Body of Galliano man found in Bayou Lafourche
The body of a Galliano man was discovered in Bayou Lafourche on Sunday afternoon. Investigators have identified the man as 69year-old Terry Angelle of Galliano. At around 2 p.m. on Sunday, July 22, a concerned citizen reported the body floating in the bayou in the area of West 188th Street in Galliano. A local firefighter had arrived on scene and pulled the body to the shore. Deputies found Angelle’s arms and legs bound with rope. Angelle’s bicycle was also found on a dock on the west side of the bayou approximately See Body Page 3-A

It’s that time of year again … one of the biggest indoor garage sales around. The Larose Regional Park will hold its annual sale inside the air-conditioned Larose Civic Center beginning this Wednesday, July 25, with a Midnight Madness sale from 5 to 9 p.m. The event will continue Thursday beginning at 8 and ending at 4 and conclude Friday beginning at 8 a.m. and ending at noon. Concessions will be sold and special sales will be conducted throughout the entire 3-day event. Proceeds from the sale benefit the Larose Civic Center.
Louisiana ballot set, with surprises during sign-up period
Three days of qualifying that ended Friday in advance of the Nov. 6 elections saw eight of the 15 school board seats in Lafourche having been filled after only one candidate signed to run for each of them. Six of the 15 Lafourche Parish School Board members will serve another four-year term starting Jan. 1 after signing up unopposed. They are Brooke Huddleston, Marian Fertitta, Mary Breaud, Clyde “Joey” Duplantis III, Al Archer and Ray C. Bernard. In addition, two newcomers will serve on the board after no one signed up to run against them: Dennis Guillot and Barry Plaisance of Lockport. Five members chose not to seek re-election: Richmond Boyd Jr. of District 3, Gregg Stall of District 6, Gary Foret of District 7, Raymond Toups of District 8 and Dennis Jean Chiasson of District 10. BATON ROUGE, La. (AP) — Louisiana’s registration period for the fall election ended Friday with an unexpected, lastminute candidate entering the secretary of state’s race and a congressional candidate led out in handcuffs. All of Louisiana’s incumbent congressmen face challengers seeking to oust them in the Nov. 6 election, though few opponents are well-financed for their campaign ng against effort. One of the men running Republican incumbent Ralph Abraham for a northeast Louisianaay based seat was arrested shortly after signing up for the race. The competition at the top of the ballot, to fill the remain-ing year of the secretary of nstate’s term, drew the most cong fo fforr tenders with nine people vying the job. In a surprise, interim Secretary of State Kyle Ardoin, who had repeatedly said he wouldn’t seek the elected position, reversed course and announced he registered to run to hold onto the seat. Ardoin, a Baton Rouge Republican, said he changed his mind 10 minutes before qualifying wrapped up. He said he’s passionate about the work and believes
he’s been doing the job well. “I don’t think we need on-the-job training,” he said. Ardoin had been the chief assistant to Republican Tom Schedler and took over when Schedler resigned in May amid sexual harassment allegations. Ardoin said he hasn’t “raised a dime” for a campaign. “But I have had people call and offer me contributions,” he said. South Lafourche Bantam is teaming up with the family of Ralph Pere for a football camp. The camp will be hosted by Reed Pere, the Pere family, SLHS football staff, SLHS football players and SL Bantam, at the Larose Bantam Field (behind Larose Library) on Saturday, July 28th from 9 a.m. – 3 p.m. Youth from ages 6-13 can participate. Analysis: La. Supreme Court holds little-discussed surplus By MELINDA DESLATTE, Associated Press
BATON ROUGE, La. (AP) — As Louisiana’s Supreme Court justices made their pitch to lawmakers for a state judicial budget not only free of cuts, but boosted higher, they didn’t mention they were sitting on a multimillion-dollar surplus. The justices described damaging implications if they faced reductions in this year’s budget. Once lawmakers worked out a tax deal to stave off deep cuts across state government, the state’s judicial budget also escaped cuts — and the justices actually got a slight, $2 million increase in state financing to bring their budget up to $173 million. What about an unspent fund balance pegged at nearly $58 million in the last audit of the state Supreme Court’s finances? That didn’t come up during the budget hearings, and the justices haven’t described how they intend to spend it. Asked about the money, high court spokesman Robert Gunn suggested the surplus was a sign of the justices’ fiscal responsibility. He said in an email that the money “reflects the hard work of the court to reduce spending in anticipation of tough economic conditions in the state.” Lawmakers could indeed find out about the money, but they’d have to know where to look. The Supreme Court reports the money annually to the legislative auditor’s office and another budget office. The justices just don’t volunteer the information as they’re negotiating how much state financing they’ll receive annually.
