Driver killed, another injured in Monday crash
CUT OFF, La. – Shortly after 2:30 Monday afternoon, Troop C was notified of a two-vehicle fatality crash on LA 308 near East 70th Street that took the life of 28year old Stephanie Bellanger of Golden Meadow. The preliminary investigation revealed 26year old Reagan Bruce of Larose was traveling north on LA 308 in a 2013 Cadillac ATS. Bellanger was traveling south on LA 308 in a 2007 Pontiac G6. For reasons still under investigation, Bruce ran off of the road to the right in a left curve. She overcorrected to the left, crossed the center line, and struck Bellanger’s vehicle in the southbound lane of LA 308. Bruce was properly restrained but suffered serious injuries. She was transported to Lady of the Sea General Hospital by ambulance but was later flown to University Medical Center in New Orleans for further treatment. Bellanger was also properly restrained but suffered fatal injuries.

LA 1 Coalition seeking money for road to G.M. By Julia Arenstam Daily Comet Staff Writer
Progress on the elevated highway to Port Fourchon continues as the LA 1 Coalition continues to look for money for the next phase. Construction is underway to widen the curve on the Leeville Bridge and add a short extension for the planned elevated highway to Golden Meadow, LA 1 Coalition Executive Director Henri Boulet told the Lafourche Parish Council last week. “We’re working very hard on closing the gap,” he said. The next phase, elevating 8.3 miles of roadway to Golden Meadow, is expected to cost $340 million. A study by LSU economist Loren Scott found that for each hour the highway leading into the port is closed, the nation sees a $22 million loss. The port services over 90 percent of the Gulf of Mexico’s deepwater oil production, according to the
Greater Lafourche Port Commission. During Hurricane Isaac, the road was closed for 68 hours, but the port could have opened after eight hours, Boulet said. “If we get the highway complete, we’ll be able to get down to Fourchon right after a storm makes landfall. That way the port can do what it does so well,” he said. La. 1 is the only road to Port Fourchon and serves as an economic driver to the region. Boulet said the port now services all deepwater discoveries in the Gulf of Mexico. “Anything over 1,000 feet of drilling is now being serviced by Fourchon,” he said. The port annually brings in $2.6 billion in business and $652 million in household earnings for the Terrebonne and Lafourche region, the study

DA hires full-time social worker to better serve victims
Lafourche Parish District Attorney Kristine Russell is excited to announce the hiring of a Heidi Irwin as the new Victims’ Rights Coordinator for the District Attorney’s Office. As a Licensed Clinical Social Worker, Irwin will bring a new area of expertise to the position, said Russell. “While prosecuting cases, it can be very easy to overlook the compassion and emotional health side of what we do,” said Russell. “There is no class in law school that teaches emotional support and rehabilitation. I felt it important to bring someone in who can help us provide a quality, more well-rounded service to the victims in our parish.” Russell noted that many victims don’t seek out counseling because of limited time or a lack of resources, so she felt her office had an obligation to provide that service. While victims of sexual assault, domestic abuse battery, and other violent offenses will be the primary focus of the victim’s rights coordinator, other victims who could benefit would be welcome as well. North Lafourche flood-protection work progresses By Julia Arenstam Daily Comet Staff Writer
About a dozen flood-protection projects totaling more than $15.5 million are underway throughout northern Lafourche Parish. They include major projects in the Lockport-Larose area and improvements to the Mathews Canal and Clotilda Levee in Gheens. The North Lafourche Levee District was able to sell $13.5 million worth of bonds to speed these projects, Executive Director Dwayne Bourgeois said. The district will repay the debt with money from a new sales tax district voters approved last year, along with a property tax they renewed. The three local levee districts, one each in North and South Lafourche and the other in Terrebonne, are the only three in the state that have sales taxes, Bourgeois said. “Our citizens are extremely proactive,” he said. About $3 million in projects are underway to build a levee in Valentine from Bayou L’Bleau to La. 1, intersecting the current Lockport-to-Larose Hurricane Protection Levee. Another structure is
being built at the intersection of the Valentine and hurricane-protection levees. Once complete, it will have gated culverts that will be used to regulate water flow through the canal. If the road is closed for 21 days, the study estimates $11.2 billion in lost sales and $3.1 million in lost household earnings, he said. Financing for the next phase still remains uncertain, however. Boulet said the coalition is working with state, local and federal entities to secure the $340 million, and other money needed to improve the road to Grand Isle. Federal loans or appropriations could be possible with the assistance of U.S. Reps. Garret Graves and Steve Scalise, who represent Terrebonne and Lafourche and who have been heavily involved in the project, Boulet said. State revenue sharing from oil leases and federal GOMESA money have also been set aside for the project, he said. Most of the final extension will be built using an add-on construction method with temporary piles, negating the need for a costly construction canal that would result in an even larger amount of wetland mitigation, Boulet said. The project already includes about 100 acres of wetland mitigation, most of which has already been completed in the Leeville area.
The Greater Lafourche Port Commission paid for the majority of that work, Boulet said. “It may be a year or two before a victim’s case goes to trial, and once it does we’re asking the victim to relive the trauma all over again” said Irwin. “We hope that by building the relationship with victims early on we can better help them walk through the legal process, develop strategies and receive resources to aid them in the healing and rehabilitative process.” Irwin spent the last seventeen years in the Lafourche Parish School system working with children as a qualified social worker, while also working with families in her private practice. The services provided will be clinical assessments, crisis intervention and victim stabilization, psycho-social assessments, advocacy, resource recommendations, liaison work, program development, and staff and community training.

