Canadian National Public Service Week from June 14 to 20

TL Bureau, Ottawa

The Prime Minister, Justin Trudeau, today issued the following statement for National Public Service Week, which runs from June 14 to 20, 2020: “Every year, the Government of Canada marks National Public Service Week, in recognition of the important role federal public servants play in making this country a better place. “This year has been one of the most challenging in living memory, and has underlined the contribution of the federal public service and its devotion to serving Canadians every day. This rings especially true in uncertain times. “Since the early stages of the COVID-19 crisis, public servants have quickly mobilized

to deliver emergency financial and economic assistance, support enhanced testing and research activities for the virus, and assist Canadians stranded abroad who wanted to come home. “As many of their colleagues worked on these urgent measures, other federal employees were ensuring that our food supply was safe and reliable, that our borders were secure, and that our transportation systems remained efficient. “Public servants were also there for Canadians when our country was tested by other difficult events this year, such as the historic snowstorm in Newfoundland and Labrador and the spring floods in Fort McMurray, Alberta. They also took part in the Government of

Canada’s efforts to assist the families and loved ones of the victims of Ukraine International Airlines Flight PS752. “Public servants have demonstrated their dedication, professionalism, and creativity through and through. Our public service needs the right people to continue to serve Canadians well. This means recruiting and retaining talented people from a diversity of communities across the country. “To federal public servants, I say thank you. This has been a challenging year for our country, and the important work you do every day to serve Canadians will also be on display during this week’s virtual events which have been planned with everyone’s safety in mind.”

TL Bureau, UN HQ

Karim Asad Ahmad Khan told the Security Council that the Team has already identified 344 alleged Da’esh perpetrators, the Arabic name for the extremist group, involved in the 2014 massacre of Yazidis in the Sinjar district of northern. The team has also identified at least seven categories of crimes for which Da’esh suspects could potentially be prosecuted in connection with the mass killing of unarmed cadets and military personnel at the Tikrit Air Academy six years ago. Meanwhile, in Mosul, two mass grave excavations that got underway in March, in cooperation with Iraqi and Kurdistan Regional Government authorities, are set to form a key pillar for investigations in the months to come, he added. “In the 20 months since our arrival in Iraq, real progress has been made”, said Mr. Khan as he presented the Council with the fourth report from the team which serves officially to “Promote Accountability for Crimes Committed by Da’esh/ Islamic State in Iraq and the Levant (UNITAD)”. Breakthroughs in identifying and using new sources of evidence have opened the way to fulfilling international pledges of justice for the victims and survivors of the terrorist group, he said, which

imposed a self-styled Islamist Caliphate on both Iraq and parts of Syria, before being militarily defeated. If fully harnessed, these new sources will have the potential to mark a paradigm shift in the prosecution of ISIL members for the crimes they committed in Iraq, he stated. “But we must not allow our focus to shift”, he added. “It is essential that we continue to demonstrate the same urgency of action that is being demanded by survivors in Mosul, Baghdad, Sinjar, the Nineveh Plains and elsewhere in Iraq.” The Council, through resolution 2379 (2017), established UNITAD to support domestic efforts to hold Islamic State in Iraq and the Levant (ISIL/ Da’esh) accountable by collecting, preserving, and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide. Counsel from the United Kingdom with more than 25 years’ experience as an international criminal law and human rights lawyer, was appointed by Secretary-General António Guterres in May 2018 to lead the effort. Briefing the Council via videoteleconference, Mr. Khan said that UNITAD – “working with creativity and focus” – is ensuring that the momentum it has created is not lost even in the face of challenges posed by the ongoing COVID-19 pandemic. Through close cooperation with the Iraqi judiciary, the Team has obtained more than two million call data records from Iraqi mobile phone service providers relevant to its investigation of crimes against the Yazidi community, he said. Similar data has been gathered in connection with the Tikrit Air Academy massacre, he said, explaining how it can be used to locate where persons of interest might have been at a given point

In addition, Iraq mobile phone service providers have also agreed to preserve all call data records from 2014 that might be relevant to UNITAD’s investigations. Forensic advances Meanwhile, the forensic extraction of data from mobile phones, laptops and other devices seized from ISIL by the Iraqi military has revealed details – and videoabout the group’s inner workings. Missing Australians featured on milk bottles for the second year

TL Bureau, Canberra

In a joint campaign developed by the Australian Federal Police (AFP) National Missing Persons Coordination Centre (NMPCC) and Canberra Milk, the faces of missing people will once again be displayed on milk bottles in the Australian Capital Territory. The campaign will run from 15 June for four weeks in an effort to solve the mystery of their disappearance and raise awareness of the issue of missing people. Last year the milk bottle campaign featured 12 missing persons from around the Canberra region and those with investigative links to the capital. In 2020, the campaign is being expanded to include the profiles of 16 missing persons from around the country. The milk bottle campaign will be complemented by a national social media campaign to raise wider awareness of this issue. The social media campaign will coincide with the circulation of Canberra Milk bottles in the Canberra region and aims to reach all corners of the Australian community. The faces of these long-term missing persons are being shared in the hope that someone has information that can lead to their discovery. This campaign also aims to catch the attention of everyday people in the community who may not be aware of the role they can play in helping find these missing people. AFP Assistant Commissioner Lesa Gale said the inclusion of missing people from areas other than the Canberra region was to highlight

