Three new faces will represent the area in the state’s House and Senate, joining two incumbents. None of the races required a runoff election. Houma-area businessman Michael “Big Mike” Fesi won the Senate District 20 seat amid a five-candidate field and will replace state Sen. Norbert “Norby” Chabert in the Legislature. BATON ROUGE, La. (AP) — John Bel Edwards’ bid for a second term as the Deep South’s only Democratic governor will be decided in November, after Louisiana voters Saturday sent him to a runoff in a race that became heavy with national politics in the final days. Edwards will face Republican businessman Eddie Rispone in the Nov. 16 runoff. In addition to keeping the governor’s race going for five more weeks, Louisiana vot-
ers reelected five of the six Republican statewide elected officials running for another term, sending the sixth to a runoff. They also decided whether to rewrite four provisions in the state constitution. All candidates, regardless of party, ran against each other on the same ballot. Runoff elections are held among the top two vote-getters in each competition if no candidate reaches more than 50% of the vote. GOVERNOR’S RACE Edwards faced five opponents on the ballot, though the competition focused on two major Republican challengers: Rispone, of Baton Rouge, who has spent millions of his own wealth on the race, and Ralph Abraham, a third-term congressman and doctor from northeast Louisiana. Both GOP contenders suggested Edwards is out of step with Louisiana, saying taxes he supported to balance the budget are too high and are chasing peo-
ple and businesses from the state. Edwards says Louisiana is rebounding from an economic recession and a decade of budget crises after a bipartisan tax deal ended the state’s financial instability. He’s touting fewer people uninsured after he expanded Medicaid and a decline in the state’s prison population after a legislative overhaul of criminal sentencing laws. The candidates have spent more than $24 million on the race, and outside PACs have added millions more in TV advertising, digital media spots and mailers. OTHER STATEWIDE SEATS Five Republican incumbents won reelection to their statewide positions: Lt. Gov. Billy Nungesser, Attorney General Jeff Landry, Treasurer John Schroder, Insurance Commissioner Jim Donelon and Agriculture Commissioner Mike Strain. New floodgate will provide stronger flood protection Windell Curole South Lafourche Levee District
The intersection of LA Highway 1 and the Larose to Golden Meadow Hurricane Protection Project, south of Golden Meadow, has been greatly improved by the construction of the new floodgate over the road ramp. Picciola & Associates, Inc. designed the ramp and gate to correct the previous substandard design of the road ramp, and a gate to improve the flood reliability with the use of a steel swing gate. In the closed position, the gate protects the road to an 18 ft. elevation. Besides better flood protection for the people and structures inside the system, the gate allows the South Lafourche Levee District to keep the roadway open for a longer period to allow more vehicles to enter the protection system.
Before this project, the levee district had to prepare by mobilizing equipment, getting sand in place and filling Hesco Baskets with the sand. This took place hours before strong winds could be expected. With the new gate in place, the highway can now be closed within minutes of making the decision to close. For the same reasons, reopening the highway can occur within minutes after the decision to re-open is made. This results in the highway being open much longer prior to the event. Having the steel gate in place will also offer the people of Grand Isle and Port Fourchon more time to enter the levee system. Having that same steel gate in place will offer the people and property inside the system much stronger and reliable protection. See Floodgate Page 3-A

Lafourche Sheriff Craig Webre will lead his department for another four years after easily defeating two challengers Saturday night. Webre, who’s served as sheriff since 1992 after defeating Duffy Breaux, won his eighth consecutive term after outpacing Nicholls State Police Chief Craig Jaccuzzo and U.S. Fish and Wildlife Services agent Thomas Rodrigue. According to complete but unofficial results, Webre picked up 18,857 votes or 68% during Saturday’s election. His closest competitor, Jaccuzzo, received 5,771 votes, or 21%. Rodrigue finished the night with 3,218 votes, or 12%. See Webre Page 5-A

Ninth annual Bayou Region Public Safety Expo to take place Saturday
