BATON ROUGE, La. (AP) — Gov. John Bel Edwards’ chief budget adviser will unveil the administration’s proposal for closing a $315 million deficit to lawmakers on Friday, a gap that threatens to force new cuts across state agencies and public colleges. Commissioner of Administration Jay Dardenne will outline the recommendations to the joint House and Senate budget committee, seeking to close a budget hole left from the fiscal year that ended June 30. It wasn’t clear if the proposal would rely solely on cuts to close the gap or if the Edwards administration has found any pots of money to offset some of the deficit. “The commissioner is not revealing any specifics of his plan prior to the Friday meeting,” Dardenne spokesman Cody Wells said Monday.

BATON ROUGE, La. (AP) — Louisiana’s wildlife and fisheries secretary said he’s ordered a “complete internal review” of his agency’s operations after auditors found questionable spending, missing state-owned property and shoddy management of finances under past leadership. “I was very disturbed to learn that (the department) deviated from its core mission and best management practices,” Charlie Melancon, who took over the Department of Wildlife and Fisheries this year, wrote in response to an audit released Monday. The review by Legislative Auditor Daryl Purpera’s office details widespread financial issues across the department under Melancon’s predecessor, raising questions about millions of dollars in spending. For example, auditors say
Gulf oil spill recovery money intended for fish testing instead paid for unnecessary iPads, cameras, boats and now-missing fishing equipment. Draft audit findings had been previously reported by The Associated Press in September. Purpera’s office released the official report publicly Monday, which included Melancon’s response. The publicly-released audit toned down language used in the draft version that had suggested the fish testing program was so mismanaged that it “cannot ensure that the work accomplished was sufficient” to declare the seafood was safe. Instead, the final version cites a 2015 state health department report that said the sample results found substances that “were below concentrations that could potentially threaten the public’s health.” See Audit Page 10-A
Ready to quit? Great American Smokeout Thursday Smoking Cessation Trust encourages smokers to quit
In observance of this year’s Great American Smokeout on Thursday, November 17, the Smoking Cessation Trust (SCT) is encouraging Louisianans to quit cigarettes forever by utilizing the free products and services it provides. The Great American Smokeout was created in the 1970’s by the American Cancer Society to get people to quit cigarettes for a day and donate the dollars they would have spent on cigarettes to charity. The event has since grown to en-
courage people to use the date to make a plan to quit, or plan in advance and then quit smoking that day. It challenges people to stop using tobacco and helps people know about the many tools they can use to help them quit and stay quit. The Smoking Cessation Trust, now in its fourth year, is the result of a court judgment in Scott v. American Tobacco Company, a 14-year-old class action lawsuit, became final. See Smoking Page 10-A
The 2017 Lafourche Parish budget is one step closer to completion. The Lafourche Parish Council and administration discussed the budget at two hearings last Wednesday and Thursday. Now, council members have just over a week to submit amendments to the budget and there are likely to be many. Council members asked questions about changes in the 2017 budget from the current one and when there were no answers, they said they intend to seek changes. There are expected to be dozens presented at the Nov. 22 meeting, which is when the budget is expected to be approved. Some of those expected amendments and actions may include: - Calculating the salaries for an internal auditor, internal auditor clerk and community action executive director. - Adjusting the finance director salary to cancel out a proposed raise. - Adjusting the deputy director of communication salary to cancel out a proposed raise. - Checking the calculation for the salary for the parish president. - Including a raise for the justice of peace and constable. - Returning money to the BP oil See Budget Page 3-A
Nowlin out as South Lafourche football coach Gazette Sports Reports
The 2016 football season will be the first – and only – season Brandon Nowlin will get as South Lafourche High School’s head football coach. Rumors circulated through social media last Tuesday that Nowlin, 35, was relieved of his duties with the team, despite having been hired in April to fill the post vacated by Dennis Skains’ departure. Those rumors proved true on Wednesday when principal Gaye Cheramie and the Lafourche Parish School Board confirmed the news, citing that the coach had been relieved of his duties as a coach, but was still employed by the school system as a teacher. The Town of Golden Meadow will host its third annual Christmas Parade on Saturday, November 26 beginning at 3:30 p.m. Participation in the parade will be free and open to the public. Participants may decorate floats, trailers or golf carts. Participants in the parade must be at least 4 years old. Prior to the parade, Santa and friends will be at the pavilion at Oakridge Park from 1:30 to 3 p.m. Pictures will be allowed, but you must bring your own camera. There will also be other entertainment for the kids along with treats. Anyone taking part in the parade should be at the park no late than 2:30 p.m. to line up to head on the north end of town. The parade will travel south and end at the Town Hall where there will be a tree lighting ceremony and refreshments served. To enter the parade, a registration form must be completed. Lockport KC to host lunch benefit, Nov. 20
The Lockport KCs will have their monthly fundraiser dinner on Sunday, November 20 at their home on Seventh Street. Houma CC grads can earn 1-year bachelor’s in nursing at LSU
NEW ORLEANS (AP) — Graduates of Houma’s community college can now use those credits to get a bachelor’s of nursing degree in one year at Louisiana State University’s nursing school in New Orleans. LSU Health New Orleans says the agreement will let registered nurses with an associate degree from Fletcher Technical Community College earn a bachelor of science in nursing. Applicants must meet all admission requirements of the “RN to BSN “ program. Fletcher graduates are eligible for admission to LSU Health New Orleans School of Nursing for the 2017 spring semester. The agreement announced in a news release Monday is similar to one made several years ago with Delgado/Charity School of Nursing. The program’s required general education and nursing courses are designed for registered nurses. ___
2016 pecan crop struggling in Louisiana
SHREVEPORT, La. (AP) — The LSU AgCenter says Louisiana pecan growers who were eager to bounce back from last year’s disappointing crop will likely have their hopes dashed this year. Pecan specialist Charlie Graham predicts a smaller than usual harvest. Graham said in a news release that insects, mites and disease have caused trees in Louisiana to defoliate and yields to drop. But fortunately, prices and demand remain strong. He says Louisiana growers will likely harvest 4 million to 5 million pounds of pecans this year. Pecan trees alternate between “on years” with heavy production and “off years” with lighter production. Harvest in Louisiana typically begins in October, and most growers want to finish by Thanksgiving. But wet weather can prolong harvest into January. ___

