Central government extends ban on LTTE for five years Karamjit Singh Parwana. New Delhi. The Central Government has extended the ban on the Liberation Tigers of Tamil Eelam (LTTE) for another five years under sub-sections (1) and (3) of section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) with immediate effect. The notification in this regard was issued here today. The notification states that the LTTE’s continued violent and disruptive activities are prejudicial to the integrity and sovereignty of India; and it continues to adopt a strong anti-India posture as also continues to pose a grave threat to the security of Indian nationals.

An unprecedented, international law enforcement operation has dismantled a complex, globally operating and organised cybercrime network. The criminal network used GozNym malware in an attempt to steal an estimated $100 million from more than 41 000 victims, primarily businesses and their financial institutions. A criminal Indictment returned by a federal grand jury in Pittsburgh, USA charges ten members of the GozNym criminal network with conspiracy to commit the following: infecting victims’ computers with GozNym malware designed to capture victims’ online banking login cre-

dentials; using the captured login credentials to fraudulently gain unauthorised access to victims’ online bank accounts; stealing money from victims’ bank accounts and laundering those funds using U.S. and foreign beneficiary bank

accounts controlled by the defendants. Over the course of the international operation, searches were conducted in Bulgaria, Georgia, Moldova and Ukraine. Criminal prosecutions have been initiated in Georgia, Moldova, Ukraine and the United States.This operational success is a result of the international law enforcement cooperation between participating EU Member States (Bulgaria and Germany) as well as Georgia, Moldova, Ukraine and the United States (in alphabetical order). On May 13-14, the United States and the Republic of Korea held the third meetings of the Environmental Affairs Council (EAC) under the United States-Korea Free Trade Agreement (FTA) and the Environmental Cooperation Commission (ECC) under the United States-Korea Environmental Cooperation Agreement on May 13 and 14. The United States and the Republic of Korea outlined actions they have taken to increase levels of environmental protection, ensure effective enforcement of environmental laws, and provide greater opportunities for public participation in environmental governance. The ECC reviewed environmental cooperation activities undertaken pursuant to the 2016-2018 Work Program and agreed on a 2019-2022 Work Program that includes activities on strengthening implementation and enforcement of environmental laws, among others.

Experts from Europol’s Intellectual Property Crime Coordinated Coalition - IPC3 supported the Italian NAS Carabinieri and the Tribunal of Darmstadt in Germany, in the arrest of 20 individuals and the seizure of 150 000 litres of fake olive oil. The criminals, who raked in up to 8 million every year in criminal profit, modified the colour of low quality oils to sell them on the Italian and German markets as extra virgin olive oil.The investigation began with the identification of a criminal organisation suspected of tampering with large quantities of sunflower oil in Italy. The gang made this poor quality oil look like extra virgin olive oil by adding chlorophyll, beta-carotene and soya oil. After this process, the suspects sold the counterfeit oil on the German market, trying to sell it to restaurant owners. The activities at this oil mill were carried out in unsanitary conditions. While some of the workers were responsible for the production and packaging of the product, the ones with bigger credit worthiness delivered the fake oil in lorries every two

weeks. Once in Germany, the counterfeit product was stored in logistics companies waiting to be distributed onto the German market. In some instances, the fake olive oil completely replaced the genuine one. 20 house searches

were carried out in Italy and Germany and a total of 150 000 litres of fake olive oil seized at different locations, including five lorries transporting 23 000 litres of counterfeit oil each. It is estimated that the suspects gained around

8 million every year, taking into account that they acquired one million litres of sunflower oil every year for approximately one million euros, and they sold the counterfeit product between 5 and 10 per litre.

The Australian Border Force (ABF) received information on the man which warranted further investigation. Following an examination of the traveller and his belongings, the matter was referred to the Australian Federal Police (AFP). The AFP interviewed the man and reviewed his electronic devices, which allegedly found child exploitation material.

