A LockWayne port town Bourgeois councilman was arrested Sunday following a two-vehicle crash in Thibodaux, authorities said. Wayne Bourgeois Jr., 39, of Lafourche Street, was charged with DWI third offense and failure to drive on the right side of the road, State Police said. In an interview Monday, Bourgeois said he regrets the incident and takes responsibility for his choices. “It’s not something I’m proud of, but I did it,” Bourgeois said. “Being on the council and on several boards, I stand by whatever decision I make. Special session collapses without tax deal By MELINDA DESLATTE, Associated Press

BATON ROUGE, La. (AP) — Louisiana lawmakers failed to reach a tax deal by Monday’s deadline, cratering their second special session this year without agreement and passing a budget that would force deep cuts across state government next month. The House and Senate couldn’t agree on what level of taxes to raise in the budget year that begins July 1, and the House ended at midnight in meltdown as lawmakers tried to scramble to bring up a sales tax bill that was opposed by House GOP leaders. Gov. John Bel Edwards said he’ll call another special session to try to avoid steep slashing across the TOPS tuition

program, college campuses, the child-welfare agency and public safety programs. He didn’t say when the session would start, but said it would end before the new budget year begins. “We’ve just got a little more work to do. It’s going to take a little more time,” the Democratic governor said. Disagreements about the size of the problem, the amount of money to raise and the approach to take couldn’t be bridged. In the session’s final hour, Rep. Walt Leger, the House’s top-ranking Democrat, pleaded with his colleagues to approve a sales tax bill backed by the Senate to raise about $500 million. House Speaker Taylor Barras and House GOP leader Lance Harris opposed the measure, which raised

more money than they supported, and the bill fell six votes short of the 70 needed to pass. Harris’ smaller sales tax bill to raise $400 million only got 38 votes a short time later. When Republican Rep. Julie Stokes sought to bring Leger’s bill back for a second consideration in the session’s final minute, Barras and Harris helped block the vote and let the clock run out, even as Leger shouted: “Vote for the bill. Avoid the special session!”

Young anglers have the chance to show off their fishing skills Saturday during the Fifth Annual Perch Jerkin Classic where camaraderie and competition will rule the day. The tournament, which will take place at Lockport’s Bayou Side Park, is thanks to three community members, Jarrod Brunet, Brandon LeBlanc, and Josh Adams, who have hosted the event annually since 2014. Tournament Director Jarrod Brunet said he did not see a lot of children’s tournaments around as he got older. “I grew up fishing with my father and grandfather and took a passion for it. I remember fishing my first tournament as a

child and still hold those memories. I had hoped in recreating those memories for today’s youth.” Brunet stated. Jarrod’s hope has come full circle, and now community kids from up and down the bayou are building those memories as well. Jarrod knew he would need help in bringing the tournament to life, so he reached out through Facebook to see if there was any interest in putting together a kid friendly fishing competition. It did not take long for Josh and Brandon to respond, both full of enthusiasm and the willingness to help. The rest, as they say, is history. Participation has grown each year substantially since the event’s inception. See Perch Page 5-A

The Lafourche Planning Commission rejected initial plot designs of a mobile home park in Cut Off last week, citing concerns over frontage spacing. The commission was split in a 2-2 vote with one member being absent. Those voting against it were Dennis Switzer and Malcolm Landry, who later said the plans did not account for the regulated 20-foot spacing requirement from the property line. Commission members Darren Duet and Irene Zeringue voted to approve the plots. Donna McBroom-Theriot was absent. “If you come back with the 20-foot setback, I’ll vote for it,” Landry said. Several residents of East 39th and 40th streets, which neighbor the proposed site, spoke in opposition. They raised a number of concerns about safety, noise and drainage. “Nothing positive comes from that,” East 40th Street resident Matthew Carrel said. The developer is looking to create 11 mobile home spaces on the property. If the plats were approved, the project would move into the engineering phase and return to the commission for another approval, parish Planning Manager Pat Matherne said. Cut Off Fishing Club Rodeo set for Friday and Saturday

The Cut Off Fishing Club will host their 15th annual Fishing Rodeo on June 8 and 9 at the Cut Off Youth Center. Adult tickets are $20, and youth tickets are $15. Seatbelt checkpoint slated for June 7

The Lafourche Parish Sheriff’s Office will conduct a seat belt checkpoint in Lafourche Parish during the daytime hours of Thursday, June 7. During this checkpoint, deputies will be checking motorists for seat belt and safety seat violations, as well as for proper inspection tags and other potential violations. Checkpoints are designed to help raise awareness for these types of violations and make the highways of the parish safer for all motorists.

