Senate approves $150 million for La. 1 upgrades

Teacher raises win final passage from Louisiana lawmakers By MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — Louisiana’s public school teachers and support workers will get larger paychecks, and districts will get more money for operations, after lawmakers in the House unanimously agreed Monday to the education spending plan, handing Gov. John Bel Edwards a significant legislative victory. Monday’s 103-0 House vote ended a stalemate between House Republican leaders and the Democratic governor, who had pushed the $3.8 billion financing formula backed by the state education board and the Senate. Applause broke out in the House and Senate when passage was announced. Beyond locking in the education spending plans, passage of the K12 public schools formula also paves the way for a final budget deal to be reached before the legislative session’s end Thursday. Area better protected as hurricane season officially underway By Julia Arenstam Daily Comet Staff Writer

It’s been 14 years since Hurricane Katrina forced thousands of residents in Terrebonne and Lafourche parishes out of their homes. It’s been 11 years since Hurricane Gustav made landfall in Cocodrie and Hurricane Ike claimed two lives in the area. And it’s been seven years since Isaac, the area’s last hurricane. This year, the National Oceanic and Atmospheric Association is predicting a “near-normal” Atlantic hurricane season, which began Saturday. According to the 2019 outlook, NOAA is predicting a 70 percent chance of nine to 15 named storms and four to eight hurricanes, with two to four of those being major hurricanes. Terrebonne and Lafourche parishes have taken steps to improve drainage and preparation ahead of this year’s storm season. In Terrebonne, dozens of emergency generators have been installed for the parish’s electric pump stations to prevent the flooding seen during 2008?s back-toback storms. Parish President Gordy Dove has said

about 10 percent of the parish’s electric pumps lacked a back up generator, which likely affected flooding in 2008. The generators were intended to be in place before the 2018 hurricane season but were not fully installed until later in the year due to purchasing delays. Terrebonne has also finished construction on two new emergency safe rooms for first responders, one in Gray and one on the east side of Houma. Combined, the two facilities will have more than 300 beds for emergency personnel to use during hurricanes or major storms. Both are designed to withstand Category 5 hurricanes. The Louisiana Senate unanimously approved a bill Monday to spend $150 million to complete the elevation of La. 1 from Leeville to Golden Meadow. House Bill 578 will head back to the House for concurrence before hitting Gov. John Bel Edwards’ desk. The La. 1 spending package is part of $700 million that will be spent statewide from yearly BP economic damage payments from the 2010 Deepwater Horizon oil spill. Once finalized, the money will be set aside beginning in the 2021 fiscal year. The LA 1 Coalition celebrated the bill’s passage Monday. The coalition has been working to find funding for this phase of the project since the last phase was finished in 2011. “The Coalition wants to thank our state delegation from the region, from Representative Tanner Magee for heading the effort on the House side to Sen. Chabert and Rick Ward for chairing this effort on the Senate side,” LA 1 Director Henri Boulet said. “We could not have done it without their dedication to making a significant investment in our state infrastructure.” See Senate Page 3-A

School Board to consider authorizing raises By Halle Parker Daily Comet Staff Writer

The Town of Grand Isle will host a Music Fest this Saturday, June 8 beginning at 10 a.m., on the beach across from the Grand Isle Community Center, 3811 LA-1. Price of admission is $10. The festival will feature bands such as Contraflow, Dirty Water Blues and more. All proceeds go directly to island restoration projects.

The Lafourche Parish School Board is set to consider including salary increases for all of the school district’s employees during its meeting on Wednesday. Lafourche Superintendent Louis Voiron proposed the addition of a step increase for all employees to the proposed 2019-20 budget during the Finance Committee meeting on May 14. Employee pay in the school district has been frozen for the past three years. He also requested for the budget to include adding back one contract day to all employees with contracts for 185-plus days. Cutting the day of work was the equivalent of a pay cut for each of those employees, he said. The single day of work was removed last year. According to Wednesday’s agenda, the step increase will cost about $485,000, and the return of the contract day will cost $81,000. “We’ve lost a lot of employees and teachers in particular over the last couple of years,” Voiron said during the board’s Finance Committee meeting in May. “If we don’t try to start addressing it, I fear we will lose more.”

