Juvenile charged as accessory in death of Montegut man

Senators craft Louisiana budget with more education money

One suspect still at large

A 16-year-old male has been charged as an accessory in the recent shooting death of 53year-old Kirby Courteaux Jr. The juvenile is the third person facing charges in the incident. Terance Dupre, 22, of Montegut was arrested and charged with SecMathews ond Degree Murder in the case. Davonte Mathews, 21, of Montegut is also wanted for murder and is still at large. Through investigation, detectives learned Dupre, Mathews, and Courteaux were at a boat launch in Pointaux-Chenes on the night of May 11, 2019, when Courteaux was reportedly shot multiple times. Mathews and Dupre took Courteaux’s body and his truck. They then transported his body to Morgan City and left him near a wooded area. Further investigation revealed a 16-yearold male was traveling with them in the truck to Morgan City. On May 15, 2019, Dupre was taken into custody after Terrebonne Parish Sheriff’s Office deputies found him driving the victim’s vehicle in Montegut. During questioning by Lafourche Parish Sheriff’s Office investigators, Dupre had to be hospitalized for treatment on an unrelated matter. He was released from the hospital on Thursday, May 23, and he was booked into the See Suspect Page 3-A

BATON ROUGE, La. (AP) — Louisiana state senators crafted a $30 billion operating budget for next year that would boost college spending, give school teachers a pay raise and provide new dollars for early childhood education, after years of flat financing or cuts for those programs. The Senate Finance Committee rewrote the House-backed spending proposal late Monday, to more closely match the wishes of Gov. John Bel Edwards for the financial year that begins July 1, particularly on public school financing. Senators are backing a $140 million increase for K-12 schools, with $1,000 pay raises for teachers, $500 salary hikes for support workers and $39 million in block grant increases for school districts. That’s the financing plan sought by the Democratic governor and the state education board, but not the proposal devised by House Republican leaders. The House version of the budget proposed larger raises, but no block grant money. Next year’s budget proposal, advancing to the full Senate for debate, contains increases for health programs, the child welfare agency and the corrections department. State workers would get salary increases. Senior citizen services would get new funding. See Budget Page 3-A

Louisiana’s unemployment rate and number of employed at series low

BATON ROUGE – Data released last week by the Bureau of Labor and Statistics (BLS) for April 2019 showed that Louisiana’s unemployment rate decreased to 3.5 percent – down from the March 2019 revised rate of 3.8 percent. This is the lowest not seasonally adjusted unemployment rate for Louisiana in series history. But figures show the Houma-Thibo-

daux area still lost 2,700 jobs over the 12 months ending April 30, more than any Louisiana metro area. “This shows seven consecutive overthe-year losses,” the report, released Friday by the Louisiana Workforce Commission, says. The area, comprised of Terrebonne and Lafourche parishes, lost 300 jobs last month alone. The figures reflect the continuing impact of a Gulf of Mexico oil bust that started in mid-2014. Since then, the area has lost roughly 16,000 jobs — nearly one of every five — after low crude prices sparked layoffs and work slowdowns throughout the offshore oil-based economy. The U.S. industry has rebounded along with oil prices, but job growth has been limited mostly to inland shale fields, where drilling is quicker and less costly than the deep waters of the Gulf. Shell begins production at platform in Gulf

HOUMA, La. — Shell Oil Co. says production has begun ahead of schedule at its Appomattox platform in the deep waters of the Gulf of Mexico. The Courier reports Andy Brown, upstream director for Royal Dutch Shell, said in a news release Friday that the site was brought online earlier than expected and under budget. At its peak, Shell expects Appomattox to produce about 175,000 barrels of oil per day. Appomattox, Shell’s largest floating platform, operates in 7,400-feet of water, a depth equivalent to about five Empire State Buildings. It’s the first large-scale production from what’s known as the Gulf’s Norphlet formation, about 200 miles southeast of Port Fourchon. It’s also the Gulf’s first production from a Jurassic reservoir, high-quality

Louisiana House ends death penalty ban debate without vote

BATON ROUGE, La. (AP) — Louisiana’s annual debate over whether to abolish the death penalty appears to have ended, after a House lawmaker shelved his proposal Thursday without a vote. In a quiet, often emotional debate, House lawmakers discussed the legislation by Rep. Terry Landry, talking about exoneration rates and detailing murder cases. But after he made his closing argument, Landry — a New Iberia Democrat and former state police superintendent — didn’t seek a vote on the bill, anticipating that he didn’t have the votes for passage. The measure would have ended Louisiana’s use of the death penalty for offenses committed starting in August. The Senate rejected a similar proposal from Sen. Dan Claitor, a Baton Rouge Republican, earlier in the session. Only 13 senators supported the ban, while 25 opposed it. Louisiana held its last execution in 2010. The corrections department says it can’t get lethal injection drugs because companies don’t want their products associated with capital punishment. Boy, 11, charged in unintentional deadly shooting of brother

BATON ROUGE, La. (AP) — Authorities say an 11year-old boy has been charged in the unintentional shooting death of his 9-year-old brother in a Louisiana home. Baton Rouge Police spokesman Sgt. L’Jean McKneely told The Advocate that the older boy is charged with negligent homicide. Authorities say Chaz Carpenter died shortly after he was shot around 6:30 p.m. Saturday. The name of the boy charged wasn’t released because of his age. McKneely called the shooting unintentional and says it remains under investigation. Police didn’t release additional details. Marijuana left in washing machine causes fight in Florida

NAVARRE, Fla. (AP) — Florida authorities say a Louisiana woman beat her wife with a bedpost, apparently upset her spouse put their marijuana through a washing machine. The Pensacola News Journal reports that 30year-old Ashley Perkins of Youngsville, Louisiana, was released from jail Thursday after being charged with aggravated battery. The Santa Rosa County Sheriff’s Office said Perkins and her wife were arguing over missing marijuana when the fight escalated. Investigators say Perkins began hitting her wife with a bedpost around her head, legs and left arm.

