At 88 years old, a lifelong Lafourche Parish resident is giving back to his community in an immense way. Jim Boulet is a retired crawfish farmer who now spends his days growing turnips and pumpkins for Second Harvest Food Bank. In 2011, Boulet drained his crawfish farm and began planting turnips by the thousands. “I decided that I would begin to give to Second Harvest when I saw an ad that said they were short on food,” Boulet said. Since then, he has donated an average of 100,000 to 150,000 pounds of food to the local chapter of Feeding America every year. “Mr. Boulet has been an amazing volunteer for See Farmer Page 8-A

Analysis: Clash over Medicaid deals may influence tax debate By MELINDA DESLATTE Associated Press
BATON ROUGE, La. (AP) — Want a preview of how things might be shaping up in Louisiana’s latest round of budget and tax negotiations as the $1 billion budget gap nears? The clash between Democratic Gov. John Bel Edwards and a group of House Republicans over multibillion-dollar Medicaid contracts reinforces expectations the road to a possible budget deal will be a rocky one. The two sides seem unable — or unwilling — to see eye-to-eye on matters of
state finances, an indication that compromise likely will be difficult to reach on another round of haggling over taxes to balance the state budget in the spring. The latest financial feud centers on $15.4 billion in Medicaid contract extensions sought by the governor to continue having five private companies manage the care of 90 percent of Louisiana’s Medicaid patients, about 1.5 million people, half of them children. Republicans on the Legislature’s joint budget committee stalled a vote on the 23month extensions in October, and a majority of House GOP lawmakers voted down the contracts twice this month. Two new levee projects are underway in Lafourche Parish to improve flood protection from Lockport to Larose. The return levee in the Valentine area will allow for the North Lafourche Levee District to build up 9 feet of flood protection from Valentine to Lockport. The project will use Bayou Lafourche as a ridge and the back levees will have 9 feet of protection, said levee district Executive Director Dwayne Bourgeois. “This will give 9 feet of protection all the way through and including Lockport. That’s our ultimate goal and we have several other pieces to pull together, but that’s what we’re working toward,” Bourgeois said. The other project will stabilize the levees south of that point from Valentine to Larose while also increasing their height from just over 5 feet to 7 feet. The project is going to fill in parts of the existing borrow canal in order to stabilize it. “The problem there is that it’s a very unstable levee and we need to stabilize it first. We won’t be gaining much height in elevation, but we’ll be able to stabilize it first and we’re then going to come back to reshape it to gain a little more height,” Bourgeois See NLLD Page 8-A

New playground at COYC caters to all children, including those with disabilities

Fifty-four million American have a disability. Of that amount, five million are children. The 2010 Americans with Disabilities Act (ADA) requires playgrounds be designed and constructed in such a manner that the equipment is readily accessible and usable by individuals with disabilities because all children deserve a safe and fun environment to play. According to one study on physical and developmental disabilities, 53% of children with disabilities spent less than two hours a week with their peers outside of class. Many times special needs kids are limited to accessibility, which can reduce the number of
engagement activities. Cut Off Youth Center has stepped up to the plate to erase that line in the sand with a new playground that makes it possible for every child including those who have special needs to come together and play. The play area’s design creates an environment for interactive play for children of all abilities, giving children the resources to come together on “equal ground.” Inclusive play will provide a multitude of benefits to local children. The play area will allow kids to see that people have similarities and differences and can help in building tolerance and positive communication as well as showing that each child has value. Fundraising benefit planned for local firefighter

They’ve raised concerns about the cost of the deals, the process for developing them and oversight of the spending. Edwards called the lawmakers obstructionists causing a “partisan spectacle” and “leveraging the health and wellbeing of Louisiana citizens for messy political battles.” House Speaker Taylor Barras, who has voted against approving the contracts, hasn’t returned phone calls from The Associated Press to discuss them. The leader of the opposition effort, House Appropriations Chairman Cameron Henry, said lawmakers were trying to get the best deals for taxpayers. “A contract of this massive magnitude should have been reviewed multiple times,” the Jefferson Parish Republican said. “The value is one-fourth of the state budget.” The current managed-care contracts, negotiated by former Gov. Bobby Jindal’s administration, expire Jan. 31. Rather than try another vote in December, the Edwards administration decided to sidestep lawmakers, using a state law for emergencies to start the process for enacting the Medicaid contracts without legislative approval. Once again, as in so many other debates, Edwards and House Republican leaders seemed incapable of finding middle ground. That provokes questions about whether the two sides can settle on an approach to close the more than $1 billion budget shortfall looming in the financial year that begins July 1. House Re-

publican leaders blocked tax bills previously sought by Edwards to fill the gap, and Edwards rejected their approach to slashing spending. Consensus seems far away. In the more immediate disagreement, Edwards intends to enter into the 23-month deals with the managed-care companies relying on a statute that allows for emergency contracting when an imminent threat to public health, welfare or safety exists. “If you’re a Medicaid recipient and you’re shortly going to be denied a service because there was no program in place to provide a doctor to you, that would sound like an emergency to me,” Edwards’ chief lawyer Matthew Block said. Henry insists there’s enough time to tweak the contracts to address House Republicans’ concerns and get them approved in December. Block disagreed, citing the complexity of the contracting process — and saying he’s never been assured a deal could be reached by December. Henry said the governor was trying to circumvent legislative oversight by enacting the contracts on his own. He questioned the precedent that was being set. And he said Edwards, a former state House member, would have railed against such a maneuver as a lawmaker. “If he was a state representative and Bobby Jindal had done this, he would have been screaming from the top of the Capitol, for any contract, let alone a contract of this size,” Henry said. Block rejected assertions the emergency plan locked lawmakers out of the process. “We appeared before them on three separate occasions asking for their input, asking for their approval,” he said. “That’s a strange argument to me when anybody who’s been paying attention to this has

