BATON ROUGE – Louisiana residents can buy flashlights, batteries, portable generators and other hurricane supplies with a discount on the state sales tax this Saturday, May 26 and Sunday, May 27. During these two days, eligible purchases are subject to only three percent state sales tax instead of the full five percent. The Louisiana Hurricane Preparedness Sales Tax Holiday takes place on the last consecutive Saturday and Sunday each May, before the June 1 start of the Atlantic hurricane season. Members of the Perch Jerkin’ Classic fishing rodeo for kids held a fish fry fundraiser Saturday in Lockport. Proceeds from the fundraiser help to raise money for the rodeo’s annual fishing tournament to be held on Saturday, June 9 at the Lockport Bayouside Park. BATON ROUGE, La. (AP) — Lawmakers filed more than 1,400 bills for consideration in the legislative session that ended Friday, with the heaviest debate focused on state finances. But other measures dealing with gun laws, criminal sentencing changes, public education, sexual harassment, hazing, abortion and pay issues also drew debate time over 10 weeks. Some of what passed and failed: BUDGET: A $28.5 billion state operating budget that contains steep cuts across government agencies was sent to the governor, (who vetoed it only minutes after lawmakers ended their regular session), largely with Republican votes. Democratic critics wanted lawmakers to wait until the special session that starts this week to determine if they will replace expiring temporary taxes and close a hefty
gap. The spending plan would have kept nursing home residents from eviction and safety-net hospitals operating, but steeply cut education, public safety and social services programs. Even lawmakers who voted for the budget said it wasn’t workable without additional money. SCHOOL SAFETY: Gun debates spurred by the massacre at a Florida high school ended with little change to Louisiana laws. Proposals by Democrats to enact gun-control provisions and measures by Republicans to loosen firearm provisions were rejected. Bills that sought to let armed civilians act as campus security guards and allow teachers to carry guns at school were shelved. Lawmakers did agree to let schoolchildren carry bulletproof backpacks to class.
BATON ROUGE, La. (AP) — State education officials say the percentage of Louisiana students graduating from high school in four years has hit an all-time high. It was 78.1 percent in 2017, up from 77 percent a year earlier. The national average is 84 percent. According to a news release Thursday from the state education department, the
graduation rate has increased by nearly 6 percentage points since 2012, and by more than 12 percentage points since 2008. The state said 39,370 public school students graduated in Louisiana last year, a rise of 511 students from the previous year. Locally, Terrebonne and Lafourche’s high school graduation rates improved last year and exceeded state figures. Lafourche’s 94 percent graduation rate ranks fourth best among the state’s 70 public high schools. The parish’s graduation rate increased 9.6 percentage points compared to 2016. Terrebonne’s 82.4 percent graduation rate was up 6.2 percentage points from 2016. There are thirty-seven of the state’s 70 public school systems that posted higher graduation rates than Terrebonne.
