New House Bill aims to increase revenue for coastal restoration

Four arrested in attempted armed robbery
Golden Meadow Chief of Police Reggie Pitre announced four people have been arrested in connection to an attempted armed robbery in May. Benjamin Wood, 49, Gary Kiger Jr., 48, and Jonathan Castagnetta, 36, all of Cut Off have been charged in the investigation along with Kristin Dudley, 29, of Walker. At 3:40 a.m. on May 23, officers responded to the 1500 block of Alex Plaisance Boulevard in reference to an attempted armed robbery. As officers arrived, a truck was pulling away from the scene. Officers conducted a traffic stop and detained the driver, later identified as Gary Kiger, Jr. Officers then made contact with the victim and learned that two men dressed in black had knocked on the victim’s door. Both men were pointing handguns at the victim demanding money. The victim was able to close the door and grab his own gun. He fired a single round into the air outside the door, and
the two men ran from the scene. Kristin Dudley was at the victim’s home and claimed to be asleep at the time of the robbery. She claimed to have no knowledge of the incident, but officers found suspicious text messages Benjamin Wood and calls on her phone. Meanwhile, as officers were investigating at the scene, they observed Jonathan Castagnetta walk out of a nearby wooded area. Knowing him to have an active Contempt of Court warrant, officers ordered Castagnetta to stop, and he was also taken into custody. Through investigation, officers established probable cause that Kiger and Castagnetta were involved in the attempted armed robbery. They were both booked into the Lafourche Parish Correctional Complex in Thibodaux, and charged with one count each of Attempted Armed Robbery with Use of a Firearm. Castagnetta remains in jail in

lieu of $35,000 bail. Kiger’s bail was set at $100,000 due to the charge, but he is being held without bail due to a parole violation. Further investigation revealed that Castagnetta and Kiger had planned the robbery with Dudley and Benjamin Wood. Officers learned Kiger had driven to the victim’s home where Wood and Castagnetta attempted the armed robbery. It was also determined that Dudley had contact with Woods and Kiger the night of the robbery while at the victim’s home. See Robbery Page 3-A

If state lawmakers don’t commit to any more projects this year, Louisiana will spend $4.9 billion on capital construction over the next 20 years, State Treasurer John Schroder said Thursday. Of that total, about $1.2 billion is for non-state projects, he said. “You can argue that this is taken off the top,” Schroder said. “It’s paid before we pay for education. It’s paid before we pay for the nursing homes.” As treasurer, Schroder chairs the State Bond Commission, which met Thursday. While he praised lawmakers for no longer stuffing House Bill 2, the capital outlay bill, with far more projects than the state’s borrowing capacity can handle, he said the actual amount of spending still is increasing. Now that the state is taking in more than it needs to run the operations of government for the first time in several years, Schroder suggests lawmakers should start putting more of it away for emergencies, such as natural disasters. CPRA partners with Grand Isle on protection project
BATON ROUGE -The Louisiana Coastal Protection and Restoration Authority (CPRA) has signed a partnership agreement with the Grand Isle Independent Levee District to close a large gap in the protective breakwater alignment on the bayside of Grand Isle. The estimated $6.5 million project will be fully funded by the CPRA. The Levee District will manage the construction of segmented breakwaters, closing an approximately one-mile gap in protection infrastructure along the island. CPRA Board Chairman Chip Kline and David Camardelle signed the Intergovernmental Agreement in Baton Rouge days after the passage of Hurricane Barry. Camardelle is Mayor of Grand Isle and President of the Grand Isle Independent Levee
District. “There is no place along our coast that is more vulnerable to storm surge than Grand Isle,” said Kline. “This investment agreement we signed today is part of our continued commitment to the protection of the residents of our only inhabited barrier island.” The Levee District will construct an access channel and lay down an estimated 28,651 square yards of geotextile fabric on the bayside water bottom as the base for 62,426 tons of rock riprap that will form 17 breakwater structures, each measuring 350 feet in length. An additional segment will be placed adjacent to the Highway 1 Bridge at the entrance to Grand Isle. Camardelle expects construction to begin in September. See Grand Isle Page 3-A

