Major Gulf oil project moves forward
Raceland voters elect School Board member

Voters in the Raceland area elected a new School Board member today, while two communities in Lafourche and one in Terrebonne renewed fire-protection property taxes. Here is a rundown, according to complete but unofficial results from the Louisiana Secretary of State’s Office: School Board: Democrat Raymond Toups defeated Republican Chris Lagarde in the runoff for the Lafourche School Board’s District 8 seat. District voters cast 192 votes (55 percent) for Toups and 154 (45 percent) for Lagarde. Nine percent of the district’s 3,839 voters cast ballots. The seat opened in May after board member Ronald Pere resigned, saying he was moving outside of the Racelandarea district. He had been on the board for 10 years. Toups is serving as the interim board member. Both candidates said during a March forum that they would support reducing the School Board’s 15-member size, a proposal the board majority has debated but rejected several times over the past few years. Parish transportation plans still in early stages Buster Avera, Contributing Writer
The Lafourche Parish Transportation Plan is still in its “draft” stage, requiring a specific set of action items, but the plan is essentially complete as it was unveiled at Thursday’s public Planning Commission meeting in Mathews. Prepared by the South Central Planning and Development Commission (SCPDC) and funded by Louisiana’s Department of Transportation and Lafourche Parish Government, the plan’s goal is to identify “multi-modal” transportation projects, look for funding sources and develop a recommended action plan in a 20-year outlook. SCPDC’s Joshua Manning gave a plan update to the Planning Commission at the Mathews Government Complex. Lafourche Parish’s Comprehensive Resiliency Plan, adopted in 2014, called for the creation of a parish-wide master transporta-
tion plan which includes all of the parish’s incorporated and unincorporated areas. Parish government has deemed the transportation plan as essential because transportation demands continue to grow in the region while federal and state dollars toward infrastructure projects continue to shrink. As the latest census data shows, in Lafourche Parish 2.3% of workers aged 16 and older have no vehicle available to them. Consequentially, the plan also incorporated a transit feasibility study as well as a bicycle and pedestrian study. To gather information for the plan, SCPDC used various forms of data collection including workshops, public meetings, consultations, online forms, emails and phone calls to get feedback on the public’s transportation needs. Shell Offshore has decided to move forward with a major new oil development in the deepwater Gulf of Mexico. The Vito project will produce oil from a field in 4,000 feet of water about 150 miles southeast of New Orleans, the company says. The project is significant for several reasons: It is the first new oil development sanctioned this year in the Gulf. It comes amid an offshore oil bust, sparked initially by a global crude glut and resulting decline in prices, that has lasted nearly four years, stripping roughly 16,000 jobs from Houma-Thibodaux’s oil-based economy. Shell says efficiencies, including a redesign of Vito’s above-surface production platform, have driven down the project’s break-even cost to about $35 a barrel. That’s down by about 70 percent since Shell conceived the project. It’s also down significantly from $60 or $70 a barrel economists and analysts have widely touted as the break-even oil price in the deepwater Gulf over the past several years. “With a lower-cost developmental approach, the Vito project is a very competitive and attractive opportunity industry-wide,” Andy Brown, Shell Upstream director, said in a news release last week. “Our ability to advance this world-class resource is a testament to the skill and ingenuity of our development, engineering and drilling teams.” Vito, Shell’s 11th deepwater project in the Gulf, is scheduled to begin producing oil in 2021. At its peak, the project will produce about 100,000 barrels of oil per day. Total recoverable oil is estimated at 300 million barrels over several decades. Shell owns 63 percent and Statoil USA owns the other 37 percent.

Sheriff Craig Webre announced the Lafourche Parish Sheriff’s Office will conduct a seat belt checkpoint in Lafourche Parish during the daytime hours of Thursday, May 3. During this checkpoint, deputies will be checking motorists for seat belt and safety seat violations, as well as for proper inspection tags and other potential violations. Checkpoints are designed to help raise awareness for these types of violations and make the highways of the parish safer for all motorists.