Depressed energy prices have sharply curtailed oil and gas exploration. Houston oilfield services company Baker Hughes Inc. said Friday that 452 rigs sought oil and 115 explored for natural gas this week. One was listed as miscellaneous. Among major oil- and gas-producing states, Texas gained six rigs and Ohio was up by one. Alaska and North Dakota each declined by two. New Mexico, Oklahoma, Pennsylvania and Utah each lost one. Arkansas, California, Colorado, Kansas, Louisiana, West Virginia and Wyoming were unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May at 404.

1 (10 to 12 lb.) turkey 2 celery ribs, cut in half crosswise 36 garlic cloves, peeled and cut in half 1/2 large green bell peppers, cored, seeded and cut into 2-inch strips 2 tablespoons plus 1 teaspoon Chef Paul Prudhomme’s Poultry Magic 1 medium onion, peeled, quartered and separated 2 large carrots, scrubbed and cut in half lengthwise
Remove, but do not discard, the large, fatty deposits found inside the flaps by the breast and tail cavities on the turkey. Place a 10-inch skillet over high heat and render the turkey fat. Discard all but 1 tablespoon and return this to the skillet. Add the garlic and 1/2 teaspoon of the Poultry Magic and saute until the garlic just begins to turn brown and soft, about 2 to 3 minutes. Remove from heat and drain. Blot with paper towels to remove any fat that may still remain and set aside to cool. Preheat oven to 225 degrees. Work your fingers between the breast meat and the skin to form pockets. Place the cooled sauteed garlic evenly inside these pockets. Sprinkle 2 teaspoons of the Poultry Magic inside the breast cavity, then place the vegetables inside the cavity. Position the carrots last because they are the easiest to put in. Sprinkle the remaining Poultry Magic evenly over the outside of the turkey. Place the turkey in a large roasting pan and roast uncovered until tender and golden brown, about 6 to 6-1/2 hours. To test for doneness, after about 6 hours, remove the turkey from the oven and run a skewer into the thickest part of the thigh along the bone. Remove the skewer and press down on the hole. If liquid runs clear, the turkey is done. If not, place the turkey back into the oven and continue to check periodically until the liquid runs clear. Makes 10 to 12 servings. HOW TO CARVE A TURKEY: To Remove Leg: Hold drumstick firmly, pulling gently away from body. Cut skin between leg and body, press leg downward and cut from body. Separate drumstick and thigh, slice meat from each piece. Cut into white meat parallel to wing, making a cut deep into the breast to the body frame, as close to the wing as possible. Slice white meat, beginning at front starting halfway up breast. Cut thin slices of white meat down to the cut. Slices will fall away from the turkey as cut. Continue until enough meat has been carved for first servings, carve more as needed. Convention doesn’t forbid your standing up to carve, so, if it’s easier, stand up. The bones get in your way if you don’t know where to expect them. A little investigation tells you just where they are. Carving is unduly complicated by a dull knife. And remember the first rule of carving … cut across the grain. If you cut with the grain, long meat fibers give a stringy texture to the slice. Steaks are the exception!

