Election qualifying less than a week away

Lafourche Parish is struggling to find a polling place for members of the United Houma Nation in Golden Meadow. Voters of Ward 10, Precinct 7 have been voting at the old Golden Meadow Settlement School for decades but face the possibility of having to vote at Golden Meadow Middle School this fall. The Lafourche School Board said needed repairs at the Settlement School won’t be completed in time for the election. Members of the Houma Nation said if they’re forced to change voting precincts, they simply won’t vote. “What good is a place to vote if they won’t go there,” Councilman Daniel Lorraine said. As recently as 40 or 50 years ago, members of the tribe didn’t even go into the town of Golden Meadow. The Settlement School was established in the 1930s when tribal members weren’t allowed to attend the public schools in Golden Meadow. That history is a big reason why residents of the area don’t want to move the polling site. The Parish Council pulled two ordinances at the Tuesday, July 23 meeting that would have moved the polling site to the middle school. See Polling Site Page 3-A

Enforcement of Louisiana shrimp disclosure law to start soon
BATON ROUGE, La. (AP) — Louisiana’s health department will soon start enforcing a new law requiring restaurants to tell customers if they sell imported shrimp or crawfish. The agency says it will check for compliance with the notification requirement beginning Sept. 1. Restaurants have to post information about imported crawfish or shrimp on menus. If they don’t use menus, they have to post signs at their main entrances. Lawmakers unanimously backed the requirement earlier this year, and Gov. John Bel Edwards signed the measure into law. The law, sponsored by Lafourche Parish Rep. Jerry “Truck” Gisclair, had strong backing from Louisiana’s seafood
industry, which has criticized foreign imports. Gisclair said too little testing is done on seafood entering the United States.

Strain said he’s hopeful the testing will clear the product for release. “We hope to have the testing complete within seven days,” he said in an interview. “We’ve got everybody on it.” But the agriculture department warned that if any problems are detected with the sample, that could extend the testing — and delay marijuana from reaching pharmacy shelves. Patients have been waiting years for medical marijuana, after lawmakers created the regulatory framework for dispensing therapeutic cannabis in 2015. Only the LSU and Southern University agricultural centers are authorized to grow medicinal-grade pot. Nine dispensing pharmacies across the state have been chosen by the pharmacy board and have readied their locations, waiting for a product. Regulatory disagreements slowed getting medical marijuana to pharmacies, and patients, their advocates and lawmakers have grown increasingly frustrated with the delays. See Marijuana Page 3-A
Political signs are going up fast with less than one week before candidates officially qualify for the October 12 elections. Parish president, council members, sheriff and state legislators will be up for election this year. Major statewide offices will also be on the ballot, including the governor, lieutenant governor, secretary of state and attorney general. Historically, these parishwide elections have some of the highest turnout rates. During the 2015 election, Lafourche Parish had just under 50 percent voter turnout while Terrebonne had about 38 percent turnout. Candidates can officially begin registering to run with the parish Clerk of Court’s Office Aug. 6. Along with parish president, there’s a handful of open parish council seats this year as current members are either ineligible or have chosen to vacate their seats. Three council seats in Lafourche Parish are open, Districts 2, 5 and 8. Councilwoman Luci Sposito is vacating the District 2 seat to run for parish president, Interim Councilman Craig Jaccuzzo is leaving the District 5 seat to run for sheriff and District 8 Councilman Jerry Lafont announced he doesn’t plan to seek a third term. Louisiana medical marijuana could reach pharmacies next week
BATON ROUGE, La. (AP) — Louisiana’s first medical marijuana products are one step away from pharmacies, with final testing planned for this week. Agriculture Commissioner Mike Strain, whose department oversees the therapeutic cannabis program, said if the product collected Monday from GB Sciences is free of contaminants, medical marijuana could reach patients early next week.

A man’s body was discovered in Bayou Lafourche in Thibodaux Monday. An investigation is underway. No more information was available as of press time Tuesday morning but the Lafourche Parish Sheriff’s Office will provide more information on this case as the investigation continues.