The district is also working on several backwater flood protection projects, including one in the St. Charles community. “Some areas that have never had backwater flood protection are needing protection for the first time now,” Bourgeois said. The Morganza-tothe-Gulf levee system is also planned to extend into the district from Terrebonne to protect parts of Lafourche. Trojans run wild on Cardinals Gazette Sports Reports
Fans around the area got months worth of athletic relief this weekend as high school finally got rolling in the area. It’s safe to say that junior halfback Deon Jenkins was ready for the season, too. Jenkins rushed for 361 yards and six touchdowns Friday as the Trojans roared to a 50-21 victory over E.D. White in the season opener in Mathews. Coach Keith Menard said the Trojans’ halfback did a little bit of everything in the win, but perhaps most impressive was the that fact that he also remained humble, thanking his offensive line throughout the game for their blocking down the field. “We talked to him after the game and he told us it was because he got great blocking,” Menard said. “So that’s great to hear. And he’s telling the truth. Our kids up front did a nice job. But look, let’s be honest, Deon made some great runs and once he got in space, he was awfully hard to

tackle. And we didn’t over use him. You’d see the yards and think he got the ball 40 times, but we kept him at 27 carries. It was just great to see and a great start to our year.” The Trojans pounced on the Cardinals early and often, controlling the pace of play throughout the game. Jenkins had 184 yards and four of his touchdowns early in the game, helping the Trojans explode to a 36-0 lead late in the first half. The Cardinals got their brightest moment of the game just before halftime when quarterback Brandon Legendre scored a touchdown which sent the game to halftime with the Trojans on top 36-7. Legendre also struck for two other touchdowns in the second half and had more than 200 yards rushing in the game. But the Trojans had scores of their own in the second half, keeping the Cardinals at arm’s length and well under control. “Their quarterback is a special player and
we knew that,” Menard said. “Defensively, we gave up a few, but I thought we did a nice job throughout the game. We missed some tackles and they made some plays, but we did a nice job keeping them in check. With the win, the Trojans move to Week 2 and a date with George Washington Carver. The Rams beat the Trojans 52-44 last year in one of the wilder games of the season. Menard said he expects another fun one this season, though he hopes the Trojans can get the win. “They’ll have athletes. They’ll run their spread. It’s just up to us to stop it,” Menard said. “But we’re working on fixing some of the things on our end, too, and it’s always better and easier to do that when you’re 10. That just tastes a little better and feels better, as well.” ___ Tarpons fall at De La Salle South Lafourche didn’t enjoy the same fate as the Trojans. The Tarpons took to the road on Thursday night, making a road trip to see state power De La Salle. The Tarpons had moments throughout the game, but every chance for momentum was thwarted by the Cavaliers, who proved again to be a state powerhouse in a 33-0 win. South Lafourche Coach Blake Forsythe said he was disappointed by the outcome and score, of course, but was most disappointed by the mentality of his players. “I thought we played scared,” Forsythe said. “I thought we were intimidated by our opponent and I think it showed early in the game. I