Court: NFL’s Bucs not entitled to damages from BP spill

NEW ORLEANS (AP) — A federal appeals court has ruled that the NFL’s Tampa Bay Buccaneers is not entitled to damages from BP for the 2010 Deepwater Horizon oil spill. At issue were the accounting practices the team used to argue that the 2010 spill caused the team’s revenues to fall. The Bucs had sought $19.5 million in damages. On Friday, the 5th U.S. Circuit Court of Appeals upheld a district court’s decision against the team. The court found that the Bucs’ revenue in May-June 2010 was not significantly lower than its revenue during that same span a year later. In order to qualify for damages, it had needed to show that its revenues rebounded by at least 10% in 2011. The team’s stadium is about 360 miles southeast of the site of the spill.

Louisiana’s foster care program would be expanded to cover youth up to age 21. The TOPS program would cover full college tuition for all eligible students. Early learning programs would receive new dollars to cover children from birth to three years old. The Medicaid rates paid to providers of home- and communitybased services for the elderly and people with developmental disabilities would increase to the rates that had been paid in 2008, before they were slashed in more recent years. But senators stripped out a Housesought increase for the Office of Motor Vehicles, aimed at reducing wait times for customers. They also removed financing lawmakers in the House proposed to expand Medicaid to cover more children with developmental disabilities whose parents currently make too much to qualify for the program. After years of struggling amid budget gaps, the financial debate this year centers on how to spend new dollars available to lawmakers. Edwards and the majority-GOP Legislature last year agreed on a seven-year tax compromise that provided financial stability and new growth. Combined with other budget bills, total spending across state, legislative and judicial agencies next year would top $34 billion. Legislative agencies would get a largely flat $96 million budget next year, and the Louisiana Supreme Court and the judiciary would get a standstill $173 million budget. Margie (Mahay) Dupre Baudoin, September 1, 1943 to May 21, 2019. It is with deep sadness that the family of Margie Baudoin announces her passing. Margie a long-time resident of the Golden Meadow area died Tuesday the 21st of May at the age of 75. Margie was preceded in death by her mother, Angel Dantin; father, Gustave Dupre; brothers, Steve and Pat Dupre. She is survived by her daughter, Tee Milligan (Norman); son, Ponch Baudoin (Tina); sisters, Joyce Bourgeois, Rose Duet, Georgia Baudoin, Judy Terrebonne; and brother, Eddie Dinet; grandchildren, Elizabeth Steelman (Denny Paul), Ryan Baudoin, Robert Milligan (DeLea); and great grandchildren Kara, Jasmine, Cannon, Riley, Danielle, Ashtyn, Marianne and Emmy. Margie loved socializing, was fiercely proud of her family and doted on her children, grandchildren and great-grandchildren. Public notice LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ) OMNI ENERGY SERVICES CORP. / FOURCHON FACILITY DRAFT WATER DISCHARGE PERMIT MODIFICATION

The LDEQ, Office of Environmental Services, is accepting written comments on a draft modification of a Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for OMNI Energy Services Corp., Fourchon Facility, 4500 NE Evangeline Thruway, Carencro, Louisiana 70520. The facility is located at 460 Adam “Ted” Gisclair Road in Golden Meadow, Lafourche Parish. Upon the effective date of the final permit modification, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this existing source is made into effluent pipes, thence into an unnamed navigation canal, thence into Bayou Lafourche, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife. Under the SIC Code 1389, the applicant proposes to discharge oilfield marine vessel/tote and tank wash wastewater, incoming ballast and void water, and bilge or slop waters, treated sanitary wastewater and stormwater runoff from an existing oilfield service vessel/tote and tank cleaning facility. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. This permit is being modified to update the outfall description for Outfall 001 to reflect a continuous discharge and to include incoming ballast water and void water, and bilge or slop waters. As a result of this update, Other Conditions, Paragraphs O and Q have been deleted. The facility will also be accepting washwater from clients having the same waste classification (virgin) and commodities that have marine vessels and equipment cleaned at another tank cleaning company in Port Fourchon. A Waste Acceptance Procedures Plan has been established in Other Conditions, Paragraph S of the permit. The facility has added toluene to the list of accepted vessel/container types that may be washed, therefore, reporting requirements have been added to Outfall 001. Additionally, Other Conditions Paragraph G has been updated and toluene has been added to Attachment 1. In accordance with LAC 33:IX.3105.B.2, only those permit limitation and conditions pertaining to the draft modifications are open to public comment. Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax.