The public invited to join the Lafourche Parish Sheriff’s Office and more than 30 other public service agencies at the 9th Annual Bayou Region Public Safety Expo. This fun-filled event will be held from 10 a.m. to 2 p.m. on Saturday, October 19, at the Warren J. Harang Jr. Municipal Auditorium, located at 310 North Canal Boulevard in Thibodaux. This event is free to
the public, and there will be information and demonstrations for all ages. The Lafourche Parish Sheriff’s Office will display vehicles, tools, and technology used by deputies on a daily basis to keep our citizens safe. Those who attend can get a firsthand look at several vehicles used by LPSO including our mobile command vehicle, water patrol boat, motorcycle, and other equipment. Explorers from POST
The Lafourche Parish Sheriff’s Office will host a free Hunter Education Classroom Course and a Hunter Education Field Day in October for anyone ages 10 or older. The traditional “Classroom Course” is a two-day course offered on Saturday, October 26 through Sunday, October 27. The first day will be the classroom portion from 8 a.m. to 5 p.m. at the Lafourche Parish Sheriff’s Office Training Academy, located at 1300 Lynn Street in Thibodaux. The class will resume the following day from 8 a.m. to 11 a.m. at the LPSO Shooting Range located at 3451 Highway 182 in Raceland. As an alternative to the two-day course, a Home Study Course is available online through the LDWF website. Those who complete the home study course MUST take their completion voucher to a
“Field Day” to complete their hunter education. The next Field Day will be offered on Wednesday, October 23, from 4 p.m. to 9 p.m. at the LPSO Shooting Range. An elevated ramp to 18 ft. was the original intent, but engineering studies indicated that the weight of the proposed ramp would cause movement of the Leon Theriot Lock and I-wall structures. For that reason, a safe 12 ft. elevation ramp with a 6 ft. high steel gate became the constructed project which now provides an 18 ft. elevation. Funding for the project was provided by the taxpayers of the South Lafourche Levee District who provided $1.5M for the project, along with Gov. John Bell Edwards, Sen. Norby Chabert and Rep. Jerry “Truck” Gisclair who assisted in acquiring $1M of state funding needed to complete the project.
National World War II Museum opening academic building
NEW ORLEANS (AP) — The National World War II Museum’s $33 million education and outreach building will open Thursday. After an opening ceremony, it will break ground for its final exhibit hall and hold an open house at the new building, called the Hall of Democracy. It features a research library, classrooms, an auditorium, the Institute for the Study of War and Democracy, and the WWII Media and Education Center. There’s also a spe-
cial exhibit gallery. The opening exhibition is about the capture, extradition and trial of Adolf Eichmann, who played a major part in the Nazi mass executions of Jews. The new building is the museum’s sixth, including three exhibit pavilions, a theater and a restoration building. Its 239-room hotel and conference center is expected to open in late fall. —-

2 injured after Louisiana road collapses, devours car BOSSIER CITY, La. (AP) — A car in Louisiana was swallowed by a sinkhole when the roadway collapsed, injuring the occupants of the car. News outlets report the roadway caved in at a major intersection in Bossier City Thursday leaving a 10-foot (3 me-
ters) deep hole in an eastbound turning lane. City Spokeswoman Traci Landry says the two people in the car had non-life threatening injuries. Department of Transportation and Development Spokeswoman Erin Buchanan says the cave-in was caused by water flow issues in the sewer. She says there’s water flowing where it shouldn’t. Buchanan says the road will be fixed once the department determines where the water is coming from and how to stop it. Drivers are advised to proceed with caution in the area

Donelon faced the fiercest competition, an intraparty challenge from Tim Temple, who’s worked in the insurance industry for 20 years and put $1.8 million of his own money into the race. But Donelon, in office since 2006, secured a fourth term as commissioner. Few other opponents to the GOP incumbents had done significant fundraising. Nungesser easily gained a second term, defeating Willie Jones, a New Orleans Democrat. Landry, also in his first term, bested Ike Jackson Jr., a Democrat from Plaquemine and lawyer who once worked in the attorney general’s office. Schroder, a former state lawmaker who won his position in a 2017 special election, overcame two opponents, including New Orleans area lawyer Derrick Edwards, who