The authentication of all 24 language versions of the agreement was finalised on 21 April. On 26 February 2021, the Council requested the European Parliament’s consent to its decision on the conclusion of the agreements, which the European Parliament gave on 27 April.

Sydney man accused of breaching Control Order

The man has been charged with three counts of contravening a Federal Court of Australia Control Order, contrary to section 104.27 of the Criminal Code Act 1995 (Cth). The offence carries a maximum penalty of five years’ imprisonment. In June 2004, the man was arrest by the NSW Joint Counter Terrorism Team (JCTT) for making a document connected
with an assistance in a terrorist act, knowing of that connection, contrary to section 101.5 of the

Ben Fordham: PM, good morning to you. Prime Minister: G’day, Ben. Fordham: Is this a loophole? Prime Minister: It was one that became apparent to us on Wednesday and it was closed off at about seveno’clock Wednesday evening. That flight that those cricketers were on managed to get away just before that. We had information on Monday that that wasn’t possible. I’m advised there is a 14-day requirement when someone goes into Doha, but that wasn’t being applied to transit passengers. Now, that was different from the advice we had on Monday night that came to our attention. We acted, we had it changed on Wednesday night. And we’ll be taking some more action there regarding transport of transit passengers today and I’ll be speaking to the premiers about that and when we meet at National Cabinet. Fordham: So you’re confident that you’ll be able to close the loophole or that involves some discussions with people in other countries like Qatar? Prime Minister: No, no. We’ve already directly dealt with the airlines in Qatar. And so those transit passengers, the airlines advises, are no longer coming through from Doha. The other places they
were principally coming from were Singapore and Kuala Lumpur. And our advice is that those routes are closed off, as I said earlier in the week. And Doha was another of those and the advice we had on that wasn’t fully correct. So when we got the additional information, we took that action and I proposed to take further action today, which would be done under the Biosecurity Act. Fordham: OK, I know you’ve got National Cabinet today, as you mentioned, and the vaccine rollout will be a hot topic today. Numbers have jumped from one million to two million pretty quickly. So you must be happy with the recent progress? Prime Minister: Yeah, once we got the GP’s online and more than a million of those vaccinations of the two have been done by GPs. In fact, yesterday was the biggest day of GP vaccinations, over 60,000. That was their biggest day and that will continue to grow from the 3rd of May. The states and territories will use their distribution arrangements and our GP respiratory clinics for people aged over 50 and on the 17th of May, that will be done through GPs as well. So, look, this is just a matter of just continuing to keep those clinic doors open, booking the jabs, getting them through. I mentioned the other day, my mum’s had it and my mother in law has had it as well. I was speaking to a
number of people at the function I was at last night and they were getting their bookings in place. So, look, I think people are just getting on with it and when there’s medical advice that we receive, we’re being very transparent and advising the public about that. But our GPs, Ben, they’re the heroes of this, they’re the ones who are answering the questions that people have and they’re taking care of their patients and then getting them vaccinated. Fordham: Just on that advice, Prime Minister, the blood clots, we’ve seen a few people die from blood clots after getting the AstraZeneca jab. Are you confident it’s just a coincidence? Prime Minister: Well, the Therapeutic Goods Administration make those calls and their advice to date, and they’re investigating those issues now. They have not advised of a link and they’re the right ones to give that medical advice and they are the best medical regulators in the world. Fordham: Those cheap flights that you announced, we’ve had 300,000 flights go to Queensland and just 1,400 to New South Wales. Now, when we blew up about this at the time, we were told the new routes were coming. But six weeks on, we’re still waiting to hear some more. Can we expect some news on that front, PM?

AFP Commander Sandra Booth said high-risk terrorist offenders would be charged if they breached control orders. “The AFP’s High Risk Terrorist Offender team is committed to ensuring court-issued control orders are complied with and we will enforce identified alleged breaches,” Command Booth said. The AFP continues to work closely with New South Wales Police and partners to protect the community. Anyone with information about extremist activity or possible threats to the community should come forward, no matter how small or insignificant you think that information may be.