The Lafourche Parish Sheriff’s Office will conduct a seat belt checkpoint in Lafourche Parish during the daytime hours of August 1. During this checkpoint, deputies will be checking motorists for seat belt and safety seat violations, as well as for proper inspection tags and other potential violations. Average US price of gas down 2 cents per gallon to $2.81
CAMARILLO, Calif. (AP) — The average U.S. price of regular-grade gasoline has dropped by 2 cents per gallon (3.8 liters) over the past two weeks to $2.81. Industry analyst Trilby Lundberg of the Lundberg Survey says Sunday that lower crude oil costs contributed to the decrease at the pump. The price is 10 cents lower than what it was a year ago. The highest average price in the nation is $3.67 a gallon in San Diego. The lowest average is $2.24 in Baton Rouge, Louisiana. The average price of diesel is down 2 cents, to $3.05 per gallon. ___
New dates for 2020 French Quarter Festival
NEW ORLEANS (AP) — An annual music festival in New Orleans is changing its planned 2020 dates. The French Quarter Festival, which presents free outdoor concerts throughout the historic neighborhood, will take place April 16-19. Festival organizers said in a news release Thursday that the 2020 event was originally set for April 2-5. But those dates would coincide with another major event set for New Orleans — the NCAA Women’s Final Four tournament. Organizers say the 2019 French Quarter Festival drew a crowd estimated at 825,000.

Lafourche Parish residents will also be electing a new judge for the 17th Judicial District, Division C. Judge Walt Lanier vacated the seat after being elected to the state appellate court. On the state legislative side, three local seats are open due to term limits: Senate District 20 currently filled by Norby Chabert, House of Representatives District 54 currently filled by Jerry “Truck” Gisclair and House District 55 filled by Jerome “Dee” Richard. Several candidates have already announced plans to run for those seats. Qualifying for candidates will be held next week from Aug. 6-8. The deadline for submitting political announcements to run in the Gazette is Friday, August 9 at noon. But Lafourche Parish Clerk of Court Annette Fontana said the council needs to move quickly. The best course of action would be to secure a polling site before qualifying begins, but that is now less than one week away. Changing it after qualifying would require a series of emergency actions, she said. The Parish Council is ultimately responsible for setting polling locations. To establish a polling site, the parish needs to have a current lease with the property’s
owner. Both the Settlement School and Golden Meadow Middle are Lafourche Parish School Board properties. Any lease agreement sent to the council has to be introduced as an ordinance, requiring a twoweek holdover between introduction and a public hearing and vote. During the May 4 election, Fontana said some concerns were raised about leaking water in the Settlement School’s restroom. Adding to the complications, a lease between the School Board and the tribe reportedly expired 10 years ago, an issue that was brought to light after the recent leaks were reported. “This puts us in a strange situation,” Fontana said. This summer, the School Board notified the clerk’s office that the Settlement School wouldn’t be fixed before the election and therefore couldn’t be used. Fontana said the board offered up the middle school instead. “The last thing I ever want to do is cause these people grief,” Fontana said, adding that she’s been trying to help the parish facilitate a solution. “I know the citizens are concerned. I’m concerned,” she said. Lanor Curole, the