Area loses another 900 jobs

Despite a rain delay, the new Lafourche Parish jail is still on track for completion next year. The Lafourche Parish Correctional Complex will be located across from the current jail at LA 3185 and Veterans Boulevard in Thibodaux. It’s set to be completed Sept. 4, 2018. Project manager Bill Lacher said the job had been expected to be completed by next August, but it got delayed 22 days because of rain this year. The new jail will be about 127,000 square feet and include five connected buildings. Initial occupancy will be just over 500, but it will have space for 600 inmates. It will include four general housing units – one 34,000 square feet; one 17,000 square feet; and two 12,000 square feet each. There will be a corridor for inmates being transported for court and other reasons. There will also be a pharmacy, medical exam rooms, classrooms, a library and an indoor basketball halfcourt. “We’re providing more than just warehousing,” Lacher said. “It’s a means of lifting them up.” The new jail will cost about $42 million. acre property that was worth more than $150,000. Or it would have been, if the local flood control district hadn’t taken it to shore up protection against hurricanes in the lowlying area that brushes up against the Gulf of Mexico. Jarreau, 44, knows all too well about flooding, having lost a home on another property to Hurricane Katrina. But he also wants to be paid what he considers a fair price. So he’s asked the Supreme Court to step in. “I’ve been digging on this land since I bought it,” Jarreau said in a telephone interview. “I didn’t think they could just take your land like that. I thought if they damaged your property, I thought they’d take care of it.” The case raises a legal issue that the court hasn’t dealt with in nearly 70 years. The issue is whether the “just compensation” the Constitution says a government must pay when it takes someone’s property includes the value of the business that is lost because of the government’s action.

Houma-Thibodaux lost 900 jobs last month and 2,300 since last September as a three-year offshore oil bust continues to take a toll, new figures show. The Louisiana Workforce Commission recently released a report reflecting the greatest monthly job losses since the 1,800 recorded in January. The metro area, comprised of Terrebonne and Lafourche parishes, posted a 5.5 percent unemployment rate in September, down from 5.7 percent in August and 7 percent a year ago. The report indicates the unemployment rate has declined because people are leaving the workforce altogether and are no longer counted as jobless. That includes people who have returned to school, left the area or given up on a job search. The civilian labor force, the number of people working or looking for work, dropped from 107,577 in August 2014 to 82,199 last month. That means 24 percent, or nearly one in four people, have left the local workforce over the past three years. The latest figures bring to 16,300 the estimated number of jobs Terrebonne and Lafourche parishes have lost since the oil bust began in mid-2014. By year’s end, the area will have lost 16,700 jobs, one of every six, since the oil bust began, Louisiana economist Loren Scott forecasts in a separate forecast released earlier this month. He expects the area to lose another 1,800 jobs next year before gaining about 700 in 2019. The monthly loss is 100 higher than preliminary figures the state agency released a week ago. The yearly job loss figure is 500 greater than the earlier estimate. Jobs directly involved in oil and gas exploration and production are down by 100 compared to September 2016, the 32nd straight month of over-the-year losses. Specifics: See Jobs Page 3-A

Most people realize that a pink ribbon dangling from a fixture in October is placed there as a sign of support for breast cancer awareness. But did you know that November is Pancreatic Cancer awareness month? Purple colored bows are displayed in recognition for awareness for this type of cancer. I didn’t realize this, until I was diagnosed having the disease in October 2016. I was admitted into Lady of the Sea Hospital with unknown high fever and low potassium. Certain blood tests and an abdominal scan were ordered with a possible diverticulitis diagnosis. Instead I was diagnosed having a pancreatic tumor. I was directed, by my primary care physician, to Ochsner Medical Center, where a biopsy determined that it was Stage 1 Neuroendocrine Pancreatic Cancer.