unsuccessfully challenged Schroder two years ago. Strain, a veterinarian in office since 2008, won outright against four people vying to unseat him, including Charlie Greer, a Natchitoches Parish farmer and Democrat who ran unsuccessfully in 2015. Strain’s other challengers also were farmers: New Orleans vegetable and flower farmer Marguerite Green and Lettsworth tree farmer Peter Williams are Democrats, while rice and crawfish farmer Bradley Zaunbrecher from Egan is a Republican. But Ardoin, who worked as a top deputy in the secretary of state’s office before winning the job in last year’s special election, will face a rematch in November against Gwen Collins-Greenup. The Democrat from Clinton, who has worked in notary and real estate businesses, lost to Ardoin in the 2018 runoff. Amendment 1, which would have created a property tax exemption for certain raw materials and other maintenance items headed for oil and gas drilling work in the Gulf of Mexico’s Outer Continental Shelf. They supported Amendment 2 to broaden how money from a state education fund can be used, allowing spending on three additional schools and educational programming from Louisiana Public Broadcasting. They supported Amendment 3 to widen the authority of the state tax appeals board to let the appointed board members determine whether certain tax and fee measures are constitutional, without a taxpayer having to go to court to settle a tax dispute. The Board of Tax Appeals decision could be appealed to the courts, or a taxpayer could still take a disagreement directly to court instead. They rejected Amendment 4, which would have let the city of New Orleans exempt properties with up to 15 residential units from property taxes, as an incentive to create affordable housing. The sheriff, who ran unopposed in his last two elections, said the victory was a validation for his entire department. “It’s a very exuberant feeling and it’s a feeling of validation from what we have done and what we have said throughout the course of the campaign,� Webre said shortly after Saturday’s election results were announced. “We’ve endeavored to run a positive campaign based on qualifications and accomplishments. It was very refreshing to see that voters responded very overwhelmingly with a landslide victory.� In the battle of the two Craigs, both candidates agreed that drug dealers are a problem in Lafourhce but disagreed on how to combat them. Webre said his department has used prevention, intervention and enforcement strategies to stem drug abuse while Jaccuzzo claimed there has been little to no progress made in reducing drug abuse. Jaccuzzo also made multiple claims on social media that Webre did not have a permanent residence in Lafourche Parish, an allegation the sheriff emphatically denied. Webre accused Jaccuzzo of spreading baseless propaganda to influence voters. The sheriff said he hopes his landslide victory sends a clear message. “The voters rejected the nasty, dirty, untrue and seedy politics of my opponent,� Webre said. “This sends a strong message not only to him but to other people who want to seek public office with that that type of campaigning. The people are much smarter than what he gave them credit for. They could see the facts for themselves and they

H.L. Bourgeois won, oh, about 20 seconds of Friday night’s game with Central Lafourche. The rest was all Trojans, improving the team to 5-1 on the season. The Braves ran the opening kickoff of the game to the Trojans’ 5yard-line, then scored on the first offensive snap to go up 6-0.But after that hiccup, the Trojans dominated, scoring 34-straight points to grab control en route to a 48-13 win. proud of the way his team played after the rough start, taking care of business on Homecoming Night for the first time in several seasons. “It means a lot to the kids, all wins do, but for us, we set out every year to win all of our home games. And with this one being Homecoming, it has a little extra meaning,” Menard said. “I thought we executed well and did what we had to do to beat a district football team to keep us going in the right direction.” Senior halfback Deon Jenkins was huge in the win, rushing for 270 yards and four touchdowns in just three quarters of play. His early touchdown gave the Trojans a 7-6 lead after the H.L. Bourgeois score and started the onslaught of offense. The Trojans also got big plays in the passing game from quarterback Ashtrein Duncan and receivers Logan Wilcox and Jansen Folse, among others, to keep the chains moving. Central Lafourche led 27-6 going to halftime, then kept control of the game in the third quarter, even while battling the weather.