what is a national issue, and the AFP’s focus on delivering a national coordinated response. “One person featured in last year’s Canberra Milk campaign was located. It is initiatives like these that remind people that missing persons are real people, and this is something that needs to be spoken about more,” AC Gale said. “Our partnership with Canberra Milk has allowed us to bring these conversations into the homes and minds of everyday Australians, many who have not known the pain that a missing loved one can bring. We want people in the community to stop and think about not only these featured profiles, but also the profiles of many other long-term missing people across Australia. If anyone has information, no matter how small, please reach out to CrimeStoppers on 1800 333 000. “We are grateful for the ongoing support of Canberra Milk and hope to continue to work with them in the future.“Campaigns and collaborations such as this highlight the possibilities available in this space, and the impact corporate support can have for the 2,600plus long-term missing persons in Australia and the loved ones left behind. It is important that we work together to raise awareness and profile as many of these cases

as possible as every family equally deserves answers.” AC Gale said. “Our missing you is deepened by that of not knowing where you are. But campaigns like this prove we are not alone in our search,” Son of long-term missing person Nicola Sallese, Jason Sallese said. “Canberra Milk is an intrinsic part of the community and we value our partnerships, in particular those that can help raise awareness like this campaign,” Managing Director of Capitol Chilled Foods (Australia), Steve Ness said. “CCFA has been proudly supporting the Canberra community for over 60 years. We are involved in communal events and schools programs like ‘The Breakfast Clubs’, where we donate and share the Canberra Milk experience. “With the Missing Persons campaign we have a unique opportunity to raise awareness and start a conversation.” Canberra Milk one-litre bottles are available from all usual retailers. Australians can help support the initiative by sharing the label on social media with the hashtag #missingXmilk. For those outside of the Canberra region, visit the NMPCC Facebook (www.facebook. com/AFPNMPCC) page and share the images of the milk bottles with your social network.

Walking the allergy tightrope TL Bureau, Canberra

Committee Chair Mr Trent Zimmerman MP says, ”Australia has been called the ‘world’s allergy capital’ because of the high prevalence rates of allergies in Australia. And it’s on the rise.” “It’s not a title any nation would aspire to because, while allergies can be mild for some people, for many others it can be both life threatening and extremely debilitating. The cause of the increasing prevalence of allergies is not entirely clear but appears to be a combination of genetic and environmental factors, including our diet and also our reduced exposure to germs that strengthen our immune system at a young age,” Mr Zimmerman said. The prevalence of allergies in Australia is concerning – not only are allergies a significant cause of stress for those living with them, and their families, but allergies have become a public health problem for Australia. many people who have severe food allergies, one error can result in serious illness or even death. Living with severe food allergies is like walking a tightrope every day. With no cure yet, further research into allergies and anaphylaxis is critical. We need to understand what causes allergies and that will lead to better management, treatment and ultimately prevention.” The report made 24 recommendations including the following: Establishing a national centre for allergies and anaphylaxis to undertake research into current and emerging allergies and to set up a national register for anaphylaxis and drug allergy Improving access to allergy specialists by reviewing the allergy and immunology workforce and providing telehealth support for patients in rural, regional and remote Australia Standardising allergy care and management to improve the quality of patient care Improving education and training in allergies and anaphylaxis for medical and health professionals Improving the standards of food labelling, and Financial assistance for people living with multiple and severe allergies. The Committee received 257 submissions and held 7 public hearings across Australia. The Committee thanks individuals and organisations who generously gave their time to discuss this important issue.

Thousands of Australians have passionately exercised their democratic right to protest over the past week. I said it earlier this week and I’ll repeat it here: black lives do matter and this is undoubtedly a very worthy cause. But none of us can ignore the health risk presented by this type of very large gatherings, held at a crucial moment in our COVID-19 pandemic response and in spite of the pleas of the Australian Health Protection Principal Committee (AHPPC). Now that we have found one COVID-19 case among those who attended, we may face what my AHPPC colleagues and I fear most – a large, geographically-widespread outbreak that’s going to be difficult to trace. The priority now is to quickly identify if the virus has spread and to contain outbreaks if they emerge. We know the virus is still present in the community

We know this is a virus that can spread rapidly among people who are in close contact. The risk is not a theoretical risk, it’s real. A few months ago, one infectious person attended a 2.5hour choir practice in the United States and this led to 53 of 61 members of the choir becoming infected. The act of singing might have contributed to this “super spreading event”, just as shouting at a protest may do. That’s why we’re concerned. Now that the protests have occurred, it is incredibly important that people who attended pay extra attention to their health. Like all Australians, if anyone who attended the protests develops even a mild cough, sore throat, shortness of breath or a fever, they should get a COVID-19 test and isolate from others until their results are available. Testing is free through the Australian Government-funded GPled Respiratory Clinics operating around Australia.

close contacts of people who are infected, the better chance we have of stopping an outbreak. That’s why I would again encourage Australians to join the more than 6.2 million people who have downloaded and registered the COVIDSafe app. People will ask why the AHPPC advised against the protest mass gatherings, while some jurisdictions are permitting (limited) crowds attending professional games of football. This is not comparing apples with apples. The organisers of the football games have put strict protocols in place to reduce the likelihood of someone contracting COVID-19. This extends from players, to coaching staff and spectators. These football crowds are smaller, separated and zoned. Spectators have tickets that identify them and where they’re seated – so authorities know who was in close proximity and can quickly contact them in the event someone nearby tests positive.

