The Scientific Advisory Group for Emergencies (SAGE) met yesterday and reviewed the latest numbers of cases in the UK, updated modelling, interventions made by other countries, and proposals for monitoring and modelling the outbreak as it advances. The two major objectives were reiterated – save lives and reduce the peak of the epidemic to reduce the very considerable pressure on the NHS. This means examining interventions that can flatten the curve and those which ensure those most at risk are shielded. The review of the new data showed that as anticipated the epidemic is progressing and on that basis
SAGE advised the next planned effective interventions (shielding the vulnerable and household isolation) will need to be instituted soon. SAGE is examining models of further interventions. The son had returned back to India on 23.02.2020. He initially was asymptomatic, but developed fever and cough after 1 day and reported to Ram Manohar Lohia Hospital on 7th March, 2020. As per protocol, the family was screened and since he and his mother had fever and cough, both were admitted.

New hospital beds will be opened to manage COVID-19 patients, and more than 7,000 Victorians will be fast-tracked for elective surgery in the next few weeks, in the next step of Victoria’s response to the COVID-19 pandemic. Premier Daniel Andrews and Minister for Health Jenny Mikakos announced that the new $100 million COVID-19 response package is designed to boost capacity in the health system in preparation for the pandemic peak. More than $60 million will be made available to both public and private hospitals to undertake additional surgery such as thyroid, prostate, hernia or gynaecological surgeries – so they can be done before the predicted peak of the pandemic places further strain on

The Federal Court has dismissed the ACCC’s case against Ramsay Health Care Australia Pty Ltd (Ramsay) for alleged misuse of market power and exclusive dealing. Ramsay operates Baringa Private Hospital, the only private hospital in Coffs Harbour. In 2015, Ramsay also operated Coffs Harbour Day Surgery, the only private day surgery in Coffs Harbour at that time. The ACCC alleged that senior Ramsay executives told a group of surgeons planning to establish a competing private day surgery facility in Coffs Harbour that their access to operating theatre time at Baringa Private Hospital would be substantially reduced or withdrawn if they proceeded with their plans.

Every person entering New Zealand from anywhere in the world will be required to self-isolate for 14 days, excluding the Pacific TL Bureau, Wellington Prime Minister’s statement Good afternoon The full Cabinet met this afternoon to make a range of significant decisions to further protect the health of New Zealanders and reduce the threat of transmission of COVID-19 in New Zealand. First I want to provide some context to our decisions. New Zealand has to date, relative to other counties, a small number of cases. We have successfully managed to contact trace for every one of those cases, and are in the process of doing so for our latest one. This has been a critical part of our response. Secondly, our smaller number of cases has helped us to manage them in the right place, and with the right support. The majority of our cases have not required our hospital system to care for them. The key continues to be leaving our hospital system for those who need it most. All of this points to one strategy which has guided our decision making - spread the cases, and flatten the curve. It is not realistic for New Zealand to have only a handful of cases. The international evidence proves that is not realistic, and so we must plan and prepare for more cases. But, the scale of how many cases we get and how fast we get them is something we should do as much as we can to slow. That is how we ensure health services are there for those who need them most. That’s why we must go hard, and go early, and do everything we can to protect New Zealanders health. That is exactly why, to tackle this global pandemic, Cabinet made far reaching and unprecedented decisions today. As of midnight Sunday every person entering New Zealand, including returning New Zealand citizens and residents, will be required to enter self-isolation for 14 days. Everybody. The Pacific are exempted from this measure, though anyone from these countries will be required to automatically self–isolate should they exhibit any COVID-19 symptoms upon arrival in New Zealand. These restrictions will all be reviewed in 16 days’ time. Alongside Israel, and a small
number of Pacific Islands who have effectively closed their border, this decision will mean New Zealand will have the widest ranging and toughest border restrictions of any country in the world. We are also encouraging New Zealanders to avoid all nonessential travel overseas. This help reduces the risk of a New Zealand bringing COVID-19 back with them. We accept that for New Zealanders currently overseas this is a stressful time and we encourage any New Zealander needing consular assistance to contact the Ministry of Foreign Affairs. In addition to restrictions on air travel we are also taking firm measures on cruise ships. As of midnight tonight we are issuing a directive to all cruise ships not to come to New Zealand until at least 30 June 2020, at which time the directive will be reviewed. I want to be very clear - these measures are about people, not products. They do not apply to cargo ships or cargo planes or to marine or air crew, and we will be working to ensure we keep sea and air freight routes open for imports and exports. In short, no one needs to conduct a run on their supermarket. It’s worth remembering that we’ve had travel restrictions on China for over a month, and those supply routes continue. We are mindful that some items that come into New Zealand travel via passenger flights. That’s why support, where needed, will be provided to ensure that essential air freight like pharmaceuticals continue to be shipped into New Zealand. e did not take these decisions lightly. We know these travel restrictions will place significant strain on the aviation industry, and we anticipate some routes will reduce or cease for a period of time. s such the Government will work closely with the aviation sector to encourage and support airlines to remain active in New Zealand so that we can re-bound from the restrictions quickly and not have significant impacts on our tourism sector, exporters, and economy. In addition to these measures the Finance Minister will also announce an economic response including the business continuity package on Tuesday.
Major steps taken to protect New Zealanders from COVID-19