An update from the Australian Technical Advisory Group on Immunisation (ATAGI) following their weekly meeting on 28 April 2021 TL Bureau, Canberra ATAGI met on 28 April 2021 to review the latest developments relating to the AstraZeneca COVID-19 vaccine and Thrombosis and Thrombocytopenia Syndrome (TTS) cases in Australia and overseas. ATAGI considered additional information from the Therapeutic Goods Administration (TGA) including risk estimates from the European Medicines Agency and current confirmed cases and those under investigation in Australia. The latest TGA statement on TTS cases can be found here. In addition, ATAGI also considered international case definitions for TTS from the UK and Brighton Collaboration in the US. Case definitions outline processes required in order to identify and confirm TTS cases,

The National Cabinet met today to discuss Australia’s COVID-19 response and changes to the Australian COVID-19 Vaccine Strategy. National Cabinet continues to work together to address issues and find solutions for the health and economic consequences of COVID-19. There have been 29,801 confirmed cases in Australia and, sadly, 910 people have died. More than 16.8 million tests have been undertaken in Australia. Globally there have been over 150 million cases and sadly over 3.1 million deaths, with around 882,000 new cases and more than 14,000 deaths reported in the last 24 hours. The COVID-19 pandemic continues to surge in many countries around the world. National Cabinet noted the significant increase in cases in India and welcomed the Commonwealth Government’s support package including oxygen concentrators, PPE and oxygen tanks and consumables. National Cabinet expressed solidarity with the Indian community both within Australia and overseas. Australia’s COVID-19 vaccine rollout continues to expand. To date 2,179,544 doses of COVID-19 vaccines have been administered in Australia. The
number of administration sites has expanded, with 4,500 general practices as well as general practice respiratory centres and Aboriginal health services now administering COVID-19 vaccinations. Today, National Cabinet received a briefing from Professor Brendan Murphy, Chair of the Science and Industry Technical Advisory Group, the Commonwealth Chief Medical Officer, Professor Paul Kelly and Commodore Eric Young, CSC, RAN, Operations Coordinator, Department of Health Vaccine Operations Centre on the Vaccine Rollout Phases Implementation. National Cabinet agreed the imperative to work together to administer COVID-19 vaccinations to Australians as quickly as possible. National Cabinet noted the measures that have been put in place to restrict entry into Australia of people who have previously been in high risk countries determined by the Chief Medical Officer. These measures will be reviewed before 15 May 2021. National Cabinet noted the Chief Medical Officer’s assessment that India is the first country to meet the threshold of a high risk country. The Commonwealth will consider further measures to mitigate risks of high risk travellers entering Australia. National Cabinet will meet again on Friday 7 May 2021.

Jobs for Nature to boost employment in the South

A suite of significant Jobs for Nature projects will boost conservation efforts and create jobs across the southern South Island, Acting Minister for Conservation Dr Ayesha Verrall announced from Te Anau today. “The Government’s Jobs for Nature programme is investing in the future of the area’s stunning environment, with projects to protect Fiordland’s exceptional marine areas from an invasive and destructive kelp; expand existing predator and pest control on Rakiura; and restore the health of a braided riverbed habitat in Central Otago.” These three projects alone will create job and training opportunities for 95 full time equivalent (FTE) positions. Undaria control in Fiordland Upskilling and training workers affected by the tourism industry downturn will be a major component of a project to protect Fiordland’s exceptional marine biodiversity from the invasive marine pest Undaria pinnatifida (Undaria), a species of kelp. “A $2 million boost from Jobs for Nature funding will be used to re-deploy and recruit up to 36 staff from the wider Te Anau community over a two-year period,” Dr Ayesha Verrall said. “Te Anau locals will have training opportunities to become certified
occupational scientific divers and obtain boat qualifications with a focus on recruiting local iwi and hapu members. “The rich and unique diversity of species living on the rock walls of the Fiordland (Te Moana o Atawhenua) Marine Area rivals the best in the world and includes protected black corals. “If Undaria is left unmanaged, it will irreversibly change the native seaweed and marine habitats,” says Minister Verrall. “With ten marine reserves and a host of businesses that rely on the pristine nature of the area, this is an important investment in the economic and ecological viability of the Fiordland Marine Area (928,000ha) and its underwater treasures.” Restoring Rakiura project – Stewart Island The Restoring Rakiura project will see intense pest and predator control work carried out around Oban/Halfmoon Bay and adjacent areas. “The Oban area has been settled for some time and is the hotspot for many exotic weeds on the Island. “The Stewart Island/Rakiura Community and Environment Trust (SIRCET) has been at the forefront of predator control in the area for more than 18 years, but because large parts of the control area are serviced by volunteers the intensity of control, particularly

