Louisiana’s special session on taxes set for next week
Court of Appeal upholds Raceland woman’s double murder conviction
The United States Fifth Circuit Court of Appeals on Thursday affirmed the dismissal of federal c l a i m s raised by a Raceland w o m a n c o n v i c t e d Amy Hebert in 2009 of the first-degree murder of her two children. Amy Hebert had asked federal courts to throw out her double murder convictions and grant her a new trial on constitutional grounds. “We are obviously pleased that the Fifth Circuit ruled in our favor,” said Lafourche Parish District Attorney Kristine Russell, one of three prosecutors who tried the six-week case along with then-DA Cam Morvant and ADA Joe Soignet. “We tried a good case as well as a clean case, and this ruling vindicates all of the hard work we put in so long ago. “Our fight for justice doesn’t end with a conviction,” Russell continued. “A case like this shows that it’s just as important to uphold a successful verdict as it is to get one.” See Hebert Page 5-A

There are only two National holidays set aside to remember the sacrifices of men and women who served in the nation’s military forces, Memorial Day and Veterans Day. Although both commemorate the sacrifices made by service members, they hold distinct differences that some Americans may confuse. Memorial Day, which falls on Monday, May 28th this year, is the older of the two holidays and was first celebrated on May 30, 1868. The day was initially formed as a time to place flowers at the final resting spots of soldiers or by decorating the graves of comrades who died in defense of their country from wounds sustained in battle. Veterans Day, on the other hand, falls on November 11th each year and honors those members who served in World War I. It is also a time to thank our military’s men and women for their service to our country. This Memorial Day, Ward Ten veter-
ans will hold their annual ceremony at Veterans Memorial Park in Galliano, which remains inclusive to remembering Ward 10 veterans. The community is asked to attend the free event to pay homage to the brave men and women of South Lafourche who sacrificed their lives defending our freedom. Activities will begin at 9 a.m. with a motorcycle motorcade from Golden Meadow to Galliano, which is being organized by Golden Meadow Police Chief, Reggie Pitre. The motorcade will consists of motorcycles and police cars and will be an escort for VIP Mr. Luke Cheramie of Golden Meadow, who will turn 100 years old in October. Mr. Cheramie was a 1st Sargeant in the Army and fought in World War II and the Korean War. Reggie stated, “I believe that Memorial Day is one of the most important days of the year. Remembering those that gave the ultimate sacrifice in the service of their country is a must. I proudly support all veterans and their families. This is a special day of remembrance where the community can come together and reflect on what freedom means and the cost of so many lives lost while procuring that freedom for us.” See Ceremony Page 5-A
New pump station commissioned in Lockport
Lafourche Parish officials unveiled the newly commissioned coastal pump station in Lockport Thursday that will drain water for area residents and businesses from Mathews to Lockport.
“Today we commissioned the new Coastal Pump Station, located at the end of North Barrios Street in Lockport, which replaced infrastructure that was more than seventy years old,” said President Jimmy Cantrelle. The new investment, at a price tag of almost $2.6 million, features 48-inch pumps, new engines and a rebuilt holding suspension for the entire pump system. Coastal Pump Station drains water for area residents and businesses from Mathews (Hwy. 1 to the 40-Arpent Canal at Fantastic Acres Blvd.) to Lockport (Company Canal Station). See Station Page 5-A
BATON ROUGE, La. (AP) — Louisiana’s next special session on taxes will begin next week, when lawmakers will negotiate whether to replace some expiring taxes whose absence will blow a hole in next year’s budget. Gov. John Bel Edwards set the start and end dates Monday along with broad parameters for what taxes can be considered. Lawmakers are working to wrap up their regular session this week. The special session is scheduled to start May 22 and end on June 4. About $1.4 billion in temporary, mostly sales taxes, passed by lawmakers in 2015 and 2016 to plug budget holes are expiring on July 1, with the start of the new budget year. With other tax offsets, Louisiana is estimated to get $648 million less in general tax dollars next year than this year. Edwards and many lawmakers say replacement taxes are needed to avoid devastating cuts to health, education and safety programs. “It simply is not possible to fashion a responsible budget that adequately funds our critical priorities with the revenue that is available next fiscal year,” the Democratic governor said. Are Americans really crazy? By Dr. Glenn Mollette Guest Columnist