As such strict new border exit measures for people travelling to the Pacific will be put in place and include: No travel for people who have travelled outside of New Zealand in the past 14 days, No travel for close or casual contacts of a confirmed case. No travel for anyone who is symptomatic Health assessment including temperature check Taken as a whole, the border measures we are taking today will mean significantly more people will enter self-isolation, and supporting and facilitating that to occur is critical. We are already registering all travellers into New Zealand, and Healthline is monitoring the self-isolation process. Today we instructed officials to step up enforcement of self isolation through measures such as spot checks. It is worth mentioning though, to date more than 10,500 people are or have successfully self-isolated in New Zealand. People know that it’s in the best interest of their community and they’re pulling together to look after one another. After all, the combination of restricting the virus coming here and isolating it when it does are two of the most
important steps we can take to avoid community outbreak. Given self-isolation is so important, we want to make it as easy as possible. As such the Government will be introducing a range of measures to assist with self-isolation. Expect more on this early next week. We will also increase community support to those unable to support themselves in isolation. In addition to these measures the Finance Minister will also announce a business continuity package next week, the Health Minister will announce a suite of additional health measures to scale up the responsiveness of our health system to the virus and a public information campaign will be launched. Ultimately though, the best protection for the economy is containing the virus. A widespread outbreak will hurt our economy far more in the long run than short term measures to prevent a mass outbreak occurring. These measures, while disruptive, are needed to make the space we need as a nation to prepare and manage the spread of COVID-19. We all have obligations to limit the spread of the virus and basic health measures is are the heart of that. However in order to limit the risk of community outbreak when people are in close proximity to each other we will also be announcing further guidelines on mass gatherings. For now, Pasifika and the 15 March Memorial have been cancelled.
The guidance we will be developing more broadly on mass gatherings will be based on the following criteria: Large numbers of people in close proximity Events where people are more likely to be in physical contact Events where participants have travelled from overseas And non-ticketed events, where for instance there is no seat allocation making it difficult to contact trace Again, advice and criteria on mass gatherings will be released next week. For those who need more immediate advice, they should contact their public health unit. In conclusion, we have two choices as a nation. One is to let COVID-19 roll on, and brace. The second is to go hard on measures to keep it out, and stamp it out - not because we can stop a global pandemic from reaching us, but because it is in our power to slow it down. I make no apology for choosing the second path. New Zealanders public health comes first. If we have that, we can recover from the impacts on the economy, the impacts on tourism, and the impacts on our airline. Finally, this is an unprecedented time. While we don’t have community transmission here, now is the time to prepare. And we can all play a role in that. So here’s my request to New Zealanders: Wash your hands If you don’t need to travel overseas, then don’t. Enjoy your own back yard for a time. Wash your hands If you’re sick, stay home. If you sneeze, do it into your elbow Wash your hands. Stop handshakes, hugs, and hongi - I know this is counter to who we are as a nation, but the best thing we can do right now to show love and affection to one another, is to switch to the east coast wave. Please be mindful of the older citizens in your life. Check in on them, but if you’re sick, keep your distance Finally, we are a tough resilient people. We have been here before. But our journey will depend on how we work together. We are taking every measure we need as a government, and we ask that you do to. We all have a role to play. Look out for your neighbour, look out for your family. Look out for your friends.

