Proposition 1 is a 10-year, 7.49 mill property tax renewal to be used for the school’s general maintenance. Yearly revenue estimate from this proposition is approximately $7.2 million, beginning with the year 2020 and would remain in effect for a period of ten years, until 2029. Lockport Mayor Edward Reinhardt visits with a road construction crew recently. Mayor Reinhardt and the town’s administration have been busy getting improvements to many of the town’s streets, sidewalks and drainage ditches. Mayor Reinhardt stated the town was getting ready to start a major drainage project between Catherine and Comeaux streets with construction beginning within a couple of weeks.

Bill requiring restaurants to disclose imported shrimp moving forward

BATON ROUGE - A bill being considered by the Louisiana Legislature would require all food service establishments to tell their customers if they are being served crawfish or shrimp imported from a foreign country. House Bill 335, authored by Jerry “Truck” Gisclair (D-Larose), was approved by the Louisiana House of Representatives Health and Welfare Committee on April 25. According to the bill, “the state recognizes that serious risks to public health may be posed by antibiotics, radiation and numerous toxins found in seafood products … that originate outside the United States.” A 2017 report by the U.S. Government Accountability Office stated that the U.S. Food and Drug Administration only sampled .01 percent of all seafood imports in 2015.

According to the report, about 12.2 percent of the FDA’s drug testing samples for shrimp were found to have the presence of unsafe drug residues. Although foreign shrimp and crawfish from southeast Asia can be purchased cheaper abroad than domestically, the shellfish have been found to contain unsafe levels of illegal antibiotics in the past. Gisclair said he introduced the bill out of concern for the health effects of the shrimp and crawfish being imported. As a consumer, he said he always asks restaurants where their seafood came from. “I have a right to know what I’m putting into my body,” he said. “The hope is to let people know of the health issues involved with imported shrimp.” See Bill Page 3-A

Governor announces final funding for three important coastal protection projects

BATON ROUGE — Gov. John Bel Edwards announced the Louisiana Coastal Protection and Restoration Authority (CPRA) is using an innovative financing strategy that will provide $18.5 million to fully fund the Grand Bayou Flood gate, a critical component of the Morganza to the Gulf Hurricane Protection System, fund $35 million for a pump station at the head of Bayou Lafourche, providing fresh water to over 300,000 residents of Assumption, Ascension, Lafourche and Terrebonne parishes and invest $5 million for the Larose to Golden Meadow Hurricane Protection System. The Lafourche Parish government is proposing an exchange of financial and legislative audit reports prior to Parish Council meetings. Accounting Manager Carrel Hymel presented the quarterly financial report to the Parish Council April 23, detailing the ending revenues for 2018 and some of the first quarter collections for 2019. When Hymel finished his presentation, Councilwoman Luci Sposito asked that in the future all reports be sent electronically to the council before the meeting, so members have time to review them and ask questions. The report is currently presented as a hard copy to the council at the beginning of the meeting. “I’ll send it electronically ahead of time as well,” Hymel told Sposito and the rest of the council Tuesday. However, when Hymel emailed his report to the council Wednesday morning, he said the administration has decided not to supply the report ahead of time, until the council’s legislative auditor agrees to submit his report prior to the meeting.

Girls on the Run to host inaugural Trivia Night Sat.

Girls on the Run Bayou Region is excited to present the Inaugural Trivia Night fundraising event on Saturday, May 4 at the Evergreen Cajun Center. SL Library branch seeking summer interns

