Submerged vehicle kills three in Lafourche Parish crash

Golden Meadow – Shortly before midnight Monday night, Troopers with Troop C responded to a single-vehicle fatality crash on LA 308 near East 165th Street. The crash claimed the lives of 37-year-old Michael Barthelemy of Galliano, 2-year-old Trisha Barthelemy of Galliano, and 17-year-old Zackary Cheramie of Golden Meadow. The preliminary investigation revealed Barthelemy was traveling north on LA 308 in a 2005 Nissan Frontier, when, for unknown reasons, he ran off of the roadway to the right while in a left curve. Barthelemy overcorrected to the left, crossed LA 308, and entered Bayou Lafourche where his vehicle became submerged. Barthelemy and his two passengers were unable to exit his vehicle and they were pronounced deceased on scene by the Lafourche Parish Coroner’s Office. Impairment is unknown as a factor in this crash and standard toxicology reports are pending the Lafourche Parish Coroner’s Office. Michael Barthelemy was properly restrained and Trisha Barthelemy was properly restrained in a car seat. Zackary was not restrained during the crash.

NEW ORLEANS, La. Bagala to seek state representative seat

Reggie Bagala, a Republican born and raised in south Lafourche who currently resides in Lockport, will seek election to the Louisiana House of Representatives, District 54. The seat covers a general area from central Reggie Bagala Lafourche Parish south, including Grand Isle. In announcing his candidacy, Bagala noted that his priorities will include job creation, infrastructure improvements and coastal restoration. “Our area has an incredible economic engine in Port Fourchon. It is imperative that we as a community and state assist the port in growing the area’s economy by creating good paying jobs. I will work every day to help create those jobs for our

community to prosper,” said Bagala. “Going hand in hand with job creation is infrastructure improvements. We need to complete the elevated highway from Leeville to Golden Meadow to facilitate job growth. The completion of this highway will also provide a safe evacuation route in the event of a hurricane or other inclement weather or emergency. In conjunction with project stakeholders and local, state and federal officials, I will make it a priority to work on obtaining the necessary funding to complete this important project,” he said. Bagala also addressed the need for continuing and enhancing coastal restoration efforts. “It is vital that we restore our coast in order for our economy to grow, thrive and prosper. BATON ROUGE, La. (AP) — For three consecutive months, Louisiana’s forecasting panel has debated economists’ suggestions to boost income estimates, making millions more available for spending. Each time, the meeting ends in a stalemate, with no changes made. The scene replayed Thursday in the latest Revenue Estimating Conference meeting at the Louisiana Capitol, continuing the latest clash between Democratic Gov. John Bel Edwards’ administration and House Republican leaders. Administration efforts to pressure House Speaker Taylor Barras to raise the forecast ended in another failed vote. Barras blocked the changes, saying questions remain about the impact of the federal tax changes, declines in oil prices and the state economy. “I just feel that there is a good bit of uncertainty,” the New Iberia banker said. The Edwards administration, Republican Senate President John Alario and LSU economist Jim Richardson said state economists have made a reasonable case for rewriting the numbers, based on six months of tax collection data in the current budget year and economic modeling. “We exist to create an analysisbased, fact-driven estimate,” said Commissioner of Administration Jay Dardenne, the governor’s chief budget adviser. “This is the most current information available to us.” See Stalemate Page 3-A

Lafourche official pleads to ethics charge By Julia Arenstam Daily Comet Staff Writer

Lafourche Parish President candidate Archie Chaisson III pleaded guilty to an Archie ethics violation last Chaisson III week stemming from the hiring of a Lafourche Parish councilman’s brother. In November 2017, Chaisson, Lafourche Parish Councilman Jerry Jones, Jones’ brother Gerald Jones and former Lafourche Public Works Director Don Edwards were charged with violating a state nepotism law that prohibits an elected official’s immediate family from working for the governmental entity. Chaisson admitted the charge at the Louisiana Board of Ethics meeting on Jan. 17, agreeing to pay a $1,500 fine. Sportsbook refunds Saints bets over uncalled penalty

ATLANTIC CITY, N.J. (AP) — A sportsbook in New Jersey is refunding bets on the New Orleans Saints due to the widespread belief that the team was victimized by a blown call by referees during its loss Sunday in the NFC championship game. PointsBet said Monday it will refund spread and money-line bets on the Saints, who lost the game after officials failed to call a penalty on a Los Angeles Rams defender who leveled a New Orleans receiver long before the ball arrived. Even Rams cornerback Nickell Robey-Coleman acknowledged after the game he should have been flagged for a penalty. The Rams went on the win the game and eliminate New Orleans from the playoffs. The company announced what it calls a “Good Karma Payout” due to an unlikely event that swayed the result of a game. PointsBet did not say how much the refunds will cost the company. The sheriff’s office said a man ordered the pharmacist and a clerk to hand over drugs. The report says there was a scuffle and the pharmacist pulled a gun and shot the man. The man

