T L Bureau, UN Hq The United Nations security force for Abyei remains essential to stability in the border regions between Sudan and South Sudan, the UN peacekeeping chief said on Tuesday, proposing the creation of a civilian unit to support progress towards political resolution of the dispute between the neighboring countries, and requesting a six-month extension of its mandate. “This modest shift in the mission’s role is necessary to match the reality on the ground,” Jean-Pierre Lacroix, Under-SecretaryGeneral for Peacekeeping Operations said during a briefing to the Security Council on the

Secretary-General’s latest report on the work of the UN Interim Security Force, known by the acronym UNISFA. He explained that a civilian component would enable the mission to support the parties, the African Union HighLevel Implementation Panel and the African Union Commission to advance daily solutions. “The proposed support is particularly pertinent given the difficult internal circumstances in both countries,” noted Mr. Lacroix, adding: “It is important to prevent the dispute over Abyei and the border regions between Sudan and South Sudan from becoming another frozen conflict and preserve the gains achieved by UNISFA.

Dmitry Medvedev meets with Prime Minister of Armenia Nikol Pashinyan Nikol Pashinyan: Mr Medvedev, this is your first visit after the major events in Armenia last year, and this, in my opinion, gives added importance to your visit. The Armenian tradition is to receive the most distinguished guests at home. I am happy to have this opportunity. Our relations have developed steadily during the past year. This does not mean that there were no issues. Now we are facing a crucial point in our relations. I am convinced that we will be able to take our relations to a new level, despite what the pessimists say; or rather, I think we simply need to turn the pessimists into optimists.

Asylum Seekers Face New Restraints Under Latest Trump Orders

Why everyone seeks new country to live in, has anyone ever think about it. Everyone has a different reply to revert. But in real sense everyone think that Asylum is the easiest way to get into a good country. The United States President Trump on Monday ordered new restrictions on asylum seekers at the Mexican border like including application fees and work permit restraints and directed that cases in the already clogged immigration

courts be settled within 180 days. In a letter sent to Kevin McAleenan, the acting secretary of homeland security, and Attorney General William P. Barr, the president took another step to reshape asylum law, which is determined by Congress, from the White House in Washington DC. The restrictions do

not take effect immediately but President Trump gave administration officials 90 days to draw up regulations that would carry out his orders. They would be among the first significant changes to asylum policy since Mr. McAleenan replaced Kirstjen Nielsen as head of homeland security and the president signaled he

would take a tougher stance on the asylum seekers swamping the border. The administration has already tried to restrict the number of migrants that who can apply for asylum per day as per limit, who qualifies for asylum and where they must wait for a resolution — immigration policies that have been the subject of multiple federal court cases. Some experts opined that this may be safe for United States because in terms of safety into the citizens. Because

a person who is seeking asylum into United States is not verifiable from its origin. As a person may be criminal or involved into any extremist or terrorising kind of activity. Restricted entry or entry with limitations is one of the best practices for entry of any person either in form of asylum seeker or in form for legal migrants even. So according to the latest orders some restrictions will be imposed onto asylum seekers into United States of America.

destroyed nearly 35,000 houses, close to 200 classrooms; and at least 14 health facilities have been hit, OCHA reported. Around 21,000 people are now sheltering in accommodation centres, after their villages were wiped out, said Mr. Laerke, adding that

some staff who had made an aerial survey, said that “some villages looked like they had been bulldozed.” For the initial response, $10 million has been released for Mozambique by the head of OCHA, together with $3 million for the hard-hit Comoros Islands.

He said: ‘It’s incredible when you realise the things that you don’t think you’ve absorbed have actually gone in and you do all the safety things you need to. ‘I’d say to anyone thinking about doing a sea survival course to do it and to listen seriously because it could save your life.’ Tago Mcleod, from HM Coastguard based at Falmouth said: ‘This was a man who did everything right from the moment he realised he had a problem. He

had a fully registered EPIRB which he activated right away, he was wearing a lifejacket and made ready his lifeboat. The EPIRB helped us establish his position to within a few metres. At the same time he called a family member who then was able to liaise with us. ‘We are always on hand in an emergency to rescue people who have called us on their VHF radio or calling 999 and asking for the coastguard, but this was someone who had understood the need to take responsibility for his own safety and did everything right to make the job of finding him easier.’