The South Lafourche Library is seeking two teen summer interns to assist in its Summer Reading Program beginning May 28. The library branch received a $1,000 grant from the Young Adult Library Services Association that will allow the library to provide each intern with a $500 stipend for 50 hours of work during the summer. Teen interns will assist library staff in implementing STEAM (science, technology, engineering, arts, and math) and other programs for children, teens, and adults. Interested teens ages 16 to 18 are welcome to apply and can pick up an application at the library, 16241 E. Main Street, in Cut Off. The deadline to submit applications is May 10. In lieu of those, the server would need to tell customers orally, otherwise it would be a health code violation. Gisclair said his bill has the support of groups such as Louisiana Shrimp Association, American Shrimp Processors Association, the Louisiana Department of Wildlife and Fisheries Commission and the fisherman along the coast. But despite the support of those groups and the committee members, Gisclair said it’s still uncertain whether the bill will garner enough votes when it’s introduced on the full House floor in the next two weeks. He said the Louisiana Restaurant Association hasn’t backed the bill and could prevent it from advancing. The Louisiana Restaurant Association is an association that advocates on behalf of its hundreds of members against legislation that it views could hurt the food service industry. In the past, Gisclair’s attempts to push bills that would improve seafood labeling have died in committee. “It remains to be seen what’s going to happen on the House floor,” said Gisclair. “We’re going to work hard to convince 104 others that this bill is good for the people. More than 90 percent of the seafood consumed in the United States is imported from other countries. Shrimp is the leading fresh or frozen product imported to the U.S., accounting for about 33 percent of all seafood imports by weight. The tax will begin in 2022 and would remain in effect until 2031. “We are very proud to be the 3rd highest ranked academic school district in the State of Louisiana and attribute this success to the outstanding staff members in all capacities of our district,” said School Superintendent Dr. Louis Voiron at a recent Thibodaux Chamber of Commerce event. “Together, we can all make a difference to improve the lives of children, and in turn, create a bright future for our parish as a whole.” Some voters will also decide on a special tax of 5.24 mills for Fire Protection District No. 2, which covers 68 square miles of Lafourche, for the purpose of acquiring, constructing, maintaining and/or operating fire protection facilities, fire trucks and fire fighting equipment for the District. Yearly estimated revenue from the tax is approximately $367,000, beginning in 2021 and ending in 2030. Lafourche is one of 25 parishes statewide with an election on May 4. Terrebonne Parish has no election on this day. Poles open at 7 a.m. and close at 8 p.m. The next statewide election, the Gubernatorial Primary Election, is set for October 12. think it would make for a better discussion, when the Legislative Auditor does not supply Administration with his report ahead of the meetings.” Council Chairman Noonie Autin said the administration has never asked the council to provide the auditor’s report before a meeting. “This should not be a big deal to turn into an email like this,” Autin said, calling the debate “kindergarten politics.” Autin said he would work with the legislative auditor, Reggie Bagala, to provide the report prior to his presentation. “I don’t see a problem providing it,” he said. “But I don’t like the ‘I’ll give you this if you give me that.’ We should be more professional than this.” “Finance supplying the report prior to the meeting would allow council to formulate questions or even rebut the report presented. Administration and Finance feels we should also have the opportunity to review Legislative Auditors report prior to the presentation for the same reasons. Once Legislative Auditor supplies Administration with their report prior to meeting, Administration will consider doing the same with the Quarterly Finance Report,” the email states. Bagala’s report Tuesday included comments that he completed reviewing all of the purchase orders for 2018 and began reviewing those for this year. Grand Bayou in Lafourche Parish will close the largest remaining gap in the extensive Morganza to the Gulf system of levees and flood protection structures that span Lafourche and Terrebonne Parishes. “This is what true progress looks like, and this is what is possible when State leaders work in conjunction with parish and levee district leaders,” said Gov. Edwards. “The cooperation that exists between the CPRA and levee districts across political boundaries should serve as a shining example of what can happen when we all work together. It is incredible to see what the partnership of the state and the citizens of Lafourche and Terrebonne parishes have been able to accomplish.” “The Morganza to the Gulf Hurricane Protection System is of utmost importance to the people and leadership of Terrebonne and Lafourche parishes,” said CPRA Chairman Chip Kline. “When federal funding was rejected for the Morganza system, the residents of Lafourche and Terrebonne Parishes put their money where their mouths were and taxed

