A 39-year-old Larose man convicted in 2002 of killing another man at a party has been granted a clemency hearing this month. Louis Preston Jr. was convicted of second-degree murder in the Sept. 22, 2001, shooting death of 18-yearold Ryan Picou. Although Judge Robert Klees gave Preston a life sentence, that may change later this month. Preston has been scheduled for a clemency hearing Ryan Picou for 8:30 a.m. Feb. 25 in Baton Rouge. According to Department of Public Safety and Corrections spokesman Ken Pastorick, the Board of Pardons will hear arguments from both sides during the hearing before handing down its decision. Its recommendation will be sent to the governor, who has the power to grant pardons or reduce sentences. The hearing will allow three members from each side to speak in favor or opposition of granting Preston clemency. According to state law, those serving life in prison can apply to the Board of Pardons to be considered for clemency after serving 15 years of their sentence. See Hearing Page 7-A

Detectives discover cache of stolen property, seek to return property to owners
A Cut Off resident who was arrested in December, now faces new charges after detectives discovered a cache of stolen property in the South Lafourche area. Sidney Richard Sr., 49, (a.k.a. “Sidney Ricard”) was arrested again last week after detectives found tens of thousands of dollars of stolen property was in his possession. In-
vestigators now seek to return the property to its owners. As previously released, Richard was arrested in December 2018 when detectives found a vehicle con- Sidney Richard, Sr. taining stolen property at a Golden Meadow motel. Richard was arrested and charged with two counts of Simple Burglary and Illegal Possession of Stolen Things. He was released from jail on January 8, 2019, after posting bond. As the investigation continued, detectives discovered tens of thousands of dollars in stolen property which Richard had accumulated and obtained new arrest warrants. Detectives say Richard was attempting to sell the stolen property using an alias on social media. On February 14, he was brought to the Lafourche Parish Correctional Complex due to his bond being surrendered, and he was booked again on the December charges. He was additionally booked with two counts of Illegal Possession of Stolen Things and one count of Contempt of Court for the Town of Golden Meadow. His new bond is set at $65,000, and he has been ordered to pay $300 in fines and costs related to the contempt warrant. See Property Page 7-A
Shipyard doesn’t meet investment target, incentive deal ends
GULFPORT, Miss. (AP) — Mississippi officials say they have voided an incentive deal with a Louisiana shipbuilder because planned investments and hiring never occurred. Mississippi’s deal with Edison Chouest Offshore of Cut Off, Louisiana, expired Dec. 31, Mississippi Development Authority spokeswoman Melissa Scallan tells the Sun Herald. She said the company’s Topship subsidiary missed a deadline to invest $68 million and hire 1,000 workers. It’s an ignominious end for a deal that was much touted by Gov. Phil Bryant and others. The Republican governor announced the Topship deal at the same time in 2016 as a $1.6 billion Continental AG tire plant that’s now under construction west of Jackson, touting it as the best economic development day in Mississippi history. Topship proposed cutting investment to $34 million and 250 jobs, Scallan said. But when lawmakers approved incentives for Topship, they wrote the higher numbers into law, meaning the state didn’t have the flexibility to alter the deal. Scallan says Mississippi never paid any of $36 million it promised,