BATON ROUGE, La. (AP) — Louisiana lawmakers returned yesterday for an all-too-familiar scene at the state Capitol: The opening of yet another special session aimed at balancing a hole-riddled budget. When they gaveled in late afternoon, the House and Senate convened their sixth special session in three years, all called by Gov. John Bel Edwards to address Louisiana’s persistent financial troubles. This 14-day gathering, like a prior special session in February, will determine if lawmakers will agree to replace some expiring temporary taxes to stave off deep budget cuts. The special session earlier this year ended in stalemate in the House amid partisan disputes. Edwards said he’s hopeful the sense of urgency will drive action — and tax passage — this time. “I’m actually very optimistic that the Legislature will return, put an end to this repetitive cycle of budget crises and actually move our state forward,” the Democratic governor said. To kick off this latest session, Edwards is moving away from the traditional speech to lawmakers in the House chamber. Instead, he’s traveling to the University of Louisiana at Lafayette, one of the college campuses threatened with budget cuts without tax renewals. About $1.4 billion in temporary taxes passed by lawmakers in 2015 and 2016 to plug budget holes are expiring July 1 with the start of the new budget year. With other tax offsets, Louisiana is estimated to get $648 million less in general tax dollars next year. See Session Page 3-A

Edwards wants lawmakers to raise $648 million to offset the gap — and to make whatever taxes are passed a permanent change, ending annual worries about massive budget shortfalls. Beyond taxes, lawmakers will need to work on next year’s budget, after the governor Friday vetoed a version that contained deep cuts. The governor’s plan mainly involves sales taxes. He supports renewing up to half the 1 percent sales tax expiring in six weeks, to raise more than $400 million a year, and he also backs permanent removal of some sales tax breaks and the continued charging of sales taxes on business utilities. But Edwards also said he’s open to other tax ideas lawmakers might have. Edwards is framing the plan as a net tax reduction because Louisiana residents still would pay less next year than they currently are paying this year. Critics disagree, saying the taxes were due to fall off the books and any renewal would constitute a tax hike. Lawmakers say there have been scant negotiations ahead of the session, creating questions about whether the House will break through its gridlock this time, before the June 4 deadline. During the last special session, there were multiple factions in the majority-GOP House. Some House Republicans refused to consider any tax measures. Other House Republicans willing to consider taxes favored sales taxes. Democrats, particularly members of the Legislature’s Black Caucus, favored income taxes. ___

HAZING: Spurred by the death of an LSU student, lawmakers approved bills to make hazing resulting in death a felony, to levy fines on organizations that knowingly allow hazing to occur and to require fraternities to report hazing to schools. The parents of 18year-old Maxwell Gruver, who died after a night of heavy drinking that authorities called hazing related, championed the changes. CRIMINAL JUSTICE: Voters will decide on the November ballot whether to get rid of Louisiana’s law that allows serious felony convictions to be decided by split juries. Laws against bestiality will be toughened. Last year’s sweeping overhaul of criminal sentencing laws will be tweaked. Lawmakers spurned a proposal to end Louisiana’s use of the death penalty. EDUCATION: Edwards’ push to prohibit public schools from penalizing students because they have unpaid lunch debts was scrapped. Lawmakers refused efforts to substantively rework the TOPS college tuition program. They agreed to cushion the blow of an expected drop in public school letter grades by issuing two different grades. SEXUAL HARRASSMENT: Louisiana will enact its first government-wide policy against sexual harassment, requiring state and local agencies to enact anti-sexual-harassment policies that include a process for handling complaints and mandatory prevention training. The House refused to ban employers from requiring their workers to sign contracts that keep them from filing sexual harassment lawsuits in civil court. ABORTION: Lawmakers passed a ban on abortions after 15 weeks, but it only takes effect if a federal appeals court upholds a similar prohibition in Mississippi. They’ve asked Attorney General Jeff Landry to file a legal brief in federal court to support Mississippi’s ban. The House and Senate also agreed to give Louisiana’s health department the ability to shutter an abortion clinic if the facility intentionally destroys or falsifies patient records. PAY ISSUES: Legislators refused Edwards-backed proposals to raise Louisiana’s minimum wage and to enact new laws aimed at lessening the pay gap between men and women. It was the third year Edwards has seen minimum wage and equal pay measures fail to win support. MEDICAL MARIJUANA: The House and Senate agreed to expand Louisiana’s medical marijuana program to cover people with glaucoma, severe muscle spasms, intractable
