Early voting begins Saturday
Early voting for the March 24 election will be conducted at the Lafourche Parish Registrar of Voters Offices, 307 W. 4th St., in Thibodaux, and 16241 E. Main St., Suite B-23 in Galliano, beginning Saturday, March 10 and running all week through next Saturday, March 17, with the exception of Sunday, March 11. Early voting hours are 8:30 a.m. to 6 p.m. Voters parishwide will decide between Interim District Attorney Kristine Russell and Thibodaux City Court prosecutor Brad Naquin on who will replace former District Attorney Cam Morvant, II. Morvant, citing health concerns, stepped down in November after nearly 15 years. Voters in the central part of the parish will decide on three candidates for the District 8 seat on the School

No deal: Session ends early, without agreement By MELINDA DESLATTE Associated Press
BATON ROUGE, La. (AP) — Louisiana lawmakers gave up on a tax deal Monday and closed their special session early, with the House unable to break a partisan impasse over a budget gap just months away. Attention now shifts to the regular legislative session opening next week, when lawmakers are charged with balancing the budget for the year starting July 1 with nearly $700 million less in state financing than they had this year. The TOPS free college tuition program and health services for the poor and disabled could be at risk of deep cuts. Gov. John Bel Edwards called the session to replace expiring temporary taxes with other taxes, saying without the money, spending reductions would damage critical services. But the Democratic governor couldn’t broker a deal between House Republicans and House Democ-
rats. After 15 days of work, lawmakers passed two bills. Neither would help raise money to close the looming “fiscal cliff.” “I think it’s probably an understatement to say the special session was not as productive as it could have been or it should have been,” the governor said. Factions in the House disagreed over which tax types should be used to replace expiring taxes — or how much of the gap should be closed with taxes. GOP lawmakers who were willing to support revenue favored sales taxes, while Democrats, particularly the Black Caucus, wanted income taxes. Some Republicans insisted the special session was premature because it was too soon to know the true size of the budget hole. When it appeared enough votes existed to pass major tax measures, deals broke down over unrelated issues. “It was a waste of taxpayers’ money. I think you’ve got two extremes in both political parties running everything,” said
Rep. Kenny Havard, a St. Francisville Republican. More than $1.3 billion in temporary taxes passed by lawmakers expire when the new budget year begins. Other increases in tax types along with money expected from state income-tax collections caused by federal tax changes are estimated to offset some, but not all the gap, leaving a hole pegged at $692 million. Edwards predicted lawmakers won’t pass a budget that makes those cuts. Senate President John Alario and House Speaker Taylor Barras, both Republicans, agreed getting such a vote would be difficult. Already plans are in the works for another special session on taxes that could start as early as mid-May.

Lafourche seeks comments on coastal restoration plan
Lafourche Parish is accepting public comments on an amendment to its plan for money received for the 2010 Gulf oil spill. The multi-year plan, which was approved by the Lafourche Parish Council in 2015, outlines five coastal restoration projects the parish intends to complete with money from BP fines. The amendment requests $195,277 in additional BP fine money and $412,722 from the state Coastal Protection and Restoration Authority. The parish wants to use the money to push a freshwater introduction project closer to construction. The $8.7 million Grand Bayou Freshwater Reintroduction Project aims to increase the flow of freshwater from the Atchafalaya River into the Grand Bayou Canal via the Gulf Intracoastal Waterway from about 600 cubic feet per second to 1,600 cubic feet per second. The Olympic Games are possible through the mission of the Louisiana Senior Olympic Games (LSOG), a non-profit sporting organization, which promotes physical fitness and quality of life for people age fifty and older. LSOG plans and conducts a statewide program and includes competitions at both the local and district level, as well as an annual State event and participation in the biennial National Games. Seat belt checkpoints slated for March 8 and 14
Lafourche Parish Sheriff’s Office will conduct seat belt checkpoints in Lafourche Parish during the daytime hours of Thursday, March 8 and Wednesday, March 14. During these checkpoints, deputies will be checking motorists for seat belt and safety seat violations, as well as for proper inspection tags and other potential violations. Checkpoints are designed to help raise awareness for these types of violations and make the highways of the parish safer for all motorists. __________________

BTNEP gearing up for Bayou Cleanup this weekend