Has America simply gone crazy? We never want to think that we are a bit crazy or that people we love are experiencing craziness but it is reality. America has an overwhelming problem with craziness or I should say mental health issues. Over a 12-month period, 27% of adults in the U.S. will experience some sort of mental health disorder, making the U.S. the country with the highest prevalence. Mental health disorders include mood disorders, anxiety disorders, attention deficit/hyperactivity disorder, and substance abuse. Over one’s entire lifetime, the average American has a 47.4% chance of having some kind of mental health disorder. Yes, that’s almost one in two. The projected lifetime prevalence is even higher: for people who reach age 75 it is 55%. World Health Organization data does not take into account eating disorders, personality disorders, and schizophrenia; the incidence of these disorders together is about 15% in the U.S., according to the National Institute of Mental Health. The incidence of mental health disorders varies widely across the globe, and determining the patterns is tricky. After the U.S., Ukraine, Colombia, New Zealand, Lebanon, and France have the next highest rates of mental health disorders of any kind, all falling between 18.9% and 21.4% in a 12month period. Japan, the People’s Republic of China, Nigeria, and Israel have the lowest rates (between 6.0% and 7.4%), especially for depression. For substance abuse, the U.S. is up there, but not the highest: We are topped by South Africa and Ukraine. As with the U.S., when you look at lifetime prevalence in any country, the risk for any disorder goes way up. Despite ongoing research, the predictors of mental health disorders are still evasive, even for the most common, like depression. While a nation’s wealth factor would seem to have an impact, it’s clear from the data that the relationship is complex. Ron Kessler, Ph.D., the Harvard researcher who headed much of the WHO’s mental health research, says that by and large people in less-developed countries are less depressed: After all, he says, when you’re literally trying to survive, who has time
for depression? Americans, on the other hand, many of whom lead relatively comfortable lives; blow other nations away in the depression factor, leading some to suggest that depression is a “luxury disorder”. There is a zero cure for mental health issues. However, here are some suggestions for improvement. Have a daily schedule. Get up and go to bed routinely. Get adequate sleep but you don’t need more than seven to eight hours. Engage in meaningful activity daily. Work a job. Work in a garden. Clean your house. Mow grass. Pull weeds. Go to school. Have some type of daily exercise. Breaking a
little sweat every day is healthy. Engage in meaningful relationships at church, a club, work or with friends and family. We all need real people in our lives. Limit your technology, television and social media time. Too much can drain and depress you. If you have mental illness or family members suffering from mental illness get it out on the table and start talking about coping, a strategic plan, counseling and working together to make life manageable. Ignoring it only results in everybody going crazy.

Texas gains 8 rigs as US rig count rises to 1,045
Mosquitoes, swarms of termites appear in Louisiana
NEW ORLEANS (AP) — Mosquitoes and swarms of Formosan subterranean termites have appeared in Louisiana, despite spring weather and some cold temperatures in the winter that had some hoping for a reprieve from the winged pests. Zack Lemann with the Audubon Butterfly Garden and Insectarium says cold weather isn’t typically something that’ll “knock down” termite or mosquito populations. The New Orleans Advocate reported Saturday that termites are sheltered from the cold by living beneath the soil and inside of trees and houses. Lemann says the swarming season typically runs from May to July. That’s when male and females alates, fly from the colony where they were born and swarm for the purpose of finding mates. Turning off the lights and waiting for the swarm to pass can help with dealing with swarms. But that tactic doesn’t work as well for mosquitoes. HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. increased by 13 this week to 1,045. This time last year there were 885 active rigs. Houston oilfield services company Baker Hughes reported Friday that 844 rigs drilled for oil this week and 199 for gas. Two were listed as miscellaneous. Among major oiland gas-producing states, Texas added eight rigs, Colorado and Oklahoma each gained three, Alaska added two and Louisiana and West Virginia each gained one. New Mexico declined by four rigs and Wyoming lost one. Arkansas, California, North Dakota, Ohio, Pennsylvania and Utah were unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May of 2016 at 404. ___

(BATON ROUGE, La.) Friday, the Fiscal Year 2019 Coastal Annual Plan passed unanimously on the Louisiana Senate floor — its last stop during this 2018 regular session. This plan is the annual funding vehicle that supports the implementation of the 2017 Coastal Master Plan, the
50-year vision for priority coastal restoration and risk-reduction projects to restore and protect Louisiana’s coast. National and local conservation groups working together to address Louisiana’s land loss crisis – Environmental Defense Fund, National Audubon Society, the National Wildlife Federation, Lake Pontchartrain Basin Foundation and Coalition to Restore Coastal Louisiana – released the
following statement: “We have no time to lose when it comes to addressing Louisiana’s land loss crisis. Our state needs projects turning dirt, and quickly, if we are to avoid a future where we lose an additional 4,000 square miles of our coast. “The legislature’s unanimous approval of the Coastal Annual Plan recognizes that urgency. Delay is not an option.”