NASA Investigation Uncovers Cause of Two Science Mission Launch Failures T L Bureau Washington DC NASA Launch Services Program (LSP) investigators have determined the technical root cause for the Taurus XL launch failures of NASA’s Orbiting Carbon Observatory (OCO) and Glory missions in 2009 and 2011, respectively: faulty materials provided by aluminum manufacturer, Sapa Profiles, Inc. (SPI). LSP’s technical investigation led to the involvement of NASA’s Office of the Inspector General and the U.S. Department of Justice (DOJ). DOJ’s efforts, recently made public, resulted in the resolution of criminal charges and alleged civil claims against SPI, and its agreement to pay $46 million to the U.S. government and other commercial customers. This relates to a 19-year scheme that included falsifying thousands of certifications for aluminum extrusions to hundreds of customers.

NASA’s updated public summary of the launch failures, which was published Tuesday, comes after a multiyear technical investigation by LSP and updates the previous public sum-

maries on the Taurus XL launch failures for the OCO and Glory missions. Those public summaries concluded that the launch vehicle fairing — a clamshell structure that encapsulates the

While we do perform our own testing, NASA is not able to retest every single component. That is why we require and pay for certain components to be tested and certified by the supplier,” said Jim Norman, NASA’s director for Launch Services at NASA Headquarters in Washington. “When testing results are altered and certifications are provided falsely, missions fail. 5 Price Safety Net to Deliver a Better Energy Deal TL Bureau, Canberra 800,000 electricity customers in South Australia, New South Wales and South-East Queensland will get a better energy deal as the Morrison Government continues to drive down power prices. Effective from 1 July 2019, the Morrison Government has abolished the loyalty tax and the misleading use of discounts to attract customers. The Australian Energy Regulator (AER) has today released the final determination for the Default Market Offer (DMO) which will cap prices for standing offers, acting as a price safety net for those who find pricing and discounts confusing, or who simply don’t have time to negotiate. The DMO figure will also act as a reference price for all other small business and residential customers, requiring energy retailers to advertise their standing and market offers against a common price benchmark.

Boost For WA Economy and Jobs With New Naval Commitment TL bureau, Perth. A re-elected Morrison Government will invest up to $1 billion to increase our defence capabilities by building three naval vessels in Henderson, Western Australia – two mine warfare support vessels and a hydrographic vessel. This will ensure we maintain the 1,000 new jobs created to sup-

Acting Commander MBC, Commodore Malcolm Wise, said officers from

HMAS Armidale boarded the fishing vessel and found 14 crew, 800 kilograms of frozen fish, and 20 kilograms of shark fins on board. “The ABF, through MBC, maintains a strong, agile presence around Australia's coastline to detect and respond to, any civil maritime security threats in Australian waters including Illegal Foreign Fishing,” Commodore Wise said.

Territory Labor needs to tell Territorians the truth, There are no Commonwealth funding cuts to KWILS. Federal Labor's vow to provide additional funding contrasts starkly with the Federal Coalition which walked away from the previous 10-year, $1.1 billion funding deal when it expired on June 30 last year, claiming responsibility for remote communities rested solely with the State. Federal Labor leader Bill Shorten confirmed today that a Federal Government led by him would address overcrowding and create jobs in remote indigenous communities with a $1.5 billion, 10-year investment. At least $120 million of that package would flow to WA in the coming financial year (2019-20), doubling the amount supplied by the Coalition Government as a one-off exit payment from the previous long-term agreement in December last year. That $120 million offer only came after WA rejected the previous offer of $60 million payable over three years and launched a public campaign urging a new long-term agreement to help support some of Australia's most disadvantaged people.

6 Mental health support for all Year 1-8 kids in Canterbury TL bureau, Canterbury Every child in Canterbury’s primary and intermediate schools now has access to mental health and wellbeing support through their local school thanks to the Government’s Mana Ake programme. Minister of Health Dr David Clark and Minister of Greater Christchurch Regeneration Megan Woods say they are pleased to announce that as of today, all Year 1 to 8 children in the 219 primary and intermediate schools in Canterbury and Kaikoura have access to Mana Ake support. “Mana Ake puts social and mental health workers into schools for one-on-one and group sessions with children to help them deal with anxiety, depression and other mental health issues,” says David Clark. “Mana Ake rolled out to its first schools just over a year ago, on 23 April 2018. It’s a significant achievement to get this much support in place in such a short amount of time,” “For a programme of this scale to roll out to every school within one year shows the commitment of all the agencies and people involved to support our young people. “As of 31 March Mana Ake has supported over 820 children individually and 475 in groups since the programme first commenced in schools. That’s a lot of young lives that have benefited from being listened to and supported.

