A 37year-old Lafourche Parish man convicted on weapons charges was senJason tenced to Orgeron 17 years in prison, prosecutors said last week. Following three days of testimony, a 12-member jury found Cut Off resident Jason Orgeron guilty on April 22 of possession of a firearm or carrying a concealed weapon as a convicted felon and possession of a stolen firearm. Last week District Judge Steven Miller handed down the 17year sentence. Orgeron was arrested Oct. 31, 2017, in connection to a home burglary, prosecutors said. Deputies learned several stolen firearms from a Galliano burglary were in Orgeron’s possession, the Lafourche Sheriff’s Office said. BATON ROUGE, La. (AP) — Flush with new cash in an election year, Louisiana lawmakers got generous, passing pay raises and boosted spending plans, but the full bill won’t come due until later years. Despite improved revenue collections, the Legislature didn’t have enough money to cover all the items on its wish list. Rather than say no to officials and constituencies back home, lawmakers who ended their regular session Thursday backloaded some spending plans to hit after the new term begins in 2020. “This is the first year we had a surplus in our budget, and it’s an election year. The combination of those factors, everybody realized it’s a great strategy to ask for more fund-
Agencies partner on restoration project By Halle Parker, Daily Comet Staff Writer
Work to restore two barrier islands and one barrier headland in the Terrebonne Basin is expected to begin in 2020. The Louisiana Coastal Protection and Restoration Authority and the U.S. Bureau of Ocean Energy Management signed an agreement recently to use sand from federal waters to restore about 1,400 acres of habitat on Trinity-East Island, Timbalier Island and the West Belle Barrier Headland. “This project will directly restore the function of the Terrebonne Basin Barrier Islands and West Belle Barrier Headland, increasing their resiliency against damage from future storms,” said Mike Celata, regional director of the Bureau of Ocean Energy Management Gulf of Mexico. The bureau is an agency under the U.S. Department of Interior that coordinates the use of sediment resources with local, state and federal agencies. CPRA project manager April Newman said those three strips of land were “the most critical right now for restoration.” At their current width, the islands and headland are at risk of breaching, which means a gap would form through the land masses. The water allowed in would accelerate the natural erosion process. “Once they breach, we will lose the island,” she said. In addition to providing habitats for animals, the barrier islands and headland offer the coast, including Port Fourchon, protection against hurricanes and fluctuations in the tide. Newman said they also “dampen” the impact on the vulnerable wetlands nearby. The multi-million dollar project will require about 10 million cubic yards of sand to be dredged from areas along the outer

continental shelf of Louisiana, including Ship Shoal, which is about 14 miles southwest of Timbalier Island. The work will be paid for through the National Fish and Wildlife Foundation’s Gulf Environmental Benefit Fund, using money recovered from BP due to the Deepwater Horizon oil spill. The agencies plan to award a bid for the project in August or September and begin pre-construction work by the end of the year. According to the Bureau of Ocean Energy Management, the dredging will last about two years. See Project Page 3-A

Analysis: No budget woes? La. lawmakers created other fueds By MELINDA DESLATTE Associated Press
BATON ROUGE, La. (AP) — Freed from the budget problems of prior years, Louisiana lawmakers found other things to bicker about in their just-ended session: abortion, sports betting, and even cauliflower rice and soy milk. But after years of angry battles over taxes and spending, even the most heated feuds of the 60-day session that ended Thursday seemed pretty low-key by comparison. One of the most contentious fights involved whether to legalize sports betting, an effort pushed for two years by term-limited Sen. Danny Martiny, a Kenner Republican who had this one last session to try to win support. House lawmakers stalled the proposal. Martiny fumed at the microphone about how he was treated by House members. And in retaliation, he helped sink a separate fantasy sports regulation and taxation package sought by the House. A new abortion ban passed by lawmakers and signed by Gov. John Bel Edwards, which won’t take effect unless a federal court upholds a similar Mississippi law, drew more rancorous debates than anti-abortion measures in years past. A handful of Democrats strongly objected to their colleagues’ refusal to include exceptions for pregnancies caused by rape or incest in the ban on abortions as early as six weeks of pregnancy. Sen. J.P. Morrell, a New Orleans Democrat, grew angry on the final day of session when it became clear his bid to exempt feminine hygiene products and diapers from sales taxes would fail to win final passage. He cited the abortion ban, the Legislature’s refusal to ratify an Equal Rights Amendment to the U.S. Constitution, and the failure of equal pay and minimum wage proposals. “Yet again, the Legislature fails women,” Morrell said.