The Barataria-Terrebonne National Estuary Program (BTNEP) is getting ready for its 7th Annual 2018 Bayou Lafourche Cleanup on March 10. The clean up event will be held from 8 a.m. to 12 noon and is projected to clean up 106 miles of the bayou from Donaldsonville to Leeville. The cleanup will be done mostly from boats, but volunteers will also be needed to clean in areas around bridges and along the bayou side. On January 24, the Louisiana Assessors’ Association appointed Lafourche Assessor Wendy Thibodeaux as Chairperson of the Watercraft Committee, as a result of her hard work and devotion. Registration continuing for BTNEP’S 17th Annual Paddle Bayou Lafourche
Registration is continuing for the Barataria Terrebonne National Estuary Program (BTNEP) 2018 Paddle Bayou Lafourche event. BTNEP wants to invite residents and visitors from all over the country to travel down the waters of Bayou Lafourche and learn about the culture and heritage that goes along with it. The 52-mile, fourday paddling trip dawn the bayou begins Thursday, April 5, in Donaldsonville, and ends in Lockport on Sunday, April 8. Paddlers can participate from one day to all four days of the trip. They will be treated not only to scenic natural visits, but also to a fascinating backyard view of the bayou from the water’s perspective while enjoying camaraderie, food, music and fun. Paddlers will get a firsthand look at the restoration work being conducted along the bayou, along with a taste of local cuisine, and entertainment every night in a campsite setting. Participants will also receive a souvenir t-shirt, water, and healthy snacks throughout the day. Canoe rentals are available in a limited supply. The trip cost is $50.00 per day, or $175 for all four days without a canoe rental. The cost for paddlers renting a canoe is $70 per day, or $250 for all four days. Preregistration is required. Volunteers needed for Derelict Crab Trap Rodeo
The Louisiana Department of Wildlife and Fisheries (LDWF) will again host its annual Derelict Crab Trap Rodeo, a volunteer derelict crab trap cleanup event, Saturday, March 24, from 8 a.m. to 2 p.m. at the Louisiana Universities Marine Consortium (LUMCON) Center located at 8124 LA-56, Chauvin. Volunteers are needed and will help collect traps in the field, unload traps at the dock and count traps as they are unloaded. Removing abandoned crab traps is a wet and dirty job, so volunteers should wear appropriate clothing and wet gear and should bring their own personal floatation device, which should be worn at all times while on the water. A free t-shirt and lunch will be provided to all volunteers. Volunteers are encouraged to register in advance online: https://www.surveymonkey.com.

The do-nothing session was marked by frustration and mistrust in the House, which took votes over several days rejecting tax ideas. House lawmakers accused each other of reneging on deals, criticized colleagues on social media and clashed with the governor’s staff over who was to blame for the stalemate. “We have certainly lost something around here. We’ve lost our way, members,” said New Orleans Rep. Walt Leger, the highest-ranking House Democrat. “We have a lot of work ahead of us. My solemn prayer is that we do come back together.” Edwards blamed the special session collapse on a “spectacular failure” of leadership from Barras, who he said broke his word to deliver GOP votes for a package of tax bills. “Even the most casual observer of the way the House conducted itself over the last two weeks can conclude that it was totally dysfunctional,” said the governor, a former House member. Barras said Edwards “contributed to the collapse of this session” by demanding the full budget gap be offset and “being unable to garner the support of his House Democrats.” With most tax measures required to start in the House, senators could do little but watch. Special sessions are estimated to cost $50,000 to $60,000 a day, so the 15-day failed gathering cost taxpayers at least $750,000. While Barras supported the holding of the special session, he didn’t have the backing of his full GOP membership, some of whom are strongly anti-tax. That meant Barras needed support from Democrats in the majority-Republican chamber to get passage of tax measures. Barras and other Republicans willing to consider taxes wanted to temporarily renew onequarter of an expiring 1 percent state sales tax, along with temporary elimination of some sales tax breaks. Democrats, particularly members of the Black Caucus, argued that would more heavily hit the poor. They wanted to tweak income tax laws, such as scaling back a tax break allowed for upper-income taxpayers. Since the inception of the event in 2001, the Louisiana Senior Olympic Games organization has expanded to include more games and has increased in participation by area seniors each year. Activities are broken down by districts with Lafourche falling under the Bayou-River District Senior Olympic Games, which also includes Assumption, St. Charles, St. James, St. John, and Terrebonne parishes. The Louisiana Senior Olympics group estimates more than 2,000 athletes statewide, and 400 volunteers will participate in the Louisiana Senior Olympics this year. The organization sees the event growing even more in the coming years. With the fifties being the new thirties, sixties the new forties, and so forth, it is clear why the event is growing in popularity. Seniors are no longer sitting idly by on the sidelines. Instead, they are racing for the finish lines! The deadline to register is March 12, 2018. Public’s help sought in Galliano business burglary investigation
