The Great American Recovery: Third Quarter GDP Blows Past Expectations

Economic Recovery When I last testified before you in September, I stated that America is in the midst of the fastest economic recovery from any crisis in U.S. history. I am proud to say that while there is more work to be done, that statement is even more true today. In the third quarter, GDP grew by 33.1% at an annual rate, beating all expectations and nearly doubling the previous record set in 1950. Americans are getting back to work.

The October jobs report showed that the economy has gained back 12.1 million jobs since April—more than 50% of all jobs lost due to the pandemic. The private service-providing sector, which includes those industries that were most impacted by the initial economic shutdowns, has regained 58% of the jobs lost. The unemployment rate has decreased to 6.9%, a rate not expected by Blue Chip to be achieved until the fourth quarter of 2021.

The historic, bipartisan CARES Act provided the economic relief critical to supporting our robust recovery. Additional economic shutdowns, however, continue to impair this remarkable progress and cause great harm to American businesses and workers.

Additional Economic Relief Based on recent economic data, I continue to believe that a targeted fiscal package is the most appropriate federal response. I strongly encourage Congress to use the $455 billion in unused funds from the CARES Act to pass an additional bill with bipartisan support.

OPEC+ members began a meeting on Monday to discuss whether to extend existing oil cuts for three to four months or to increase output gradually from January, as the coronavirus crisis continues to pummel demand for fuel.

Officials from the Organization of the Petroleum Exporting Countries, Russia and others, a group known as OPEC+, held an initial round of talks on Sunday before formal discussions began to reach a concerted policy for 2021.

OPEC+ is considering extending existing cuts of 7.7 million bpd, about 8% of global demand, into the first months of 2021, OPEC+ sources told Reuters.

Australian Chamber – Tourism, the Canberra Business Chamber, Canberra Airport, Wellington Chamber of Commerce and Auckland Business Chamber have united to call for twoway quarantine-free travel to commence between Australia and New Zealand by December 21, considering the ongoing successful containment of COVID-19 in Australia. Australian Chamber – Tourism Chair John Hart said a two-way quarantine-free option for Australians was necessary in order to tap into $73M a week in trade and tourism dollars.

“While Kiwis can enter Australia without quarantining, Aussies must

still quarantine upon arrival in New Zealand, so it’s not a functioning bubble at the moment. Aussies aren’t going to want to spend two weeks quarantining upon arrival, and Kiwis are less likely to come here if they face a fortnight-long quarantine on the way back,” Mr Hart said. “We’re proposing a two-way proof of concept flight carrying political and business leaders between Canberra and Wellington in order to get the ball

Outdated court system is failing small businesses: Ombudsman

The Australian Small Business and Family Enterprise Ombudsman Kate Carnell is calling for an overhaul of the dispute resolution framework, saying the current court system doesn’t work for small businesses.

Releasing her Access to Justice Report today, Ms Carnell said small businesses urgently need pathways to resolve their disputes quickly and costeffectively.

“Trying to resolve a dispute through the courts is just not a viable option for most small businesses,” Ms Carnell says.

“It’s prohibitively expensive and time-consuming. We know small businesses are more likely to abandon both the dispute and the commercial relationship, than suffer the cost and mental load of taking legal action.

“Our report essentially provides a five point plan to ensure small businesses have access to tailored dispute resolution processes that are less formal, more timely and cost effective.”

The report includes a suite of recommendations as part of the five umbrella findings. These include: Strengthening Unfair Contract Terms protections Promoting alternative dispute resolution Providing access to voluntary, binding arbitration Greater access to tribunal and court determinations for disputes Supporting the wellbeing of small business owners through permanent funding of the Beyond Blue NewAccess for Small Business program Ms Carnell says small businesses have been hit hard by the COVID crisis and in this time of unprecedented hardship, disputes inevitably arise.

“My office saw commercial lease disputes increase ninefold during the peak of the pandemic, with more than 570 cases in the June quarter alone,” Ms Carnell says.

“We know that statebased small business commissioners’ offices were also inundated with these kinds of disputes.

“Commercial disputes are very common, but they can

be devastating when not handled correctly.

“Clearly, alternative dispute resolution through mediation, conciliation and arbitration is the best way to preserve commercial relationships. Litigation, on the other hand, is a relationship killer.