pain, post-traumatic stress disorder, Parkinson’s disease and autism spectrum disorder. They refused to lift a cap that keeps the number of medical marijuana pharmacies limited to 10. PUBLIC RECORDS: Public records exemptions were granted for documents that identify anyone who reports a violation of a student code of conduct or safety policy on a college campus and documents involving active economic development negotiations with ports. The agriculture department will be allowed
to hide some records about Louisiana’s medical marijuana program, along with the location of emergency fuel for disasters. Jury polling slips will be placed under seal, unless a court orders otherwise. A measure to give a sweeping public records exemption to documents involving sexual misconduct allegations stalled. ___

The Lafourche Parish Sheriff’s Office will host free Hunter Education Classroom Courses in June and July for anyone ages 10 or older. The June classroom course will be offered Wednesday, June 20 through Thursday, June 21. The first day will be the classroom portion from 8 a.m. to 5 p.m. at the Lafourche Parish Sheriff’s Office Training Academy, located at 1300 Lynn Street in Thibodaux. The class will resume the following day from 8 a.m. to 11 a.m. at the LPSO Shooting Range located at 3451 Highway 182 in Raceland. The July classroom course will be offered Wednesday, July 25 thru Thursday, July 26. The first day will be the classroom portion from 8 a.m. to 5 p.m. at the Lafourche Fire District #3 Galliano Station, located at 17462 West Main Street in Galliano. The class will resume the following day from 8 a.m. to 11 a.m. at the LPSO Shooting Range located at 3451 Highway 182 in Raceland. Class size is limited. Advance registration is required. Participants must attend BOTH days of the class and pass a written and practical exam to be certified. Firearms and ammunition should not be brought to any of the courses, but snacks are permitted. Seven charged with DWI including man riding lawnmover
The Lafourche Parish Sheriff’s Office charged seven people with DWI offenses over the weekend, spanning Friday evening through Sunday. At around 12:15 a.m. on Saturday, May 19, deputies observed a man riding a lawnmower on the shoulder of LA Hwy. 3162 in Cut Off. Deputies observed the man swerve into the westbound lane of traffic and travel back to the shoulder. Deputies stopped the man and identified him as Brian Cheramie, 59, of Cut Off. Deputies found Cheramie to have an active Contempt of Court warrant for the Town of Golden Meadow, and he admitted to drinking several beers before riding the lawnmower. He performed poorly on a field sobriety test, and a breathalyzer test showed him to have a blood alcohol level of 0.144g%. Cheramie was arrested and booked into the Lafourche Parish Detention Center on the aforementioned warrant and DWI (2nd Offense). His bond is set at $2,800. Also on Saturday morning, just after 2 a.m., deputies conducted a traffic stop on a vehicle being driven by Jeffery Harris, 58, of Alabama. The stop was conducted on LA Hwy. 316 in Bayou Blue. Harris admitted to having smoked marijuana and having consumed alcohol prior to driving. Deputies located a small amount of marijuana in his possession. He refused to submit to a field sobriety test or a breathalyzer test. A warrant was obtained for a blood test, and the results are pending. He was also found to have no valid driver’s license. Harris was arrested and booked with DWI (2nd Offense), Possession of Marijuana, Careless Operation, and no driver’s license. He was released after posting $3,400 bond. A few hours prior, at around 9:45 p.m. on Friday, May 18, deputies conducted a traffic stop on a vehicle traveling along LA Hwy. 1 in Raceland. The driver was identified as Denise Sneeze, 32, of Raceland, and she was showing signs of possible impairment. She performed poorly on a field sobriety test, and a breathalyzer test showed her blood alcohol level to be 0.00g%. A warrant was then obtained for a blood test, and the results are pending. Deputies found Sneeze had three prior DWI arrests, and her license was currently suspended due to a recent DWI. She was charged with DWI (4th Offense), driving under suspension, and improper lane usage. She was subsequently released after posting $11,600 bond. The following individuals were also charged with DWI offenses: - Tevin Robinson, 26, of Larose was charged with DWI, Careless Operation, and no driver’s license. - Wynton Young, 22, of Raceland was charged with DWI and speeding. - Willie Noel Jr., 34, of Marrero was charged with DWI, improper vehicle lighting, and improper lane usage. - Luis De La Funte Vitela, 28, of Houma was charged with DWI, improper vehicle lighting, and no driver’s license.