Unemployment continues to fall, wages rise TL bureau, Wellington A drop in the unemployment rate to 4.2 per cent shows the Government’s approach to supporting employment is working. It fell from 4.3 per cent in the December 2018 quarter to 4.2 per cent in the three months to March 31, according to Statistics New Zealand figures released today. Wages grew 3.4 per cent over the year to March 31, Statistics NZ also said. “The fall in unemployment to its second lowest level in 10 years shows we are maintaining a strong economy with policies that support workers and business,” Employment Minister Willie Jackson said. “Workers are getting higher wages under the Coalition Government’s plan to grow the economy so that all New Zealanders share in growth. “I am also encouraged by the improvement shown in many of the other employment measurements Stats NZ released today. “The unemployment rate for Maori continues to track in the right direction falling to 8.6 per cent from 9.6 per cent which means 5,100 more Maori are in paid employment. These figures represent real people, real whanau and real communities who are seeing a difference in their lives, something we should all celebrate” “The number of employed people rose 38,200 - or 1.5 per cent - from a year ago. This shows continued growth in jobs at a time when economists are suggesting we are at ‘full employment’.”

Minister welcomes biosecurity report TL Correspondent, Wellington

The findings of the independent review into New Zealand’s biosecurity passenger and mail controls released earlier today are pleasing and will be valuable for future planning, Biosecurity Minister Damien O’Connor said. The review was commissioned by the Ministry for Primary Industries after the detection of a Queensland Fruit Fly in Auckland’s North Shore in February 2019 and was conducted by Australia’s newlyappointed Inspector-General of Biosecurity Rob Delane. “The findings are pleasing and support the good work already

Organised crime groups are primarily responsible for manufacturing, importing and distributing this drug. “Police are committed to dismantling the supply of illicit drugs and also work closely with other agencies to help reduce demand, by breaking the cycle of addiction. “The expanded testing programme is still in its infancy

being done as well as the future border protection we are looking towards,” Damien O’Connor said. “It is important that New Zealanders, and the world, have confidence in our ability to protect our primary sectors’ productivity and keep our unique flora and fauna free from pests and disease. “It is crucial for the country’s economy and our reputation as a clean, green tourist destination. “While increased globalisation brings economic opportunities, it also carries significant biosecurity risk if we do not have adequate border protection in place.

and care must be taken with reading too much into the results of the testing, between November 2018 and January 2019. However, it is clear that methamphetamine use, and the organised crime syndicates behind its distribution, need attention. “The programme was initially a pilot in three sites but $1 million was set aside in last year’s budget which enabled it to be rolled out to 37 sites nationwide. It tests for methamphetamine, MDMA (ecstasy), cocaine, heroin and fentanyl.

TL bureau, Wellington The Government is backing New Zealanders with innovative ideas to solve our waste crisis Associate Minister for the Environment Eugenie Sage said today as she opened a fresh round of Waste Minimisation Funding. "I am excited to open this new round of Waste Minimisation Funding. The fund backs New Zealanders with innovative ideas for new projects that help tackle our mounting waste problem,” Eugenie Sage said. “We’re inviting New Zealand businesses and community organisations to work with us to find new solutions to old problems. It's a chance to speed up our transition to an economy where products are designed to be fixed or their materials recovered and re-used so they don’t end up in the landfill. Doing this will keep precious resources in use much longer. “The Waste Minimisation Fund is only one part of the Government’s programme to help turn around New Zealand’s poor track record on waste.“We also plan to expand the waste disposal levy to all landfills, improve our data on waste and resource recovery, have a greater focus on product stewardship for problematic waste streams such as vehicle tyres and e-waste, and are exploring investing more strategically in infrastructure and innovation.

Earthquake strengthening work for Hawke’s Bay Hospital

TL bureau Wellington Health Minister Dr David Clark says seismic strengthening work at Hawke’s Bay DHB will improve the DHB’s resilience to natural disasters. “This Government inherited a catalogue of building issues at hospitals around the country and we’re getting on with the job of fixing them – although given the scale of the task it will take many years.

