AUSTRAC financial intelligence identified people in Australia allegedly sending suspicious payments to known facilitators of child abuse material (CAM) in the Philippines. The 62-year-old was allegedly one of those customers and is suspected of transferring approximately $65,000 to various beneficiaries in the Philippines since 2006. SA JACET, which comprises Australian Federal Police and South Australia Police executed a search warrant at the man’s home on 16 July 2020. Police seized a laptop, USB, several DVDs and CDs, a dozen Western Union money transfer forms and a number of external hard drives for further examination. Investigators allegedly found child abuse material and extensive communication with suspected Philippines’ residents when they

French cigarette smuggler says ‘au revoir’ to $20,000

A French national with permanent residency in Australia has said ‘au revoir’ to over $20,000 after being sentenced in a Perth court for attempting to smuggle 29 cartons of cigarettes across the border. The 67-year-old, who lives in Sydney, was caught at Perth International Airport on 11 October 2018 after returning on a flight from Dubai. Biosecurity officers noticed anomalies in an x-ray of the man’s baggage and referred him to Australian Border Force (ABF) officers who located 29 cartons and two loose packets of cigarettes. In total there were 5,840 cigarettes, which at the time would have attracted Duty payable of $4,714. On his Incoming Passenger Card (IPC) the man declared he did not have more than the Duty free allowance of 25 cigarettes. The man later admitted he purchased the cigarettes in France and Egypt, and claimed they were for personal use. He subsequently pleaded guilty to three charges, and on Friday, 28 August 2020, the Deputy Chief Magistrate in Perth imposed the

A total of 30 New Zealand citizens were removed from Australia last week on two charter flights departing from Perth, Sydney and Brisbane. The men had been convicted of a range of serious criminal activities including sexual intercourse with a person aged between 10 and 14, domestic violence against minors,assault and drug offences, aggravated robbery and stalk and intimidate, aggravated break and enter, assault and larceny. ABF Commander Field Operations, Ben Biddington, said the removal of these people to New Zealand highlighted the Australian Border Force’s (ABF) continued resolve to remove non-citizens who pose a threat to the Australian community.
“These non-citizens have been convicted of very serious crimes. Noncitizens who are found not to meet character requirements, and whose visas are cancelled, are not entitled to remain in Australia,” Commander Biddington said. “The Australian Government is responsible for protecting the community from the risk of harm arising from foreign nationals who choose to engage in criminal activity. A 66-year-old man from the Northern Territory is due to face court today, charged with possessing child abuse material following an investigation by the Northern Territory Joint Anti Child Exploitation Team (NT JACET). Officers executed a search warrant at the man’s home in Bellamack in Palmerston last Friday (28 August 2020). During a search of the home, police seized a number of electronic items, including three computers and numerous hard drives which police will allege contained child abuse material. Home improvements cheaper as building consent rules relaxed

Homeowners, DIYers and builders are set to save both time and money from today as rules that make basic home improvements easier and cheaper take effect, Building and Construction Minister Jenny Salesa says. “Exemptions to the Building Act, which remove the need for a consent for low-risk building works, mean less red tape and lower compliance costs for homeowners. “It means certain structures can be built for less without any unexpected hold-ups that may have resulted from needing building consent. And it will also help to improve the productivity of the building and construction sector, supporting the COVID-19 recovery,” says Jenny Salesa.
The new exemptions cover singlestorey detached buildings up to 30 square metres – including sleepouts, sheds and greenhouses; as well as carports, awnings, and outdoor fireplaces. Each year, the changes are expected to result in 9,000 fewer consents for councils to process, and could save homeowners up to $18 million in costs. “These exemptions are just one part of my broader building system reform programme, which includes the Construction Sector Accord Transformation Plan, the Construction Skills Action Plan, Building Law reforms, the Building Levy reduction which commenced on 1 July, and the recently announced Building for Climate Change programme,” Jenny Salesa said.