Bayou Country Superfest drew about 50,000 to Baton Rouge

BATON ROUGE, La. (AP) — The return of Bayou Country Superfest to Louisiana’s state capital drew about 50,000 people over the Memorial Day weekend. The Advocate reports the attendance in Tiger Stadium was less than half the crowd that showed up in 2016 — the last time the event was held in Baton Rouge. It was also smaller than crowds attending the event in New Orleans. Festival Productions Inc. released the figures Wednesday. Visit Baton Rouge spokeswoman Karron Alford attributed the lower numbers to the timing of when the lineup was announced. She says fans found out Valentine’s Day, when previously the talent was announced before Thanksgiving, allowing people time to gift tickets and make plans for the May holiday. Imported shrimp? Louisiana restaurants will have to say that

BATON ROUGE, La. (AP) — Louisiana restaurants soon will be required to tell customers if they sell imported shrimp or crawfish. Rep. Jerry “Truck” Gisclair, a Lafourche Parish Democrat, described his bill as addressing health concerns. He says too little testing is done on shrimp or crawfish entering the United States from countries like China and Vietnam. The measure sailed through the Legislature with unanimous support and strong backing from Louisiana’s seafood industry, which has criticized foreign imports. A 93-0 House vote

Friday sent the bill to Gov. John Bel Edwards, who is expected to sign it. Restaurants will have to post information about imported crawfish or shrimp on menus or signs at their main entrances. The American Shrimp Processors Association praised the bill as a victory for consumer transparency.

House spurns bill to set minimum marriage age in Louisiana

BATON ROUGE, La. (AP) — Lawmakers in the Louisiana House on Sunday refused to set a minimum age to marry in the state, an idea that drew strong opposition from the chamber’s conservatives. The Senate crafted a bill by Sen. Yvonne Dorsey Colomb, a Baton Rouge Democrat, that would bar anyone under 16 years old from being able to marry in Louisiana, with those who are 16 years old or 17 years old unable to marry someone who is more than four years older than they are. The House refused that idea, instead rewriting the legislation to continue requiring parental consent for anyone under 18 to marry. This raise would be in addition to the state-financed raise that has been proposed in the legislature and approved by the House Appropriations Committee on Sunday. The raise from the state will provide teachers with $1,000 raises and support workers with $500 raises. At the Finance Committee meeting, no school board members spoke out against the raise or the contract day. The committee unanimously recommended for the full board to authorize the district’s business manager to incorporate them into the budget. The Coalition has made similar, yet unsuccessful, large plays for state funding in the past. This time, Boulet said the bill’s success as a statewide spending measure and strong community support helped get it passed. “We had a large coalition of stake holders supporting the bill, think that’s what it takes now to get something like this passed,” he said. With the state allocation, the project is now poised to receive match funding from the federal government through the U.S. Department of Transportation Infrastructure for Rebuilding America grant program. That match request will come from the state, but the LA1 Coalition will continue to work with state leaders to push the project forward, Boulet said. Construction will depend on the availability of those federal funds. The project would still need about $40 million to become fully funded, however, he said. “This bill, and the spending of this money for the statewide economic damages that we suffered due to that disaster is going to represent a coming to a close … to our settlements with the Deepwater Horizon disaster,” Sen. Norby Chabert, R-Houma, said. The bill was primarily sponsored by Rep. Tanner Magee, RHouma, and Sen. Rick Ward, R-Port Allen. “If we had not had Tanner make this a commitment of his in this session, I don’t think we would be where we are today,” Boulet said. It was heavily amended from the version that was introduced in the House that only provided funding for the La. 1 and La. 415 projects. After being presented to the House, many representatives wanted the BP economic damage funds to have a larger impact across the state. “We put a lot of time and effort to make sure we address preservation, capacity and economic development and tried to touch every corner of the state,” Ward said. While the bill provides for about $700 million headed straight to projects, local matching dollars bring the total impact up to “well over $1 billion in projects, each and every one of them having a huge economic impact in their area,” Sen. Hurricane From 1-A