From tomorrow, 1 May, over one million New Zealanders receiving either a Main Benefit or New Zealand Superannuation will get more money each week through the Winter Energy Payment. “The Winter Energy Payment started as part of the Government’s December 2017 Families Package designed to help older New Zealanders and many of our poorest families heat their homes over winter,” Minister for Social Development and Employment Carmel Sepuloni says. “Having a warm home is a key part of preventing illness and supporting peoples’ wellbeing through the winter season. Many families struggle with the increased power costs through these months and the Winter Energy Payment will be a welcome relief for them. “The Government is committed to laying the foundations for a better future and the Winter Energy Payment is part of the overall package we have undertaken to support our most vulnerable New Zealanders. “Last year the Government doubled the Winter Energy Payment as a response to more people staying at home due to COVID-19. Arts, Culture and Heritage Minister Carmel Sepuloni today announced Manatū Taonga (Ministry for Culture and Heritage) is now accepting applications from cultural sector organisations to host cultural activators in eight communities around Aotearoa. “This pilot, as part of Te Tahua Whakahaumaru (Creative Arts Recovery and Employment Fund), aims to build their creative skills, and connect them with opportunities in the wider cultural sector.” Carmel Sepuloni says. “This pilot underlines the Government’s commitment to help the arts and cultural sector to adapt, survive and thrive.” “The Cultural Activators will be established cultural sector practitioners and hosted by local organisations. They’ll focus on collaborating with communities to tell their stories, build their creative skills, and connect them with opportunities in the wider cultural sector. “Culture and creativity are experiences which bring us together and enhance our daily lives, contributing around $17.5 billion to New Zealand’s GDP. That’s why we’re taking a targeted approach to investing
in and unlocking creativity in communities where there is considered to be barriers to access and participation in the arts.” Cultural Activators will be hosted in the Far North, Māngere-Otahuhu, Kawerau, Gisborne, Wairoa, South Waikato, Buller, and Invercargill. Two of the roles will focus on Māori and one will focus on Pacific peoples. “As established cultural sector practitioners, cultural activators will understand their community’s cultural needs and will be well placed to generate interest and participation in cultural activities and mentor emerging creatives in their community. “The Cultural Activators Pilot will run for one year and will be evaluated to measure its success in increasing access and participation in cultural activities in the selected communities. The evaluation will inform decisions about any continuation or expansion of the Pilot,” Carmel Sepuloni said. The Cultural Activators Pilot is the third funding opportunity in the CARE Fund to launch so far. It follows the Creative Spaces initiative launched in February and the Cultural Installations and Events initiative launched earlier this month.

To help expand banking services to low-income populations in sub-Saharan Africa, the International Finance Corporation (IFC) today announced a partnership with the Lift Above Poverty Organization (LAPO), which is seeking to expand its microfinance business to some of the continent’s less developed economies and fragile states. Under the partnership, IFC will conduct market analysis of several African countries, including fragile states, and provide advisory support to LAPO to help it expand its microfinance business

World Bank Expands Colombia Amazon Conservation Project with US$18.4 Million Grant

