Thank you Prime Minister Mario Draghi for Italy’s leadership in advancing the sustainable development agenda. We have less than a decade left to implement the 2030 Agenda. Even before the pandemic, we were already progressing too slowly on most of the Sustainable Development Goals (SDGs). The pandemic has set us back further. We need to mobilise collective action to achieve sustainable development for all in a balanced and integrated way. This includes giving equal emphasis to the three pillars of the 2030 Agenda. Economic development, environmental protection, and social inclusion. We touched on these earlier . Let me to highlight two other
areas that are equally important First, is education. It is a prerequisite for growth and sustainable development. We need to continue efforts to improve access to education for all groups. Second, we must bridge the digital gap. The pandemic has underlined
the importance of digitalisation but it has also widened the gulf between digital “haves” and “have-nots”. For recovery to be sustainable, we must empower people and improve lives through innovation and digital technologies. The G20 is wellplaced to provide leadership on
a global framework to maximise the opportunities of digitalisation while dealing with its challenges. Singapore has partnered International Organisations and G20 members including Argentina, Japan, Mexico, Turkey, and the US to provide capacity building
on sustainable development to developing countries. We will continue to do so. We look forward to the G20’s active role in galvanising global action, and realising synergies between the G20’s priorities and the 2030 Agenda. Thank you.

ACM Hadi was conferred the award for his significant contributions in strengthening the close and long-standing defence relations between the Singapore Armed Forces (SAF) and the TNI. Under ACM Hadi’s leadership, both militaries have deepened cooperation and forged closer rapport between personnel of both
armed forces through regular bilateral interactions, which include professional exchanges, the cross-attendance of courses and exercises. Of note, the SAF and the TNI commemorated significant milestones such as the 30th edition of the bilateral army exercise Exercise Safkar Indopura in 2018, the 25th edition of the bilateral naval exercise Exercise Eagle Indopura in 2019, as well as the 40th anniversary of bilateral relations between the Republic of Singapore Air Force and the Indonesian Air Force in 2021. ACM Hadi has also strongly supported efforts by the SAF and the TNI to work together through multilateral platforms such as the ASEAN Defence Ministers’ Meeting-Plus Experts Working Groups, the ASEAN Chiefs of
Defence Forces’ Meeting, the Malacca Straits Patrol and the Counter-Terrorism Information Facility to enhance regional security cooperation. Guests at the investiture included Minister for Defence Dr Ng Eng Hen, Permanent Secretary (Defence) Mr Chan Heng Kee, Chief of Defence Force Lieutenant-General (LG) Melvyn Ong, Chief of Navy Rear-Admiral Aaron Beng, as well as other senior government officials and military officers from Singapore and Indonesia. Prior to the investiture, ACM Hadi inspected a Guard of Honour and called on Dr Ng and LG Ong at the Ministry of Defence. Relevant health checks and safety measures were taken by the visiting delegation.

Chairman, excellencies, and colleagues. Thank you for the rich discussions and insights so far. I’d like to make two points. First, globalisation is not just a buzz word, but it describes the reality where the lives and the fates of our countries and peoples are deeply intertwined. And because of that we find ourselves stakeholders of global commons that we must collectively protect and preserve. They include freedom of navigation across the high seas and open skies, the global network of information highways, the health of our precious mother Earth, a global system of governance etc. COVID-19 has highlighted another important global commons – which is humankind’s resilience against
pandemics. There will be future pandemics after COVID-19, which will require a strong global response, with an adequately resourced and independent WHO at the centre of the effort. This brings me to my second point. We must recognise the importance of pandemic response. We need to do something about it, for the sake of better protecting humankind, and for our future generations. We need to address the significant financing gaps to make a global response effective, and even possible. We also need to address the gaps in capability and non-financial resources. For example, COVID-19 vaccines, therapeutics and diagnostics (VTDs) are essential to secure public health, save lives, and safeguard livelihoods by preventing infections and severe disease.

