BATON ROUGE, La. (AP) — Louisiana has ramped up its push to collect more sales taxes from internet purchases, but still hasn’t set a deadline to try to force out-ofstate companies that sell online products in the state to remit taxes for those sales. A state sales tax commission has set rules for collecting taxes for online sales from large out-of-state retailers, defining who is subject to Louisiana sales tax, how they should register with the state and how they turn over the sales taxes they collect. But for now, following those regulations is voluntary from retailers who don’t have a physical store in Louisiana and only sell to residents through online sites. “We are working through when we will have mandatory compliance,” said Revenue Secretary Kimberly Robinson. “I think it’s just months away.” More online retailers have started voluntarily charging and turning See Sales Tax Page 3-A

Sheriff’s Office begins providing meals for Terrebonne Parish COA

Sheriff Craig Webre announced the Lafourche Parish Sheriff’s Office has begun providing meals for the Terrebonne Parish Council on Aging meal-delivery program. The meals are being prepared by staff and inmate workers at the new Lafourche Parish Correctional Complex. The first official deliveries occurred Monday, January 7, but meals were also delivered on January 3 and 4 as a test run for the initiative. As part of the agreement, Terrebonne Council on Aging will provide compensation to the Lafourche Parish Sheriff’s Office to offset the cost of the meals. Therefore, this service comes at no cost to the taxpayers of Lafourche Parish. “We have always helped our neighbors in times of need, and this is certainly a time of need as Sheriff Jerry Larpenter has had to make some significant cuts at the Terrebonne Parish Sheriff’s Office,” said
Sheriff Webre. “We have a brand new facility with the capacity to assist in this endeavor. Given the fact that there is no extra cost for our taxpayers, this was an easy decision for us to provide assistance.” Prior to this agreement, the Lafourche Parish Sheriff’s Office prepared over 2,000 meals per day for a combination of the Lafourche Council on Aging, Lafourche Parish Head Start, and Lafourche Parish inmates. With the addition of the Terrebonne meals, nearly 3,000 meals per day will be prepared at the Correctional Complex. Diana Edmonson, executive director of the Terrebonne Council on Aging, said, “When I called Sheriff Webre to ask if he would assist us, he was very gracious. He never hesitated to say he would help us in any way he could, and we are sincerely grateful.”

NEW ORLEANS (AP) — As the rest of America winds down from the parties, overeating and merriment of Christmas and New Year’s, New Orleans keeps the party going. Mardi Gras season officially kicked off Sunday. Jan. 6 is often referred to as Epiphany, Twelfth Night or Three Kings’ Day and commemorates the day the Bible says the three wise men reached the baby Jesus. For weeks, the city is taken over by elaborate parades and people stuffing their faces with sugary king cake. The party culminates on Fat Tuesday, which this year falls on March 5. Probably the biggest single sign that Mardi Gras season is upon us is king cake. See Mardi Gras Page 3-A

The Krewe Des Petite Lions will kick off the bayou Carnival season on Feb. 17 in Golden Meadow. Authorities said a Galliano home sustained substantial damage during a house fire Saturday night. Firefighters were called out about 7:42 p.m. to a home on West 197th Street to battle a blaze that started in the kitchen, said Jordan Collins, a training officer for the Galliano-based Lafourche Parish Fire District 3. Fire crews brought the flames under control in about 15 minutes. No injuries were reported and the cause remains under investigation.
The Gulf of Mexico will see an increase in drilling this year for the first time since an oil bust began in mid2014, a new forecast says. “We expect 2019 to be a strong year for the Gulf of Mexico,” William Turner, senior research analyst at the global energy consulting firm Wood Mackenzie, said in a news release. “In addition to exciting new project sanctions, which could usher in more than $10 billion of investment into the region, a couple of historic firsts set to occur next year could set the stage for years to come.” Whether that translates into new jobs for Houma-Thibodaux, and how many, remains uncertain. But the report from the prominent consulting firm is among the most optimistic since a global crude glut sent oil prices plunging, stripping more than 16,000 jobs from the area’s offshoreoil-based economy. Shell and Chevron will lead the way, but the actual growth in exploration will come from new entrants, Wood Mckenzie says in its report, “US Gulf of Mexico: 5 things to look for in 2019.” They include companies such as Kosmos Energy, Equinor, Total, Murphy and Fieldwood. Two major projects serve as bellwethers for the Gulf overall, according to the report, released in mid-December. — Chevron’s Anchor project, about 140 miles south of the Gulf oilfield service hub at Port Fourchon, is poised for a final investment decision this year. If approved, it would be the first project using new ultra-highpressure technology to reach that stage, the result of more than two decades of industry research and development. “Anchor will be an important one to watch,” Turner said. “The sanction of Anchor will be a significant milestone for Chevron, Total and Venari but also marks a crucial point for the offshore industry as it enters the final frontier in deepwater development.” Success at Anchor will lead to the next wave of mega-investment in the Gulf, as several other projects using See Oilfield Page 3-A