$ 60m for nationwide job creation

TL Bureau, Wellington

The Provincial Growth Fund is providing $60 million to councils and KiwiRail to create employment for local workers, Regional Economic Development Minister Shane Jones announced today. “As part of the recent Provincial Growth Fund (PGF) reset we announced an allocation of $60m for road and rail projects across the country that will focus on worker redeployment. “This is made up of $27.2m for local roading projects, $26m for rail projects and nearly $6.8m for the Ministry of Social Development to support workers into training to take up these jobs. “This means at least 800 New Zealanders most in need of employment due to the economic effects of COVID-19 can be employed into work in their own communities,” Shane Jones said. “Workers throughout New Zealand have been significantly impacted by the economic impacts of COVID-19. This

latest investment is in addition to the $100 million earmarked for worker redeployment, of which $28m has already been allocated to Tairawhiti, $6.2m nationally for forestry workers and $36.7m to other regions hard hit by the effects of Covid-19.” The $27.2 m for roading projects means work start almost immediately on improving roads, cycleways, tree maintenance and water projects in seven regions. These are in the Bay of Plenty, the West Coast, ManawatuWhanganui, Wairarapa, Taranaki, top of the South Island and Waikato. The $26m rail investment means work can start early next month on culvert clearing and drainage improvements on regional railway lines. KiwiRail will be working with the Ministry of Social Development to take on and train new regional rail workers. The package announced today consists of: ROADING PROJECTS

Streamlined consents to boost jobs and economic recovery TL Bureau Wellington

The Government has today announced 11 infrastructure projects that will be fast-tracked under a new law to help rebuild the economy after the COVID-19 pandemic. “The specific projects are listed in the COVID-19 Recovery (Fasttrack) Bill that will be introduced In the House later this week. The Bill also opens the way for other projects to be fast tracked to help deliver faster economic growth and more jobs as soon as possible,” Environment Minister David Parker said. “Job rich infrastructure and development projects of different sizes and in different locations around New Zealand will be prioritised. “Extraordinary times sometimes require extraordinary measures. However, positive environmental outcomes will not be sacrificed at the expense of speed. While these projects are being advanced in time, environmental safeguards remain. Part 2 of the Resource Management Act including the recognition of matters of national importance, will continue to apply. “Furthermore, the principles of the Treaty of Waitangi, and Treaty Settlement obligations apply to all projects under this Bill.” The new Bill allows for projects to proceed through a fast track consenting process down three pathways. On the first track are the 11 Government-led projects specified in the legislation and assessed as suitable for the fast-track process. They range from roads to cycleways, rail upgrades, water storage, and housing developments and have the potential to provide

an estimated 1250-plus jobs. Once the Bill passes these projects will be referred directly to Expert Consenting Panels, which will set appropriate conditions on the projects before they can proceed. Expert consenting panels will have similar powers to consenting authorities under the RMA. The second track applies to applications from other public and private projects that will be considered by the Minister for the Environment before being forwarded to the panel. “We are looking forward to ideas from a range of people and organisations including district and regional councils, iwi authorities, NGO’s and the private sector.” David Parker said. Applicants must provide information to the Minister on how the project meets the criteria specified in the Bill. Projects that qualify will be referred to Panels for consideration through an Order in Council. Notified applications for resource consents take on average around four to six months to process, depending on the complexity, significance and the level of contention involved. The new fast track processes are likely to take 45 to 70 working days. Some transport projects will be able to start one to two years sooner under the fast track measure, depending on conditions set by the panel. Thirdly there is an ability for Waka Kotahi NZ Transport Agency, and KiwiRail Holdings Ltd to undertake repair, maintenance and minor upgrade works on existing infrastructure in the road and rail corridor as a permitted activity, which means it would not require a resource consent, but is subject to certain standards.

IFC Report Details Size and Potential of HardCurrency Bond Market in Emerging Economies

TL Bureau, Washington D.C

More than 800 financial institutions in emerging markets issued nearly $1.5 trillion in hardcurrency bonds from 2009 through the first half of 2019. This finding is included in a new report issued today by IFC, a member of the World Bank Group, which shows the increasing size and potential diversity of the fixed-income market in emerging markets. The “Emerging Markets: Assessment of Hard-Currency Bond Market” report finds that banks and nonbank financial institutions in 60 emerging-market countries have a total of $648 billion in hard-

currency bonds outstanding as of June 30, 2019. While relatively small compared to the more than $100 trillion global bond market, this segment is sufficiently large and diversified to support new investment strategies and instruments. Hard-currency bonds in this report are broadly defined as bonds denominated in euros or U.S. dollars with a maturity equal to or longer than one year. The report suggests that many financial institutions that currently issue hard-currency bonds are well positioned to become first-time issuers of green or other social bonds. The report also finds

that since nearly half of the hard-currency bonds issued by financial institutions in emerging markets have a three- or five-year maturity, these institutions are expected to continuously issue new bonds. This can pave the way for new issues of green bonds to finance institutions’ green loan portfolios, which will be critical as the world recovers from the COVID-19 pandemic. “This report provides insight into the market for hard-currency bonds in emerging markets, and the potential for financial institutions to issue more targeted instruments, such as green bonds,” said Paulo de Bolle, Global

Business Secretary leads economic recovery roundtables

Business Secretary Alok Sharma chaired a series of economic recovery roundtables that brought together businesses, business representative organisations, regulators and leading academics. TL Bureau, London Business Secretary Alok Sharma chaired a series of economic recovery roundtables over the last week (10-13 June), bringing together businesses, business representative organisations, regulators and leading academics. Discussions focused on the measures necessary to support economic recovery and ensure we have the right opportunities in place for growth across the country over the next 18 months and beyond. The organisations that participated in the roundtables are set out below, alongside the questions that participants were asked to address. The outputs from these roundtables

will feed directly into the government’s work on economic recovery. This initiative builds on the close engagement between the UK’s business community, the Department for Business, Energy and Industrial Strategy (BEIS) and across Whitehall as we have responded to the pandemic. In addition to the roundtables listed below, ministers are also engaging

with trades unions representatives on these important issues. BEIS has also been accepting written submissions from other parties and individuals interested in the initiative. If you or your organisation would like to submit your ideas and insights in relation to the below questions, please email economic.recovery@beis. gov.uk.

