Arrest made in December 2018 death of Larose woman
A Thibodaux man has been charged with Kyron murder in the Bourda December 2018 death of a Larose woman. Kyron Bourda, 30, has been charged with Second Degree Murder in the death of 44-yearold Rani Pinel. On December 22, 2018, Pinel’s family reported her missing. She was last seen on the afternoon of December 17, 2018, and she told her father she had traveled to Texas for a funeral. Through investigation, detectives located Pinel’s father’s truck in a sugar cane field a few hundred feet from Lasseigne Road. Coastal Resource Center planned at Nicholls
THIBODAUX, La. — Gov. John Bel Edwards, Nicholls State University President Jay Clune and South Louisiana Economic Council President and CEO Vic Lafont announced plans Friday for a resource center to help Louisiana companies compete for coastal protection and restoration work across the Louisiana coast. The Louisiana Coastal Technical Assistance Center will assist Louisiana firms in qualifying for work as contractors, subcontractors and suppliers in Louisiana’s growing water management sector. The center, known as CTAC, will be based at Nicholls State University, where the South Louisiana Economic Council will oversee the center’s management and
operations. CTAC will help companies acquire training, licensing and other qualifications for participating in the public bidding process for coastal recovery projects. “Louisiana plans to invest hundreds of millions of dollars annually, over the next 50 years, in projects that protect and restore our coast,” Gov. Edwards said. “These projects will create substantial new opportunities for Louisiana businesses. The Coastal Technical Assistance Center will be designed to help small Louisiana companies compete for this important work all across our coastal region on an unprecedented scale. We want Louisiana businesses involved in our coastal mission as much as possible.”

Port Commissioner killed in tractor accident
Greater Lafourche Port Commissioner Perry Gisclair was killed in a crash involving a tractor last Thursday afternoon in Galliano, State Police said. Gisclair, 70, from Cut Off, has been a member of the Greater Lafourche Port Commission since 2007. He was just elected to another term last year and was serving as secretary. Investigators learned a 2011 Chevrolet HHR driven by 34-year-old Galliano resident Julien Hebert was traveling around 2 p.m. in the right Perry Gisclair lane on La. 3235. Gisclair was operating a 2015 Kubota tractor also in the right lane when Hebert’s vehicle approached from behind. For reasons still under investigation, Hebert didn’t slow down for the tractor and struck it from behind, Senior Trooper Jesse LaGrange said in a news release. The collision threw Gisclair from the tractor, and he suffered fatal injuries. Gisclair transported to Lady of the Sea Hospital, where he later died. Hebert, who was wearing a seat belt, suffered minor to moderate injuries and was also transported to Lady of the Sea Hospital. The crash remains under investigation. Services for Gisclair will be held at Falgout Funeral Home in Galliano on Thursday, September 19th from 4:00 p.m. til 9:00 p.m. and resume at Community Bible Church on Friday from 8:00 a.m. until funeral time. Funeral Services will be held at 10:00 a.m. with burial to follow in Cheramie Cemetery.
Animal cruelty charges dismissed against Lafourche Humane Society president By Dan Copp Daily Comet Staff Writer
Animal cruelty charges have been dismissed against the president of the Lafourche Humane Society but remain for her co-defendant, prosecutors said. Pamela George, 50, of Cut Off, was charged in November with aggraPamela George vated cruelty to animals along with 56-year-old Lockport resident John Gautreaux after several horses were found living in poor conditions on property they co-own, authorities said. Those charges have been since dismissed for George but are still pending for Gautreaux, prosecutors said. Bagala: Our area needs a voice now. I have been preparing for this position my entire life. My experience is tested and we cannot afford to send someone to Baton Rouge who needs a learning curve. We need a loud and strong voice now, a person willing to fight for our area. What are your views on tax reform? What would you like to see changed, if anything.
Bagala: I fully support lower taxes on both the personal and business sides. I support a simplified, indexed structure.
BP settlement money has supported much of the state’s efforts for coastal restoration and protection. When that money runs out, how should the state pay for and address coastal issues, particularly those in Terrebonne and Lafourche? Bagala: GOMESA and fighting for a greater revenue-sharing formula for Louisiana on the federal level. How should the state address growing and costly infrastructure needs?
Bagala: Prioritize capital-outlay spending on roads and bridges. There must be a high priority associated with the economic benefit of each project. I oppose allowing legislators to add projects to the final transportation capital outlay list.
This legislature will have a chance to influence how the district boundaries are redrawn after the 2020 census. Would you propose or support any major changes to the current district lines? Bagala: Yes, unify District 54 in the Mathews and Raceland area.
What is your position on proposed legislation to give fishermen the right to traverse private waterways in coastal marshes? Bagala: I would support language in a proposed bill such as 2018′s House Bill 381.