NSW Greens MP and environment spokesperson Cate Faehrmann is calling on the government to revoke recent approvals for more underground coal mining in Sydney’s water catchment after revelations of warnings from Water NSW of the serious risks mining poses to the security of Sydney’s water supply. “You can’t get a stronger submission from a government agency than this. Clearly, if Water NSW could ban mining in our water catchments it would,” said Ms Faehrmann. “Sydney’s water catchment is the only publicly owned water catchment in the world that has longwall mining allowed under it. For the government to approve more mining after it has been advised of the risks mining poses to millions of people’s water supply is nothing short of criminal. “One of the problems is that the mining companies always underestimate and downplay potential water losses from subsidence when they seek approvals. Then, once in operation, it’s not exactly known how much water is lost, except that it’s substantial. “Sydney’s dams are dropping at the rate of 0.5% per week and will be just at 50% in a little over a month’s time. “With climate change meaning less rainfall in many of our catchments, the government must urgently revoke all approvals it has granted to expand mining under Sydney’s water catchment. It’s time the security of Sydney’s drinking water is put ahead of mining interests,” said Ms Faehrmann.

Safety focus in improved drug driver testing TL Bureau Wellington Improving the safety of all road users is the focus of a new public consultation document on the issue of drug driver testing. Plans for public consultation on options to improve the drug driver testing process have been announced by Associate Transport Minister Julie Anne Genter and Minister of Police Stuart Nash. Julie Anne Genter said: “While drug drivers already face serious criminal penalties if caught, the current law makes it hard for Police to carry out higher numbers of tests that could deter drug driving. “And unlike with alcohol testing, drug testing comes with some unique challenges, which is why we want expert and public input into the design process. For example, unlike alcohol breath tests, drug tests can only detect

the presence of drugs or medication. They cannot test if a driver is impaired. “We know the public wants to be involved in the development of legislation that will impact them. Consultation will ensure changes to the current system incorporate the needs and wishes of New Zealanders. “A considered approach to developing enhanced drug driver testing will mean we can develop a robust testing system that’s grounded in evidence and best practice. We need to do this thoughtfully,” says Julie Anne Genter. “Irrespective of whether someone is impaired by alcohol, medication or recreational drugs, they shouldn’t be behind the wheel,” says Stuart Nash. “Last year, 71 people were killed in crashes where a driver was found to have drugs or medication in their system which may have impaired their driving. 7 Madagascar Implements the International Monetary Fund’s Enhanced General Data Dissemination System TL Bureau Antananarivo Madagascar has implemented the recommendations of the IMF’s Enhanced General Data Dissemination System (e-GDDS) by publishing critical data through the National Summary Data Page (NSDP). The page aims to serve as a one-stop publication vehicle for essential macroeconomic data on the national accounts, government operations and debt, monetary and financial sectors, and balance of payments. These data will be disseminated in both human- and machine-readable formats. The e-GDDS was established by the IMF’s Executive Board in May 2015 to support improved data transparency, encourage statistical development, and help create synergies between data dissemination and surveillance. The NSDP is posted on the webpage for Madagascar that is hosted on the open-data platform sponsored by the African Development Bank. The Women Entrepreneurs Finance Initiative (We-Fi) today announced its second funding allocations – expected to benefit 70,000 women-led businesses and mobilize nearly a billion dollars of additional public and private sector resources. The second round allocates $129 million for programs to boost women’s entrepreneurship that will be implemented by four multilateral development banks, expecting to mobilize $990 million of additional funds from other public and private sources. The African Development Bank received $61.8 million for activities covering 21 African countries; the Asian Development Bank received $20.2 million for activities in Vietnam, Papua New Guinea, and Fiji; the European Bank of Reconstruction and Development received $22.9 million for activities in low-income Central Asian countries; and the Inter-American Development Bank received $24.28 million for activities in countries across Latin America and the Caribbean. This compliments the first round of We-Fi funds announced in April 2018, which allocated $120 million for projects implemented by the