State Health Dept. encourages Louisiana to catch beads, not the flu Baton Rouge, La. (February 18, 2019) – Flu season is reaching its peak in Louisiana, with flu activity spiking over the last week. Because of this, the Louisiana Department of Health is encouraging Louisianans to catch beads, and not the flu, this Mardi Gras season. Throughout the country, data is showing that most states are reporting widespread flu activity and Louisiana is no different. “With parades beginning to roll, large amounts of people will be gathering to enjoy Mardi Gras and it is even more important for people to take steps to protect themselves from the flu,” said Dr. Frank Welch, immunization director for the Louisiana Department of Health. “The first step and best way to do that is to get your flu shot.” The flu causes approximately 500 deaths and nearly 3,000 hospitalizations each year in Louisiana. However, in Louisiana last year, there were more than 15,000 hospitalizations and more than 1,600 deaths from the flu. Of those more than 1,600 deaths, five were pediatric deaths. Getting vaccinated not only protects you from the flu, but it also protects those around you, including those who are more vulnerable to serious flu illness, Welch said. “A flu shot is your best defense in both reducing your chances of getting the flu and spreading it. No one wants their Carnival season ruined by a nasty bout of the flu,” Welch said. “While the flu vaccine is not perfect and some people who get vaccinated may still get the flu, the vaccine may
make the illness milder.” The Louisiana Department of Health offers these reminders to help keep people from spreading the flu: Avoid close contact with people who are sick. If you have cold symptoms or have fever greater than 100.3, stay away from others until you have not had a fever for 24 hours. Call your doctor immediately to see if an antiviral medication is appropriate for you. If you are sick, do not visit vulnerable loved ones who may be receiving care in a hospital, nursing home, cancer center or other setting. If you are sick, do not kiss babies, pregnant women, grandparents and others who may be at a higher risk of getting sick. Cover your cough and sneeze. Try not to touch your eyes, nose and mouth. Wash your hands frequently. Clean and disinfect surfaces and objects that
may be contaminated with germs like the flu. The Centers for Disease Control and Prevention and the Louisiana D e p a r t m e n t of Health recommend a yearly flu shot for everyone over 6 months of age who does not have a complicating condition, such as a prior allergic reaction to the flu shot. A flu shot is especially crucial for people who may be at higher risk for serious complications. This includes babies and young children, pregnant women, people with chronic health conditions and people 65 years and older. The flu shot is safe for pregnant and breastfeeding women, who can pass on antibodies to their babies that will help protect them. The Mississippi State Port Authority spent $32 million to buy 116 acres. Port director Jonathan Daniels says Topship paid $16 million of that and is making monthly lease payments of $85,000, plus interest. Topship is using the land, he said, which includes 350,000 square feet of covered space and rail-mounted cranes. “The project or projects certainly haven’t developed the way we had hoped, but we are willing to work with them so that they can maximize use of the site for job creation and business development,” Daniels said. “It’s a very flexible facility. It really could provide for very unique
production space.” Edison Chouest Offshore planned to build boats to service offshore oil platforms in Gulfport, but offshore oil drilling in the Gulf of Mexico has been slow in recent years because of low oil prices and increasing production on land spurred by increased adoption of hydraulic fracturing, which allows greater production. Records kept by maritime consultant Tim Colton show Edison Chouest only launched two offshore service vessels last year. Daniels referred questions about plans for the property to Edison Chouest. Company representatives did not respond to an email or telephone calls from the Sun Herald. Edison Chouest affiliates have failed to live up to previous incentive deals in both Louisiana and Mississippi. Affiliate Gulf Ship opened in 2006, promising 800 jobs at its shipbuilding facility, also off Seaway Road. Harrison County invested $12 million in Katrina recovery funds in the project. Current job numbers