The specialists I saw explained to me how very blessed I was to have been diagnosed early on. The type I had is rare to find, because of its location. The pancreas is about 6 inches long and sits across the back of the abdomen, behind the stomach and in front of the spine. Most people who are diagnosed having this type of cancer are usually in their final stages with no treatment options to be offered. I was fortunate to not even need chemotherapy. Since then, I have had surgery to remove the cancer, along with the tail end of my pancreas and spleen. We never found out why I had the high fever, which brought me to the ER to begin with. I took that as a sign from God that He needed me to do something special. So I decided to bring forth awareness and insight about this rare type of cancer. It may help save someone else’s life. All of those figures were among the best in recent months. Louisiana posted a 5.3 percent unemployment rate for September, the lowest since August 2008, the report says. It’s down from 5.6 percent in August and 6.4 percent in September 2016. The U.S. jobless rate was 4.1 percent in September, down from 4.5 percent in August and 4.8 percent a year ago. Oil prices have slid to less than half their mid2014 high of about $115 a barrel, and Scott and other economists and analysts predict the price will not rise to the $60 break-even point for most deepwater drilling projects in the Gulf until at least 2019. The Gulf of Mexico rig count, a key barometer for Houma-Thibodaux’s oilbased economy, is down 64 percent from the 56 rigs working in August 2014, when the oil bust began.

Louisiana’s Supreme Court ruled against Jarreau. State supreme courts and federal courts are divided about whether governments must cover business losses when they take private property, said Robert McNamara, a lawyer for the libertarian

Institute for Justice, representing Jarreau. The South Lafourche Levee District is responsible for flood control in the portion of the 106-mile Bayou Lafourche that runs through Cut Off before eventually draining into the Gulf. The district took the dirt from just under an acre of Jarreau’s land as well as property from some neighbors, under Louisiana laws strengthened after hurricanes Katrina and Rita. Without the levee system, Jarreau’s property would flood frequently, said Loulan Pitre Jr., a former state lawmaker who is the lawyer for the levee district. “There is a strong policy to say that this is all subject to flooding and it’s reasonable to expect a small sacrifice to protect everyone.� The levee district certainly thought the sacrifice was small. It initially sent Jarreau a check for $1,326 after notifying him in 2011 that it was going to take the dirt from Jarreau’s land that was closest to the bayou. Jarreau couldn’t believe the paltry sum and kept digging because he had a contract for 23,000 cubic yards (17,600 cubic meters) of dirt — enough to cover a football field nearly a foot deep — with a private company that does a lot of work on the levees in coastal Louisiana. But then the levee district sued to make Jarreau stop digging. Their legal fight eventually went to trial. A judge ruled that Jarreau should be paid nearly $12,000 for the land itself and another $164,000 for his business losses. At the end of the state appeals process, Jarreau was left with just the $12,000. Many properties in the bayous are long rectangles, with the lowest ground near the water and higher land at the other end. It’s the property nearest the water, what the locals call the back of their tracts, that can be used for flood control.

Jarreau said he didn’t know that before his six-year-long legal fight. “I dug up pretty much the whole property. I started in the front. I would have started in the back,� he said. Editor’s Note: As of Monday, the Supreme Court had turned away Jarreau’s appeal. The justices did not comment on the ruling.

Last year, the Lafourche Parish Sheriff’s Office purchased 42 acres for $962,775. The jail will not stretch over the whole property, but the land couldn’t be subdivided for sale. Baton Rouge-based GraceHebert Architects and Thibodaux-based Duplantis Design Group are working with the Sheriff’s Office on the project. Yates Construction is the construction manager at risk. The parish government owns the current jail, which was built in 1976, and will have to decide what to do with it. Maj. Marty Dufrene, special projects coordinator for the Sheriff’s Office, is overseeing the completion of the new jail. Dufrene said the new kitchen will offer more space for meal preparation, and a garden is also planned so the inmates can enjoy fresh produce. “The (current) kitchen is small and antiquated,� Dufrene said. “It’s just impossible to be able to prepare food. We hope to grow a lot more food on-site for the kitchen.� Depending on classification, inmates will be able to visit their loved ones face-to-face at a table or by phone with a barrier between them. Video visitation will also be an option for family members who can’t visit the jail. Lower-risk inmates will live in dormitories under direct supervision, but the jail will still include cells for maximumsecurity inmates. Sheriff’s Lt. Brennan Matherne said the new jail makes it easier to house inmates by classification and needs. “You can separate people to some degree (currently), but you don’t have a ton of space to do that,� he said. The jail will utilize natural lighting in the booking area and infirmary. Sheriff’s Office attorney Mike Jimenez said the goal is to be the only