Tarpons roll to Quarterfinals in thrilling walk-off win Casey Gisclair Gazette Sports Reporter
South Lafourche’s well-known arms and bats got the team in position to reach the Class 4A State Quarterfinals this past weekend against Riverdale. But it was a pair of unknown legs that ultimately was the difference in the team punching its ticket and making it to the next round. With the score tied at 8 in the bottom of the seventh inning of Saturday’s decisive, winnertake-all game between the No. 4 Tarpons and No. 13 Rebels, South Lafourche got its leadoff man aboard. Coach Andrew Ravaglia then unleashed his late-game secret weapon – pinch runner Jake Galjour. Galjour stole second base, then advanced to third on a wild pitch and stole home on a passed ball, which clinched the series in a 9-8 Tarpons win. The Tarpons dogpiled Galjour at home plate – the continuation of a storied ride for a team that had not ever won a playoff game prior to this season. “I am just so proud of the kids,” Ravaglia said after the series win. “They never let up. We didn’t always play our best. We had to fight back from adversity. But we did what we had to do to win.” The series was unbelievably dramatic. On Friday night, the Tarpons won the first game by a 2-1 score, thanks to the powerful arm of senior Kasey Guidry. Guidry allowed just one run in seven innings for the Tarpons, which sent the game to the bottom of the seventh tied at 1. In that inning, the Tarpons attacked and had the bases loaded with no one out with Guidry at the plate. He delivered the final blow –
a solid base hit to right field, which sealed the win and put the Tarpons up 1-0 in the best of three series. But Riverdale had plenty left in the tank. After the heartbreaking loss on Friday, the Rebels competed like heck on Saturday, evening the series with a 2-1 win on Saturday afternoon in the first game of a Saturday doubleheader. Left-handed pitcher Rensuke Higashihama was dominant for the Rebels in the game, tossing a complete-game, using four and sometimes five pitches to keep South Lafourche’s hitters off balance. Higashihama’s outing needed to be good because South Lafourche senior lefty Blake Ougel was brilliant, as well, allowing just two sacrifice flies in the game – his second loss of the season. After a 45-minute pause to reset lineups, South Lafourche and Riverdale faced off again on Saturday in game three – a winner-take-all battle for the spot in the Quarterfinals. Higashihama started game three for Riverdale, but after throwing 91 pitches earlier in the afternoon, he was not as effective, allowing two runs in the first inning to allow the Tarpons to take a 2-0 lead – an advantage they extended to 3-0 in the second inning. But the Rebels weren’t done. Every time South Lafourche made a surge, the Rebels answered. They erased the Tarpons 3-0 lead with three runs of their own off senior pitcher Beau Callais, tying the game at 3. Callais was gutsy on the mound for South Lafourche. Plagued by errors and seeing-eye singles, he worked through five innings and gave the Tarpons an 8-6 lead into the sixth inning. But again, Riverdale came back. The Rebels
scored two runs off senior closer Austin Cantrelle in the seventh inning, which tied the score at 8 – a score which held into the seventh inning. That’s when Ravaglia called on senior Mark Pitre to pitch and he worked a beautiful seventh inning, getting the team to his offense with a chance to win. They delivered. First Ougel singled to right field. Galjour ran for Ougel and stood on first base until he stole second. Then Pitre walked, which set up runners at first and second with no outs. Then, Rebels pitcher Alan Castro lost his command. With Jelby Cheramie at the plate, he unleashed a wild pitch, which moved Galjour to third base. A few pitches later, he delivered another, which plated Galjour and sent the Tarpon Nation into a frenzy – the final blow in a 9-8 win. With the win, South Lafourche will host No. 5 West Ouachita in the Quarterfinals – another best of three series. The first game will be at 6:30 p.m. on Friday. On Saturday, the teams will meet at noon and if a game three is necessary, they’ll play at 3. TROJANS FALL IN TOUGH SERIES Like the Tarpons, Central Lafourche was playing a second-round series this past weekend. Unfortunately, the Trojans didn’t have quite the same luck that the boys from down the bayou did. No. 16 Central Lafourche fell in consecutive games to No. 1 Zachary, falling 12-2 on Friday, then 13-2 on Saturday to fall out of the Class 5A State Playoffs. Zachary is the No. 1 team in Louisiana and a lot of people’s picks to be the No. 1 team in the country and they showed their teeth throughout the series with timely offense, elite pitching and effective defense. The Trojans competed, but didn’t have enough firepower, ending their season on the road.

Toups cast the sole vote against a $6 million school system budget cut earlier this year, saying the board should have looked more closely at revenue instead of focusing on cuts. Lagarde said the board should do more to cut positions that wouldn’t affect students. St. John community fire tax: Voters in Lafourche Fire Protection District 6 renewed a 7.6-mill property tax for 10 years. It raises $368,600 a year for the St. John Volunteer Fire Department. Voters cast 200 votes (88 percent) for the tax and 28 (12 percent) against. About 3.1 percent of the district’s 7,387 voters cast ballots. Galliano fire tax: Voters in Lafourche Fire District 3 renewed an 8mill tax for 10 years that sends $4.7 million annually to the community’s fire department. The vote was 932 (87 percent) for the tax and 144 (13 percent) against. About 7.8 percent of the district’s 13,774 voters cast ballots.