Growing Digital Skills For Regional Small Businesses

Regional businesses will learn how to build their online presence, improve cyber-security and harness benefits from the digital economy through the Andrews Labor Government’s new Digital Opportunities Roadshow program. Minister for Small Business Adem Somyurek and Victorian Chamber of Commerce and Industry chief executive Paul Guerra today launched the initiative, encouraging regional small businesses to get involved so that they can improve their digital literacy and grow their businesses. The program will be carried out across regional Victoria, delivering a total of 18 free face-to-face workshops from February to May. The Government will deliver these in partnership with the Victorian Chamber of Commerce and Industry – the state’s peak business body – and local councils.
The first Digital Opportunities Roadshow workshop will be held in Ararat on Thursday, 20 February. Others will be held in Shepparton, Yea, Daylesford, Wangaratta, Wodonga, Leongatha, Horsham, Traralgon, Nhill, Swan Hill, Mildura, Kyabram, Maryborough, Colac, Lorne, Camperdown and Portland. he Centre for Health Protection (CHP) of the Department of Health (DH) announced that as of 8pm on March 14, the CHP is investigating four additional confirmed cases of COVID-19, taking the number of cases to 142 in Hong Kong so far (comprising 141 confirmed cases and one probable case). The first case involves a 39-yearold woman (the 139th case) who has good past health and lives alone in Cornell Centre in Chai Wan. She developed runny nose and blocked nose since March 12 and attended the Hong Kong Sanitorium and Hospital where she was transferred to Ruttonjee Hospital on March 13. Her respiratory sample was tested positive for COVID-19 virus on March 14 and she is now in a stable condition. The patient had travelled to Dubai, United Arab Emirates between February 26 and 29 and visited Madrid in Spain from February 29 to March 10. She took the flight EK142 (business class cabin) by The Emirates from Madrid to Dubai on March 10 and then departed Dubai on flight EK380 (business class cabin) by The Emirates arriving Hong Kong on March 11. Passengers who travelled in the same cabin on board the two flights are urged to call the CHP hotline. The second case involves a 59-year-old man (the 140th case) who has underlying illness and lives in Heng Tai House, Fu Heng Estate, Tai Po, which is the same building where the patients (members of Egypt tour group) of the 119th and 124th cases (confirmed on March 10 and 11) live. He developed cough since March 10 and attended the Accident and Emergency Department at Alice Ho Miu Ling Nethersole Hospital on March 12 and 13. His deep throat saliva sample was tested positive for COVID-19 virus on March 14. He is now under treatment at Prince of Wales Hospital and is in a stable condition. The patient had no recent travel history during the incubation period. His wife and son who live with him are asymptomatic and will be arranged for quarantine. The third case involves a 28-yearold woman (the 141st case) who has good past health and lives alone in 684 Clear Water Bay Road. She developed fever and cough since March 12 and attended the Accident and Emergency Department at Tseung Kwan O Hospital on the same day. Her deep throat saliva sample was tested positive for COVID-19 virus on March 14. She is now in a stable condition and has been arranged to United Christian Hospital for management. The patient resides in London in the United Kingdom. She returned to

