On Saturday, the Australian Government announced the following measures: Effective immediately, anyone who is not a citizen or permanent resident of Australia, or their immediate family including parents of citizens, and who have been in African countries where the Omicron variant has been detected and spread – within the past 14 days – will not be able to enter Australia. The countries are: South Africa, Namibia, Zimbabwe, Botswana, Lesotho, Eswatini, Malawi and Mozambique. Australian citizens and permanent residents, immediate family members including parents arriving from these countries will need to go into immediate supervised quarantine for 14 days subject to jurisdictional arrangements. Anyone who has already arrived in Australia and who has been in any of the eight countries within the past 14 days must immediately isolate themselves and get tested for COVID-19 and follow jurisdictional quarantine requirements which will include quarantine for 14 days from the time of departure from southern Africa. These experiences, observations and insights will be crucial to driving the positive change that is required. It is an important review with a series of findings and recommendations that the Government, Opposition, minor parties and crossbench must all carefully consider and respond to. These are problems we all own. And we all have a responsibility to fix this. The Review was established with cross-party support because everyone believes the Parliament of Australia should set the standard for the nation and reflect best practice in the prevention of and response to any instances of bullying, sexual harassment or sexual assault. Every single Australian has a right to feel and to be safe at work. However, the report highlights that people, particularly women, in Parliamentary workplaces have experienced bullying, sexual harassment and sexual assault. It is clear that practical and cultural changes are necessary to make our Parliamentary workplaces safer. As a first step, to drive this change, the Minister for Finance Simon Birmingham and the Special Minister of State

Ben Morton will consult with the Opposition, minor parties and the independents on a way forward to respond to Commissioner Jenkins’ review. Second, the Department of Prime Minister and Cabinet has been instructed to provide every necessary resource and support required by the multiparty approach. This multi-party approach, with the coordinating support of the Department, has already served the Parliament well this year, in implementing significant reforms recommended by the Foster Review. The success of this approach through the Foster Review has delivered positive outcomes for all Parliamentarians and staff. We all have cause for confidence that this approach will again ensure the outcomes recommended by Commissioner Jenkins can be achieved. Third, the Government will continue the existing supports that we already have in place - the dedicated unit of support staff within the Parliamentary Workplace Support Service and the independent complaints mechanism, 24-hour support line, and the continued workplace safety training. These important supports will keep running and adapt as necessary as Parliament responds to these recommendations. This will build on the work already underway to implement the recommendations of the Foster Report of Serious Incidents in the Parliamentary Workplace and the significant measures we have already put in place to make our workplace safer.

National Cabinet met today to discuss Australia’s COVID-19 response and the new Omicron strain. Chief Medical Officer Professor Paul Kelly provided an update on the current COVID-19 situation and health response across Australia. The World Health Organization has declared the B.1.1.529 strain, now known as the Omicron strain and first detected in Southern Africa on 24 November 2021, to be a variant of concern, one of five existing variants of concern including Delta. Six cases of the Omicron strain have been detected in Australia. All cases have mild symptoms or are asymptomatic, and are in quarantine. Since the beginning of the pandemic there have been 210,239 confirmed cases in Australia and sadly 2,006 people have died. More than 47.8 million tests have been undertaken, with over 1 million

Crown accounts reflect strong economy amid pandemic

The Government’s financial accounts continue to reflect an economy that has performed better than expected, despite the latest Delta COVID-19 outbreak. The Crown accounts for the four months to the end of October factors in the improved starting position for the new financial year. Core Crown tax revenue was $2.5 billion above the Budget 2021 forecast, coming in at $31.8 billion. This was largely driven by better-than-expected corporate profits and more people in work. The operating balance before gains and losses (OBEGAL) was a deficit of $7.8 billion, $1.8 billion higher than forecast, as restrictions to contain the pandemic triggered the payment of government financial support. As a result, core Crown expenses at $41.9 billion were $4.9 billion

above forecast due to the payment of wage subsidies and COVID-19 resurgence support payments to protect jobs and livelihoods. Net core Crown debt stood at 34.2 percent of GDP, below the 36.7 percent forecast. “This better than expected result shows the resilience of the economy as it operates under Alert Level restrictions,” Grant Robertson said. “We have been taking a balanced approach as we protect New Zealand from the global COVID-19 pandemic. This approach has been reflected in these results. “As the country transitions to the new COVID-19 Protection Framework and the fewer restrictions that go with it, the prospects are strong for the economy to support the recovery and deal with long standing challenges such as climate change, housing and child wellbeing,” Grant Robertson said.