were not available, but the company has in the past employed only up to 650 workers, according to a previous Harrison County Development Commission director. South Lafourche junior guard Makayla Bynum looked like she’d just been in a brawl. A bag of ice covered her knee, her chin swelled slightly after what she described as being stepped on and her arms and legs grabbed at her with the stinging pain of soreness. “It was a rough game,” Bynum said with a smile. That, it was, Mac … and that’s putting it mildly! The Lady Tarpons and Lady Spartans from Salmen played four quarters of fast-paced, high-octane basketball on Monday night, a physical, frenetic pace that sometimes more resembled rugby than hoops. But in the end, the Lady Tarpons didn’t back down from the body blows and even delivered some of their own, using a secondhalf surge to break a 34all halftime tie and secure a 64-58 win. With the win, the Lady Tarpons are now in the State Quarterfinals for the third-straight season. Coach Rainie Terrebonne said she couldn’t be prouder of how her team fought against a Lady Spartans group that was one of the more athletic, physical teams South Lafourche had played all year. “I’m so proud of them,” Terrebonne said pointing back at her team celebrating behind her. “Nobody ever thought we’d be right here at this point in the season. And now, we’re getting ready to go to the third round of the playoffs. I’m so proud of my players. I’m so proud of my coaching staff for all of the hard work we’ve been putting in and it showed right here tonight.” Bynum led the Lady Tarpons with 24 points, a warrior-like effort from the smallest player on the floor. Her teammates rallied together with her to win an all-out slugfest. South Lafourche stormed out of the gates hot, drawing countless fouls while handling Salmen’s pressure in a 12-2 run. The Lady Spartans committed six fouls in the first three minutes of the game, putting South Lafourche at the freethrow line countless times in the game with undisciplined, sloppy defense. But it wasn’t all bad for Salmen early. After the slow start, the Lady Spartans were fierce, going on a quick 15-2 run over a little more than two minutes to take a 17-14 late in the quarter. From there, the teams were back and forth with a vengeance. Salmen led 22-21 after one quarter and the
teams were tied at 34 at halftime. But in the second half, some of the Salmen’s early-game lapses in discipline came back to haunt them. Fouls piled on the Lady Spartans throughout the game, forcing them to change their defensive aggression, which got the team out of rhythm on both ends of the floor. South Lafourche dominated the third quarter 16-8 to take a 50-42 advantage into the fourth quarter. While there and under the pressure of a high-stakes playoff game, the Lady Spartans cracked, while the Lady Tarpons prospered. Four Salmen players fouled out of the game in the fourth quarter, while Bynum iced the game, making 7 free throws in the final period to push the team to the win. South Lafourche shot 24-of-32 at the line in the win, while also limiting the Lady Spartans to just one shot on most of their misses. Both Bynum and Terrebonne credited South Lafourche’s bigs with a physical presence in the win. Nalaysia Mack scored six points, while Abigail Bouzigard pitched in 4. Together with Sierra Lerille (3 points) and Madelyn Bourgeois and even Breylynn Jackson, the Lady Tarpons controlled the paint. “Our post players stepped up and answered the challenge,” Bynum said. “We needed them to be big tonight and they were.” Evan Duet also was huge, pitching in 10 points, while Ava Pitre also added 10. Madison Ryan had 5 points, including big minutes in the 2nd quarter handling point

The winner of the South Lafourche/Benton game will make it to the Top 28 in Alexandria. If successful, it would be South Lafourche’s secondstraight trip to the tournament. Terrebonne said no matter how things go, she’s grateful for the hard work and determination her team has
shown to get to this point. “We’re leaving Wednesday morning,” Terrebonne said. “We’re ready!”