Senate Finance Chairman Eric LaFleur, the Democrat who handles the judicial budget in the Senate, said he was aware of the surplus. But he acknowledged that many other lawmakers “probably don’t know how much money they have, quite frankly.” The judicial budget crafted by lawmakers pays for the operations of the Louisiana Supreme Court, the state’s five courts of appeal, the salaries and retirement benefits for all state court judges, part of the salaries for parish and city court judges and judicial programs managed by the high court. Those salaries have gone up recently, with five years of pay hikes for Louisiana’s judges approved by lawmakers in 2013. In budget hearings earlier this year, as they faced the threat of deep cuts along with other agencies, Supreme Court justices described grim scenarios of shuttered drug courts and scaled-back services. In her annual state of the judiciary address, Chief Justice Bernette Johnson asked lawmakers for $7 million more than the Supreme Court received, saying a $180 million budget is necessary to fund “not only an independent judiciary, but also an effective one.” She said the judicial budget “reflects years of belt-tightening.” She said the court has delayed filling open jobs, sought to renegotiate contracts with vendors and restricted consulting contracts to cut costs in recent years. She reminded lawmakers, as the justices often do, that state spending on the judicial system is less than 1 percent of the state’s total budget. Johnson didn’t talk about the surplus. The Supreme Court,
Gunn said, has worked to build up the equivalent of a 90-day reserve in case of state budget problems or emergencies. He said the surplus ensures the justices have money to pay for drug courts, court-appointed advocates for abused and neglected children and other services “should legislative appropriations cease.” The fund balance, Gunn said, also can be used to pay for items such as health and retirement increases, repairs to the Supreme Court building in New Orleans, expansion of court programs and upgrades to computer and security systems. However, justices have cited the increased costs of health insurance and retirement obligations and expansion of court programs when they ask lawmakers to bump up their budget, rather than publicly suggesting

they’d use money they already have on hand. LaFleur, a lawyer, said he understands why the justices are allowed to build up reserves, citing the constitutional separation of powers. “The judiciary’s a little bit different,” he said. “To the extent we would underfund them, that would put their operations in jeopardy and would be undermining another branch of government.” The Supreme Court isn’t alone in sitting on tens of millions in unspent funds. BATON ROUGE, La. (AP) — The tax deal struck by lawmakers and Gov. John Bel Edwards to balance this year’s budget will end Louisiana’s state sales tax holidays for seven years. When lawmakers renewed 0.45 percent of an expiring 1 percent state sales tax, they also reworked sales tax breaks. Louisiana’s revenue department says that means shoppers won’t see annual state sales tax holiday weekends through mid-2025.
Those state sales tax holidays that won’t be held include a general sales tax holiday on the first Friday and Saturday in August, a hurricane preparedness sales tax holiday on the last Saturday and Sunday in May and a Second Amendment sales tax holiday on the first Friday through Sunday in September. The local sales tax exemption on the books for the Second Amendment tax holiday will remain.

BATON ROUGE, La. (AP) — The Louisiana Legislature spent more than $1.5 million for the three special sessions it held to consider taxes to avoid deep cuts to the state budget. The February, May and June sessions, covering 36 days, were called by Gov. John Bel Edwards. Lawmakers couldn’t vote on tax measures in this year’s regular session. The House and Senate tallied the expenses and provided the information in response to public records requests. The House spent $1 million for the three sessions, and the Senate spent nearly $542,000. Costs include printing and supplies, extra hours for staff, additional employees hired for session and per diem and mileage for lawmak-
ers.
