Analysis: Louisiana ‘rainy day’ fund balance considered low By MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — Because of a projected $500 million surplus, Louisiana’s savings account for troubled financial times will receive a sizable $125 million bump in its deposits. But the “rainy day” fund still will remain below its peak after years of depletion to fill budget gaps. While other states have focused on rebuilding their reserves since the last recession, Louisiana spent those years careening from one self-created budget crisis to the next, until Democratic Gov. John Bel Edwards and the majority-Republican Legislature reached a sevenyear tax deal in 2018. Recent surpluses have started refilling Louisiana’s rainy day account, formally called the Budget Stabilization Fund. But lawmakers and the governor also stripped a lucrative replenishment source to pay for roadwork rather than sock into the savings account.

More that 150 volunteers turn out for Coastal Cleanup Day By Halle Parker Daily Comet Staff Writer

While some beach goers fished or kiteboarded at Elmer’s Island Saturday morning, much of the beach was flooded with volunteers armed with five-gallon buckets, trash grabbers and gloves. Despite the threat of rain, more than 150 people arrived to help pick up trash in one of the many efforts held around the globe as part of International Coastal Cleanup Day. As they walked up to check in, Nicholls State University graduate student Sarah Fontana called out instructions to the groups. Gesturing to the clipboard, she explained how to fill out the data sheet, one that was uniform between all cleanups associated with the day of action. Groups were asked to track their most unusual items and tally the number of times they find specific items like cigarette butts, fishing nets or other waste. Allyse Ferrara, one of the event’s organizers and an environmental biology professor at Nicholls, waited

next to the scales as volunteers emptied their buckets into trash bags to be weighed and thrown into a dumpster. On average, each trash bag weighed about 15 pounds, she said. Ultimately, they removed 3,800 pounds of trash. Last year, they collected more than 3,500 pounds. More than 300 people registered for the cleanup — the most to date. The number of volunteers has slowly increased from 60 during its first year about seven years ago. They also had more sponsors with the Grand Isle Music Fest and the Louisiana Department of Wildlife and Fisheries joining the Thibodaux-based environmental agency Barataria-Terrebonne National Estuary Program and Nicholls State University. Off the Hook also provided jambalaya, and Shell sent volunteers. Before the cleanup officially started, a smaller group of volunteers also participated in a 10minute survey where they collected nurdles — small balls of plastic — on the beach as part of new initia-

tive on the Gulf Coast to track their prevalence. Ferrara said when she participated in the September sampling, their group found 32 nurdles in 10 minutes. This year, the cleanup also coincided with the end of National Estuaries Week, providing a fitting conclusion. See Cleanup Page 9-A

Officials say West Nile still a threat despite fewer cases

NEW ORLEANS (AP) — West Nile virus cases in Louisiana are way down from a year ago but the state epidemiologist says people statewide still need to protect themselves against mosquitoes. Knowing where people have become ill or where the virus has been found in mosquito pools can give people a false sense of security because West Nile is statewide, Dr. Raoult Ratard said Thursday. Precautions include using insect repellant, wearing long-sleeved shirts and long pants, fixing holes in door and window screens, and making sure there’s no standing water in your yard. Louisiana Department of Health statistics show 12 cases through last week, compared to 79 by the same week in 2018. That includes six cases of dangerous nervous system infections, down from 48 at this time last year. People age 65 and older are at most risk of neuroinvasive disease, which can kill or leave permanent damage.

Trojans coach Keith Menard said he’s proud of the way his team played its annual foe. “I thought we did what we had to do early to take the lead,� Menard said. “Facing a team like them, they want to have the ball and stay ahead of the clock and the chains. Colonels win Southland opener at SFA, 48-30 From Nicholls Sports

NACOGDOCHES, Texas – The Nicholls State University football team scored touchdowns on five of its first six drives and rushed for 291 yards in the game to knock off Stephen F. Austin, 4830, Saturday night at Homer Bryce Stadium. With the win, Nicholls improved to 2-1 overall and 1-0 in Southland play. The win was the fourth consecutive in the series against Stephen F. Austin (0-4, 0-1 SLC) and the first road-opening league win since 2010. Sophomore Julien Gums led the rushing attack with his third career 100-yard game and first for the Colonels this season, totaling 135 yards and a career-high three touchdowns on 22 carries. Quarterback Chase Fourcade scored twice on the ground, tacking on 59 yards rushing. Jeremy Rounds found the end zone for the first time in 2019, adding 72 yards on nine carries. TAYLOR LEONARD