We have to get better and we know that we will see another tough test at Thibodaux. Thursday night’s game was a classic case of taking two steps forward, then four steps back. The Tarpons allowed a long kickoff return on the opening drive, then got a stop, forcing a long field goal miss from the Cavaliers. Two steps forward, right? Well, on the first play from scrimmage offensively, the Tarpons fumbled a triple option exchange, giving the ball back to the Cavaliers, who quickly struck for a touchdown run to take a 7-0 lead. Four steps backward. The Tarpons also had a chance in the first half for a score, trailing just 13-0. Two steps forward. But after a failed third-down run, the Tarpons put the ball in the air on fourth down and quarterback Brock Bailleaux was intercepted. Four steps backward. The Cavaliers didn’t have the same problem as South Lafourche. Using the powerful legs of Kendall Collins and the wizardry of quarterback Fisher Rojas, the state power led 26-0 at halftime, then added another score in the third quarter to send the game to its final margin. The good news for South Lafourche is that they broke camp with a couple key injuries, but the team is getting healthier just in time for next week’s date at Thibodaux.

(AP) — When Nicholls’ Damion Jeanpiere’s muffed punt attempt led to Kansas taking the lead late in the fourth quarter Saturday night, it seemed as though the Colonels’ resilient upset attempt could go to waste. But then, using just nine plays, they marched down the field and forced overtime with a game-tying 43-yard field goal. In overtime, Chase Fourcade ran in a 4-yard touchdown, and the Colonels prevailed over the Jayhawks, 2623, in both teams’ season opener. “Big win for the football program, for the school, for the whole community,” Nicholls coach Tim Rebowe said. “I told the guys, I’m always proud of them, but I’ve never been more proud of them than

tonight, how they came in and fought. It’s a group of guys who believe.” Viewed as Kansas’ easiest opponent of the season, Nicholls came into an optimism-filled David Booth Kansas Memorial Stadium and spoiled the Jayhawks’ home opener in a game few expected them to win. JEAN LEBLANC VIZIER
Jean LeBlanc Vizier, 71, a native and resident of Cut Off, passed away on Thursday, August 30, 2018. Visitation will be from 11 a.m. until 1 p.m. on Friday, September 7, at Holy Rosary Catholic Church, Larose. A Memorial Mass will be celebrated at 1 p.m. Friday with burial to follow in the church cemetery. She is survived by her son, Roy G. Vizier; and grandchildren, Sebastian M. Vizier, Dominic Vizier and Willo Vizier. She was preceded in death by her husband, Johnny Vizier; parents, Roy and Margie LeBlanc; and granddaughter, Aurora Vizier. Jean was a member of Holy Name Society, Ladies Altar Society and St. Vincent DePaul Society and was an extraordinary Minister of Holy Communion. It’s been a real big turnaround for this program. Louisiana gets extra $80M in federal highway money
BATON ROUGE, La. (AP) — Louisiana is getting $80 million in redistributed federal highway funds that weren’t spent by other states. Gov. John Bel Edwards’ administration announced the extra money Thursday, along with the list of projects slated to divvy up the financing. The money will be used for projects including road construction in Baton Rouge and resurfacing parts of Interstate 12 and Interstate 20. Money also will be used to make improvements to Interstate 10 in Lake Charles. When the Federal Highway Administration reshuffles the unspent dollars, the state getting the money must be able to use them quickly to advance projects. Louisiana’s transportation department says this is the 18th year in a row the state has received redistributed dollars, but this is the largest amount ever that Louisiana has gotten.