A reward is being offered for information leading to the arrest of the person or persons responsible for a burglary at a Galliano business. Lafourche Parish Sheriff’s Office deputies responded to SL Cleaners and Tuxedo Rentals at 18306 West Main Street in Galliano on the morning of Thursday, February 15 in reference to a burglary. Through investigation, detectives found that someone had pried open the cash register as well as a filing cabinet. A small amount of cash was taken in the burglary, and a window on an interior door was also broken during the incident. Anyone with knowledge of this crime is asked to contact Crime Stoppers Bayou Region at 1-800-743-7433 or by texting “GIVEATIP” plus your message to 274637. Lafourche Shrine Club sets Chili and Cracklin Cook-off
The Lafourche Shrine Club will be hosting a Chili and Cracklin Cook-off on Saturday, March 31, from 10 a.m. – till at the Larose Civic Center. Cut Off man charged with attempted murder
A Cut Off man has been charged after allegedly stabbing a Galliano man during an altercation. Erin Serigny (age 25) is charged with attempted murder in the incident. At around 5:30 p.m. on Friday, March 2, deputies responded to West 170th Street in Galliano in reference to a man, later identified as Serigny, having just stabbed a 29-year-old man during an altercation. When deputies arrived on the scene, they learned the identity of the suspect, Serigny, who had fled the scene. They also learned the victim had been taken to a local hospital for treatment. He was later transported to University Hospital in New Orleans where he currently remains in stable condition. Through investigation, detectives learned Serigny had been staying at the victim’s house for a few days. When Serigny was asked to leave, he became agitated, and the two began to argue outside the residence. The argument turned into a physical

BATON ROUGE, La, - The Louisiana Wildlife and Fisheries Commission has approved a Notice of Intent to adjust the inside/outside shrimp line of demarcation. This line is used to separate the “inside” waters of the state from the “outside” waters, which are regulated separately. Generally, “outside” waters are those beyond the beach line. Changes to the current boundary line were necessary due to land loss and erosion caused by storm surge, tidal movements and other natural causes. Approximately, 61,000 acres will be added to the states outside waters. Proposed changes to the boundary line were made using 2015 satellite imagery. Public comments pertaining to the proposed rule may be submitted from March 2, through April 26, 2018. Following final approval of the rule, the updated boundary line would be made effective September 1, 2018. HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. increased by three this week to 981. That exceeds the 756 rigs that were active this time a year ago. Houston oilfield services company Baker Hughes reported Friday that 800 rigs drilled for oil this week and 181 for gas. Among major oil- and gas-producing states, Oklahoma increased by three rigs, Alaska and Pennsylvania each gained two rigs and New Mexico and Texas each increased by one. Corps recommends opening spillway to divert Mississippi
NEW ORLEANS (AP) — The commander of the U.S. Army Corps of Engineers’ New Orleans office is recommending that water from the rising Mississippi River be diverted to keep pressure off the New Orleans levee system. Col. Mike Clancy says a diversion structure — the Bonnet Carre spillway — will be partially opened beginning Thursday once a final decision is made. The structure diverts some of the river’s water into Lake Pontchartrain. Clancy told reporters the final decision will come after Gov. John Bel Edwards and other officials are briefed. The river has been rising rapidly after rains upriver have fed the Mississippi and its tributaries. ___
Drunk man takes $1,600 Uber from West Virginia to New Jersey
GLOUCESTER COUNTY, N.J. (AP) — A New Jersey man who got drunk in West Virginia and mistakenly ordered a $1,635 Uber ride back to his home state says the experience was “crazy.” NJ.com reported Wednesday that Kenny Bachman thought he was taking an Uber to where he was staying, near the West Virginia University campus. But when his driver woke him up two hours into the more than 300mile journey to New Jersey, Bachman says he didn’t know what was happening or who the driver was. The trip was made more expensive because Bachman gave the driver money for tolls and ordered an UberXL, which can hold up to six passengers. Arnold with Kel-Ar Consulting and presented the Council with a proposal to monitor the calculating and review of the Town’s natural gas rates on a monthly basis at a cost of $375.00 per month. He reported that the Town Hall Historical site needs to be placed on a special list. He will email the information to the Mayor’s secretary. Reported that he was still working on finding the proper sheeting for the Community Center Roof. He then requested that the Council approve a $25,000 amendment to the GIS General Services Engineering Agreement which was jointly agreed upon by the Town Council. Street Supervisor Chris Hernandez reported as follows: 1. (Gas Dept) Five residential gas meters were changed and there were two new installations. 