The Minister officially opened 10 relocatable cabins in Raukokore on the East Cape this morning. A further 18 relocatable cabins will be placed on the whenua by the end of 2020. “Te Whānau a Maruhaeremuri Hapū Trust have put a tremendous amount of effort into launching this modular solution. Hei Kāinga mo Maru is a special day for Raukokore whānau as they unveil a model that could apply in other remote parts of the country
where full onsite solutions to accomodate power, waste and water alternatives are available. “This initiative is a practical example of this Government’s newly launched Te MAIHI o te Whare Māori – the Māori and Iwi Housing Innovation Framework for Action (MAIHI) and highlights the new approach to partnering with Māori to realise their housing dreams,” said Minister Mahuta. The relocatable modular cabins are being provided through funding by the Ministry of Housing and Urban Development. Hei Kāinga mo Maru is complemented by $17.3 million funding received through the Provincial Growth Fund for economic growth and employment opportunities in the area, enabling
more whānau to move back to Raukokore and warm, safe homes. Through Budget 2020 the Government invested $570m to deliver 6,000 public houses and 2,000 transitional housing places over the next four to five years across the motu. “Raukokore is the heart of Te Whānau a Maruhaeremuri and like many areas in rural Aotearoa, suffers from no housing supply. Foreign Affairs Minister Winston Peters and Civil Defence Minister Peeni Henare welcome the deployment of five more DART (Deep-ocean Assessment and Reporting of Tsunami) buoys. “We are pleased to deliver a lifesaving line of defence, built from the most advanced DART buoy tsunami detection technology available, to keep New Zealanders safe,” said Mr Peters. “It was alarming to find the previous government had left New Zealanders wide open to potential catastrophe by relying on reporting from a single faulty DART buoy on the blink.” “Given our place in the Pacific puts us at risk from many different tsunami sources, we had to act
with serious urgency to secure our coastal regions.” “These DART buoys will undoubtedly save lives as detecting a tsunami early allows us to provide immediate warnings through a range of communications channels including Emergency Mobile Alerts,” Mr Peters said. The DART buoy network will provide ongoing tsunami monitoring and detection information for New Zealand and Pacific countries, including Tokelau, Niue, the Cook Islands, Samoa and Tonga. “New Zealand is always among the first to offer support to our Pacific partners in the wake of a natural disaster. Mr Peters said. “Tsunamis can be devastating for our communities, including those in the Pacific, not only due to the
death and destruction they cause but through widespread economic damage that can take years to recover from.” The NIWA research vessel RV Tangaroa left on its month-long deployment this Friday 28 August. “The Coalition Government is further delivering on its promise to establish the comprehensive DART buoy network to protect New Zealanders and our Pacific neighbours by ensuring the right tools are in place to detect a tsunami at the earliest opportunity,” Mr Henare said. “The network will be completed in 2021, with the last three DART Buoys to be deployed near the New Hebrides Trench to monitor tsunami sources near New Caledonia and the Solomon Islands,” Mr Henare said.
Level 3 everyone should work from home if they can. The key difference between Alert Level 2 and Alert Level 3 is that in Alert Level 3 customers must not enter the premises of most businesses. In Alert Level 3, interactions with customers must be contactless, including for ordering, payment, and pickup or delivery. At Alert Level 3, business cannot offer services that involve close physical contact, for example hairdressing. The only exceptions for customers to enter premises are supermarkets, dairies, petrol stations, pharmacies, licensing trusts, and permitted health services. However, these businesses must manage the number of customers to ensure physical distancing can be maintained. In smaller premises,
such as dairies, this may require a one in one out policy. Under Alert Level 2, customers may enter premises provided measures are taken to ensure the safety of customers and workers and that the risk of COVID-19 transmission is managed. At Alert Level 2 there are specific restrictions in place for hospitality businesses, including limiting groups to ten people, and keeping them seated, separated from other groups by one metre, and served by a single person. EQC’s operations and legislation will change in response to the Inquiry into the Earthquake Commission, undertaken by Dame Silvia Cartwright. Grant Robertson says the Government is adamant no other community should live through botched repairs and years of trauma and uncertainty following a significant natural disaster. “This week marks 10 years since the Darfield-centred quake, which was the first in a series of devastating Canterbury earthquakes. “EQC was not prepared for the 469,431 claims it received following the quakes. There was also no plan for a managed repair programme, yet EQC was asked to implement one, while also processing claims. “We expect to introduce legislation in the middle of next year to modernise the EQC Act. The new Act will respond to many recommendations in
the Inquiry’s report, providing certainty for claimants and agencies involved in responding to natural disaster,” Grant Robertson said. Megan Woods says the Government has already made changes to resolve some of the issues highlighted by Dame Silvia, for example providing access to affordable dispute resolution through the Greater Christchurch Claim Resolution Service and the Canterbury Earthquake Insurance Tribunal. “We will now build on the progress made, and the Government is committed to implementing all of the recommendations in the report. “EQC has already made a number of changes to their operations, including introducing case managers and are committed to becoming a more claimant centred organisation, but Dame Silvia has identified other areas for improvement which will also be implemented,” Megan Woods said.
Recall of raw milk containing Campylobacter from Lindsay Farm in Waipukurau