5th annual Perch Jerkin’ Classic will be held this weekend

The hidden costs of prescription drugs: A pharmacist’s view

On Thursday, May 31, Governor Edwards signed SB 283, a bill authored by Sen. Fred Mills. This legislation did not receive a lot of coverage during the regular legislative session but was a big accomplishment in the ongoing fight to lower the cost of prescription drugs. This law will restrict one of the biggest drivers of high prices for medications, Pharmacy Benefit Managers (PBMs). It will bring a more transparent health care system and, importantly, smaller hits to your wallet when you visit your local pharmacy. When you go to pick up and pay for a prescription you might not realize how many negotiations and back-room deals determine which brand of medication you receive and how much you pay for it. PBMs are the hidden middlemen between the insurance company and the pharmacy and have unprecedented say in your health care treatment. Thanks to new legislation that just passed the state legislature, the power of the PBMs will soon be curbed in Louisiana. When PBMs were first created, they were intended to lower the cost of prescription drugs by negotiating with the pharmaceutical companies and the health care plans to get the best price possible for consumers. Since then, they have transformed into powerful companies that have more than 40 different revenue streams. These companies can dictate physician practices through health plan requirements, collect highdollar rebates from drug manufacturers to drive their medication coverage decisions, offer takeit or leave-it contracts to independent pharmacies and prevent pharmacists from divulging cheaper

pricing options to consumers, known as the “gag clause.” Today, little of their business model achieves the original purpose of PBMs - to actually lower the costs of medications for patients. The prescription drugs that health insurance plans will cover are often dictated by the size of the rebate the PBM can receive from a manufacturer. PBMs then require a patient to pay more for the drug by using their insurance or co-pay rather than paying out of pocket, thereby maximizing the PBM’s profit. This is a contributing factor to the rising cost of health care for patients across the country and can limit the ability for patients to receive the best medications possible for their condition. Just in the last month, I filled a prescription that required a specific generic manufacturer of Methylphenidate extended release, while a cheaper generic by another manufacturer was available. The patient could have saved more than $100 by paying cash for the cheaper generic. However, because of the gag clause, I was unable to tell them about the cheaper option and help them save money. The PBM industry is largely unregulated and the gag clause prohibits pharmacists from disclosing the unfair business practices of PBMs to plan sponsors, drug manufacturers and patients. Senate Bill 283 is crucial to reigning-in the unfair and deceptive trade practices of PBMs. I want to commend the Legislature for passing legislation that will help lower health care costs for consumers. DESTREHAN, La. (AP) — A prosperity gospel televangelist says he’s not asking followers to pay for a new $54 million jet, but to join him in “believing” in God for it to come. The New Orleans Advocate reports that Jesse Duplantis’ latest message came in a new video posted Saturday to his church’s website. It would be the Louisiana-based ministry’s fourth plane. Duplantis says he gave the first two to other ministries and would donate the current one if he gets a new one. He said he wasn’t upset by news coverage of his May 21 video. He said he’s excited to get so much press. Duplantis also said many people have called to say they want to “get involved in that new plane you’re believing for.” ___

Louisiana spending plan to pay down debts signed into law

BATON ROUGE, La. (AP) — Louisiana is using millions of unbudgeted cash from the last two budget years to pay down state debts. A spokesman for Gov. John Bel Edwards said Friday that the governor has signed the spending plan into law. Nearly $89 million will pay down a debt owed to managed-care companies that oversee services for most Louisiana Medicaid patients. More than $50 million will pay off legal judgments against the state. Another $12 million will lessen state retirement debt. More than $21 million will pay FEMA for part of Louisiana’s share of ongoing disaster recovery efforts. Other dollars will cover the state’s obligations to economic development commitments. HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. increased by one this week to 1,060. At this time a year ago there were 916 active rigs. Houston oilfield services company Baker Hughes reported Friday that 861 rigs drilled for oil this week and 197 for gas. Two were listed as miscellaneous. Among major oiland gas-producing states, Oklahoma added two rigs, and Colorado, Texas, and Wyoming each added one. Louisiana lost two rigs. New Mexico and North Dakota each lost one. Alaska, Arkansas, California, Ohio, Pennsylvania, Utah, and West

Virginia were unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May of 2016 at 404. ___