“When businesses can’t resolve a dispute with the help of experts, we need to have a system in place that allows for an external party to make a determination, without small businesses having to wait for lengthy periods or go bankrupt due to excessive legal fees.

“Our report recommends forming a small business jurisdiction as part of the Federal Circuit Court to hear matters which cannot be heard by current state or territory tribunals. Damages would be capped at $5 million, matters would be aimed to be resolved within 60 days and small businesses could apply for a no adverse costs order so they are not saddled with the other party’s costs.

“Current state tribunals have been found to be effective for small businesses but they are limited in dealing

with cross-border and international disputes. For instance, a Queensland farmer who deals with a NSW processor would not be able to seek a resolution through either state tribunals.

“While the vast majority of disputes are resolved through mediation and conciliation, there also needs to be a cost-effective, timely and binding judicial process for those small businesses that need it.

“Given the enormous pressure small business owners are under as a result of the COVID crisis and the inevitable stress that comes with being involved in a dispute, it is important that our dispute resolution avenues are supportive of participants’ wellbeing.

“Our report recommends mental health measures be integrated into all dispute resolution processes and reviewed regularly to ensure they are meeting the needs of small business owners.

“Ultimately the purpose of this report is to create a framework that supports small businesses and family enterprises in this critical recovery phase.”

Initial travel bubble plans for a Canberra-Wellington test flight in June were delayed following the second wave of infections in Victoria. Canberra and Wellington remain the first choice for the symbolic two-way flight. TIME TO EVEN UP CONDITIONS FOR ALL BUSINESSES TL Bureau, Sydney

The state’s peak business organisation, Business NSW, says retailers need to be given a chance to capitalise on Christmas spending with a relaxation of the current restrictions on their premises.

Under the current rules, retailers must adhere to the one person per four square metre rule, unless they are a supermarket or shop that mostly sells food.

“With Christmas shopping in full swing and no community transmissions in NSW for some time, we need to give retailers a break in the lead up to Christmas,” said Business NSW Chief Executive Nola Watson.

“It seems hard to understand that a café can have one person per two square metres, but if you are a clothing retailer or bookshop, your ability to trade is significantly more limited,” Ms Watson said.

“It goes without saying what a difficult year it has been for the retail sector, and here is an opportunity to provide them with some relief, so long as they operate in a COVID Safe way.

“Shopping centres are beginning to become packed again with just three weekends left before Christmas, so any help the NSW Government can give retailers must be done as a matter of urgency.

Global malaria gains threatened by access gaps, COVID-19 and funding shortfalls

The World Health Organization (WHO) is calling on countries and global health partners to step up the fight against malaria, a preventable and treatable disease that continues to claim hundreds of thousands of lives each year. A better targeting of interventions, new tools and increased funding are needed to change the global trajectory of the disease and reach internationallyagreed targets.

According to WHO‘s latest World malaria report, progress against malaria continues to plateau, particularly in high burden countries in Africa. Gaps in access to lifesaving tools are undermining global efforts to curb the disease, and the COVID-19 pandemic is expected to set back the fight even further.

“It is time for leaders across Africa – and the world – to rise once again to the challenge of malaria, just as they did when they laid the foundation for the progress made since the beginning of this century,” said WHO Director-General Dr Tedros Adhanom Ghebreyesus. “Through joint action, and a commitment to leaving no one behind, we can achieve our shared vision of a world free of malaria.”

In 2000, African leaders signed the landmark Abuja Declaration pledging to reduce malaria deaths on the continent by 50% over a 10-year period. Robust political commitment, together with innovations in new tools and a steep increase in funding, catalyzed an unprecedented period of success in global malaria control.

According to the report, 1.5 billion malaria cases and 7.6 million deaths have been averted since 2000.

A plateau in progress In 2019, the global tally of malaria cases was 229 million, an annual estimate that has remained virtually unchanged over the last 4 years.

The disease claimed some 409 000 lives in 2019 compared to 411 000 in 2018.

As in past years, the African Region shouldered more than 90% of the overall disease burden. Since

2000, the region has reduced its malaria death toll by 44%, from an estimated 680 000 to 384 000 annually. However, progress has slowed in recent years, particularly in countries with a high burden of the disease.

A funding shortfall at both the international and domestic levels poses a significant threat to future gains. In 2019, total funding reached US $3 billion against a global target of $5.6 billion. Funding shortages have led to critical gaps in access to proven malaria control tools.

