An appeals court has ordered a 38-yearold Golden Meadow man conRusty victed of LeBouef sex crimes against a girl to be sentenced again because his previous sentence was too lenient. After hearing a day of testimony July 15, 2018, a Lafourche jury unanimously convicted Rusty LeBouef of one count of indecent behavior with a juvenile for sexually abusing his girlfriend’s daughter two years ago. LeBouef was originally charged with sexual battery, but the charge was amended to indecent behavior with a juvenile due to the nature of the crime, prosecutors said. District Judge Buddy Larose sentenced LeBoeuf to 15 years in prison Sept. 21 and ordered him to register as a sex offender. The first two years of his sentence were to be without parole, probation or suspension. LeBouef, who contended the sentence was unconstitutionally excessive, brought the matter to the Louisiana 1st Circuit Court of ApSee LeBouef Page 3-A

The inaugural Blue Boot Rodeo enjoyed a successful first ride this past weekend — an event in honor of the late Riley John Bourgeois, a small local child who passed away last summer after drowning. The rodeo had a little bit of everything for the thousands who attended at the Sand Dollar Marina on Grand isle including good music, food, fishing and lots of family fun. The event, started by Riley’s parents Darby and Nicole Bourgeois, is aimed to raise proceeds and draw awareness to help keep children safe on the water. The Rodeo partners with Children’s Water Safety Awareness that sponsors a life jacket program called Life Jacket for Life. As the kid outgrows the life jacket they exchange it for the one that fits for free. Over 220 free life jackets were given at the rodeo, which was so successful organizers are already planning for next year. Marijuana gives hope - even if science is still catching up

MADISONVILLE, La. (AP) — When Anthony Guarisco proposed Louisiana’s first medical marijuana bill in 1978, the former state senator never intended to use it himself. He pushed for it after the mother of a child with seizures told him it was the only thing that brought the child relief. “I didn’t have no idea in my wildest revelry that I would get glaucoma in 2013,” said Guarisco, now 80. Medical marijuana is now approved to treat glaucoma and a number of other conditions in Louisiana. Guarisco said his doctor hopes it will keep the pressure in his eyes stable and reduce inflammation to potentially slow down or halt the disease, which can progress to blindness. Last week, Guarisco joined other patients at Willow Pharmacy in Madisonville who were able to get their hands on med-
ical marijuana, which is only available in tinctures taken by mouth, for the first time since the drug was approved in the state. Louisiana joins more than 30 other states in dispensing marijuana. But even as patients with debilitating diseases line up to get the drug, experts say the public approval for marijuana has outpaced the evidence that it’s the best treatment available to some patients. Lafourche Parish President Jimmy Cantrelle has made a nomination for human resources director, while the parish administrator position remains vacant. The Parish Council is scheduled to vote on the appointment of Trisha McElroy as director of human resources at their Tuesday public meeting. If approved, McElroy would receive an annual salary of $60,000 plus benefits. McElroy has several years of human resource experience with The Medical Team Inc. in Houma and the Children’s Rescue Fund in New York and has various management experience. The parish has seen two human resources directors leave in the past couple months, one permanent and one interim director. The last confirmed Human Resources Director Emily Knight resigned in June just two days after Parish Administrator Tim Vedros submitted his resignation. Knight didn’t cite a reason for leaving in her resignation letter but has criticized Cantrelle on social media since leaving the post. According to emails between the administration and Parish Council members, Knight filed a grievance with the administration before she resigned. The parish has denied multiple public records requests for copies of the grievance, citing “unreasonable invasions of privacy.” See Director Page 3-A

Audit: Spending rises on Louisiana boards and commissions
BATON ROUGE, La. (AP) — Louisiana made a tiny dent in the number of state-created boards and commissions, but spending on them continues to rise. Legislative Auditor Daryl Purpera’s office released its annual report on the entities, finding 472 boards and commissions, down five from the prior year. The auditor’s office tallied the panels’ spending for the financial year that ended June 30 and found $1.3 million spent on per diem, $2 million for salaries and $2.1 million for travel expenses. Total spending is up $300,000 from last year’s report. A group of Louisiana lawmakers has repeatedly sought to reduce the number of boards and commissions, but with little success. As they remove some panels, lawmakers also have created new ones. Purpera’s office identified 17 inactive boards out of the 472 total. ___