Hong Kong from London taking flight BA31 (business class cabin) by British Airways on March 11. Passengers who travelled in the same cabin on board the flight are urged to call the CHP hotline. The fourth case involves a 59-yearold man (the 142nd case) who is the brother-in-law of the 54-yearold female patient of the 137th case confirmed on March 13. The patient with underlying illness lives in Tivoli Garden, Tsing King Road, Tsing Yi. He developed diarrhoea since March 2, shortness of breath and sore throat since March 10 and fever since March 12. He was admitted to Princess Margaret Hospital for treatment during contact tracing by CHP on March 13. His respiratory sample was tested positive for COVID-19 virus on March 14 and he is now in stable condition. The patient had travelled to Morocco between February 27 and March 8. On March 8, he took the flight HV5760 (economy class cabin) by Transavia with the patient of the 137th case from Morocco to Amsterdam in the Netherlands and then departed Amsterdam on flight KL887 (premium economy class cabin) by KLM Royal Dutch Airlines arriving Hong Kong on March 9. Passengers who travelled in the same cabin on board the two flights are urged to call the CHP hotline. The patient’s daughterin-law, grandson and domestic helper who live with him are asymptomatic and have been arranged for quarantine. The CHP’s epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. Quarantine will be arranged for close contacts while medical surveillance will be arranged for other contacts. For the progress on the contact tracing of the cases, please see the annex. Meanwhile, the CHP is following up on the contact tracing of four confirmed cases outside Hong Kong and urged people who took the same flights as the patients to call the CHP hotline. The first case involves a 38-year old male patient confirmed in Guangdong who took the flight HX782 (economy class cabin) by Hong Kong Airlines from Manila in the Philippines to Hong Kong arriving on March 11. The second case involves a 33-year old male
patient confirmed in Singapore who took the flight CX845 by Cathay Pacific from New York to Hong Kong arriving on March 10 and then took the flight CX759 by Cathay Pacific from Hong Kong to Singapore on the same day. The third case involves a 40year old male patient confirmed in Australia who took the flight CX171 by Cathay Pacific from Hong Kong to Perth arriving on March 10. For the fourth case, it involves an 85-year-old male patient who was a passenger on board the Diamond Princess cruise and became a confirmed patient in Japan. He was discharged after treatment in Japan and returned from Tokyo to Hong Kong on the flight NH811 by All Nippon Airways on March 10. The patient was admitted to Tuen Mun Hospital due to chest pain on March 12. His respiratory specimen collected during hospitalisation on March 13 was tested positive for COVID-19 on March 14. A spokesman for the CHP said, “The CHP reminded members of the public that as the transmission of the COVID-19 virus has been increasing around the world, they are advised to consider avoiding all non-essential travel outside Hong Kong.” “Meanwhile, according to our epidemiological investigations, clusters are observed in the local community involving large meal gatherings and other gatherings. Members of the public are urged to go out less and reduce social activities such as meal gatherings or other gatherings, and maintain an appropriate social distance with other people as far as possible.” The spokesman said, “The CHP strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes. “As for household environmental hygiene, members of the public are advised to maintain drainage

The CHP has set up a hotline (2125 1122) for public enquiries. The hotline operates from 8am to midnight daily. As at 4pm on March 14, a total of 34 136 calls were received. Moreover, the Government has launched the website “COVID-19 Thematic Website” (www.coronavirus.gov.hk) for announcing the latest updates on various news on the COVID-19 infection and health advice to help the public understand the latest updates. To prevent pneumonia and respiratory tract infection, members of the public should always maintain good personal and environmental hygiene. They are advised to: • Wear a surgical mask when taking public transport or staying in crowded places. It is important to wear a mask properly, including hand hygiene before wearing and after removing a mask; • Perform hand hygiene frequently, especially before touching the mouth, nose or eyes, after touching public installations such as handrails or door knobs, or when hands are contaminated by respiratory secretions after coughing or sneezing; • Maintain drainage pipes properly and regularly (about once a week) pour about half a liter of water into each drain outlet (U-traps) to ensure environmental hygiene; • Cover all floor drain outlets when they are not in use; • After using the toilet, put the toilet lid down before flushing to avoid spreading germs; • Wash hands with liquid soap and water, and rub for at least 20 seconds. Then rinse with water and dry with a disposable paper towel. If hand washing facilities are not available, or when hands are not visibly soiled, performing hand hygiene with 70 to 80 per cent alcoholbased handrub is an effective alternative; • Cover your mouth and nose with tissue paper when sneezing or coughing. Dispose of soiled tissues into a lidded rubbish bin, then wash hands thoroughly; and • When having respiratory symptoms, wear a surgical mask, refrain from work or attending class at school, avoid going to crowded places and seek medical advice promptly.