The World Bank Board of Directors today approved an additional grant of US$18.4 million from the Global Environment Facility (GEF) for the Forest Conservation and Sustainability in the Heart of the Colombian Amazon Project. The project promotes the defense of biodiversity and the environment in that region of the country. This new grant will strengthen and expand activities of the current project to improve forest, institutional and community governance, and to promote sustainable land use to reduce deforestation in the Colombian Amazon. “The project implements a comprehensive intervention in the territory, based on an approach of ecosystem connectivity between different protected areas, indigenous territories, complementary conservation strategies and areas for sustainable production,” said
Alberto Galán, executive director of Natural Heritage, the agency responsible for managing the grant, in coordination with the Ministry of the Environment and Sustainable Development and other partner entities. “The Heart of the Amazon project has built a process that has made it possible to link natural and biocultural
biodiversity with the foundations of sustainable development for the country.” According to the Institute of Hydrology, Meteorology and Environmental Studies (IDEAM), some 74,000 hectares of Amazon forests were deforested in the first months of 2020. This threatens biodiversity in
this region of global importance, as well as connectivity with the Andean region, which is crucial for the provision of climate regulation and water supply services. The project represents a positive intervention to contribute to protecting this territory. The additional financing seeks to expand the intervention areas and reach more beneficiaries within the framework of a long-term collaborative commitment. “With this project, we want to contribute to reducing deforestation in this important area of the country, benefiting local communities and all Colombians,” said Ulrich Zachau, World Bank director for Colombia and Venezuela. “It is a privilege to be part of this conservation effort that brings together several national and regional public agencies, as well as civil society and community organizations.” The project began in 2015 with a US$10.4 million GEF grant. In 2017, it received a second grant for US$12 million.

Q&A with Stanford experts: Why is climate change at the center of a $2.3 trillion federal plan? In his address to Congress tonight, President Joe Biden is expected to pitch a wideranging initiative called the American Jobs Plan. Stanford researchers discuss how and why climate change resilience is central to the initiative.

