Saturday runoff election to decide school board seats, tax renewals

Polls will open Saturday at 7 a.m. and close at 8 p.m. to allow voters to decide a handful of tax renewals, runoff elections for parish school boards and a runoff for Louisiana secretary of state. In Lafourche Parish, voters will look at approving property tax renewals for Fire Protection District 9 in Gheens and the town of Golden Meadow, and a sales tax renewal for Law Enforcement District 1, which excludes the incorporated areas of Thibodaux, Lockport and Golden Meadow. Half of a 1 percent sales tax for the department is permanent, but the other half must go to a vote to be renewed every 10 years. The Sheriff’s Office also has a 0.2 percent sales tax

New jail to hold grand opening Dec. 19 By Dan Copp Daily Comet Staff Writer

Following weather delays, the end of construction is near on the new Lafourche Parish jail, officials said. The Lafourche Parish Sheriff’s Office will commemorate the occasion with a grand opening ceremony at 10 a.m. Dec. 19. The event will be livestreamed on the Sheriff’s Office Facebook page. Preparation for opening the 118,095square-foot structure at La. 3185 and Veterans Boulevard near Thibodaux is underway, Lt. Brennan Matherne said. “The contractors are working on cosmetic things like touching up paint in certain places, adding caulking and little odds and ends all over the facility,” Matherne said. “With a facility of that size, those little odds and ends take a while to do.” Lettering for the jail’s signage is being completed and much of the furniture has been set up, Matherne said. “Ultimately the structure is all but ready now,” he said. “Most of the furnishing is in place, everything from inmate

beds, tables and chairs and permanent fixtures like countertops.” The general contractor originally projected construction to be wrapped up in September, but the project was delayed by an unusually wet summer, Matherne said. “That was the predominant factor,” he said. “With any building project you run into snags here and there, and with such a large project with so many facets obviously some of those things came up.” Inmates will be relocated from the old jail into the new facility sometime after the first of the year, Matherne said. “We have a process for moving inmates,” he said. “We’ve shipped inmates out of parishes for some time now, so we’re well-versed in moving inmates from one secure facility to another. This will be a similar process. It will be simply across the street instead of another parish.” The $40 million jail will accommodate up to 533 inmates and will be operated as a “direct-supervision facility” where officers will interact and work with inmates, Sheriff Craig Webre said. The Sheriff’s Office purchased 42 acres two years ago for $962,775. The jail

doesn’t stretch over the whole property, but the land couldn’t be subdivided for sale. The current jail, which was built in 1976 and houses 245 inmates, is outdated and overcrowded, the sheriff said. Correctional officers patrol the cell blocks at the existing jail every 15 to 30 minutes. In a direct supervision setting, a guard will be with the inmates 24 hours a day. Non-compliant, maximum-security inmates will still be on lockdown. See Jail Page 3-A

Judge grants injunction against parish president By Julia Arenstam Daily Comet Staff Writer

Judge Buddy Larose has granted a preliminary injunction against Lafourche Parish President Jimmy Cantrelle and his rejected nominee for parish administrator who has been serving in the position on an interim basis. Lafourche District Attorney Kristine Russell filed the preliminary injunction against Cantrelle and Brent Abadie, represented by James A. Cobb Jr. After the Parish Council rejected Abadie’s nomination to serve as the permanent administrator, Cantrelle announced that he would continue to keep Abadie on in the interim role, despite a district attorney’s opinion that contradicted him. In court filings, Russell argued that because Abadie was rejected by the Parish Council from being able to fulfill the duties of permanent parish administrator, he could not fulfill those same duties on an interim basis according to the rules of the parish charter. During a hearing held Nov. 16, Larose granted the injunction request. “I do not buy into the argument that these are two separate and distinct positions,” Larose said. See Judge Page 3-A

Lafourche Humane Society president charged with animal cruelty By Dan Copp Daily Comet Staff Writer