Melvin J. “Joe” Bellanger, 79, a native and resident of Cut Off passed away on Friday, February 15, 2019. Visitation was held at Samart-Mothe Funeral Home on Tuesday, February 19th from 9:00 a.m. until funeral time. A Memorial Service was held in the funeral home at 11:00 a.m. Joe is survived by his sons, Clifton (Lisa) Bellanger and Scott (Mary) Bellanger; daughters, Tammy Bellanger, Becky (Edward) Williams and Barbara (Corey) Zeringue; brothers, Johnny Bellanger and Jimmy Bellanger; 12 grandchildren and 2 great-grandchildren. In an impassioned letter to the Board of Pardons, Picou’s family members described the experience like reliving a nightmare or reopening a wound that never truly healed. “Ryan was only 18, and Louis stole any chance Ryan had at life when he shot him in the back,” the letter said. “He gave us a life sentence of a life without our loved one. How can our justice system consider letting Louis out? It has only been 17 years. That is insane to give a murderer a second chance at life when his own actions took that chance from Ryan.” “Ryan is never coming back, as should Louis not be able to come back to live a full life,” the letter continued. “It was cold-blooded murder Louis committed. It was not self-defense or an accident. I know that if I saw Louis in the store or anywhere else, it would be very hard and scary. But for
Ryan’s mother or sister to see Louis out and about would be even more terrifying for them and bring back all those painful memories.” According to police, Picou was killed by a shotgun blast at a party on East 25th Street in Larose. Preston’s trial was riddled with controversy and chaos. The Courier reported that after the verdict was announced, angry family members from both sides were restrained by deputies as members of the jury wept. When the verdict was read, Picou’s father shouted, “Yes, thank you, God,” and several of Picou’s friends, who witnessed his shooting, cheered. Preston’s family members exploded in anger. “This (expletive) isn’t right,” his sister screamed. “It isn’t right.” Some family members had to be escorted from the courtroom by police. Preston’s mother cried and said, “They’re gonna pay. Jesus is
gonna make them pay.” Preston said during testimony he was being beaten on the ground by Picou’s friends when he asked someone to retrieve a 12-gauge shotgun from his car. He then fired two shots from that gun, one that hit Picou in the back as he ran for cover. The bullet ripped through the victim’s chest and penetrated a bathroom wall. An autopsy showed Picou had bled to death. The controversy surrounding Preston’s trial didn’t fade away after his conviction. Questions lingered about the juryselection process. The American Civil Liberties Union and local NAACP representatives criticized the court’s use of an allwhite jury. The jury was unanimous in its decision to convict Preston, who’s black.

Many of the items appear to have been stolen from residential sheds and self-storage facilities and others from shipyards or other industrial or construction sites. The items recovered include industrial items, welding equipment, generators, golf clubs, power tools, shop vacuums, and various electronics to name a few. There are also numerous random items that peo-

ple were keeping in selfstorage units. Investigators are in the process of contacting self-storage business owners in the South Lafourche area. In the meantime, self-storage business owners are asked to check their storage units for any signs of tampering, or units which may have locks on them that are not currently being leased. Anyone who is currently leasing a self-storage unit should also check their units to see if any items have been stolen. Residents and businesses in the South Lafourche area should also check outside sheds, carports, and patios to ensure no items have been stolen. The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Wednesday, January 9, 2019 at 10:30AM at the Administration Office 16829 East Main Street, Cut Off, LA 70345. President Gisclair called the meeting to order. Louisiana Attorney General Jeff Landry conducted the ceremonial swearing in of the Board of Commissioners. Landry thanked the board and stated it has always been a pleasure working with this board and staff that know how to get things done. Secretary Cheramie then called roll. ATTENDED: Chuckie Cheramie, Perry Gisclair, Jimmy Lafont, Rodney Gisclair, Curtis Pierce, Larry Griffin, John Melancon, Jr., Mike Callais, and Kris Callais ABSENT: None Executive Director Chett Chiasson then recognized a few dignitaries in the audience: Lafourche Parish Clerk of Court Annette Fontana, Lafourche Parish Assessor Wendy Thibodeaux, Parish Councilman Daniel Lorraine, Parish Councilwoman Luci Sposito, Golden Meadow Town