Nowlin From 1-A
Nowlin was 3-7 in his one season with South Lafourche. The Tarpons didn’t make the playoffs. Cheramie said the decision “had very little” to do with the team’s record, but was because of other factors. In a short release, she offered the school’s stance on the situation, adding that no further comment would be offered out of respect to the outgoing coach. “South Lafourche High School has relieved Coach Brandon Nowlin from his coaching duties,” the short, printed out statement from Cheramie reads. “We are taking the program in a different di-
rection. We wish the best of luck to Coach Nowlin in his future endeavors.” Nowlin’s short tenure is disappointing to a lot of the school’s players and fans – both of whom were hopeful the coach would be a keeper at the time he was hired. at Nowlin landed South Lafourche with a decorated resume – one which included successful stops at both the prep and collegiate levels. As a player, Nowlin was a national champion fullback at LSU, playing for Nick Saban. Once in coaching, Nowlin worked collegiately at Central Arkansas and Nicholls. At Nicholls, he coached both the offensive and defensive sides of the ball, and was one of the
Carver Meet Mark Angelette
Mark Angelette of Larose has been carving for about three years. He enjoys carving Green Winged Teals the most and decorative gunner style decoys. Mark sells some of his work to collectors and also enters various carving contests. When asked about his most memorable carving moment, he said: “In the 2015 show, my cocktail decoy placed fifth out of more than 100 ducks and I got to stand on stage with world class carvers like Mr. Robby Matherne and Mr. Carl Danos.” For Mark, Duck carving has been a part of his family for the last six generations. His great, great, great grandfather, Beau-
regard Vizier, passed down a love for the hobby and it continues to foster, even in generations Mark’s age. He is part of a group of carvers that promotes Cajun heritage, decoys, carving and keeping the age-old tradition thriving. The Tarpons started the season with a blowout win against Bonnabel, but could never build upon that success. The Tarpons led 27-0 against Bonnabel in Week 2, but lost the lead, surrendering the game to the Rams by a 28-27 count. Toward the back-end of the season, injuries mounted and the Tarpons were stopped one win short of the playoffs, thanks to a disappointing, season-ending loss against South Terrebonne – a team that entered the game with just one win on the season. Cheramie said there is no timeframe in place to hire a new coach, and the job isn’t yet posted for applications. There is no immediate rush. Spring practices don’t begin until late in the school year, so the school has plenty time to pick its next coach – the team’s seventh in 15 years.

Agencies and colleges have been asked to draw up scenarios for coping with cuts of 7 percent to 10 percent in the state general fund revenue they get. That’s money from general tax collections — not their fines, fees and other dedicated financing sources. The Edwards administration has been sifting through those scenarios.
Central Arkansas comes back in 4th to beat Nicholls 31-24
CONWAY, Ark. (AP) — Hayden Hildebrand threw for 257 yards as Central Arkansas regained control in the fourth quarter to stop Nicholls 31-24 in Southland Conference play on Saturday. Central Arkansas (9-1, 8-0) is now primed for a showdown with Sam Houston State next Saturday in Huntsville. The Bearkats were 9-0 and 7-0 in conference going into their game against Northwestern State later Saturday night. UCA was ahead 17-14 entering the final quarter but Nicholls struck quickly when Chase Fourcade, who threw for 340 yards and two scores, hit C. J. Bates on an 80-yard scoring bomb for a 21-17 lead. The Bears answered when Carlos Blackman scored from the 15 with 11:16 left. Jaylon Lofton sealed the win when he intercepted a Fourcade pass, returning it 79 yards for a touchdown for a 31-21 lead with 8:15 remaining. Fourcade was also the leading rusher for Nicholls (5-5, 5-3) with 66 yards on 11 carries.
Dardenne told lawmakers at their last joint budget committee hearing that he doesn’t expect the governor will support an across-theboard reduction and will want to be “more selective” in divvying up cuts. The $315 million deficit from last year stems largely from worse-thanexpected personal income and business tax collections, driven by declines in private-sector employment, particularly in the oil and gas industry. Louisiana’s unemployment rate is 6.4 percent, third-worst among states. The Edwards administration has warned that Louisiana’s income projections in the current year
also could be too high, worsening the financial gap. Melancon didn’t object to the audit findings and said mismanagement of agency money or property “will not be tolerated.” He said employees were being retrained on financial policies; the number of credit cards handed out to employees has been cut from 413 to 118; and more scrutiny has been added across spending types. “I am confident that the reforms I am putting in place, once fully implemented, will result in focused, efficient and ethical operations,” he wrote. The audit scrutinized department management from 2010 through 2015 when Robert Barham was in charge, appointed by then-Gov. Bobby Jindal. Melancon was named secretary when Gov. John Bel Edwards succeeded Jindal in January. Auditors found that federal grant dollars paid for a used boat that “appeared to have little or no benefit to the agency,” was used twice and cost the department nearly $38,000 to maintain and repair. The agency bought a $1.8 million used airplane without getting a proper inspection first, according to the report, and damage found later could cost up to $581,000 in repairs. Department-owned guns are missing. The report says overtime wasn’t properly tracked. And nearly
$764,000 was spent on clothing, sponsorships and contracts questioned by auditors, who said it wasn’t clear the spending was needed for state business. A large portion of the report dug into a $10.5 million BP-financed seafood safety program overseen by the department after the massive 2010 Gulf oil spill. The audit found insufficient sampling of fish, excessive spending and missing property in the work of a fish testing team based in the Plaquemines Parish community of Venice. The sampling team spent the equivalent of $2,796 per tested fish, Purpera’s office says. In a recent interview with AP, Barham defended his management of the seafood safety program, saying the fish testing was done properly, came in under-budget and didn’t cost the state’s taxpayers. Barham’s 10-page official response to the audit, filed by his lawyer Mary Olive Pierson, repeated similar themes, saying the Department of Wildlife and Fisheries tested a sufficient number of fish samples and the health department found “that Louisiana seafood was safe.” Other former officials involved with the testing program and named in the audit also defended the sampling work in written responses. The judgment ordered certain tobacco companies to fund a statewide, 10-year smoking cessation program to benefit more than 200,000 Louisiana smokers who are members of the plaintiff class (the “Scott Class”). The recipient of the award was a court-established and court-supervised smoking cessation program, known as the Smoking Cessation Trust, which would benefit all Louisiana residents who smoked a cigarette before September 1, 1988. The program began registering eligible recipients in 2012 and, to date, has registered more than 60,000 Louisiana citizens who have committed to kicking the habit. Louisiana currently ranks 46 out of 50 states for tobacco use, according to the most recent America’s Health Rankings® Report from the United Health Foundation, with nearly a quarter (24%) of the state’s residents smoking. Nicotine dependence is the most common form of chemical dependence in the United States. There are immediate benefits for those who stop smoking including return to heart rate and blood pressure normality, improved circulation, improved lung function, and improved smell and taste. Long term benefits to non-smokers include reducing the chance of dying prematurely from smoking related diseases by 60%, a lower risk of stroke, and im-