Lafourche Library will host Tablet to Tablet exhibit starting this January
A new exhibit examining the evolution of books from stone tablets to digital tablets will be on display soon at the Lafourche Parish Public Library. “Reading the World: Tablet to Tablet” will travel to the Lafourche Parish Public Library’s three main branches, arriving first at the South Lafourche Branch Library, 16241 E. Main Street, in Cut Off to be on display from January 9 through January 22. It will later be on display at the Lockport Branch Library, 720 Crescent Avenue, from January 23 through February 5 and then at the Thibodaux Branch Library, 705 W. Fifth Street, from February 6 through February 26. The exhibit centers on the evolution of books through the centuries, from stone tablets to digital tablets, showing how different cultures have contributed to the world through the written word. The exhibit was created by the Calcasieu Parish Public Library and Culture Fest Louisiana for display at Culture Fest Louisiana. Culture Fest Louisiana is an annual event held in Lake Charles, which is coordinated by Common Ground/Culture Fest, a local organization committed to promoting cultural awareness and understanding. The exhibit was funded by numerous donors, and the artwork was done by Erik Jessen of Mixed Media Group. This event is free and open to the public. Wood Mackenzie predicts that if Anchor moves forward, more than $10 billion of investment could flow into the region. — Shell’s Appomattox development, about 200 miles southeast of Port Fourchon, is set to begin producing oil and gas this year. It will be the Gulf’s first production from a Jurassic reservoir, high-quality oil in sediments that date back about 150 million years. It also required new technology to reach greater depths at higher pressures. “If the Jurassic roars to life in 2019, it could give operators greater confidence in the play’s potential,” Turner said. “However, if Appomattox disappoints, the Jurassic could continue to lie dormant. The wider region would also be missing an expected strong production growth contributor.” The report is one of several that predict an uptick this year in the Gulf oilfield. All hinge, in large part, on what happens to oil prices, which are notoriously volatile and difficult to predict, with analysts’ estimates varying widely. Louisiana economist Loren Scott’s annual economic forecast, released in late September, projects the Houma-Thibodaux metro area, comprised of Terrebonne and Lafourche parishes, will gain 700 jobs, 0.8 percent, this year. It will add another 2,100 jobs, 2.4 percent, in 2020, driven largely by gains in oil and gas. Scott’s forecast is based on oil rising from an average of $65 a barrel in 2018 to $80 a barrel by 2020. U.S. crude ended 2018 at about $45 a barrel, down 25 percent, the first annual loss since 2015. The trend was similar for Brent, which ended the year at $54 a barrel, down 20 percent. Both ended last week about $3 higher. In its annual forecast, the LSU Center for Energy Studies predicts increased activity this year but says in the short term the Gulf rig count will remain around 20, where it has

been for months. The Gulf Coast Energy Outlook, released in November, tempers its forecast for offshore job growth by noting what other economists and analysts have said for years. The ring-shaped cakes often decorated in the Mardi Gras tri-color of purple, green and gold can be found at bakeries, restaurants, office parties and homes across town during the season. Cakes can be plain or filled with fruit and cream or laced with cinnamon. Bakers go all out. For example, Alton Osborn, who owns Bywater Bakery with his wife Chaya Conrad, is this year introducing three savory king cakes — crawfish, boudin and spinach/artichoke — to accompany their nine sweet king cakes. King cakes account for a “huge part of our business,” Osborn said. He’s got high hopes for the new savory king cakes: “It’s going to blow some minds.” Traditionally the bulk of the area’s parades happen around the two weekends ahead of Fat Tuesday. Towns and cities in Louisiana, Mississippi and Alabama also host parades and events during Mardi Gras season. Last year, Alabama’s state tourism agency purchased 10 billboards around New Orleans and southern Mississippi to promote Carnival in Mobile. Rather than mentioning Mobile specifically, the signs told drivers how many miles they are from “America’s original Mardi Gras.” And they didn’t mean New Orleans. New Orleans officials took the ribbing in stride with then-Mayor Mitch Landrieu saying: “There’s only one great Mardi Gras in the world.” And he didn’t mean Mobile. And in southern Louisiana’s Cajun country, costumed participants ride on horseback or run through towns stopping at houses to collect ingredients for gumbo in a tradition called Courir de Mardi Gras. __ Follow Santana on Twitter @ruskygal.