administrator for the United Houma Nation, said the tribe has continuously occupied that building since 1977. “We’ve been committed to make repairs before the election,” Curole said. The tribe wasn’t aware that the polling location could be changed until just a few days before the council meeting, she said. “It would be a breach of voter equity to move it out of the community,” Curole said. Lorraine, who represents the area, said if the council changes the polling site, it could never go back. He suggested the parish bring it portable restrooms to be able to use the Settlement School without issue. GB Sciences, LSU’s grower, and Strain’s department have feuded over the rules regulating marijuana production and regulatory paperwork. Strain has said his department had to start from scratch in developing the regulatory structure governing medical marijuana in Louisiana, and he said the rules aim to protect patient safety. But medical marijuana advocates and patients awaiting cannabis have suggested the agriculture agency is too rigid, making it unnecessarily difficult to grow and test the highly sought product.
Southern’s grower Ilera Holistic Healthcare planted its first crop last week and has estimated its first product could be available by the fall at the earliest. Its relationship with the agriculture department has been smoother, without public sparring about oversight. Under the 2015 law and additional changes passed since then, Louisiana is allowing medical marijuana to treat a long list of diseases and disorders, such as cancer, seizure disorders, epilepsy, glaucoma, post-traumatic stress disorder and Parkinson’s disease. Louisiana Corrections officials report $17.8 million in savings from prison reform By David Jacobs The Center Square
Reducing the state’s prison population produced about $17.8 million in savings over the most recent fiscal year, a Louisiana Department of Public Safety and Corrections official said Friday. This past fiscal year, which ended June 30, was the first full fiscal year following the package of criminal justice changes lawmakers enacted in 2017. The legislation spells out how the money will be spent. Thirty percent of the total goes back to the state’s general fund, while 20 percent goes to the Office of Juvenile Justice. The rest goes to grants to community partners, services for crime victims, and the Department of Corrections budget. Thomas Bickham, undersecretary with the department, says the savings are to be divided up as follows: - $5.34 million to the state’s general fund - $4.45 million to the Department of Corrections - $3.56 million to the Office of Juvenile Justice - $2.67 million for community grants - $1.78 million to the Louisiana Commission on Law Enforcement’s Crime Victims Reparations program The Joint Legislative
Committee on the Budget will consider the spending plan at its meeting next month, Bickham said. The state’s prison population peaked at 40,480 in 2012, Corrections Secretary Jimmy Leblanc said. As of Oct. 31, 2017, it was 36,541, Bickham said. At the end of June, the prison population was 31,756, Leblanc said. The number of people on parole and probation was 60,509, he said. Several privately run parish prisons around the state are using those empty beds to house federal prisoners, including those held by the U.S. Immigration and Customs Enforcement. There are currently 5,030 ICE and other federal prisoners in Louisiana facilities, Leblanc said, of which 4,318 were from ICE. He said another 1,600 ICE prisoners are being added at Catahoula Correctional Center, run by LaSalle Corrections. The federal government pays about $62 per prisoner per day, compared to just over $24 by the state, Leblanc said.