Adjustment of COE without consent period for WPHs in the CMP sectors To better address the needs of employers and workers, the COE without consent period for WPHs in the CMP sectors will be shifted to the end of contract. Currently, prospective employers can hire the WPH without the original employer’s consent in the 21 to 40 days period before expiry of the work permit. Going forward, WPHs will remain in employment of the original
employer until the expiry of the work permit. Thereafter, the work permit may be extended for a 30-day period, subject to mutual agreement between the WPH and his employer. The WPH may use this 30-day period to look for another employer without the need for consent from the original employer. The employer also gets to retain the worker in employment for up to 30 days. Should there not be agreement from the worker or employer to extend the work permit by 30 days, the worker will be enrolled in the retention schemes and the industry associations will facilitate job-matching with a new employer within 30 days.
New Measures To Support Retention Of Work Permit Holders In The Construction, Marine Shipyard and Process Sectors

The Ministry of Manpower (MOM) will be introducing measures to better support employers and facilitate retention of Work Permit Holders (WPHs) in the Construction, Marine Shipyard and Process (CMP) sectors. The new measures include the extension of the retention scheme in the Construction sector to the Marine Shipyard and Process sectors, and the adjustment of the Change of Employer (COE) without consent period for WPHs in the CMP sectors. Extension of the retention scheme to Marine Shipyard and
Process sectors In partnership with the Singapore Contractors Association Ltd (SCAL), the retention scheme was introduced on 1 September 2021 to facilitate the retention of experienced WPHs and help companies in the Construction sector meet their manpower needs. Workers whose employment has been terminated and wish to continue working in Singapore will be enrolled onto the retention scheme. SCAL will facilitate job-matching between WPHs and employers who require additional manpower, as well as mediate to ensure a transparent and beneficial transfer process
for both parties. All employers have a fair opportunity to hire workers through the scheme. To date, 52 companies have benefitted from the scheme. This has helped moderate the outflow of workers in the construction sector, amidst the restricted inflow of new workers due to COVID-19 border controls. The scheme will be in place until 28 February 2022, subject to further review. To better support employers in the Marine Shipyard and Process sectors who are facing similar manpower challenges, MOM has partnered the Association of Singapore Marine Industries (ASMI) and Association of Process

Update on COVID-19 Vaccine Availability in States/UTs in India TL Bureau, New Delhi The Union Government is committed to accelerating the pace and expanding the scope of COVID-19 vaccination throughout the country. The new phase of universalization of COVID-19 vaccination commenced from 21st June 2021. The vaccination drive has been ramped up through availability of more vaccines, advance visibility of vaccine availability to States and UTs for enabling better planning by them, and streamlining the vaccine supply chain. As part of the nationwide vaccination drive, Government of India has been supporting the States and UTs by providing them COVID Vaccines free of cost. In the new phase of the universalization
of the COVID19 vaccination drive, the Union Government will procure and supply (free of cost) 75% of the vaccines being produced by the vaccine manufacturers in the country to States and UTs. VACCINE DOSES (As on 31st October 2021) SUPPLIED 1,11,98,78,225 BALANCE AVAILABLE 13,00,66,651 Nearly 112 crore (1,11,98,78,225) vaccine doses have been provided to States/UTs so far through Govt of India (free of cost channel) and through direct state procurement category. More than 13 Cr (13,00,66,651) balance and unutilized COVID Vaccine doses are still available with the States/UTs to be administered.

The plan provides for at least 100 Mbps internet speed access across the country, including households and institutions in major cities and in remote areas in 2021–2027. “Our goal is to achieve broadband connectivity and 100 Mbps download speed in all households of Lithuania. This will allow operating mechanisms, streaming high definition video information and enabling virtual reality (for teaching, telemedicine and other purposes). It will also open up possibilities to provide new services, reduce regional exclusion and promote the creation of high added value jobs,” the Minister said. It is planned to allocate EUR 75 million for the development of ultrafast internet connectivity. These funds are to be used for building transmission towers and fibre loop. While planning investment into
high-speed internet development, it is necessary to ensure that main public and economic activity spaces and public institutions are connected to the broadband network. Ultrafast data flow rates would highly benefit public institutions, such as schools, hospitals and others. High-capacity network infrastructure is expected to attract more market participants’ investment and, at the same time, to allow new market entry, promote competition in the broadband market and usage of broadband services. Before drafting the plan for broadband internet development, the experts conducted an in-depth analysis. It showed that around 32 percent (or 429 546) of Lithuanian households have no access to fixed broadband internet with at least 100 Mbps data rates. The plan prepared by the Ministry of Transport and Communications sets up measures to be implemented by Lithuanian public authorities within the financing period of 2021–2027 EU structural assistance with the view to achieve ultra-fast broadband internet development targets provided for in Lithuanian and EU strategic documents.