“Hawke’s Bay is in a high seismic risk zone and people deserve to know their hospital will be there for them in the event of an emergency, including an earthquake. “As our understanding of how buildings function in an earthquake continues to improve, we need to keep up-to-date and make the necessary improvements to hospital buildings. “As part of the DHB’s detailed business case

for an additional eighth theatre fit-out and acute assessment unit refurbishment, the DHB commissioned detailed seismic assessments. “As a result, to bring the theatre block and acute assessment unit in line with the new building standards, strengthening work is required to ensure these buildings are able to function effectively after a major event.

Stats Minister confirms funding for Census fix TL bureau, Wellington Extra funding has been confirmed in this year’s Budget to fix issues arising from the 2018 Census and to ensure the next one is the best it can be, the Minister of Statistics announced today. “The previous National-led Government decided to shift the Census to a mostly online survey and, at the same time, directed Stats NZ to cut costs over two

census cycles,” Mr Shaw said. “Stats NZ has now confirmed it will provide reliable, quality 2018 census data to calculate how many electorates will be needed for next year’s General Election and to revise electorate boundaries where necessary,” James Shaw said.“It had to delay other work and re-allocate funds to do it. As a result there’s a shortfall of $5.76 million

needed to complete the delayed work, and that’s being covered in this year’s Budget,” James Shaw said. “There’s also Budget approval this year of $10.36 million to enable Stats NZ to get ahead of the next census. The money will develop the business case for the 2023 Census and start development work on it. “That development work will incorporate any

improvements that are recommended by experts who have been reviewing issues with the 2018 Census,” James Shaw said. The independent expert review into the 2018 Census, which is being conducted by business management consultant, Murray Jack, and Canada’s former Assistant Chief Statistician, Connie Graziadei, is due to give its findings by July.

NEW WORKING HOLIDAY MAKER CAMPAIGN LAUNCHES TL Bureau, Canberra Tourism Australia has launched a new youth campaign targeting young people who want to combine travel with temporary work under Australia’s Working Holiday Maker program. Australia Inc. positions Australia as the world’s most desirable working holiday maker destination, offering exciting work opportunities in the best workplace in the world. The campaign seeks to demonstrate how a working holiday in Australia can give young people a point of difference and equip them with the experience, confidence and skills needed to develop a successful career back home after their working holiday and travels Down Under. Tourism Australia Managing

Director, John O’Sullivan said that the new campaign aimed to address a recent downward trend in the overall number of working holiday makers coming to Australia. “Working holiday makers are crucial to Australia’s tourism industry who have been coming Down Under in large numbers for many years. However, those numbers have been declining a bit in recent years and this campaign is about reversing that trend. “Australia Inc. will target a new generation of young traveller and show them that a working holiday in Australia not only offers incredible fun and a life changing experience, but also the environment and opportunity to improve their life skills and employability after they return home,” Mr O’Sullivan said. The new campaign was developed fol-

lowing research showing that, whilst working holidays are still appealing to young people, barriers to their uptake still exist and there is also a need for more practical information around Australia’s Working Holiday Maker program and its benefits. It was also developed following consultation with industry to understand what they wanted out of the next phase of our campaign and key trends they are noticing with working holiday makers and the youth travel market in general. To drive new applications, Tourism Australia has created a tongue-in-cheek Australia Inc. recruitment video as well as a series of online interviews showing potential working holiday makers how the skills and experience gained in Australia can help them stand out from

the crowd. Primarily via social and digital channels, Australia Inc. will also feature paid content from international advocates who will share the first-hand benefits of a working holiday in Australia, highlighting that what happens between 5pm and 9am is as important as the 9-to-5. Australia Inc. will also include a dedicated online hub that features?useful links and practical information on preparing for a working holiday in Australia. The hub will also explain how the skills learnt on a working holiday in Australia can benefit future careers. The new campaign is the first to be developed by Tourism Australia since the appointment of new creative and digital agencies,?M&C Saatchi Sydney and Digitas.