In a bid to promote boardroom diversity and establish a network of existing and prospective women directors, the Women Corporate Directors Foundation (WCD)—the largest organization of women corporate board members globally—launched its first local chapter in Sri Lanka yesterday. Supported by IFC, under the IFC-DFAT Women in Work program, this initiative aims to offer a platform for Sri Lankan women board members to share industry expertise while helping the country increase its pipeline of aspiring and qualified female board members. In Sri Lanka, despite higher education, women are significantly underrepresented in the labor force. Only around one in three women of working age are employed. This gap further widens among senior managers, board members, and business owners. The percentage of women among board members of listed entities in Sri Lanka is also

low, compared to South Asian peers such as India (12 percent) and Bangladesh (17 percent). According to IFC’s latest findings, around 9.5 percent of board directors on the Colombo Stock Exchange (CSE) listed companies are women. “Despite the low numbers on women on boards, Sri Lanka has a well-accomplished pool of women directors representing a wide spectrum of industries. Predictability, Accessibility New World Migration Report: Global Displacement Rising Despite COVID-19 Limits Keys to Cross-Border TL Bureau, Geneva  The International Organization for Migration (IOM) today launched its flagship World Migration Report 2022 which reveals a dramatic increase in internal displacement due to disasters, conflict and violence at a time when global mobility ground to a halt due to COVID-19 travel restrictions. “We are witnessing a paradox not seen before in human history,” said IOM’s Director General António Vitorino. “While billions of people have been effectively grounded by COVID-19, tens of millions of others have been displaced within their own countries.” Watch Video The number of air passengers globally dropped 60 per cent in 2020 to 1.8 billion (down from 4.5 billion in 2019) while at the same time internal displacement due to disaster, conflict and violence rose to 40.5 million (up from 31.5 million in 2019). The report, the eleventh in IOM’s World Migration Report series, draws upon the latest data from around the world to explain key migration trends as well as issues that are emerging on the migration policy horizon. “This report is unlike any other edition of the World Migration Report,” said the IOM report editor Marie McAuliffe. “So much has happened in migration

Building on lessons learned from our collective experience with dose donations over the past several months, the African Vaccine Acquisition Trust (AVAT), the Africa Centres for Disease Control and Prevention (Africa CDC) and COVAX wish to draw the attention of the international community to the situation of donations of COVID-19 vaccines to Africa, and other COVAX participating economies, particularly those supported by the Gavi COVAX Advance Market Commitment (AMC). AVAT and COVAX complement each other’s efforts to support African countries to meet their immunization targets, recognizing the global goal of immunizing 70% of the African population. Dose donations have been an important source of supply while other sources are stepping up, but the quality of donations needs to improve. AVAT and COVAX are focused on accelerating access to and rollout of COVID-19 vaccines in Africa. Together we are rapidly expanding supply to the continent, and providing countries with the support to be able to utilize the doses they receive. To date, over 90 million donated doses have been delivered to the continent via COVAX and AVAT and millions more via bilateral arrangements. However, the majority of the donations to-date have been ad hoc, provided with little notice and short shelf lives. This has made it extremely challenging for countries to plan vaccination campaigns and increase absorptive capacity. To achieve higher coverage rates across the continent, and for donations to be a sustainable source of supply that can complement supply from AVAT and COVAX purchase agreements, this trend must change. Countries need predictable and reliable supply. Having to plan at short notice and ensure uptake of doses with short shelf lives exponentially magnifies the logistical burden on health systems that are already stretched. Furthermore, ad hoc supply of this kind utilizes capacity – human resources, infrastructure, cold chain – that could be directed towards long-term successful and sustainable rollout. It also dramatically increases the risks of expiry once doses