Senators argued over whether to let medical marijuana patients use an inhaler, like asthma patients use, finally agreeing to pass it in the final week. Prompting irritation from a number of lawmakers in the waning days of session were proposals targeting cauliflower rice, almond milk and non-meat burgers. The legislation aims to keep veggie products from being marketed as milk, rice and meat. Ultimately, the House and Senate agreed to the food labeling restrictions that Edwards said he intended to sign into law. But passage only came after loud debate and mocking over the protectionist measures for farmers. Rep. Raymond Crews, a Bossier Parish Republican, called the legislation “silliness really.” A last-minute feud also erupted between lawmakers who wanted to enact a minimum marriage age in Louisiana and conservative House members
who fought the idea, arguing it could delegitimize children born to teenagers. A bill setting the minimum age to marry at 16 passed in the session’s last hour. Despite the tamer nature of the session, one trend that didn’t fail to repeat itself was timing. Lawmakers procrastinated on reaching deals, and the session ended as it nearly always does, in a frenzy of last-minute bill passages that seemed entirely unnecessary to go down to the wire. After a decade of worry about looming or immediate budget gaps, a seven-year tax deal passed last year left lawmakers with a more pleasant difficulty. They had to decide where to spend new dollars for next year and a surplus left over from last year. As usual, the House and Senate managed to be at odds over that task. Behind-the-scenes negotiations on the $30 billion state operating budget, a multibilliondollar state construction budget and a package of companion budget bills continued until nearly Thursday’s 6 p.m.
mandatory adjournment. Meanwhile, lawmakers sat around, taking photos, signing session keepsakes, and giving farewell speeches. A chaotic passing of the spending plans came in the last half-hour before lawmakers had to wrap up with little explanation of what the final negotiated deal contained. Police found a stolen pistol inside a breadbox in the kitchen and two shotguns and three rifles in the backseat of a pickup truck outside the home, prosecutors said. Orgeron was booked at the Lafourche jail. Because he had been convicted of at least seven felonies in the past, he is not allowed to possess firearms, authorities said. Orgeron’s Houma attorney Wilbert Billiot contended his client did-
n’t know about the weapons, which could have belonged to someone else because multiple people stayed at the home. He also criticized the reliability of the witness testimony. The truck containing the firearms belonged to a neighbor, and Orgeron’s fingerprints were never found on any of the guns because they were returned to the owner instead of being tested by a crime lab, Billiot said. In addition to expectations they’ll continue that new funding annually, lawmakers also agreed to higher spending on sheriffs, parish district attorneys, health programs and more in the following years, when some legislators who locked the state into the plans won’t be in office to grapple with paying for them. Democratic Gov. John Bel Edwards said the items that lawmakers passed are “very, very small in comparison” to the overall $30 billion state operating budget — and to the hundreds of millions in tax breaks that House Republicans sought to enact, but that were killed by senators. The spending plans that passed “are not bills that I have concern with. I will tell you that we saw an awful lot of discipline in the Legislature because the ones with the big fiscal notes did not make it all the way through,” the governor said. Under a bill by Monroe Rep. Katrina Jackson, lawmakers boosted the dollars paid to local sheriffs per day for housing state inmates in parish jails. The change will cost $6.5 million in the upcoming budget year that begins July 1 and nearly doubles to $12.5 million a year later in the 2020-21 fiscal year. “We’re demanding more from them in terms of education and training, more in terms of mental health and
substance abuse treatment, and so you can’t really do that and then say, ‘Oh, by the way, we’re going to pay the same per diem we’ve been paying for the last 11 years,’” Edwards said. That later budget year starting in 2020 is also when Louisiana will owe more to local district attorneys and assistant district attorneys, about $1.6 million for a boost to their state-financed salary supplements. That will grow to $3.3 million a year later. Hewitt said she worries about future obligations. But she said lawmakers took a balanced approach in choosing which groups to assist. “The sheriffs originally asked for twice as much as we gave them, and the district attorneys asked for twice as much as we gave them, so we did try to rein it in,” she said. Legislators also agreed to expand Louisiana’s Medicaid program to include more children with developmental disabilities whose parents make too much money to qualify under current eligibility

The journey through the Dr. Seuss-verse features many favorite characters, including the Grinch, Cat in the Hat and the Circus McGurkus. Performances will be at 7 p.m. Thursday, Friday and Saturday, June 13-15; and 3 p.m. Sunday, June 16. General admission tickets are $10 and can be purchased from the Office of Continuing Education in 113 Shaver Gym or at the door. On Saturday, June 15, the cast will also host a brunch in which they perform skits from the musical at 11 a.m. Tickets are $25 for the brunch. The Lafourche Parish Sheriff’s Office will host a radKIDS® Defense Course for children. This course is designed for children 5 to 12 years of age and provide hands-on techniques giving children the tools they need to identify, avoid and if necessary, respond to danger. Course will be held at The Learning Center at Lady of the Sea Hospital, 200 West 134th Place, Cut Off; Tuesday, June 18 through Friday, June 21. Deadline to register is this Friday, June 14. Children ages 5-7 attend daily morning sessions from 9 a.m. to 11 a.m., and an afternoon session is held from 1 p.m. to 3 p.m. for children ages 8-12. Parents can elect to drop children off or stay for the two-hour program each day. Children are urged to
wear comfortable clothing and tennis shoes. Cost is $10 per child (for course materials). Class size is limited, so advance registration is required. THIBODAUX, La. — Nicholls performing arts campers invite the public to Whoville this Thursday through Sunday as they host a production of “Seussical, Jr.” The play features 53 campers, ages 7 to 17, performing the musical at the Mary and Al Danos Theater. “Seussical” debuted on Broadway in 2000, having been written by Tony-award winners Lynn Ahrens and Stephen Flaherty as an adaptation from children’s stories by Dr. Seuss. The story largely revolves around “Horton Hears a Who”, which is a book about an elephant tasked with protecting the tiny planet on a speck of dust containing the Whos and Whoville.