The president of the Lafourche Humane Society and another suspect were arrested Thursday after several horses were found living in poor conditions on property they co-own, authorities said. Pamela George, 50, of Cut Off, is charged with aggravated cruelty to animals following an investigation, the Lafourche Parish Sheriff’s Office said. Also charged in the incident is John Gautreaux, 56, of Lockport. Detectives in early November began investigating allegations of animal cruelty involving horses located on Chateau Drive in Lockport, Lt. Brennan Matherne said. Deputies found more than a dozen

emaciated horses on the property, Matherne said. One of the animals was dead before deputies arrived. Deputies then found food for the remaining horses and contacted a local veterinarian who informed them that two of the animals needed to be euthanized. As the investigation continued, detectives continued working with the Humane Society to place the animals with new owners, Matherne said. “The horses had to remain on the property to be nursed back to health in order to be moved,” Matherne said. By Nov. 16, two more horses had died and another needed to be euthanized, Matherne said. The nine remaining animals were moved to a nearby property to

continue to be nursed back to health. “The Lafourche Parish Sheriff’s Office is continuing to work with the Humane Society to monitor these horses and their conditions,” Matherne said. After obtaining arrest warrants, authorities took George and Gautreaux into custody Thursday. They were booked into the Lafourche Parish jail on a $2,000 bond. In a statement Friday, George’s attorney Tyler J. Free Hunter Education Field Day slated for Dec. 12

A free Hunter Education Field Day will take place on Wednesday, Dec. 12 for anyone age 10 or older who has completed the home study course. The class will take place from 4 p.m. to 9 p.m. at the LPSO Shooting Range in Raceland. As an alternative to the traditional two-day classroom course, a Home Study Course is available online through the Louisiana Department of Wildlife and Fisheries website. Those who complete the home study course MUST take their completion voucher to a “Field Day” to complete their hunter education. Humane Society President wishes to clear her name

I am the founder and president of the Humane Society – Lafourche Chapter. I was recently charged with cruelty to animals. I wish to inform the public that charges brought against me are inaccurate. I have not violated any animal statutes. As an animal advocate, I care deeply about the welfare of all animals. I currently co-own property in Lockport with my former boyfriend, John Gautreaux, who has also been charged with cruelty. The animals in question, more than a dozen horses, belong to Mr. Gautreaux. These animals are the subject of the cruelty investigation. I do not own any of

these animals which are on the shared owned property, nor were they under my care. The Humane Society was not involved in any way with these horses. I did not put them there and am not a party to any cruelty on their behalf. I am fully cooperating with the authorities and plan to bring forth proof of my innocence. Americans for Prosperity-Louisiana, funded by the Koch network, says its campaign will use Christmas-themed videos shown on gas pump screens at heavily-used stations in Louisiana’s urban areas. The Advocate reports that digital ads also are planned. Any legislative efforts aimed at increasing the gas tax are expected to be nearly impossible to pass next year, in a statewide legislative election year. But supporters of more road and bridge money still are seeking the tax hike. Gov. BATON ROUGE, La. (AP) — Louisiana is receiving $11 million as its share of a multistate settlement with Deutsche Bank over the manipulation of a key benchmark involving global interest rates. Attorney General Jeff Landry’s office, which was involved in the settlement, says $3 million will go to the Bond Commission and the remaining $8 million to the transportation department. According to the treasurer’s office, the $3 million will be used to pay down state debt, freeing up general state tax dollars for other spending areas. The $8 million will be available to pay for road construction debt, freeing up gasoline tax dollars to use on other projects. In a statement issued Thursday, Russell said she was satisfied with the ruling. According to court documents, the defense’s team contested that Russell had a conflict of interest pursuing the case because her office represents the parish government. Larose threw out that notion as “not sensible,” stating it would create a void if the chief enforcement agency of the parish could not act on behalf of the people. Cobb also contested whether the District Attorney’s Office had the right to pursue the case. Larose also dismissed the complaint. “To rule that your chief law enforcement officer cannot act to defend that Constitution would create just a completely unworkable situation,” Larose said. After Larose made his decision to grant the injunction, Cobb said he intended to appeal and asked for a stay of the ruling. “No. I’m not going to stay my own injunction that I just issued,” Larose said.