Rose “Sis” B. Guidry, 90, a native and resident of Galliano, passed away on Sunday, July 28, 2019. Visitation will be from 9:00 a.m. until 11:00 a.m. on Thursday, August 1, 2019 at St. Joseph Catholic Church, Galliano. Funeral Mass will begin at 11:00 a.m. with burial following in Cheramie Cemetery. She is survived by her daughters, Gail Duet and Penny LeBlanc (Billy); sister, Kathy Cheramie; grandchildren, Chad Duet (Claudia), Phyllis Moody (Jeff), Davy LeBlanc (Brooke), Corey LeBlanc, Robby LeBlanc (Crystal) and Bobby LeBlanc; great grandchildren, Jerry, Victoria, Bryson, Hayden and Hailey. Mary Lucie Vegas, 72, a resident of Luling, passed away on Friday, July 26, 2019. Visitation was held at St. Anthony of Padua Catholic Church on Monday, July 29 from 9 a.m. until service time. A Mass was celebrated at 11 a.m. with a repass to follow in the St. Anthony Community Center. A private burial will be held at a later date. Mary is preceded in death by her parents, John and Lucie Leblanc Vegas. She was an active parishioner of St. Anthony of Padua where she was involved with the Ladies Alter Society. She retired from St. Charles Parish School Board and was a member of Raceland VFW as well as the St. Charles Women’s Club. Mary dedicated her life and service to God. They will be starting trash sweep tomorrow before the Tarpon Rodeo with the help of the Lafourche Parish Trustees on Thursday and Friday. Council Member Ray Santiny was recognized and made a motion to amend the ordinance coming up for adoption of the King Kove Subdivision to add a section in the ordinance that would revoked any language governing the property of the proposed King Cove Subdivision namely Town of Grand Isle Ordinance No. 979 would be revoked. Joseph Chauvin of GIS Engineering was recognized and reported on the town projects: 1. Louisiana Avenue pump station design is still being worked on. The Hydraulic design is in process. 2. Town Hall Painting Project is moving along but slightly slowed down because of the rain. 3. Community Center Roof Project–the roof material has arrived. 4. Hurricane Protection West End repairs–assessment is being made because of Tropical Storm Barry. The Mayor thanked Mr. Chauvin for helping feed the workers after Tropical Storm Barry. Town Supervisor Chris Hernandez was recognized for his report: 1. Thanked Jefferson Parish Councilman Rickey Templet and the State for providing all the drainage pumps for Tropical Storm Barry. In all 14 pumps were provided. 2. The boom trash truck is still down and Pelican Waste will come down to help pick up trash. 3. Jefferson Parish will replace all the damaged street signs. A joint motion by the Council was unanimously agreed upon to grant permission to the Grand Isle Cheerleader Squad to use the Multiplex for a cake sale and a golf cart wash. The money will be used to buy new uniforms for the new cheerleaders and to help with Homecoming expenses. A joint motion by the Council was unanimously agreed to issue a letter of no objection for a special event permit to the Blue Boot Rodeo for their inaugural rodeo to take place on August 9-10, 2019 at the Sand Dollar Marina and the Tarpon Rodeo Pavilion. A request by April McChesky to remove a couple of oak trees from her property at 188 Elm Lane to build a camp was tabled until the next council meeting. A joint motion by the Council was agreed upon to approve payment of Picciola Construction invoices of $48,500 for work on the Community Center Roof Rehabilitation Project and $43,437 for work on the Town Hall Paint Rehabilitation Project upon review and approval of Joseph Chauvin the engineer for the projects. Motion by Council Member Brian Barthelemy seconded by Council Member Kelly Besson, Jr. and unanimously agreed to approve a letter of no objection for Joshua Soileau to apply for a coastal use permit to add off site fill on a lot for a campsite located across the street from Hebert Lane in Cheniere Caminada. Council Member Kelly Besson, Jr. requests/reports: 1. Announced that there will be a mosquito control aerial spraying on Wednesday, July 23, 2019. 2. Thanked the town crew for a job well done in cleaning up in preparation for the Tarpon Rodeo. He also thanked Jefferson Parish Councilman Rickey Templet for his assistance. 3. Reported that some drainage pumps were being tampered with during Tropical Storm Barry and that some consideration
be made on adopting an ordinance punishing anyone found guilty of tampering with the drainage pumps or pump stations. 4. Reported that mosquito spraying is badly needed between Munnich and Walnut Lanes. 5. Asked if the drainage pipe on Community Lane has a flapper– Town Supervisor Chris Hernandez reported that it has. Council Member Brian Barthelemy requests/reports: 1. Reported that people were dumping trash outside the dumpster by the old fishing pier and asked that “No Dumping Outside Dumpster” signs be placed next to the dumpster. 2. Asked that the old or damaged signs on the curve coming unto the Island be removed. 3. Asked for Council Members to ride along the Island with him to identify places were better drainage of water from the Highway can be identified and try to make improvements. Council Member Leoda Bladsacker requests/reports: 1. Reported that the drainage ditch on Cott Lane needs cleaning and that there was a boat trailer in the ditch. 2. Thanked everyone for working during Tropical Storm Barry. Mayor’s report: 1. Thanked all the Town employees and the Police Chief and his employees for a job well done during Tropical Storm Barry and thanked the many people
that checked on the Towns well being. 2. Thanked Chip Kline (CPRA) for pushing the money for the Hurricane Protection Levee bids. 3. Reported the West End Levee improvements should start in September, a 15 million dollar project consisting of 5 segments. 4. Asked that if anyone witness anyone damaging the drainage pump stations lets us know. 5. Thanked Mr. Official for the videos on face book which kept everyone informed and Kelly Besson for cleaning the highway getting residents home faster. Shelly Jambon was recognized and asked the Council Member who voted no against her subdivision ordinance for their reasoning. Council Member Brian Barthelemy said he was concerned about the drainage, the oak trees and the water pressure. Council Members Kelly Besson, Jr. and Leoda Bladsacker had no comments.