He was later transferred to a Louisiana Department of Corrections facility to serve time for the parole violation. “It was certainly a relief for her,” McGregor said. “Other than hearing ‘not guilty,’ ‘charges dismissed’ are probably the best words to hear for a criminal defense attorney. It was nice to work with the DA’s office and show them why the charges needed to be dismissed against Pam.” Detectives in early November began investigating allegations of animal cruelty involving horses located on Chateau Drive in Lockport, authorities said. Deputies found more than a dozen emaciated horses on the property, the Sheriff’s Office said. One of the animals was dead before deputies arrived. Deputies then found
food for the remaining horses and contacted a local veterinarian who informed them that two of the animals needed to be euthanized. As the investigation continued, detectives continued working with the Humane Society to place the animals with new owners, authorities said. By Nov. 16, two more horses had died and another needed to be euthanized, authorities said. George served as president of the Lafourche Humane Society, which is not associated with the Humane Society of Louisiana. Prosecutors said they could not comment because the case is still pending. McGregor said the evidence he presented

established his client’s innocence. “Nobody wants to be associated with felony charges, especially charges pertaining to animal cruelty,” he said. Gautreaux’s next court appearance is scheduled for Oct. 17.

strides on that side and we’re happy to see them come together.” In the second half, the Trojans started with a flurry when Folse took the opening kick of the third quarter 89 yards to the house to go up 49-8. From there, Jenkins got another to make it 56-8 late in the third. Franklin added a late-game score to send the game to its final margin. Menard said one of the things he likes best about Jenkins’ run is his attitude. After the game, the halfback thanked his offensive line for their performance. “He’s a humble kid,” Menard said. “He’s quiet. He’s just one of those guys that, when he speaks, the kids know to listen because he leads by example.” Central Lafourche will now move to a rivalry battle with South Lafourche on Friday. Menard said he knows spirits will be high on Friday night. “It’s always good to play a rival. It means a little more to the kids,” Menard said. “I think the energy will be good and I’m confident we will be ready.”

South Lafourche had its chances on Friday against Thibodaux. The Tarpons forced five turnovers and ran several plays deep inside Thibodaux territory. But ultimately, the Tarpons could never break through, falling flat in a 12-3 defeat. South Lafourche coach Blake Forsythe said the play of his offense continues to be a problem. For the secondstraight game, the Tarpons have not generated 100 total yards. “That has to get better,” Forsythe said. “There’s no other way around it. We’re young and we have a lot of new starters, but we have to overcome that and execute. There’s no other way to go but forward.” The Tarpons didn’t go forward enough on Friday. The defense was amazing. They surrendered an opening-quarter touchdown when Luke Alleman hit Darwin Davis on a gorgeous diving catch to go up 70. After that, South Lafourche had a little
success, converting a second quarter field goal from Jesse Torres to make the game 7-3. The Tigers added a field goal of their own before halftime to go up 10-3 at halftime. That score held until the final seconds of the game, though there was drama. Thibodaux kept shooting itself in the foot, turning over the ball multiple times in the half. But South Lafourche couldn’t convert, despite being in Thibodaux territory, having drives stalled with turnovers of their own or turnovers on downs. Late, Thibodaux blocked a punt to send

the ball to the back of the end zone for a safety, which sent the game to its final margin.