110 Confederate monuments removed in US since 2015

BIRMINGHAM, Ala. (AP) — It took generations to erect all the nation’s Confederate monuments, and a new report shows they’re being removed at a pace of about three each month. The study — released Monday by the Southern Poverty Law Center — shows that 110 Confederate monuments have been removed nationwide since 2015, when a shooting at a black church in South Carolina energized a movement against such memorials. The number — which includes schools and roads that have been renamed in California, a repurposed Confederate holiday in Georgia, plus rebel flags and monuments that have been taken down in Alabama, Louisiana and elsewhere — represents a relative handful compared with the more than 1,700 memorials that remain to hail the Southern “lost cause.” Many of the Confederate monuments that are now controversial were erected in the early 1900s by groups composed of women and veterans. Some honor generals or soldiers; others bear inscriptions that critics say wrongly gloss over slavery as a reason for the war or portray the Confederate cause as noble. The Old South monuments are supported by groups including the Sons of Confederate Veterans, which is erecting new memorials even as others are removed. ___

NEW ORLEANS (AP) — A Virginia man has slurped down 40 dozen oysters to claim victory at this year’s World Oyster Eating Championship in New Orleans. NOLA.com/The Times-Picayune reports Darron Breeden ate 480 of the bivalves in eight minutes in Sunday’s Oyster Festival event. About 4,000 south Louisiana oysters were prepared and shuttled tray by tray to a table laden with hot sauce, beer and other drinks. The seven contestants hunched over the checked tabletop as judges in striped shirts kept careful count, turning over a new number with each dozen consumed. Miss America eliminates swimsuits and won’t judge on looks

ATLANTIC CITY, N.J. (AP) — The Miss America pageant is dropping the swimsuit competition, saying it will no longer judge contestants on their appearance. The competition began nearly 100 years ago in Atlantic City, New Jersey, as a bathing beauty contest designed to keep tourists coming to the seaside resort the weekend after Labor Day. But it has run into resistance to the swimsuit, and to a lesser extent, evening gown competitions, that had come by some to be seen as outdated. An email scandal last December in which former Miss America officials denigrated the intelligence, appearance and sex lives of former title winners led to a shake-up at the top, and the group’s top three leadership positions are now held by women. In place of the swimsuit competition, contestants will participate in an interactive session with the judges “where she will highlight her achievements and goals in life and how she will use her talents, passion, and ambition to perform the job of Miss America,” the organization said in a statement. The changes will start with this year’s broadcast on Sept. 9.

It’s unclear if the bill could have reached the two-thirds support needed to pass, but shouts and boos filled the House floor as Barras announced time had expired on the session. Rep. Andy Anders, a Vidalia Democrat, told his colleagues: “I’m really disappointed in this whole process ... It’s hard to go home.” Edwards had wanted lawmakers to replace $648 million in temporary taxes expiring July 1. But the governor couldn’t win support for the full amount in the Republican-led Legislature, and backed the Senate proposal in the session’s final days. Edwards placed blame for the session’s failure squarely on the House Republican leadership. “It is a sad day for the state of Louisiana. You saw a minority in the House clearly let politics take priority over people. Our state deserves better,” he said. Lawmakers were in their sixth special session since Edwards took office in 2016, all of the sessions involving Louisiana’s continuing financial problems, which have stretched over a decade. And they’re headed to a seventh one. Nearly $1.4 billion in temporary taxes, mainly sales taxes, passed by lawmakers in 2015 and 2016 are expiring when the new financial year begins. Increases in other tax types lessen the gap, leaving Louisiana estimated to bring in $648 million less in general state tax dollars next year. The centerpiece of tax negotiations involved the expiration of a 1 percent sales tax hike enacted two years ago that would drop the state sales tax rate to 4 percent in July. The House initially voted for Harris’ proposal to renew onethird of the expiring tax, to have a sales tax rate of 4.33 percent on July 1. The Senate backed a 4.5 percent rate. The difference was 17 cents in sales taxes on every $100 of spending. Democrats, particularly members of the Legislative Black Caucus, also held out until they got passage of an expansion of a tax break program for the working poor. And both the House and Senate agreed to scale back an individual income tax break that Louisiana allows for taxes paid to other states, raising about $34 million for next year. First Class Jesse LaGrange, Bourgeois was traveling about 2:47 a.m. when he got involved in a two-vehicle crash on La. 308 just north of La. 3185. Bourgeois was behind the wheel of a 2018 GMC Acadia SUV and the other motorist was driving a 2018 Nissan Altima, authorities said. Bourgeois crossed the centerline and sideswiped the Altima. Although Bourgeois was not hurt, the other motorist suffered minor injuries and was transported to Thibodaux Regional Medical Center, LaGrange said. Bourgeois was arrested on the scene and was taken to the Lafourche Parish jail, where his blood-alcohol level was found to be over the legal limit of .08, LaGrange said. Bourgeois was released Sunday after posting a $10,050 bond. Bourgeois, elected to the council in 2016, is also the town’s assistant fire chief. He is cofounder of the Community Crusaders of Lafourche, co-founder and board member of the Bayou Lafourche Festival Association and helps organize the Lockport Food Festival. Bourgeois is scheduled to appear in court July 6. “I’m human like everyone else and make mistakes,” Bourgeois said. “I don’t fault people for the mistakes they make, but all I can do is take responsibility for what I have done. It wasn’t a smart decision, but thankfully there were no serious injuries. If a developer meets the requirements, then they don’t have any legal basis to deny the application. The Planning Commission does not have the authority to determine land use, Matherne said. Alecia Champagne,