receive 37.5 percent of the federal oil lease revenue from drilling off of their coasts unlike inland states, which receive about 50 percent of their revenue for onshore drilling. Instead, 50 percent of the revenue returns to the U.S. Treasury and the other 12.5 percent goes to the Land and Water Conservation Fund, which allows the federal government to safeguard areas such as national parks and forests. Louisiana received about $82 million in GOMESA money in 2018 and expects to receive more than $300 million between 2020 and 2022. The amount received also rises and falls with oil prices and the number of drilling leases. Restore the Mississippi River Delta – a coalition of national and local conservation organizations committed to coastal Louisiana restoration including Environmental Defense Fund, the National Wildlife Federation, National Audubon Society, Coalition to Restore Coastal Louisiana and Lake Pontchartrain Basin Foundation – issued the following statement in response: “We thank Congressman Richmond for his commitment to the critical restoration needs of coastal Louisiana. Our nation’s public lands, waters, and wildlife urgently need improved stewardship and additional funding support. It is important that coastal producing states are also wellequipped to ensure the sustainability of coastal communities and ecosystems. “Land loss in Louisiana is a truly existential crisis for the communities and wildlife that rely on this vital coastal ecosystem. With a comprehensive coastal restoration plan in place and projects underway, Louisiana needs the resources to address this crisis for the generations to come.”

Matthew Block, executive counsel for Gov. John Bel Edwards, pointed out that the administration’s version of House Bill 2 called for $806 million of Priority 1 and Priority 2 spending, while the legislature’s final version called for more than $1 billion. Block questioned why Schroder wasn’t at legislative committee meetings during session urging lawmakers not to approve those projects, rather than waiting for the July Bond Commission meeting to complain. “It seems to me your beef is with the entirety of the legislature and the administration as well
for adding projects I guess you believe shouldn’t have been added,” Block said. “I don’t have a beef with anybody,” Schroder responded, adding that his concern is “not directed at this administration, it’s not directed at the legislature, it’s directed at the process.” State Senate President John Alario said legislators approve a “very small percentage” of requested projects. Repairs to university buildings and bridges often get more expensive when delayed, he said, and funding flood protection projects save money in the long run. Rep. Neil Abramson, who as chairman of House Ways and Means sponsors House Bill 2, said the process has come a long way since 2015 when about $1.6 billion in cash lines of credit was approved. “We didn’t have anywhere close to that amount of money,” he said. “At the end of this fiscal year, if we max out [borrowing], it’ll be $837 million. Literally half. It took a lot of pain and a lot of grief to get there.” Abramson said much of what the legislature added is in Priority 2, which is where the administration and Bond Commission have more flexibility to pick and choose which projects actually get funded. Commissioner of Administration Jay Dardenne said state policy dictates that local and non-governmental entities have a “seat at the table” when capital outlay is discussed. “If the process is to be changed, it has to be changed at the legislative level,” he said. Dardenne said state government does have an emergency fund similar to what Schroder suggested, though it only has $1 million. In order to put real money in it, Dardenne noted, the legislature would have to restrain spending in other areas. He added that under Gov. Bobby Jindal’s administration, dollars that were supposed to be for emergencies were used for ongoing expenses. “We took money that FEMA had given us to deal with disasters and swept it to balance the budget,” Dardenne said. “Sooner or later, we’ll have to repay that.”

