading legislative efforts to repeal some requirements. Emerson said the licensing constraints such as multiple exams, extensive training requirements and hefty fees for some occupations can be “barriers of entry into the workforce,” keeping people from using their skills to earn a living and build their own businesses. “Is it enough of a threat to public safety and public health to warrant this type of regulation?” she asked. The deregulation efforts have run into opposition from professional groups, licensing boards

and people licensed in the occupational fields who are seeking to hang onto their monopolies. Critics also say the licensing standards and required training help protect the public’s welfare. “Being licensed to me is not necessarily to obstruct business or to stop someone from growing their business. It’s to protect consumers,” said Republican Rep. Clay Schexnayder, of Gonzales, as he opposed ending florist licensing. Work to lessen licensing rules crosses party lines, making for strange alliances. Libertarian organizations are championing the issue, along with the Louisiana chapter of the staunchly conservative Americans for Prosperity and Democratic Gov. John Bel Edwards. “Louisiana ranks as the sixth-worst in the nation for convoluted occupational licensing requirements. We can fix that,” Edwards said. He’s singled out the florist license: “I’m not sure why we do that.” The Goldwater Institute, a libertarian think tank, said Louisiana licenses more low-income professions in the country than nearly every other state - and requires licensing for professions that rarely have such requirements elsewhere. Beyond the flower-arranging license, Louisiana is one of only three states that licenses interior designers. Emerson has shelved proposals to remove licensing requirements for interior designers and landscape horticulturists, instead focusing on deregulation of florists and hair braiding. She’s also proposing an Occupational Licensing Review Act, backed by Edwards, that would set up an an-

nual review process of Louisiana’s regulations governing individual professions. Even the review proposal received pushback as it won passage in the House Commerce Committee. Representatives of the Louisiana Motor Vehicle Commission and the Louisiana Board of Cosmetology described it as an unnecessary burden. “This is just piling on,” said Steve Young, executive director of the cosmetology board. That bill awaits debate on the House floor, along with Emerson’s proposals to exempt braiding services from regulation by the state cosmetology board and do away with the license. That hair-braiding deregulation effort passed the House last year but didn’t win Senate passage. Fourteen states require hair braiders to have a cosmetology license, according to the National Conference of State Legislatures. Emerson’s bid to end florist licensing also emerged from committee Thursday and will be scheduled for full House debate. Agriculture Commissioner Mike Strain said that license began in 1950, aimed at ensuring that no plant diseases or pests were transmitted through cut flowers. Under Emerson’s bill, florists still would be subject to inspection and regulation from the agriculture department, and permits still would be required. In a statement issued by Ebdon Barrios, a music industry powerhouse in his own right and close friend to Mr. Vin, Barrios stayed right on point when he said, “Benjamin Bruce, the son of Dwayne and Dodie Bruce, is living proof that the apple does not fall far from the tree. Benjamin performed before a packed house at the Liberty Theatre in Eunice, LA for the annual tribute to Hank Williams. All the musicians and singers were professionals singing all Hank’s songs. When Benjamin took the stage with the Jambalaya Band with his guitar and sang Hank’s songs in English then switched to French, the audience went wild. Benjamin stole the show.” It is clear Benjamin is following in his grandfather’s footsteps. “I was nervous and even felt a little dizzy walking out there,” said Benjamin. You would never know he had butterflies in his stomach based on his stellar performance and the standing ovation he received! We asked Mr. Vin what he thought of Benjamin’s Eunice performance and the subsequent standing ovation his grandson received and he said, “It brought tears to my eyes.” You could see the overwhelming amount of grandfatherly love in his eyes and the special bond the two hold for each other as he placed his hand upon his heart. After Benjamin’s performance and to the Bruce family’s surprise, a representative from the Hank Williams Museum in Montgomery, Alabama attended the show and watched Benjamin bring the house

down. Before the end of the night, he received a personal invitation and a request to play at the upcoming tribute show in Hank Williams’ hometown! Benjamin began playing guitar at two and a half years old. By the age of four, he took his first steps on to a local stage to perform, his Paw kneeling behind him to help him along. Today, Bruce’s extraordinary vocals and guitar playing reflect a music prodigy in the making. Articulate and musically inclined well beyond his years in all things old-school country, Benjamin’s mom Dodie calls him an old soul. Benjamin gets his inspiration from his Paw and puts him in the forefront of the great kings of music along with such names as Hank, Earnest Tubbs, Elvis, and George Straight. He can play songs from many of these greats and even has a Michael Jackson song in his repertoire. “I like playing my Paw’s music the best,” said Bruce. Many of which he can play and sing in French as well as English. He loves to practice every day, and he does so for at least two hours. Sometimes mom and dad have to pry the guitar away for homework time. When he is not playing, you can find Benjamin on the baseball field pitching his best. After he suffered an injury to his thumb a few weeks ago, Benjamin said, “The first thing I did when we got home from Urgent Care was pick up my guitar to make sure I could still play.” Luckily, the injury did not hamper his ability to pick and strum his instrument. We asked Benjamin what else he loved to do