themselves to get construction started. Because of this local commitment, they have already invested $234 million of local dollars in this critically important system. The State of Louisiana has put up $214 million, and we are adding to that with this crucial $18.5 million project.” The floodgate will be located on Grand Bayou, approximately three miles south of the Bourg-Larose Highway 24, and a quarter-mile north of the Pointe-AuxChenes Wildlife Management Area. “Lafourche Parish has worked hard to try to make this happen, and we thank the governor and CPRA for finally making it a reality,” said Lafourche Parish President and CPRA board member Jimmy Cantrelle. “A chain is only as strong as its weakest link, and a floodgate on Grand Bayou at that location will greatly strengthen the interconnected levees and flood protection structures, including those of South Lafourche.” “It’s been 12 long, difficult years constructing the various components of Morganza to the Gulf, and I would like to thank Gov. John Bel Edwards, CPRA, and all involved in moving it toward being a closed system,” said Terrebonne Parish President Gordon Dove. “We’re all in this together. Even though the floodgate is being built in Lafourche Parish, we’ll be getting added protection in Terrebonne Parish on our eastern side in the Pointe-Aux-Chenes and Bourg communities. 2019 International Biddy AA Champions

Congratulations to the Lockport Biddy 11-12 year old boy’s basketball team who was recently named the 2019 International Biddy AA Champions. The tournament was held April 5th through the 10th in Slidell. It started with pool play on Saturday, April 6th where all 17 teams in the tournament played 3 games in their selected pools. After pool play, each team was placed in either the AAA or AA Championship bracket. Lockport was selected to play in the AA bracket along with Slidell 11s, Finland Blue, South Lafourche, Raceland, Jefferson Parish RD West 11s, Kansas City, Terrebonne 11s, and Finland White. Lockport went on to win all four of their games to take home to the Bayou their first ever International AA Championship. Grafton to serve as 2019 Golden Meadow Fourchon Tarpon Rodeo admiral

Dr. Lee “Bo” Grafton will serve as the Admiral of the 71st Annual Golden Meadow Fourchon Tarpon Rodeo. Dr. Grafton resides in Thibodaux with his wife Becky Aysen Grafton, and their three children, Beau (10), Georgia (8), and Leigh (6). He grew up in Ruston, Louisiana where his passion for hunting and fishing began. Bo has been a part of hosting TV shows for the last 18 years that expresses his love for the great outdoors. In the beginning, the Sportsman’s Paradise, Castin’ Cajun and now Keep on Castin’ features the area’s heritage and culture that is so important to the people in this Region and State. Bo is dedicated to helping others and giving back to his community. He is an active participant in the Wounded War Heroes Foundation and Fishing Rodeo. He also recognizes and supports the service men and women for the sac-

rifices they’ve endured and appreciates the time spent with them during this event. Dr. Grafton is also a lifetime board Dr. Lee Grafton member of the Annual Creole Classic Fishing Rodeo which raises funds to support different non-profit organizations throughout the Parish. Fishing on the Gulf Coast has always held a special place in his heart. The rodeos Bo has fished have provided him, his family and friends with many memories of fun times. Great family fun where memories are made are the best part of rodeo events! Dr. Grafton is deeply honored to serve as the 2019 Admiral of the 71st Annual Golden Meadow Fourchon Tarpon Rodeo to be held on July 4 – 6.

Joyce Ann Stevens Miller, age 78, passed away on Sunday, April 28 in New Roads, LA. She was born on July 14, 1940 in Lockport, LA and has been a resident of Ventress, LA for the past several years. She is survived by her devoted husband of 55 years, Joseph Sidney Miller Jr.; her children, Becky (Larry Vaught), Steven (Ann), Michael (Rachael), Jessica Ougel, Josh (Leah), Jan Morvant (Troy), and Joey Miller Webster (Eric); her grandchildren, Randi Bonvillian, Cade and Carly Brown, Emma and Jack Miller, Ashton Billiot, Ryan Miller, Tyler and Garrett Ougel, Chandler Vedros, Cameron and Brynn Miller, and Maya Miller Webster; her siblings, Sandie Petit (Todd), Paul Stevens, and Ricky Stevens (Lisa); as well as extended family members, Lance “Hap” Ougel and Starr Kern. Mississippi counts 75 tornadoes for year, 43 for April 18