Two killed, one critically injured in Terrebonne Parish crash Monday
SCHREIVER – Shortly before 7:00 a.m. Monday morning, Troopers with Troop C responded to a two-vehicle fatality crash on LA 311 near Fletcher Technical College. The crash took the lives of 63-year old Larry Landry of Thibodaux and 31year old Timothy Cleary of Orlando, FL. The initial investigation revealed Landry was traveling south on LA 311 in a 2002 Chevrolet Silverado. Jessie Bethancourt, 45-years old of Houma, was traveling north on LA 311 in a 2007 Toyota Tacoma. For reasons still under investigation, Landry crossed the center line and struck Bethancourt’s vehicle head-on. Despite being properly restrained, Landry received fatal injuries and was pronounced deceased on scene by the Terrebonne Parish Coroner’s Office. Bethancourt, who was not wearing his seat belt, sustained severe injuries and was transported to University Medical Center. Cleary, who was a passenger in Bethancourt’s vehicle, also was not wearing his seat belt and sustained fatal injuries. He was

Gov. Edwards to talk criminal justice overhaul in Washington
BATON ROUGE, La. (AP) — Gov. John Bel Edwards and other Louisiana officials are heading to Washington to talk about the state’s efforts to revamp the criminal justice system and lessen its top-of-thenation incarceration rate. The Democratic governor was to speak at a Pew Charitable Trusts’ event Tuesday. He’ll be joined by Deputy Assistant Corrections Secretary Natalie LaBorde; Republican state Rep. Tanner Magee, a sponsor of the legislation; and Lafourche Parish Sheriff Craig Webre. The group will discuss bills passed this year that expand probation and parole opportunities and shrink sentences, mainly for non-violent offenders. The changes also bolster spending on programs to help people who leave prison so they don’t reoffend. The legislation won bipartisan support, but it has been controversial. Pew provided nonpartisan data analysis and technical assistance for the overhaul effort in Louisiana.

Colonels’ season ends in heartbreaking fashion
THIBODAUX, La. – Playing in its first-ever home playoff game, the Nicholls State University football team fed off of its electric crowd to take South Dakota down to the wire, but a fumble at the goal line in the final seconds ended the game as the Colonels were defeated, 38-31, Saturday night at Manning Field at John L. Guidry Stadium. The Colonels (8-4) never led in the contest against South Dakota (84), but finally tied the game up at 31 when Lorran Fonseca made a field goal midway in the fourth quarter. The Coyotes then answered a Nicholls’ scoring drive for the fourth time on the night, using a touchdown pass by Walter Payton Award finalist Chris Streveler to regain the lead with less than six
minutes to go. Nicholls got the ball back and moved deep into Coyote territory for a chance to even the game, but Phillip Powell forced a fumble on a Kyran Irvin carry at the goal line with 27 seconds remaining to seal the win for South Dakota in its firstever playoff appearance. “I’m just very proud of the effort by our guys. I thought it was a fantastic finish and we laid it on the line,” said Nicholls head football coach Tim Rebowe. “Our guys fought; they kept scrapping and kept punching the whole way through. Hats off to them (South Dakota), they are an outstanding team. We all know how good they were on offense. We gave up some big plays to them, and right after we came back and tied it up, we

Jeanette Cheramie Cantrelle, 80 a native of Golden Meadow, La. and a resident of Larose, La. went to be with her Lord and Savior on November 26, 2017. Visitation was held on November 28, 2017 from 11 a.m. until funeral time at 3 p.m. at the Golden Meadow United Methodist Church with burial at Cheramie Cemetery. Jeanette is survived by her children; Darlene C.(Curtis) Pitre, Jennifer Cantrelle, Corinne C. (Jude) Jambon, and Melissa Cantrelle; sisters, Dora Mae Pitre, and Betty Lou Orgeron, 8 grandchildren and 10 great-grandchildren. Jeanette is preceded in death by her husband, Johnny J. Cantrelle; parents; Henry and Augustine Gaspard Cheramie, son: Jerry Cantrelle, and sister; Clara Belle Griffin. Jeanette was a member of the Red Hat Society and the Eastern Star, she was a wonderful seamstress, an avid cook and loved Casino trip with her friends. While the crop was small this year, weighing in at about 17,000 pounds, it will continue to grow and provide food for those in need. Much of this year’s harvest was donated to Houston after Hurricane Harvey wiped out the area, Boulet said. “I’ve been a businessman and I no longer need money,” he said simply. “It’s a great feeling to produce food for people who can’t supply themselves.” Boulet donates his crops exclusively to Second Harvest Food Bank, which serves 23 parishes in south Louisiana. During the twomonth-long harvest season, Second Harvest will
roll up to the farm in Larose with 18-wheeler trucks, fill them up and take the produce to the New Orleans or Lafayette facilities. To accomplish such a task, Boulet calls on volunteers throughout the community to harvest the crops by hand, eliminating the cost of heavy machinery. It makes the process slow, but the rewards are huge.