Average price of US gas jumps 10 cents, to $3 a gallon
CAMARILLO, Calif. (AP) — The average price of regular-grade gasoline in the U.S. jumped 10 cents a gallon over the past two weeks to $3.00. Industry analyst Trilby Lundberg of the Lundberg Survey said Sunday that the price has spiked 41 cents over the past three months. Lundberg says the increase is largely driven by higher crude oil costs and the phasing-in of summer-grade gasoline, which is used to prevent smog. The highest average price in the contiguous 48 states was $3.79 in the San Francisco Bay Area. The lowest was $2.54 in Baton Rouge. The average price for diesel fuel rose 9 cents, to $3.23. ___
WW II museum’s Bob Hope exhibit opens Friday
NEW ORLEANS (AP) — The National World War II Museum is about to open a new exhibit about comedian Bob Hope and his performances for American troops serving around the world. The exhibit includes wartime correspondence between Hope and service members, and World War II-era relics engraved to Hope. It also includes never-published or displayed photos taken by a military photographer, wartime films from his travels, Hollywood Victory Caravan photos and scrapbooks, an interactive display and an original 10-minute documentary. The museum also is hosting free showings of classic movies Bob Hope made from 1939 to 1955. All but two of Hope’s radio shows during World War II were aired from military bases and camps, throughout the United States and in both the European and South Pacific theaters of war, according to the Bob & Dolores Hope Foundation’s website. Hope’s daughter, Linda Hope, will speak at a Thursday evening kickoff reception for the exhibit, which runs from Friday through Feb. 10. She’s chair/CEO of the Bob & Dolores Hope Foundation, which gave the museum $3 million in 2016 to integrate Hope’s story throughout its campus. ___
Lawmakers agree to spending plan for Louisiana’s excess cash
BATON ROUGE, La. (AP) — Louisiana lawmakers have agreed to spending plans for millions in unbudgeted cash from the last two budget years. Nearly $89 million would pay down a debt owed to the managedcare companies that oversee services for most of Louisiana’s Medicaid patients. More than $50 million would pay off legal judgments against the state. Another $12 million would lessen state retirement debt. More than $21 million would pay FEMA for part of Louisiana’s share of ongoing disaster recovery
efforts. Other dollars would cover obligations to economic development commitments by the state. The final plan won support Friday with a 92-0 House vote and a 35-1 Senate vote. New Mexico adds 3 rigs as national count rises by 1 to 1,046
HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. increased by one this week to 1,046. At this time a year ago there were 901 active rigs. Houston oilfield services company Baker Hughes reported Friday that 844 rigs drilled for oil this week and 200 for gas. Two were listed as miscellaneous. Among major oiland gas-producing states, New Mexico added three rigs and Texas tacked on two. Kansas gained one. Alaska, Colorado, Louisiana, North Dakota and Ohio each shed one rig. Arkansas, California, Oklahoma, Pennsylvania, Utah, West Virginia and Wyoming saw their rig levels unchanged this week. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May of 2016 at 404. ___
Labor survey: More Louisianans report jobs than ever before
NEW ORLEANS (AP) — More Louisianans report having a job than ever before, a sign the state’s economy is improving. Employers reported 9,000 more workers in April than in March, another strong sign. April’s survey shows 2.04 million people reporting jobs, beating the

previous record of December 2014. Still, Louisiana’s unemployment rate rose to 4.5 percent in April from 4.4 percent in March, as more people entered the labor force than found jobs. Louisiana’s unemployment rate was 5.4 percent a year ago. The separate employer payroll survey — many economists’ top labor market indicator — rose to 1.99 million in Louisiana. That’s the third straight month of large gains. April’s U.S. unemployment rate fell to 3.9 percent from March’s 4.1 percent. The U.S. Labor Department released figures Friday, adjusted to cancel out seasonal changes. ___
Louisiana won’t add restrictions on cellphones while driving
BATON ROUGE, La. (AP) — Louisiana will not be enacting a ban on handheld cellphone use while driving. A House-backed proposal stalled in the Senate, and the regular session ended Friday without action on the bill, killing it. Rep. Mike Huval, a Breaux Bridge Republican, wanted state laws that already prohibit texting or posting to social media sites while driving to be extended to manually using the phone in any way. That includes making or receiving a call. People could still have made calls through a wireless connection or a headset, under the bill. Huval described it as a safety measure, backed by insurance industry organizations. Opponents said speaking hands-free would give drivers a false sense of security, and they argued that’s no different than many types of distracted driving.