Pitre is asking the community to come out on this special day and show their support for the Ward Ten veterans. Following the motorcade arrival will be the raising of the flag and a special presentation for veterans from the Intracoastal to Fourchon who have received a Purple Heart. Guest speakers will be on hand, and there will be a dedication ceremony for the latest monument erected in The Field of Tears, which depicts a large scale Purple Heart Medal. The bricks at the base of the memorial will eventually hold the names of Ward Ten military personnel who have received a Purple Heart. Board members are asking those who have been awarded a Purple Heart or their families to contact 985-475-5583 or 985-475-7702 to add names to the structure. The office will require verification of receiving the distinct medal, which can be found on military discharge papers. We spoke to board member George St. Pierre, who turned ninety-two in April. There is a second monument currently under construction in Kentucky. St. Pierre is in hopes the $55,000 piece will arrive in time for this year’s Memorial Day remembrance. The statue is similar to the national monument of soldiers raising the flag at Iwo Jima in 1945 but explained the statue they are waiting on has a woman and a cross added to the structure. Members would like to remind the community that anyone who lost a loved one in combat to call the office to have the service person’s name/photo added to the Field of Tears. The board is also urging anyone who has a family member already in the Field of Tears to consider participating in the Memorial Day activities. For families or veterans of Ward Ten who do not have their names on the wall, please find a board member and let them know. The park has two additional granite boards ordered for the wall that will eventually hold more names. Hamburgers, hot dogs, and drinks will be served at the event. The tax ideas included in the parameters Edwards issued for the next special session are similar to proposals spurned by the House only months ago. “There are not new options to consider. They don’t get better with age. It’s not like a good wine,” the governor said. But he added that he expects the nearing budget cuts to change the outcome: “I think there’s a greater sense of urgency now, but I also think there’s a greater sense of clarity.” Lawmakers have
been rushing through the more than 1,400 bills filed in the regular session — during which taxes can’t be considered — to make time for the tax debates. Wrapping up those debates by June 4, which is when the regular session was supposed to end, could avoid extra expenses for Louisiana taxpayers. The special tax session in February that failed cost taxpayers nearly $650,000. Edwards wants the Legislature to stall the operating budget for next year until the special session. But lawmakers have been working to pass a budget containing the deep cuts required in the regular session, saying they feel they have a constitutional obligation to do so. They said they could fill in additional money in the special session. It’s unclear if Edwards would veto a budget if it reaches his desk ahead of the special session. The $27 billion state operating budget that scraped through the House, on a nearly party-line vote of Republican support, would cut public safety programs, cover only 80 percent of tuition costs through TOPS and steeply slash financing for health services. Safety-net hospitals would be shuttered, and tens of thousands of people who are elderly and disabled would lose the state aid that keeps them in nursing homes and group homes. Senators reworked the proposal. Their budget version, to be debated by the full Senate on Tuesday, would shield nursing home residents from evictions and keep the state’s safety-net hospitals from closure. But to make the numbers work, senators propose deeply cutting financing to colleges and across agencies, eliminating the state’s food stamp program and jeopardizing public safety programs. TOPS would cover only 70 percent of college tuition costs. Senators said the cuts are so deep the plan would shut down much of state government, but they said they expect more tax revenue to come from the special session to fill the gaps. ___

BATON ROUGE – A number of area athletes from Lafourche Parish, and a few from St. James and Assumption high schools, recorded stellar performances recently at the Louisiana High School Athletic Association state championship meet at Bernie Moore Track and Field Stadium on the LSU campus. There were a couple stellar team finishes, along with a handful of state championships, numerous trips to the Top 3 podium and a few personal bests as teams and athletes wrapped up the 2018 high school track and field season on the state’s biggest stage. Here is a look at how Lafourche Parish teams and athletes fared. CENTRAL LAFOURCHE Mason Wintzel led the way for the Trojans (21st with nine points) by placing second in the javelin with a mark of 188-02. Jacob David added a sixth-place finish in the pole vault at 13-11.25. Courteney Dufrene and Mary Foret each tied for sixth place in the pole vault at 9-00 for the Lady Trojans (38th with half a point), and Claire Hodson was eighth in the triple jump at 3305.75. SOUTH LAFOURCHE Jeremy Rogers led the Tarpons to a 13th place finish by winning the javelin at 174-03 and taking third in the discus at 145-10. “When I threw the javelin and realized I had first place, I really didn’t know what to say,” Rogers said. “I was ecstatic. I started training (for both events) during football season, and I hurt my back, but even with the back injury I

The Lady Tarpons placed 25th with six points. Traya Bruce was fourth in the javelin at 122-08 and ninth in the high jump at 4-10.00. Emily Danos was also fifth in the discus at 97-09.