“We thank CPRA for helping us move this much-needed project forward,” said Camardelle. “These breakwaters will complete the existing chain of bayside breakwaters that provide protection to the back side of the island and enhance our coastal habitat.” CPRA Executive Director Bren Haase said the state recognizes the importance of Grand Isle and the entire vicinity, pointing out nearly $400 million in projects completed, in progress, or soon to come. “We’ve built rock breakwaters on Fifi Island, and construction should start soon on the rock breakwaters on the Gulf side of Grand Isle. “Great improvements are coming to

Fishing and swimming advisory now available as an app
BATON ROUGE – The Louisiana Department of Environmental Quality (LDEQ) online fishing and swimming advisory map is now available as an application (app) for smartphones. The new app, released July 11, 2019, is available through Google Play and the Apple Store by entering the search term: LA fish advisories. The app mirrors LDEQ’s online advisory map released in Dec. 2018. It allows even easier public access to information regarding Louisiana’s fish consumption and swimming advisories. By using the app, users can determine if their local fishing spot is currently under an advisory. Users can
simply zoom into the area of interest and click on a fish icon to get detailed information on specific waterbody advisories. The app also provides phone numbers and an email address where users can obtain more information on Louisiana’s fish consumption and swimming advisory process, as well as general water quality information. “Using information from the app will allow fishers to continue to enjoy nutritious and delicious meals while helping to protect their health and the health of their families,” LDEQ Environmental Scientist Senior Al Hindrichs said. “When it comes to fish
consumption advisories, accurate knowledge of the types and quantities of fish that can be safely consumed is key.” Development of Louisiana’s fish consumption and swimming advisories is a joint effort of LDEQ, the Louisiana Department of Health, and the Louisiana Department of Wildlife and Fisheries. The agencies encourage all recreational fishers to be aware of and heed all advisory recommendations when enjoying Louisiana’s fresh and saltwater fisheries. Kim Taylor White, 55 a native of New Orleans, La. and resident of Galliano, La. passed away with her loving family at her side on July 11, 2019. A memorial service will be held at a later date. Tanya Brady Ditto gracefully departed this life on Thursday, July 18 at her home in Gulf Breeze, Florida, surrounded by her three children. She was 84 years old. Tanya was a graduate of Louisiana State University (Education, ‘56) and remained an avid LSU football fan for the rest of her life. (Geaux Tigers!) She also obtained a Master’s Degree in Creative Writing from the University of Southern Mississippi in 1989. Prior to her retirement in 1987, Tanya was a Vice President of the Lafourche Telephone Company in Larose, Louisiana. A native of Thibodaux, Tanya took pride in her Cajun ancestry and authored a book, The Longest Street, about the history and culture of the community that parallels Bayou Lafourche. Tanya was extremely active in the lives of her family and her community. In addition to lending her creative talents and unwavering support for her children’s science fair projects, 4-H competitions, student government elections, band concerts, and fund raisers, Tanya touched the lives of youth across the region as a leader of both the Boy and Girl Scouts of America, and as a founding member of the Bayou Civic Club, which constructed the Larose Civic Center. She also helped found Patrons des Arts, an organization that brought nationally known dance, music, and theatrical productions to the people of southern Lafourche Parish. She was a devoted friend of public schools and public libraries. A dog lover, breeder, and trainer, she enjoyed dog shows and authored award-winning books on caring for certain dog breeds, including the Shar-Pei, Dalmatian, and English Springer Spaniel. In later years, Tanya developed a keen interest in genealogical research, through which she earned membership in several ancestry-based organizations, including the Jamestowne Society, Daughters of the American Colonists, Daughters of 1812, United Daughters of the Confederacy, and the Daughters of the American Revolution. In addition to her interest in genealogy, DAR appealed to Tanya’s strong sense of patriotism, which she further demonstrated by volunteering for the USO, routinely working election days for the League of Women Voters, and laying wreathes on military graves each year as part of Wreaths Across America. Among her family and friends, Tanya is best known as “the hostess with the mostess.” She loved to cook for large groups, was an expert party planner, and generously opened her home for meetings and social gatherings of all kinds. Tanya was preceded in death by her husband, William H. Ditto; mother, Irene Landry Brady; father, John Ansel Brady, Sr.; and brother, John Brady, Jr. She is survived by her
brother, James Patrick Brady; three children, Steven Christopher Ditto, Sr. and his wife Betsy of Austin, Texas, Diana Ditto Toups and her husband Vincent of Gulf Breeze, Florida, and Susan Ditto and her partner John Beauchamp of Washington, D.C.; 5 grandchildren, Meghan Harrod, Chris Ditto (Zulfiya), Kelsey Ditto, Brian Toups (Jessie), and Jay Toups (Kassidy); 2 great-grand children (Lillian and Mark); and many nieces and nephews. A funeral mass was held at 10:00 a.m. on Monday, July 22 at St. Michael’s Basilica, 19 N. Palafox Street, Pensacola Florida. Visitation from 9:00 to 10:00 a.m. at the church. She will be intered, beside her late husband, in East Fork, Mississippi, at a later date. NEW ORLEANS (AP) — Royal Caribbean will begin year-round cruises from New Orleans beginning in January. The TimesPicayune/The New Orleans Advocate reports the 2,744-passenger Majesty of the Seas will begin sailing out of the Port of New Orleans in 2020 and run through April 2021. It will sail on sevennight voyages — Saturday to Saturday — to the Bahamas and western Caribbean. The port already is home to yearround cruises by two Carnival ships and to winter-season cruises aboard Norwegian Cruise Lines. Royal Caribbean returned to New Orleans on a seasonal basis from December 2018 to March with the 2,435passenger Vision of the Seas. In 2018 Port NOLA set a record with 1.18 million cruise passengers and 235 ship calls. The port anticipates about 1.45 million cruise passengers and 341 ship calls in 2020.