Tragedy in Cajun Land I took a break from my column last week and nobody noticed. Well, maybe a few cooks and homemakers whohad one less newspaper sheet to wrap shrimp hulls. There are columns in The Gazette which are more substantial like Rev. Todd who can enhance your faith and Mr. Siller who can enhance your financial status. All my columns enhance are memories of by gone eras, events and people. Until this past week, I was sure I knew all about everything in my land of the Cajuns. Tragically I did not! What has happened to my beloved, gentle, neighbor loving neighbor homeland? In one week and within one mile of my home, Wayne Matherne and Stanley Gisclair were brutally murdered in their homes by an alleged perpetrator who is quoted as “just wanting to kill”. There were also several cases of arson and kids throwing rocks and bricks through my peaceful neighbors’ and relatives’ windows. Who are their mentors and role models? How could such ideas and thoughts enter such young minds and instill the willingess to carry through such dastardly deeds in an area which is religious and kind and where people had not seen the need to lock their doors for generations? Such questions are easy to ask, but where in the darkest corner of anyone’s mind could one even begin to search for the answers. And then there was the election. Shocking? To some, sure but It was evident that Hillary had the organization, ability, power and money to possibly pull it off, but I also felt an anger in the country crying out for change where the so called “forgotten working class”

A nation who was born with a revolution, survived the war of 1821, a civil war, World Wars I and II and other altercations will survive, but Wayne and Stanley will not! I have a true political story that might give you some insight about human nature. Nerby Collins was a well-liked bar owner and shrimp dealer who had been elected several times to the Lafourche Parish Police Juror and was doing a good job. But there were some who thought it was time for a change so he encountered strong opposition. It was the same Lafourche “rip bang” “no holds barred” election, without today’s riots. Nerby was eased out of the run off by a small margin. Or so it seemed.
When you won an election in those days, parades were held. The winners waved from the cars and the losers waved back from the porches. They were all friends yesterday and would be again tomorrow so tempers cooled fast. A recount was called for. This was Tuesday, but the parade making fun of and mocking him had been held that Sunday. A few cars had cloth dummies depicting Nerby and hung in effigy in the parade. The public, who liked Nerby, even though they had just voted him down, was appalled and mad at what they considered an insult and took it out on Nerby’s opponent even though it might have been the work of his supporters and not the candidate who had instigated it. Never the less, the damage was done. The recount reversed the results and Mr. Collins was back in the runoff where he slaughtered his opponent and went on to serve many more years. There might be a moral to this story and maybe my readers can figure it out. Bye now!