Councilman Willis Toups, Mary Elise Schlesinger from Senator Kennedy’s Office, Matthew Jewell from Congressman Scalise’s Office, David Cavell from Congressman Graves Office, Kathy Stuart from Senator Cassidy’s Office, Jennifer Faucheux from Lafourche Parish District Attorney Kristine Russell’s office, and Lafourche School Board Members Troy Dufrene and Robbie Gisclair. We thank you all for attending. Upon motion by Melancon second by Pierce, with no public comment, the board unanimously approved the minutes for December 12, 2018 regular meeting. Executive Director’s Report Northern Expansion - Engineer Joe Picciola reported Crosby Dredging is complete with Slip C 1671’ East Bulkhead project. The clear lien certificate and retainage payment should be ready for the next meeting. Engineer Joe Picciola reported Magnolia Dredge & Dock is substantially complete as of January 4th for Slip C 1671’ East Sweep Dredging. There are some punch list items on the certificate for approval today. Engineer Larry Picciola reported the plans and specs for the Minor Cheramie Sr. Road Paving have been sent for approval by Capital Outlay. Airport Projects – Davie Breaux reported in December the aircraft operations were 2,350, with 10,255 passengers, and 17,121 vehicles. The yearend totals are 29,967 operations, 139,543 passengers, and 197,457 vehicles which is an increase from 2018. Airport Manager Richard Osborne stated the operations were up 3% in 2018, passengers 22.9% in 2018, and vehicles were up 100% in 2018. Chiasson replied this shows the importance of the work that is taking place on the Airport Road in collaboration with the Parish. Regarding the Airfield Drainage Improvements, we are waiting the plans and specs from DDG. We are currently working with LOOP and Shell Pipeline identifying the location of pipelines to relocate ditches. There is no update from FAA regarding the Runway Approach Easement (RPZ). Director Chiasson stated Friday is our Airport Manager Richard Osborne’s last day, he thanked him for his all his work at the Airport. Engineer Joe Picciola reported the notice to pro-
ceed was issued for January 14th with Byron E. Talbot to start the Airport Access Road Culvert Improvements. The contract time ends March 14th. There will be limited access with one lane road closures during the construction. Engineer Joe Picciola reported on LA 308 Airport Access Improvements, Beverly Construction is widening the road, improving drainage, and installing turning lanes. This area will also have limited access with one lane closures during construction. The contract time ends March 11th. Other Projects – Dustin Malbrough with GIS Engineering reported the Section 203 Feasibility Study is complete and now in the reproduction phase to have 15 hard copies and 6 cd’s delivered to the ASA’s office by the end of the month to be there for our trip to DC. Chiasson stated this is a large milestone for us since we have been working on this study for the past 3 years. This is the report that needs to be done to get authorization for a 50’ draft into Port Fourchon which will completely change the landscape for the future of our Port and community. We are very excited about this milestone and now the real work begins. Engineer Larry Picciola reported Magnolia Dredge & Dock has completed the repairs on the LA 1 Phase 2 Leeville Mitigation Dredge project. The clear lien certificate and payment of final retainage is expected for next month. Engineer Larry Picciola reported the Fourchon Island Soil Borings are complete and they are reviewing the data. Engineer John Plaisance reported Gulf Island Services is expected to be complete in the next few weeks on Nerby Collins Marina Boat Lift Extension. The boat lift is in place and works. Engineer John Plaisance reported on the Public Boat Launch Pavilion Bulkhead Repairs, Plaisance Dragline & Dredge has removed the awning and wharves. There is one damaged area of the existing bulkhead that will be replaced. Davie Breaux reported on two other projects at the Public Boat Launch. The contractor has completed wrapping and encapsulating with cement the piles under the 4 wharves at launch area. The other project SBL plans to begin next week to replace sills and piles for the wharves along the canal. April Danos reported all the equipment was received yesterday for the CCTV Slip B Camera and Equipment project. We are working on the MOU’s with tenants to install the cameras. Davie Breaux reported quotes are due tomorrow to remove the existing equipment on the Belle Pass Structure. Chiasson reported on the upcoming South Lafourche Levee District’s project, LA 1 ReAlignment and Flood Wall will be starting soon. Update from LA 1 Coalition – Henri Boulet reported the construction of Segment E of the LA 1 Project