What helps prevent dementia? Try exercise, not vitamin pills By MARILYNN MARCHIONE AP Chief Medical Writer
If you want to save your brain, focus on keeping the rest of your body well with exercise and healthy habits rather than popping vitamin pills, new guidelines for preventing dementia advise. About 50 million people currently have dementia, and Alzheimer’s disease is the most common type. Each year brings 10 million new cases, says the report released recently by the World Health Organization. Although age is the top risk factor, “dementia is not a natural or inevitable consequence of aging,� it says.
Many health conditions and behaviors affect the odds of developing it, and research suggests that a third of cases are preventable, said Maria Carrillo, chief science officer of the Alzheimer’s Association, which has published similar advice. Since dementia is currently incurable and so many experimental therapies have failed, focusing on prevention may “give us more benefit in the shorter term,� Carrillo said. Much of the WHO’s advice is common sense, and echoes what the U.S. National Institute on Aging says. That includes getting enough exercise;

Evidence is weak that some of these help preserve thinking skills, but they’re known to aid general health, the WHO says. Eating well, and possibly following a Mediterranean-style diet, may help prevent dementia, the guidelines say. But they take a firm stance against vitamin B or E pills, fish oil or multi-complex supplements that are promoted for brain health because there’s strong research showing they don’t work. “There is currently no evidence to show that taking these supplements actually reduces the risk of cognitive decline and dementia, and in fact, we know that in high doses these can be harmful,� said the WHO’s Dr. Neerja Chowdhary. “People should be looking for these nutrients through food ... not through supplements,� Carrillo agreed. The WHO also did not endorse games and other activities aimed at boosting thinking skills. These can be considered for people with normal capacities or mild impairment, but there’s low to very low evidence of benefit. There’s not enough evidence to recommend antidepressants to reduce dementia risk although they may be used to treat depression, the report says. Hearing aids also may not reduce dementia risk, but older people should be screened for hearing loss and treated accordingly. ___

CAMARILLO, Calif. (AP) — The average U.S. price of regular-grade gasoline dropped 9 cents per gallon (3.8 liters) over the past three weeks, to $2.84. The price is 17 cents lower than what it was a year ago. The highest average price in the nation is $3.94 a gallon in the San Francisco Bay Area. The lowest average is $2.27 in Baton Rouge, Louisiana. The average price of diesel fell by 4 cents since May 17, to $3.12. ___
BATON ROUGE, La. (AP) — A 13-year-old Baton Rouge boy has pleaded guilty to negligent homicide in the shooting death of a first grader. Officials say 6-yearold Jahiem Holliday was shot and killed in the backyard of a home on Nov. 2. Prosecutors say the older boy pointed a gun at the 6-year-old and
fired a shot. The defense says it happened accidentally while the boys pretended to film a rap music video. The 13-year-old will face adjudication on July 10 in East Baton Rouge Parish Juvenile Court. Adjudication is equivalent to sentencing in the adult court system. The judge says the maximum penalty for a juvenile who commits negligent homicide is five years.

Golden Meadow Chief of Police Reggie Pitre announced two Golden Meadow men have been charged in burglary and theft investigations. Jovan Rago, 42, and Lonny Lerille, 47, both face charges in the investigations. On April 13, 2019, officers responded to a burglary at a residence in the 2600 block of North Bayou Drive. A welding machine, gun cabinet, and several other valuable items were stolen in the burglary. Officers reviewed surveillance video and identified Jovan Rago as a suspect in the burglary. Officers set up a meeting with Rago, but he did not show up. A warrant was then issued for his arrest. Then on April 15, officers responded to a reported theft of a boat in the same area. Once again, officers obtained surveillance video and identified Rago as assisting in the theft of the boat and obtained a warrant. Rago was the passenger in a truck identified as belonging to Lonny Lerille. Officers later made contact with Lerille but he denied assisting Rago. On June 2, officers conducted a traffic stop on Lerille’s truck traveling on South Alex Plaisance Boulevard. Officers identified Lerille

as the driver and Rago as the passenger. Lafourche Parish Sheriff’s Office deputies also arrived on scene to assist. When officers instructed Rago to exit the truck, he told them he wasn’t going back to jail and attempted to flee on foot. Officers pursued, and he was taken into custody. Because Lerille was found with Rago, he was arrested as an accessory after the fact. Rago and Lerille were booked into the Lafourche Parish Correctional Complex in Thibodaux. Rago was charged with Simple Burglary, Felony Theft, and Resisting an Officer, and his bail is set at $41,000. Lerille was charged with Accessory after the Fact to Felony Theft and Accessory after the Fact to Simply Burglary, as well as improper vehicle lighting. He was released after posting $1,050 bail. After further investigation, Lerille was identified as the driver in the April 15 boat theft. On June 6, he was arrested on an active warrant for Felony Theft and subsequently released after posting $5,000 bail.