when he is not playing his guitar, “I love riding horses, and I go to rodeos to ride.” This bayou boy even has two very impressive belt buckles from placing in barrel racing. When asked what he wants to be when he grows up he said a musician and the owner of a horse and cattle ranch. With Benjamin’s drive and impressive panache, it is likely he will achieve all of this and more over his lifetime. “He doesn’t ask to go to Disneyland. Instead, he wants to go to Nashville or the Hank Williams Museum in Montgomery, Alabama. A wish that will be coming true sooner than anticipated since he will be playing there in September,” said Dodie. The construction contract was awarded to Sealevel Construction in January 2017. A first change order increased the contract price by $13,495. In addition to extending the contract time by 276 days, the second change order also provided for modifications to two pumps provided by the contractor and added a second year to the warranty, said the project engineer, Neil Angelette with Angelette-Picciola LLC. The modifications are necessary to meet federal requirements, he said. The project remains budgeted at $1.57 million and is financed through federal Community Development Block Grant Disaster Recovery money. Councilman Noonie Autin said the project has been stagnant for too long and urged the council to approve the change order to prevent

further vulnerabilities in that area. The original contract time was 240 days, scheduling final payments for September 2017. With the new extension, final payments are scheduled for June.

A study released last year said Louisiana’s wetlands loss had slowed slightly — from a football field’s worth of land every 34 minutes to the same amount every hour and 40 minutes. However, it said the main reasons were probably that there hadn’t

been any major hurricanes in Louisiana since 2008, and the most vulnerable wetlands probably already are gone. The state was still losing an estimated 28 square kilometers (11 square miles) a year. “The Mid-Barataria Sediment Diversion is critical to our future as it addresses the root cause of our coastal crisis by reconnecting the Mississippi River with our basins and restoring the natural process that built our delta,” said Johnny Bradberry, board chairman for the state’s Coastal Protection and Restoration Authority. The governor said in January that President Donald Trump’s administration had agreed to speed up the project’s permitting process.

3 men admit to conspiring to steal credit card numbers

HARVEY, La. (AP) — Prosecutors in Louisiana say three Cuban nationals have admitted that they agreed together and with others to obtain credit and debit card numbers that had been skimmed from gas pumps. A U.S. Attorney’s Office news release says 32year-old Yusniel Hernandez Perez, 31year-old Yadier Aluijas Fernandez, and 23-Yearold Henry David Martinez pleaded guilty to conspiracy to commit access device fraud Thursday. NOLA.com/The Times-Picayune reports the men, who had been residing in Texas before their arrest, traveled to locations in Louisiana, where skimmers were previously installed and returned to Texas. They would then return to Louisiana with counterfeit access devices, which they used to make purchases as a local merchant.

BATON ROUGE, La. (AP) — Louisiana’s failed special session on taxes, which didn’t raise any money to help close a state budget gap, cost taxpayers nearly $643,000. Information provided by the House and Senate to NOLA.com/ The Times-Picayune showed the 15-day session, held from Feb. 19 through March 5, cost $42,865 per day. The spending was less than the range of $50,000 to $60,000 per day that is usual for special sessions. That could be because the House could not reach a consensus on taxes, leaving the Senate few reasons to meet. Nearly all tax measures must start in the House. According to the records, the House spent $451,620 on the session and the Senate $191,349. Much of the money covered compensation for lawmakers. The state paid $324,879 to legislators for per diem and mileage. ___

Swiftships wins $18M contract, options could add $411M more

MORGAN CITY, La. (AP) — A Louisiana company has an $18 million contract to design and build a naval landing craft, and the Pentagon says likely options would add another $411 million. Swiftships LLC of Morgan City is to finish the first Landing Craft, Utility 1700 by July 2020. The Navy could take 31 craft through 2027. Shrimp season opened Monday in small bit of outside waters

BATON ROUGE, La. (AP) — The Louisiana Department of Wildlife and Fisheries says the shrimp season reopened at 6 a.m. Monday in some outside waters off of Terrebonne Parish. Biologists say small white shrimp have reached marketable size in the outside area from the northwest shore of Caillou Boca to the eastern shore of the Atchafalaya River Ship Channel at Eugene Island. Significant numbers of smaller white shrimp still remain in state outside waters west of the Atchafalaya River Ship Channel to the western shore of Freshwater Bayou Canal, so those will remain closed to shrimping. Most outside waters already were open, along with Breton and Chandeleur sounds. Inside waters remain closed. ___