When President Joe Biden addresses a joint session of Congress tonight a common thread will likely run through much of his narrative: resilience. Beyond touting his administration’s accomplishments, Biden is expected to use the spotlight to pitch his $2.3 trillion American Jobs Plan, a wide-ranging infrastructure initiative that promises “every dollar” spent on rebuilding highways, airports, water systems and more will be used to “prevent, reduce and withstand the impacts of the climate crisis.” Below, Stanford engineering, climate and geophysics experts discuss why climate change resiliency is at the center of federal infrastructure plans, how it could affect underserved communities and where to target investment for maximum impact. The researchers include Jack Baker, a professor of civil and environmental engineering who leads the Stanford Urban Resilience Initiative; Sarah Billington a professor of civil and environmental engineering who studies building design and materials and their impact on human wellbeing; Noah Diffenbaugh, the Kara J Foundation Professor in the School of Earth, Energy & Environmental Sciences and an appointee to the California Climate-Safe Infrastructure Working Group; Sarah Fletcher, an assistant professor of civil and environmental engineering who studies water resources and climate change adaptation from a socio-technical systems perspective; Jenny Suckale, an assistant professor of geophysics who leads the Stanford Future Bay Initiative and has worked as a scientific consultant for international organizations aiming to reduce the impact of natural and environmental disasters in vulnerable communities. resilient infrastructure affect the lives of average people? Suckale: Infrastructure already affects the lives of average people in numerous ways. The main issue with not considering climate change in infrastructure planning is that infrastructure can mitigate but also create risk. A floodwall, for example, keeps water out but also keeps water in if the wall is overrun or if there are other sources of flooding such as rainfall. If we do not consider climate change in infrastructure planning, we will inevitably see more adverse effects or risks that stem from the fact that existing infrastructure is designed for the past, not the future. Diffenbaugh: Infrastructure is at the nexus of greenhouse gas mitigation, climate change adaptation and environmental justice. Specifically, investments in climate-safe energy, transportation, water and communications systems and technologies offer “winwin-win” opportunities to reduce greenhouse gas emissions, increase resilience to climate stresses and ensure access to energy, food, and clean air and water. How should we quantify the impacts of the investments outlined in President Biden’s infrastructure plan? How
can we best ensure that our infrastructure stays resilient in the future? Baker: We can no longer look at past performance of our infrastructure and say, “we want more of that.” Society increasingly has higher expectations for resilience, and systems that worked in the past will not work in the future. We need science and engineering models to help us understand future demands on our infrastructure, help us design for increased demands, including adaptive features and help us quantify benefits relative to a status quo path. Fletcher: Our infrastructure must be prepared to handle a wider range of climate conditions than ever before. In order to make our scarce resources for resilience go farther, we need to identify which infrastructure systems need to be hardened today vs. where we can take a wait-and-see approach to adapt our infrastructure as the climate changes. We must also consider how infrastructure systems interact with our society, and build community resilience as well. If electricity systems fail during a storm, we need to make sure backup plans are in place so that people still have access to water, heat, and medical care. These plans should start with our most
vulnerable communities. What are some potential downsides of investing in resilient infrastructure? Suckale: It ultimately depends on what is considered “infrastructure.” It is easy to associate “infrastructure” only with “grey” solutions, such as drains, dams or roads, but there are compelling alternatives in working with nature rather than against it. These “green” solutions can range from restored ecosystems mitigating flood risk to trees in urban areas improving air quality and have the advantage of being naturally adaptive. My hope is that this initiative will adopt a broad definition of infrastructure that goes beyond the “grey” and hopefully includes green and other colors of the rainbow. How does climate-safe infrastructure relate to underserved communities and racial justice? Baker: Privileged households are more likely to have resources to navigate disasters by relocating, paying for repairs and using savings to compensate for lost income. So, disadvantaged households are often much more affected, even for the same level of physical disruption. They are also often more affected due to living in higher-risk areas. Further, under-served
communities often struggle to access recovery funding and advocate for infrastructure repairs. Billington: Recently, strong linkages have been found between design features of the built environment and historical housing policies that may be directly responsible for disproportionate exposure of underserved populations to current heat events. Addressing urban heat island effects through attention to both built and natural infrastructure in cities can help address these inequities. How can policymakers at federal, state and municipal levels assess and support decision-making around related issues, such as building codes, resilience planning initiatives and investment decisions? Today, WHO listed the Moderna COVID-19 vaccine (mRNA 1273) for emergency use, making it the fifth vaccine to receive emergency validation from WHO. WHO’s Emergency Use Listing (EUL) assesses the quality, safety and efficacy of COVID-19 vaccines and is a prerequisite for COVAX Facility vaccine supply. It also allows countries to expedite their own regulatory approval to import and administer COVID-19 vaccines. The vaccine has already been reviewed by WHO’s Strategic Advisory Group of Experts on Immunization (SAGE), which makes recommendations for vaccines’ use in populations
(i.e. recommended age groups, intervals between shots, advice for specific groups such as pregnant and lactating women). The SAGE recommended the vaccine for all age groups 18 and above in its interim recommendations dated 25 January 2021. The US Food and Drug Administration issued an emergency use authorization for the Moderna vaccine on 18 December 2020 and a marketing authorisation valid throughout the European Union was granted by the European Medicines Agency on 6 January 2021. Located in the center of Akesah town, northwest of Al-Namas Governorate in Asir Region, the Akesah historic mosque is distinguished by its construction in the Sarat style and is one of the oldest heritage buildings in the region, which was rehabilitated as part of Mohammed bin Salman Project for Historical Mosques Renovation in the Kingdom, under which 30 mosques in 10 regions will be restored and rehabilitated. The Mosque, which dates back to more than 100 years ago, was the only mosque in the region, to which dozens of people from the village and neighboring villages used to flood into for prayers. Not only the mosque was used for
holding the daily prayers, but it was also a cultural and scientific beacon for the locals and the surrounding areas, where preaches and lectures used to be held. It was also a destination where people used to learn writing and the teachings of the Holy Quran, in addition to acting an important social role in the society where the daily affairs of the public life were discussed. The Mosque was built of bricks, clay, and stones with a roof made of reinforced concrete, occupying an area of around (234 square meters) and accommodates some (84) worshipers. The assessment weighs the threat posed by the emergency as well as the benefit that would accrue from the use of the product against any potential risks. The EUL pathway involves a rigorous assessment of late phase II and phase III clinical trial data as well as substantial additional data on safety, efficacy, quality and a risk management plan. These data are reviewed by independent experts and WHO teams who
consider the current body of evidence on the vaccine under consideration, the plans for monitoring its use, and plans for further studies. As part of the EUL process, the company producing the vaccine must commit to continue to generate data to enable full licensure and WHO prequalification of the vaccine. The WHO prequalification process will assess additional clinical data generated from vaccine trials and deployment on a rolling basis to ensure the vaccine meets the necessary standards of quality, safety and efficacy for broader availability. WHO has also listed the Pfizer/ BioNTech, AstrazenecaSK Bio, Serum Institute of Indiaand Janssen vaccines for emergency use.