The second half of Friday night’s game was delayed almost an hour by lightning as the weekend cold front swept through the area. After the delay, Jenkins struck for one more touchdown, then his night was done. In the fourth quarter, backup tailback Aaron Delaune got into the act with a short score of his own. Both Braves’ touchdowns were scampers from halfback William Babin. With the win, the Trojans are now 5-1 on the season. Menard said his team is laser focused on the final month of the year. The Trojans move into a murderer’s row close to the season. In the next 3 weeks, the Trojans will be home just once and will face all three River Parish teams and also Terrebonne. Menard conceded that the schedule ends with brutal challenges, but said his team embraces it. If the Trojans win the rest of their games and finish 9-1, they will have at least a share of the district title, no matter what else happens around the league. “We told the kids, ‘Look, we control our destiny,’” Menard said. “If we take care of what we can take care of, we’re either going to win or have a piece of this thing. So we’re focused on ourselves, getting better and playing our best football here in the
games down the stretch.” Tarpons fall flat against Vandy All year long, South Lafourche’s plan was to peak at district play. Well, district play started on Friday, yet little changed. Like we’ve seen most of the season, the Tarpons played stout defense, but struggled to score, then ran out of steam in the second half of a physical, competitive game. Vandebilt beat South Lafourche 18-3 on Friday at Buddy Marcello Stadium, thanks to dominant, suffocating defense. After the game, South Lafourche coach Blake Forsythe didn’t mince words when talking about his team. “We got physically dominated up front at the line of scrimmage on

the offensive side of the ball,” Forsythe said. “On the offensive line, we played really, really bad. We’re going to keep working and keep trying to get better. But right now, we’re having a really hard time up front and it’s hard to win games when you lose at the line of scrimmage.” The Tarpons had chances, oh, did they ever. South Lafourche forced two first-quarter Vandebilt turnovers and were in position to take an early lead. But both turnovers went for naught, as Vandebilt’s defense stiffened and kept South Lafourche off the scoreboard. One drive ended with a missed field goal for the Tarpons’ as close as the Tarpons got to points in the first half. Vandebilt
got offense in the second quarter on a touchdown from quarterback Gavin Daigle to go up 60. Late in the half, they added two points to that tally to go up 8-0 on a muffed punt snap which turned into a safety. In the third quarter, South Lafourche got its only points on a field goal from kicker Jesse Torres, a score setup by Jake Pitre’s second interception of the game. That made it 8-3. But Daigle struck again after the kick, pushing into the end zone to cap a long drive to make it 15-3 and virtually out of reach. In the fourth quarter, the Terriers added a late field goal to send the game to its final margin.

Hebert; great grandchild, Alli Bouzigard; parents, Edmond Sr. and Louisiana Vega Rodriguez; sister, Bernice Rodrigue Matherne; brothers, Edmond Jr., Woodrow, Roland, Raymond, and Earl Rodrigue; and daughter in law, Linda Sue Harris Hebert. Gertie was a member of the Catholic Daughters, Ladies Alter Society, youth chairman of the Junior Catholic Daughters, which she initiated in the 1970’s, and was very involved in her community. She enjoyed mulitiple arts and crafts, especially ceramics, porcelain dolls, and sewing. The family would like to thank St. Joseph Hospice, along with her home caregivers, for the care and compassion provided while attending to Mrs. Gertie. Drug dealer sentenced to 35 years
Lafourche Parish District Attorney Kristine Russell announced that a Cut-Off man pled guilty to Possession with Intent to Distribute Cocaine, Possession with Intent to Distribute Methamphetamine, Possession with Intent to Distribute Heroin on October 11. Juanches Shelby, 40, who was on parole, was sentenced to 20 years with the Louisiana Department
of Corrections as a result of his negotiated plea accepted by the Honorable Shelby F. Hugh Larose. His 20-year sentence is to be served consecutively with his 15-year parole violation, bringing his combined sentence to 35 years. Shelby was scheduled for trial on