Lady Tarpons make a statement in basketball district opener

The South Lafourche High School girls’ basketball team made a clear statement on Friday night, they’ll be a huge factor in how the District 7-4A Championship chase plays out. The Lady Tarpons beat South Terrebonne 37-29 in the district opener, arguably the biggest win of the season for a youthful Lady Tarpons team that graduated the core of a roster that made the Class 4A State Semifinals last spring. South Lafourche is now 17-6 on the season and 1-0 in district play. In beating the Lady Gators, they trumped the No. 3 team in the state in Class 4A, one of the biggest challengers they’ll face in the district slate. “We worked this week on stopping the penetration and I think we did a very good job of that,” South Lafourche coach Rainie Terrebonne said, applauding the defensive effort of her team. “They penetrated to go to the goal and they had to kick it out. We did an excellent job of rebounding on the offensive side and going right back up with it. We worked on all that stuff in practice this week and you could tell that they bought into what we sold them.” The Lady Tarpons did that and more. South Lafourche controlled pretty much the entirety of the game with South Terrebonne, surging to a 10-3 lead at the end of the first quarter, then a 24-9 lead at halftime. The Lady Tarpons got balanced scoring throughout the first half with senior post Abigail Bouzigard controlling the Lady Gators’ offense with rim protection, rebounding and secondchance putbacks. The Revenue Estimating Conference has four members: Dardenne, Alario, Barras and Richardson. All four members must agree to change the state’s forecast, and for three months of meetings, Barras — or someone sitting in for him — has opposed the move. “The creation of the Revenue Estimating Conference was a major reform policy,” Dardenne said. “The exercise we’re going through right now is undermining that reform.” The stalemate has political implications this election year, threatening Edwards’ plans to include a teacher pay raise in his budget proposal to be released next month. Already, Barras’ blocking of the forecast increase stalled a $43 million list of spending plans, mainly on corrections, juvenile justice and local sheriffs.

Economists for both the Legislature and the administration said tax collections are coming in better than expected, and they’ve described their proposed changes as cautious. They recommended the Revenue Estimating Conference bump up the forecast for the budget year that ends June 30 by more than $125 million and the next budget year by at least $67 million. “I think the numbers are conservative and doable,” said Greg Albrecht, the Legislature’s chief economist. Barras said while he trusts the economists, “I’m just concerned about the timing.” Dardenne suggested the House speaker was stalling the forecast changes so lawmakers in the House could add the teacher pay raise into their version of the budget and keep the governor from including it in his February proposal. “We’re just playing a game right now,” Dardenne said. “It defies

He was fired by Parish President Jimmy Cantrelle after Cantrelle learned his employment violated state law. Jerry Jones has served on the council since 2008. Chaisson was serving as the Lafourche Parish administrator under then-Parish President Charlotte Randolph when Gerald Jones was hired and therefore had final hiring approval. Randolph was not named in the ethics charges. As public works director, Edwards made the recommendation to hire Gerald Jones. According to board documents, Chaisson and Edwards knew Gerald Jones and Jerry Jones were brothers. The ethics board has held a series of closed hearings about the charges, from March 2018 through last week.

Gerald Jones and Edwards were called into a closed session on the charges at the March 2018 board meeting; Chaisson and Jerry Jones were called at the July 2018 meeting; and Gerald Jones was called back at a meeting this month. Chaisson said he was not part of the interview or application process when Gerald Jones was hired but ultimately signed off on it after consulting with parish policy and civil service rules. “Since Mr. Jones had been cleared as a hire by the Civil Service Department, we also did not think it was an issue. Ultimately we should have check state ethics laws, but we failed in that regard,” Chaisson said. At the time, the parish’s civil service code did not specifically prohibit council member’s family from working for the parish. The Ethics Board also issued an opinion to the parish’s and Gerald Jones’ attorneys in February 2018 stating Gerald Jones could not be reinstated as a Lafourche Parish employee because Jerry Jones was still serving on the Parish Council. Gerald Jones appealed his firing to the Civil Service Board during a hearing in May 2017. A decision on the appeal was held until the Ethics Board could issue an opinion. The Civil Service Board has not revisited the issue since. According to minutes of the hearing, the parish’s legal counsel said Gerald Jones was fired because his employment violated state law and because he did not disclose his relationship with Jerry Jones on his application. The administration said Gerald Jones was not fired because of poor job performance. Chaisson is one of four announced candidates running for Lafourche Parish President in October. He is currently the public works director for the city of Thibodaux. “I would hope that the voters of our parish recognize that I am human and this was a human error. This wasn’t done for any type of political gain or any quid pro quo scenario. I have lived my life with dignity and worked to build a reputation of someone who is hard working, trustworthy and honest. I would not throw that reputation away for any one person or any one position. I will continue to work to show the citizens of our parish that I am more than just this one incident and that they can count on me to always make Lafourche Parish shine bright as we move our parish forward,” Chaisson said, calling

Central Lafourche Trojans thus far. The Lady Trojans are winless in league play with the latest defeat coming in a 52-24 setback against Hahnville. Central Lafourche started the season 6-0, but have since won just 1 game in the past 17 tries. But the Lady Trojans have youth and are trying to find their way back after severalstraight down years. The Trojans’ boys are battling a lot of the same things. The Trojans are 4-16 on the season without a win in District 7-5A. But they’ve been awfully close, losing three of their four district games by single digits. Last week, they lost 70-59 to Hahnville, then 55-49 against Terrebonne. Coach Mark Sanders said the ball just hasn’t bounced the Trojans way many times this year. “It’s been rough,” Sanders said. Both the Trojans and Lady Trojans will travel and take on East St. John Friday. The teams also played Thibodaux on Tuesday, but scores were not available as of press time Tuesday morning.