with Charles L. McDonald Land Surveyor Inc., spoke on behalf of the project, saying these plat designs were “very preliminary” and the developer would abide by all parish regulations. Champagne said she plans to resubmit the designs to the commission. The commission did unanimously approve preliminary plats for the Moss Cove subdivision in Thibodaux. Acadia Land Surveying, LLC submitted the application for 80 lots on the north side of Talbot Avenue near the intersection with Waverly Road. Drainage problems in the Waverly Road area has been highly discussed by residents and parish officials. One resident, Alvin Naquin, spoke out against the Moss Cove subdivision, saying the area is already in a crisis state. Naquin criticized the administration for not addressing the drainage problems in that area. “We’re living the American nightmare because someone wants to fill their pockets all the time,” he said. The Public Works Department has met with Naquin and the engineers and developers of the project several times and the drainage plan exceeds parish requirements, compliance officer Aaron Frymoyer said. The parish requires that post-construction runoff does not exceed pre-construction runoff. According to the proposed plans, runoff will actually decrease after construction, Frymoyer said. The districts are working on levee reaches K and L from Pointe-aux-Chenes to Cut Off, construction of mitigation terraces, a closure structure in Grand Bayou, as well as planning and design for the intersection of the system levees from Larose to Lockport and beyond, with an eventual closure in the GIWW to tie the system into the SLLD north seawall. Marjorie “Margie” Lorraine, 90, a native of Galveston and resident of Cut Off, passed away on May 31, 2018. A Funeral Mass was held on Saturday June 2, at Sacred Heart Catholic Church in Cut Off with burial following in the church cemetery. Mrs. Marjorie is survived by her children, Edville A. Lorraine Jr. (Linda), Elvina L. Cheramie (Gerald), Mary L. Foret (Keith), Terry J. Lorraine (Charlene), and Rose L. McElroy (Keith); 14 grandchildren; 15 great grandchildren; and 4 great great grandchildren. Mrs. Lorraine was preceded in death by her husband, Edville “Lolo” Antoine Lorraine, Sr.; great grandchildren, Sierra and Sloan Harman; father, Walter Morgan; mother, Roberta Robinson; and step father William Jacobs. She loved her family and adored all of them, enjoyed reading, talking on the phone, prayed her Rosary daily, and had a devotion to St. Jude. Rochelle Terrebonne, 57, a resident of Golden Meadow, unexpectedly passed away May 30, 2018 at home. Beloved wife of Carroll Terrebonne. She was preceded in death by her father, Robert Schreiber, and her mother, Shirley Schreiber. Rochelle was happiest when she was tending to her plants, meeting people or celebrating the holidays. She was a successful businesswoman with a degree in BS, RHIA and a nationally recognized speaker in the healthcare industry. A lifelong learner, Rochelle always encouraged young people to expand their education. She worked hard and didn’t let her disease get the best of her (She was a 17 year Whipple survivor). She put others first and was caring and giving with all her heart. A memorial mass will be held at a later date.

TOWN OF GRAND ISLE REGULARLY SCHEDULED TOWN MEETING TUESDAY, MAY 22, 2018 6:00 P.M.