The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Wednesday, September 11, 2019 at 10:30AM at the Administration Office 16829 East Main Street, Cut Off, LA 70345. President Harris Cheramie, Jr. called the meeting to order and Secretary P. Gisclair then called roll ATTENDED: Harris Cheramie, Jr., Perry Gisclair, Jimmy Lafont, Rodney Gisclair, Curtis Pierce, Larry Griffin, John Melancon, Jr., Mike Callais, and Kris Callais ABSENT: None President Cheramie stated in memory of all who lost their lives on 9/11 please keep all in your prayers today along with all survivors and members of law enforcement and firemen. Upon motion by P. Gisclair second by Griffin, with no public comment, the board unanimously approved the minutes for August 14, 2019 regular meeting and August 28, 2019 special meeting. Executive Director’s Report In Director Chiasson’s absence, Deputy Port Director Davie Breaux took over the report. He stated Chett is in DC for the LA 1 Elevated Highway Project INFRA grant funds, State CPRA for GOMESA funds and plans to meet with the Corps on the Section 203 Study. Northern Expansion – Engineer Joe Picciola reported Sealevel Construction is on site constructing the access road for Slip C 400’ East Part 2 Bulkhead. They are currently prepping and coating steel sheet piles to start next month. Engineer Joe Picciola reported the bid opening for Slip C 1100’ East Bulkhead is September 18th at 2PM. Engineer Larry Picciola reported Byron E. Talbot Contractors has completed the asphalt on Minor Cheramie Sr. Road Paving project. The work remaining is striping and installing some signs. They have moved on to the alternate which is patching and some shoulder and apron work at 5 other areas in Port. Breaux stated Port maintenance worker Carl Martinez continues to shape and dress up the tidal creek with our excavator for the Coastal Wetlands Park. He stated Grand Isle Shipyard is currently hauling material from the end of Slip D to the fill area for a future parking area. Airport Projects – Breaux reported the aircraft operations for August were 2681, with 11,391 passengers, and 18,573
vehicles. The preconstruction meeting with Byron E. Talbot Contractors for the Airfield Drainage Improvements was held at the end of August and we are waiting to issue the notice to proceed. He stated the DOTD Sponsorship agreement is on the agenda to accept the grant funding of $35,876. Other Projects – Engineer Joe Picciola reported on the SLLD – LA 1 Re-Alignment and Flood Wall. Byron E. Talbot Contractors have completed installing the gate and laying asphalt. This week they will be striping the roadway, installing guard rails and next week plan to remove the old roadway. Engineer John Plaisance reported the final submittal for the Section 203 Feasibility Study was sent on Friday to the Corps of Engineers. Director Chiasson and GIS Engineering will be meeting with the Corps tomorrow in DC to further discuss the submittal. April Danos reported she is finalizing the design consultant contracts for the Belle Pass Tower Upgrades. President Cheramie opened the floor for any public comment. Harbor Police Jason Plaisance introduced the new Harbor Police Office Jamie Theriot. President Cheramie welcomed her to our team. Father Antonio from Australia announced the upcoming Eucharistic Procession up Bayou Lafourche on October 5, 2019 from Golden Meadow to Thibodaux and everyone is invited to attend. Greg Terrebonne stated on Saturday, October 5, 2019 the Eucharistic Procession will begin with a French Mass at 8AM in Golden Meadow at Our Lady of Prompt Succor Church. He stated at 9:30AM they will proceed by boat to Larose at Holy Rosary Church for a service at 11:30AM, then at 12:30PM proceed to Thibodaux by fire trucks to St. Joseph Cemetery in Thibodaux, then will proceed by foot to St. Joseph Cathedral for a service at 2:15PM to be finished at 2:45PM. He stated anyone with a boat that wants to participate are invited please call the Lady of Prompt Succor Rectory. Griffin stated this is for any denomination, which Father Antonio replied yes all are invited. President Cheramie recognized candidates in the audience. Archie Chaisson III announced his candidacy for Lafourche Parish President. Michael Delaune representing Mike Fesi for Senator announced Fesi’s candidacy for Senate District No. 20. Reggie Bagala announced his candidacy for LA Representative District 54. Rene Gautreaux announced his candidacy for Lafourche Parish District Judge. Election Day is October 12, 2019 Committee Reports Executive Committee The committee met August 28th