Hebert

Hebert was convicted by a Lafourche Parish jury of murdering her two children on April 20, 2007. At trial, the defense did not contest the fact that Hebert had stabbed her children, but contended that she was insane at the time she did so. The jury rejected the insanity defense and found Hebert guilty as charged on both counts, but deadlocked on whether to impose the death penalty. Accordingly, she was sentenced to life in prison without the benefit of probation or parole. Her convictions and sentences were affirmed by Louisiana’s First Circuit Court of Appeal and Supreme Court. Hebert then unsuccessfully challenged her convictions in state postconviction proceedings before seeking to have her Louisiana convictions thrown out in federal court, alleging numerous grounds in a civil petition for habeas corpus relief. The U.S. District Court for the Eastern District of Louisiana dismissed all of her claims on February 21, 2017. She then appealed that judgment to the United States Fifth Circuit Court of Appeals on only two grounds, con-
tending that prosecutors discriminated against potential jurors based on gender, and that the evidence at trial was insufficient to prove that she was not insane at the time of the crimes. The case was argued before a three-judge panel in early February. In a detailed opinion published yesterday, the Fifth Circuit rejected both claims. “With every court victory in our favor, the hurdles get higher and higher for the defendant,” said Morvant, who served as lead counsel during the homicide trial. “This ruling is significant in that regard, and it doesn’t leave her with too many remaining options.” Hebert can either petition the Fifth Circuit to reconsider its ruling or ask the United States Supreme Court to look at the case, said Soignet, who handled the federal court litigation for the District Attorney’s Office. Hebert has fourteen days to petition the court for a rehearing. Otherwise, she would have ninety days to petition the United States Supreme Court for writs of certiorari to review the Fifth Circuit ruling. The Fifth Circuit Court of Appeals covers the states of Louisiana, Texas and Mississippi.

Picciola and Associates, Inc. designed the new pump station in conjunction with Circle, LLC hired on as the contracting firm to build the station. The long-term goal for newly constructed pump stations is to join drainage canals throughout Lafourche Parish to compose a Master Drainage Infrastructure. Councilman Armand Autin, District 7, has seen a combined investment of more than $4 million dollars come to fruition in the past ten months with the commissioning of the ParrLarose and Coastal Pump Stations under President Cantrelle’s leadership. “We continue to focus our efforts on drainage improvements and recreation where it’s needed. I enjoy seeing these projects wrap-up; it’s a good feeling to accomplish set goals together,” expressed Cantrelle.