In Lafourche Parish, the South Lafourche Levee District is continuing construction of a swing gate on La. 1 in Golden Meadow that will help speed up the evacuation process for those outside the flood protection system. The project will close the biggest hole in the south Lafourche levee system. The gate will allow for a speedy road closure, bringing the 12-

foot elevation of the road up to the 18-foot levee. During previous major storms, the levee district had to install Hesco baskets to close the gap, a more costly and timeconsuming process. Construction is scheduled to wrap up this summer. The parish has also refurbished or is in the process of upgrading several pump stations since the 2018 hurricane season. Those projects include ongoing renovations at the Cyprien pump station in central Lafourche, installing a larger, automatic pump in Pointe-aux-Chenes, upgrades at the Sugar Ridge East pump station, and replacing the Coastal Pump station in Lockport and the Parr Larose pump station. Although no storms are forming in the Atlantic right now, historic high water along the Mississippi River has many residents preparing for a wet summer. Both parishes have established emergency notification systems for residents to receive upto-date alerts in the event of an approaching storm. Lafourche Parish is using the new Everbridge system in conjunction with the Sheriff’s Office. Residents can sign up at www.lpso.net/news/al erts. “Today’s an exciting day: the first pay raise our teachers and support staff have had in many years has passed the Legislature,” Edwards said in a statement. “Only one hurdle for this raise remains in the Legislature, and that’s approval of the budget bill that supports this raise and the increase.” The school funding formula bumps up spending on public schools by $140 million in the financial year that begins July 1. Teachers and other certificated personnel will get a $1,000 pay raise, support workers will see their salaries grow by $500 and districts will get an extra $39 million in discretionary money as the per-student allocation grows from $3,961 to $4,015. “This resolution will help the children,” said Rep. Katrina Jackson, a Monroe Democrat. The pay raises and district increases were the centerpiece of Edwards’ agenda for the two-month legislative session. Edwards, who is running for reelection with the support of the teachers unions, described the raises as a “down payment” on a multiyear plan aimed at boosting teacher salaries to the regional average. He said the pay raises will help address teacher shortages that exist in nearly every subject area and the state’s difficulties recruiting new teachers. The average