UNWTO partners with Telefónica to

promote tourism sector

digitalization TL Bureau, Madrid, Spain Madrid, 30 April 2019.- Telefónica and the World Tourism Organization (UNWTO) have announced an agreement to collaborate in the development and implementation of digital entrepreneurship and training initiatives that allow the tourism sector to increase its competitiveness and strengthen its long-term sustainability. This agreement comes at a time of profound technological change that impacts all industrial sectors, where a commitment to innovation and transformation is essential. In this regard, the application of new technologies such as Big Data and the Internet of Things are already leading to new uses and applications that will revolutionize services in the tourism sector and responses to new customer demands. For this reason, this alliance places special emphasis on jointly addressing the challenges and opportunities that this technological change entails and initially takes concrete form in four specific lines of action. First, both parties are committed to promoting innovation and digital entrepreneurship within the tourism sector through the creation of innovation forums, collaboration in open innovation programmes with third parties, and public-private collaboration models focused on Open Innovation. The aim of these initiatives is to create the suitable spaces for the development of innovative ideas and outreach to all the actors involved. New technologies will have an increasing role in the modernization and growth possibilities of the tourism sector and, therefore, both entities will launch initiatives aimed at the use of Internet of Things (IoT), Artificial Intelligence and Big Data, among others. Many of IoT's solutions, such as Retail, help build customer loyalty by digitizing spaces that create a unique visitor experience. Or mobility solutions, which allow tourists to enjoy rental cars or car-sharing in a completely safe way. An enormous amount of knowledge is generated about the behaviour of travellers through the sensors that make up the different IoT services, allowing us to offer them what they particularly need at any given moment. On the other hand, the analysis of Big Data makes it possible to understand patterns of behaviour to better address some of the challenges facing tourism in Latin America and Europe, and to draw relevant conclusions that influence decision-making and public policies. LUCA Telefónica’s Big Data and AI unit- is already working with national and local tourism organizations in eight countries in Latin America and Europe through more than 40 projects. Another important point of this agreement is to focus on Digital Education and Training, something essential in a new technological world in which jobs and skills are changing radically, affecting the employability and sustainability of businesses. In this sense, both entities will collaborate through the training platforms managed by Telefónica Educación Digital, such as

The framework agreement between the two organizations was signed in Madrid by Jaime Cabal, Deputy Secretary-General of the World Tourism Organization, and by Eduardo Navarro, Director of Communication, Corporate Affairs, Branding and Sustainability of Telefónica. The alliance, whose first phase will be in effect until the end of 2020, revolves around four initial lines of action: digital entrepreneurship; application of new technologies in the tourism sector; Digital Education and training; and the development of a specific Digital Agenda for the tourism industry.

Miríadax, to promote local and international courses on digital technologies and skills applied to tourism and aimed at different entities in the sector. Lastly, Telefónica will lend its support to the UNWTO in the development of a specific Digital Agenda for the tourism sector guided by a set of very concrete objectives: to place new technologies at the service of sustainable growth, foster innovation and promote inclusive economic and social development. The framework agreement between the two organizations has been signed in Madrid by Jaime Cabal, Deputy Secretary-General of the World Tourism Organization, and by Eduardo Navarro, Director of Communication, Corporate Affairs, Branding and Sustainability of Telefónica S.A. During the signing, Cabal said that “innovation and digital transformation are among the priorities of the World Tourism Organization in order to provide additional impetus to tourism as an ally of sustainable development”. He added: “Together with Telefónica we can help our more than 160 Member States build their tourism innovation ecosystems and create digital tools that facilitate more efficient decision-making thanks to the use of Big Data, artificial intelligence and many other advances." For his part, Eduardo Navarro stressed that “this framework agreement is very important because the technologies are drawing the future of travel and tourism. Virtual and augmented reality, Big Data, cognitive intelligence and the Internet of Things will be a fundamental part of the tourist experience and Telefónica is a very important player in the provision of these services. The fibre networks deployed by Telefónica will also be decisive in making this a reality that will have an impact on the experience of users and on the services provided by the different players in the sector".

The Foreign & Common wealth Office has issued a statement on the decree signed by TL Bureau, London A Foreign Office spokesperson said: The UK condemns President Putin’s decision to sign a decree making it easier for Ukrainian citizens living in non-government controlled areas of eastern Ukraine to receive Russian passports. This step is the latest in a pattern of Russian behaviour aimed at threatening Ukraine’s security and sovereignty, and undermining its territorial integrity.

Russian officials have sought to justify this move by citing humanitarian concerns. Yet the communities they claim to support are suffering the consequences of a conflict started and fuelled by Russia and its proxies. Rather than creating further obstacles to the re-integration of these communities into Ukraine, Russia should focus on implementing the Minsk Agreements, including the requirement to ensure safe access, delivery, storage,

and distribution of humanitarian assistance. The UK will continue to work with our international partners in addressing the humanitarian situation in eastern Ukraine.