The program will offer innovative and tailored financial instruments including a women-focused first loss risk-sharing facility, specialized capacity-building training, and targeted initiatives to dramatically transform the businessenabling environment for women entrepreneurs. Of 21 economies targeted, AFAWA will mainly service IDA and fragile or conflict-affect countries where women are underserved in accessing financing, markets, knowledge, and mentoring programs. These countries include Burundi, Chad, Comoros, Côte d’Ivoire, Democratic Republic of Congo, Ethiopia, Mali, Mauritania, Mozambique, Niger, Senegal, Sierra Leone, Tanzania, Uganda, Zambia and Zimbabwe. The Asian Development Bank (ADB) was granted $20.2 million for a program on “Women Accelerating Vibrant Enterprises in Southeast Asia and the Pacific” (WAVES). WAVES will support more than 5,105 women-owned or led businesses in the Pacific and Viet Nam, and will foster long-term behavior change among key stakeholders in the private and public sectors. Access to finance will be expanded through performance-based lending in Viet Nam, and the first gender bond in Southeast Asia and the Pacific will be issued in Fiji. ADB will to support implementation of the gender provisions under Viet Nam’s business law. Women’s capacity and confidence to run successful businesses will be developed via financial literacy, business acceleration, and mentorship programs to increase their contributions to building inclusive and dynamic economies. The program takes a holistic approach to tackling demandside, supply-side, and environmental constraints, thereby sparking systemic change at both the market and firm-levels. The Inter-American Development Bank (IDB) received $24.28 million for its “Women Entrepreneurs for Latin America and the Caribbean” (WeForLac) program. WeForLac will boost access to finance, markets, skills and networks, while strengthening entrepreneurship ecosystems in support of women-owned and led businesses. The program is expected to reach more than 19,252 women, with a focus on underserved communities in Honduras, El Salvador, Guatemala, Mexico, Colombia, Brazil, and Peru.

New Stanford research examines how augmented reality affects people’s behavior Stanford scholar Jeremy Bailenson and other researchers found that people’s interactions with a virtual person in augmented reality, or AR, influenced how they behaved and acted in the physical world. BY ALEX SHASHKEVICH California As major technology firms race to roll out augmented reality products, Stanford researchers are learning how it affects people’s behavior – in both the physical world and a digitally enhanced one. In a new study led by Jeremy Bailenson, a professor of communication in the School of Humanities and Sciences, researchers found that after people had an experience in augmented reality (AR) – simulated by wearing goggles that layer computer-generated content onto real-world environments – their interactions in their physical world changed as well, even with the AR device removed. For example, people avoided sitting on a chair they had just seen a virtual person sit on. Researchers also found that participants appeared to be influenced by the presence of a virtual person in a similar way they would be if a real person were next to them. These findings are set to publish May 14 in PLOS ONE.“We’ve discovered that using augmented reality technology can change where you walk, how you turn your head, how well you do on tasks, and how you connect socially with other physical people in the room,” said Bailenson, who co-authored the paper with graduate students Mark Roman Miller, Hanseul Jun and Fernanda Herrera, who are the lead authors. Their findings mirror much of the research Bailenson has done on virtual reality (VR). While VR attempts to simulate a real-life environment and take the user out of the present setting, AR technology layers digital information atop the user’s physical surroundings. In recent years, many technology companies have focused on developing augmented reality goggles and other products, shifting away from their previous emphasis on virtual reality, Bailenson said. Bailenson said today’s AR goggles can project a realistic, 3D version of an actual person in real time onto the physical surroundings of the goggles-wearer. This allows for groups of people across the world to make eye contact and communicate nonverbally in other nuanced ways – something that video conferencing struggles to achieve. “AR could help the climate change crisis by allowing realistic virtual meetings, which would avoid the need for gas to commute or flying to meetings in person,” Bailenson said. “And this research can help bring attention to the possible social consequences of AR use at a large scale, so the technology can be designed to avoid these issues before becoming ubiquitous.” To examine how AR affected the way people behaved in social situations, researchers recruited 218 participants and conducted three studies. The first study replicated a traditional psychology finding known as social inhibition. Just as people complete easy tasks with ease and struggle with more challenging ones when they have a person watching them in the real world, the same held true when an avatar was watching study participants in augmented reality, the researchers