GERALDINE CHIASSON
Anne Orgeron Bouillion, 80, a native of Golden Meadow and long term resident of Cut Off, recently of Lockport, passed away on May 14, 2018. A visitation was held at Sacred Heart Church in Cut Off on Tuesday, May 15 from 9 a.m. until service time. Funeral Mass began at 11 a.m. with burial followed in the Church Cemetery. Mrs. Anne is survived by her son, Jody Bouillion and wife, Martha; grandchildren, Benjamin and John; brother, Edward (Eddie) Orgeron and wife, Mona; sisters-in-law, Barbara N. Orgeron, Vida B. Trahan, Virgie B. Dionne, and Eve Verdine Bouillion; and numerous nieces and nephews. Mrs. Anne was preceded in death by her husband, Raywood Bouillion; parents, Severin (Mitch) and Lea Ledet Orgeron; brothers, Robert (Bobby) Orgeron, James (Jimmy) Orgeron, Donald Orgeron, Daniel Orgeron; and sister, Bessie O. Fanguy Brunet. She was a fiercely independent woman who began her 40-year career at State Bank at age 17, working her way up to branch manager. Former caregivers and therapists called her the “Muffin Lady” as she would often visit them and bring these appreciated treats to them after her rehab from surgery. She was a devout Catholic and volunteered at many retreats and Holy Name functions with her beloved husband. She also was a volunteer at Catholic Charities. The family would like to express their deepest gratitude to Dr. Camille Pitre, and to those wonderful staff members at Broadway Elder Living & Rehabilitation and Notre Dame Hospice for their compassion and care during her residence there. She is survived by her daughters Deborah McRary (Steve), Catherine Creel (Ken), and Terri Alvarado (Tony); 9 grandchildren, and 23 greatgrandchildren. She was preceded in death by her husband Arthur “AJ” Chiasson; parents Oscar and Vivian Gauthe’ Dufrene; brothers Warren and Calvin Dufrene Sr.; and sisters Myrtle Rebstock and Audrey Brinson. Mrs. Geri was known around southeast Louisiana as the “Tart Lady”. She was an amazing entrepreneur who learned the art of baking at her father’s feet. Cynthia “Cindy” Louviere, 53, born on September 29, 1965, gained her wings on May 10, 2018. She was a resident of Galliano. Visitation will be held on Wednesday, May 16 at First Baptist Church in Golden Meadow with visitation from 9 to 11 a.m. Services will begin at 11 a.m. She is survived by her father, Murphy “Fry” Cheramie; daughters, Raven Messer and Hali Louviere; son, Christian Louviere; grandchildren, Rylie Ougel, Daxton Louviere, Ryder Louviere, Novah Louviere; and sisters, DoraMae Cheramie and Leonise Cheramie. She is proceeded in death by mother, Lorica Cheramie Duet; step mother, Enola Cheramie; brother, Wade “Fritz” Cheramie; and husband, Shane Louviere. Cindy was a loving, caring and beautiful mother, grandmother, daughter, sister and friend. She was a devoted worker at Galliano Food Store for 8 years, which she loved. The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Wednesday, April 11, 2018 at 10:30 AM at the Administration Office 16829 East Main Street, Cut Off, LA 70345. President P. Gisclair called the meeting to order and Secretary Cheramie called roll. ATTENDED: Chuckie Cheramie, Perry Gisclair, Rodney Gisclair, Larry Griffin, John Melancon, Jr., Jimmy Guidry, and Ervin Bruce ABSENT: Kris Gaudet and Curtis Pierce Upon motion by Griffin second by Melancon, with no public comment, the board unanimously approved the minutes for March 14, 2018 regular meeting. Executive Director’s Report With the absence of Executive Director Chett Chiasson, Deputy Port Director Davie Breaux reported. Northern Expansion – Engineer Larry Picciola reported Sealevel Construction continues to install aggregate and tie rods for Slip C 939’ West Bulkhead project. The completion date was April 10th however with weather days, the new completion date is April 25th. Engineer Larry Picciola reported the preconstruction meeting for Slip C 939’ West Sweep Dredge is scheduled for April 16th with Magnolia Dredge. They are going to have a 20” dredge for this project. Engineer Joe Picciola reported Crosby Dredging continues to drive concrete piles, steel sheet piles, and pour concrete deadman for Slip C 1671’ East Bulkhead project. They should finish driving steel sheet piles by next week and plan to finish driving concrete piles by the end of the month. Engineer John Plaisance reported Crosby Dredging has completed placing spoil in the pond area for Mitigation Dredge of Slip D project. They moved the dredge pipe to place spoil in the area along Flotation Canal. They had some equipment issues but should be back on line later this week. Airport Projects – R. Osborne reported in March the aircraft operations were 2,542 with 10,940 passengers, and 8,205 vehicles. Overall the first 3 months are higher than 2017 figures. Engineer Heather Klingman with DDG reported on the Taxiway Lighting and Runway LED Upgrades. Sun Industries is complete with replacing the runway lights with LED lights and they changed out a few signs. They are working on 2 more sign foundations to install. Regarding the taxiway lights, they have 25 cans to pour concrete foundations and 10 more to install. The completion date was April 6th however with weather days they should be complete by the end of the month. A final change order and substantial completion should be ready for the next meeting. Other Projects – D. Breaux reported that GIS Engineering and Joni Tuck are meeting today with the Corps of Engineers and other agencies in New Orleans to discuss the Section 203 Feasibility Study. Once the meeting is over, Joni will relay the update to Director Chiasson who

