THIBODAUX, La. — State Senator and Nicholls State University alumnus Norbert “Norby” Chabert delivered the keynote speech during the 105th commencement ceremony Saturday. Graduation was split into three ceremonies for the 615 graduates who walked across the stage to receive diplomas at Stopher Gymnasium in Thibodaux. Sen. Investigation into vehicle burglaries leads to discovery of nearly $60,000 in narcotics
The Lafourche Parish Sheriff’s Office has announced an investigation into recent vehicle burglaries led to the discovery of nearly $60,000 in narcotics. Daniodran Gabriel, 25, faces numerous narcotics charges.
A 17-year-old male juvenile has also been charged in the burglary investigation. On December 9, patrol deputies responded to several reports of vehicle burglaries and attempted burglaries in the Mathews and Cut Off areas. During the investigation, deputies collected physical evidence left at the scene of one of the burglaries that led investigators to obtain a search warrant for a residence on St. Louis Street in Raceland. On December 10, detectives arrived at the residence and made contact with Daniodran Gabriel and a 17-year-old male juvenile. During a search of the residence, detectives discovered illegal drugs. Schools to receive bottle refilling stations to reduce plastic use
THIBODAUX, La. — The BaratariaTerrebonne National Estuary Program (BTNEP) was recently awarded a grant by Keep Louisiana Beautiful to install water bottle refilling stations in six local high schools in an effort to reduce the amount of single-use plastic that is thrown away on a daily basis. The six schools, South Lafourche High School, E.D. White Catholic High School, South Terrebonne High School, Vandebilt Catholic High School, Thibodaux High School, and Grand Isle High School, all had students participate in BTNEP’s Marine Debris Education and Prevention Program earlier this year. While there, the students identified plastic waste as an issue in each of their respective schools, and thought refilling stations could help address the problem. The students also aided in the grant writing process.
“Students from the six selected schools actually came up with the idea for a water bottle refilling station. They saw how many bottles were being thrown in the garbage every day and knew this would make a powerful impact,” said Alma Robichaux, BTNEP Education and Outreach Coordinator. “We expect to keep approximately 100,000 water bottles per year out of the landfill with these stations.” Single-use plastics, like plastic water bottles, are rapidly attributing to plastic waste and are taking up increasingly larger percentages of the overall municipal solid waste (MSW). According to the United States Environmental Protection Agency (EPA), in 2017, U.S. landfills received 26.8 millions tons of plastic — that’s 19.2% of all MSW landfilled. Alarmingly, much of the plastic waste is ending up in waterways. See Plastic Page 3-A
Money will be available for school bus stop covers to be added in three Thibodaux subdivisions for next year. In the last regular meeting of the year, the Lafourche Parish Council voted unanimously Tuesday to override Parish President Jimmy Cantrelle’s veto of a 2020 budget amendment that allocated $60,000 to build the covers. Council members Luci Sposito and Craig Jacuzzo were absent. In his veto letter, Cantrelle had questioned whether money from the parish’s building fund could be used for the project and also recommended for the council to consider working with the school system to pay for the covers. Councilman Daniel Lorraine noted that money from the same fund was used to build covered smoking areas near a parish administration building, believing it should be allowed for the bus stop covers as well. Councilman Jerry Jones, who introduced the veto, agreed. “It don’t make no sense on that veto,” said Jones. Those covers will be built in Marydale, Abby and Waverly areas. While those are the first three planned, Jones said he hopes to secure money for more. He said the covered areas will have solar-powered lighting and shield the kids from the rain. “Those kids are catching the bus in the dark and you have cars speeding down the road,” said Jones. Sugarland Country Club to reopen
A group of former Members of Sugarland Country (SCC) has developed a Business Plan to reopen and reorganize SCC. This plan is to assess all active and inactive stockholders a $500 assessment to cover reopening expenses. Thirty days after the $500 re-open assessment is paid, members will pay a $75 assessment each month for five months (total $375) and also begin paying dues of $175 per month. The total amount of the assessment is $875. The $175 per month dues will include dues, unlimited carts and range balls, drink specials and 2% ownership of SCC. Councilman Jerry Lafont pulled his item, deciding to leave Cantrelle’s veto of a reduction in the parish risk manager’s salary alone. The amendment, introduced by Lafont, had called for a $36,522 decrease in the position’s pay and its legality was questioned by some council members and Cantrelle. “I’m going to let the next administration take care of that,” said Lafont. At the end of the meeting, the council members, some dressed up for the holiday season, said farewell to Lafont and, in her absence, Sposito, who will be replaced at the start of next year. Lafont, joined by Jones, also gave Lorraine a framed proclamation honoring his 36 years of service on the council.