Raw (unpasteurised) drinking milk from Central Hawke’s Bay producers Lindsay Farm is being recalled after Campylobacter bacteria was found in some product. The recall affects Lindsay Farm branded raw drinking milk with a date marking between 3 July and 11 August, distributed in a range of locations between Dannevirke and Auckland. The product is sold in 2-litre plastic bottles.
Hawke’s Bay District Health Board have confirmed Campylobacter infection in a person whose family regularly drank Lindsay Farm’s raw milk. The person was admitted to hospital but has since been discharged. There are no other reports of illness in the family. Ministry for Primary Industries (MPI) food compliance manager Melinda Sando says people with Lindsay Farm raw milk at home should visit the MPI recalls website to check if it is among the batches of recalled product.

Ombudsman Kate Carnell says small businesses have until Sunday (30 August, 2020) to share their experiences with insurance providers by completing the online survey. “We’ve had an overwhelming response to this inquiry since we launched it earlier this month, which shows how big an issue insurance accessibility is for small businesses,” Ms Carnell says. “The feedback we’ve had from small businesses so far has been insightful and concerning, with many small businesses claiming to have been denied insurance outright. “This is particularly the case for many small businesses seeking public liability insurance, which is essential to continue their
operations. “We’ve heard from a number of small businesses that have been unable to get insurance for natural disasters. “Cost has also emerged as a major issue, with many small businesses complaining their insurance premiums have doubled or even tripled in just a few years. “Over the coming months we will be investigating these claims and examining if small business insurance products are fit for purpose. “Of serious concern has been the number of small businesses that have had their insurance policies substantially changed, reducing the level of coverage, without their consent and with no refund of premiums. In WHO global pulse survey, 90% of countries report disruptions to essential health services since COVID-19 pandemic

WHO to roll out learning and monitoring tools to improve service provision during pandemic The World Health Organization (WHO) today published a first indicative survey on the impact of COVID-19 on health systems based on 105 countries’ reports. Data collected from five regions over the period from March to June 2020 illustrate that almost every country (90%) experienced disruption to its health services, with low- and middle-income countries reporting the greatest difficulties. Most countries reported that many routine and elective services have been suspended, while critical care - such as cancer screening and treatment and HIV therapy – has seen high-risk interruptions in low-income countries. “The survey shines a light on the cracks in our health systems, but it also serves to inform new strategies to improve healthcare
provision during the pandemic and beyond,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “COVID-19 should be a lesson to all countries that health is not an ‘either-or’ equation. We must better prepare for emergencies but also keep investing in health systems that fully respond to people’s needs throughout the life course.” Services hit across the board: Based on reports from key informants, countries on average experienced disruptions in 50% of a set of 25 tracer services. The most frequently disrupted areas reported included routine immunization – outreach services (70%) and facility-based services (61%), non-communicable diseases diagnosis and treatment (69%), family planning and contraception (68%), treatment for mental health disorders (61%), cancer diagnosis and treatment (55%). Countries also reported disruptions in malaria diagnosis and treatment (46%), tuberculosis
case detection and treatment (42%) and antiretroviral treatment (32%). While some areas of health care, such as dental care and rehabilitation, may have been deliberately suspended in line with government protocols, the disruption of many of the other services is expected to have harmful effects on population health in the short- mediumand long-term. Potentially lifesaving emergency services were disrupted in almost a quarter of responding countries. Disruptions to 24-hour emergency room services for example were affected in 22% of countries, urgent blood transfusions were disrupted in 23% of countries, emergency surgery was affected in 19% of the countries. Disruption due to a mix of supply and demand side factors. 76% of countries reported reductions in outpatient care attendance due to lower demand and other factors such as lockdowns and financial difficulties. The most
commonly reported factor on the supply side was cancellation of elective services (66%). Other factors reported by countries included staff redeployment to provide COVID-19 relief, unavailability of services due to closings, and interruptions in the supply of medical equipment and health products. Many countries have started to implement some of the WHO recommended strategies to mitigate service disruptions, such as triaging to identify priorities, shifting to on-line patient consultations, changes to prescribing practices and supply chain and public health information strategies. However, only 14% of countries reported removal of user fees, which WHO recommends to offset potential financial difficulties for patients. The pulse survey also provides an indication of countries’ experiences in adapting strategies to mitigate the impact on service
provision. Despite the limitations of such a survey, it highlights the need to improve real-time monitoring of changes in service delivery and utilization as the outbreak is likely to wax and wane over the next months, and to adapt solutions accordingly. To that end, WHO will continue to work with countries and to provide supportive tools to address the fallout from COVID-19. Given countries’ urgent demand for assistance during the pandemic response, WHO is developing the COVID19: Health Services Learning Hub, a web-based platform that will allow sharing of experiences and learning from innovative country practices that can inform the collective global response. WHO is also devising additional surveys at the sub-national level and in health facilities to gauge the longer-term impact of disruptions and help countries weigh the benefits and risks of pursuing different mitigation strategies.