ALCIDE CHAMPAGNE

Alcide “A.J.” “Champ” Champagne, Jr., 94 patriarch of the family passed away with his loving family at his side. A lifelong resident of Raceland, La. Visitation was Monday, January 21, 2019 from 9 a.m. until funeral services. A funeral mass was celebrated at St. Mary’s Catholic Church at noon with burial in the church cemetery. He is survived by his children, Paul Champagne, Joy (Steve) Acosta, and Ann Ritchie; 7 grandchildren; and 11 greatgrandchildren. He is preceded in death by his wife, Ayres Arcement Champagne; parents, Alcide Joseph, Sr. and Hedwidge Folse Champagne; son-in-law, Bryan Ritchie; daughter-in-law, Laura Bollinger Champagne; siblings, Milton (Norma) Champagne, Joel (MayLou) Champagne, Maude (Guy) Matherne, and Doris (Angelette) Cheramie. He enlisted in the Marines after graduating high school and served in Occupied Japan. While waiting to be inducted he worked for Higgins Industries and helped construct the Higgins landing craft. He was a K of C council #4761 member, American Legion member, Raceland Lions Club member, Board member of the Finance Committee for the Houma-Thibodaux Diocese, Charter member of the WWII museum, member of the Raceland volunteer Fire Dept. and a member of the Lafourche Parish Tourist commission. Champ began his career at Raceland Bank and Trust as a teller and retired as President forty years later. He was a parishioner, lecture, and a Eucharistic minister at St. Mary’s Catholic Church. In lieu of flowers the family request donations to the Lafourche #1 volunteer fire dept. The family would like to thank his caregivers with Ochsner-St.Anne, the Broadway, Heart of Hospice and Notre Dame Hospice for taking excellent care of him. ____________________

Eunice Naquin Aucoin, 92, a native of Golden Meadow and a resident of Cut Off, passed away on Saturday, January 19, 2019. Visitation was held from 9:00 a.m. until 11:00 a.m. on Tuesday, January 22, 2019 at Sacred Heart Catholic Church. A Mass of Christian Burial was celebrated at 11:00 a.m. Tuesday with burial followed in the church cemetery. She is survived by her son, John A. Aucoin (Caren); grandchildren, Brittany and Kelly Aucoin; brother, Ronald Naquin; and sisters, Theresa Raley and Hazel Hardy. She was preceded in death by her husband, Hubert A. Aucoin; parents, Andre and Telosia Naquin; brothers, Tony, Norman; and sisters, Lorena and Loreka Naquin. Eunice was a member of Sacred Heart Ladies Altar Society, Catholic Daughters, Homemaker’s Club and she was a Pink Lady at Lady of the Sea Hospital. The Coalition to Restore Coastal Louisiana has nine events scheduled from next Friday, Jan. 25, in Mereaux, in St. Bernard Parish, to Saturday, Feb. 15, in the Tangipahoa Parish community of Akers.

The Housing Authority of Lafourche Parish will open its Housing Choice Voucher/Section 8 Waiting List. The Housing Choice Voucher program is a federally funded program which supplements the rental payments of extremely low to low income levels. The payment is made to the property owner on behalf of the family by utilizing funds from the Department of Housing and Urban Development. America’s Wetland Foundation will be working Saturday, Feb. 9, at the Pointe aux Chenes Wildlife Management Area in Terrebonne Parish. Both groups are looking for volunteers to plant the trees. The coalition says it wants to plant 5,000 trees in two areas: along the Lake Maurepas landbridge in Akers, also called Manchac, and in the St. Bernard Parish central wetlands unit. It says its “C.R.U.S.H. Project,” for Communities Restoring Urban Swamp Habitat, will help restore and sustain wetlands in the Pontchartrain Basin watershed and get people talking about coastal restoration. It says the Environmental Protection Agency and the Lake Pontchartrain Basin Foundation are helping with the project. The coalition says volunteers must be at least 16 years old and physically fit, since planting trees in the marsh is dirty and strenuous. Gloves, shovels, lunches and drinks will be provided. America’s Wetland says its 1,000 trees are the last of 30,000 seedlings being placed over 100 acres in one of two Terrebonne Parish biodiversity and resiliency projects. Spokeswoman Lisa Noble says a contractor called Resource Environmental Solutions planted the other 29,000 trees, starting Dec. 15.