with already short shelf-lives arrive in country, which may have long-term repercussions for vaccine confidence. Donations to COVAX, AVAT and African countries must be made in a way that allows countries to effectively mobilize domestic resources in support of rollout and enables long-term planning to increase coverage rates. We call on the international community, particularly donors and manufacturers, to commit to this effort by adhering to the following standards, beginning from 1 January 2022: Quantity and predictability: Donor countries should endeavour to release donated doses in large volumes and in a predictable manner, to reduce transaction costs. We acknowledge and welcome the progress being made in this area, but note that the frequency of exceptions to this approach places increased burden on countries, AVAT and COVAX. Earmarking: These doses should be unearmarked for greatest effectiveness and to support long-term planning. Earmarking makes it far more difficult to allocate supply based on equity, and to account for specific countries’ absorptive capacity. It also increases the risk that short shelf-life donations utilise countries’ cold chain capacity – capacity that is then unavailable when AVAT or COVAX are allocating doses with longer shelf lives under their own purchase agreements. Shelf life: As a default, donated doses should have a minimum of 10 weeks shelf life when they arrive in-country, with limited exceptions only where recipient countries indicate willingness and ability to absorb doses with shorter shelf lives. Early notice: Recipient countries need to be made aware of the availability of donated doses not less than 4 weeks before their tentative arrival in-country. Response times: All stakeholders should seek to provide rapid response on essential information. This includes essential supply information from manufacturers (total volumes available for donation, shelf life, manufacturing site), confirmation of donation offer from donors, and acceptance/refusal of allocations from countries. Last minute information can further complicate processes,

Representatives of the International Organization for Migration’s 174 member states are meeting in Geneva this week to consider how to create predictable and accessible crossborder mobility options in the face of more than 111,000 travel-related measures taken to contain the COVID-19 pandemic. “While most of these measures are conditions rather than restrictions on entry… the resulting complex patchwork of measures, frequently changing in scope and application, has placed a chilling effect on cross-border mobility, particularly for those unvaccinated,” IOM Director General António Vitorino said Monday at the opening of the High-level segment of IOM’s 112th Council session which is being addressed by 48 heads of state, ministers and deputy ministers. This year’s Council, held as the Organization marks its 70th Anniversary, comes as governments around the world announce strict new rounds of travel restrictions since South Africa revealed last week it is investigating the emergence of a new coronavirus variant dubbed Omicron by the World Health Organization. While acknowledging the responsibility of governments to protect the health of their citizens and to reduce transmission of the virus, DG Vitorino urged IOM’s member states to collaborate to ensure responses are coordinated, do not exacerbate mobility inequities and anticipate future pandemics. “My core concern is that, without international cooperation, we may find ourselves in a deeply uneven landscape with respect to mobility. If we assume, as I think we should, that there will be future health crises, even as variants proliferate, I look forward to your deliberations as to how we can prepare for the next pandemic and ensure that any necessary curtailment of mobility in the future is both safe and predictable,” he said. “But as we remain focused on means to end the grip of the pandemic on our societies and our economies – and recognize the long road ahead, particularly in view of the new variant Omicron – we must acknowledge the deep impacts that the COVID-19 pandemic has had for people on the move: people stranded in transit, families separated across borders, migrants left unemployed, but unable to afford the return home.” DG Vitorino encouraged an evidence-based approach to border management-related responses like travel restrictions and domestic mobility controls that have emerged since news of the first cases of coronavirus emerged from Wuhan, China, in December 2019, noting the severe impact COVID-19 lockdowns have had on socio-economic development and the attainment of the Sustainable Development Goals. “We must generate a better understanding of to what extent, how, and when, travel restrictions contributed to effective management of COVID-19 and develop means to assess the relative value—and risk – of different measures and restrictions over the course of a health crisis,” he said. “This, of course, depends on context and capacity, but emerging evidence suggests that while border closures can be important to slow spread, they have less impact once the virus is circulating within a country.” The international community must ensure cross-border mobility safeguards public health and facilitates predictable travel in a way that gives all travelers, including migrants, reasonable costs, and manageable criteria for entry, he said. “IOM has done a great deal of work in this regard, developing COVID-19 specific Standard Operating Procedures (SOPs) for frontline border officials at Points of Entry and assisting national authorities to conduct health-border assessments. But we still see challenges in capacity across the world, and particularly at land borders, and in developing regions of the world,” DG Vitorino said. He noted deep inequities exist for migrants and displaced persons, from access to vaccination, legal identity, documentation and certification, and digital infrastructure support for countries that may be left behind by new conditions of travel.