Louisiana’s ballot will feature unusual candidate nicknames
BATON ROUGE, La. (AP) — Louisiana’s fall election ballot will again be filled with colorful nicknames. In the governor’s race, Democratic incumbent John Bel Edwards and his two major Republican challengers, U.S. Rep. Ralph Abraham and businessman Eddie Rispone, may be the most well-known. But GOP contender Patrick “Live Wire” Landry might draw some eyeballs with that nickname. Among legislative races, “Fox Rich” Richardson, of New Orleans, is running for Senate. Dreadful heat, humidity to invade South as misery continues
ATLANTA (AP) — Forecasters say most of the South — from Texas to parts of South Carolina — will be under heat advisories and warnings as temperatures will feel as high as 117 degrees. The most intense heat Tuesday is expected in Mississippi, Arkansas, Louisiana, and Alabama; and in areas near Memphis, Tennessee. The warnings come one day after the temperature and humidity combined for a Monday heat index of 121 degrees in Clarksdale, Mississippi. It was only a few degrees cooler in West Memphis, Arkansas. In Alabama, the highest reported heat indexes Monday were 112 degrees in Florence, Tuscumbia and Gurley. Forecasters say the heat index is what the temperature actually feels like. A break from the heat is expected by Wednesday as a front pushes through.
Average US price of gas down 6 cents per gallon to $2.74
CAMARILLO, Calif. (AP) — The average U.S. price of regular-grade gasoline has dropped 6 cents per gallon over the past two weeks to $2.74. Industry analyst Trilby Lundberg of the Lundberg Survey says Sunday that increased refinery production and lower crude oil costs contributed to the decrease at the pump. The price is 18 cents lower than what it was a year ago. The highest average price in the nation is $3.63 a gallon in the San Francisco Bay Area. The lowest average is $2.16 in Baton Rouge, Louisiana. The average price of diesel is down 2 cents, to $3.03 per gallon. ___

BATON ROUGE, La. (AP) — The Louisiana Department of Health is reminding parents that immunization records are available online — and at no cost — as students begin returning to school. The Advertiser reports the records are available through LA.MyIR.net. Officials say residents can securely view, download and print official copies of immunization records on demand. The records are accepted by schools, employers, state agencies and other organizations that require proof of immunization. Officials say it’s also an efficient way to share vaccine information when visiting a new healthcare provider for the first time. peal, which rendered its decision Aug. 2. Instead of reducing LeBouef’s jail time, however, the appeals court ruled his sentence was too lenient, records show. “Whoever commits the crime of indecent behavior with juveniles on a victim under the age of 13 when the offender is 17 years of age or older shall be punished by imprisonment at hard labor for not less than two nor more than 25 years,” the court wrote in its decision. “At least two years of the sentence imposed shall be served without benefit of parole, probation or suspension of sentence. Defendant’s sentence of 15 years at hard labor is, therefore, illegally lenient because it fails to restrict the possibility of parole in accordance with the terms of the statute. Because the instant sentence involves discretion, it cannot be corrected by this court.” The appeals court then overturned LeBouef’s sentence and ordered the Lafourche district court to resentence him. Detectives began investigating LeBoeuf after receiving a complaint in June 2017, the Lafourche Sheriff’s Office said. LeBoeuf was arrested July 14, 2017, after an anonymous Crime Stoppers tip led deputies to a home on East 48th Street in Cut Off, where they found him hiding in a closet. The 12-year-old victim told detectives LeBoeuf had put his genitals in her hand, authorities said. LeBouef is incarcerated in the Dixon Correctional Institute in