Director of IFC’s Financial Institutions Group. “Banks and other financial institutions may see green and social bonds as a way of meeting environment goals, mitigating negative health and socioeconomic impacts, building sustainable financial systems, and transitioning into a more balanced world economy.” An earlier report produced jointly by IFC and Amundi, Europe’s largest Asset Manager, finds that the global green bond market grew at a faster rate in 2019 with a record issuance of $240 billion. Emerging market green bond issuances rose 21 percent to $52 billion, bringing

the amount outstanding to US$168 billion. These findings signal that investor appetite for green bonds continues to grow, and emerging market issuers are likely to benefit from increasing demand. The Hard Currency Bond Market report is produced in partnership with the Ministry of Finance of Luxembourg, the Swedish International Development Cooperation Agency, and the Swiss State Secretariat for Economic Cooperation SECO, as part of the IFC-managed Green Bond Technical Assistance program, which aims to stimulate the supply of green bonds issued by financial institutions in emerging markets.

The cost of Queensland’s closed border

TL Bureau, Brisbane

The border closure is costing the Queensland economy $16.7 million per day Clarity and confirmation of when Queensland’s border will open is crucial. As internal modelling by the Chamber of Commerce and Industry Queensland (CCIQ) finds the border closure is costing Queensland tourism operators $17 million per day. CCIQ’s economic and policy advisor Jack Baxter explains the confusion and no clarity from Premier Palasczuck on confirming the exact date when the border will open is causing distress and strain on businesses, with the potential to prolong the enormous financial burden. “It’s beyond disappointing that the Premier has not confirmed a border reopening date. “Knowing a date is desperately needed, as our modelling makes it very clear, Queensland businesses are losing close to $17 million per day due to Queensland’s borders being closed to interstate travel.

“Small business owners, especially those in the tourism, accommodation, hospitality and retail industries, are watching their life’s work waste away. “Right now, businesses need certainty and clarity, as they have been pushed to their limits due to months of uncertainty. “Businesses small and large alike need a lead in time to be operational. “The longer the delay in announcing a date, creates more unnecessary uncertainty and gives businesses less time to prepare to be back up and operational. Meaning they are at risk of not be ready to trade, potentially missing out on crucial revenue. “This ongoing confusion could be eliminated today by committing to a reopening date,” Mr Baxter said. Last week, CCIQ released findings from the most recent SuncorpCCIQ Pulse survey, which shows 90% of businesses said their sales and revenue projections had fallen as a result of the COVID-19 restrictions.

EARLY SIGNS POINT TO ECONOMIC STABILISATION AND RECOVERY

Latest data from CBA’s Global Economic and Markets Research team indicates a stabilisation and recovery is underway in household spending with some big changes in May.

TL Bureau, Parramatta The staged re-opening of the economy and the implementation of fiscal support policies are noticeably influencing household spending – according to the latest monthly Commonwealth Bank Household Spending Intentions (HSI) series, which includes data to the end of May 2020. Commonwealth Bank Chief Economist Stephen Halmarick said: “We are seeing some big changes taking place in household spending that provide early signs of stabilisation and recovery in some parts of the Australian economy, largely driven

by changes in government policy. “Data up to the end of May 2020 showed retail spending intentions

jumped higher on the month, consistent with our CBA credit and debit card spending data.

Improvement was also seen in entertainment spending intentions. After big falls in April, spending

intentions stabilised for home buying and travel. Health and fitness spending intentions also stabilised after recent gains, while some weakness was evident for education spending intentions and motor vehicle spending intentions. Mr Halmarick says home buying spending intentions stabilised in May due to an increase in mortgage applications as house prices fell. “This was especially the case for owner-occupiers looking to lock in low fixed rate mortgages. Online Google searches related to home buying decreased in previous months and is in line with house price falls for the month.”

World Elder Abuse Awareness Day 2020

TL Bureau, Canberra

The Morrison Government is committed to ending the abuse of Australia’s seniors in all its forms. Coinciding with World Elder Abuse Awareness Day, a new awareness campaign has today been launched to highlight the issue and assist those experiencing physical, emotional and financial abuse to get help. The one-minute video titled ‘Elder Abuse: Everyone’s Business’, was developed by the Commonwealth Attorney-General’s Department and builds on the many existing initiatives the Government is delivering through the National Plan to Respond to the Abuse of

Older Australians. ‘Elder abuse is everyone’s business and its incumbent on all of us to speak up if we witness or suspect it is occurring to someone we know or love,’ Attorney-General Christian Porter said. ‘The video also highlights the many avenues of support that are available to those experiencing abuse, including the COMPASS website and 1800 ELDERHelp line, which has provided direct assistance to more than 500 individuals since its launch late last year.’ Minister for Aged Care and Senior Australians, Richard Colbeck said there had never been a more important time to raise awareness

about this important issue. It follows the Federal Government announcement it would implement a Serious Incident Response Scheme to protect vulnerable and senior Australians from abuse and neglect. The initial $23 million investment, announced yesterday, will be rolled out from July 1, 2021. ‘The Federal Government continues to take important steps towards the ongoing protection and welfare of vulnerable and senior Australians,’ Minister Colbeck said. ‘Any abuse of a care recipient is unacceptable and that is why we committed to implementing a Serious Incident Response Scheme for residential aged care

in the 2019-20 Budget. ‘These are significant steps forward but we know there is still work to do - as revealed by the Royal Commission into Aged Care Quality and Safety’s interim report.’ Minister Colbeck said efforts to strengthen the protections of senior Australians in aged care continued with the monitoring of the quality standards through the independent Aged Care Quality and Safety Commission. The Government also funds the Older Persons Advocacy Network (OPAN) to provide free, confidential and independent advocacy support to older people and their representatives receiving, or seeking to receive,