Roll call was as follows: PRESENT: Council Members – Kelly Besson, Jr., Mona Santiny, Brian Barthelemy, Leoda Bladsacker; Police Chief Laine Landry ABSENT: Council Member – Ray Santiny Mayor Camardelle took time to introduce the new Commander of the Coast Guard Station – Nicholas Alphonso. Motion by Council Member Brian Barthelemy seconded by Council Member Kelly Besson, Jr. and unanimously agreed to amend the agenda to add recognition of the new Coast Guard Commander and the Mosquito Control Contractor. Motion by Council Member Kelly Besson, Jr. seconded by Council Member Mona Santiny and unanimously agreed to close the agenda as amended. Mosquito Control Contractor Sam Steins was recognized and explained that the mosquitoes have been so aggressive lately because of all the floodwater. He explained that the spraying trucks only spray one way down the street because
the machines are calibrated to spray as certain amount per minute. He also explained that he was using a liquid larvacide. Coast Guard Commander, Nicholas Alphonso introduced himself to the Council and the audience as the new Commander of Coast Guard Station Grand Isle. Motion by Council Member Mona Santiny seconded by Council Member Leoda Bladsacker and unanimously agreed to accept the minutes of the August 14, 2018 town meeting as written. Police Chief Laine Landry was recognized and gave the following report: for the period of August 14 thru 28, 2018 there was 1 arrest, 9 traffic stops, 2 traffic citations issued and a total of 55 calls, traffic fines totaled $3,736.00, misd payments $454.50 for a total of $4,190.50, golf cart tag income totaled $1,725.00. He then reported that Police Officer James Rockenschuh will be retiring on October 19, 2018. Joseph Chauvin with GIS Engineering reported on the ongoing town projects: 1. Town Hall Rehab: The Contractor is now 16 day into the project. In a couple of weeks they will be applying epoxy on the pilings. Completion date is set for November 9, 2018. 2. Baseball Field Grant – Randy Alvarey working on the grant next week. Support letters will be needed. Street Supervisor Chris Hernandez reported that he will be using the boom tractor to slope ditches for larvaciding. He is going to start with Elm Lane, Cedar Lane and Tropical Landing Lane. Council Member Kelly Besson, Jr. commented that the town needs to send letters to property owners to cut their grass. The Mayor and Chris Hernandez road the Kubota today to see about cutting the grass at Queen Bess. The following proposed ordinance was introduced with hearings scheduled for the regular town meetings of September 11 and 25, 2018 at which time it will be eligible for adoption: ORDINANCE NO. ___ An ordinance approving the Redivision of Lot Lines Belonging to Kay D. Lasseigne, into Lots 1 and 2 which comprises the previously undivided lot of Raleigh Lasseigne, all being part of certain lot of land all in accordance with a plan of Picciola & Associates, Inc., Joseph C. Picciola, II, Surveyor, dated August 7, 2018 with a latest revision date of August 27, 2018. Motion by Council Member Kelly Besson, Jr. seconded by Council Member Brian Barthelemy and unanimously agreed to table the over budgeted items that were presented for approval – (annual leak survey $3,300.00; LMA Convention Expenses $1.376.00; Police Dept. Guns & Equip. $2,880.00). These items were approved on last FY year’s budget but were failed to be carried over to the current budget, therefore they require approval on the current budget – as per town auditor. Council Member Kelly Besson, Jr. requests/reports: 1. Reported that the Mosquito Spraying Airplane would spray tomorrow, weather permitting. 2. Announced that the local fishing rodeos were coming up soon and asked everyone to support them a much as possible (Red Fish Rodeo and Caminada Redfish Rodeo). 3. Reported that the bulldozers were on the beach again to remove the valleys. Council Member Brian Barthelemy requests/reports: 1. Reported that he would like to bring in another contractor to larvacide for the mosquitoes since the town was becoming so infested with the mosquitoes – Motion by Council Member Brian Barthelemy seconded by Council Member Leoda Bladsacker and unanimously agreed to hire BMG Contractor to do larvaciding as needed at $1,500.00 per call out. 2. Requested that Chris Hernandez try to cut the grass and remove the debris in the Santiny Lane ditch, the Cott Lane ditch also the Trojan Lane ditch has been sprayed. Letters also needs to be sent to the owners to cut their grass. 3. Reported that the Cheniere Cemetery need cutting but cannot be done on high tide. Mayor’s report: 1. Reported that a fence was installed around the Elmer’s Island Air Strip to prevent fishermen from intruding onto the property. He added that O’Neil Mal-
brough with GIS Engineering put together a very good package for acquiring the airstrip. He also thanked Jack Montoucet with the Wildlife & Fisheries for his help. 2. Attended a meeting with the Mississippi Commissioner Board last Thursday & Friday (Town and Corps of Engineers). 3. Announced that $15 million has been appropriated to Grand Isle for Hurricane Protection. Wesley Bland was recognized and announced that five (5) oak trees were purchased and will be planted at the town park as agreed
at the last meeting for allowing him to cut down an oak tree at 139 Grand Isle Parkway.