Company officials attribute Vito’s cost savings to simplified design, in addition to “working collaboratively with vendors in a variety of areas including well design and completions, sub-
sea, contracting and topsides design.” Vito is an example of a trend Louisiana economist Loren Scott discussed during a speech April 17 in Houma before the South Central Industrial Association. Efficiencies that have brought down the break-even point for Gulf projects have come at a cost to many of the oilfield service companies and workers based in Terrebonne and Lafourche parishes. As oil companies become more efficient, they have demanded lower prices from service businesses and suppliers and often need fewer platforms, service boats and workers, Scott said. Most of the relatively few leases companies purchased during the latest Gulf sale in March are close to current platforms. That allows firms to drill several subsea wells and connect them via pipeline to existing platforms rather than building new ones, costing area companies business and local communities jobs. Vito’s platform will connect via pipeline to eight subsea wells that will extract oil from thousands of feet below the Gulf floor. Project manager Kurt Shallenberger calls Vito a “pivotal moment” in the deepwater Gulf. “But not about going deeper, but making it affordable and repeatable,” he said. Manning said that the Planning Commission should consider adopting the plan by creating “a process to help apply identified projects.” “How it will work is now up to the Planning Commission and the Council,” he said. Parish Senior Planner Jeffrey Leuenberger noted that the Planning Commission should open a 30-day public comment period, followed by a presentation at a future Parish Council public meeting. “The Council holds the purse strings. But when funding comes around, we will have a list of projects with a 5, 10 and 20 year action plan for them to include in the budget process,” he said. Leontine Marie Plaisance Barrios, born January 28, 1923 went to be with the Lord on April 27, 2018. He is also survived by beloved friends, Leonard “T-Joon” Billiot and Livingston Theriot. He was preceded in death by his father, Louis Duet, Sr.; and brother, Daniel Duet. John was a private man who lived a simple life. He was an honest, hard-working, responsible and disciplined man who was loyal to his friends. John was happiest when he was enjoying the fruits of nature, whether it was shrimping on his trawl boat, fishing for specks and reds, or hunting in the woods. John will always be remembered as a simple man who lived a simple life. He will be deeply missed by his friends, family, and all who knew him. VIDALIA, La. (AP) — Australian graphite producer Syrah Resources has selected a Louisiana site for a $25 million manufacturing processing facility, creating 25 new direct jobs. The Natchez Democrat reports Gov. John Bel Edwards and the Melbourne-based firm announced the selection of a Vidalia site for a graphite processing facility in a press release Monday. The new jobs will have an average salary of $60,000. Louisiana Economic Development estimates the project will also result in 30 new indirect jobs. News outlets report the facility will process graphite from Syrah’s Mozambique production operation into a component for lithium-ion batteries, focused on the growing electrical market. Syrah Technologies CEO Paul Jahn says the raw material will be shipped to the Port of New Orleans and trucked to the Vidalia facility for processing. ____
Louisiana troopers arrested after probe of overtime program
BATON ROUGE, La. (AP) — Four current or former Louisiana State Police troopers were arrested Monday on charges stemming from an investigation of a program that pays overtime for extra police patrols. State Police detectives made the arrests after a months long internal investigation of the agency’s participation in the Local Agency Compensated Enforcement (LACE) program, a State Police news release said. Current trooper Daryl Thomas and former trooper Byron Sims were arrested on charges of felony theft and filing false public records. Investigators filed those charges in East Baton Rouge Parish.
Last year, WVUE-TV in New Orleans used surveillance video to show that Thomas and Sims billed the ticketwriting program for hours they didn’t work. A second current trooper, Wayne Taylor, and former trooper Jimmy Rogers were arrested on charges of malfeasance in office and injuring public records. The charges against Rogers were filed in Calcasieu Parish; the charges against Taylor were filed in Rapides Parish. Thomas is a 23year-old veteran of the State Police; Taylor has more than 11 years of service with the agency. Their employment status “is pending the administrative process,” the State Police news release says. Local district attorneys pay for the overtime that troopers earn through the LACE program, outside their regular patrol shifts. The program was suspended statewide while the State Police investigated, but was reinstated in February. Lt. J.B. Slaton, a spokesman for the State Police, said in a text message that he doesn’t know the names of any attorneys representing the arrested troopers. ____

Lafourche Parish Sheriff Craig Webre is asking for the public’s help in locating 16-yearold Jorden Danos of Pointe-Aux-Chenes. Danos was last seen leaving his residence at 1577 Highway 665 at 1 a.m. on Sunday, April 29. He was wearing a dark red shirt, blue jeans and gray shoes.