JACKSON, Miss. (AP) — With three more tornadoes confirmed Friday from an April 18 outbreak, the National Weather Service now says 43 tornadoes hit Mississippi that day, and 75 for the year. The one-day amount alone equals Mississippi’s annual average of 43 tornadoes during the years 1991 through 2010. The most tornadoes ever recorded in a single year in the state were 109 in 2008. Central Mississippi’s status as the nation’s tornado capital is not new. Over 10 years beginning in 2009 and ending in 2018, the Jackson office issued 1,033 tornado warnings. That’s more than 200 more than the second-highest office in Slidell. That office covers southeast Louisiana and the southern fringes of Mississippi. ___

THIBODAUX, La. (AP) — Nicholls State is creating a new coastal studies center. The Courier reports the center will focus its studies on the Terrebonne and Atchafalaya basins, creating models to aid coastal protection projects in the region. Gov. John Bel Edwards, Coastal Protection and Restoration Authority head Chip Kline and Nicholls President Jay Clune signed a memorandum of understanding to make the newly formed partnership official. Clune says the partnership is “vitally important” as Nicholls’ student body largely comes from Houma, Raceland and Grand Isle areas that are in jeopardy due to land loss and coastal erosion issues. No timeline for the creation of the center has been provided.

The clear lien certificate and retainage payment is on the agenda today. Engineer Larry Picciola reported the Minor Cheramie Sr. Road Paving project is being advertised with the pre-bid meeting on March 20th and the bid opening scheduled for April 2nd. Airport Projects - Davie Breaux reported in February the aircraft operations were 1,550, with 8,402 passengers, and 18,127 vehicles. He stated that Duplantis Design Group sent FAA the Airfield Drainage Improvements plans. We are waiting feedback from FAA to move forward. Executive Director Chett Chiasson reported the Runway Approach Easement proposal for an agreement was submitted to the landowner for the tree cutting. We are waiting a response. Engineer Joe Picciola reported on the Airport Road Culvert Improvements project. Byron E. Talbot Contractors completed the installation of the box culverts. They are now working on patching and overlaying the roadway. They should be complete in a couple of days weather permitted. Engineer Joe Picciola reported Beverly Construction is substantially complete as of Monday, March 11th for the Parish’s LA 308 Airport Access Improvements project. They are doing the final site cleanup and grass seeding on the shoulders. Other Projects – Engineer Joe Picciola reported Byron E. Talbot Contractor is doing the embankment and dirt work for the South Lafourche Levee District’s LA 1 Re-Alignment and Flood Wall. They plan to move in the crane in the next few weeks for the pile foundation. The traffic is moving along well. Dustin Malbrough with GIS Engineering reported the Section 203 Feasibility Study first phase of review ends this week. Chiasson and Phil Bangart