“If countries are serious about opening, they must be serious about suppressing transmission and saving lives”, said WHO chief Tedros Adhanom Ghebreyesus, briefing reporters from Geneva. “Opening up without having control, is a recipe for disaster.” While this may seem an impossible balance, it can be done if countries are in control of transmission, he said. The more control they have, the more they can open. The reality is that coronavirus spreads easily, he said. It can be fatal for people of all ages and most people remain susceptible. Prevention, prevention, prevention To control transmission, he said it is essential to prevent events that lead to outbreaks. COVID-19 spreads efficiently among clusters of people, with explosive outbreaks linked to gatherings at places such as sports stadiums, nightclubs and places of worship. At the same time, there are ways to hold gatherings safely, Tedros
said. Decisions about how and when must be made with a riskbased approach, tailored to local conditions. Tedros said countries experiencing significant community transmission may need to postpone such events. Those seeing sporadic cases or small clusters, on the other hand, can find creative ways to hold events while minimizing risk. He advocated a focus on reducing deaths by protecting the elderly, people with underlying conditions and essential workers. Countries that do this well may be able to cope with low levels of transmission as they open. Individuals must play their part by staying at least one metre away from others, cleaning their hands regularly, practicing respiratory etiquette by wearing a mask and avoiding close-contact settings. For governments, widespread stayat-home orders can be avoided if they take temporary, geographically targeted interventions. It is important to find, isolate, test and care for COVID-19 cases – and both trace
and quarantine contacts. WHO guidance for safe reopening The UN health agency chief said WHO has a range of evidence-based guidance that can be applied in different transmission scenarios, most recently for hotels, cargo ships and fishing vessels. Meanwhile, the agency is working with its partners through the ACT Accelerator and COVAX Global Vaccines Facility to ensure that a vaccine, once developed, is available equitably to all communities. He thanked the European Commission, which announced today it would join the COVAX Facility, for its €400 million contribution. Health systems under pressure
To be sure, all countries are under extreme pressure, he declared. A WHO survey on the impact of COVID-19 on health systems in 105 countries found that 90 per cent of those surveyed have experienced disruption to their health services, with low- and middle-income countries reporting the greatest difficulties. Most nations reported that routine and elective services have been suspended, while critical care – such as cancer screenings and treatment, and HIV therapies – have seen highrisk interruptions in low-income countries. While many countries are now implementing WHO-recommended

To sustain these efforts, Tedros said WHO had launched a $76 million appeal. The WHO Foundation on Monday launched a campaign into which any individual or organization can contribute.