Margaret Pennison Dufrene, 86, a native of Lockport and a resident of Cut Off, passed away on Sunday, September 15, 2019. Visitation will be from 10 a.m. until 12 p.m. on Wednesday, September 18, at Sacred Heart Catholic Church, Cut Off, LA. A Mass of Christian Burial will be celebrated at 12 p.m. Wednesday with burial to follow in the church cemetery. She is survived by her son, Andrew Dufrene (Patty); daughters, Judy Ordoyne, Ruby Ordoyne, Helen Bourg (Wade), Ann Callais, Leona Vegas, Grace Melancon (Kyle); sister Sonia Pennison; 20 grandchildren; 31 great grandchildren; and 12 great-great grandchildren. Leroy Anthony Martin, 90 a native and resident of Galliano, La. passed away on September 12, 2019 with his loving family at his side. Leroy is survived by his wife of 64 years Dorothy “Dot” Guidry Martin; son, Perry Martin; daughter, Lisa Martin; daughter-in-law, Tammy L. Martin; sister, Betty M. Perry Gisclair, 70, a native and resident of Galliano passed away on Thursday, September 12, 2019. Funeral Services will be held at 10:00 a.m. wirth burial to follow in Cheramie Cemetery. Perry is survived by his wife of 49 years, Elizabeth “Libby” Gisclair; mother, Mabel T. Gisclair; daughter, April Gisclair; brother, Rodney Gisclair; sister, Angela LeBlanc; grandchildren, Matthew Cheramie, Amber Cheramie and Luke Heatherly. Perry was preceded in death by his father, Adam Ted Gisclair. He has served on the Greater Lafourche Port Commission since 2007, as president in previous years and currently was serving as secretary. He had previously been appointed by the governor to the board of LA Wildlife and Fisheries. He also, had served 8 years on the Lafourche Parish Council. He was a mason and Shriner. Perry was a loving husband, father, grandfather, son and brother. He put others before himself and always generously gave back to the community. Because of him, we will always believe in Santa. The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Wednesday, August 14, 2019 at 10:30AM at the Administration Office 16829 East Main Street, Cut Off, LA 70345. President Harris Cheramie, Jr. called the meeting to order and Secretary P. Gisclair then called roll. ATTENDED: Harris Cheramie, Jr., Perry Gisclair, Jimmy Lafont, Rodney Gisclair, Curtis Pierce, John Melancon, Jr., Mike Callais, and Kris Callais ABSENT: Larry Griffin Upon motion by Melancon second by Pierce, with no public comment, the board unanimously approved the minutes for July 10, 2019 regular meeting. Executive Director’s Report Northern Expansion – Marc Picciola reported Slip C 400’ East Part 2 Bulkhead contractor Sealevel Construction was issued a conditional notice to proceed on July 22nd. They are currently purchasing materials and beginning to prep and coat the steel sheet piles. M. Picciola reported Slip C 1100’ East Bulkhead project will begin advertising on August 19th with the bid opening scheduled for September 18th. Engineer Larry Picciola reported Minor Cheramie Sr. Road Paving Byron E. Talbot is shaping the roadway and they plan to start paving next week weather permitting. The contract ends September 24th. Thad Angelloz reported on the Coastal Wetlands Park grants. The Recreational Trails grant was submitted July 1st and within a month from now we should know if our application will be approved. Regarding the Land and Water Conservation grant, we have moved on to the second phase of the grant process and will find out before the end of the year if our application is approved. We did meet with LA Cajun Bayou to have discussion on the view finders and the plan is to move forward and have a temporary site developed by October. Airport Projects – Joe Wheeler reported in July aircraft operations were 2568, with 10,733 passengers, and 19,104 vehicles. He stated there is a change order for the Airfield Drainage Improvements