Government-funded aged care services. OPAN will also continue elder abuse prevention as part of their aged care advocacy services. The Federal Government remains committed to working with States and Territories to consider reforms to enduring power of attorney laws, and will consider the issue of registration of enduring instruments when the Council of Attorneys-General meets next month. ‘Improved safeguards around the use of enduring powers was a key recommendation of the Australian Law Reform Committee’s 2017 elder abuse report, and the government supports ongoing discussion in this important area’, the AttorneyGeneral said.

Stanford researchers develop artificial synapse that works with living cells

Researchers have created a device that can integrate and interact with neuron-like cells. This could be an early step toward an artificial synapse for use in brain-computer interfaces. BY Taylor Kubota California In 2017, Stanford University researchers presented a new device that mimics the brain’s efficient and low-energy neural learning process. It was an artificial version of a synapse – the gap across which neurotransmitters travel to communicate between neurons – made from organic materials. In 2019, the researchers assembled nine of their artificial synapses together in an array, showing that they could be simultaneously programmed to mimic the parallel operation of the brain. Prof. Alberto Salleo and graduate student Scott Keene in the lab Now, in a paper published June 15 in Nature Materials, they have tested the first biohybrid version of their artificial synapse and demonstrated that it can communicate with living cells. Future technologies stemming from this device could function by responding directly to chemical signals from the brain. The research was conducted in collaboration with researchers at Istituto Italiano di Tecnologia (Italian Institute of Technology – IIT) in Naples, Italy, and at Eindhoven University of Technology in the Netherlands. “This paper really highlights the unique strength of the materials that we use in being able to interact with living matter,” said Alberto Salleo, professor of materials science and engineering at Stanford and co-senior author of the paper. “The cells are happy sitting on the soft polymer. But the compatibility goes deeper: These materials work with the same

molecules neurons use naturally.” While other brain-integrated devices require an electrical signal to detect and process the brain’s messages, the communications between this device and living cells occur through electrochemistry – as though the material were just another neuron receiving messages from its neighbor. How neurons learn The biohybrid artificial synapse consists of two soft polymer electrodes, separated by a trench filled with electrolyte solution – which plays the part of the synaptic cleft that separates communicating neurons in the brain. When living cells are placed on top of one electrode, neurotransmitters that those cells release can react with that electrode to produce ions. Those ions travel across the trench to the

second electrode and modulate the conductive state of this electrode. Some of that change is preserved, simulating the learning process occurring in nature. “In a biological synapse, essentially everything is controlled by chemical interactions at the synaptic junction. Whenever the cells communicate with one another, they’re using chemistry,” said Scott Keene, a graduate student at Stanford and colead author of the paper. “Being able to interact with the brain’s natural chemistry gives the device added utility.” This process mimics the same kind of learning seen in biological synapses, which is highly efficient in terms of energy because computing and memory storage happen in one action. In more traditional computer

systems, the data is processed first and then later moved to storage. To test their device, the researchers used rat neuroendocrine cells that release the neurotransmitter dopamine. Before they ran their experiment, they were unsure how the dopamine would interact with their material – but they saw a permanent change in the state of their device upon the first reaction. “We knew the reaction is irreversible, so it makes sense that it would cause a permanent change in the device’s conductive state,” said Keene. “But, it was hard to know whether we’d achieve the outcome we predicted on paper until we saw it happen in the lab. That was when we realized the potential this has for emulating the long-term learning process of a synapse.”

A first step This biohybrid design is in such early stages that the main focus of the current research was simply to make it work. “It’s a demonstration that this communication melding chemistry and electricity is possible,” said Salleo. “You could say it’s a first step toward a brain-machine interface, but it’s a tiny, tiny very first step.” Now that the researchers have successfully tested their design, they are figuring out the best paths for future research, which could include work on brain-inspired computers, brain-machine interfaces, medical devices or new research tools for neuroscience. Already, they are working on how to make the device function better in more complex biological settings that contain different kinds of cells and neurotransmitters. Additional Stanford co-authors include Armantas Melianas, a postdoctoral research fellow in materials science and engineering, and Yaakov Tuchman, graduate student in materials science and engineering. Claudia Lubrano of Istituto Italiano di Tecnologia and Università di Napoli Federico II is co-lead author of this paper. Yoeri van de Burgt of Eindhoven University of Technology and Francesca Santoro of Istituto Italiano di Tecnologia are co-senior authors. Additional co-authors of this paper include researchers from Istituto Italiano di Tecnologia (Italy), Eindhoven University of Technology (The Netherlands and Cicci Research (Italy).