Taylor Noel Leonard, 17, a native and resident of Larose passed away on Friday September 20, 2019. A visitation will be held at Falgout Funeral Home in Galliano on Wednesday, September 25, from 9 a.m. until service time. Funeral services will begin at 11 a.m. in the funeral parlor with procession following to her burial in Holy Rosary Cemetery. Taylor is survived by her parents, Josh Leonard and Jilly Orgeron; sister, Renee’ Bruce; grandparents, Rebecca Leonard and Russell and Jenny Orgeron; niece, Addison Bruce; and cousins, Rustin Orgeron, Lundun Thomassie, and Arcly Griffin; uncles, Kirk Leonard, TRuss Orgeron, and Ralph Orgeron; aunts, Lillie Leonard, Mindy Orgeron, and Kimberly Orgeron. Meanwhile, the $406 million balance in the fund remains below the level of reserves that national credit rating agencies advise — and below the level that half the nation’s states have in their rainy day funds — even as economists have warned a national recession could be on the horizon. “Now’s a good time to prepare by filling up the rainy day fund,” said Robert Travis Scott, president of the Public Affairs Research Council, a nonpartisan government watchdog group. “We do not have it filled to the rate that’s probably prudent for the next economic cycle, and it’s clearly short of what the rating agencies say.” While Moody’s Investors Service improved Louisiana’s credit outlook to “positive” last week, the Wall Street credit rating agency dinged the state for its low rainy day fund, calling it a “credit weakness.” Louisiana created the savings account in its constitution in 1990 and reworked it eight years later, requiring that lawmakers earmark one-quarter of any surpluses into the fund. While certain income tied to oil and gas also flows into the account, the benchmarks to trigger such deposits haven’t been reached in many years. The fund can be tapped when the state income forecast for an upcoming budget year is less than the current year. Only one-third can be withdrawn in a twoyear period, and a twothirds legislative vote is required. The Budget Stabilization Fund topped $853 million at its high point in the 2008-09 financial year, according to the treasurer’s office. Former Gov. Bobby Jindal, Edwards and lawmakers siphoned off money five times in the last decade to lessen financial gaps, draining it to $287 million three years ago. Three years of surpluses are starting to replenish the account. Edwards, running

for a second term on the Oct. 12 ballot, highlights the increased rainy day deposits as a sign Louisiana’s on improved financial footing, pushing back on criticism that he and lawmakers raised taxes too high. But while the upcoming surplus deposit will boost the savings balance to more than $530 million, its highest level since 2014, that’s not nearly enough for Treasurer John Schroder. “You’ve got to be well over a billion dollars to be healthy,” the Republican official said. “If we’re going to create some stability in this state, having a healthy savings account is part of that stability.” Louisiana’s lawmakers had pledged another stream of annual cash would flow into the rainy day fund, a portion of hundreds of millions in Gulf oil spill recovery money that Louisiana is receiving from BP PLC as compensation for economic damage from the massive spill. But Edwards and lawmakers earlier this year redirected those dollars to instead finance roadwork, bridge upgrades and port improvements. That will leave surpluses as the primary driver for filling the rainy day fund. If no surpluses appear, lawmakers and the governor have to put at least $25 million in the account annually, part of the settlement of a lawsuit involving prior uses of the fund. Schroder suggests lawmakers and the governor should spend less than all the state dollars available yearly, to create new surpluses. “It’s great to do something like this with it,” said Ferrara. “I think we’re lucky to work in the biggest estuary in the nation and what I think is the most important one.” Throughout the week, Barataria-Terrebonne National Estuary Program, or BTNEP, held a social media campaign to raise awareness about estuaries and their significance. BTNEP Public Involvement Coordinator Seth Moncrief said the cleanup wasn’t only about removing trash but showing people who participate that the estuary faces serious issues. “Many people only live an hour north, but they’ve never been here,” he said. “This shows them that we do have a marine debris problem.” While some of the trash is left behind by people visiting the beach, most of it washes onshore from other places along the Gulf of Mexico or farther away. He said they’ve found bottles from Japan. “If every one of the people here go home and tells one person that they should limit

their plastic and trash, it’s a success,” said Moncrief. Though Nicholls sophomore Rhea Patureau and boyfriend Blaze Coleman were mainly motivated to volunteer by bonus points for biology class, they said they were surprised by how much trash they had found within the first hour of them arriving. Coleman said it was his first time participating in a beach cleanup and found it interesting how much of the trash appeared to have washed up on the beach. Nicholls graduate student Taylor Beck said she had volunteered before but was always happy to see more people help. The Florida native said she found that at the beaches in her home state, people never noticed the amount of trash coming out of the ocean. Like the BTNEP staff, she hopes that participating helps increase awareness. “If they know it’s here, then maybe they’ll be more interested in coming out all the time,” she said.