Texas loses 3 rigs as US rig count decreases to 993

HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. decreased by two this week to 993. That exceeds the 824 rigs that were active this time a year ago. Houston oilfield services company Baker Hughes reported Thurs-

day that 797 rigs drilled for oil this week and 194 for gas. Two were listed as miscellaneous. Among major oiland gas-producing states, Pennsylvania increased by two rigs and Louisiana and Oklahoma each gained one. Texas lost three rigs and New Mexico, Ohio and West Virginia each decreased by one. Alaska, Arkansas, California, Colorado, North Dakota, Utah and Wyoming were unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May of 2016 at 404. ___

Impaired driver strikes multiple pedestrians in Terrebonne Parish crash

POINTE AUX CHENES, LA. – Last Friday, around 6:00 p.m., Troop C troopers responded to a single-vehicle crash involving five pedestrians on Island Road south of LA 665. The crash involved an impaired driver, 45-year old Jan Breaux of Raceland. The initial investigation revealed Breaux was traveling south on Island Road in a 2003 Ford F-150 when she entered a right curve in the roadway, crossed the centerline, and ran off of the roadway to the left. After Breaux ran off the road, her vehicle struck five pedestrians that were fishing just past the shoulder of the road. Four of the five pedestrians were juveniles and the fifth was 17 years old. Three of the pedestrians received moderate to serious injuries and were flown to University Medical Center in New Orleans. The remaining two pedestrians were transported to Terrebonne General Medical Center with minor injuries. Breaux was not injured in the crash and was wearing her seat

Cathy Ann Cheramie, 76, a native Galliano and resident of Larose passed away on March 31, 2018. Visitation will take place at St. Joseph Catholic Church in Galliano on April 4, 2018 from 9 a.m. until service time. A funeral mass will begin at 11 a.m. with burial following in Cheramie Cemetery. Mrs. Cathy is survived by her two sons, Curtis Cheramie wife Jeanelle, and Vincent Cheramie wife Chasity; two grandchildren, Jake Cheramie wife Renee and Robbie Guidry wife Naomi; 5 great grandchildren, Layne Cheramie, Mason Guidry, Brielle Guidry, Thea Guidry, and Seth Johnfroe; and great nephew, Trey Cheramie. MARLIN DOUCET Marlin Jean (Russell) Doucet went to meet her Lord on March 29th, 2018. There to meet her was her mother, Minnie Beulah (Rollings) Russell, and her father, Harlin Russell. Born in Smackover, Arkansas on December 5th, 1932, she soon moved to Louisiana where she later met the man that would be her husband of 66 years, Harold Joseph Doucet. She was a founding member of the First Baptist Church in Golden Meadow, Louisiana and was one of the longest attending members. Marlin Jean received her Masters degree in Early Childhood Education from Nicholls State University. She spent 20 years teaching kindergarten and lower elementary grades in Golden Meadow and Galliano, Louisiana. She was a faithful servant of God and played piano, sang and taught Sunday school at church and was a wonderful mother and loving wife. She was a very busy woman blessed by God. In 2009, Marlin Jean pulled anchor and left the bayou to settle in the coastal community of Brunswick, Georgia. She quickly found a church and made friends in her neighborhood. She continued to serve the Lord by helping and witnessing to those in need until God called her to her final home. She is survived by her husband, Harold Doucet; sons, Randall Doucet, Brian Doucet and Juan Correa; granddaughters, Lauren Doucet and Bay Doucet; and the most wonderful daughter in laws, Karen Doucet, Lim Teng Teng and Sonia Correa; and nephews and nieces. She was preceded in death by her twin brother, Harlin Dean; and sisters, Mildred, Jesse Dixon Abney and Doris Remont. A memorial service will be held at Northside Baptist Church in Brunswick, Georgia on April 7th at 11 a.m. and also at the First Baptist Church in Golden Meadow, Louisiana on April 7th at 10 a.m. _________________

Public’s help sought to identify shoplifter at Mathews store

A reward is being offered for information leading to the arrest of a man wanted for stealing several hundred dollars of merchandise from a Mathews department store. On March 25, 2018,

deputies responded to a reported shoplifting incident at the Walmart Supercenter located at 4858 Highway 1 in Mathews. According to employees, the incident had occurred the day prior when a man stole a

shopping cart full of items. The man arrived to the parking lot at around 5:45 p.m. and left the business with the several hundred dollars in merchandise over an hour later. The suspect is described as white male with medium to dark complexion with short hair and a beard. He has tattoos covering both

Captain David Benjamin J ordan, Jr., died peacefully in his home surrounded by his family and friends on Saturday, March 31, 2018 in Cut Off, LA at the young age of 48.