Talbot Contractor’s is complete with pouring the concrete for the I Wall for the South Lafourche Levee District’s LA 1 ReAlignment and Flood Wall project. The gate will be installed this week. The highway tie in work will be a night time operation and will begin tonight for approximately 3 weeks. They will not work on Friday or Saturday night. Engineer John Plaisance reported on the Section 203 Feasibility Study. We expect to submit the final economic analysis in the next couple of weeks. Chiasson stated we were waiting on the letter from Fourchon LNG regarding the vessel sizes which was received this morning so that will be included in the final packet. John Crochet reported the structural analysis is complete for the Belle Pass Tower Upgrades. The upgrade will include installation of a steel plate under the existing wooden deck for reinforcement prior to installing the 50’ tower. We are waiting on an updated cost estimate to move forward with the project. Update from LA 1 Coalition – Henri Boulet reported on July 30th the Coalition along with Senator Chabert met with LA DOTD Secretary Wilson and DOTD’s Undersecretary for Finance and DOTD’s Deputy Secretary to discuss advancing the LA 1 Project’s Phase II Funding Plan. The state is moving forward with a consultant to help prepare a federal INFRA grant application and the Coalition is currently helping them finalize a Scope of Work. To accurately monetize and document the fiscal impacts of a secured highway to the port, the consultant will need to gather data and cost figures on supplies, transportation cost, OCS production, past shut-in production, safety enhancements to the highway system, and other factors relative to a LA 1 Project INFRA application. The Secretary noted that there is no guaranty that the INFRA grant program will provide a 100% match to the state’s $150M. He wants to be prepared, in case the INFRA program offers a smaller amount, to have other state resources lined up. That discussion included both Capital Outlay funds and GOMESA funds. Before the meeting, the Coalition conveyed to the Secretary and the Governor’s Chief Counsel that we hope they would consider utilizing some budget surplus monies to close any funding gap needed to identify Phase II construction funds. The Secretary updated the Coalition that a recent internal construction estimate completed in late July is $375$425M for Phase 2. In the past DOTD was using an estimate of $347M. With this higher estimate it is critical the administration remain open minded on utilizing the other

state funds to close any funding gap. The Coalition intends to support the administration in doing so. Boulet updated the Secretary that the Coalition was continuing to work on the industry match, with over $5M secured in pledge letters as of late July. The Coalition requested DOTD move as soon as possible to address several pipelines in the Phase II ROW which will need to be deepened or relocated. Achieving this work will lower risk and bid cost to contractors bidding on the Phase II job. Finally, the Coalition offered to utilize both the Alpine Group and other resources we have in advocating for the application. Secretary Wilson knows our lobbyist Mike Henry very well, and we will all be working together to coalesce delegation support for the application. Executive Director announced the retirement recognition for Harbor Police Officer Michelle Thomassie. Mrs. Thomassie has been working for the Port for 12 years retiring with 30 years of service from Lafourche, Terrebonne, and the Port Commission. In appreciation for her years of dedicated service and leadership as a Harbor Police Officer, Director Chiasson presented her with a certificate and wishes of good health, happiness, and continued success in her life after retirement. Marla Abel announced candidacy for District Court Judge Division C. Luci Sposito announced candidacy for Lafourche Parish President. Daniel Lorraine announced candidacy for Lafourche Parish Councilmen District 9. Early voting is September 28th to October 5th with Election day on October 12, 2019. Committee Reports Executive Committee - The committee met July 24th in Fourchon present were Cheramie, R. Gisclair, P. Gisclair, and Melancon. They also met August 12th in Cut Off with all members present. Chairman Cheramie presented for the board to consider adopting a resolution committing funds to the LA 1 Elevated Highway Phase 2 project. Chiasson stated the Port Commission has been involved with getting the elevated portion completed from Golden Meadow to Leeville which will cost approximately $343 million. This is based on the $150 million state commitment and the $25 million commitment from private industry. This resolution would commit $25 million from the Port Commission as $5 million per year for 5 years. With the state and local match of $250 million, we would then go to the federal government to get the rest allocated. It is important for South Lafourche and the future of the Port for business to our community. The recommendation to the board is to approve this resolution and later we will have an official agreement with DOTD. The first check will not be sent until after a notice to proceed for construction is issued. The time-