A second hearing will be held Dec. 10 for declaratory judgment, a binding decision defining the legal relationship between parties and their rights in a matter before the court. “This litigation did not arise simply because there was a dispute over the interpretation (of the) charter, however. Rather, the potential liability for parish government as a result of a violation of the charter dictated that I take action to definitively resolve the question,” Russell said. Since the judge’s ruling, Abadie said he is “transitioning” back to his civil service position as risk manager. “We’re going to comply with judge’s order in good faith,” Abadie said. “At the moment, we’re not appointing an interim yet.” In the meantime, Cantrelle has made another nomination for the permanent job, as required by the 60-day time limit outlined in the charter. Cantrelle announced Thursday he

would put Tommy Lasseigne up for a council vote at the Dec. 11 meeting. The is the first time Lasseigne has been formally nominated for parish administrator, although he has served as the interim administrator twice for several months at a time. However, Lasseigne was removed from the interim position by the Parish Council in August with a 7-2 vote. Lasseigne marks the fourth nomination for the job since former administrator Leif Haas resigned Feb. 1. The three others, including Abadie, were rejected by the council. The first two nominations, Rodney Doucet and Ernest Boudreaux Sr. did not attend their confirmation hearings. Low prices make for slow alligator season in Louisiana By JANET McCONNAUGHEY Associated Press

NEW ORLEANS (AP) — Here’s a fashion trend that’s good news, if you’re an alligator in Louisiana: Prices for skins are down to less than half what they were just five years ago, making for a slow wild harvest. The director of the state’s alligator program estimates that about 18,000 were taken from the wild this year. Jeb Linscombe of the Louisiana Department of Wildlife and Fisheries says low demand has cut prices to between $7 and $8 a foot for the past two years. That’s the lowest since the recession cut prices to $7.50 a foot in 2009. “Nobody really wanted to buy them,” said John Currier, a hunters’ representative on the Louisiana Alligator Advisory Council. “By the time you figured the gasoline and the other expenses, the price they were offering wasn’t worth it.” Currier said he gets tags for 22 alligators, but only hunted one during the September season — and that was because a friend of his daughter’s wanted to bag one.

In general, Linscombe said, an average of $20 a foot is needed for hunters to make a profit. Prices after the recession rose to an average $29 a foot in 2013 and 2014, then fell to $23.50 and, in 2016, $17. Last year, Linscombe said, about 15,000 gators were taken from the wild. The low demand is just fashion’s fickleness, said Clint Hebert, sales and marketing manager for the Mark Staton Co. of Lafayette, which deals largely in alligator leather goods. “The market is typically driven by the overseas fashion houses,” he said, but he’s philosophical: “For the most part, the economy and the fashion industry will turn around and the fashion will spring back.” Louisiana’s alligator farms typically harvest about 300,000 or more a year, Linscombe said. He didn’t expect that to change. Most farmed skins are on the smaller side, used for watch bands rather than for handbags or boots. He said there’s no danger that slow hunting seasons will lead to alligator overpopulation in the swamps.

Unregulated hunting made the alligator one of the first species on the list when the Endangered Species Act was passed in 1973. Louisiana had ended all hunting 11 years before that, and allowed its first small, highly regulated hunts in 1972 and 1973. The season became statewide in 1981; two years later, the U.S. Fish and Wildlife Service ruled that the species had recovered over most of its range. An average of 33,500 wild alligators a year were taken from 2010 to 2016. Even the highest modern wild harvest is only a tiny percentage of the total, now estimated at nearly 2 million just in Louisiana. “Alligators are cannibalistic. The population will control itself,” Linscombe said.

A free Hunter Education Field Day will take place on Wednesday, Dec. 12 for anyone age 10 or older who has completed the home study course. The class will take place from 4 p.m. to 9 p.m. at the LPSO Shooting Range in Raceland. As an alternative to the traditional two-day classroom course, a Home Study Course is available online through the Louisiana Department of Wildlife and

Fisheries website. Those who complete the home study course MUST take their completion voucher to a “Field Day” to complete their hunter education. Entry to the Field Day will be denied unless the completed forms are presented. There will be a written test required to complete the Field Day. Class size is limited. Church on Thursday, December 6 at 10 a.m. He is survived by his two sons, Rickey and Dewey Hebert; a host of nieces and nephews; Jude Esponge, whom he considered his grandson; best friend, Keely Folse; and sister in law, Betty C. Terrebonne. He is preceded in death by his wife, Hilda C. Hebert; parents, Jean Stevens and Walton Hebert; brothers, Wilton, Eddie, Harry, Milton, Dewey and Preston; sisters, Beulah, Maggie, Velma and Viola. He served his country during WWII with the 101st Airborne division and was very proud of it. He was an avid gardener, enjoyed packing fruits and vegetables. We would like to thank the staff of the Oaks in Houma and also the staff of St. Catherine Hospice for taking good care of him.