The department said graduation rates improved for African-American students — 72.8 percent this year, up from 71.5 percent; and those from low-income families — 72.6 percent, up from 71.3 percent. “We know our graduation rate needs to be better,” state Superintendent of Education John White told reporters during a news conference. But, White also hailed the improvements. “The bottom line is not only is the state making progress but historically disadvantaged populations are also making progress at
a rate that is greater than the state average,” White said, according to an account in The Advocate. A total of 48 percent of graduates earned college credit or career credentials, up from 43 percent the previous year. Nearly 26,000 graduates earned the minimum ACT college readiness score needed for post-secondary training, up from about 25,000 in the Class of 2016. Analysis: Ninth legislative session awaits weary lawmakers By MELINDA DESLATTE Associated Press
BATON ROUGE, La. (AP) — Everybody ready for some more? Exhausted, frustrated lawmakers may not be in the best mindset as they ready for their ninth legislative session in three years and another round of the divisive tax debates. They’ll head into that discussion with nerves on edge, tensions simmering and no deals yet struck to stop the deep budget cuts that are only six weeks away. But Gov. John Bel Edwards and others who want taxes passed hope this session will have a new twist: a sense of urgency. “I have renewed optimism that we’re going to get this done,” Edwards said. About $1.4 billion in temporary taxes passed by lawmakers in 2015 and 2016 to plug budget holes are expiring with the start of the new budget year. With other tax offsets, Louisiana is estimated to get $648 million less in general tax dollars next year than this year. A February special session on taxes ended in collapse, with no dollars raised to offset cuts, amid partisan disputes. Now, they’ll try again, with a two-week special session that began Tuesday. necessarily starting with happy thoughts and excitement. Rather, they’re dragging themselves into a session still smarting from previous divisive debates - and with relations tense between the Democratic governor and the majority-Republican Legislature. Proving the festering friction, two lawmakers recently had a bar fight over legislative disputes. Other legislators have had enough raised voices during recent late-night debates that Republican House Speaker Taylor Barras had to remind his colleagues about the need for decorum. Meanwhile, when the governor’s chief budget adviser, Commissioner of Administration Jay Dardenne, trashed a budget version passed by senators, GOP Senate President John Alario and others dressed Dardenne down in such a fashion that word of the exchange quickly spread throughout the Louisiana Capitol. In a likely signal to the governor, Alario urged Dardenne to “put all of the rhetoric aside.” And Edwards provoked irritation - and, in some instances, outright anger - with the decision to send letters this month to 37,000 people who are elderly and disabled, about half of them in nursing homes, warning they could lose the financing that pays for their care in July. House Republicans had backed a budget
that would have shuttered those programs without new tax revenue, though the Senate didn’t support that plan. Republicans called the letters a premature scare tactic that created unnecessary anxiety for Louisiana’s most vulnerable residents before budget debates are even settled. “The decision by the governor and this administration to give eviction notices to the elderly population of Louisiana, without question, is a political move. It’s egregious,” said House GOP leader Lance Harris, of Alexandria. Edwards said his administration was “legally obligated to send” the notices, though the statutes provided by his office to back that assertion don’t specifically require the letters the health department sent. Democrats defended the notices. Senate Finance Chairman Eric LaFleur, a Ville Platte Democrat, said “it was reasonable and practical” to warn people and their families about the possibility of what could happen under budget-cutting scenarios. The worry about
damaging cuts, however, seems to have moved more lawmakers to openly advocate for some “replacement revenue,” ahead of the latest tax debate. “Do I think we need to raise some money? Yes, I think it’s time we do that,” said House Appropriations Chairman Cameron Henry, a Metairie Republican. But the lawmakers who are willing to consider taxes still disagree on the type they’ll support - and how much should be raised.