Upon motion by Pierce second by Melancon, with no public comment, the board unanimously approved to adopt the resolution to participate in funding $25 million towards construction of Phase 2, Segments A – D of the LA 1 Improvements Project of $5 million per year for 5 years. Upon motion by R. Gisclair second by P. Gisclair, with no public comment, the board unanimously approved the request from Martin Holdings for a Right of First Refusal on the former site GLF307-A in Port Fourchon. Upon motion by P. Gisclair second by M. Callais, with no public comment, the board unanimously approved the request from Halliburton Energy Services for a new lease for site GLF313. The current 30year lease has ended, and the new lease includes a 5-year primary term and 4 additional 5-year options to begin November 1, 2019. Upon motion by K. Callais second by Jimmy Lafont, with no public comment, the board unanimously approved the renewal of the DOTD Adopt-A-Road program for 2 years to maintain the grass and trash along LA 3090. Davie Breaux reported on the Corps of Engineers Belle Pass Jetty Extension and Repair project. He stated the contractor is Bertucci and currently the dragline is down waiting on parts but should be back running on Friday. They do have on site a long reach excavator and completing the second set of barges of limestone. They do have 6 barges leaving New Orleans on the way down now and another 6 barges scheduled to leave the quarry next week. Chiasson showed on the screen the location of the jetty extension on the land side that will be filled with rock and back filled with sand. This project may potentially have extra funds remaining from the allocated $4 million project. We will discuss with the Corps to utilize the funds remaining to place additional limestone on the bullnose on each end of the jetties. Chairman P. Gisclair presented for the board’s review the permits from Crimson Midstream, LLC; Harvest Midstream; Discovery Gas Transmission, LLC; Grand Isle Sea Farms, LLC; and LOOP, LLC. Construction and Development Committee – The committee met July 24th in Fourchon present were K. Callais, Lafont, Cheramie, with Griffin absent. They also met August 12th in Cut Off with Griffin absent. Upon motion by Pierce second by M. Callais, with no public comment, the board unanimously approved the Change Order No. 1 from Byron E. Talbot Contractor for the Airfield Drainage Improvements project to decrease the contract price by $116,300 for a new contract price of $324,668. Gisclair reported Commissioner Larry Griffin walked on his new hip yesterday and thanks everyone for all their prayers and please keep him praying for a quick recovery. Pierce stated he does have cancer but will continue to go on and will continue being a Commissioner. President Cheramie replied good luck and we will pray for you. But Kline stressed progress is being made and pushed back against the idea that “the sky is falling.” There are more coastal restoration projects underway this year than at any time in the state’s history, he said. He said state officials will “move heaven and earth” to preserve what can be sustained, which involves building structures like levees and floodgates and restoring natural environments that are the first line of defense. Kline said state government agencies are aligning everything they do with the coastal master plan. THE CENTER SQUARE Louisiana finished 40th in a new study by the Tax Foundation that ranks how dependent states are on individual income taxes. State income tax collections in Louisiana amount to 15.7 percent of the total state and local levies collected, based on numbers from fiscal-year 2016, the most recent year for which data is available. Nationwide, the average state reliance on individual income tax revenues is 23.5 percent, according to the Tax Foundation’s analysis. Seven states – Alaska, Florida, South Dakota, Wyoming, Nevada, Texas and Washington – levy no state income taxes, while New Hampshire and Tennessee tax only interest and dividend income, not workers’ wages, the study said. ___
State makes offer to Louisiana parents who owe child support
BATON ROUGE, La. (AP) — Louisiana parents whose driver’s licenses are suspended because they’re behind on child support payments have through September to use a program offering a path to license reinstatement. The Department of Children and Family Services says its “On the Road Again” program lets parents get license suspensions lifted for a reduced payment of what’s usually owed. The deadline is Sept. 30. To get licenses back under the program, parents must pay two months of court-ordered child support, $100 toward past-due support and court-ordered administrative fees. They also must pay fines required by the state motor vehicles office. Parents seeking more information can go online, speak to their caseworkers or call 1888-524-3578.