in Fourchon present were Cheramie, R. Gisclair, P. Gisclair, and Melancon. They also met September 9th in Cut Off with R. Gisclair absent. Upon motion by Melancon second by Pierce, with no public comment, the board unanimously approved the DOTD Agreement for the Airport Connector Road and Bridge to accept funding from the Highway Trust Fund. Upon motion by M. Callais second by R. Gisclair, with no public comment, the board unanimously approved the Intergovernmental Cooperative Endeavor Agreement with the Lafourche Parish Government for the Airport Connector Road and Bridge for each to commit funding and the Port to administer design and construction and the Parish to assume ownership and maintenance. Upon motion by P. Gisclair second by Lafont, with no public comment, the board unanimously approved the Flotation Canal Servitude extension with Edward Wisner Donation for the Port to complete the embankment stabilization. Upon motion by K. Callais second by R. Gisclair, with no public comment, the board unanimously approved the request from Francis Drilling Fluids to assign lease GLF344 to FDF Energy Services, LLC. Upon motion by Griffin second by Pierce, with no public comment, the board unanimously approved the request from Baker Hughes Oilfield Operations to extend Sublease with Martin Holdings for 5 years ending August 31, 2024. Upon motion by M. Callais second by Griffin, with no public comment, the board unanimously approved the delegate Chett Chiasson to attend the 2019 AAPA Annual Convention meetings with John Melancon Jr. and Rodney Gisclair as alternates. Permits & Waterways Committee – The committee met August 28th in Fourchon present were P. Gisclair, Pierce, Lafont and Cheramie. They also met September 9th in Cut Off with all present. Breaux reported on the Corps of Engineers Belle Pass Jetty Extension and Repair project. The contractor Bertucci is leaving this week to go do a job in Grand Isle. They plan to return sometime in October to install the remaining 12,000 tons on the west jetty. Chairman P. Gisclair presented for the board’s review the permits from Caillouet Land, LLC, Hilcorp Energy Company, LOOP, and Corps of Engineers. Construction and Development Committee – The committee met August 28th in Fourchon present were Griffin, K. Callais, Lafont, and Cheramie. They also met September 9th in Cut Off with all present. President Cheramie
stated he is glad to see Griffin back. Chairman Griffin stated he is glad to be back and thanked everyone for their prayers, cards, phone calls, and visits while he was out for the past 3 months with a hip replacement. Upon motion by P. Gisclair second by Lafont, with no public comment, the board unanimously approved the DOTD Sponsorship Agreement for Airfield Drainage Improvements – Construction Phase for funds not to exceed $35,876. Finance Committee – The committee met August 28th in Fourchon present were Melancon, R. Gisclair, M. Callais, and Cheramie. They also met September 9th in Cut Off with R. Gisclair absent. Upon motion by Melancon second by M. Callais, with no public comment, the board unanimously approved payment of August 2019 invoices and recognized expenditures over $10,000 which total $948,920.96. Upon motion by Melancon second by Griffin, with no public comment, the board unanimously approved the 2019 August unaudited financial statements. Upon motion by Melancon second by P. Gisclair, with no public comment, the board unanimously approved the insurance renewal proposal presented by AON Risk Services for the Seaport and Airport for a total premium of $451,091.60 which includes the additional bumpershoot options and agent fee. The renewals result in an overall decrease of .59% from last year. Upon motion by Melancon second by M. Callais, with no public comment, the board unanimously approved the out of state travel requests from Michael Kinler and Jason Plaisance to attend the 2019 Fall Law Enforcement Conference in Nevada October 20th to 25th, and Chett Chiasson and Commissioners to attend the Louisiana Alive Event and Washington Meetings in DC January 21st to 26th. President Cheramie opened the floor for any public comment. Breaux stated last week good news for the Parish with the announcement by Governor Edwards regarding coastal restoration and levee protection funds from CPRA of $36 million with $5.6 million to South Lafourche Levee District and additional funding for North Lafourche Levee District.