COVID-19 an added challenge In 2020, COVID-19 emerged as an additional challenge to the provision of essential health services worldwide. According to the report, most malaria prevention campaigns were able to move forward this year without major delays. Ensuring access to malaria prevention – such as insecticide-treated nets and preventive medicines for children – has supported the COVID-19 response strategy by reducing the number of malaria infections and, in turn, easing the strain on health systems. WHO worked swiftly to provide countries with guidance to adapt their responses and ensure the safe delivery of malaria services during the pandemic.

However, WHO is concerned that even moderate disruptions in access to treatment could lead to a considerable loss of life. The report finds, for example, that a 10% disruption in access to effective antimalarial treatment in subSaharan Africa could lead to 19 000 additional deaths. Disruptions

of 25% and 50% in the region could result in an additional 46 000 and 100 000 deaths, respectively.

“While Africa has shown the world what can be achieved if we stand together to end malaria as a public health threat, progress has stalled,” said Dr Matshidiso Moeti, WHO Regional Director for Africa. “COVID-19 threatens to further derail our efforts to overcome malaria, particularly treating people with the disease.

Despite the devastating impact COVID-19 has had on African economies, international partners and countries need to do more to ensure that the resources are there to expand malaria programmes which are making such a difference in people’s lives.”

WHO response A key strategy to reignite progress is the “High burden to high impact” (HBHI) response, catalyzed in 2018

by WHO and the RBM Partnership to End Malaria. The response is led by 11 countries – including 10 in sub-Saharan Africa – that account for approximately 70% of the world’s malaria burden.

Over the last 2 years, HBHI countries have been moving away from a “onesize-fits all” approach to malaria control – opting, instead, for tailored responses based on local data and intelligence. A recent analysis from Nigeria, for example, found that through an optimized mix of interventions, the country could avert tens of millions of additional cases and thousands of additional deaths by the year 2023, compared to a business-as-usual approach.

While it is too early to measure the impact of the HBHI approach, the report finds that deaths in the 11 countries were reduced from 263 000 to 226 000 between 2018 and 2019. India continued to make impressive gains, with reductions in cases and deaths of 18% and 20%, respectively, over the last 2 years. There was, however, a slight increase in the total number of cases among HBHI countries, from an estimated 155 million in 2018 to 156 million in 2019.

Meeting global malaria targets This year’s report highlights key milestones and events that helped shape the global response to the disease in recent decades. Beginning in the 1990s, leaders of malariaaffected countries, scientists and other partners laid the groundwork for a renewed malaria response that contributed to one of the biggest returns on investment in global health.

According to the report, 21 countries eliminated malaria over the last 2 decades; of these, 10 countries were officially certified as malariafree by WHO. In the face of the ongoing threat of antimalarial drug resistance, the 6 countries of the Greater Mekong subregion continue to make major gains towards their goal of malaria elimination by 2030.

But many countries with a high burden of malaria have been losing ground. According to WHO global projections, the 2020 target for reductions in malaria case incidence will be missed by 37% and the mortality reduction target will be missed by 22%.

While virtually all urban areas in the world are covered by a mobilebroadband network, worrying gaps in connectivity and Internet access persist in rural areas, according to Measuring Digital Development: Facts and figures 2020, a new report launched today by the International Telecommunication Union. This matters even more due to the COVID-19 crisis.

Connectivity gaps in rural areas are particularly pronounced in least developed countries (LDCs), where 17 per cent of the rural population live in areas with no mobile coverage at all, and 19 per cent of the rural population is covered by only a 2G network.

Furthermore, according to 2019 data, globally about 72 per cent of households in urban areas has access to the Internet at home, almost twice as much as in rural areas (38 per cent).

“How much longer can we tolerate the significant gap in household connectivity between urban and rural areas,” said ITU SecretaryGeneral Houlin Zhao. “In the age of COVID-19, where so many are working and studying from home, this edition of Measuring Digital Development: Facts and figures sends the clear message that accelerating infrastructure roll-out is one of the most urgent and defining issues of our time.”

The research reveals that about a quarter of the population in LDCs and LLDCs, and about 15 per cent of the population in SIDS do not have access to a mobile-broadband network, thus falling short of the Sustainable Development Goals Target 9.c to significantly increase access to information and communications technology and strive to provide universal and affordable access to the Internet in least developed countries by 2020.