TL Bureau, London green number plates for electric vehicles to be introduced across the UK from autumn £12 million investment also announced for groundbreaking zero-emission vehicle research cleaner, greener transport will help people to travel safely and drive a green economic recovery as the country rebuilds Green number plates are set to be rolled out from autumn, Transport Secretary Grant Shapps confirmed today (16 June 2020), under plans to drive a green economic recovery. As part of the government’s plans to achieve net zero emissions by 2050, drivers will be encouraged to make the switch to electric vehicles through the introduction of green number plates. The plates will make it easier for cars to be identified as zero emission vehicles, helping local authorities design and put in place new policies to incentivise people to own and drive them. For example, drivers could benefit from local initiatives such as cheaper parking and cost-free entry into zeroemission zones where those with a green number plate will be recognised as eligible. The plates will be identifiable by a green flash on the lefthand side and will be available for zero emission vehicles only. Example of front and rear green number plates. Transport Secretary Grant Shapps said: A green recovery is key to helping us achieve our net zero carbon commitments while also promoting economic growth. Green number plates could unlock a number of

incentives for drivers and increase awareness of cleaner vehicles on our roads, showing people that a greener transport future is within our grasp. We’re supporting small businesses to develop the transport tech of the future through a multi-million pound investment, ensuring that UKbusinesses remain at the forefront of low carbon innovation and research.’’ This follows the conclusion of a consultation, inviting comments from the public, local authorities and industry stakeholders from a range of sectors including motoring and consumer groups and vehicle manufacturers on how best to introduce green number plates. To further accelerate the government’s plans to drive a green recovery, £12 million funding for ground-breaking research into the zeroemission market has also been announced to develop greener vehicles and help improve

vehicle charging technology. The funding, made available through the Office for Low Emission Vehicles (OLEV) and delivered through Innovate UK, will see £10 million for a new Zero Emission Vehicle Innovation Competition. This will invite applicants to bid for project funding to support advancements in both battery electric and hydrogen vehicles, as well as charging infrastructure. OLEV is also providing £2 million to UK small and medium businesses to support their research into zero-emission vehicles in areas such as battery technology, which could be used by major vehicle manufacturers in future electric vehicle production. The funding will help these businesses to drive local economic growth through research and development projects in areas including charging infrastructure and zero emission vehicles, which could in turn create over 6,000 skilled jobs.

WNBA Announces Plan WA BASKETBALL – RETURN TO SPORT UPDATE To Tip Off 2020 Season TL Bureau, Perth

TL Bureau, New York

After significant discussions with the league’s key stakeholders, including the Women’s National Basketball Players Association (WNBPA), the WNBA today announced elements of plans to return to the court to begin the WNBA 2020 season. The league is finalizing a partnership that would make IMG Academy in Bradenton, Florida, the Official Home of the 2020 WNBA season highlighted by a competitive schedule of 22 regular-season games followed by a traditional playoff format. Beginning in July, IMG Academy will be the home for each of the league’s 12 teams and serve as a single site for training camp, games and housing. The top priority continues to be the health and safety of players and staff, and the league is working with medical specialists, public health experts, and government officials on a comprehensive set of guidelines to ensure that appropriate medical protocols and protections are in place. Due to the fluid situation resulting from the pandemic, the league and players will continue to review the appropriate health and safety protocols and make necessary changes to the plan prior to arriving on site for the start of training camp and throughout the season. “We are finalizing a season start plan to build on the tremendous momentum generated in the league during the offseason and have used the guiding principles of health and safety of players and essential staff to establish necessary and extensive protocols,” said WNBA Commissioner Cathy Engelbert. “We will continue to consult with medical experts and public health officials as well as players, team owners and other stakeholders as we move forward with our execution plan. And, despite the disruption caused by the global pandemic to our 2020 season, the WNBA and its Board of Governors believe strongly in supporting and valuing the elite women athletes who play in the WNBA and therefore, players will receive their full pay and benefits

during the 2020 season.” “As home to some of the world’s leading athletes, coaches and performance experts, IMG Academy is thrilled to partner with the top basketball players in the world and the entire WNBA family,” said Tim Pernetti, Executive Vice President, IMG Events & Media. “We are truly looking forward to becoming the Official Home of the 2020 WNBA Season and working closely with the league in providing our bestin-class training and competition environment.” Throughout this unique season format where all players will be at the same place, at the same time, a first in the league’s history, the WNBA will build on its commitment to social justice and will support players in launching a bold social justice platform as a call to action to drive impactful, measurable and meaningful change. The WNBA 2020 season will include a devoted platform led by the players that will aim to support and strengthen both the league and teams’ reach and impact on social justice matters. As recently announced, this began with the WNBA making donations from sales of its “Bigger Than Ball” women’s empowerment merchandise to the Equal Justice Initiative. “The WNBA opposes racism in all its forms, and George Floyd and Breonna Taylor are the latest names in a list of countless others who have been subject to police brutality that stems from the systemic oppression of Black Lives in America, and it is our collective responsibility to use our platforms to enact change,” said Engelbert. “In our discussions with the league, we emphasized and they

agreed that a strong commitment to a 2020 season will give the WNBA the chance to show the world that it’s taking the steps needed to secure our livelihood and well-being, while also providing the opportunity to amplify our collective voice,” said WNBPA President Nneka Ogwumike. “We have always been at the forefront of initiatives with strong support of #BlackLivesMatter, #SayHerName, the LGBTQ+ community, gun control, voting rights, #MeToo, mental health and the list goes on. This is not only necessary from a humanitarian perspective, but it may be one of the biggest opportunities that this league has and will ever have.” “As in recent CBA negotiations, the WNBPA Executive Committee worked tirelessly to represent the interests of all players as the league planned to launch a 2020 season,” said WNBPA Executive Director Terri Jackson. “Our society has learned or perhaps has been reminded of an important lesson: women are integral to the economic stability of their families and their communities. The league and the teams’ commitment makes a statement.” Under the current plan, teams will report to IMG Academy in early July and regular-season action will tip off in late July after a team training camp period. Although the WNBA 2020 season will be played without fans in attendance due to the COVID-19 pandemic, the league will continue to build on the current momentum around the WNBA and the players, while offering fans a front row seat at home thanks to broadcast partners ESPN, CBS Sports Network and NBA TV and their ongoing commitment to women’s sports.