Engineer Joe Picciola reported he is waiting on approval from EDA to move forward with bidding out the LA 308 Airport Access Improvements project for the Parish. Engineer Joe Picciola reported Tidewater Dock as removed all the Fourchon Bridge structures and pilings from the channel except for the center concrete turn table. The removal of the center turn table is scheduled to begin April 16th. Engineer Larry Picciola reported Magnolia Dredge met with DNR and ConocoPhillips this morning to discuss the repairs to the LA 1 Phase 2 Leeville Mitigation Dredge project. They will be doing some planting in the area as required by DNR. The completion date was March 31st however they have 6 days with the freezing conditions in January. A final change order and substantial completion should be ready for the next meeting. The floor was opened for public comment. April Danos updated the board on LA 1 Expressway projects. The large cement blocks in Leeville near the intersection of LA 1 Expressway is for a 100’ camera pole. One of the notification signs have been replaced and they are working on replacing 1 more. There will be 3 new cameras installed on the elevated bridge. Last week, DOTD started striping the bridge. The structural repairs of barrier and deck letting date is today, April 11th. The installation of an emergency generator at the Customer Service Center letting date is August 8th. The traffic count for March is 94,788. The comparison to March 2016 it was 94,000 and in March 2017 it was down to 87,000. As of 2018, the traffic count for January was 74,000, February 76,000 and March is 94,788. Committee Reports Executive Committee - The committee met March 28th in Fourchon present was P. Gisclair, Griffin, Melancon, and Cheramie. They also met April 9th in Cut Off with all present. Upon motion by R. Gisclair second by Cheramie, with no public comment, the board unanimously approved the request from Seacor Marine, LLC for a Short-Term Mooring Agreement in Flotation Canal for staging 2 liftboats. Upon motion by Griffin second by Guidry, with no public comment, the board unanimously approved the request from M-I, LLC to extend the Mooring Dolphin Agreement in Flotation Canal. Upon motion by Cheramie second by R. Gisclair, with no public comment, the board unanimously approved the request from Arena Offshore for a Tower Lease to install 2 radio antennas for a primary term of 5 years with 4 additional 5-year options. The monthly rent shall be $3,750 with a 5% annual escalation and a monthly fee of $250 for electrical. Griffin questioned how many more spots are available on the tower, which Danos replied a lot. The space that is limited are the racks in the communication buildings. Upon motion by Cheramie second by Bruce, with no public comment, the board unanimously approved the request from Stone Energy Corporation to assign the Tower Lease. The principal discharge from this existing source is made into pipes, thence into local drainage, thence into Flotation Canal, thence into Bayou Lafourche, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife. Under the SIC Code 1389, the applicant proposes to discharge treated sanitary wastewater and stormwater runoff from an existing marine services shorebase support facility. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. TOWN OF GRAND ISLE REGULARLY SCHEDULED TOWN MEETING TUESDAY, MAY 08, 2018 6:00 P.M. The meeting was called to order by Mayor David Camardelle who led the Pledge of Allegiance to the American Flag. Reverend Richoux then followed with a prayer. Town supervisor Chris Hernandez was recognized and requested the Council authorize the purchase of a new pump for the West Central Cheniere pump station at a cost of $11,748.50. It was decided that the town would wait until the next fiscal year budget to purchase the pump. Mr. Hernandez then requested that a new Kubota for the gas and street department be purchased at a cost of $15,720.27. A joint motion by the Council was made to authorize the purchase with BP settlement funds. Mr. Hernandez suggested that buying the pump was more important than buying the Kubota because of the drainage problems in Cheniere. Paul Dufrene, member of a rodeo on the Bayou, was recognized and announced that his rodeo sponsors children in need and would like to sponsor a child on Grand Isle. He requested that the Council submit a name within the next two weeks and his rodeo would gladly sponsor that person who is in special need.