Narcotics agents obtained another search warrant and seized approximately 1.5 pounds of methamphetamine, 1.5 pounds of marijuana, 8.5 ounces of cocaine, 5.6 grams of crack cocaine, and 57 oxycodone pills, as well as a variety of drug paraphernalia, counterfeit money, and a handgun. These were all found to belong to Gabriel. The total street value of the drugs seized is nearly $60,000. Gabriel was arrested and booked into the Lafourche Parish Correctional Complex in Thibodaux. He was charged with Possession with Intent to Distribute Methamphetamine, Cocaine, Marijuana, and
Oxycodone. He was also charged Possession of a Firearm by a Convicted Felon, Illegal Carrying of a Weapon in the Presence of a Controlled Dangerous Substance, Monetary Instrument Abuse, and Possession of Drug Paraphernalia. Bail is set at $750,000. Meanwhile, the juvenile was charged with Simple Burglary of a Motor Vehicle and Attempted Simple Burglary of a Motor Vehicle and placed into the Lafourche Parish Juvenile Justice Facility in Thibodaux. The investigation is continuing, and additional charges are possible. Detectives believe other individuals are involved in the vehicle burglaries. Anyone with information on these vehicle burglaries is asked to contact Crime Stoppers Bayou Region at 1-800743-7433. This plastic pollution is already an issue for marine life, coastal wildlife, and humans alike. Efforts like water bottle refilling stations will aid in reducing the amount of plastic that ends up in landfills or in the environment. According to Susan Testroet-Bergeron, BTNEP Director, “Plastic waste is a rapidly growing segment of our human waste stream. These new water bottle refilling stations will encourage students to refill their own containers and hopefully help to reduce the number of single use plastics. These types of projects also raise awareness about the value of clean water
and the need to protect our drinking water here in the estuary.” To measure efficacy, each refilling station is outfitted with a counter to report back to BTNEP how many refills were made at each station and in turn, how many plastic bottles were saved. Students at the participating schools will be encouraged to use the refilling stations as they will be installed in high-traffic areas of the schools. The overall hope is that by reducing the need for disposable single-use plastic bottles, not only will the schools reduce their plastic consumption and waste, the students’ families will be able to reduce or eliminate purchasing plastic bottled water for their children to bring to school. December 11, 2019, James Joseph Verdin joined his Savior, his parents, Ovillian Paul Verdin and Marie Matherne Verdin, brothers Jerry, Tommy, and Luke, and his beloved wife Ollie Billiot Verdin in paradise. Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven. Matthew 5:16. James was an army veteran, who returned home to start a family – sons Robert, Darren, and Derek, beloved husbands to Wendy, Kristie, and Maurie, respectively, and daughter Janelle, beloved wife to Benny Smith, Jr., all remain as lights along with his grandchildren – Benny III, Andrew, Scottie, Allison, Kenneth, Jacob, Allie, Kaitlyn, Jacie, Dawson, and Henry. Born November 28, 1938, James was the second of thirteen siblings – Mack, Steve, Tim, Av, Stella Dufrene, Mildred Verdin, Martha Hein, Gloria Burgett, and Betty Charpentier. A memorial service with military honors will be held on Thursday, December 19, 2019, at Christian Fellowship Church, the corner of East 22nd Street in Larose. Visitation will commence at 8:00 a.m. followed by service at 11:00 a.m. _________________

Melda Guidry, 90, native of Golden Meadow and resident of Galliano passed away on December 14, 2019. Visitation will be held at St. Joseph Catholic Church in Galliano on Tuesday, December 17, from 9:00 a.m. until service time. Funeral Mass will begin at 11:00 a.m. with procession following to Cheramie Cemetery for burial. Mrs. Melda is survived by children, Bradford Guidry (Rosalyn), Jennifer Guidry (James), and Patrick Guidry (Misti); grandchildren, Kristin Guidry, Collin Guidry (Lauren), Kateri Roger (Drew), Taylor Guidry (Megan), and Ashley McDonald (Mitchell); five great grandchildren, and sister, Elaine Bergeron. Mrs. Guidry was preceded in death by her husband, Cleveland C. Guidry; great grandchild, Bailey Guidry; parents, Philozate and Theresa G. Collins; brothers, Ignace, Vendon Sr., Louman, and Olaine Collins; and sisters, Vivian Callahan, Louella Pitre, Lournise Charpentier, Mildred Doucet, Judica Savoie, and Evelyn Thibodaux. What a Life!
