Early voting for Dec. 8 runoffs starts Saturday

While much smaller than this month’s elections, several ballot items in the Dec. 8 election could have a large local impact. Early voting begins Saturday from 8:30 a.m. to 6 p.m. at local registrar of voters offices and will continue through Dec. 1, excluding Sunday. Local ballots will include a handful of tax renewals, runoff elections for parish school boards and a runoff for Louisiana secretary of state. T h e deadline to request an absentee mailin ballot is Dec. 4. Ballots must be received by the registrar of voters by Dec. 7. Voting on Dec. 8 will take place from 7 a.m. to 8 p.m. In Lafourche Parish, voters will look at approving property tax renewals for Fire Protection District 9 in Gheens and the town of Golden Meadow, and a sales tax renewal for Law Enforcement District 1, which includes only the non-incorporated areas of the parish. Three Lafourche School Board seats will also be decided with runoffs in December. In District 1, voters will decide between two newcomers, Christine Naquin “Tina” Babin (No party) and Pamela McCann (No Party). In District 8, which last saw a special election in March, Republicans Tyler Dufrene and Barry Uzee are vying for the seat. See Early Voting Page 5-A

Computer upgrade aims to improve Medicaid eligibility checks By MELINDA DESLATTE, Associated Press

BATON ROUGE, La. (AP) — Gov. John Bel Edwards’ administration told lawmakers Friday a computer upgrade will address concerns the Medicaid program has spent millions on people not eligible for the coverage, and the system improvements won praise from the state’s top auditor. The Legislature’s joint budget committee approved the contract needed for the upgraded system, which launched this week as Legislative Auditor Daryl Purpera released a report that said Louisiana’s Medicaid expansion may have spent as much as $85M on ineligible enrollees. Auditors suggested more doublechecking of Medicaid recipients’ income, saying 20 other states that expanded Medicaid under the federal health overhaul law do more frequent income reviews than Louisiana has done. Commissioner of Administration Jay Dardenne, the governor’s chief budget adviser, said the upgraded system the health department began using Tuesday will do quarterly checks of eligibility, rather than the annual checks previously done. Dardenne said the system also will use more data for comparison, six different sources to track a person’s wages. “We’re going to be making more determinations with real-time, accurate data,”

he said. Purpera described the upgraded computer system as “a very good change.” And Dardenne said federal Medicaid officials visited this week and “were very pleased and surprised with the quality of this new system.” Review of the audit findings Friday triggered the latest disagreements between Republicans and Democrats over management of a Medicaid program that costs nearly $13 billion a year. Edwards, a Democrat, expanded Medicaid after taking office in 2016, offering government-financed health coverage to thousands more people. Republicans criticize the move as unaffordable in the long-term. The expansion is mainly financed with federal money. In a series of pointed exchanges, Democrats questioned whether Purpera’s office has focused disproportionately on Medicaid, and whether auditors’ data was skewed. They noted the health department’s eligibility review process met federal standards. “I question why we continue to target Medicaid, Medicaid, Medicaid,” said Rep. Dustin Miller, an Opelousas Democrat. Sen. Jay Luneau, an Alexandria Democrat, said the auditor’s office shouldn’t “alarm the public about things that may or may not be.” See Medicaid Page 5-A

Colonels to host San Diego for opening round of FCS playoffs

THIBODAUX, La. – The Nicholls State University football team will be hosting an opening round FCS playoff game for the second straight season as the Colonels take on Pioneer Football League champion San Diego on Saturday, Nov. 24 at 3 p.m. at Manning Field at John L. Guidry Stadium. Tickets are available online at nichollstickets.com. Nicholls, ranked No. 14 in both top 25 polls, earned the Southland’s automatic berth with a 7-2 league record. The Colonels matched their 2017 overall record with an 8-3 finish. San Diego posted a 9-2 record and was a perfect 8-0 in the PFL. This postseason marks the third consecutive trip for the Toreros, who won their opening round game the last two seasons. Saturday’s game will be the first meeting between the programs. BATON ROUGE, La. (AP) — The list of Louisiana Republicans eyeing a campaign against Democratic Gov. John Bel Edwards in the 2019 election is shrinking, with the head of the state’s major business lobbying group Friday joining several others in declining to enter the race. Stephen Waguespack, president and CEO of the Louisiana Association of Business and Industry, said he’s ended consideration of a possible gubernatorial bid. “I will not seek any elected office in 2019, but I will be an active voice to make sure next year’s elections are about substance rather than sound bites,” he said in a statement. Waguespack’s announcement comes two days after Attorney General Jeff Landry told The Associated Press he will run for re-election as the state’s chief legal officer, rather than challenge Edwards. And though many Republicans hoped U.S. Rep. Steve Scalise would enter the governor’s race, Scalise has repeatedly said, again this month, that he intends to stay in Congress. Scalise will be the No. 2 GOP leader when Democrats take control of the House. Focus remains squarely on whether U.S. Sen. John Kennedy, who remains consistently popular with Louisiana voters, will try to keep Edwards from a second term in office. Kennedy has said he’ll announce his intentions by Dec. 1. “I haven’t made a decision, but I will soon,” Kennedy said Wednesday. Also considering whether to jump into the most high-profile race on the state political calendar are U.S. Rep. Ralph Abraham, who represents a northeast Louisiana-based district, and state Sen. Sharon Hewitt, a firstterm lawmaker from St. Tammany Parish. One Republican has announced a gubernatorial campaign: Baton Rouge businessman Eddie Rispone, who said he’s set aside $5 million of his own cash to fund it. See Governor Page 5-A