Internet use prevalent among youth Not surprisingly, Internet use is

consistently more widespread among young people, irrespective of region or level of development. Whereas just over half of the total global population is using the Internet, the proportion of Internet use increases to almost 70 per cent among young people aged 15-24 years.

In LDCs, 38 per cent of youth are using the Internet, whereas the overall share of people using it, including youth, stands at 19 per cent.

In developed countries, virtually all young persons are using the Internet, while the highest youth/ overall ratio is present in Asia and the Pacific.

The shock of COVID-19 has pushed the number of people who need humanitarian assistance worldwide to a record high – up by 40 per cent compared to the same time last year.

If all those who will need humanitarian aid next year lived in one country, it would be the world’s fifth largest nation, with a population of 235 million.

The UN and its partners aim to help 160 million of the most vulnerable people who face hunger, conflict, displacement, and the impacts of climate change and the COVID-19 pandemic.

Local and global humanitarian organizations stand ready to save lives and livelihoods and respond to the special needs of women and children as well as people with disabilities and mental health needs. They need solidarity and funding from the rest of the world.

AS COVID-19 WREAKS HAVOC

• 235 million people worldwide will need humanitarian assistance and protection in 2021 - an increase of 40 per cent in a year.

Hill had 203 receiving yards in the first quarter and became the third player since 1980 with at least 200 receiving yards in a single quarter, joining QADRY ISMAIL (210 receiving yards in third quarter on December 12, 1999) and LEE EVANS (205 in first quarter on November 19, 2006).

Hill, who had 10 receptions for 215 yards and two touchdowns in Week 11 of the 2018 season, is the sixth player with two career games of 10 receptions, 200 receiving yards and two receiving touchdowns in NFL history, joining Pro Football Hall of Famers DON HUTSON and JERRY RICE, as well as AMARI COOPER, CHAD JOHNSON and ART POWELL. New dates released for 2021 WBSC U-18 Women’s Softball World Cup in Peru

The World Baseball Softball Confederation (WBSC) today announced new dates for the inaugural WBSC U-18 Women’s Softball World Cup®. Originally scheduled for 2020, the top international youth softball event will now be played from 28 August to 5 September 2021 in Lima, Peru.

The first edition of the WBSC U-18 Women’s Softball World Cup had been set to take place this year from 23-30 August, before being postponed due to the COVID-19 pandemic. In October, the WBSC rescheduled the event for 27 March

to 4 April 2021.

The elite international youth women’s softball event will be hosted at the Villa Maria del Triunfo Complex, the softball site of the Lima 2019 Pan American Games. French Frappart to become first female referee to officiate men’s Champions League game TL Bureau, Paris France’s Stephanie Frappart will become the first female official to take charge of a men’s Champions League game when Juventus host Dynamo Kyiv on Wednesday, according to Reuters.

Frappart, who turns 37 next month, was the first female referee to officiate in a major UEFA competition match when Liverpool played Chelsea, in the Super Cup in Istanbul last year. She also officiated the 2019 Women’s World Cup

The peak body representing franchised new car Dealers has welcomed the Australian Small Business and Family Enterprise Ombudsman’s call for an overhaul of the dispute resolution framework.

“This year, the limitations of the court system were laid bare in the automotive industry when more than 150 terminated Holden Dealers saw no pathway for justice and settled with General Motors under duress,” said AADA CEO James Voortman.

“All of those Dealers were deterred by the prospect of a prohibitively expensive, time-consuming and mentally draining process,” he said.

“The limitations of our dispute resolution architecture was underlined by General Motors Holdens’ flat out refusal to agree to

The two companies have been working together since 2019.

Set up in 2012, Sfara offers app-based technologies for mobile devices that detect vehicle collisions and other emergencies. The user’s smartphone triggers then an emergency call, such as the Bosch eCall service, to quickly contact first responders. The two companies signed an agreement on the investment of a minority stake on November 25, 2020. It has been agreed that the financial details will not be disclosed.“With this investment in Sfara, we are strengthening collaboration

The automatic emergency call system – eCall for short – is a milestone in vehicle safety.

Emission reduction targets to 2030 and 2040 that correspond to the path towards carbon neutrality will be included in the Act and the target to 2050 will be updated. The land use sector and a target for strengthening carbon sinks will also be included in the Act.