2. Twelve locations were repaired. 2. (Street Dept.) 1. Worked on preparing the baseball field at the Community Center. 2. Completed the drainage work on Margot Lane. 3. Catch basin repaired at the Catholic Church. 4. Usual trash pickup and beach cleaning. A joint motion by the Council was unanimously agreed upon to purchase a new tractor and rake for cleaning the beach at a state contract cost of $75,097.90. Council Member Brian Barthelemy thanked the town crew for a job well done at the baseball field at the Community Center. Lan Tivet was recognized and thanked the Mayor and Council for a job well done with the girl’s baseball field and for the donation for uniforms and other equipment. The following resolutions were jointly offered by the Council: RESOLUTION NO. 2746 A resolution authorizing the Mayor and Chief of Police to sign a Cooperative Agreement with the Jefferson Parish Sheriff for the purchase of a 1996 Boston Whaler boat from the Jefferson Parish Sheriff. WHEREAS, practical considerations necessitate that governmental agencies work together in order to effectuate an effective and efficient public safety protection; and WHEREAS, the Jefferson Parish Sheriff and the Town of Grand Isle wish to provide citizens with an effective and efficient public safety protection by assisting the Town of Grand Isle with the sale of surplus equipment; and WHEREAS, the Jefferson Parish Sheriff has agreed to assist the Town of Grand Isle by providing

He complimented GIS Engineering for developing a convincing package to present to D.C. Officials. 2. Met with Senator Alario for the Town’s Capitol Outlay request. 3. Attended the Mid-Winter Conference in Baton Rouge with Council Member Kelly Besson, Jr. 4. Working for approval with the Grand Isle Independent Levee Board to lease property at Elmer’s Island for and airstrip to promote tourism. 5. Easter egg hunt on March 31, 2018. Mr. Walter Maples was recognized and stated he was disappointed that he has had no response to his request for certain information on the BP Oil spill settlement. The Mayor stated that he had an understanding that a meeting was scheduled between Mr. Maples and the Town Attorney to address Mr. Maples questions. After a brief discussion it was assured that a meeting would be scheduled. At 8:12 p.m. a motion was made by Council Member Leoda Bladsacker seconded by Council Member Mona Santiny and unanimously agreed to convene into executive session to discuss personnel matters. Nicholls to be honored by Special Olympics Louisiana
Nicholls coaches, athletes and other students have gone above and beyond in helping Louisiana athletes with disabilities, and for those actions, the university will receive the 2017 Special Olympics Louisiana Outstanding School Award. Nicholls athletic teams and campus organizations have hosted clinics on volleyball, track and field, tennis, flag football, golf and soccer, among others, in recent years for Special Olympics Louisiana athletes. Nicholls will be honored on May 18 at the 2018 State Summer Games award ceremony in Hammond. “We are extremely proud to receive this honor,” Nicholls President Dr. Jay Clune said. “Helping these disabled athletes excel is just another way that Nicholls is serving the community.” Nicholls and McNeese renewed their
Unified Rivalry with a basketball game on Jan. 27 at the Harold Callais Memorial Rec Center. The game featured Special Olympics Louisiana athletes and university student partners. Special Olympics Louisiana is a nonprofit that organizes more than 100 competitions annually with more than 15,000 athletes participating. The organization raised more than $2.8 million last year with the help of more than 18,000 volunteers. “The efforts you exhibit today will benefit those with intellectual disabilities for the future,” said Pat Carpenter Bourgeois, president and CEO of Special Olympics Louisiana. “Special Olympics Louisiana has been proudly serving people for 50 years. We appreciate people like you, who strive to make a positive impact in our community and make a difference, one hour at a time.”
In a move designed to decrease the cost of attendance, Nicholls State University is now offering access to all required books for general education courses for free in Ellender Memorial Library. Nicholls president Dr. Jay Clune emphasized that this is just the first step in a plan to reduce the financial burdens on students and their families. “This initiative provides an opportunity for our students to easily access information directly related to their education,” Dr. Clune said. “I want to thank the staff at Ellender Memorial Library for helping us achieve this goal. I will continue to work with the library staff to make as many of the required books free for our stu-
dents in as many courses as possible.” General Education covers basic English, math, fine arts, humanities, science and social studies. The list of books available in reserves will evolve each semester with the required reading for each course. Previous editions will remain at the library and be available to the students. Funded by the University, books are ready to check out immediately in the reserves section of Ellender Memorial Library, located on the second floor.