New streetcar riding ‘krewe’ to herald Carnival season

NEW ORLEANS (AP) — A new “krewe” plans to help kick off New Orleans’ annual Carnival season on Jan. 6. A group known as the Phunny Phorty Phellows has long heralded the arrival of the season by donning costumes and taking a ride on the St. Charles Avenue street car. New Orleans news outlets report that, now, another streetcar full of revelers plans to follow them. A spokesman says the group — the Funky Uptown Krewe — hopes to encourage more people to come out for the start of the season. One attraction is a chance to literally catch some music: the group will toss CDs featuring local bands. Carnival season begins on Jan. 6 and continues until Mardi Gras — or Fat Tuesday — which falls next year on March 5. ___

Man’s confessions solve 4 long-unsolved slayings in 2 states

DALLAS (AP) — Investigators in two states say they’ve been able to close four unsolved murder cases because of confessions by a man being held in Texas who says he killed as many as 90 people over four decades. Investigators in Louisiana and Georgia said Samuel Little’s confessions have enabled them to solve slayings. Little, 79, is being held on a murder charge in West Texas. Little already was serving a life sentence in California when he was interviewed by a Texas investigator that resulted in the confessions. Little provided details on two killings in Houma, Louisiana, “that only the murderer would have known,” according to an internal Louisiana State Police memo obtained by The Associated Press. Dorothy Richard, 59, was found dead in 1982, and the body of Daisy McGuire, 40, was discovered in 1996. Both had been strangled. The memo says Little has confessed to other killings in Louisiana and those claims are being investigated. ___

Federal agents seize fake Saints’ jerseys, other products

NEW ORLEANS (AP) — The Homeland Security Department says it has seized more than six thousand counterfeit items in the New Orleans area, including fake Saints jerseys. NOLA.com/The Times-Picayune reported that Homeland Security officials told reporters in New Orleans on Thursday about counterfeit items that also included pirated DVDs and music, counterfeit purses and phony Viagra. The items had a retail value of $800,000. Department officials said the items were taken during a monthlong investigation of stores and flea markets. Two people have been arrested but have not yet been charged. Officials warn counterfeit contact lenses and makeup could contain lead and heavy metals. They say some of the fake toys could be fire hazards. Officials stressed the importance of buying from reliable merchants.

The liftboat — a vessel capable of elevating itself on legs to create a stable platform, often used in offshore oil extraction or construction — reported problems at 3:16 a.m., the Coast Guard in New Orleans said in a news release. The master of the liftboat reported it was tilting at 45 degrees and had no power, leaving it unable to right itself. A steel tank filled with soap then fell overboard while the boat was still taking on water, which caused a hazard to navigation, officials said. A good Samaritan vessel rescued six people, and Coast Guard members rescued the remaining nine. The boat has about 13,900 gallons of diesel on board, and officials said there have been no reports that any of it was discharged. Members of the Coast Guard Marine Safety Unit in Houma had plans to attend to the boat. Officials said the incident remains under investigation. ___

Vision purchased 190 cases of printer paper to divide between 19 Lafourche parish schools in their service area. ANNIE GAUDET Annie Rose Bernard Gaudet, a native and resident of Larose, died on Saturday, November 17, one day after her 69th birthday and following a ten-month battle with cancer. Visitation will be held at Holy Rosary Catholic Church, in Larose, on Friday, November 23, 2018 from 9 a.m. until service time. A Mass of Christian burial will be held at the church starting at 11 a.m. with burial to follow in the church cemetery. She is survived by the loves of her life, her husband of 47 years Ronald J. Gaudet and their daughters Katina and Kelly Gaudet. She is also survived by her family, brother-in-law Joseph Davaine; nephews Joey Davaine and his wife Kathy and Jase Davaine, his fiancée Missy Womack, and their son Dillon Womack; and honorary daughter Trish Brunet Baudoin, her husband Dominic, and their children Madeline and Sean. Although she leaves behind her family for now, she rejoins the family that went before her that she loved and missed so much, her parents Emile “Sauce” and Loridia Adams Bernard; sister Mary Lee Bernard Davaine; paternal grandparents Eugene Sr. and Julia Curole Bernard; and maternal grandparents Lucien Sr. and Marie Orgeron Adams. Annie was a loving wife and mother who was devoted to her family and who will be forever missed by them. A visitation will take place at Community Fellowship Church in Lockport on November 24, 2018 from 9 a.m. until service time. Funeral Services will begin at 11 a.m. with burial following at Cheramie Cemetery in Galliano. Purpera’s office used a random sample of 100 Medicaid recipients in the expansion program, to check if their income exceeded the eligibility threshold. Projecting those results across the expansion population, auditors wrote, suggests the health department spent between $61.6 million and $85.5 million over 20 months on people who weren’t eligible. “This is a large error,” said Rep. Blake Miguez, an Erath Republican. Republican Rep. Cameron Henry, budget committee chairman, noted the health department didn’t dispute the audit’s findings. Both Purpera and health department officials said they don’t expect the state to owe repayment of federal Medicaid dollars because Louisiana followed federal guidelines. But the health department sent out letters seeking to recover money from people deemed ineligible. Mandy Schwalb, 38, a New Orleans event planner, received a letter demanding she repay $5,089 though she never sought Medicaid enrollment or received patient services from the program. Schwalb sought information about buying health insurance through the federally run marketplace, but instead chose to maintain other insurance. However, federal officials determined, based on information she provided, that Schwalb was eligible for Medicaid expansion and forwarded that information to Louisiana. The health department enrolled her, auditors said, and Schwalb was later deemed ineligible because she earned too much money. Schwalb never received the money. It was paid to a Medicaid managed-care company. “Why does she have to pay it back if they got it?” asked Rep. Larry Bagley, a Republican from Stonewall. Donations still being accepted for 25th Annual LPSO Christmas Bike Giveaway