After weeks of bickering behind the scenes, Monday’s debate on the House floor was relatively subdued, with Republicans largely silent on the legislation. Under pressure from school leaders in an election year, House GOP leaders a few days ago ended their stalling of the financing plan. House Republicans had backed the teacher and support worker raises but had raised objections about the discretionary dollars for districts, questioning if Louisiana can afford them. Mr. Chiasson was born August 9, 1960 and passed away peacefully on May 30, 2019. He was a loving husband, father and grandfather. Jody retired from Edison Chouest Offshore. He loved gardening, being outdoors, hunting, and never met a stranger. He had a heart of gold and would give you the shirt off his back if you needed it. Jody loved cooking and spending time with his family and friends, especially his granddaughters, who were the light in his eyes. Pawpaw loved the fact that he had the same birthday as Hannah. He is preceded in death by his parents, Lawrance and Wilavia Toups Chiasson; and a brother, Kim Chiasson. Harvey J. Detillier, D.D.S., age 82 ½ years, a native and resident of Lockport, LA, died on Thursday, May 30, 2019. Husband of Wanda Laris Detillier for 59 years. He was preceded in death by his father, Harvey P. Detillier; mother, Laura Allemand Detillier and brother, Robert “Bobby” Detillier. Harvey leaves behind to cherish his memory, his sister, Patricia D. Constant; sister-inlaw, Carolyn Detillier; brother-inlaw, Rudy Laris Sr. (Myrtle); and numerous nieces and nephews. Dr. Detillier was a 1960 graduate of Loyola School of Dentistry. He then served as a dentist in the U.S. Naval Reserve in California with the rank of Lieutenant for two years. Then he dedicated fifty-three years of dentistry in Lockport with concern for all his patients and friends. He was a member of local, state, national and international clubs and fraternities. A Mass of Christian Burial had taken place on Tuesday, June 4, 2019 at Holy Savior Catholic Church in Lockport. GOSHEP Town Hall Repairs – the town will not be obligated to pay the $57,000 penalty on payments for the Community Center for Katrina but will be it deducted from the money that GOSHEP owes the town for payments on the Natural Gas Station Repairs. 4. Smith Lane Pump Station – the Town and the Levee Board will be putting up $75,000 each for the job and Jefferson Parish will be putting up $150,000 for the project. 5. He mentioned that Orange Lane, Santiny Lane and Cypress Lane will be getting another pump. Building Official Rodney Rigaud was recognized and reported that he was getting a lot of calls on people interested in buying property and everything in the building department was going well. The Mayor thanked Kelly Besson, Sr. and Arthur Bellanger for their work in the Independent Levee District Board. Motion by Council Member Brian Barthelemy seconded by Council Member Leoda Bladsacker and unanimously agreed to grant Josh Jambon his request to trim some oak trees on his property at 101 and 103 Medical Lane according to his mention of having a licensed orbiter to do the work. A joint motion was unanimously agreed upon to approve the Taylor Power System Standby Generator Industrial Maintenance Service Agreement for the Multiplex Center at a cost of $4,600.00 per year. A joint motion was unanimously agreed upon to approve payment of Crescent City Title WB, LLC invoice of $1,410.00 for the assessment of the Old Library Beach Property. Motion by Council Member Brian Barthelemy seconded by Council Member Leoda Bladsacker and unanimously agreed to again table the request of Glen Vail to cut some trees at 173 Landry Lane until next meeting and was requested to be contacted to attend the next Council Meeting to discuss the issue with the Council. A joint motion by the Council was unanimously agreed upon to grant the request of the Rotary Club to use the parking area of the Multiplex Center to hold a bake sale on June 8th, 2019. The Bib Tabulation List for Renovations & Additions to the Grand Isle Police Station at the Multiplex Center was presented to the Council. Picciola Construction has the low id of $1,010,000. The Mayor reported that he would meet with the Jefferson Parish Sheriff for the extra $250,000 needed to fund the project. Council Member Ray Santiny request/reports: 1. Reported that he consults with Street Supervisor Chris Hernandez for constituents’ requests. Council Member Kelly Besson requests/reports: 1. Reported that the ditch by the Grand Isle Independent Levee District needed to be cleaned. 2. Reported that Darby Bourgeois whose son drowned on Grand Isle last year volunteered to donated life jacket stations to be placed on the beach for public use at no cost to the Town. The Council waived any permits or costs needed by the Town to place the stations on the beach on a motion by Council Member Kelly Besson, Jr. and seconded by Council Member Brian Barthelemy. 3. Council Member Kelly Besson, Jr. made a motion which was seconded by Council Member Brian Barthelemy to appropriate $3,000 to purchase game equipment for the kids to have a game night at the Community Center. Council Member Mona Santiny requests/reports: 1. Reported that she had consulted with Chris Hernandez for her requests. Council Member Brian Barthelemy requests/reports: 1. Commented that Jody Adam had been hired to clean ditches and needed to be placed on that job instead of cutting grass and picking up trash or other jobs. 2. Reported that the drainage culvert by Gerald Cheramie’s house needs a flap gate on it to prevent tide waters from seeping during high tides. 3. Reported that there are many lots with overgrown grass and letters needs to be sent to have them cut. 4. Commented that the summer job program was getting started and we needed a reliable supervisor for the crew. 5. Questioned if funding could be acquired for a Visitor Center in the middle of the Island. The Mayor mentioned that he would work on it. Council Member Leoda Bladsacker requests/reports: 1. Questioned about placing mile markers on the beach. Street Supervisor was in the hospital and therefore could not comment on the status. 2. Reported that vehicles were getting stuck on the levee at the Sureway and Chighizola Crossovers. Mayor’s report: 1. A joint motion was unanimously agreed upon to support the Mayor’s Executive Order that the Town faces the prospect of the Bonnet Carre Spillway being opened for an unprecedented second time in a matter of months and Morganza Spillway likely being opening June, 2019 and likely causing a drastic increase in the ongoing in influx of freshwater into the town estuaries and waterways and the Town recognizes the importance of flood control measures, including the opening of the Bonnet Carre Spillway and Morganza Spillway , taken as a result of the present state of the Mississippi River. Whereas the very definite threats of irreparable environmental harm and loss of property and related threats to the health, safety, welfare and resilience of the citizens of the Town of Grand Isle are now imminent the Mayor by power invested in him does hereby proclaim that a State of Emergency exist in the Town of Grand Isle and all the Emergency Preparedness Plans and all Emergency Operations Plans be activated. 2. Extended his congratulations to the 2019 graduating High School Seniors. 3. Announced that the Garden Club had again won a Clean City Award and congratulated them. 4. Announced that hopefully in July there will be a 100 year celebration for the Town Hall. 5. Announced that 19,000 cars passed through the radar car this weekend.