Despite the difficult starting position in Sunday’s race, this progress enabled them to finish in the points. Tom Sykes (GBR) crossed the finish line in 12th, his team-mate Eugene Laverty (IRL) finished in 14th. Sykes and Laverty started the Superpole Race on Sunday morning from 14th and 18th on the grid. Sykes moved up into 11th place right at the start but was pushed aside in the turmoil entering Turn 8 and was forced to swerve through the gravel. Unfortunately, he collided with Leandro Mercado (ARG) as he returned to the track, who fell and unfortunately injured himself.

This is a shame as Tati Mercado got injured in the aftermath which is something you never want to see. Race two was frustrating, we had certainly had the pace to get away from the guys, but we had those limitations on the straights which undid all the hard work we did in the corners catching them up.” Eugene Laverty: “The weekend as a whole has been so tough, which I didn’t see coming. Starting down the grid made it difficult, but we just didn’t have the pace. However, finally today we found what we needed so we were able to make progress with the bike in the final race two. So that at least gives us some direction for next week in Aragón, but we have lost an entire weekend.”

Lamborghini recorded a third British GT race victory in as many rounds as Sandy Mitchell and Rob Collard (#78 Barwell Motorsport Huracán GT3 Evo) came out on top at the end of two hours at Brands Hatch in Kent. The Silver Cup partnership started second on the grid following Saturday’s qualifying session and maintained that position for the opening hour as the McLaren of Michael O’Brien and James Baldwin led the way. Two safety car interventions bunched the field back up together however, which gave Collard the perfect moment to take the mandatory driver-change pit-stop to hand over to Mitchell. The British duo made the most of a bizarre incident whereby a course vehicle ended up driving down the pitlane while cars were making their stops, to emerge at the head of the field before the second restart. Despite this
slightly fortuitous assumption of the lead, new Lamborghini GT3 Junior Driver Mitchell expertly led away from O’Brien’s McLaren, holding a slender margin of just over half a second. That grew to a fraction over one-and-a-half seconds entering the final 10 minutes of the race, before the young Scotsman came under pressure while lapping slower GT4 traffic. Thankfully, the lead battle for GT4 honours kept largely out of the way of Mitchell’s Lamborghini Huracán GT3 Evo in the final minutes, and the Barwell combination claimed their first race win of

(Honda) will create a mobile power generation/output system, Moving e, that consists of a fuel cell bus that can carry a large amount of hydrogen, portable external power output devices and portable batteries, and will begin demonstration testing of the system’s ability to deliver electricity anytime and anywhere. When a power grid is damaged during a disaster such as typhoons and rainstorms, people suffer from an interruption in the supply of power to their homes and evacuation centers. To address this issue, Toyota and Honda will bring technologies together to create a mobile power generation/output system and conduct demonstration testing of delivering electricity to people. Taking advantage of its mobility, the Moving e can be utilized as a “phase-free*” system which can be used in times of a disaster to support disaster response by supplying electricity in an affected area, as well as in normal times for routine uses such as supplying power at an event. The government will continue to negotiate and sign other agreements with a number of leading pharmaceutical companies, to ensure the supply of potential vaccines in Canada. The Prime Minister also announced funding to establish a new biomanufacturing facility at the Human Health Therapeutics Research Centre in Montréal. Through a public-private partnership, the new building will enable the National Research Council of Canada (NRC) to increase vaccine manufacturing to up to two million doses per month by next year. This will help ensure our country’s ability to produce enough doses of the vaccine for Canadians who need them, such as front line
workers, long-term care workers, and those at risk of becoming seriously ill if they contract COVID-19. Countries with significant active spread of coronavirus must prevent amplifying events, as opening up without the virus being under control would be a “recipe for disaster”, the World Health Organization said on Monday. The United States, the United Kingdom, and Norway (the Troika) welcome the peace agreement between the Sudan Revolutionary Front (SRF) and the Civilian-led Transitional Government of Sudan, initialed on 28 August 2020 as the first step in a long process to rebuild hope and stability for conflictaffected communities in Sudan. The peace agreement lays a foundation for sustainable peace and stability in Darfur and other conflict-affected areas that is critical for Sudan’s democratic transition. We recognize the concessions all have made to conclude