Overall, 25 teams have at least five wins through 12 weeks, the most at this point of a season in league history. In the AFC, 13 teams have five-or-more wins, the most in a conference through Week 12 since 2002, when 14 AFC teams entered Week 13 in that category. Only six weekends remain to determine 14 playoff teams, and there’s peak volume on the highways in each conference. Out in front, the races for the only first-round bye in both the AFC and NFC are separated by just half a game. BALTIMORE (8-3) and ARIZONA (9-2) enter play with hair-thin leads over NEW ENGLAND (8-4) and GREEN BAY (9-3), respectively. In the middle of the bottleneck, in the race for the final playoff berth, each conference has nine teams within one game of the No. 7 seed. Which teams will separate themselves from the traffic? JANUARY HOPE: Don’t count out a team below .500 at this point in the season. In 15 of the past 17 seasons, at least one club with a sub-.500 record after 11 games has made the playoffs. Two teams did it last season. Since 1990, 24 teams have been below .500 after 11 games and made the playoffs. Promoting data sharing: presidency reaches deal with Parliament on Data Governance Act

Today, negotiators from the Council and the European Parliament reached a provisional agreement on a new law to promote the availability of data and build a trustworthy environment to facilitate its use for research and the creation of innovative new services and products. The Data Governance Act (DGA) will set up robust mechanisms to facilitate the reuse of certain categories of protected publicsector data, increase trust in data intermediation services and foster data altruism across the EU. It is an important component of the European strategy for data, which aims to bolster the data economy, increase wealth and wellbeing, and give Europe a competitive advantage to the benefit of its citizens and businesses. “The Data Governance Act is a major milestone that will boost the data-driven economy in Europe in the years to come. By enabling control and creating trust, it will help unlock the potential of vast amounts of data generated by businesses and individuals. This is indispensable for the development of artificial intelligence applications and critical for the EU’s global competitiveness in this area. Datapowered innovations will help us address a range of societal challenges and drive economic growth, which

is so important for the post-COVID recovery.” Boštjan Koritnik, Slovenian Minister for Public Administration, President of the Council Wider reuse of protected publicsector data The Data Governance Act will create a mechanism to enable the safe reuse of certain categories of public-sector data that are subject to the rights of others. This includes, for example, trade secrets, personal data and data protected by intellectual property rights. Public-sector bodies allowing this type of reuse will need to be properly equipped, in technical terms, to ensure that privacy and confidentiality are fully preserved. In this respect, the DGA will complement the Open Data Directive from 2019, which does not cover such types of data. Exclusive arrangements for the reuse of public-sector data will be possible when justified and necessary for the provision of a service of general interest. The maximum duration for existing contracts will be 2.5 years and for new contracts 12 months. The Commission will set up a European single access point with a searchable electronic register of public-sector data. This register will be available via national single information points. A new business model for data intermediation The DGA creates a framework to foster a new business model – data

intermediation services – that will provide a secure environment in which companies or individuals can share data. For companies, these services can take the form of digital platforms, which will support voluntary datasharing between companies or facilitate the fulfilment of datasharing obligations set by law. By using these services, companies will be able to share their data without fear of its being misused or of losing their competitive advantage. For personal data, such services and their providers will help individuals exercise their rights under the general data protection regulation (GDPR). This will help people have full control over their data and allow them to share it with a company they trust. This can be done, for example, by means of novel personal information management tools, such as personal data spaces or data wallets, which are apps that share such data with others, based on the data holder’s consent. Data intermediation service providers will need to be listed in a register, so that their clients know that they can trust them. The service providers will not be allowed to use shared data for other purposes. They will not be able to benefit from the data – for example, by selling it on. They may, however, charge for the transactions they do carry out. Data altruism for the common good

The DGA also makes it easier for individuals and companies to make data voluntarily available for the common good, such as medical research projects. Entities seeking to collect data for objectives of general interest may request to be listed in a national register of recognised data altruism organisations. Registered organisations will be recognised across the EU. This will create the necessary trust in data altruism, encouraging individuals and companies to donate data to such organisations so that it can used for wider societal good. The DGA creates safeguards for public-sector data, data intermediation services and data altruism organisations against unlawful international transfer of or governmental access to nonpersonal data. For personal data, the EU already has similar safeguards under the GDPR. In particular, the Commission – through secondary legislation – may adopt adequacy decisionsdeclaring that specific non-EU countries provide appropriate safeguards for the use of non-personal data transferred from the EU. These decisions would be similar to adequacy decisions relating to personal data under the GDPR. Such safeguards should be considered to exist when the country in question has equivalent measures in place that ensure a level of protection similar to that provided by EU or member state law. The Commission may also adopt model contractual clauses to support public-sector bodies and re-users in the case of transfers of publicsector data to third countries. Application timeline The new rules will apply 15 months after the entry into force of the regulation. Next steps The provisional agreement reached today is subject to approval by the Council. It will now be submitted to the Council’s Permanent Representatives Committee (Coreper) for endorsement.