in Leeville remains ahead of schedule. The contractor expects to have the project complete this Fall, pending any unforeseen challenges. In the next several months the South Lafourche Levee District will be raising the levee in Golden Meadow next to the Leon Theriot lock. This project will improve levee protection for the community and straighten LA 1, making it a safer highway. Further details on this project and the affect it will have on the public will be released later this month. The Coalition continues to work on a strategy to amass the remaining needed funds of $340 million to build-out Phase II of the project between Leeville and Golden Meadow. This will involve state, federal, and private funds. According to the 4th quarter of 2018’s traffic counts on LA 1, the counts were just a tad bit higher than the 4th quarter of 2017, so this is encouraging news. Lastly, the Coalition welcomes Williams Company, Jackson Offshore Operators and Kosmos
Energy as new members in 2019. With no public comment, the board moved to committee reports. Committee Reports Executive Committee - The committee met January 7th in Cut Off present were P. Gisclair, Melancon, Griffin, and Cheramie. Upon motion by Cheramie second by Melancon, with no public comment, the board unanimously approved the Executive Director’s contract with Chett Chiasson for the next 6 years effective January 1, 2019 through the earlier of either January 6, 2025 or the date the newly elected Board of Commissioners takes office in 2025, including the provision of 120 day notice of termination. Upon motion by R. Gisclair second by Pierce, with no public comment, the board unanimously approved the Cooperative Endeavor Agreement with South Louisiana Economic Council (SLEC) to assist the Port with its economic development, infrastructure improvements, and coastal restoration by supporting SLEC $10,000, Restore or Retreat $10,000 and LA 1 Coalition $22,500. Upon motion by Griffin second by M. Callais, with no public comment, the board unanimously approved the Amendment of Lease with Chouest Shorebase Services to include provisions to stabilize the shoreline on lease site GLF621-2 by establishing milestone dates in the lease. Upon motion by K. Callais second by Lafont, with no public comment, the board unanimously approved the assignment request from Rotorcraft Leasing Company, LLC for a change of ownership. Upon motion by R. Gisclair second by Cheramie, with no public comment, the board unanimously approved the request from Rotorcraft Leasing Company, LLC for a Landlord Subordination. Permits and Waterways Committee - The committee met January 7th in Cut Off present were Cheramie, Pierce, Griffin, and P. Gisclair. Chairman Cheramie presented for the board’s review the permits from Lafourche Parish Government and Harvest Midstream. Construction and Development Committee - The committee met January 7th in Cut Off present were Griffin, R. Gisclair, and P. Gisclair. Upon motion by Lafont second by R. Gisclair, with no public comment, the board unanimously approved the low bid from Waguespack Oil and Fuel Company for the yearly fuel supplier at a markup rate of $0.255 for both gas and diesel delivered to Fourchon Warehouse, Cut Off Warehouse and Galliano Airport. Upon motion by Griffin second by M. Callais, with no public comment, the board unanimously accepted the lowest bids for the yearly construction materials with 16 items to Grand Isle Shipyard, 10 items to E&L Enterprise, and 6 items to Byron E. Talbot Contractors. Upon motion by K. Callais second by Melancon, with no public comment, the board unanimously adopted the DOTD resolution accepting the work for Slip C 1671’ East Bulkhead project. The project totaled $11,144,395.95 with $9.2 million funded by DOTD. Upon motion by Pierce second by Cheramie, with no public comment, the board unanimously approved the Substantial Completion Certificate dated January 4, 2019 from Magnolia Dredge & Dock for the Slip C 1671’ Sweep Dredging. Finance Committee - The committee met January 7th in Cut Off present were Melancon and P.
Gisclair. Upon motion by Melancon second by M. Callais, with no public comment, the board unanimously approved payment of December 2018 invoices and recognized expenditures over $10,000 which total $1,327,423.75. President Gisclair opened the floor for any other business. Chiasson recognized Chief Jon Callais is retiring with 15 years of service and this will be his last meeting. Chief Callais stated this was a hard decision to leave. It has been an honor and privilege to serve for these past years and thanked everyone. President Gisclair stated the invitation is always open for the public to attend our meetings and he appreciates everyone who came today. It is good to see the public involved.
