(AP) — Frustrated Louisiana patients waiting for medical marijuana to appear in regional pharmacies received updates Monday on the lengthy regulatory and testing process, but few timelines for when they’ll gain access to medicinal-grade pot to treat chronic conditions. Previous estimates of when medical marijuana would be available have come and gone. As the state nears the fouryear mark since creating the framework for dispensing therapeutic cannabis, the latest estimate for availability seems to be summer, maybe. Work on the Cyprien Pump Station at Lockport has another problem with an unused pipeline blocking its construction. The Parish Council last Tuesday voted against a contract to remove the pipeline because of legal concerns. The $3.5 million project has been slowly progressing for about four years, with concerns raised from council members and residents over the repeated delays. Further delays could cost the parish up to $8,000 per day in fines, Parish President Jimmy Cantrelle said in a news release. The pipeline on the property, owned by a third party, is trespassing on the parish’s right of way, officials claim. To build the new pump station, the pipeline has to be removed. Negotiations to have the pipeline’s owner remove it were unsuccessful. Parish Risk Manager Brent Abadie said the parish planned to file suit against the

owner to recoup the costs of removing it. The $39,000 bid from Blue Fin Services failed by a 4-3 vote, with one abstention by Councilman Jerry LaFont. Council members Michael Gros, Jerry Jones and Luci Sposito voted against it. Councilman Bo Melvin, who has pushed for completion of the project, was absent. Council members said they were concerned about repercussions of removing the pipeline and wanted to ensure it was legal before acting. On Friday, Cantrelle said he was “more than confident,” the parish has the legal authority to remove it. Council Chairman Noonie Autin agreed to expedite a request for a District Attorney’s Office opinion on the issue. However, Abadie told the council Tuesday that requesting an opinion from District Attorney Kristine Russell would pose a conflict of interest due to an ongoing legal case. Abadie and Cantrelle are involved in a legal case with Russell over Abadie’s role as interim parish administrator.
Kelvin Vincent
A traffic stop in Cut Off led to the arrest of the driver as well as a suspected drug dealer. Kelvin Vincent, 34, of Gray was arrested after he was found with drugs in his possession after fleeing the traffic stop. Vincent had driven to a residence where agents also arrested Craig Theriot, 41, of Larose who had an outstanding warrant for meth distribution. Just after 6:45 p.m. on Thursday, January 24, narcotics agents attempted to conduct a traffic stop on a vehicle traveling on LA Highway 1 in Cut Off. The driver of the vehicle, later identified as Kelvin Vincent, turned onto West 48th Street and stopped momentarily in the mid-
dle of the roadway before continuing down the street away from agents. Vincent continued driving down the street and pulled into a driveway at a residence in the 200 block. At that point, agents saw Vincent fumbling with an object by the door of the vehicle. He then exited the vehicle and attempted to flee on foot. Additional deputies arrived, and he was apprehended. Meanwhile, agents discovered torn baggies and suspected methamphetamine and marijuana near the area by Vincent’s driver seat. On Friday, the parish president criticized the council’s tendency to lean on the district attorney. “We should move the council room into the third floor of the DA’s office. That way we don’t have to walk so far,” he said. Today, he’s 12 — and she said he’s had 15 hospital stays in the interim, many of those for seizures. “We’re waiting, and Connor doesn’t deserve this. Neither do the citizens that you all don’t get to see,” Corkern said. Only the agricultural centers at LSU and Southern University are allowed to grow therapeutic cannabis. Southern’s grower, Ilera Holistic Healthcare, which hasn’t started growing its product, said it is hopeful product could be available by summer or early fall, but agriculture officials questioned if that was too optimistic. LSU’s grower, GB Sciences, which started its production work first, wouldn’t give an estimate. “To give you a particular date, we’re unable to do that,” said John Davis, president of GB
Sciences Louisiana. “There are so many different factors that are outside of our control.” Several people who attended the meeting suggested the regulatory hurdles rested with the agriculture department, particularly the department’s decision to test the marijuana in-house and the pace of that testing. Agriculture Commissioner Mike Strain said his agency has to ensure the product is safe, and he said he couldn’t find a private lab that could meet the state’s criteria. He said the department has “not spared any expense” to get the testing operation up and running. But some of his responses were met with audible sighs in the audience. “We are doing all that we can as quick as we can,” Strain said. “Keep in mind, there are no clinical trials. We must make sure it’s as safe as it can be.” Amy Hernandez, the agriculture department’s lab supervisor, said the first testing “did take longer than I expected,” but she said she doesn’t expect that with future testing. Under a law passed in 2015 and tweaked since then, Louisiana is allowing medical marijuana to treat a long list of diseases and disorders, such as cancer, seizure disorders, epilepsy, glaucoma, post-traumatic stress disorder and Parkinson’s disease. Marijuana can be available in medicinal oils, pills, liquids and topical applications, but cannot be sold in a form to be smoked. State regulators took years to set the rules, license the doctors and choose the pharmacies. But friction in particular seems to have emerged between GB Sciences and the agriculture department over the interpretation of its rules regulating marijuana production, slowing down regulatory paperwork and final production plans. GB Sciences is operating in a temporary, smaller site until it receives approval to move into the main facility, and Davis said that has limited production. He said GB Sciences wants an unbreakable supply chain when it starts re-

Theriot was booked on a warrant for Distribution of Methamphetamine, and his bond is set at $25,000.