have meetings scheduled next week in DC to discuss the next steps. We will be ready to address comments when the review phase is complete. Chiasson stated the review period is 120 days. Melancon questioned if we received any feedback since they received the package, which Malbrough replied the only feedback we received is that they sent it down the chains. We will follow-up with them next week while in DC. Engineer John Plaisance reported the Nerby Collins Marina Boat Lift Extension is in the lien period. Engineer John Plaisance reported there is a change order on the agenda for the Public Boat Launch Pavilion Bulkhead Repairs. Chiasson stated the new contract price is $87,905.00 for upgrades to the boat launch. April Danos reported the CCTV Slip B Camera and Equipment project is moving forward with installation scheduled for March 18th. Danos reported we are working on a design for the new Belle Pass Tower upgrades. Chiasson reported the Corps of Engineers has 3 work days remaining to complete the dredging of Belle Pass. They have 1500 linear feet of the channel left to dredge. It is nearing completion and he looks forward to seeing post dredge surveys. Chiasson then thanked Senator Norby Chabert, Representative Jerry Gisclair, Lafourche Assessor Wendy Thibodeaux, Parish Councilmen Daniel Lorraine, and Parish Councilwoman Luci Sposito for being here today. Update from Scott Angelle, Director of Bureau of Safety and Environmental Enforcement (BSEE) – Angelle addressed the board and acknowledged the importance of this Port Commission to America. He stated it is a new day in America and offshore matters. It starts with the Executive Order 13795 that the President has signed implementing an America First Offshore Energy Strategy. “It shall be the policy of the United States to encourage energy exploration and production, including on the Outer Continental Shelf, in order to maintain the Nation’s position as a global energy leader and foster energy security and resilience for the benefit of the American people, while ensuring that any such activity is safe and environmentally responsible.” He stated that you all know this because the people that work offshore are your neighbors, friends, and people that you see in the community and we never want to sacrifice the safety of these men and women. We can do both. Last year we had the highest production we ever had and one of our safest years. We can do two things at one time. Some offshore contributions are as follows: products used offshore are produced in 47 states, produces 315,000 jobs; 88% of Gulf oil is from Deepwater, and two decades ago only 50% was from Deepwater. We are going longer, stronger, deeper, and more complex. It is not about energy production or safe operations or environmental sustainability, we can do it all. Angelle stated a few facts are as follows: one in every 5 barrels of oil produced in America comes from offshore. We have 4 oceans in America and the smallest of them is the Gulf of Mexico which is responsible for 99% of oil production offshore. In 2017 it took 11 facilities to make up half the production in the gulf. In 2007 it took 37 facilities to make up half the oil production in the gulf. In 2018, there was a 45% increase in applications for permits to drill in the gulf. We have two different Gulf of Mexico’s we have Shallow Water vs. Deepwater. Shallow water production began 70 years ago, mostly gas, 50,000 wells drilled, 61% decrease in producing wells in last 20 years, oil production down 77% in 20 years, gas production down 92% in 20 years, and it is a “rabbit-size” prize. The Deepwater production began 45 years ago, mostly oil, 5,000 wells drilled, 73% increase in producing wells in 20 years, oil production up 198% in 20 years, gas production flat, and is an “elephant-size” prize. The Gulf of Mexico is changing with over the last 10 years we’ve witnessed a 54% reduction in the num-

ber of producing platforms, yet in the last 10 years saw a 30% increase in production. The conclusion is bigger, fewer, deeper, and more complex. Clearly it is not our grandfather’s world, investors are willing to take risk and have more options with the other countries competing with us. We may not be the only game in town, but we can be the best game in town. In regard to energy dominance, we grew up in a time of energy independence. We had 6 recessions in this country since 1973 and everyone one was preceded by a spike in energy prices. Our 6 steps to energy dominance are as follows: safety and environment, access to the resources, regulatory and process reform, competitive royalty rates, engagement, and tax reform. He then presented several graphs that show the injuries and incidents offshore were lower than onshore, mining, construction and industry wide injuries. Angelle then reported BSEE was tasked with reviewing the regulations to find any rule that is overly burdensome. He stated that 81 of the 484 provisions in the Production Safety Systems Rule were revised (16%) and 3 were removed. 59 of 342 provisions of the Draft Well Control Rule were revised (18%). He stated with this review they did not ignore or contradict the 424 recommendations made from the 14 organizations after the Deepwater Horizon incident. Angelle then presented a list of engagement companies of producers, drilling contractors, services providers, and stakeholders. Tax Reform was passed on December 22, 2017 a fairer and more competitive tax system that will unleash economic growth in our nation, creating jobs, and spurring investments. He stated the Gulf of Mexico is a mixed bag with different headlines “Shell is selling off some of its Gulf of Mexico Assets”, “Oil production in the Gulf of Mexico begins to recover”, and “Deepwater’s Happy Days Almost Here Again”. Angelle then stated he instituted a measure of vital statistics which are key data points that BSEE uses for assessing progress and impact in key program areas. He announced that the LA 1 toll bridge traffic counts are now part of a list of vital statistics to help inform our government on the activity levels. Cheramie thanked him for the presentation. Angelle thanked the board for the work they do for the country. With no public comment, the board moved the committee reports. Committee Reports Executive Committee - The committee met February 27th in Fourchon present were Cheramie, R. Gisclair, P. Gisclair, and Melancon. They also met March 11th in Cut Off with all members present. Chairman Cheramie presented for the board’s consideration the appointment for South Lafourche Beachfront Development District. Director Chiasson stated we received 2 applicants Jared Galjour and Shane Terrebonne. Pierce made a motion to nominate Jared Galjour for the appointment and if for some reason Galjour can’t accept the nomination he would like Shane Terrebonne as the alternate. The motion was second by Melancon, with no public comment, the board unanimously appointed Jared Galjour as the appointment for the South Lafourche Beachfront Development District with the alternate being Shane Terrebonne. Upon motion by R. Gisclair second by Pierce, with no public comment, the board unanimously approved the request from Seacor Marine to extend for one year the short-term mooring agreement in Flotation Canal for staging 2 liftboats. Upon motion by M. Callais second by K. Callais, with no public comment, the board unanimously approved the advertisement for summer employment to hire 6 roustabout workers. The deadline to submit applications will be Monday, May 6th and the board will pull names at the board meeting on Wednesday, May 8th. The only change from last year is preference shall be given to residents of the 10th ward of Lafourche