over sales taxes to Louisiana since a June ruling from the U.S. Supreme Court paved the way for states to require the tax collections for online purchases. In its South Dakota v. Wayfair decision, the court upheld a South Dakota law that targeted online retailers who avoided collecting sales tax because they didn’t have a physical presence like a store or distribution center in a state. The court threw out a decades-old exemption. Robinson said it’s too soon to determine the size of the uptick in Louisiana sales tax collections since the ruling. The revenue department, she said, should have a better idea early in 2019 after tallying the most recent quarter. Before the high court’s decision, Louisiana had laws aimed at being able to take in taxes from online shoppers and already collected some sales taxes voluntarily from retailers like Amazon. But the state’s complex, parishby-parish sales tax system complicates efforts to force compliance from out-of-state retailers. In Louisiana, parishes levy their own local sales tax rates and handle sales tax collections. That creates a hodgepodge system that regularly receives criticism for lacking the uniformity of many other states and creating unnecessary complexity for businesses trying to follow the rules. The sales tax commission, led by Robinson, is serving as the single online sales tax collector for out-of-state companies that only do business in Louisiana through internet sales. The regulations target “remote sellers” who do more than $100,000 in sales in Louisiana or have more than 200
transactions in the state. Though sales tax rates vary from parish to parish, the state is collecting an 8.45 percent rate from online vendors located outside Louisiana who are voluntarily submitting the taxes. The collection in-
Three men arrested after traffic stop
Three men were arrested following a traffic stop on January 2 after narcotics agents found a variety of drugs in their possession. Tate Cantrelle (53) of Cut Off was arrested in the incident along with Donny Dodson (31) and Chad Hebert (30), both of Grand Isle. At around 7:30 p.m. on Jan. 2, narcotics agents conducted a traffic stop on a vehicle traveling on LA 1 just north of Larose. Agents approached the vehicle and immediately detected a strong odor of marijuana coming from inside. They identified the driver as Tate Cantrelle who had two active warrants for drug distribution. Cantrelle was taken into custody and found to have heroin, marijuana, and drug paraphernalia in his possession. Meanwhile, agents identified one passenger as Donnie Dodson. He was found to have suspected methamphetamine, cocaine, heroin, marijuana, and a digital scale in his possession, and he was placed under arrest. The second passenger initially gave agents a false name.

Paulette Polly (Mayeur) Pitre, of Cut Off, Louisiana, born on October 20, 1949 in New Orleans, Louisiana, to the late Delores Ancalade Guidroz and the late Louis Mayeur Sr., passed away at age 69 on January 2, 2019 in Orlando, Florida. She was a clerical at Lake Brantley High School in Altamonte Springs, Fl. until retiring in 2016. Paulette’s spouse was the late Albert J. Pitre. Later, she was married to her beloved Kenneth Griffin. She was preceded in death by her son, Chad Pitre; and daughter, Angie Pitre. Paulette is survived by her daughters, Cher Cheramie Mitchell, Ticy Pitre, Angela Griffin Johnston, and Lori Griffin; brothers, Louis Mayeur Jr., Jerome Mayeur Sr., Harris Guidroz Jr., Craig Mayeur, and Anthony Mayeur; sisters, Krine Mayeur Wale and Jackie Mayeur; and grandchildren, Jordy Pitre, Janie Pitre, Brandt Griffin, Mark Johnston, Raya Johnston, Logan Pederson, Jacob Czerwinski, Weslyn Borne and Jeffrey Pitre. Paulette loved arts and crafts, camping, playing her games on her iPad, and going to Disney World. There will be a celebration of her life in the near future.

South Lafourche Bass Masters complete 2018 season By Buster Avera Contributing Writer
Another year is “in the books”, and for the South Lafourche Bassmasters 2018 was unlike any other. Third-year member Quintin Gondran of Raceland did what was thought to be impossible, running away with Angler of the Year by way of a perfect score. By winning six out of the year’s twelve monthly tournaments, Gondran finished with 300 points—something never done before in the club’s history. An avid hunter, Gondran fished only the months of March through October, taking six firsts, two seconds and one third-place finish. While leaving the other club members in his wake, Quintin weighed in a maximum of five bass in each of his nine tournaments, ringing up 112.86 total pounds and averaging 12.54 pounds per tournament. He also caught lunker bass in four of those tournaments. In one stretch of tournaments, August 18th in Des Allemands, September 15th in Amelia and October 13th in Houma, Quintin weighed fifteen bass that totaled 43.79 pounds. Still scratching their heads were the other “top six” finishers, Chad Colombel, Terry Cheramie, Buster Avera, Justin Pitre and Matt Cheramie. Matt Cheramie also had Lunker of the Year with a beautiful 6.27 lb. bass caught in January out of Cannon’s Landing.