By: Rev. Wilmer L. Todd We need to embrace life’s challengers even in the winter of lives
A reader sent me this edited refection entitled, “And then it is Winter.” Time has a way of moving quickly and we become unaware of the passing years. It seems like yesterday that I was young, just married, and embarking on my new life with my mate. Yet in a way, it seems like eons ago, and I wonder where all those years went. I know that I lived them all. I have glimpses of how it was back then with all my hopes and dreams. Still, here it is, the winter of my life that has caught me by surprise. How did I get here so fast? Where did the years go and where did my youth go? I remember seeing older people throughout the years and thinking that those “older people” were years away from me and that winter was so far off that I could not fathom it or imagine fully what it would be like.
Yet, it’s here. My friends are retired and getting grey; they move slower and I see an older person in myself. Some are in better shape and some in worse shape than I, but I see the change. Not like the ones I remember when we were young and vibrant. Like me, their age is beginning to show and we are those older folks that we used to see and never thought we would become. Each day now, I find that just taking a shower is a real accomplishment for the day! And taking a nap is not a treat anymore – it’s mandatory! If I don’t take a nap on my own free will, I will fall asleep wherever I sit! I entered this new season of my life unprepared for all the aches and pains and the loss of strength and ability to go and do things that I wish I had done but never did. At least I know that though the winter has come, I’m not sure how long it will last. This I know, that when it is over on this earth, it’s over. A new adventure will begin with my Loving God! Yes, I have regrets. There are things I wish I hadn’t done, things I should have done, but there are also many things I am glad I accomplished. It’s all in a lifetime. So, if you are not in

GALLIANO, La – In 2017, researchers from Tulane University, in conjunction with the Consortium for Resilient Gulf Communities, surveyed 89 lower Lafourche Parish residents. Participants were surveyed on personal resilience, disaster experience and concerns for future disasters, disaster preparation, and support networks to help with disaster preparation or response. Researchers have finalized their results of the survey and will present the information, with support from the Louisiana Public Health Institute, to the commu-
nity. Attendees will also have an opportunity to see their results, ask questions, and learn how Lafourche Parish compares to Plaquemines Parish and South Mobile County, which were also part of the 2017 survey. This event, which is free and open to the public, will be held on Thursday, December 19 at 5:30 p.m. at the South Lafourche Public Library, 16241 East Main St., Galliano. This research was made possible by a grant from The Gulf of Mexico Research Initiative. Light refreshments will be served.

The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Thursday, November 14, 2019 at 10:30AM at the Administration Office 16829 East Main Street, Cut Off, LA 70345. President Harris Cheramie, Jr. called the meeting to order and Secretary M. Callais then called roll. ATTENDED: Harris Cheramie, Jr., Jimmy Lafont, Rodney J. Gisclair, Sr., Curtis Pierce, Larry Griffin, John Melancon, Jr., Mike Callais, and Kris Callais ABSENT: Rodney R. Gisclair Upon motion by Griffin second by Melancon, with no public comment, the board unanimously approved the minutes for October 9, 2019 regular meeting and October 7,
2019 special meeting. Executive Director’s Report Northern Expansion – Engineer Joe Picciola reported Sealevel Construction has started driving steel sheet piles for Slip C 400’ East Bulkhead project. Once they are complete driving sheets in 2 to 3 weeks, they will begin installing the concrete deadman. Executive Director Chett Chiasson questioned how many deadman, which Picciola replied 5 or 6. Engineer Joe Picciola reported Shavers-Whittle Construction is the low bidder for the Slip C 1100’ East Bulkhead. All contracts are signed and there is a DOTD resolution certifying compliance with the public bid laws. The preconstruction meeting is scheduled for November 20th at 10AM. Engineer Neil Angelette reported Minor Cheramie Sr. Road Paving is complete and in the lien period which ends December 12th. There is a change order for approval a deduct of $112,136.21 of final quantities of aggregate and asphalt materials. Thad Angelloz reported on the Coastal Wetlands Park. The view finders are scheduled to be delivered by the end of this month. The Land & Water Conservation grant is still under review and we are working to get a letter in place from Wisner as part of additional information needed to submit. We are waiting on the status of the Recreational Trails grant program. The Port is continuing to develop the tidal creek and parking lot areas. Airport Projects – Joe Wheeler Airport Director reported the aircraft operations for the month of October were 2,304, 11,418 passengers, and 19,529 vehicles. Byron E. Talbot Contractors is on site working on the Airfield Drainage Improvements. The runway was closed yesterday morning and re-opened at 5pm with a 1,000 ft. displaced threshold. 