Parish. Permits & Waterways Committee – The committee met February 27th in Fourchon present were P. Gisclair, Pierce, Lafont and Cheramie. They also met March 11th in Cut Off with all members present. Chairman P. Gisclair presented for the board’s review the permits from Energy Quest II, LLC and LLOX, LLC. Construction and Development Committee – The committee met February 27th in Fourchon present were Griffin, K. Callais, Lafont, and Cheramie. They also met March 11th in Cut Off with all members present. Upon motion by P. Gisclair second by Lafont, with no public comment, the board unanimously adopted the DOTD Resolution Accepting the Work from Magnolia Dredge & Dock for the Slip C 1671’ Sweep Dredging. Chiasson stated the project totaled $936,882.31 with $767,441.16 paid by DOTD Port Priority Program funds. Upon motion by Pierce second by M. Callais, with no public comment, the board unanimously accepted the Clear Lien Certificate from Magnolia Dredge & Dock for Slip C 1671’ East Sweep Dredging project. Upon motion by K. Callais second by Griffin, with no public comment, the board unanimously approved Change Order No. 2 from Plaisance Dragline & Dredge for the Public Boat Launch Pavilion Bulkhead Repairs and Awning Removal an increase of $5,075 and 7 additional days for a total contract price of $87,905.00. Upon motion by P. Gisclair second by R. Gisclair, with no public comment, the board unanimously approved the Substantial Completion Certificate dated February 22, 2019 from Plaisance Dragline & Dredge for the Public Boat Launch Pavilion Bulkhead Repairs and Awning Removal. Finance Committee – The committee met February 27th in Fourchon present were Melancon, R. Gisclair, M. Callais, and Cheramie. They also met March 11th in Cut Off with all members present. Upon motion by Melancon second by Griffin, with no public comment, the board unanimously approved payment of February 2019 invoices and recognized expenditures over $10,000 which total $2,720,666.72. Upon motion by Melancon second by M. Callais, with no public comment, the board unanimously approved the Louisiana Compliance Questionnaire for 2018 audit. Upon motion by Melancon

Sheriff’s Office to hold concealed handgun training course May 25

A Concealed Handgun Training Course will be held on Saturday, May 25, at the Lafourche Parish Sheriff’s Office Shooting Range Facility located at 3451 Highway 182 in Raceland. The class will begin at 8:00 a.m. and last until approximately 5:00 p.m. with a break for lunch. The actual ending time will vary due to class size.