Julia Lafont Picou, 91, a native and resident of Golden Meadow passed away on January 24, 2019. A visitation had taken place at Christian Family Center in Galliano on Monday, January 28, 2018 from 9:00 a.m. until service time. Funeral Services began at 11:00 a.m. with funeral procession followed to her burial in Holy Rosary Cemetery. Mrs. Julia is survived by her children, Michael Picou, Kenneth Picou, Phillip Picou, and Sheila Picou Collins; five grandchildren; 11 great grandchildren; and many nieces and nephews. Mrs. Picou was preceded in death by her husband, Clebert “Mickey” Picou; grandchild, Keshia Collins; parents, John Sr. and Amelia Lafont; sisters, Felonise Eymard, Elise Arabie, Adela Pierce and Jan Pitre; brothers, Hubert, Ramis, John Jr., Adam, Julian, Edward, Raymond, and Gustave Lafont. Julia enjoyed taking care of her family, driving for the Council on Aging until she retired, and continuously caring for her family and friends. A visitation will be held Falgout Funeral Home in Galliano on Thursday, January 31, 2019 from 5:00 p.m. until 9:00 p.m. and on Friday, February 1, 2019 from 8:00 a.m. until service time. The Housing Authority of Lafourche Parish will open its Housing Choice Voucher/Section 8 Waiting List. The Housing Choice Voucher program is a federally funded program which supplements the rental payments of extremely low to low income levels. The assistance is in the form of a payment or partial payment of the total family rent. The payment is made to the property owner on behalf of the family by utilizing funds from the

Lady Patriots triumph over Lady Tarpons Gazette Sports Reports
The South Lafourche girls’ basketball team has had a leg up on just about everyone its faced in the past three or four years. But on Friday, an old nemesis again got in the way of the Lady Tarpons and their quest to win the District 7-4A Championship. South Lafourche lost 57-42 at Ellender in the House of Pain, the second-straight season the Lady Patriots defeat the Lady Tarpons in District play. The loss avenged South Lafourche’s earlyseason win over the Lady Patriots at a tournament, but gives Ellender firm control of the District race heading into the final weeks of the season. South Lafourche had chances against the Lady Patriots, but struggled to consistently convert, missing open looks and turning over the ball, which helped spark Ellender’s high-powered offense. “It was a revenge game for us,” Ellender guard Carly Anderson said. And it showed! From the opening tip, Ellender came out of the gates hot, especially behind senior guard Terris McKay, who made several big shots to power the Lady Patriots to a 27-18 lead at halftime. In the second half, the Lady Patriots opened up the lead to doubledigits with several players getting involved in the scoring. “We had it in our minds that we going to play our best today,” guard Trastasia Hester said. “We did what we needed to do and kept the momentum.” South Lafourche battled back with Makayla Bynum, Sierra Lerille and Evan Duet all scoring multiple secondhalf buckets. But the wave of Lady Patriots offense became too much to bare. With the win, Ellender is now 17-10 overall and 3-0 in district. The Lady Tarpons are 17-7 and 1-1 in district. But the Lady Tarpons own a power ranking advantage over Ellender, sitting at No. 8
in the state at press-time as opposed to Ellender’s No. 9. South Lafourche returned to the floor on Tuesday against Vandebilt with no score available as of press time on Tuesday morning. South Lafourche girls’ basketball coach Rainie Terrebonne said the district is a challenge this year, but added that the grind will just better equip the Lady Tarpons for an eventual run in the Class 4A State Playoffs. “Playing in those types of games makes you better and it gets you ready for the last part of the season,” Terrebonne said during a radio interview last week. “We’ve played a lot of great teams and we know how we match up with some of the best of the best that are out there and we like our chances, even though we’re a young team.” The girls’ game on Friday was a sweep for the Patriots. The Ellender boys also beat South Lafourche, scoring a 6246 win thanks to a thirdquarter surge. The Patriots and Tarpons played a close, physical first half with Ellender leading by single digits at halftime, thanks to South Lafourche’s shot making and inside game. But in the third quarter, Ellender sprung out to a big margin with an early surge, which forced the Tarpons out of their gameplay. The Tarpons challenged late, but never fully re-took momentum, surrendering their district opener to the Patriots. Junior Eric Thibodaux had a double-double for the Tarpons with Isaac Callais also pitching in double-digits. Both the Tarpons
and Lady Tarpons travel to Napoleonville Friday to take on Assumption. ___ Trojans trying to find their footing in 5-A
Wins have been tough to come by for both the Central Lafourche boys and girls basketball teams in the 2018-19 season, the byproduct of being in a brutally tough district. But on Monday night, the Trojans got to get in the winner’s circle once more. The Trojans crushed Cohen 71-27 on Monday in non-district play, avenging a hardfought, 63-51 loss that Central endured at East St. John on Friday. Alex Sanders had 33 points in the win, which was the Trojans’ 5th of the season. While the boys enjoyed ending their losing streak on Monday, the Lady Trojans have been embroiled with a monkey on their backs for more than a month, still winless in district play. Both teams will host H.L. Bourgeois on Friday night.