Getting enough vitamin A isn’t within reach for everyone, since the biologically active form occurs only in a few animal products such as eggs, dairy products and liver. More accessible foods such as orange-fleshed fruits and vegetables like mangoes, pumpkins and carrots as well as green leafy vegetables contain carotenes, which can be converted to vitamin A in the body. Unlike vitamin C, or other watersoluble nutrients, vitamin A is fat soluble. That means once ingested it does not leave the body quickly and accumulates in the liver — potentially damaging it and causing symptoms similar to those of alcoholism, like yellowing of the white part of the eyes. The World Health Organization (WHO) classifies vitamin A deficiency as a public health problem and estimates that, globally, 190 million children under the age of five are affected. Their data suggests 800,000 deaths can be attributed annually to vitamin A deficiency. Many countries have therefore been administering highdose vitamin A supplements with
immunization services, but this does come with some risks if other vitamin A programmes are in place. Studies in South Africa, Philippines and Guatemala suggest that some population groups may be getting too much of vitamin A due to overlapping supplementation and fortification programmes coupled with improved diets. Too much of a good thing “Historically, vitamin A excess has been rare and seen amongst people that eat the livers of large carnivores, like polar bears,” said Pernille Kaestel, an IAEA nutrition specialist. “Today, also excess vitamin A intake is a risk. Understanding who is getting too little and too much vitamin A is a priority to make sure nutrition programmes are doing the right thing.” Addressing this problem begins with measuring vitamin A status in populations. Public health professionals and nutritionists have a host of different measuring techniques at their disposal, but they are often only effective at identifying when a person has low levels of vitamin A.
An Isotopic Technique to Get Vitamin A Programmes Right
“You are what you eat,” the old saying goes, and those getting a limited variety of nutrients in their diet can expect poor health. For decades, governments and NGOs around the world have been battling this problem by promoting supplements and foods fortified with nutrients including vitamin A. Concerns, however, are now being raised about whether uncoordinated, overlapping schemes are causing too much of a good thing — that is, a bad thing — and harming people’s health. A recent IAEA technical meeting explored these concerns, bringing to the forefront a technique using stable isotopes that can with great accuracy help nutritionists and public health professionals better understand the vitamin A status in populations exposed to several programmes addressing vitamin A deficiency (See Using isotopes to measure Vitamin A status). The first Consignment of 75000 vials will reach India today. HLL Lifecare Ltd, a Government of India owned company has ordered 4,50,000 vials of Remdesivir from M/s Gilead Sciences Inc USA. and Egyptian Pharma Company, M/s Eva Pharma. It is expected that Gilead Sciences Inc. USA will dispatch 75,000 to 1,00,000 vials in the next one or two days. Further one hundred thousand quantities will also be supplied before or by May 15. EVA pharma will supply approximately 10,000 vials initially followed by 50,000 vials every 15 days or till July.

Brazil Records 2595 Deaths and 68,333 New Coronavirus Cases