Cantrelle has not made a nomination for a permanent replacement for Vedros but named Tommy Lasseigne as interim parish administrator. However, Lasseigne could be removed by the council. Councilman Jerry Jones is sponsoring an effort to discuss his removal at Tuesday’s meeting. Jones delayed the item at the council previous meeting in late July. Lasseigne was removed from the same post in August 2018 after Parish Administrator Leif Haas resigned. According to the parish charter, the parish president is required to make a nomination with 60 days of a vacancy. The Parish Council then has 30 days to act on the nomination. The parish advertised for a parish administrator, accepting applications until July 3. Cantrelle did not return requests for comment Friday. Last week, Cantrelle announced he would not seek election to a second term in office. “Voters typically will vote for medical cannabis. They don’t want to keep valuable medicine out of the hands of patients who are suffering. But at the end of the day, we don’t have as much evidence as we would like,” said Dr. Kevin Hill, director of addiction psychiatry at Beth Israel Deaconess Medical Center in Boston and professor of psychiatry at Harvard Medical School. The drug has been approved since 1978, but the Louisiana bill was not enacted until 2015, leaving many patients to take treatment and dosage into their own hands. A lot of that has to do with the polarizing effect of the topic of cannabis, Hill said. Physicians typically fall into one of two camps: They either “feel like cannabis is a panacea” or “believe it is a sham,” he said. “Unfortunately, there are times patients can get caught in the middle.” Studies for the drug are underfunded because it’s still illegal under federal law and is classified as a Schedule 1 drug, meaning that the federal government says it has a high potential for abuse and no medical use. That classification has been shown to be untrue, but it still makes legal marijuana very difficult to study, said Dr. Alfonso Romero-Sandoval, an associate professor at Wake Forest University in WinstonSalem, N.C., who has studied the use of cannabis to combat chronic pain. Cannabis has been shown to reduce nausea and vomiting related to chemotherapy, and some find it reduces specific types of pain, Romero-Sandoval said. Because the government has not moved to declassify the drug, “states have taken initiatives to make it legal,” he said. “But it’s been legalized in different frameworks
in a disorganized, rushed manner.” As a result, the evidence is thin for some of the approved conditions. And that’s a problem, considering that many people are turning to marijuana products to treat a wide variety of illnesses. “There is research being done, but not at the rate and scale it should be,” Hill said. “When you have millions of Americans looking online and trying to buy CBD products that are not regulated, we really should be moving forward and trying to figure out the safety of these products.” According to a study published in JAMA by researchers from Penn State University, almost 70 percent of cannabisderived products containing CBD have labels misstating the amount they actually contain. Almost a quarter of them contained THC, the psychoactive component in marijuana. CBD, the non-psychoactive ingredient in marijuana, is widely available and is billed as safe enough to warrant an influx of products like CBD lattes and bath bombs. “That’s worrisome. CBD could be given to kids,” said Romero-Sandoval. He warns that patients should not selfdose and should seek out medical professionals who have a larger scope of practice than just recommending weed. The dosage of cannabis shown to be effective for pain is in the 5% THC range, he said; recreational marijuana is usually 15% or more. “There are problems with psychosis, anxiety, memory problems, that could be more prominent in younger adults,” he said. “We need more research,” said RomeroSandoval. “It looks like cannabis has the potential to provide an alternative for these patients that don’t have drugs available to treat their pain. We need to study better to provide a safer or a more effective treatment.” Patients with chronic, debilitating disease, however, don’t have the time or stamina to wait for more evidence. “I’ve tried pretty

I had my chakras aligned, regular neurological medicine, Parkinson’s medication,” said Claire Morgan, of Covington, who has a rare neurological autoimmune disease called stiff person syndrome that causes painful and life-threatening muscle spasms. Her doctor, Chad Domangue, is one of the 80-some doctors in Louisiana licensed to recommend medical marijuana. For Domangue, marijuana is “another tool in (his) toolbox” for “people who have exhausted all options.” “It doesn’t have the side-effect profile that all these other things have,” said Domangue. “The ability to have an organic, plant-based product — it’s exciting.” It’s also an alternative to opioids, which do not have evidence for long-term use for chronic pain and have a high potential for abuse, according to the Agency for Healthcare Research and Quality. Domangue acknowledged that marijuana has potential adverse effects: “It can make you sleepy, impair your judgment at times; you can have weight gain if taking it in a high quantity. Emile “Jr.” A. Daigle, Jr., 71, a native and resident of Golden Meadow, La. passed away on Friday August 9, 2019 with his loving family at his side. Visitation was held Monday, August 12, at Samart-Mothe Funeral Home from 5 until 9 p.m. and on Tuesday August 13 at Our Lady of Prompt Succor Church from 9 a.m. until funeral time. A mass of Christian burial was held at 11 a.m. with burial in the church cemetery. Jr. is survived by his wife, Martha Cheramie Daigle; children, Emile Daigle, III (Elizabeth), Cynthia Guidry (Russell), Christine Cheramie (Flint), Crystle Rogers (Mike), Rockel Bruce (Eric) and Casey Daigle; 16 grandchildren; 5 great-grandchildren; brother, James “Jimmy” Daigle; and sisters, Amelia Rousse, Virgis Bouzigard, and Jenny Theriot. Jr. was preceded in death by his parents, Emile Daigle, Sr. and Inez Boudreaux Daigle; son, Dallas Daigle; brothers, Irvi Daigle, and Louis Cheramie; and sisters, Armena Rodrigue and Shirly Dufrene. Jr. was a member of the Greenhead Club and retired from Chevron after being employed 20+ years. Samart-Mothe entrusted with funeral arrangements. ___________________