5,500 ft. of runway is available. The plan is to re-open to full runway on Saturday to normal operations at 6,500 ft. Engineer Joe Picciola reported on the Airport Connector Road and Bridge. The 30% design plans were submitted to DOTD on November 4th. We are starting to receive comments and will respond accordingly. The traffic study is progressing well, and we had a submittal to DOTD and have received some comments which will be incorporated into the completed study. We are also working on the wetland delineation, cultural resources survey, and field borings. The borings were completed last week, and we will be working on the reports. We are currently working on permit drawings, permit application, and right of way surveys. Chiasson stated we are working to get appraisal agreements finalized to get the appraisal done in the next month or so. R. Gisclair Sr. questioned if the traffic study is complete, which Picciola replied they are not complete yet. They have done a lot of modeling projections of the bridge and traffic counts, and the report should be finalized in the next month. We will have to request from DOTD to have traffic signals. The plan is to have signals at LA 1 and a caution light on LA 308 and LA 3235 like we have at other intersections. Chiasson stated if we don’t push to have signals, DOTD would not put any lights. Picciola stated we want it to open as intended and put the lights instead of no lights and see what happens. Other Projects – John Plaisance reported on Section 203 Feasibility Study. He stated we had meetings last week to address the Corps’ latest comments. We are scheduling a meeting with the Corps ASA office for some time in December. John Crochet reported on the Belle Pass Tower Upgrades. We are preparing the bid packet for the platform modification and the contract for security systems which should be complete in December. Update from LA 1 Coalition – Henri Boulet reported the Coalition has continued to work on the anticipated federal grant application for Phase II of LA 1. The USDOT is expected to formally announce the
funding opportunity before the end of the year. DOTD has agreed to submit the LA 1 Project as its sole applicant to this INFRA round. DOTD has agreed to contract the firm HNTB to help calculate and write an updated cost-benefit analysis for Phase II. Furthermore, DOTD has contracted with the economic modeling firm REMI to provide a program that can take certain economic data to calculate the cost benefit percentage. At the end of the day, the USDOT is looking for a positive “1” calculation or higher, which means if the project cost $375M to construct, our federal, state, parish and port combined with the large community of private citizens will receive $375M back in long term benefits. Calculating this will take numerous interviews with companies and government entities, and that will be the bulk of Boulet’s work over the next few months. Yesterday, DOTD hosted a grant kick-off meeting with the Coalition and HNTB that had various DOTD departments which had 16 people in attendance. Boulet has made progress with the industry match to be submitted with this grant. He received three match commitment letters, two more are anticipated in the next weeks, and over a dozen more that are being considered within company leadership chains. Finally, the Coalition participated in two events in Washington seeking to support Senator Cassidy’s bill to increase Gulf of Mexico states percentage of federal revenue sharing funds derived from Outer Continental Shelf oil and gas lease sales and production. Executive Director Chiasson presented a video to the board and public regarding the Friends of Bayou Lafourche, the first of four videos coming out. He stated this first part shows Bayou Lafourche in Port Fourchon and the critical importance to our community. After the video played, Chiasson stated this video has good information that we can utilize to highlight who we are and what we do. R. Gisclair Sr. questioned how the public will be able to view this video, which Thad Angelloz replied initially it was put on Facebook, Twitter, and social media. We may also do a direct messaging. He stated there was a lot of footage taken but not captured on this video, so he hopes to work with the footage and use elsewhere. He was very pleased with the quality. We will also share what they put out about other areas as well. Chiasson stated it was fun to do these interviews since it was the same production company as DJ Rhett. Cheramie congratulated them on doing a very good job on this. President Cheramie opened the floor for public comment. Daniel Lorraine, Lafourche Parish Councilman for District 9 addressed the board. He stated the Parish Council finally passed the Cooperative Endeavor Agreement for the Airport Road