NOLA.com/The Times-Picayune reports the House and Senate gatherings cost an average $42,921 in taxpayer funding per day. Almost 60 percent of the money spent covered the per-day pay lawmakers receive for session, along with their mileage reimbursements for driving to Baton Rouge. That cost the state $906,293 over three special sessions, according to the records provided. The first two sessions ended without a deal. In the third, lawmakers agreed to renew 0.45 percent of an expiring 1 percent state sales tax to close much of a looming budget gap and stave off hefty cuts. National Night Out August 7
The Lafourche Parish Sheriff’s Office will once again be participating in the National Night Out Against Crime scheduled for Tuesday, August 7. This is the 35th annual nationwide event. Citizens will host block parties throughout the parish, and Lafourche Parish Sheriff’s Office deputies will be attending to meet community members to discuss crime prevention and any other concerns. Explorers from POST 323 will also be conducting fingerprinting and DNA swabbing in some areas. LPSO will supply the parties with hot dogs, but each party is encouraged to organize additional food and refreshments with attendees. When football season starts next month, athletes at the three parish high schools will get to play on their very own turf fields for the first time ever. The previous grass fields, which were removed in April, endured plenty of wearand-tear throughout the school year due to constant south Louisiana rains during the sports season. Many school-related functions were either postponed or canceled in the past due to muddy field conditions. The fields hosted high school varsity, junior varsity, freshman, middle school and recreation events during the season as well. With turf fields in place, it will eliminate the need for constant maintenance work and will provide a safer and stable environment for all athletes. Lafourche residents voted to renew a pre-existing millage to fund the artificial fields and other parish projects, such as constructing and improving school buildings. The cost to turf all three fields was $3.5 million. (South Lafourche’s field is nearing completion and will be ready for the upcoming season.)

Louisiana’s sales tax rate is second highest in the country
BATON ROUGE, La. (AP) — Louisiana no longer has the highest average sales tax rate in the nation, but only barely. Tennessee has narrowly edged out Louisiana for the top spot with an average state and local combined sales tax rate of 9.46 percent. That’s according to the latest data available from the nonpartisan, conservative Tax Foundation, which shows Louisiana falls a hair behind at 9.45 percent. Louisiana previously had the top average combined rate, but the state sales tax slightly declined July 1. Louisiana’s state sales tax had been slated to decrease from 5 percent to 4 percent. But state lawmakers in their last special session renewed 0.45 percent of the expiring temporary tax to avert steep cuts to college campuses and gover nment-financed programs. The state’s sales tax rate now is 4.45 percent. ___
Driver of car that plowed into Mardi Gras crowd released
NEW ORLEANS (AP) — A man who was inebriated when he drove into a crowd at a 2017 Mardi Gras parade, injuring at least 32 spectators, has been released from prison. An attorney for 26year-old Neilson Rizzuto tells news outlets that Rizzuto was freed Friday after serving 17 months of his five-year sentence. In January, a judge sentenced Rizzuto to five years but suspended one year and gave him credit for 11 months already served. Authorities say Rizzuto’s early release came about through the judge’s leniency and a state law that makes nonviolent offenders eligible for release after serving 35 percent of their sentence with good behavior. Rizzuto was ordered to serve one year of probation and attend Alcoholic Anonymous as well as Mothers Against Drunk Driving meetings. ___
HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. decreased by eight this week to 1,046. At this time a year ago there were 950 active rigs. Houston oilfield services company Baker Hughes reported Friday that 858 rigs drilled for oil this week and 187 for gas. One was listed as miscellaneous. Among major oiland gas-producing states, New Mexico gained four rigs and Ohio and Wyoming each increased by one. Texas lost five rigs, Oklahoma decreased by three, Louisiana lost two and Alaska, North Dakota and West Virginia each decreased by one. Arkansas, California, Colorado, Pennsylvania and Utah were unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May 2016 at 404.
Louisiana job market slackens in June as jobless rate rises
NEW ORLEANS (AP) — Louisiana’s job market slackened in June, as unemployment rose and employer payrolls fell. The state’s jobless rate rose to 4.7 percent from 4.6 percent in May. It was the unemployment rate’s third straight monthly increase, although it remained below the June 2017 rate of 5.2 percent. The number of unemployed Louisianans rose by 4,000, topping 100,000 for the first time since September. The separate employer payroll survey — which is many economists’ top labor market indicator — fell slightly to 1.99 million. Payrolls remain 17,000 above year-ago levels, thanks to strong gains in early 2018. June’s U.S. unemployment rate rose to 4 percent from May’s 3.8 percent.