The Grand Isle Independent Levee District met on Thursday, May 30, 2019, at 10:00 a.m. in a regular meeting at the Grand Isle Multiplex Center with the following commissioners: Present: 3 Commissioners – David Camardelle, Kelly Besson, Sr. and Arthur Bellanger Absent: 0 President Camardelle called the meeting to order and then led with the Pledge of Allegiance, followed by a prayer. A motion was made by Commissioner Besson, seconded by Commissioner Bellanger, and unanimously agreed to approve the minutes of the meeting held on May 17, 2019 as read. Mr. Oneil Malbrough from GIS Engineering gave the following report: 1. On May 16, 2019 the board took a boat ride and make suggestions for the Cheniere Caminada Bayou Thunder Project and the plans and specifications are being drawn up according to the suggestions. The plans should be ready by August. 2. The Corps has put the bids out for the rocks on the beach side of Bridge Side. 3. Attended a meeting with Mr. Chip Kline from CPRA to discuss the money for the Bayside Breakwaters. The state, parish and levee board is working on an agreement to start this project. 4. Working on additional pump stations and levees to help drain water on the island. 5. Working on the alignments to build a levee on the north side of Grand Isle. Joint motion by the levee board commissioners to authorize GIS Engineers to work on plans and specification to receive bids for hourly contractors to perform maintenance on the levees as needed. This bid will include labor and equipment. 5. Applied for a grant to dredge and build up marsh on the north of Bayou Thunder. President Camardelle stated that he attended meetings concerning the pump stations that the town, levee board and Jefferson Parish approved to fund. We are seeking matching funds from the state. Reminded everyone June 1 is the start of hurricane season. He stated that we are working with Senator Alario and Representative to get Capital Outlay money for our projects. Thanked Senator Alario and Representative Gisclair for helping the levee board get funding for our projects. The levee board is working with the state to add more breakwaters on the north side of Grand Isle. Mr. Camardelle thanked Senator, Governor Edwards, Jefferson Parish Council Member Templet, and CPRA for helping to add more rocks around Grand Isle, building levees, and adding more pumps to our system. Mr. Camardelle also the levee board commissioners, town council, Senators Kennedy and Cassidy and Representatives Scalise and Graves for assisting the levee board with our projects, secure funding and permits to build levees and breakwaters for more protection. A motion was made by Commissioner Bellanger, seconded by Commissioner Besson, and unanimously agreed to approve the expenses associated with operating the district.