found.Study participants completed easy anagrams faster but performed poorly on the complex ones when avatar Chris was visible in their AR field of vision.Another study tested whether participants would follow accepted social cues when interacting with avatar Chris. This was measured by tracking whether participants would sit on the chair that avatar Chris previously sat on.Researchers found that all participants who wore the AR headset sat on the empty chair next to Chris instead of sitting right on the avatar. Of those participants who were asked to take off the headset before choosing their seat, 72 percent still chose to sit in the empty chair next to where Chris sat previously. “The fact that not a single one of the subjects with headsets took the seat where the avatar sat was a bit of a surprise,” Bailenson said. “These results highlight how AR content integrates with your physical space, affecting the way you interact with it. The presence of AR content also appears to linger after the goggles are taken off.” In the third study, researchers examined how AR affects the social connection between two people who are having a conversation while one of them wears an AR headset. Researchers found that those wearing AR goggles reported feeling less socially connected to their conversation partner. Bailenson said that additional studies, which he and his team are now working on, are needed to further examine the effects of augmented reality. “This paper scratches the surface of the social-psychological costs and benefits of AR use, but much research is needed to understand the effects of this technology as it scales,” the researchers wrote. This research was supported by two National Science Foundation grants.

The World Tourism Organization (UNWTO) and the Basque Culinary Center (BCC) have launched a new set of guidelines to help destinations benefit from the growing interest in gastronomic tourism. The joint initiative was presented at the 5th UNWTO World Forum on Gastronomy Tourism in San Sebastian, Spain. As tourists increasingly demand unique and authentic travel experiences, the global gastronomy market has been enjoying significant growth over recent years. The new toolkit from UNWTO and BCC is aimed at helping destinations benefit from this trend. This initiative

is focused on empowering destinations with the knowledge and concrete steps they need to design and implement a Gastronomy Tourism Plan. By adopting such a plan, cities and regions can enjoy the many benefits gastronomy tourism can bring. TL Bureau Tokyo A look inside Toyota Motor East Japan's Higashi-Fuji Plant, which is responsible for producing every Century model, reveals the many ways master craftsmen leave their mark. A full model change in June 2018 led to the development of the third-generation Century, which remains Japan's only chauffeur-driven automobile. Each Century model has been handcrafted at Higashi-Fuji Plant of Toyota Motor East Japan, Inc. (former Kanto Auto Works, Ltd.). What are the skills required to create Century models produced at this plant? The plant where the Century is produced is very different to a standard mass-production plant. There is no assembly line, no long row of cars. There is no sound of electronics or machinery. In this quiet, spacious area, a small number of highly trained, skilled craftsmen create cars almost as if they are producing works of art. The production process for the Century has five steps: stamping, body, painting, assembly, and inspection. Each step incorporates the

master craftsmanship one would expect for a Century. One of the focal points of the exterior design of the new Century model is the character line that runs down both flanks. This is formed using a traditional chamfering method known in Japanese as "kichomen." This term originally referred to the elaborate way the posts of kicho, Heian period (794-1185) room partitions used by nobles to provide private areas for themselves, were chamfered to avoid leaving a simple angle. The finely-detailed, intricate workmanship on these partitions has led to the adjective "kichomen" coming to mean

"to carry out work accurately and carefully." The kichomen chamfering on the Century body is created by skilled hands that create the curves when producing such angles. The minor imperfections on the body panels after processing in the press are delicately smoothed, creating a precise, unbroken line. The metal is then finished with power sanders. This is a task that demands the utmost concentration: even the motion of breathing could affect the dynamism of this line.To complete the body, the kichomen chamfer line must match perfectly from the front to the rear. However, as

befits a luxury car, the doors on the Century are extremely thick and heavy, and so once the weight of the interior finishings is added later on, the rear ends of the doors will drop slightly from their original positions. Here, a technique known as "door-lifting" is employed. In other words, to align with the descent of the door, the alignment is deliberately adjusted to ensure that it looks perfect when the car is completed. Many of those who purchase a Century are VIPs. When alighting from the rear seats, the Century's body becomes almost like an elegant mirror, allowing its passengers to casually check their appearance. This mirror finish is just one of the ways the Century caters to those who are fortunate to own one. Even installing the tower console located between the front seats requires delicate work by hand. The key is making sure it is precisely even between both seats. Experienced craftsmen can sense the degree of tilt to either side, and carefully turn the bolts to adjust the center console position. This is not something that can be reduced to numbers; the work is achieved through the special trust in the senses and experience known at Toyota as "kan-kotsu" or "intuition and skills."