P&O Cruises Australia today announced a voluntary 30-day pause to its cruise operations. Here is an important message from our President Sture Myrmell. For guests whose future voyages have been cancelled during the 30 day period, P&O is offering a full refund – or a Future Cruise Credit equal to 200% of the cost of their original cruise. The cruise line is communicating with guests directly on voyages currently sailing. P&O Cruises Australia today announced a voluntary 30-day pause to its cruise operations following advice from the country’s public officials that mass gatherings should be limited to no more than 500 people and Australians should reconsider their need to travel anywhere in the world. The 30-day pause takes effect from today until P&O’s planned resumption of cruising on April 12. The pause will affect cruises on Pacific Explorer, Pacific Dawn and Pacific Aria that were scheduled to depart Sydney, Brisbane and Adelaide respectively. P&O will make direct contact with guests whose cruises have been affected to let them know of this development and to apologise for
the disruption. Decisions have also been made in relation to the P&O fleet’s current cruises. Pacific Explorer’s scheduled call to Eden tomorrow has been cancelled and the ship will return to Sydney for arrival as planned on Monday. Pacific Dawn’s cruise from Brisbane today will not proceed. Pacific Aria currently on a cruise to Tasmania will now return to Adelaide on Monday. Announcing the pause, President of P&O Cruises Australia, Sture Myrmell, said the cruise line was confident in its existing public health measures to maintain a healthy onboard environment for guests and crew. However, Mr Myrmell said the responsible course was for P&O to support the efforts of federal and state governments and their senior health experts as they work to contain the spread of the COVID-19 coronavirus. The Department of Foreign Affairs and Trade has also advised Australians to reconsider their need to travel anywhere in the world. “At the same time, we are acutely aware of the disappointment for our guests whose cruise holidays have been unavoidably cut short or cancelled at short notice,” Mr
Myrmell said. ““Cancelling or reducing the length of a cruise is the last thing we would ever want to do but these are extraordinary times and we have no hesitation in putting the health and well-being of our guests, crew and the wider community first.” For guests whose future voyages have been cancelled during the 30 day period, P&O is offering a full refund – or a Future Cruise Credit equal to 200% of the cost of their original cruise. and fans. Based on the expert medical advice of the Australian Health Protection Principal Committee, endorsed by Commonwealth, State and Territory governments, that organised public gatherings of more than 500 people be cancelled to reduce transmission of COVID-19 in Australia, Netball Australia will not proceed with the annual 17&U and 19&U National Netball Championships due to take place in Hobart from 18-23 April. Given the nature of the event, and after extensive consultation with medical experts and relevant stakeholders, Netball Australia made the decision not to proceed with the tournament, which would bring together teams from all states and territories. Netball Australia CEO Marne Fechner said the health of the Australian netball and wider community is paramount and that Netball Australia continues to work closely with state and territory Member Organisations in relation to community and grassroots netball. “It was an incredibly difficult decision not to proceed with the National Netball Championships, especially knowing how much
preparation by the athletes, coaches, officials and volunteers goes into this event. It is however prudent that we do everything we can to reduce the spread of the virus,” she said. “In relation to community netball, we are working with Member Organisations, government organisations and medical professionals to determine the best approach and we will release guidelines to support community netball organisations across Australia in the coming days. The escalation of the COVID-19 outbreak globally has led the BWF, in close consultation and consensus with its Host Member Associations and Continental Confederations, to cancel or postpone all tournaments in this period due to heightened travel and quarantine restrictions in place and the subsequent extreme logistical complications this causes to the movement of badminton athletes. BWF equally has strong considerations for the health, safety and wellbeing of all athletes, their entourage, officials and the greater badminton community in general. Tournaments affected include the YONEX Swiss Open 2020, YONEX-SUNRISE India Open 2020, Orléans Masters 2020, CELCOM Axiata Malaysia Open 2020, and Singapore Open

Unless government advice changes, Badminton England remains confident that the robust and comprehensive measures in place before and during the event will minimise the potential risk of the virus. BWF duly accepts this position and that all relevant health, safety and logistical risks have been considered by BWF, Badminton England, tournament organisers, and the local government in reaching this decision. A number of the tournaments impacted as a result of the suspension fall within the Tokyo 2020 Olympic Games qualifying period. BWF will make a further announcement on regulations related to Olympic qualification points at a later date.

Additional restrictions are also imposed on spending leisure time. “We are currently facing a situation where the spread of the virus is very rapid. In order to protect the health of people, it is necessary to limit any activity in which there is a high risk of human exposure and the spread of infection,” said Prime Minister Jüri Ratas. “therefore, at the request of the islands, we impose restrictions on movement. We are also closing sports halls, water centres and spas, and day centres to minimise contacts.”
In order to protect the islands against coronary virus, restrictions on movement on the islands of Hiiumaa, Saaremaa, Muhumaa, Vormsi, Kihnu and Ruhnu have been established. The decision shall apply immediately and the movement restriction shall apply initially for two weeks, after which the person in charge of the emergency situation together with the Government Committee decides whether it is necessary to extend the existing restrictions. Only people who have a permanent residence on the islands are allowed to travel to the territories. Other people cannot currently access the region. The people currently on the islands are allowed to return home. Likewise, the residents of islands may not leave their place of residence during a movement restriction, except for the exeptions provided for in the Order.