The following resolution was jointly offered by the Council: RESOLUTION NO. 2757 A resolution appointing Nora Combel to the Jefferson Parish Hazard Mitigation Plan Advisory Committee to represent the Town of Grand Isle, designating the composition and duties of the committee, and providing for related matters. WHEREAS, the current Jefferson Parish Multi-Jurisdictional Hazard Mitigation Plan 2015 will expire in June of 2020; and WHEREAS, a current Hazard Mitigation Plan is needed to receive funding from FEMA for Hazard Mitigation Assistance projects and credit under section 510 of the Community Rating System (CRS); and WHEREAS, the Town of Grand Isle is vulnerable to flooding and other natural hazards that can cause loss of life and damages to public and private property; and WHEREAS, Jefferson Parish received funding under the Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA) grant programs to update the Multi-jurisdictional Hazard Mitigation Plan with a focus on CRS requirements; and WHEREAS, the development and implementation of a multi-jurisdictional hazard mitigation plan that addresses the criteria outlined in Activity 510 of the Community Rating System can result in actions that reduce the long-term risk to life and property from flooding; and WHEREAS, it is the intent of the Town of Grand Isle, Jefferson Parish, and other Parish municipalities to work collaboratively to protect its citizens and property from the effects of flooding and other natural hazards by preparing and maintaining a local multi-jurisdictional hazard mitigation plan that addresses the criteria in CRS Activity 510 including Table 510-4 Categories for Floodplain Management activities; and WHEREAS, it is required by Title 44 of the Federal Code of Regulations Part 201.6 that a Mitigation Planning Team be identified and play an active role in the update of this Multi-Jurisdictional Hazard Mitigation Plan; and WHEREAS, at least fifty (50) percent of the committee membership shall be comprised of individuals outside local government; and WHEREAS, the estimated completion date of the Hazard Mitigation Plan Update is December 2019; and WHEREAS, the Town of Grand Isle desires to participate in the Hazard Mitigation Plan Advisory Committee to meet the requirement set forth by FEMA and the Insurance Service Office. The following resolution was jointly offered by the Council: RESOLUTION NO. 2758 A resolution authorizing the Mayor to sign an agreement with Redflex Traffic Systems, Inc. for an automated Photo Enforcement Program. WHEREAS, violation of La. Stat. Ann. 32:61-65, and applicable provisions of the Code of Ordinances, Town of Grand Isle, Louisiana related to speeding, have been shown to pose a significant risk to life and property; and WHEREAS, it is the objective of the Automated Photo Enforcement Program to reduce the incidents of vehicle collisions and speeding on Town streets subject to the Program; and WHEREAS, Redflex has exclusive knowledge, possession and ownership of certain equipment, licenses, applications, and notice of violation processes related to the Automated Photo Enforcement Program; and WHEREAS, the Town desires that Redflex furnish and Redflex desires to furnish all equipment, li-
censes, applications and back office processing related to the Automated Photo Enforcement Program, including digital traffic enforcement cameras and equipment for the monitoring and enforcement of laws regulating vehicle speed. Requested the Council postpone the regular town meeting of July 24, 2018 because of the Tarpon Rodeo festivities and Jefferson Parish will be setting up the Multiplex for their meeting. The Council postponed the meeting with a joint motion 3. Was able to have Jefferson Parish advance $200,000 of Community Center funds which were being held by the Parish and requested the Council appropriate $150,000 for a new roof and $50,000 to repair the windows and other needed repairs – the Council approved unanimously on a joint motion. 4. Worked with Steve Scalise and Garret Graves to acquire $15,000,000 for the Hurricane Protection Levee through the Corps of Engineers. 5. Met with Lt. Governor Nungesser concerning a CPRA $6,000,000 grant for Elmer’s Island access. It seems they are looking at a bus or a trolley. He is opposed and is working for golf cart access. 6. He is working with JB James on the traffic control during the Leeville Bridge construction. The State Troopers will be working the traffic. 7. Requested the Council rent the Community Center to the Baptist Church for a children’s day camp the week of the Tarpon Rodeo. GIS Engineer Joseph Chauvin said he would donate the rent.