and Bridge Project LA3235 to LA 308. He stated on October 8th it was presented to the Council, but it was deferred then brought back up on October 22nd and approved. The Port and Parish will put up $4.5M, and the Port received a $16.4M federal grant. He stated this project is 4 phases and 2 phases have already been completed which was the paving of Airport Road to the bridge $1.2M from Road Sales Tax 2, and the other project was to widen the Airport Road which was paid by an EDA grant of $700,000, $348,000 Parish Road Sales Tax 2, and Port $100,000. He stated now this next phase can begin with the CEA being approved. He stated from a $35M project the Parish will only have to put up $4.5M which is a steal and a deal and will help everyone in the community. He thanked the board for the good working relationship we have that benefits the public. This project will relieve some traffic at the South Lafourche Bridge and the area will develop meaning
more tax dollars which benefits the whole Parish. He plans to continue to work with the Port and expects more cooperation with the new Parish Council. Roland Guidry congratulated the Port on the video and wanted to remind the people that the water flowed freely before 1903/1904 when they damned the river from Bayou Lafourche in Donaldsonville. Since then, we have had erosion with the salt and brackish water. The fresh water brought life down the bayou with rice fields and orange groves in Leeville. We had a whole city there. He just wants to remind the board if the Port keeps doing film to remember what was there before. We have come a long way and he is very proud of what the Port is doing now. Committee Reports Executive Committee - The committee met October 23rd in Cut Off present were Cheramie, R. Gisclair, and Melancon. They also met November 12th in Cut Off with all present. Upon motion by K. Callais second by R. Gisclair Sr., with no public comment, the board unanimously approved the Amendment of Lease with H&A Seafood to increase the renewal term to 5 additional 5-year periods through September 2045. President Cheramie presented to the board to consider approving the request Rotorcraft Leasing Company for the proposed hangar improvements on lease site SLIP-10. Chiasson recommended taking no action while we have further discussions with Rotorcraft. No action was taken. Upon motion by Melancon second by Lafont, with no public comment, the board unanimously approved the 18 high bids for surplus equipment sale which total $18,037.47 includes 4 outboard engines, 4 vessels, 4 iPads, a Polaris Ranger, bushhog, pressure washer, push mower, an inverter, and 3 phone cases. Of the remaining 25 items with no valid bids, we recommend disposal of the 3 vessels, and reduce the minimum bid and re-advertise the 22 items on Govdeals.com which consist of servers, microphones, phones, and phone cases. Permits & Waterways Committee - The committee met October 23rd in Cut Off present were Lafont, R. Gisclair, Cheramie, with Pierce absent. They also met November 12th in Cut Off with all present. Upon motion by M. Callais second by Pierce, with no public comment, the board unanimously approved the low bid from Tidewater Dock for the removal of the sunken vessel F/V Sea Dog in the amount of $4,100.00.

Construction and Development Committee - The committee met October 23rd in Cut Off present were Griffin, K. Callais, Lafont, and Cheramie. Callais, with no public comment, the board unanimously approved adopting the DOTD Resolution Certifying Compliance with Public Bid Laws for the Slip C 1100’ Bulkhead, Part 1 project. Upon motion by Griffin second by R. Gisclair Sr., with no public comment, the board unanimously approved Change Order No. 1 from Byron E. Talbot Contractor for the Minor Cheramie Sr. Road Paving project a deduct of $112,136.21. Upon motion by Lafont second by Pierce, with no public comment, the board unanimously approved to terminate the contract with EPIC Aviation and advertise for new proposals for aviation fuel service. Finance Committee - The committee met October 23rd in Cut Off present were Melancon, R. Gisclair, M. Callais, and Cheramie. They also met November 12th in Cut Off with all present. Upon motion by Melancon second by M. Callais, with no public comment, the board unanimously approved payment of October 2019 invoices and recognized expenditures over $10,000 which totals $1,721,803.70. Upon motion by Melancon second R. Gisclair Sr., with no public comment, the board unanimously approved the October 2019 unaudited financial statements. Upon motion by Melancon second by M. Callais, with no public comment, the board unanimously approved the out of state travel requests from Chett Chiasson and 2 board members to attend the Section 203 Study meetings with the ASA/Corps of Engineers office in DC date to be determined. President Cheramie opened the floor for public comment. Cheramie stated this week was Veterans Day and he would like to thank all the military and military personnel for doing a wonderful job from the board and our employees thank you for your service.