Sheriff Craig Webre announced that donations are still being accepted for the Lafourche Parish Sheriff’s Office’s 25th annual Christmas Bicycle Giveaway. More than 4,200 bicycles have been distributed to needy children in our area. In 2017, 100 bikes were delivered to children throughout Lafourche Parish. Donations are accepted yearround, and used bicycles are refurbished and repaired by inmate workers. Sheriff Webre asks that any bicycles donated at this time be either brand new or in need of only minor repairs due to the giveaway taking place next month. Monetary donations are also accepted, and checks should be made payable to the Lafourche Deputies Association with the words “Bike Giveaway” in the memo line. LDWF, Ducks Unlimited dedicate projects along five coastal refuges

The Louisiana Department of Wildlife and Fisheries (LDWF) and Ducks Unlimited (DU) dedicated five restoration projects last week that will benefit thousands of acres on state managed public lands. Rockefeller Wildlife Refuge, State Wildlife Refuge in Vermilion Parish, Salvador Wildlife Management Area (WMA), Pass-a-Loutre WMA and Pointe aux Chenes WMA were or will be the sites of the projects that totaled more than $5.5 million. Ducks Unlimited obtained grant funding from the North American Wetland Conservation Act (NAWCA) which grants programs fund projects in the United States, Canada and Mexico that involve longterm protection, restoration and / or enhancement of wetlands habitats. Various public and private partners matched funding to leverage the grants’ impacts. The restoration projects funding partners included the Louisiana Wildlife and Fisheries Foundation, Global Wildlife Center, Pennington Foundation, Lamar Advertising, Wetland American Trust, CCA Louisiana, Axalta, Apache, Chevron, Shell, Phillips 66, Energy Transfer and Building Conservation Trust. “Partnerships like this are crucial to fund these projects,” LDWF Secretary Jack Montoucet said. “Ducks Unlimited continually works with public and private partners, solidifying funding and leveraging

These money-on-the-groundprojects result in pristine habitat for our wintering ducks, geese and other migratory birds.” Details on each of the projects finclude: - Rockefeller Wildlife Refuge - Replacing an older water control structure from the 1960s. The new design utilizes an inverted T panel built off site, thus reducing cost and creating a more durable water control structure. The impoundment contains 5,000 acres of wetlands. The total project cost was approximately $1.5 million. State Wildlife Refuge - A rock weir was constructed in Tom’s Bayou that will slow tidal exchange and reduce tidal scour, which will improve submerged aquatic vegetation growth and reduce erosion of approximately 7,500 acres. Additional funding was available and the Prien Lake Weir was added to the grant. A fixed crest weir was constructed on Bayou Prien, benefitting a 630-acre area. The total project cost was approximately $1.2 million. - Salvador WMA White Acquisition 1,783 acres were purchased using NAWCA and LDWF funding. These lands are adjacent to Salvador WMA and will be incorporated into the boundary of Salvador WMA. The purchase price was $1.4 million. Pass-a-Loutre WMA - Bird Enhancement Project: A hydraulic dredge was utilized to clean out an existing crevasse near South Pass. The cleanout was needed to increase the flow of sediment and freshwater from the Mississippi River into a shallow water bay. The improved hydrology will increase the production of submerged aquatic vegetation and enhance delta splay development of the Mississippi River. The dredged material was then pumped approximately two miles away in open water to create a remote isolated bird nesting island.

This island is three acres in size and provides a safe nesting area for black skimmers, various terns and Wilson’s plovers without the threat of land predators. This project was completed in March 2017. The total project cost was approximately $1.1 million. - Pointe aux Chenes