The meeting was called to order by Mayor David Camardelle who led the Pledge of Allegiance to the American Flag. Council Member Bladsacker then followed with a prayer. Roll call was as follows: PRESENT: Council Members – Ray Santiny, Kelly Besson, Jr., Mona Santiny, Brian Barthelemy, Leoda Bladsacker, Chief Laine Landry ABSENT: 0 Motion by Council Member Brian Barthelemy seconded by Council Member Mona Santiny and unanimously agreed to amend the agenda as follows: 7-B An ordinance adopting the FY 2-18-19 Town Operating Budget Melissa Terrebonne with the G.I. Community Development Team gave an update on their accomplishments: 1. The Bird Fest was a great success. 2. Recognized the Grand Isle Shipyard for a $1,000.00 donation. 3. The Garage Sale will have 7 garage sale spots, 42 arts and crafts booths and many food vendors. 4. They are working on the Ladies Rodeo in October and they are working on getting their own building. Volunteers are welcome. Mayor Camardelle thanked all of the committee for their great work. In the Meeting of May 08, 2018 Council Member Mona Santiny did not vote on buying two kubotas in exchange of a new drainage pump for the west end pump drainage station. She abstained on the vote. The minutes indicated that the town would wait until the next fiscal year budget to purchase the pump. Council Member Kelly Besson, Jr. indicated that the Council should work on a plan to purchase the pump and not wait on the end of the fiscal year. Motion by Council Member Mona Santiny seconded by Council Member Kelly Besson, Jr. and unanimously agreed to accept the minutes of the May 8, 2018 as corrected. RESOLUTION NO. 2751 BE IT RESOLVED, that the following millage(s) are hereby levied on the 2018 tax roll on all property subject to taxation by the Town of Grand Isle. BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Jefferson, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as herein above set forth, upon the assessment roll of said Parish for the year 2018, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law. Carlos doing great job cleaning up streets before Memorial Day. 6. 12 sites for crossover given list to police dept. 7. 6-inch emergency drainage pump was sent in from Jefferson Parish for this weekend to help West Central Ave. pump station. 7. It was agreed that the Town Accountant would be invited to the next meeting to discuss the possibility. Council Member Brian Barthelemy requests/reports: 1. Reported speeding on Verly Lane and requested a speed bump. Council Member Leoda Bladsacker requests/reports: 1. Asked what the status of the Police Department Sign that was approved for meetings ago was. Supervisor Chris Hernandez reported that no purchase order had yet been given for the sign. Mayor’s report: 1. Reminded everyone that the High School Graduation Ceremonies will be on May 24, 2018 at 5:30 p.m. at the Grand Isle Gym. 2. Reported that the LMA District J Meeting will be on June 2, 2018 at 6:00 p.m. in Patterson, La. 3. Reminded everyone to watch the low pressure in the Gulf this weekend. Insurance Commissioner Donelon offers tips for hurricane season

June 1st was the official start to hurricane season and the season was off to a scary start with one named storm creating a dry run for Louisiana residents. The 2018 hurricane season is projected by the experts to be above average with more than 14 named storms. “With one storm threat already under our belts for the 2018 season, everyone should have a good start on storm preparations,” said Commissioner Jim Donelon. “Stocking up on bottled water and batteries isn’t the only thing that you should do to prepare for hurricane season though. Getting your insurance policies in order now can allow you to concentrate on other preparations when storms enter the Gulf,” stated Donelon. The Louisiana Department of Insurance offers the following tips on preparing for hurricane season: - Check up on your insurance coverages. Named storm and hurricane deductibles typically run two to five percent of the insured property value. If a home has an insured value of $200,000 with a five percent hurricane deductible, the policyholder would pay $10,000 out of pocket before insurance coverage took effect. - Get flood insurance. Flood damage resulting from heavy rain or storm surge is excluded from most policies and there is typically a 30-day waiting period before a flood insurance policy takes effect. For information on a National Flood Insurance Program (NFIP)

policy, you can contact your agent or visit www.floodsmart.gov. You can search for an agent on the LDI website www.ldi.la.gov/findagent. - Update your home inventory. You can use your phone to take pictures or video of the items in your home. Having a record of your possessions will make the claims process easier in the event of property damage or loss. Include identifying information such as brand name and serial number. - Have copies of your policies and your agent’s contact information ready to go. In case of an emergency evacuation, you will want to have copies of your family’s essential documents and your agent’s contact information to enable you to start the claims process as soon as possible. While you’re checking your hurricane preparedness, you should consider doing a review of all of your policies from homeowners to auto and life insurance. You can use the Insurance Checkup Tool on the LDI website to consider insurance products that match your lifestyle and financial habits to be sure that you are covered.