Basketball WA is pleased to confirm that community basketball training can resume in a limited capacity indoors in groups no more than 20 with no contact from Monday, May 18, 2020 in Western Australia. This encouraging step towards the full return of basketball in WA has been made possible by the easing of social distancing restrictions and group gatherings, as announced on Sunday by WA Premier Mark McGowan. Under the State Government’s COVID-19 WA Road Map, 18 May represents the date that Phase 2 conditions will be applied to WA communities, which will allow for a return to non-contact indoor training. However, it is critical to understand that training during this phase is limited to one group of 20 per indoor venue. The WA Government COVID Safety Plan – Sport and Recreation outlines this requirement HERE which also outlines allowed usage of outdoor courts. See also the basketball in WA return to play ROAD MAP. We have included a CHECKLIST for associations to complete before they consider beginning training and we need to make sure that all hygiene and social distancing protocols are met in everything we do. Over the coming days all Associations in WA will need to start their planning and preparation if they seek to return to training from 18 May. This will include clarification on the number of spaces in your venue where there are multiple rooms. We are working with the Department of Local Government, Sport and Cultural Industries to provide more guidance on this. Associations should also complete the WA Government’s COVID Safety Plan before they can recommence any basketball activities. It is important that everyone involved with community basketball in Western Australia clearly understands the requirements for a safe return to training, so that basketball continues contributing to positive community health outcomes, while also increasing the possibility of a full return to play sooner. It is also important to note that although a return to non-contact training in small groups will be permitted, it is still expected to be some time

before basketball returns to play, with a number of Government restrictions required to be lifted before this occurs. DOMESTIC COMPETITIONS Domestic competitions remain suspended. Domestic Competitions should be able to return under set conditions and protocols once Western Australia enters into Phase 3 of the WA Government COVID-19 roadmap. It is hoped that this will be in mid-June, but once the government has announced this date, we will confirm this timeframe with Associations and ensure they receive appropriate advice. Further safety protocols will be provided at that point in time, so that we can progress further with basketball training and competition. SBL COMPETITION AND DIVISION 1 The SBL and Division 1 2020 seasons have been cancelled. A return to competition with any spectators will not be allowed in Western Australia until Phase 4 of the WA Government COVID-19 roadmap and there is no indication of this being able to occur before at least September. In this case, after ongoing consultation with the Clubs, it has been decided to cancel the season that had been planned and fixtured for 2020. Basketball WA will however, work with the Associations in the coming weeks to determine what type of competition can be run for this group of players. Basketball WA has every intention of providing the opportunity for this group of players to compete at some level in 2020 and we will be guided by government and Associations in when and how we will be able to do this. WABL COMPETITION To safely and effectively run a WABL competition Basketball WA believe that we need to be able to effectively operate at a capacity that allows multiple games at the same venue with squads of 10 players. Once again, we will be guided by government as to when this can occur, but our current expectation is that the WABL competition will be able to commence on the final weekend of the July School Holidays. We will do everything we can to work with government at State and local level and our Associations to make this happen.

strong support through this and a range of other measures. “I am also incredibly proud of the work our own team has been doing day in-day out, together with our sport partners to work through these challenging times. This is fantastic news for those athletes and coaches who have just returned to training and striving for success in the green and gold next year and beyond. “Sport is a foundation of the Australian way of life and at

the ASC, we are passionate about helping athletes - at all levels - be the best they can.” Over $3.9m will be directed towards supporting technology and innovation through key sporting infrastructure, including projects for Australia’s swimmers, paddle and winter sport athletes, along with an infrastructure funding pool, managed by the AIS and enabling a wide range of smaller sports to access the very best in sports technology.

Australian athletes receive over $50m in funding

TL Bureau, Canberra

The Board of the Australian Sports Commission (ASC) and the Australian Institute of Sport (AIS) has welcomed the Federal Government’s $54.5 million investment in high performance sport, announced today by Minister for Sport, Senator the Hon Richard Colbeck. With just over a year to go until the rescheduled Tokyo 2020 Games, the investment is recognition

of the hard work of Australia’s high performance athletes, coaches and support staff, along with the efforts of the ASC and AIS in assisting national sporting organisations (NSOs) in particular through the challenges of COVID-19. With $50.6m allocated over two years, the funding enables the AIS to maintain baseline support for NSOs, thereby providing certainty for Olympic and Paralympic hopefuls, and athletes looking toward the

2022 Beijing Winter Olympic and Birmingham Commonwealth Games. ASC Chair John Wylie said the additional investment is a huge boost for Australia’s high performance system. “No sector has been immune to fallout as a result of COVID-19 but our Olympic, Paralympic and Commonwealth Games sports have been doing it really tough,” Wylie said. “I’d like to thank Minister Colbeck and the Federal Government for the

Tokuyama and Toyota Start Verification Tests in Japan for Stationary Fuel Cell Generator that Uses By-product Hydrogen