While there are more people diagnosed having breast cancer, there are more who die from having pancreatic cancer. It is estimated that by the year 2020, 418,000 new

cases of pancreatic cancer will be diagnosed. I don’t know everything about cancer, but I learned a lot about having the strength to go through the process of the fight to survive. Whether you have been diagnosed having stage 1 or stage 4 cancer, every phase has its difficulties. I am cancer free today, because of being diagnosed early on by the medical professionals at Lady of the Sea Hospital and my strong faith in God to heal me. I received top-notch healthcare from all those involved in my care plan. For the month of November, please show your support for those who suffer with pancreatic cancer and raise awareness by attaching a purple bow on your mailbox, lamp post or even wear it on your shirt lapel. Tarpons score victory, while Trojans going ‘all-in’ in Week 10 Gazette Sports Report

It wasn’t always pretty. Heck, sometimes it was downright ugly. But the South Lafourche football team found a way to win on Friday night. The Tarpons beat South Terrebonne 30-7 at the Swamp, improving to 6-3 on the season. With the win, South Lafourche is guaranteed both a winning season and a berth in the Class 4A State Playoffs. But coach Blake Forsythe said the Tarpons have plenty to work on this week in practice. The Tarpons had coverage busts and committed several penalties in the win, including one which negated a kickoff return for a touchdown. “We did a lot of things that we’re not happy with,” Forsythe said. “The penalties – that’s just focus. That can’t keep happening. We had some confusion in our secondary and some busts and some missed assignments that should have cost us, but didn’t. We got lucky there. We have to get back on the practice field and get some things cleaned up before we face a very good East St. John on Friday night.” The Tarpons were without several key players on Friday night, including senior halfback Corbin Allen. But Allen’s absence didn’t stop the Tarpons from moving the football on the ground. Backup halfback Jakobe Washington got the majority of the carries in Allen’s absence and he consistently pushed forward to keep the Tarpons’ offense moving. The Gators brought extra defenders into the box, which also brought the Tarpons’ passing game to life throughout the game. After quarterback Brock Bailleaux hit Eric Thibodaux on a deep pass, wingback Jake Galjour plunged into the end zone from 3 yards out to put the Tarpons up

South Terrebonne had chances to answer that score throughout the half, but the Gators could never find the right offensive mix, generating just a few first downs in the first half. With the Gators struggling, the Tarpons pounced. Bailleaux hit Thibodaux again on a 17yard touchdown strike to put up the Tarpons 15-0 in the second quarter. Just before halftime, the Tarpons added to that lead on an off-tackle run from Jeremy Rogers, which put South Lafourche up 22-0 – a lead which stuck until halftime. “They were blitzing and playing us man-toman,” Forsythe said. “It was good to see our passing game get going.” The Gators made it a game in the second half. They scored on a deep touchdown pass to cut the lead to 22-7, then drove deep into South Lafourche territory late in the third quarter. But Jack Blanchard threw ice on the Gators’ fire, intercepting a pass in the end zone. A few plays later, the Tarpons slammed the door shut for good on a long touchdown run from Rogers, who also made several plays defensively in the win. “He’s a smaller guy,” Forsythe said. “Defenses see him and maybe they relax or think he can’t do much with the ball. But he’s a player. He makes things happen.” With the win, the Tarpons will head into week 10 with momentum, taking on East St. John in the season finale. South Lafourche, who’s going to the playoffs regardless of the outcome, is playing for seeding. “We want to keep rolling,” Forsythe said. “We don’t want to be satisfied.” ___

TROJANS FALL AT HAHNVILLE When watching film this past week, Central Lafourche coach Keith Menard made an observation about Hahnville halfback Pooka Williams. “I looked at our coaches and I said, ‘We have to tackle him,’” Menard said. “Then the coach looked at me back and said, ‘Yeah, but no one has tackled him all season.’” The Trojans didn’t either. Williams ran wild on the Trojans Friday night, storming out to an early lead en route to an easy 62-27 win. Menard said the Tigers’ athleticism bothered the team throughout the game, specifically Williams, who had several touchdowns in the win. “What can you do?” Menard said. “I told the kids after the game, ‘We got our butts whopped. Let’s just put this behind us and move on.’ That’s all we can do. They beat us pretty good. We played hard, but that’s probably the most complete team we’ve seen here all year.” The Tigers dominated from the beginning getting three first quarter touchdowns to go up 210, using their spread offense to keep the Trojans off balance. In the second quarter, it didn’t get much better. Hahnville scored three more touchdowns to go up 42-0 late in the second quarter. The Trojans took some momentum into halftime with a late touchdown reception from Raquan Samuels, which closed the gap to 42-7 at halftime. In the third quarter, the pace of play slowed a little. The Tigers scored to go up 49-7 late in the quarter, but then David Robinson struck, taking the kickoff back 97 yards for a touchdown to trim the lead to 49-13. In the fourth quarter with the game out of reach, the Trojans and Tigers both scored a couple times, sending the game to its final margin. With the loss, Central Lafourche is now in a delicate position. They’re 3-6 and are just outside the LHSAA Top 32 for Class 5A.

They will face Thibodaux on Friday and it’s highly likely that the winner of the game will make the playoffs and the loser will have their season end. Menard said he and

SAN ANTONIO (AP) — Chase Fourcade threw for a career-best 358 yards and three touchdowns as Nicholls picked up its fourth straight win, beating Incarnate Word 38-31 on Saturday. Dai’Jean Dixon hauled in four passes for 100 yards and two touchdowns and Mason Roberts caught three for 106 yards and a score for Nicholls (62, 5-1 Southland Conference). The Colonels last won four straight when they were conference champs in 2005. Incarnate Word’s Desmond Hite returned a kickoff 100 yards to close to 17-14 with 5:51 left in the second quarter. Fourcade answered with an 8yard TD pass to Dixon and Laryon James picked off Sean Brophy, returning it 57 yards for a score and a 31-14 lead at the break. Brophy hit Zaire Andre on a 2-yard scoring strike as UIW (1-7, 1-5) closed to 38-31 with 45 seconds left. The Colonels recovered the ensuing onside kick to seal the win.

Team Dufrene/Savoie wins IFA Redfish Tour Championship

NEW SMYRNA BEACH, Fla. - Paul Dufrene, of Cut Off, and Nicky Savoie, of Lockport, weighed four redfish that totaled 34.15 pounds to win the 2017 championship event for the IFA Redfish Tour presented by Cabela’s on October 14 in Venice, Louisiana. The team won a fully rigged Ranger 220 Bahia boat prize package powered by a 150-horsepower Mercury outboard valued at $43,795 for first place. The anglers once again won the 2017 Cabela’s Overall Team of the Year Award to make it back-toback years of being the most consistent team on the tour. The anglers began the two-day event with a one-hour run from Venice to Delacroix. The team sight-fished with Berkley Gulp! and soft plastics

while drifting over grassy ponds. Although the anglers had no problem putting fish in the boat, finding the right sized fish proved difficult. “We were catching a lot of 27-1/4, which was a little heartbreaking,” said Dufrene. “You would think it was the perfect fish, but then it would be onefourth inch too big. You just got to know that you have to keep at it and that you will get that right one.” The anglers found themselves in third place at the end of the day with 16.97 pounds, just more than one-fourth pound behind the leaders. Visitation had taken place at Falgout Funeral Home in Galliano on October 27, 2017 from 6 p.m. until 10 p.m. and at Christian Fellowship Church in Cut Off on October 28, 2017 from 10 a.m. until service time. “Our motto after day one was to finally finish it,” said Dufrene. “Let’s finally put together another decent day. We have been so close. Last year we came up third in the championship and numerous second places in the regular season.” The anglers returned to their productive spot in Delacroix. The duo put one big fish in the livewell early and continued to fish for one more quality fish that would put them on top of the leaderboard. “We caught our big fish early, around 9,” said Dufrene. “It kind of relieved some of the pressure. The rest of the day, you are fishing for just one fish. We just stayed patient and didn’t freak out. We stayed with our game plan and around 12:45 we caught an 8.4 pounder. We knew with that we had a pretty good shot.” Their final day’s weight of 17.18 pounds was enough to eclipse the leaders and finally bring the anglers their first IFA Redfish Tour win. “It’s a long time coming,” said Dufrene. “We have put in the time and the effort. You can’t just show up and expect to win because there are a lot of good anglers who spend a lot of time and energy on the water. We are fortunate and excited to finally put one through.” The anglers won a total of $47,415 for their two days on the water.