TL Bureau, Shunan City, Yamaguchi

Tokuyama Corporation (Tokuyama) and Toyota Motor Corporation (Toyota) announce that they have commenced verification tests, using by-product hydrogen, of a stationary fuel cell generator (FC generator) that makes use of the fuel cell system (FC system) installed in the Mirai Fuel Cell Electric Vehicle (FCEV). The FC generator has been set up within the Tokuyama Factory grounds in Shunan City, Yamaguchi Prefecture. The tests are scheduled to continue until the end of March 2022. By using components from the Mirai FC system, such as the FC stack, power control unit (PCU), and secondary battery, Toyota seeks to produce a highperformance generator at a reasonable price. Development on the FC generator was carried out jointly by Toyota and Toyota Energy Solutions, Inc. The newly introduced FC generator is based on the FC generator with a rated output of 100 kilowatts that has undergone verification tests since September 2019 at Toyota’s Honsha Plant grounds in Toyota City, Aichi Prefecture. The rated output has been changed to 50 kilowatts, and other enhancements have been made, such as adjusting the component layout to improve maintenance. A feature of the new tests is the use of hydrogen generated as a

by-product in the manufacture of sodium hydroxide by Tokuyama, using the chloralkali process as fuel for the FC generator. Tokuyama will be responsible for the steady supply of byproduct hydrogen, and the electricity produced by the FC generator will be supplied to the Tokuyama Factory at a rated output of 50 kilowatts. Toyota will verify and evaluate aspects including the energy efficiency―the amount of electricity generated per unit of hydrogen―the stability of the generated output, durability, ease of maintenance of the generator, and the impact of salt-air damage from the sea breezes. In addition, the tests will be used to estimate the impact on power generation from the use of by-product hydrogen, and the economics of this in comparison with purchasing from an external source. Moving forward, Tokuyama will consider a business model, which contributes

The United States Condemns Maduro’s Latest Step to Rig the Next Venezuelan Election TL Bureau, Washington D.C. Michael R. Pompeo, Secretary of State said about Venezuela’s election that Free elections are the path out of Venezuela’s deep political crisis. Unfortunately, on June 12, the Maduro regime-controlled

Supreme Court continued to manipulate the Venezuelan Constitution by illegally naming a new, regime-aligned National Electoral Council (CNE). Venezuelans deserve an independent CNE. The Venezuelan Constitution gives the democratically elected National

Assembly the responsibility of electing the CNE members. Without following this process, elections that represent the will of the people are impossible. The regime has selected a CNE that will rubber-stamp its decisions and ignore the conditions required for free elections.

Use of powers under the Emergency Powers Act to end – state of emergency to be lifted today, 16 June

TL Bureau, Helsinki

Based on the situational assessment received on Monday 15 June, the Government has determined that the COVID-19 epidemic can be managed using the regular powers of the authorities. The number of diagnosed cases and deaths has remained lower in Finland than in many of its peer countries. The restrictive measures imposed and the recommendations issued have been effective in curbing the epidemic and protecting risk groups.

Arab League Condemns Turkish Military Operation in Northern Iraq TL Bureau, Cairo Secretary-General of the Arab League Ahmed Aboul Gheit condemned today the military operation launched by Turkey in the regions of Northern Iraq for allegedly chasing elements of the Kurdistan Workers’ Party, stressing that the Turkish military interference represents an attack on the Iraqi sovereignty, and without coordination with the government in Baghdad. international law and its relations with its Arab neighbors. A statement issued by the Arab League General Secretariat today said that the Arab League’s council had adopted a resolution last March condemning the ongoing Turkish interferences in the Northern Iraq under the title “Taking a unified Arab Stance towards the Turkish forces’ violation of Iraqi sovereignty” and the Arab countries unanimously approved this decision except one country had reservations about it

Norwegian exports Secretary Pompeo’s Participation in the EU Foreign Affairs Council of defence-related products in 2019 TL Bureau, Washington D.C.

TL Bureau, Oslo

Today, the Government presented the annual white paper on exports of defence-related products. In 2019, Norwegian companies exported arms and military equipment worth around NOK 4.4 billion, as compared with NOK 4.8 billion in 2018. The total value of exports of defence-related products and services, technology and dualuse items for military use from Norway in 2019 was just under NOK 5.6 billion. ‘Norway maintains a higher level of transparency about defence-related exports than most countries. This applies to access to information both about the exports themselves and about the Ministry’s processing of export licence applications for defence-related products. The Government considers it important to continue to ensure this level of transparency,’ said Minister of Foreign Affairs Ine Eriksen Søreide. The value of exports of arms, ammunition and other military equipment was around NOK 4.4 billion in 2019, which is 8 % lower than in 2018. The export value of dual-use items

for military use was NOK 739 million, which is a drop of 34 %. The total value of exports of defence-related services, repairs, production rights and brokering services was NOK 745 million, an increase of 44 %. Overall, exports of defence-related products and dual-use items for military use decreased by 11 %. If exports of defence-related services, repairs, production rights and brokering services are also included, the total decrease was 6 %. In 2019, 29 export licence applications were denied. The main importers of defencerelated products from Norway are still other NATO countries, Sweden and Finland. In 2019, exports of arms and ammunition to these countries accounted for about 90 % of total defencerelated exports. Exports of other military equipment to these countries accounted for 87 % of the total in 2019. There will be natural variations in the figures for specific years, depending on when deliveries take place. The deliveries may be unevenly distributed over the contract period and the export value will therefore vary from year to year.

Office of the Spokesperson said, “Secretary Michael R. Pompeo spoke today by video conference with EU High Representative Josep Borrell and EU member state foreign ministers during the Foreign

Affairs Council (FAC). Secretary Pompeo, High Representative Borrell, and the ministers discussed the importance of the Transatlantic partnership in rebuilding our economies post-COVID, as well as upholding our shared commitment to democratic values that serve as a

bulwark against Russian and PRC attempts to undermine democratic societies. The Secretary highlighted joint U.S. and EU resolve to uphold Ukraine’s sovereignty and territorial integrity and our insistence that Russia cease its aggressive actions in the Donbas region.”
